Thursday, October 15, 2015This is the opening night for the many food booths, arts &crafts booths, entertainment and the carnival.

Friday, October 16, 2015The first day of the International Rice Festival is recognized as“Children’s Day”. Special events include the official openingof the Festival by the President, crowning of the Junior Kingand Queen, Rice & Creole Cookery Contest, Rice EatingContest and the Children’s Parade.

Saturday, October 17, 2015Presentation of candidates for crowning of the InternationalRice Festival Queen. A special demonstration of old time ricethreshing is held on the grounds of the Baptist Church onSaturday afternoon. The 5K Fun Run, Acadian AccordionContest, Fiddle Contest, Rice Poker Run and Car Show alltake place Saturday morning. Music continues in the after-noon with bands on two stages. In the midst of all of this, thegrandest of all parades, the Grand Parade. A scene not to bemissed!

Sunday, October 18, 2015Sunday Family Day, from Noon until 6pm. Carnival Rides(and goodies) only. This is an Alcohol free day. Only vendorsassociated with the carnival will be there. Family fun & gamesonly.

It is my pleasure to welcome everyone to the 79th International RiceFestival, the oldest and largest agricultural festival in Louisiana. Heldevery October in the historical downtown area of Crowley, this cele-bration pays tribute to the rice industry that has been such an integralpart of the growth and success of Southwest Louisiana and to the ricefarmers responsible for that success.

Throughout the history of the festival, there have been changes that have contributed tothe continued success of this festival, but the emphasis has always been on rice, a staplethat can be found on the tables of Southwest Louisiana residents in various forms fromsalads to desserts to main dishes.

We hope that you will enjoy everything that the festival has to offer—the food, the parades,the musical entertainment, the comradery, the contests, the carnival rides, and all of thespecial activities designed especially for you.

This festival celebration has become a Southwest Louisiana tradition, and its continuedsuccess has been dependent on the hundreds of volunteers and sponsors who have givenso much of their time, energy, and support over the years. I am both honored and hum-bled to be President of such a great organization and to have volunteered my services overthe past 14 years as part of the main stage committee.

Proudly representing the oldest and largest agricultural festival in thebeautiful State of Louisiana, the International Rice Festival. Where myhometown of Crowley, Louisiana thrives every third full weekend inOctober, I am the 78th International Rice Festival Queen, AllisonElizabeth Hoffpauir.

Hello to all and welcome to the 79th International Rice Festival! As a lifelong residentof the beautiful City of Crowley, Louisiana, I can honestly say that our unique festivalis unlike any other across the State. I have had the utmost honor of representing theInternational Rice Festival, Rice Industry, and the City of Crowley over the course ofthis past year. I have made memories and friendships that will last a lifetime and forthat I will be forever grateful!

This past year has been filled with many “miles and smiles” across our nation! I havehad the honor of representing the International Rice Festival at the 67th MystickKrewe of Louisianians Mardi Gras Ball in Washington, D.C. as well as the 116th RiceMillers’ Association Annual Convention in Maui, Hawaii. My travels across Louisianahave taken me on an adventure of a lifetime. I traveled to the “tip of the boot” inBuras for the Orange Festival, lit the path for Papa Noel at the Bonfire Festival inLutcher, and chased AND CAUGHT a chicken at Mardi Gras in Lake Charles! I woremy coat for the Louisiana Fur and Wildlife Festival in Cameron, kissed a bullfrog inRayne for the Frog Festival, picked and packaged Strawberries in Ponchatoula, caughtCrawfish in Breaux Bridge, and learned how to make Boudin in Scott. Finally, Imilked a cow in Abbeville, met SWEET, SWEET people in New Iberia, and SOMUCH MORE!

The miles might have added up but the experiences have been priceless!Nothing compares to the pride that I feel for the City of Crowley and all who live here.Our Rice Industry has thrived worldwide and so our festival has followed closebehind. To our Rice Farmers, Millers, and all involved in the Rice industry… THANKYOU! As the oldest and largest agricultural festival grows older each year, it is my hopethat our community continues to support our unique Rice culture. Thank you from

the bottom of my heart for this incomparable experience.

Herbert E. Schilling II

Herbie was born in Lafayette on October 12, 1949. He was the only child of Herbert and Olga Richard Schilling.

Herbie’s mother was from Jeanerette. She was a 1932 graduate of SLI and received her mas-ter’s degree from LSU. She was a professor at SLI/USL for 34 years.

His father came to Lafayette in the late 1920s to play baseball. By 1932, he was co-owner ofthe Lafayette White Sox, and then became a co-founder of the Evangeline League. The elderSchilling was involved with baseball until he was called to serve his country during World WarII at the age of 37. After the war, he returned to Lafayette to discover that the Evangeline League and his team wereno longer a viable business option. He was presented the opportunity in 1949 to become an Anheuser-Busch(“AB”) wholesaler, who brewed only Budweiser and Michelob beers at that time. Schilling Distributing opened itsdoors Jan. 1, 1950.

“Herbie” is a 1972 graduate of USL with a degree in business management. He was a four-year letterman on theUSL golf team that won the Gulf State Conference Championship in 1971 and played in the NCAA IIChampionship in Chico, California. He was a member of Sigma Alpha Epsilon Fraternity. Upon graduation, heenlisted in the Army Reserves and when he returned from active duty went to work in the family beer business.

Schilling’s father died in 1981 and it became necessary for him to take over leadership of the company. He wasrequired by his father to work in every position and division of the company starting with summers off during highschool and while attending college. His degree in business management and his working knowledge of all divisionsof the company served him well as he moved from sales manager to general manager, vice president and president.

Under his leadership, Schilling Distributing achieved the inaugural Ambassador of Excellence award fromAnheuser-Busch in 1981. Only six distributorships out of 1,470 distributors nationwide received this honor. It wasawarded for overall performance in every facet of the company which did not include sales criteria.

August Busch III, the 1965 Rice Festival Honoree, came to Lafayette to present the award at the Grand Openingof the new Schilling facility on Pinhook Road on April 9, 1983.

Schilling was selected to serve on the prestigious AB Wholesale Advisory Panel in 1983. There were 15 wholesalerprincipals selected out of the 1,470 wholesalers in the country at that time. He was then elected chairman of theAdvisory Panel in 1985 by his fellow panel members. He was, and still is, the youngest chairman ever elected.

He has expanded the products distributed from exclusively AB beers to over 200 brands of beer, non-alcoholicproducts, water, along with a varied selection of wine and spirits.

In addition to his leadership role in Schilling Distributing, Schilling has proven to be an active entrepreneur. Hehas started many different businesses beginning with the building of Pelican Park in Carencro. The park openedin 1987 as the premier softball complex in the US. From that starting point, he purchased two local radio stations,“The Dawg” and “Planet Radio.”

Currently, he is part owner of various other business entities and serves on their board: Louisiana Rice Mill, L.L.C.;Fairway Logistics, L.L.C.; Acadiana Waste Services, L.L.C.; iTA Truck Sales and Service, L.L.C./Idealease, withlocations in Houma, New Orleans, Lake Charles, and Lafayette. Of course, his partnership in Louisiana Rice Mill,LLC, is the reason he is being honored. His association with the rice industry and his relationship with all the ricemills in Acadiana began under the tutorship of his father. Mermentau Rice, Inc., forerunner to Louisiana RiceMill, was established in 1999.

He has also been involved in various non-profit organizations. In 1980, he resurrected the Louisana Open Stategolf tournament. He then founded The Louisiana Open, Inc., a non-profit organization that runs the ChitimachaLouisiana Open’s Web.Com Tour, which is the pathway to the PGA Tour. Since 1986, the tournament has donateda total of over $4 million to charities in the Acadiana area such as Boys & Girls Club, Hospice of Acadiana, Inc.,Children’s Museum, Hearts of Hope and Louisiana CASA to name a few.

As a lifelong resident of Lafayette, community has a strong influence on Schilling’s decision to become involved incommunity organizations that positively affect the growth of Lafayette and the Acadiana area.

He is married to Renee Vidrine Schilling from Galliano, a graduate of Louisiana State University. They are mem-bers of St. John’s Cathedral Catholic Church. They have a blended family of eight children and 17 grandchildren,three step-grandchildren and one step-great grandchild. Those that know Renee Schilling credit her for Herbie’ssuccess — and you will receive no argument from him.

Farmerof theYear

Jeffery Sylvester, Rice Farmer of the Year

Sylvester was born in December 1958. As a young boy, he started his agricultural education and careerin the family dairy. As a teenager, he worked hard in his dad's field along with his brothers, growing

rice, soybeans, and crawfish. He graduated from high school in 1977, and attended USL until 1980, when his dadoffered him a piece of land to farm on his own.

Seven years later at the age of 28, he formed a partnership with 2 of his brothers and they began farming 900 acresof rice, crawfish, and soybeans. Ten years after that the partnership was honored as the Parish Conservation Farmof the Year, through (at that time), the local soil conservation service, now the NRCS office. This partnership con-tinues today in their 29th year, with the cultivation of 5500 acres of rice, crawfish, and soybeans. That type of con-tinued alliance in agriculture production, takes an extreme amount of effort, dedication, and especially coopera-tion, on each partner.

Agriculture is not only career, it's a lifestyle. Farming in his family has now entered its fourth generation. It pro-vides a family environment that allows him to cultivate and instill discipline and responsibility in himself as wellas in his family. Agriculture allows him to express creativity and innovation in production and management deci-sions and to produce a product that is the cornerstone of our nation, while protecting and nurturing the environ-ment for generations to come. In his opinion, agriculture is the key to our country's success and survival. The nom-inee has put into place many EQUIP practices on the farm, including precision land leveling, drainage structures,weirs, and irrigation pipelines, and also erosion control structures on most of the farm's acreage.

During the winter months, he also holds water in the rice fields for water fowl to winter in a program called"Operation Quackback." His desire to constantly learn and improve with new agricultural technologies led to hiscooperation with the LSU AgCenter in several programs. He has participated in the LSU Rice ResearchVerification program with Dr. Johnny Saichuk for 4 years. He has also participated in the Soybean Verificationprogram in the past with two different soybean specialists. He has planted early soybean test plots for the AsianSoybean Rust detection program to assist in monitoring the potential presence and progression of this disease.Their farmland has always had an open door policy to any and all AgCenter programs, as well as other agency pro-grams, such as Ducks Unlimited, NRCS, and the La. Dept. of Agriculture.

Another goal the nominee has worked toward is to become an advocate and trusted spokesman for the rice indus-try and agriculture, whether it is working and developing skills for himself and others within his field, or promot-ing various business or commodity issues, not just locally but on a regional and national level as well. While in histwenties he was a member of the Louisiana Young Farmers and Ranchers. In 1994, at the age of 35, he was selectedto attend the LSU Agricultural Leadership Program, and graduated from that program in 1996. A few months later, he was selected to participate in the USA Rice Leadership program. Since then he served in a leadership rolefor several organizations. He has become a regional contact person for issues and has been involved with state andnational issues and in policy development. He has served on the local Parish Water Conservation Board. He wason the board for the local Farmer's Co-Op for 6 years ( 1991-1997), and the Louisiana Soybean Board for 4 years.He served on the Louisiana Rice Council for 4 years from 1998-2002. He has served as President of his parishRice Growers for the past 15 years and has been an officer for Louisiana Rice Growers for the past 10 years, firstas Secretary-Treasurer, then as Vice-President, and he is beginning his second year as President of Louisiana RiceGrowers. In 2012 he helped to start the Cenla Rice Growers Association, even hosting their first meeting in hisoutdoor kitchen. Also in 2012, USA Rice selected him to be a member of the International Rice Leadership Teamtraveling to Brazil and Uruguay. As Louisiana Rice Grower's President he recently returned from the 2015Government Affairs Conference in Washington, D.C., meeting with our Senators and Congressmen. He is also afounding member of Louisiana Rice PAC and serves on that board.

Sylvester has been married for 34 years, and has 6 children and 3 grandchildren. He and his family attend St.Peter’s Catholic Church in Morrow. In addition his children all attend or attended Sacred Heart Catholic School,where he has also served on the Board of Directors in the past. He has always been an advocate of promoting and

developing leadership in youth, through several different programs. He is known to many students of localParish Schools as "Coach", having been a volunteer coach of elementary basketball for 25 years, baseball for6 years and elementary football for 4 years. For many years he has promoted rice and the rice industry locally through theparish 4-H program. He has sponsored awards and assisted in judging the 4-H Rice Poster and the 4-H RiceCookery contests. He has also assisted the 4-H Jr. Leadership club by donating sacks of crawfish to be raffledoff for Jr. Leadership fundraisers, as well as a guest speaker at 4-H Jr. Leadership officer training meetings.

Spending time with his family when not busy on the farm is one of his favorite past times. In addition to thishe enjoys family time spent duck hunting, and following LSU football, basketball, and baseball.

On behalf of our Parish Rice Growers Association, we gladly nominate a man who we feel depicts, represents,and stands for all the qualities and values of an All American Rice Farmer, a Devoted Family Man of God,and Steward of the Land.

Tyler Joseph Breaux,Jr. Farmer of the Year

The 79th International Rice Festival will recognize TYLER JOSEPH BREAUX as the 2015Junior Farmer of the Year. Tyler is 17 years old and the son of Jarrod Allen Breaux andKim Sittig Breaux of Iota, LA. He has 2 brothers: Ashton, 11 years old andBryce, 6 years old. He is the grandson of J.D. “Bunskie” Sittig Jr andDeborah “Yogi” Sittig of Eunice, LA; and Carolyn Breaux and the lateRaymond Breaux of Iota, LA.

Tyler and his family live on the family farm in Iota, LA. The farm consistsof 2300 acres of rice, soybeans, and crawfish.

Tyler is a senior at Iota High School and will graduate in May, 2016. Aftergraduation, Tyler’s plans are to continue farming. He has been a memberof Iota High FFA chapter for 3 years. Last year he received an award for oneof the “Hardest Working Students.” He was a member of Acadia Parish 4H ShootingSports for 4 years. Tyler was a member of the Iota High School football team until he wasrequired to have scoliosis surgery, which now unfortunately prohibits him from playingsports. He is a member of St Joseph’s church in Iota, LA.

Growing up in a farming family helped Tyler learn the duties and responsibilities of afarmer from an early age. At 10 years old, Tyler began operating the grain cart during har-vest season and continues to do so today. During harvest, Tyler teaches his younger broth-ers how to operate the cart in hopes of them following in his footsteps. Some of his manyresponsibilities include spraying levees and ditches, maintaining equipment, precision lev-eling, bush hogging, land preparation, operating the grain drill and the grain cart.

Tyler’s hobbies include spending time with family and friends, hunting, fishing, skeetshooting and riding four wheelers. His agricultural roots and dedication to farming areevident in his passion for the industry. Tyler is a 4th generation rice farmer on their familyfarm.

Tyler was chosen by Mr. Brian Maloid, Farm Loan Manager, USDA Farm Service Agency and his staff from a group of young deserving men nominated by FFA/Ag Teachers of Acadia Parish Schools.

Grand Marshals

Two Vietnam veterans have been selected as Marshals of the 79th International Rice Festival“Red, Rice and Blue” Grand Parade, according to Troy Perry, festival president.

Ernest Palmer Shreve, Co-Grand MarshalShreve, known locally and throughout this area as “E.P.”, enlisted in the U.S. Army in 1963 andspent two years with the 101st Airborne as a paratrooper. He was then sent to Viet Nam in 1965-66as a member of the 175th Aviation Co.

In his capacity as a helicopter machine gunner, Shreve was awarded the Army CommendationMedal and the Army Air Medal with “V” Device (12th Oak Leaf Cluster).

During a mission on April 23, 1966, in Vun Loungh, Sgt. Shreve’s chopper group came under heavy fire as theytried to rescue stranded soldiers in the area. The commendation medal was awarded to E.P. because of gallantryin action throughout his tour of Southeast Asia.

The 12th Oak Leaf Cluster indicates that it was the 12th time E.P. had been cited for the award. According to thecitation that was presented by Lt. Col. Gordon Smith, “Sgt. Shreve was a crew member aboard an armed UH“Huey” 1B helicopter when he displayed exceptional skill and courage in delivering suppressive fire with hismachine gun while his aircraft was under intense ground fire. Sgt. Shreve leaned far out of the helicopter to deliverfire on the enemy. His inspiration to the crew and his heroic actions contributed greatly to the 70 enemy kills cred-ited to the army helicopters that day.”

Upon discharge, E.P. received his 13th and final Oak Leaf Cluster. He is a 1961 graduate of Crowley High School,where he earned six letters in football and track. As an eighth grader for the Gents, He won the State Boxing titlein his weight class.

After his tour of Vietnam, E.P. returned to Crowley and worked as a pipe fitter on the Alaskan Pipeline for manyyears. He later worked in his hometown’s rice industry as a rice grader for Doré Rice Mill and Blue Rice, Inc. Heis married to the former Angela Pizzolatto and they have four children, Krystian Hebert, Erin Cradeur, Deuce

Shreve, Garrett Shreve and 12 grandchildren. He is the son of the late Harry A. Shreve Sr. andLiddy Belle Spell Shreve.

Michael James Pastor, Co-Grand MarshalMike, also a Vietnam veteran, started his military service promptly after his graduation fromCrowley High School in 1969. He was drafted into the United States Army in July and completedhis 16 weeks basic training at Fort Polk.

In December, he was deployed to Vietnam, where he was attached to the Army 5th Division as aRe-Con Platoon. Mike served his country in Vietnam for which he was awarded the Bronze Star.

“Through the grace of God, I was one of the fortunate soldiers to return home alive,” he said. After, Vietnam,Pastor completed his military service in Fort Benning, Georgia, as an E6 Staff Sargent.

He is the oldest of nine children. His parents are Helen Sonnier Pastor and the late Lora “Po-Boy” Pastor Sr. ofCrowley. He has been married to Mary Alice Habetz Pastor for 40 years and they live in rural Crowley. They haveone daughter, Amy Catherine Pastor-Bergeron and son-in-law, Brad J. Bergeron. Amy was the 63rd InternationalRice Festival Queen and has been named Chef de Riz numerous years.

Mike has been volunteering and serving as a rice festival board member for 25 years. He has been the chairman ofthe annual Bill & Shel Blood Drive for the last 15 years and regularly organizes community blood drives for theUnited Blood Services. He is also an active member of the VFW Bossley Post 6720 and the American Legion Post#15 in Crowley for over 25 years. Mike serves as vice president of the South Rayne Water District Board. He is alifelong Catholic, a parishioner of Immaculate Heart of Mary Catholic Church. Also, he is a member of theKnights of Columbus Council 5499 Crowley Chapter.

Mike’s favorite hobby is cooking. He enjoys preparing the monthly meals for the VFW and American Legionmonthly meetings. He can be found in the kitchen cooking away for many family occasions.He also volunteers his time and talents to many community fundraisers and events. Michael is a loyal CrowleyHigh School backer and Acadia Parish 4-H supporter.

“Throughout our history, the men and women of our nation have answered the call when needed. I am humbledto represent the many veterans of our great nation past, present, and future.” Mike said.

Grand MarshalClarence Lee Woodard IIIGrand Marshal of the Children’s Parade

Clarence Lee Woodard III, is currently employed as a Supervisor I by the AcadiaParish School Board and works part-time for both the Crowley RecreationDepartment and the Youngsville Sporting Complex. He has been a resident ofCrowley, the Rice Capital of the World for the past thirty-one years. He and his wifeof thirty-four years, Lucille Sullivan Woodard of Chicago, Illinois, moved to Crowley,Louisiana, in September of 1984, with their two daughters, Litonya and Sarah. Othermembers of his immediate family include two grandchildren, Davon and Devan, andhis son-in-law Dwayne Celestine.

Clarence was born in Elisabeth, Louisiana, in May 1958 to the late Clarence LeeWoodard, Jr. and Mary Brown Woodard, but in 1964 he was moved to Crowley as a foster child. He attendedschool in Crowley at Ross Elementary, Crowley Middle School, and Crowley High School. Upon graduation in1977, he enlisted in the United States Army and served 6 ½ years. After infantry training at Fort Jackson, SouthCarolina, he trained as Clerk Typist and Warehouse Supply Specialist and was deployed to South Korea for a year.Upon his return to the United States, he was stationed at Fort Sill, Oklahoma, at which time he attended voca-tional technical school for welding and auto body repairs, and later at Fort Riley, Kansas, where he was sergeantin the Supply Warehouse. ..

After his service in the military, Mr. Woodard worked at Capitol Manufacturing until he was employed by theAcadia Parish School Board where he could use his Army training as a warehouse supervisor. Clarence is currentlyalso an active member of the Crowley community. He has served on the St. Joseph Baptist Church’s Ushers’ Boardfor thirty-one years and on the Junior Ushers’ Board for the past ten years, and he currently serves as president ofboth boards. He is also a member of the Men of Might Mentoring and Redirection, which trains young boys tobecome responsible and productive men in the community, and as a result of his community efforts, he receivedthe ”Heart of a Servant Award from the Women of Wisdom Organization in 2011.

With the Crowley Recreation Department over the past twenty-five years and with the Youngsville SportingComplex, Clarence has coached and officiated at various sporting events, including service as an umpire for thePony Girls’ and Boys’ Regional 8U Tournament in 2015 and the 6U Southern Region World Series in Youngsville,where he umpired all three championship games. Clarence’s community service is a direct result of his enjoymentin working with youth and his desire to give back to the community and to instill positive values in children. Hehas received numerous awards, certificates, and plaques for his involvement with youth.

Clarence’s philosophy in dealing with young people is the direct result of his own youth in the Louisiana WelfareSystem as a foster child. He tries to instill in young people the idea that every life counts and that people shouldnot give up on themselves or others because with a positive outlook and a determination to make a difference, suc-cess is inevitable. He says he is both honored and humbled by his selection as the 2015 International Rice FestivalChildren’s Parade Grand Marshall and sends this message to all youth: “The start of your life doesn’t andshouldn’t dictate the middle or the end of your life.”

hogg Wild for Musical history

at fifteen, James Linden Hogg is the NSU Folklife Festival’s 2015 Louisiana StateFiddle Champion

Fifteen-year-old musician and historical actor James Linden Hogg plays banjo,bagpipes, piano, fife, and pennywhistle. But it was his 230-year-old Italian-madeviolin that he took to Natchitoches on July 18, when the ascension Parish lad wonthe NSU Folklife Festival’s 2015 Louisiana State Fiddle Championship. With hisfather and fellow musician, Jim, Hogg was at the Folklife Festival to perform a con-cert of historic songs that recreate the soundtrack of early america.

“I especially love the eighteenth century,” noted James, when he stopped by ouroffice to play some of the Scots-Irish songs he performed at the fiddle contest towinning effect. “I love that environment—when we were just getting out of the darkages. I like to share the founding story of our country.” Clad in the breeches, frockcoat, and tricorn hat that would have been an eighteenth century gentleman’s dailyattire, Hogg looks the part. He sounds it too, from the moment he lifts that stunninginstrument to his chin and begins to play.

Like his dad, who presents the Sunday Morning in Hogg Heaven musical varietyshow weekly on various local radio stations each week, James is a natural per-former, and he rips into renditions of “Whiskey in the Jar,” and “Jefferson andLiberty” with a seasoned musicianship and powerful baritone voice that belie histender years. With an extensive repertoire of folk, Celtic, and bluegrass songs andan encyclopedic knowledge of the country’s colonial period, Hogg is creating aname for himself in interpretive circles. In recent years, he has appeared andplayed at events including the New Orleans Jazz & Heritage Festival, the New

Orleans Bicentennial celebration, and historical venues in Colonial Williamsburg, Virginia. In the video below, Hogg plays an impromptuporch concert at Country Roads.
