I am fully subject to the laws of the State of Washington and thelawsoftheUnitedStatesandwillabidebythesame.2.IwillsupporttheconstitutionoftheStateofWashingtonandtheconstitutionoftheUnitedStates.3.RASMUSSENsworehewasfullysubjecttothelawsoftheStateofWashington;hehasignoredcertainstatelawswithimpunity.i.e.RCW65.04.030(3);RCW36.16.040;RCW 65.04.015(2), (3) and (4); RCW 40.16.030; RCW 42.20.030; RCW 29A.60.140;andRCW29A.84.720,atminimum.4.RASMUSSEN swore he was fully subject to the laws of the United States yet hehasignoredcertainfederallawswithimpunity.i.e.18USC241;18USC242;18U.S.C.ch.96as18U.S.C.19611968RICO;atminimum.5.TherehasbeenanongoingeffortbythePeopletoascertainadulyqualifiedstatusfor RASMUSSEN. RASMUSSEN cannot produce evidence, and remains nonresponsive (in default), that his alleged OATH OF OFFICE is fully compliant withstatelaw.MAXIM:Whatdoesnotappeardoesnotexist.6.ThePeoplehavedemandedRASMUSSENprovehisauthoritywhichhecannotsohearrogantlyactslikethelawdoesnotapplytohimandhasremainedsilentonthatissue,butheisquicktoberatethePeoplepubliclyinthelocalnewspapers.7.RASMUSSENparticipatedinoneormoreelectionfraudschemeswherenoneofthedelegates he, and others, appointed to serve on the STEVENS COUNTY ElectionsCanvassing Board complied with state law (RCW 29A.60.140) by filing the requiredoaths of office before assuming the duties of the elections canvassing board thatcoversbothstateandfederalelectioncandidates.8.NICHOLAS FORCE, alleged deputy prosecutor appointed by RASMUSSEN and JACKIENOBLE, alleged deputy auditor appointed by TIM GRAY, both to serve on theSTEVENSCOUNTYElectionsCanvassingBoard,wererequired,butfailed,totakeanOath of Office similar to that taken by county auditors and deputy auditors in theperformance of their duties, per RCW 29A.60.140. (See GRAYs reply to a publicrecords request where he stated I have no record of a (sic) Oath of Office for thethree Stevens County Elections Canvassing Board members for the 2010, 2012 or2014electioncycles.)CRIMINALCOMPLAINTAGAINSTTIMOTHYRASMUSSENWSBA#32105 Page3of17NOTICE:Errorsandomissionsareconsistentwithintent.9.The penalty for a violation of elections laws is prescribed within the Elections Title29A specifically under "Canvassing, Officers Violations generally" in RCW29A.84.7201.10.RASMUSSENwasdulyelectedinNovemberof2014tothepublicofficeofSTEVENSCOUNTYPROSECUTOR butfailedtodulyqualifytoholdright2tooccupythatofficeafterneglectingtodulyqualifyasrequiredbystatelaw.11.RASMUSSENfailedtopaytheLegislaturesmandatedFILINGFEE,RCW65.04.030(3),to empower the COUNTY AUDITOR to incorporate his Oath of Office (and all suchother papersrequired by law to be filed) into the official public records BEFOREassumingthedutiesoftheoffice;aviolationofRCW36.16.040.12.RASMUSSEN knew or should have known that all filing fees are mandatory and aretobepaidinadvance.SeeRCW65.04.130;StatevNelson;Statev.ConnersquotedundertheRelevantLawReliedUponhereinbelow;ignoranceofthelawdoesnotexcuse.13.RASMUSSENsallegedOathofOfficeisdeficientlyvoidoftherequiredAuditorFileNumber,amountofFilingFeepaid,whorequestedthefilingoftheinstrument,norisitarchivedinthestatearchives(seeRCW65.04.015(2),(3)and(4))andthereforeRASMUSSEN is cannot claim the requisite dulyqualified status to hold office asSTEVENS COUNTY PROSECUTOR because Washington Attorney General Opinion AGO6364,no.17statesEligibility to public office is of a continuing nature, andmust subsist at the commencement of the term, and during the occupancy of theoffice..14.RASMUSSEN has been knowingly and willfully (criminally) impersonating a publicofficerandusurpingapublicofficeinSTEVENSCOUNTYsince2006.15.DuringRASMUSSENstenureofcriminallyimpersonatingaCOUNTY PROSECUTORand the criminal usurpation of the office of STEVENS COUNTY PROSECUTOR,RASMUSSEN has conducted thousands of illegal prosecutions by fraud anddeceptive practices, filing false instruments, and passing off a simulated legalprocess as legitimate legal process. This resulted in the deprivation of peoplesproperty(throughunauthorizedfines)andtheirlives(throughillegalimprisonments) 1 RCW29A.84.720OfficersViolationsgenerally,readsasfollows:Everypersonchargedwiththeperformanceofanydutyundertheprovisionsofanylawofthisstaterelatingtoelections,includingprimaries,ortheprovisionsofanycharterorordinanceofanycityortownofthisstaterelatingtoelectionswhowillfullyneglectsorrefusestoperform such duty, or who, in the performance of such duty, or in his or her official capacity, knowingly orfraudulently violates any of the provisions of law relating to such duty, is guilty of a class C felony punishableunderRCW9A.20.021andshallforfeithisorheroffice. 2 SeeWashingtonAttorneyGeneralOpinionAGO6364,no.17citedhereinbelow.CRIMINALCOMPLAINTAGAINSTTIMOTHYRASMUSSENWSBA#32105 Page4of17NOTICE:Errorsandomissionsareconsistentwithintent.undercoloroflawandconspiracywithotheractorsoccupyingtheofficesofDeputyProsecutor, District Court Clerk and Judges and Superior Court Clerk and Judgeswhile other actors in the Board of County Commissioners, the Sheriff, Auditor,Treasurer,Assessor,andCoronerdonothingbutturnablindeye.16.Also, during RASMUSSENs tenure of criminally impersonating a COUNTYPROSECUTOR and the criminal usurpation of the office of STEVENS COUNTYPROSECUTOR, RASMUSSEN has, without authority, appointed numerous deputyprosecutors. Aware or unaware of RASMUSSENs illegal usurpation and lack ofauthority to make such an appointment those appointees have blindly carriedout the illegal orders of RASMUSSEN and conducted thousands of illegalprosecutions by fraud and deception, filing false instruments, and passing off asimulated legal process as legitimate legal process. This has resulted in the illegaldeprivations of peoples property (through unauthorized fines), and their rights tolifeandliberty(throughillegalconfinementinpenalinstitutions).17.RASMUSSEN illegally foisted a simulated legal process against Complainant ConnieLaRue, in STEVENS COUNTY DISTRICT COURT, Case No. 5Z0133878 and Case No.5Z0133879 using a false report3 from a criminal actor impersonating a CITY OFCHEWELAH police officer named JOHNATHAN LLOYD BOWERS who stopped andticketed LaRue outside the jurisdiction of the CITY OF CHEWELAH. That filing offalseinstrumentsbyBOWERSandRASMUSSENresultedinacasedismissal.18.JOHNATHANLLOYDBOWERScannotproveheisabonafide,dulyqualifiedofficerfullycompliantwithstatelawintheCITYOFCHEWELAHpoliceforce.19.BOWERS admitted he was outside the jurisdiction of the CITY OF CHEWELAH, coloroflawviolation18USC242.20.BOWERS did not witness LaRue committing a crime that would warrant him actingoutsidehisperceivedjurisdiction.21.BOWERS created the incident where LaRue, for her own safety, felt compelled tocontinuetraveling,becauseofarashofpolicerapesinSTEVENSCOUNTY,untilshereachedthefirstwelllitparkingarea.22.BOWERSthenfiledafalseandmisleadinginstrument(complaintallegingcriminalitybyLaRue)foroneormorecrime(s)hecommittedagainstLaRue. 3 Fruit of the Poisonous Tree. An extension of the exclusionary rule established in Silverthorne Lumber Co. v.United States, 251 U.S. 385 (1920). This doctrine holds that evidence gathered with the assistance of illegallyobtained information must be excluded from trial. BOWERS cannot prove his authority to conduct himself as adulyqualifiedpoliceofficerinfullcompliancewithstatelaw. CRIMINALCOMPLAINTAGAINSTTIMOTHYRASMUSSENWSBA#32105 Page5of17NOTICE:Errorsandomissionsareconsistentwithintent.23.BOWERScalledforbackuptoassist;aconspiracyunder18USC241.24.BOWERS, his summoned backup officer(s), and all others who thereafterparticipated in the arrest, jailing, prosecution, theft of personal property, extortionandothercrimesaresubjecttoprosecutionunder18USC241and18USC242.25.Adulyqualifiedprosecutorwouldrecognizeittobehisdutytovetthejurisdictionalissues, to check the veracity of the officers complaint for legitimacy and insurethat the officer did not engage in illegal conduct that would get the case dismissedforlackofjurisdiction;Rasmussendidnoneoftheseandthecasewasdismissed.26.RASMUSSENs filing of false instruments (RCW 40.16.030) resulted in a dismissal ofthe criminal charges against LaRue when he knew or should have known thecharging instruments as written were false; that Bowers was outside any perceivedjurisdiction;thusRASMUSSENdidnothaveauthorityorjurisdictiontobringcriminalchargesinthenameoftheCITYOFCHEWELAHortheSTATEOFWASHINGTON.27.From LaRues experiences during election campaigning (a former candidate forSTEVENS COUNTY CORONER in the 2014 election cycle) she has been targeted forharassment through an illegal traffic stop which resulted in the false arrest, falseimprisonmentinthecountyjail,theftofpersonalproperty(fingerprints/photograph)andothersuchillegalactsbyimpersonatorsinpublicoffice,forexercisingherrighttotraveltoasafeandwelllightedareabecauseSTEVENSCOUNTYisrenownforitsrecentrashofrapistcops/officersofthelaw.28.To confirm the facts in the preceding statement, RASMUSSEN, while criminallyimpersonating a county prosecutor, filed another false instrument using the illegaland false BOWERS police report to recharge LaRue, now naming the STATE OFWASHINGTONasthePlaintiff(STEVENSCOUNTYDISTRICTCOURTNo.P7944)whichhas resulted in LaRue remaining under threat, duress and coercion, with thecontinuingdeprivationofLaRuestime,energyandmeagerfinances.29.In order for justice to be served, STEVENS COUNTY would be required to makerestitution to LaRue for the illegal conduct committed by those representingSTEVENS COUNTY; instead the STEVENS COUNTY officials, in collusion withRASMUSSEN have participated in a RICO scheme to deprive LaRue of herconstitutionallyprotectedunalienablerightstolife,libertyandpropertyinSTEVENSCOUNTY DISTRICT COURT No. P7944 through the filing of false instruments,implementing a judgment without due process or hearing, and theft/extortion ofLaRuestime,energyandfinances.30.LaRuefiledanApplicationforWritofProhibition,InjunctionandShowCauseOrderwith the WASHINGTON SUPREME COURT which was rejected because a stateofficerwasnotapartytothecomplaint.CRIMINALCOMPLAINTAGAINSTTIMOTHYRASMUSSENWSBA#32105 Page6of17NOTICE:Errorsandomissionsareconsistentwithintent.31.LaRue refiled the same Application for Writ of Prohibition, Injunction and ShowCause Order with different heading to the STEVENS COUNTY SUPERIOR COURTdemanding a dulyqualified SUPERIOR COURT JUDGE hear the case and giving theClerkofCourt20daystofindandassignadulyqualifiedjudge.32.Morethan 20 dayshavepassedandLaRueseffortsinSTEVENSCOUNTYSUPERIORCOURT have been stifled (obstructed) by EVELYN BELL, SUPERIOR COURTADMINISTRATOR who is charged with locating and assigning a dulyqualified judge,andALLENC.NIELSON,whoisanonqualifiedsuperiorcourtjudgeholdinguptheprocess of approving LaRues application to proceed without costs (in formapauperis).33.AlthoughLaRuehasbeenunabletoobtainjusticeintheSTEVENSCOUNTYDISTRICTCOURT and STEVENS COUNTY SUPERIOR COURT, the WASHINGTON DEPARTMENTOFLICENSINGhascontinuedtomoveforward byissuinga NOTICE OF SUSPENSIONofLaRueslicense,anillegalthreatoffurtherpunishmentthatcouldresultinLaRuebeing stopped, assaulted, kidnapped and falsely imprisoned again, in spite of thefactthatLaRuehasnotbeenfoundguiltyofanything.34.RASMUSSEN has illegally usurped and criminally impersonated a public officer andhisillegalconducthasbeenprotectedbyoneormorepersonsinSTEVENSCOUNTYthatmayormaynothavedulyqualifiedthemselvestooccupycertainpublicoffices.35.AnhonestauditofSTEVENSCOUNTYwouldexposethatthousandsofCitizenshavebeendeprivedoftheirunalienablerightsoflife,libertyandpropertythroughillegalfinesand/orincarceration.ThisSTEVENSCOUNTYRICO4enterprisehasinfectedthisCounty with invalid elections, illegal assaults (and assaults with a deadly weapon),falsearrests,kidnapping,falseimprisonment,extortionandothercrimesagainstthepeople.36.RASMUSSEN has repeatedly violated Washington State law, federal law, theWashington Constitution and the Constitution for the United States of AmericaalongwithhisOATHOFATTORNEYandanynonfiledOathofOfficeinwhichhehasswornheisfullysubjecttoandwillabidebythesame.37.Upon further federal investigation, parties believed to have had either direct orindirect participation with RASMUSSENs illegal acts and/or conduct, given aid, orfailedtoreportRASMUSSENscriminalactsand/orconducttostateandfederallawenforcementauthoritiesare:TIMGRAY,NICHOLASFORCE,JESSICATAYLOR(REEVES), 4 TheRacketeerInfluencedandCorruptOrganizationsAct,commonlyreferredtoastheRICOActorsimplyRICO,isa United States federal law that provides for extended criminal penalties and a civil cause of action for actsperformedaspartofanongoingcriminalorganization.
