875 Antigonish Lions Royal Canadian Air Cadet Squadron

STANDING ORDERS

FOREWARD 1. These Squadron Standing Orders (SSOs) are issued under the authority of the Commanding Officer

(CO) of 875 Antigonish Lions Royal Canadian Air Cadet Squadron (RCACS). They are intended to supplement and amplify the Canadian Armed Forces (CAF) orders, publications, and directives as they relate to the CAF Officers and Non-Commissioned Members (NCM), staff and cadets of the Canadian Cadet Movement (CCM) affiliated with 875 RCACS.

2. The SSOs are effective upon receipt and are applicable to all Officers, and NCM of the CAF, Civilian

Instructors (CI)/Volunteers (CV) and cadets involved with 875 RCACS.

3. Copies of the orders will be made readily accessible to all staff members of 875 RCACS for review and reference, and will also be made available by electronic form to all cadets. It is the responsibility of the individual to make themselves aware of the content of the orders and to keep current with amendments.

4. Visitors to the Squadron are also subject to the SSO’s and it is incumbent upon those members who

are hosting visitors and transient personnel to advise them of those orders which apply in each case.

5. The SSOs shall be reviewed annually and updated as required. All requests to amendment the SSOs shall be submitted in writing to the CO.

INTRODUCTION Issuing Authority 1. These orders are issued under the authority of the Commanding Officer (CO) of 875 Antigonish Lions

RCACS. They supplement all orders issued by NDHQ, and its various branches of authority (Region, Detachment, etc). These orders supersede all previous versions and amendments.

2. In the event of a contradiction between these SSOs and the publications and orders listed below, the

material listed below shall supersede these SSOs.

Aim 3. These orders define the unit’s organization, regulations and terms of reference that do not change

frequently. Their foremost purpose is to promote efficient Squadron (Sqn) operation. All personnel shall familiarize themselves with, obey and enforce all regulations, orders, rules and instructions necessary for the performance of their duties.

Jurisdiction 4. The Squadrons Standing Orders (SSOs) are applicable to all Officers, NCMs, civilian personnel, and

cadets affiliated with 875 RCACS while participating in a squadron authorized event. Visitors to the squadron are also subject to the squadron’s policies and procedures. Squadron members who are hosting visitors shall advise them of the orders which apply in each case.

Distribution and Amendment 5. A hardcopy of the SSOs will be available in Supply (see AdminO) and will be available to all cadets

upon publication in PDF form via our Facebook Group and/or Squadron Website. It is the responsibility of every member of the squadron to become familiar with these orders.

6. These orders will be reviewed annually and amended as required by the CO. All recommendations

for amendment to the SSOs must be submitted in writing to the CO or their designate.

100 PERSONNEL 101 – Duties and Responsibilities 1. All Officers, NCMs, civilian personnel and cadets are personally responsible for the proper execution

of all duties assigned to them by higher authority. Staff holding supervisory positions are in turn responsible for assigning and supervising the duties of their subordinates. Any failure on the part of an individual to fulfill his duties properly must result in immediate and appropriate corrective measures taken by their immediate supervisor.

2. All members of the squadron staff are expected to be present at mandatory training and are expected

to be at optional training exercises as required. These mandatory activities include, but are not limited to, Field Training Exercises (FTXs), Overnight Outings, Parades (Remembrance Day, Battle of Britain and Antigonish’s Christmas Parade), Full Day Community Activities, Familiarization Flights, Competitions, and the Annual Ceremonial Review (ACR).

3. All members of the squadron are to ensure their dress and deportment present in a manner that

brings credit to the Canadian Armed Forces (CAF) and the Canadian Cadet Movement (CCM). 102 – Command and Control 1. The Commander of the National Cadet and Junior Canadian Rangers Support Group has the ultimate

responsibility for the Cadet Program and is located at National Defence Headquarters (NDHQ), in Ottawa.

2. The CO of 875 RCACS is directly responsible to the Officer in Charge (OIC) Nova Scotia Area.

3. The CO (or designate) is the only person authorized to directly contact the Regional Cadet Support

Unit (Atlantic) (RCSU(A)) at Shearwater, NS regarding Squadron business, unless permission is sought beforehand.

4. Contact with the Air Cadet League (ACL) or Sponsor will be made through the CO (or designate).

5. The CO has a right to expect the support of all personnel under his/her command. The CO may seek

suggestions from other staff members when making decisions, however the CO is the ultimate authority who makes the final decision, and all personnel shall support it once made. The CO bears full responsibility for all decisions made within the unit.

103 – Chain of Command 1. All section heads, the Deputy Commanding Officer (DCO) and the Squadron Cadet Commander

(Squadron Commander / SCC) answer directly to the CO.

2. The Squadron Deputy Cadet Commander (D/Comd / DSC), the Squadron Warrant Officer (SWO), other Warrant Officers, and the Flight Commanders (F/Comds) answer directly to the SqnComd/ SCC.

3. All Officers and civilian personnel answer directly to their respective section heads. All cadets not

holding a position previously mentioned answer directly to their respective F/Comd.

4. All members of the staff as well as cadets may make an appointment with the Unit Cadet Conflict Management Advisor (UCCMA) directly without going through the chain of command.

5. All members may request an appointment with the CO through their chain of command.

104 – Promotions 1. Promotions will generally be held in the fall (October) at the CO’s Parade at the end of the month and

again at the ACR if required. Promotions may also occur on other occasions to meet eligibility requirements.

2. The number of positions the squadron may promote to each rank is determined by the unit’s quota

(effective strength) as directed in CATO 13-02.

3. If no candidate is found suitable for promotion, the Commanding Officer has the authority not to promote any of the eligible candidates. Although a cadet meets the minimum requirements, the final decision to promote a cadet or not rests with the Commanding Officer.

4. Any Cadet who thinks he/she should be/have been promoted may request to see the Commanding

Officer through the chain of command.

5. In accordance with CATO 15-22, the Commanding Officer of a Squadron may, with due cause, demote any cadet who holds an acting rank and demote any cadet who holds a confirmed rank up to and including the rank of Sergeant. The Commanding Officer of a Squadron may recommend, with due cause, the demotion of a cadet who holds a confirmed rank above Sergeant, with final approval authority being determined by the CO RCSU(A).

6. No Staff member or Cadet, regardless of rank or position, except for the Commanding Officer, may

demote a Cadet. 105 – Promotion Criteria 1. A member of 875 Antigonish Lions RCACS becomes eligible for promotion to the next rank when

he/she has met all of the minimum national standards detailed below, has been approved by the promotion board (where applicable) and a vacant position exists for the rank.

2. In addition to these minimum requirements, the cadet shall have mastered the duties and

responsibilities of the rank and/or position presently occupied, and shall also be an excellent example to others in their overall performance.

3. The promotion criteria are based on national standards as addressed in CATO 13-02 Air Cadet

Promotions. 4. The criteria below shall be met before a cadet is eligible for promotion. Leading Air Cadet (LAC)

i. Actively participate in the squadron mandatory training for a period of 5 months; and ii. Be recommended for promotion by his/her F/Comd.

Corporal (Cpl)

i. Hold the rank of LAC; ii. Successful completion of Proficiency Level 1; iii. Participate in the Cadet Fitness Assessment; and iv. Be recommended for promotion by his/her F/Comd.

Flight Corporal (FCpl)

i. Completed at least 6 months of satisfactory service at the rank of Corporal; ii. Successful completion of Proficiency Level 2; iii. Participate in the Cadet Fitness Assessment; and iv. Be recommended for promotion by his/her F/Comd.

Sergeant (Sgt)

i. Completed at least 6 months of satisfactory service at the rank of Flight Corporal; ii. Successful completion of Proficiency Level 3; iii. Achieved a minimum of “completed without difficulty” in PO 303 (Leadership); iv. Participate in the Cadet Fitness Assessment; and v. Be recommended for promotion by his/her F/Comd.

Flight Sergeant (FSgt)

i. Complete at least 6 months of satisfactory service at the rank of Sergeant; ii. Successful completion of Proficiency Level 4; iii. Achieved a minimum of “completed without difficulty” in PO 403 (Leadership); iv. Participate in the Cadet Fitness Assessment; and v. Be recommended for promotion by his/her F/Comd.

Warrant Officer Second Class (WO2)

i. Complete at least 6 months of satisfactory service at the rank of Flight Sergeant; ii. Achieved a minimum of “completed without difficulty” in PO 503 (Leadership); iii. Participate in the Cadet Fitness Assessment; iv. Be recommended for promotion by his/her F/Comd; and v. Be recognized as a successful candidate through the Merit Review Board process.

Warrant Officer First Class (WO1)

i. Completed a minimum six months satisfactory service at the rank of Warrant Officer 2nd Class;

ii. Be recommended for promotion by his/her F/Comd; and iii. Be recognized as a successful candidate through the Merit Review Board Process.

5. Additional criteria which may be considered when determining promotion eligibility at any level

include:

a. Attendance b. Uniform marks c. Attitude d. Initiative e. Disciplinary issues f. Professionalism g. Displays good followership h. Displays leadership potential

106 – Merit Review Board 1. When at least one cadet is to become eligible for promotion to the rank of either WO2 or WO1 a Merit

Review Board shall be convened in accordance with CATO 13-02. 2. The Board shall be comprised of the following members:

a. Board Chairperson; b. Air Cadet League or Local Sponsor Representative; c. One to three of the following:

i. Representative of the RCSU(A) CO; ii. Corps/Squadron CIC Officer iii. CPO1/CWO/WO1 of a neighboring unit; or iv. Member of the community (ie: principal, Legion member, etc)

d. Normally the DCO shall act as the Board Chairperson. e. The CO shall not act as a member of the Merit Review Board.

3. Once the Merit Review Board has reviewed a request for a promotion they shall make a

recommendation and submit it to the CO for consideration and determination. Final authority for promotion is vested in the CO for all cadet ranks, regardless of the Merit Review Boards recommendation.

4. The foregoing criteria in section 105.4 shall be used by the Promotion Board for consideration of an

individual. 107 – Squadron Appointments 1. Officer Staff Positions

a. A Royal Canadian Air Cadet Squadron, being made up of a large and diverse membership,

requires a formal structure in order to operate smoothly. At the Squadron Staff Level, there are four key positions:

i. Commanding Officer (CO); ii. Administration Officer (Admin O); iii. Supply Officer, (Sup O); and iv. Training Officer, (Trg O).

b. Subject to the CO’s approval, additional positions may be added depending on the Squadron

quota and training requirements. These positions would be Assistant Training Officer, Standards Officer, Parade Officer, etc. Civilian Volunteers will be called upon when the squadron is in need of assistance.

2. Cadet Positions

a. The following are positions that are filled by cadets, starting from the most senior:

i. Squadron Cadet Commander; ii. Deputy Squadron Commander; iii. Squadron Warrant Officer; iv. Flight Commander including Flag Party Commander and Band Commander; v. Deputy Flight Commander; and

vi. Flight Sargent. 108– Squadron Trophies and Awards 1. On certain occasions, squadron trophies and awards shall be made to recognize the outstanding

efforts and achievements of 875 RCACS cadets and staff. The Annual Ceremonial Review program will provide a list of these awards, what they signify and the criteria used to select the award winner(s).

2. Certain awards, such as the Lord Strathcona Medal, Legion Medal of Excellence, and the Air Cadet Long Service Medal require applications. Cadets are responsible for filling out these applications and obtaining any required supporting documents.

200 – TERMS OF REFERENCE: OFFICERS - PRIMARY DUTY APPOINTMENTS 201 – Commanding Officer 1. The main duties and responsibilities of the Commanding Officer (CO) are listed below.

a. Ensure that the mandatory training program is followed; b. Oversee training that complements the program; c. Ensure a schedule of special activities have been completed at the beginning of the training year; d. See to the administration of the squadron and its personnel; e. Manage and control material provided by the Department of National Defence; f. Organize and supervise taskings for military and civilian personnel; g. Ensure an overall system for evaluating cadets and individual participation is established, for the

purpose of following the cadets’ progress and selecting candidates for summer courses, promotions and rewards;

h. Maintain contact with sponsoring committee and periodically inform them of changing situations; i. Prepare and submit to the sponsor estimates for the budget corresponding to the forecast

program of activities and other Squadron needs; j. Keep the sponsors informed on necessary expenditures; k. Claim all authorized amounts from the Crown, in accordance with directives; inform the sponsor

when funds are for their benefit; l. Turn over to the sponsor all grants, claims or other sums destined for the Squadron; m. Provide the sponsor with vouchers covering Petty Cash expenditures; n. Support the recruiting campaign; o. Warmly welcome parents and recruits, brief them on the training program, and proposed

activities, and provide for an information evening for them; p. Ensure that invited dignitaries are properly welcomed and given the treatment and consideration

due their status; q. Register and distribute information contained in Squadron incoming mail; r. Provide reports required by the Zone Training Officer (ZTO); s. Keep working squadron personnel and cadet files current. t. Submit applications for courses, employment and awards; u. Distribute paid positions for squadron personnel; v. Assume control of material on loan from DND, as provided for in supply scales; w. Produce required documentation for military and civilian personnel transactions (enrolment,

promotion, transfer, release and civilian instructor contracts); x. Ensure that all new candidates for a position as squadron personnel are competent and available; y. Assign main tasks and other functions necessary for smooth operation of the Squadron; z. Ensure that replacements are available at all levels of squadron personnel. aa. See to staff training based on individual performance, providing counselling and career advice

when indicated; bb. Follow higher headquarters directives, ensuring that selected cadets for summer camp

allocations are eligible. See to the nomination process and the verification of files; cc. Prepare, publish and enforce regulations regarding discipline, in the form of Squadron Standing

Orders; dd. Ensure that Squadron personnel behave properly towards each other at all times; ee. Ensure that cadets recognize the established framework of the squadron, making allowances for

their age and the requirements of the CCM; ff. Ensure that military personnel and cadets follow current regulations regarding wearing of the

uniform and respecting the military hierarchy and etiquette; gg. Record each case of dismissal of cadet and inform parents about each major disciplinary

measure threatening the cadet’s eventual dismissal from the Squadron; hh. mm. Other duties as assigned by higher authority.

202 – Deputy Commanding Officer1. The Deputy Commanding Officer (DCO) is responsible to the Commanding Officer for the following:

a. Ensure and promote efficient squadron operations; b. Manage special projects as required; c. Promote the professional development of all staff; d. Ensure squadron discipline is maintained in accordance to CATO 15-22; e. Serve as a resource to Commanding Officer and staff; f. Serve as a liaison between Commanding Officer and Cadets; g. Function as the Commanding Officer’s designate as required; h. Assume the duties of the Commanding Officer in their absence; and i. All other duties as assigned by the Commanding Officer.

203 – Administration Officer 1. The Administration Officer (AdminO) shall be responsible to the Commanding Officer for carrying out

the following duties:

a. Maintain an adequate stock of forms and office supplies required for the administration of the squadron;

b. The correct circulation of all incoming and outgoing correspondence, orders or directives; c. The custody and control of relevant publications, the entering of amendments on receipt and

ensuring that unauthorized people do not have access to them; d. The accessibility of reference material to all instructional staff; e. Maintain the distribution and submission of pay documents; f. Maintain the squadron filing system; g. Prepare and expedite all reports, documents and other correspondence for the Commanding

Officer’s signature; h. Arrange for medical reports as required; i. Maintain accurate attendance records for officers, NCMs, and civilian instructors in accordance

with regulations; j. Maintain records showing attendance of each cadet; k. Maintain complete personal files on each individual on strength with the squadron; l. Initiate a Squadron Duty Roster and promulgating of same; m. Ensure prompt and proper submission of all claims; n. Advise the Supply Officer of names of cadets enrolled and released; o. Hold master copies of the duties of the Duty NCM, and receive the completed Duty NCM

checklists at the end of each training night; p. Ensure all officers and NCMs are in possession of a valid Canadian Forces Reserve Identification

Card; and q. Undertake other duties as directed by the Commanding Officer.

204 – Assistant Administration Officer 1. The Squadron Assistant Administration Officer (A/Admin O) shall be responsible to the Administration

Officer for carrying out the following duties:

a. Assist in maintaining attendance records for regular, mandatory support and all other training periods;

b. Assist in initiating the Taken on Strength (TOS) / Struck off Strength (SOS) procedure for all incoming/outgoing cadets;

c. Assist in initiating the fortress documentation;

d. Assist in preparing all health insurance card and emergency administration documentation for any and all activities;

e. Assist in ensuring nominal rolls are established and distributed as required; f. Assist in ensuring flight lists are established and maintained at all times; g. Assume the responsibilities of the Administration Officer in their absence; and h. Undertake such other tasks as directed by higher authority.

205 – Supply Officer 1. The Supply Officer (SupO) shall be responsible to the Commanding Officer for carrying out the

following duties:

a. Maintain voucher register, voucher files, customer account and individual loan cards affecting the accounting of material on loan to the squadron;

b. Obtain from DND material required to dress and train cadets c. Demand, receive and return all equipment in accordance with established DND procedures and

authorized scales of issue; d. Conduct cadet kit inspections as required; e. Ensure the security and proper care of all material, in particular weapons and ammunition; f. Issue, exchange and receive material; g. Keep an up-to-date inventory and conduct necessary transactions concerning DND material; h. Dress the cadets and recover uniforms when required; i. Undertake measures for recovering uniforms of cadet’s no longer on strength at the squadron; j. Carry out customer account verifications at designated intervals, on appointment of a new Supply

Officer or Assistant and on the changing of a Commanding Officer; k. Submit a written report to the Commanding Officer on discovery of loss or damage to material; l. Prepare and submit to the Commanding Officer all write-off documents; m. Receive clothing orders from cadets for 875 apparel items. n. Undertake other duties as directed by the Commanding Officer.

207 – Training Officer 1. The Training Officer (TrgO) shall be responsible to the Commanding Officer for carrying out the

following duties:

a. Develop the yearly training schedule in accordance with established training directives; b. Prepare and maintain the annual training charts and records; c. Plan the monthly training schedule and assign qualified instructors to individual classes; d. Assist and supervise instructors and senior cadets in the preparation and presentation of their

classes; e. Arrange to obtain guest speakers and other voluntary instructors to supplement the squadron

staff. f. Advise the Commanding Officer on, and coordinate the squadron’s optional training, exercises

and citizenship tours. g. Select and submit demands for training films and other visual aids. h. Ensure the squadron is in possession of all required training material and reference manuals. i. Ensure the ongoing individual training and development of all instructional staff. j. Compile all training and examination results as per the applicable QSPs. k. Ensure that the mandatory training program is completed. l. Investigate and report to the Commanding Officer any complaints of cadets not attending or

participating in class activities. m. Maintain a lesson plan filing system for instructors. n. Undertake other duties as directed by the Commanding Officer.

208 –Assistant Training Officer 1. The Assistant Training Officer (A/Trg O) is responsible to the Training Officer for carrying out the

following duties:

a. Assist the Training Officer as required in all TrgO duties b. Monitor, maintain and enforce the Squadron’s performance standards in the performance of drill,

parade procedures and instructional techniques. c. Evaluate Instructors as required; d. Acquire and provide training support materials; e. Review results from evaluations and forward to Training Officer; f. Monitor the progress of classes; g. Review uniform inspections, take necessary action; h. Ensure squadron drill, ceremonial parades and inspections are ongoing throughout the training

year; i. Assume the duties of the Training Officer in their absence; and j. Perform all other duties as assigned by the Training Officer.

209 – Optional Training Officer (Band Officer and Drill Team Officer)

1. The Optional Training Officer is responsible to the Training Officer for carrying out the following duties:

a. Assist the Training Officer as required with attendance; b. Schedule and plan regular practices; c. Monitor and maintain cadets’ performance; d. Supervise cadets during option training; e. Evaluate as required; f. Complete proper paperwork for competitions and submit applications on Fortress; g. Encourage cadets to pursue their speciality at a CTC; h. Acquire and provide training support materials; i. Monitor the progress of attendance, make phone calls when cadet is absent for three practices; j. Ensure a paid officer is present for training, activities, competitions and events; and k. Perform all other duties as assigned by the Training Officer.

210 – TERMS OF REFERENCE: OFFICERS - SECONDARY DUTY APPOINTMENTS 211 – Range Safety Officer/Biathlon Officer 1. To ensure maximum safety of personnel and protection of property, a qualified Range Safety Officer

(RSO) shall attend and supervise all range practices when weapon-firing ranges are in use. 2. The appointment of a qualified RSO is the responsibility of the Commanding Officer. 3. Personnel appointed as RSO must have graduated from the CIC RSO course applicable for the type

of range to be used, and have had their name published in RCSU(A) Routine Orders. They must also be mature and reliable, have a comprehensive knowledge of range procedures, the applicable orders and practices, and be thoroughly familiar with the weapons to be used. They must have demonstrated the ability to supervise and control the applicable range practice.

4. In conjunction with instructions and regulations specified for particular range operations, as

promulgated by the support Base or Station or the CO, the RSO is responsible for:

the interest of safety; e. Cancel any range exercise when conditions exist that, in his/her opinion, would constitute a

hazard or render the exercise unproductive; f. Take immediate action whenever an ammunition accident occurs on a range, in order that

medical assistance is rendered to the injured person; g. In case of a range accident notify the CO, the injured persons next of kin and the local police

when the indoor range is located on civilian property or the CO of the Unit responsible for the facility when the range is located on DND property, as well as the nearest military police or municipal police force.

h. Remain at the scene of an accident, cordon-off the area and take all measures deemed necessary in the circumstances.

309–Not Allocated 310 – TERMS OF REFERENCE: CADET APPOINTMENTS 311 – Sqn Cadet Commander (SCC) 1. The Sqn Cadet Commander is responsible to the CO for the conduct and discipline of the Sqn,

ensuring that all orders and regulations are adhered to by all Cadets. He/she is also responsible to the TrgO for all other training-related requirements. He/she will ensure that Warrant Officers and NCMs maintain a high standard of good conduct, military bearing and appearance.

2. For the duties of the Sqn Cadet Commander, see Article 301 Duties of the Warrant Officer First

Class. 312 – Cadet Deputy Sqn Commander (DSC) 1. The Sqn Deputy Cadet Commander is responsible for the following duties:

a. Ensure that Sqn Policies are communicated to the Flight Commanders, Flag Party Commander and Band Commander for their dissemination to all their subordinates;

b. Ensure that NCMs of the Sqn carry out the duties of their rank and appointment; c. Communicate all Sqn concerns up to the Sqn Staff through the Cadet Commander; d. Assists the Sqn Cadet Commander in his/her functions and replaces him/her in his/her absence;

and e. All other duties as assigned by higher authority.

313 – Sqn Warrant Officer (SWO) 1. The Sqn Warrant Officer is responsible for the following duties:

a. Communicate to Flight Commanders, Flag Party Commander and Band Commander all upcoming activities, and ensuring the prompt passage of required information by the Sqn Cadet Commander or the Commanding Officer to all Cadets of the Sqn;

b. Prepare duty rosters as required; c. Defaulters parades as delegated by the Sqn Cadet Commander; d. Forming Opening and Closing Parades; and e. All other duties as assigned by higher authority.

314 – Flight Commander 1. Flight Commanders, Flag Party Commander and Band Commander duties are as follows:

a. Ensure the attendance of his/her flight members; b. Ensure Sqn policies are communicated to his/her subordinates and Regulations are followed at

all times; c. Ensure that problems and concerns are passed up the Chain of Command; d. Handle low-level disciplinary issues within the flight; e. Act in a higher position when required.

315 – Duty NCM 1. The Duty NCM duties are as follows:

a. Pick-up the flight attendance rolls from the Squadron Administration Office before the Sqn falls-in for opening parade and hand them to the Flight Commanders, Flag Party Commander and Band Commander as required.

b. Ensure that a Cadet arriving late for the regular training session has been registered in the flight attendance rolls.

c. Take the names of any new recruit showing up at the Squadron for the first time and direct him/her to the Administration Office.

d. Responsible for returning flight attendance rolls to the Administration Office promptly after roll call.

e. Ensure that all regular training session periods including opening and closing parades, training periods and breaks start and end at the scheduled times.

400 – SQUADRON OPERATIONS 401 – Squadron Routine 1. The squadron operates on a yearly training schedule from approximately the second Monday in

September to the middle of June of the following year. 2. During the training year, 875 Antigonish Lions RCACS regularly parades and trains on Monday

evenings from 1800hrs to 2030hrs at the Antigonish Education Centre at 30 Appleseed Drive in Antigonish, NS.

3. A post of the weekly schedule shall be made to the 875 Antigonish Lions Facebook group on Sunday

evenings to inform cadets and their families of all upcoming activities. 4. Other training activities may occur throughout the year at various times and places as approved by

the Commanding Officer. 5. Cadet Training Centres (CTCs) operate during the summer months at several locations across

Canada. They offer various courses, of varying duration, from between mid-June to mid-August each year. All cadets will have the opportunity to apply for these courses between November and January each training year. Although a cadet may apply to attend summer training, not all cadets may be selected to attend.

402 – Dress Regulations 1. The order of dress for all cadets shall be in accordance with the orders and instructions provided in

CATO 55-04. Below are some of the highlights of these orders:

a. Personal Appearance – Male Cadets

i. Hair on the head shall be: (see below for examples)

ii. Neatly groomed iii. Taper-trimmed at the back, the sides, and above the ears to blend with the hair style (No line

or block back) iv. Not more than six (6) inches in length and short enough so that when the hair is groomed and

headdress is removed no hair touches the ears, collar or falls below the top of the eyebrows. (The distance of hair from the collar should be not less than one (1) inch).

v. Not greater than one and a half (1 ½ ) inches in bulk at the top of the head with the bulk decreasing gradually from the top and blending with the taper-trimmed sides and back. Bulk is defined as the distance that the mass of hair protrudes from the scalp when groomed (as opposed to hair length).

vi. Styled in such a manner that it does not interfere with the proper wearing of issue headdress.

vii. Sideburns shall not extend below the middle of the ear, be squared horizontally and trimmed to conform to the overall hairstyle and of even width.

viii. Moustaches may be worn if kept neatly trimmed. They may not extend below the corners of

the mouth, nor shall the unshaven portion of the face extend beyond the corners of the mouth.

ix. Beards are prohibited except for medical or religious reasons. In all cases, the Commanding

Officers approval is compulsory.

b. Personal Appearance – Female Cadets

i. Hair style- hair shall be kept neat and well-groomed and shall not extend below the lower edge of the jacket collar. Hair ornaments shall not be worn. Bobby pins, hairpins and similar items used to secure the hair shall not be visible while wearing uniform headdress.

ii. Make-up- when wearing uniform, make-up shall be applied conservatively (neutral colors and

French Manicures for nails). This precludes the use of false eyelashes, heavy eyeliner, bright colored eye shadow, coloured nail polish and excessive facial make-up.

iii. Jewelry- shall not be worn by personnel in uniform, except wrist watches, I.D. or Medic Alert

bracelets, sleepers or small gold studs in pierced ears.

c. Headdress (Wedge)

i. The headdress will not be carried under the shoulder epaulette or draped over the jacket belt of the uniform at any time.

ii. Buttons will show the bird flying right side up and wings level.

iii. The wedge shall be free of lint or dirt.

iv. Headdress will be removed only when:

(1) entering a place of worship, (2) attending a funeral, (3) entering a private dwelling, (4) entering any place of entertainment or while on any circus ride where the headdress

might become lost, (5) on guided tours in any enclosed area, (6) entering any restaurant or dining area, or (7) when instructed to do so by any tour guide, or staff member.

d. Other Uniform Pieces

i. Jacket and trousers- the uniform jacket and trousers must be kept in good repair and neatly pressed at all times.

ii. Shirts- will be properly laundered and pressed at all times. Issued blue T-Shirts may be worn

when appropriate or when ordered to do so.

iii. Ties- will be kept presentable at all times. They should be unknotted and kept flat when not in use. When worn, ties will be tied into a full Windsor knot.

iv. Wool Socks- must be kept free from holes by requesting exchange when required.

v. Boots- will be kept clean, polished and highly shone. Black Kiwi polish will be the only agent

used to polish issue boots. Plastic of any kind will not be sprayed or painted on the issued boots as this permanently damages the boot.

vi. Gloves- may be worn whenever weather dictates. White gloves will only be worn by the Flag

Party members, the Drum Major, the Sqn Cadet Commander and parade appointments DSC, SWO, F/Comds or when authorized by the Commanding Officer.

vii. White web belts- will only be worn by the Flag Party members, the Drum Major, those cadets

who occupy on officer Position on parade or when authorized by the Commanding Officer.

viii. Lanyards- the only authorized lanyards for Air Cadets are white in color and will only be worn by the Sqn Cadet Commander, Deputy Sqn Commander and SWO or when authorized by the Commanding Officer.

ix. Turtle neck sweaters– issued sweaters will be kept in good repair and cleaned by proper

laundering. Sweaters may be worn any time the tunic is worn unless directed otherwise.

x. Sunglasses- Are not to be worn on parade except when ordered by a physician or the Commanding Officer.

xi. Name Tag– One name tag will be issued by the Sqn without cost to a cadet soon after

enrolment. If the name tag is lost/damaged, the cadet is responsible for the cost of replacing it.

2. Illustrated references for placement of all badges, medals, etc can be found in Annex F of CATO 55-

04 and will be made available to cadets upon request.

403 – Orders of Dress General 1. Neither a CIC Officer nor a Cadet shall wear any uniform, order, decoration, medal, ribbon, badge,

insignia, ornament, or emblem not authorized by CATO, QR (Cadets) or by QR&O, or to which he/she is not entitled by rank, appointment or award.

DRESS - CADETS 1. All orders of dress for cadets are outlined in Annex A of CATO 55-04. 2. During summer dress periods all cadets shall wear C-2B (dress shirt without tie). 3. During winter dress periods cadets may wear C-3 (tunic with sweater), unless directed to wear C-2

(tunic with undress ribbons).

4. When travelling to or from a CTC or RGS, Cadets are to be in C-2 (tunic with undress ribbons).

5. When weather dictates, the cadet parka shall be worn. On occasions when the parka may be required but not worn, it shall be carried on the left arm. Appropriate rank insignia must be worn on the parka at all times.

6. Cadets who are employed at a CTC or RGS as a Staff Cadet shall wear the uniform issued at the

training centre.

7. Qualification and rank badges shall be worn in accordance with the specifications set out in CATO 55-04.

8. Cadets holding flying qualifications are permitted to wear Flying Clothing while participating in

familiarization flying if they are assisting in the operation of the flying site.

9. All cadets will be permitted to wear a white shirt and black bow tie (C-8), for mess dinners. DRESS - PARADE POSITION NCMs 1. Any cadet holding a parade position shall wear the cadet dress shirt with tie and jacket during winter

dress period and shall wear the dress shirt without jacket but with the appropriate rank insignia during summer dress period.

2. The following are cadet parade positions:

a. Sqn Commander; b. Deputy Sqn Commander; c. Sqn Warrant Officer; d. Flight Commander(s); e. Deputy Flight Commander(s); f. Flag Party Commander; and g. Band Major.

3. The Flag Party Commander and Band Major are entitled to wear the distinctive items appropriate to

their positions.

DRESS – CF MEMBERS AND CIVILIAN INSTRUCTORS 1. CIC Officers shall wear the appropriate uniform as established by Regional Cadet Support Unit

(Atlantic) orders and as implemented in the Weekly Routine Orders (WROs) by the Commanding Officer.

2. Types and orders of Dress will be announced in WROs for the time of year (Seasonal Dress).

Normally the acceptable orders of dress are as follows for Air Officers.

3. Optional items of clothing, such as the Winter Parka and the Wind Breaker Jacket shall be the

responsibility of the individual Officer.

4. CIC Officers shall wear the appropriate order of dress during mandatory training. A record will be kept of any deficiencies in a members dress for reference during counselling sessions.

5. Dress for Civilian Instructors whether paid or voluntary shall reflect a high standard at all times, this will be coordinated by all members wearing business casual.

404 – Deportment 1. The success of the squadron operation rests upon the ability of individuals to react promptly and

effectively. One of the key components in making this possible is discipline. Through an understanding of discipline, we achieve orderliness, obedience and the prompt response necessary to achieve the squadron goals.

2. The conduct, dress and deportment of all members of 875 RCACS must reflect credit on the Air

Cadet League of Canada and the Canadian Armed Forces. 3. Cadets will uphold the four core values of the Canadian Cadet Movement (CCM). They are:

a. Loyalty-The expression of our dedication to the ideals of the CCM and all its members; b. Professionalism-The accomplishment of our tasks with pride and diligence; c. Mutual Respect-The treatment of others with dignity and equality; and d. Integrity-The courage and commitment to exemplify trust, sincerity and honesty.

4. Chewing gum, slouching, sauntering, hands in pockets, smoking, walking hand-in-hand or arm-in-arm

or any similar deportment which detracts from military appearance in the eyes of the public is unacceptable for personnel in uniform or civilian attire while engaged in a cadet activity, both staff and cadets.

405 – Paying of Compliments 1. The military salute is a traditional demonstration of trust and respect. Although the paying of

compliments varies with circumstances, the paying of compliments by saluting is a fundamental requirement that is indispensable to Air Cadet Discipline. Instructions with respect to paying compliments are detailed in the Canadian Forces Manual of Drill and Ceremonial and will be taught to all Cadets.

2. The essential regulations regarding the paying of compliments (saluting) are as follows:

a. Junior Officers and NCMs shall salute more senior officers. Cadets shall salute all commissioned officers

b. A cadet in uniform when not marching in a formation shall also salute;

i. when passing a staff car flying a pennant or bearing distinguishing general officer car plates,

indicating the occupant is a general officer or a dignitary (Governor General, Prime Minister etc);

ii. when recognizing an officer in civilian clothes; iii. when entering or exiting an office in which a commissioned officer is present; iv. when passing the bier, in state, military or civilian funerals; v. when the national flag is raised or lowered, in the following manner:

(1) when in uniform, face the flag staff, stand at attention and salute; (2) when in civilian clothes, remove headdress, face the flag staff, stand at attention.

vi. cenotaphs; and vii. during the playing of National Anthems, God Save the Queen, the Last Post, and Reveille.

406 – Salute Zones 1. The gym, cafeteria, and hallway areas of the school are considered saluting zones. When unable to

salute or headdress is removed cadets are expected provide compliments by verbally acknowledging the member (ie.: “Good evening, Sir/Ma’am”).

2. All squadron personnel are expected to salute all commissioned, and more senior, members as appropriate during every interaction outside of the designated squadron office space. This includes:

a. When passing the member in the hallway; b. When approaching the member to speak with them; and c. When the member asks you to come speak to them.

3. Cadets are required to come to attention and salute when entering an office where an officer is

present. Cadets who have assigned workspaces in an office need only to salute when entering for the 1st time and when departing for the last time.

4. During break while cadets are eating, their wedges are to be removed and they shall be considered to

be in their mess; therefore, no saluting or paying of compliments shall be required during this time. 407 – Code of Discipline 407(a) – PERSONS SUBJECT TO THE CODE OF SERVICE DISCIPLINE

1. Cadet Instructors Cadre (CIC) Officers are a component of the CAF Reserve Force. They are subject

to the Code of Service Discipline. Section 55 of the National Defence Act provides in part: The following persons and no other are subject to the Code of Service Discipline:

a. An officer or person of the Regular Force; b. An officer or person of the Special Force; and c. An officer or person of the Reserve Force when he/she is:

i. Undergoing drill or training whether in uniform or not; ii. In uniform; iii. On duty; iv. Called out under sub-section 34(2) to render assistance in a disaster; v. Called out on service; vi. Placed on active service; vii. In or on any vessel, vehicle or aircraft of the Canadian Forces or in or on any defence

establishment or work for defence; viii. Serving with any unit or other element of the Regular Force or the Special Force; and ix. Present, whether in uniform or not, at any drill or training of a unit or other element of the CF.

2. The Commanding Officer of a cadet sqn does not hold the normal powers of a Commanding Officer

with regard to the Code of Service Discipline. These powers are held by the Commanding Officer of the Regional Cadet Support Unit (Atlantic).

407(b) – GENERAL 1. All discipline for cadets is governed by CATO 15-22, and for officers and NCMS the Code of Service

Discipline. 2. Every staff member and cadet shall:

a. Become acquainted with and obey, all regulations, orders, and instructions necessary for the performance of their duties;

b. Conform to the established customs of the Base/Unit or Organization on which they operate on; and

c. Conform to the established customs of the cadet organization with which they are associated. d. A Civilian Instructor or a cadet is not normally subject to the Code of Service Discipline, but shall

not be permitted to participate in cadet training activities unless he/she conforms to regulations, orders and instructions issued by the competent authorities.

e. No officer or cadet may use any form of physical contact or threat of violence when disciplining a cadet. Personnel who choose to ignore this order may be released from the squadron where civil prosecution could follow.

f. Any cadet committing an offence punishable by civil authority may be charged and tried under the applicable Canadian Laws as decided by the civil authority, where applicable.

3. Minor disciplinary matters are to be addressed at the lowest level possible, escalating to a higher authority only after immediate intervention has yielded unsatisfactory results. All minor incidents must still be reported to the chain of command for appropriate recording.

4. In the event that an incident is considered more than minor it shall be immediately reported to the

nearest officer. 5. The following is a list of possible corrective measures a cadet may receive (in increasing severity) in

accordance with CATO 15-22:

a. Verbal Warning; b. Apology; c. Cautionary Notice; d. Assignment of Extra Duties; e. Written Warning; f. Suspension of Privileges; g. Removal of Position; h. Suspension of Pending Promotion; i. Reduction in Rank; j. Return to Unit; k. Suspension; and l. Termination of CCO Membership.

6. Depending on the severity of the incident, a more sever corrective measure may be utilized before

less severe measures are used.

7. All discipline issues must be reported to the CO as soon as possible after it has been addressed. All other avenues should be exhausted before the CO is asked to address a disciplinary issue.

8. All major disciplinary issues, and any inter-personal conflict issues, must be reported to the Unit Cadet Conflict Management Advisor (UCCMA).

409– Smoking Policy 1. Smoking is prohibited at all cadet functions for cadets, officers and Staff. Guests of 875 RCACS are

to be encouraged not to smoke at these functions.

2. No smoking by cadets, officers, staff or invited guests is permitted in, or on, the grounds of any facility where 875 RCACS activities are occurring.

410– Squadron Fire Orders 1. Upon discovering a fire, the person shall yell, “FIRE, FIRE, FIRE” and activate the nearest fire alarm. 2. All personnel shall make their way in an orderly manner to the nearest fire exit and evacuate the

building, closing all doors as they leave. 3. As soon as possible, a 911 call is to be made advising the operator of the fire, where the fire is, the

facility’s address and an estimate of the number of personnel that were in the facility. Request that ambulances also be sent in the event of any non-evident injuries.

4. The person who discovered the fire shall report immediately to the CO (or most senior officer present)

upon leaving the facility who will escort them to speak to the fire chief upon their arrival. 5. All personnel shall meet and fall-in at the ‘muster point, which is designated to be the parking lot in

front of St Andrews Junior School during regular training at the Antigonish Education Centre. Attendance shall be taken as soon as possible and all personnel shall be accounted for. If anyone is missing the fire department/rescue personnel are to be notified immediately and provided as much information as available on the last known whereabouts of the missing person(s).

411– Squadron Staff Meetings 1. Meetings will occur once a month, on the final Monday of the month. They will happen at the

Antigonish Lions Den beginning at 1700hrs.

2. Other meetings may be called by the CO or other section heads as required. Staff should attempt to make themselves available and ensure that they receive updates if they are unavailable to attend.

412 – Romantic Relationships 1. It is the policy of this squadron that relationships between cadets during activities in no way related to

an activity of the squadron are solely the decision and responsibility of the persons involved. This squadron does not seek to exercise control over its cadets on their own time.

2. Cadets who decide to hold a relationship outside of cadets with another cadet should first consider

that;

a. It may make it difficult to view the other person’s work objectively and give needed criticism. b. It may arouse jealously among those who are not favoured.

3. Cadets whose duties are affected by outside relationships with other cadets may be asked to

reconsider such relationships, or face the possibility of having their position in the squadron changed. 4. While cadets are involved in any cadet related activity, favouritism or over-friendliness between is

strictly prohibited.

5. Adult staff members who are in a relationship with each other must ensure that their relationship does not impact their professionalism around cadets, or their ability to perform their duties as assigned.

6. Personal intimate relationships between Adult Staff (CF members, Civilian Instructors, etc) and

Cadets is strictly prohibited at any time; a violation of this section shall result in an immediate dismissal of the staff member from the squadron.

413 - HARASSMENT AND RACISM 1. Incidents of harassment and/or racism will not be tolerated. Incidents of harassment, abuse, racism,

and other forms of discrimination shall be reported to the UCCMA immediately and thus not dealt with through the normal chain of command. Should the UCCMA not be present, the CO or senior officer, in the CO’s absence, shall be informed immediately.

2. All disciplinary action will be taken in accordance with CATO 15-22. 414 – PROTOCOL 1. Paying of Compliments/Respects

a. All Sqn Personnel shall come to attention and salute when:

i. Addressing a superior officer, or Head of State; ii. Passing a superior officer unless in a non-saluting area; iii. Entering or leaving any room containing a commissioned officer; iv. The Anthem of any Nation is being played; and v. The raising or lowering of the National Flag.

b. All Commissioned Officers are to be addressed by SIR/MA'AM and saluted whether or not they are in uniform. Officer Cadets and Civilian Instructors shall be addressed as SIR/MA’AM, however are not saluted at any time.

c. Warrant Officers are to be addressed by SIR/MA'AM or by their rank and last name and shall not

be saluted at any time.

d. All other cadets and CAF NCM's are to be addressed by their rank and last name.

e. Cadets will knock on a classroom door before entering during instructional periods.

f. When a senior officer enters the room, ROOM shall be called by the first person to notice the officer.

g. When cadets are standing in the halls, and are passed by an officer or civilian instructor, they

shall stand at ATTENTION. When being addressed by an officer, Civilian Instructor, Warrant Officer or any senior NCM, they shall stand at ATTENTION.

h. All cadets in transit between classes shall pay proper respect to officers that pass through the

halls. 2. Profanity

a. Profanity of any kind shall not be tolerated.

b. Persons committing acts of profanity shall be dealt with through the Chain of Command. 3. Food and drink consumption

a. The consuming of food or drink is prohibited while in uniform except when in an authorized area for meals or during an authorized canteen break.

b. Water is the only exception to this expectation. Cadets are authorized to have on their person, and drink water at all times.

4. Trips and parades

a. All aspects of etiquette, discipline, protocol and courtesy will be observed during any trips.

b. While travelling on DND or civilian buses, the bus driver shall have the right to refuse to let a cadet or officer/instructor ride on that bus if the driver feels they are unsafe to do so.

c. Discipline on buses shall be the responsibility of the most senior officer and most senior NCM

present.

d. Cadets who have committed themselves to trips and activities are expected to attend these activities. There may be unforeseen circumstances that may prevent a cadet or officer/instructor from attending. These persons shall make every possible attempt to notify the OPI or the OIC of the exercise. Cadets who do not follow this policy may lose the opportunity to go on future exercises.

415 - CADET USE OF PRIVATE MOTOR VEHICLES 1. Cadets who hold a valid Driver’s License and access to a motor vehicle are permitted to utilize said

vehicle to transport themselves to cadet activities. 2. Upon arriving at training activities cadet vehicles are to be parked in designated areas are to remain

there until the completion of training. 3. Cadets are to inform squadron staff prior to leaving early should they have a need to do so. 4. Cadet vehicles are not to be used for any training purpose whatsoever. 416 - Appropriate Use of Electronic Devices 1. The Squadron is committed to providing the best possible experience to all cadets, regardless of their

ability to access electronic devices. 2. All cadets will be permitted to retain their personal electronic devices on their person at all times

unless specifically ordered otherwise. Cadets will be expected to ensure that any devices kept on their person are not a distraction to themselves or others.

3. Cadets shall not use electronic devices during any period of training (ie: classes, group activities,

tours, etc) unless permission is specifically granted by the instructor, or Officer in Charge of the activity. Cadets may use their devices during designated break times, however they must only be used in areas that do not compromise the privacy of others (ie: bathrooms, bedrooms, etc)

4. Cadets shall not use any electronic devices to bully, intimidate, or otherwise negatively effect another

person. 5. Cadets shall not use their electronic device to capture images or video unless explicit permission is

given by the persons in the photo/video, or the person responsible for the area being captured. 6. Any cadet who is in violation of the above items, or any other reasonable, and communicated

expectation regarding their electronic device will be ordered to turn their device in to 875 Staff for the remainder of any activity/training session to be retrieved at the conclusion of the activity.

7. Repeated incidents, or any single incident that is deemed severe in nature shall be referred to the CO

for further discussion. This discussion may include the cadet having their privilege of bringing their device to activities revoked for a period of time no less than 30 days, and no longer than 90 days.

8. All incidents in contradiction to this policy may also be referred to the discipline process outlined in

CATO 15-22 if the CO feels it is warranted. 9. By having an electronic device on their person, all cadets inherently agree to abide by this policy. Any

concerns regarding it should be discussed with the CO. 10. Should a cadet require their device for emergency purposes, this must be communicated to 875 Staff

prior to the device being held on the cadet’s person at the activity. Staff reserve the right to ask for a specific reason to avoid abuse of this clause.

11. Staff are expected to mirror the behavior expected of cadets with their own use of electronic devices.

It is understood that staff may have to use their device for operationally critical matters, this is the only exception to this expectation. Whenever possible staff should step away from the cadets when needing to use their device.

500 – TRAINING 501 – Training Staff Terms of Reference 502 –Level Officer (LO) 1. Level Officers are responsible for the following duties related to the training level(s) they are

assigned:

a. Responsible for coordinating instructors and reports to the Assistant Training Officer (or TrgO if no A/TrgO has been appointed).

b. Ensure that instructors have a properly prepared Lesson Plan a minimum of two (2) training nights in advance;

c. Facilitate requests for training support from instructors a minimum of one (1) training night in advance;

d. Ensure instructors have a high level of dress and deportment; e. Conduct evaluations of Instructors as assigned; f. Review tests/evaluations as submitted by instructors and then forward to the Assistant Training

Officer. g. Review PO Evaluations as outlined in the QSP and forward to the Assistant Training Officer a

minimum of two (2) training nights in advance; h. Provide guidance and assistance to instructors as necessary; i. Maintain a log of issues within the level; j. Perform instructor duties as required; k. Monitor the progress of the instructors and the cadets within the level; and l. Perform all other duties as assigned by the Assistant Training Officer.

503 – Instructor 1. Instructors are responsible for teaching POs as assigned to the cadets and report to theithe Training

Officer. Their duties include:

a. Prepare lesson plans in proper format; b. Provide a copy of the lesson plan to training a minimum of two (2) training nights in advance to

the Training Officer c. Ensure request for training support are submitted at least two (2) training night in advance; d. Ensure high levels of dress and deportment in front of class; e. Coordinate retakes with the Level Officer; f. Perform all other duties as assigned by Training Officer

504 – Evaluator 1. Evaluators are responsible for instructors evaluations and report to the A Trg O (or TrgO if no

A/TrgO). Their duties include:

a. Reporting to the A Trg O(or TrgO if no A/TrgO) prior to the evaluation for a briefing; b. Debriefing the instructor as soon as possible, and preferably the same training night; c. Submitting evaluation forms to the respective Assistant Training Officer; d. Advise Assistant Training Officer of problems and suggestions; and e. Perform all other duties as assigned by the A Trg O(or TrgO if no A/TrgO).

505 – Training Schedule 1. The Training Officer is responsible to complete the Training Schedule before the start of the training

year and to keep the WRO’s up to date. 2. All cadets and officers who operate in the Training Department are to receive a copy of the Training

Schedule and be familiar with its contents. 506 – Local Training 1. The Training Officer is responsible for all activities that occur on a regular training night. Only the

Training Officer (or his designated replacement), Deputy Commanding Officer, or Commanding Officer may approve changes that affect the cadets’ training.

2. In some instances, particularly for training occurring away from LHQ, Officers of Primary Interest

(OPI) are assigned and in the absence of the CO/DCO or Trg O, shall be responsible for the optional activity.

507 – Summer Camp Selection 1. Senior course selection

a. All eligible cadets will be briefed on the options available for senior summer courses when information become available each training year.

b. All eligible cadets shall submit their top three choices to the TrgO ASAP but NLT 2 weeks prior to the deadline

a. All eligible cadets will be briefed on the options available for senior summer courses when

depending on a variety of factors, including time, number of applicants, and deportment of applicants. 5. In the case of multiple cadets applying for the same course, the CO shall use criteria similar to those

laid out in section 105(5) to determine priority for course loading. 508 – CADET AVIATION MEDICAL AND FLYING MATERIAL EXPENSES 1. Candidates for the Glider Scholarship and the Flying Scholarship courses are required to possess a

valid Transport Canada Aviation Medical – Category Three. At the discretion of the Commanding Officer, the cost of the first medical may be borne by the Sqn/Sponsor if a cadet is unable to pay the fee.

2. Subsequent medicals will be the responsibility of the individual cadet. This includes previously unsuccessful candidates who are reapplying for a flying course. The Transport Canada Aviation Medical – Category Three is valid for five years.

3. At the discretion of the Commanding Officer, selected course expenses for successful flying course

candidates, may be borne by the Sqn/Sponsor as follows:

a. Glider Pilot Scholarship: Transport Canada Glider Exam Fee, and the Transport Canada License Fee;

b. Power Pilot Scholarship: Transport Canada Glider Exam Fee, and the Transport Canada License Fee. In addition, books and instruments that are required for the course, as sold by the respective flying school, may be covered by the Sqn/Sponsor; and

c. Candidates are encouraged to save all receipts etc. for possible future reimbursement. The CO will inform candidates, exactly what expenses will be covered by the Sqn/Sponsor prior to the commencement of summer training.

600 – ADMINISTRATION 601 – Recruit Administration Procedures 1. All prospective recruits will report to the Administration Office where they will be greeted by a

squadron staff member and provided an Application for Membership in the Royal Canadian Air Cadets.

2. The staff person handing out the application package will explain the documentation to the recruit and

answer any questions they or their parent(s)/guardian may have. 3. A staff member will direct and introduce the prospective recruit to his assigned flight (if applicable). 4. The prospective recruit may only participate in Regular Training. He shall not participate in Optional

Training or Special Activities until he has returned all of the documentation completed and processed by the squadron and RCSU(A) as applicable. This is necessary since a Cadet is not covered by the Air Cadet League insurance until all forms have been returned and processed,

5. The recruit is to be told about the Sqn Standing Orders and of their responsibility to become familiar

with it as it contains information about how the Sqn is run, what the Cadet may expect and what the Sqn expects from the Cadet.

6. It is to be explained to the recruit that until they are issued a uniform, they should wear civilian dress

that is neat and appropriate. The dress may include running shoes or jeans only if they are the only items available and they are neat and clean. The Cadet should not buy special clothing to wear on parade until he has received his uniform, but that shirt and tie for men and similar level of neatness for women, is encouraged. The procedure to issue a uniform to a new Cadet will normally commence once all paperwork has been returned.

7. The AdminO should explain to the cadet if the surname on the application forms does not match the

surname on the Proof of Age form, the name appearing on the Proof of Age will be used until it is legally changed.

8. Explain that officer, staff and senior cadets are to be addressed by rank or Sir/Ma’am (as appropriate)

if no rank or rank is unknown or forgotten. 9. Explain that forms handed out must be legible and completed in blue ink. Forms filled with a pencil or

black ink are not acceptable. 602 – Attendance and Leave 1. Attendance awards

a. Attendance Awards shall be awarded to Cadets who attended 80% of all regular parade nights and have provided valid excuses for missing any other training nights. Such cadet will receive an attendance medal at the Annual Ceremonial Review.

2. Attendance

a. Cadets are required to attend Mandatory Training. Cadets not attending without a valid excuse are considered absent.

b. Cadet are responsible to communicate reasons for their absences via their chain of command.

c. Any cadet who is absent from Regular Parade nights will receive a phone call from the Admin

section. Any cadet who is absent for three (3) or more nights will receive a call from the CO to determine if they intend on remaining on strength with 875 RCACS. Any cadet absent five (5) or more consecutive Regular Parade nights shall be Struck Off Strength (SOS) and his/her name forwarded to the Supply Officer to sure action is taken to recover kit.

d. Cadets are encouraged to return uniforms of non-active cadets should the opportunity arise.

3. Leave

a. If the Cadet cannot attend a function he/she must request leave by contacting the Sqn and providing the following information to a staff member: i. Rank, First and Last name; ii. Flight that he/she belongs to; and iii. The reason for requesting leave.

b. Cadets requesting a prolonged leave of absence (3 weeks or more) must have a written request

stating the reason and the length of leave requested. The written request must be signed by the parent or guardian of the cadet requesting leave. A form will be provided from the Admin Section that must be signed by the Cadet, the Parent/Guardian and the CO.

603 - LATE FOR FALL – IN 1. Any cadet reporting late for fall-in must report to the office to report that they have arrived, and the

reason for them being late.

2. Cadets should attempt to communicate, through their chain of command, that they will be late in advance of the training if possible.

604 - LEAVING PARADE 1. No cadet will leave the parade/training session early without obtaining permission from the person in-

charge of the training session. The person in charge shall notify the Training Officer who will subsequently notify the Commanding Officer.

2. Any cadet leaving early must also have their parent/guardian contact the squadron staff to inform them that their cadet has permission to leave early.

3. Any cadet who is walking home from an activity is encouraged to take safety pre-cautions by wearing

reflective materials after dark. 4. Any cadet who is not being picked up by their parent/guardian must have their parent/guardian

contact squadron staff to inform them of their approved method of transportation (ie: walking, picked up by a relative, etc)

605 - FALLING OUT WHILE ON PARADE 1. Any person who feels ill while on Parade shall indicate so by kneeling on one knee and appropriate

action will be taken by the Deputy Flight Commander or delegated personnel.

606 - PROCEDURE FOR THE CANCELLATION OF WEEKLY TRAINING 1. In the event of inclement weather causing public school cancellations, cadet training will automatically

be cancelled. Notice of the cancellation will be transmitted via the chain of command, and on the Squadron Facebook group and page. Other methods may be used to supplement the notice as well.

2. In the event of inclement weather happening after school has been dismissed; the same procedure

will apply as in 606(1). The Sqn will not train in conditions that are un-safe to travel, and will always err on the side of caution.

3. In the event of unexpected inclement weather during a cadet function, every effort will be made to

contact parents/guardians and arrange transport home for cadets ASAP to avoid worsening conditions.

4. If at any time a parent/guardian feels it is unsafe for their cadet to travel to/from cadets due to their local conditions they may notify the squadron staff as such and their cadet(s) can be excused from the training.

607 - PHYSICAL TRAINING 1. All Sqn sports shall be conducted in a sportsmanlike manner, with active participation from all cadets.

2. Sqn sports activities shall take place in areas that are approved by the Commanding Officer and

published in WROs.

3. Sports facilities not available through LHQ shall be provided by the Sponsoring Committee. 608 - OPTIONAL TRAINING 1. Various optional training activities may be organized as a supplement to the LHQ training program

such as:

a. Drill Team; b. Band; c. Biathlon; d. Duke of Edinburgh Award e. Marksmanship; and f. Flying Scholarship Ground School Training.

2. The CO, in consultation with the TrgO, shall assign appropriate OPIs to administer such training. 609 - ORGANIZING ACTIVITIES 1. Committees shall be formed to organize various sqn activities. Each committee shall have an NCM in

charge with an OPI to report to on a regular basis. Some of these committees may include but are not limited to:

a. Trips and/or Tours; b. Fundraising; and c. Entertainment.

2. Other Committees may be added at the Commanding Officer's discretion.

3. Any committee wishing to schedule activities requires the approval of the Training Officer at least six weeks prior to the date requested for the activity. This time frame may be shortened, depending on the type and amount of support required.

700 – SUPPLY 701 – Hours of Operation 1. Supply hours will be updated and posted on an on-going basis, as staff are available, and as a need

arises. Cadets are asked to contact their Chain of Command to arrange an appointment for Supply when hours are not posted.

2. Cadets are expected to fill out a uniform request form and hand it into their Flight Commander, to

ensure proper bookings of appointments by the supply staff. The supply request form can be found in the annexes of this document, or by requesting one form your Chain of Command.

3. New Recruits will report to Supply by appointment only, after speaking to the SupplyO. 702 – Proper Care and Use of Uniform 1. The standard of personal dress appearance and grooming shall be such as to reflect credit on the

individual, the Sqn, the Air Cadet League of Canada and the Canadian Armed Forces. The dress regulations are not intended to be overly restrictive. Their intent is to ensure the maintenance of a high standard of grooming while also recognizing the standards of society. The regulations set out in this order are reasonable, ensuring a favourable military image and at the same time permit some individuality. Dress regulations are found in detail in CATO 55-04.

2. Cadets are authorized to wear their uniforms only at cadet events. Arrangements for a cadet to wear

their uniform at an activity or special event outside a cadet activity may be authorized only by the CO. 703 – Damage or Loss of Cadet Uniform or Pieces Thereof or Issued Stores 1. Every Cadet is issued a uniform as soon as possible after the receipt of the enrolment paperwork by

the AdminO. The uniform is ‘loaned’ to the cadet at no cost, but in the event that all, or a piece of the uniform is lost, it will be necessary to hold the cadet responsible for the loss through disciplinary measures. Therefore, it is very important that the cadet take great care in keeping track of their uniform pieces so as not to lose any.

2. Any cadet wilfully defacing, mutilating, damaging, giving away or neglecting any part of their issued

uniform or equipment will be disciplined. 3. Any equipment or items issued to a cadet shall be signed out on the proper forms, and any cadet who

wilfully damages, gives away or by neglect loses any stores issued to him or her will be disciplined. 3. Any cadet who has lost or had stolen any item(s) issued to him or her shall at the earliest time

possible file with the Supply Officer a Lost or Stolen report, detailing the circumstances of such loss or theft on the proper form.

4. All cadets shall mark all items of their personal uniform with their initials and unit number (875) immediately upon receipt of the item. This should be done in a non-visible location such as the Logistik tag found on all items. Care must be taken to not obstruct the size listed on the tag as this makes re-issuing of items difficult.

703 – Uniform Return Policy 1. Clothing that has become too small or is beyond repair, may be exchanged at the Supply Section.

Cadets will arrange for exchange through their Flight Commander at no cost to the cadet.

2. Cadets must immediately report any ill-fitting, or worn items to ensure efficient replacement. Normally items must be ordered which can take between 3-4 weeks. Early reporting of needed items will help to expedite the replacement process.

800 – Other Orders 801 – Range Standing Orders 1. The Range Safety Officer shall issue Range Standing Orders on an annual basis, and shall submit

them to the CO in September for approval.

2. All personal using the range shall abide by the Range Standing Orders and directions of all range staff. The use of any weapon shall fall under the authority of the Range Safety Officer, this shall include the Rifle Drill Team (if one is to be stood up during the training year).
