Introduction Introduction 背景 背景 主要資料 主要資料 Key Information Key Information The Hong Kong-Zhuhai-Macao Bridge (HZMB) will be of strategic importance to the future economic development of Hong Kong, Macao and the Western Pearl River Delta (PRD). It will significantly reduce transportation costs and time for travelers and goods on roads between the regions. The Tuen Mun–Chek Lap Kok Link (TM-CLKL) together with the Tuen Mun Western Bypass (TMWB) will provide direct connections between Shenzhen Bay Port, Northwest New Territories (NWNT), the Hong Kong International Airport (HKIA) and North Lantau. A high speed Hong Kong-Shenzhen-Zhuhai Corridor (HSZC) would be formed with the completion of the aforementioned projects. By then, the travel distance and time from Kwai Chung to Zhuhai will be reduced from approximately 220 km to 65 km and about 3 hr to 1 hr respectively. For HKIA to Shenzhen Bay Port, the travel distance and time will be reduced from approximately 45 km to 25 km and 35 min to 20 min respectively. This pamphlet mainly introduces the details of three projects under the HSZC, namely Hong Kong Link Road (HKLR), Hong Kong Boundary Crossing Facilities (HKBCF) and TM-CLKL.     The Hong Kong-Zhuhai-Macao Bridge (HZMB) will be of strategic importance to the future economic development of Hong Kong, Macao and the Western Pearl River Delta (PRD). It will significantly reduce transportation costs and time for travelers and goods on roads between the regions. The TuenMun–Chek Lap Kok Link (TM-CLKL) together with the TuenMun Western Bypass (TMWB) will provide direct connections between Shenzhen Bay Port, Northwest New Territories (NWNT), the Hong Kong International Airport (HKIA) and North Lantau.

    A high speed Hong Kong-Shenzhen-Zhuhai Corridor (HSZC) would be formed with the completion of the aforementioned projects. By then, the travel distance and time from KwaiChung to Zhuhai will be reduced from approximately 220 km to 65 km and about 3 hr to 1 hr respectively. For HKIA to Shenzhen Bay Port, the travel distance and time will be reduced from approximately 45 km to 25 km and 35 min to 20 min respectively.

    This pamphlet mainly introduces the details of three projects under the HSZC, namely Hong Kong Link Road (HKLR), Hong Kong Boundary Crossing Facilities (HKBCF) and TM-CLKL. TMWB is not included in this pamphlet because its alignment is yet to be finalized.

    香港口岸設於機場島東北水域的主要優點Major merits of locating HKBCF at the northeast waters off the Airport Island1. HKBCF can facilitate integration with the TM-CLKL and

    TMWB, forming a more convenient and comprehensive strategic road network that links up Hong Kong, Shenzhen, Zhuhai and Macao, thereby further enhancing the transportation and aviation hub of Hong Kong. Also, with a variety of transport modes available in proximity, HKBCF will become a multi-modal transportation hub (including the Airport, SkyPier, Airport Express Line and Tung Chung Line) in the area. The synergy effect will be considerable.

    在過去數多月,我們收集了公眾各界的意見,其中

    包括香港口岸的選址、香港接線的走線、對東涌居

    民的影響及對中華白海豚的影響等。以下是我們的

    研究結果︰

    We have gathered comments from the public in the past few months that includes the location of the HKBCF, the alignment of HKLR, the impact to Tung Chung residents and the impact to Chinese White Dolphins, etc. Below are the results of our investigation:

    我們已完成環評研究,其中包括空氣質素、噪音、

    水質、生態、中華白海豚、及景觀等影響。根據研

    究結果,在計算包括香港口岸、香港接線及屯門至

    赤鱲角連接路,及其他環境影響主要源頭在內的累

    積結果後,項目符合《環境影響評估條例》訂定的

    各方面要求。我們現正根據環評條例的要求公開環

    評報告讓公眾查閱。

    環境影響評估環境影響評估 Environmental Impact AssessmentEnvironmental Impact AssessmentEnvironmental Impact Assessment (EIA) has been completed which includes the impact assessment on air quality, noise, water quality, ecology, Chinese White Dolphin and visual etc. The latest assessments, taking into account the cumulative impact arising from the HKBCF, HKLR, TM-CLKL and other major sources, show that the projects meet the requirements under the Environmental Impact Assessment Ordinance (EIAO). The EIA report is made available for public inspection in accordance with the EIAO.

  • 2. With close proximity and ties to the Tung Chung Town, there is potential for further economic development of the local area, bringing economic benefits and creating business and job opportunities to the local area.

    3. When compared with the site options to the west of the airport, the recommended option would comparatively have less impacts on hydraulics, navigation safety and environment. In particular, it will cause less disturbance to the active movement corridor of Chinese White Dolphins between Sha Chau and west of Lantau Island, and less damage to the natural hillside or shoreline, etc.

    4. The stations of the Hong Kong-Shenzhen Airport Rail Link, if implemented, can be located inside the HKBCF. This will further strengthen the synergy effect between the various projects.

    5. Reclamation of the HKBCF can merge with the TM-CLKL southern landfall. The dredging quantity can be reduced by approximately 5 million cubic meters and the seawall construction be reduced by approximately 1.8 km.

    自然山巒或海岸線破壞較少等。

    4. 如落實興建港深機場聯絡線,其線站位置可設於香港口岸,加強各項目的協同效益。

    5. 與屯門至赤鱲角連接路之南面填海區合併,減少海牀挖泥量約5百萬立方米及減短建造約1.8公里之海堤。

  • 對東涌居民的影響

    (i) 景觀影響

    口岸與現時東涌北岸之間有約2公里的距離,相等於由中環橫跨維多利亞港至佐敦,口岸對東涌居民

    在景觀方面只會帶來輕微的影響。關於將來的口岸

    景觀情況可參考在東涌海堤灣畔拍攝的電腦模擬照

    片(於下頁顯示)。

    (ii) 空氣質素及噪音影響

    由於口岸與東涌之間的距離約為2公里,研究發現擬建工程在噪音及空氣質素方面,對東涌只會帶來

    輕微影響。根據環評研究顯示,空氣質素和噪音均

    符合環評法例的要求。

    Impact to Tung Chung Residents

    (i) Visual impact HKBCF is at a distance of 2 km away from the current Tung Chung north, which is roughly the distance between Central and Jordan across the Victoria Harbour . Visual impact on views from Tung Chung premises should be minimal. Please refer to the photomontage for the future views of HKBCF from Seaview Crescent (as shown in next page).

    (ii) Air quality and noise impacts Since HKBCF is located 2 km away from Tung Chung, the assessment results indicate that the air quality and noise impacts brought by the projects on Tung Chung would be minimal. The EIA show that the air and noise impact comply to the requirements in EIAO.

    (iii) 海岸線影響三項工程均不會影響大嶼山周邊的天然海岸線。相

    關之香港接線亦只會沿機場島東岸稍作填海以建築

    地面道路。另外,有關之生態調查亦顯示在該處的

    生態及地質/地貌在香港頗為常見。

    (iii) Impact on shoreline HKBCF will not involve reclamation along the Lantau Island shoreline while small reclamation off the east coast of the Airport Island will be carried out for the at-grade road section of HKLR. In addition, the result of ecological survey revealed that the relevant ecology and geology is rather common in Hong Kong.

    (iv) 屯門至赤鱲角連接路南面連接路屯門至赤鱲角連接路南面連接路,建議興建跨海高

    架道路,為擬議港珠澳大橋香港口岸提供前往北大

    嶼山的直接接駁道路,減少車輛使用東涌市內道路

    所引致的交通和環境影響。高架道路段離東涌市相

    距較遠,對東涌的環境影響較為輕微。另外,高架

    道路能避免於東涌海面進行額外的填海,保障東涌

    航道的正常運作,以及減低對大蠔灣一帶的環境及

    生態影響。

    (iv) TM-CLKL Southern Connection The TM-CLKL Southern Connection will be in the form of a marine viaduct, providing a direct connection between the HZMB HKBCF and North Lantau. This connection will alleviate the traffic flow in the local road network of Tung Chung town centre and thus reduce the traffic and environmental impacts in the area. The proposed marine viaduct is far from the Tung Chung town centre, thus the environmental impact will be relatively minor. In addition, adoption of marine viaduct schemedoes not require extra reclamation for the tunnel landing which may affect the operation of the existing Tung Chung navigation channel. The environmental and ecological impact to Tai Ho Bay area during construction of the project can also be reduced.

    對屯門居民的影響

    在公眾諮詢期間,公眾人士期望屯門至赤鱲角連接

    路的北面着陸點能盡量遠離蝴蝶灣一帶,避免直接

    影響該區一帶環境,保護蝴蝶灣沙灘的水質。亦有

    公眾人士認為應把北面着陸點移至環保園和內河碼

    頭間的空置用地。這個方案不但令行車距離增加約

    2.5公里,更需要在繁忙的龍豉水道內進行填海,此舉會嚴重阻礙龍豉水道的運作並影響海上交通安

    全。因此,擬議地點並不適宜作為連接路的着陸

    點。

    總結各方的要求和限制,屯門至赤鱲角連接路以屯

    門40區為北面着陸點,靠近內河貨運碼頭最為理想。我們亦建議在屯門46區興建收費廣場,以及將在龍門路設置交通交匯處,方便車輛由屯門南利

    用屯門至赤鱲角連接路往來北大嶼山及香港國際機

    場。由於此着陸點遠離蝴蝶灣及屯門居民,因此對

    他們的影響較小。至於受影響的屯門40工業區,我們亦已優化走線的設計,務求將影響範圍減至最

    小。

    Impact to Tuen Mun ResidentsDuring the public consultation process, the public expressed their wish to locate the northern landfall of TM-CLKL far away from the Butterfly Beach, to avoid direct impacts to the environment and protect the water quality there. Also, some members of the public suggested to locate the northern landfall to the vacant area between the EcoPark and the River Trade Terminal (RTT). This proposal, apart from involving lengthy detour of about 2.5 km, will require reclamation at the busy Urmston Road causing serious impacts to the operationof the navigation channel and the safety of marine traffic there. Therefore, the suggested location is not suitable for the construction of the northern landfall. Balancing the constraints and public requests, TM-CLKL has its northern landfall at Tuen Mun Area 40, adjacent to the RTT. A toll plaza at Tuen Mun Area 46 and an interchange at Lung Mun Road are proposed to be built as well. These will facilitate traffic from Tuen Mun South to go to North Lantau and HKIA via TM-CLKL. This northern landfall is far away from the residents at Butterfly Beach and Tuen Mun and thus impacts to them is minimal. Regarding the impacts to the industries at Tuen Mun Area 40, we have already fine-tuned the alignment to keep the impacts to minimum.

    中華白海豚的生態保育是整個大橋項目規劃選址過程中各重要考慮因素之

    一,我們目標是將對海豚的影響減至

    據海豚專家的深入研究顯示,將香港

    口岸設在機場島東北水域可遠離西面

    水域的海豚活躍區。而且我們會根據專家的建議,制定在施工階段時採取

    的特定緩解措施,以求盡力保護我們的海豚及環境。為進一步加強保育,

    我們會在完成工程後,根據海岸公園

    條例,在大小磨刀洲附近設立海岸公園。

    Impact to Chinese White DolphinsThe government attaches great importance to preserving the dolphin ecology when planning the bridge projects. Our aim is to minimize any impact caused to the dolphins.

    An in-depth study by dolphin experts indicates that locating HKBCF at the northeast waters of the Airport Island can keep it away from the dolphin active region on the western waters. In addition, we will formulate specific mitigation measures to be taken during the construction stage according to the experts' recommendation so as to making our best effort towards protecting our dolphins as well as our environment. To further enhance preservation, we will designate the Brothers Islands as a marine park in accordance with the Marine Parks Ordinance.
