The following Sections have been modified to read as shown below. Changes made to the original RFP document are in bold print and highlighted, and deletions made have a strike through.

Page 20 of the RFP, Section S (SUBMITTAL OF BIDS), Item 3 has been revised as follows:

Bidders are to submit one (1) original hardcopy bid (REVISED Exhibit A – Bid Response Packet, including additional required documentation), with original ink signatures, plus three (3) five (5) copies of their proposal. Original proposal is to be clearly marked “ORIGINAL” with copies to be marked “COPY”. All submittals should be printed on plain white paper, and must be either loose leaf or in a 3-ring binder (NOT bound). It is preferred that all proposals submitted shall be printed double-sided and on minimum 30% post-consumer recycled content paper. Inability to comply with the 30% post-consumer recycled content recommendation will have no impact on the evaluation and scoring of the proposal.

Bidders must also submit an electronic copy of their proposal. The electronic copy must be in a single file (PDF with OCR preferred), and shall be an exact scanned image of the original hard copy REVISED Exhibit A – Bid Response Packet, including additional required documentation. The file must be on disk or USB flash drive and enclosed with the sealed original hardcopy of the bid.

Responses to Written Questions

Q1) Will the County release the projected contract value, or the previous year’s budget?) The County cannot provide any projected contract value. This is the first time this type of

service has been bid out by the County, so there is no existing or previous contract.

Q2) Can the County disclose any vendors they are currently working with in this project?) The County is not working with any vendors on this project.

Q3) On page 20 of the RFP, Section S (SUBMITTAL OF BIDS), Item 3, second paragraph states:Bidders must also submit an electronic copy of their proposal. Instead of a scanned image, will the County accept an electronic copy that is converted into a PDF? For example, if the Bidder completes its original bid response in an electronic format (e.g., Microsoft Word), can the electronic original be converted into PDF copies?

) The County requires that all copy submittals, including the electronic copy, be exact duplicates of the ink-signed original. If exact copies of the ink-signed original can be created by means other than scanning, the County will accept it.

Q4) Are the hour estimations listed on the bid forms (i.e., Column B – Estimated Hours Per Year) an example or estimation of how long each project will take?

) The quantities listed in Colum B of the Bid Form provide a way for the County to evaluate cost so all Bidders bid on the same basis.

As stated on page 5 of REVISED Exhibit A, third paragraph:Quantities listed herein are unsubstantiated estimates provided for evaluation purposes only and are not to be construed as a commitment. No minimum or maximum is guaranteed or implied.

Q5) Assuming a 40-hour work week, the 200 hours provided in the Bid From equates to about five (5) weeks. Does the County anticipate that positions may go longer than five (5) weeks, or even longer than one (1) year?

) Again, the quantities listed in the Bid Form are unsubstantiated estimates provided for evaluation purposes only. Actual hours will vary from project to project. It is possible that some projects may go longer than a year, while others may only be a few days to a week.

Q6) Will the County allow a range of pricing on the bid form? ) No. The County is asking for a firm price quotation. As stated on the Bid Form, page 5 of

REVISED Exhibit A, second paragraph:The cost quoted below shall include all taxes and all other charges, including travel expenses, administration costs, etc., and is the cost the County will pay for the three-year (3) term of any contract that is a result of this bid.

The hourly rates quoted by Bidders in the Bid Form (Table A and Table B) shall be the maximum rate charged to the County for any work done by any particular Job Classification/Title.

) As stated on page 7 of the RFP, Section F (DELIVERABLES / REPORTS), Item 1.a.(1) states:1. Contractor(s) will receive written specifications for specific work to be

performed. Within one (1) week of receiving these specifications, Contractor(s) must return a detailed proposal or Statement of Work that:

a. details the scope, prices, rates, deliverables, and timeline;

(1) travel expenses must be included in the hourly rate quoted by the bidder; travel expenses will not be paid directly by the County.

Written specifications for specific work to be performed will dictate whether personnel are required to work on-site or work remotely. If work can be performed remotely, the County does expect a lower rate than equivalent work done on-site.

Q8) What are the payment terms for any contract resulting from this bid?) Page 18 of the RFP, Section P (INVOICING), Item 2 states:

Payment will be made within thirty (30) days following receipt of invoice and upon complete satisfactory receipt of product and performance of services.

Q9) Page 6 of the RFP, Section E (SPECIFIC REQUIREMENTS), Item 2, states:The Contractor must screen and provide qualified personnel with proven experience in the discipline required.

Can the County provide clarification on experience – in terms of years of experience – required for each job classification/job title (e.g., Senior vs. Lead vs. General vs. Entry-level vs. Junior)?

) Junior: 2+ years of work experience in the specific discipline (e.g., a Java Junior Programmer needs at least 2 year experience programming in Java)

General: 4+ years of work experience in the specific disciplineSenior: 6+ years of work experience in the specific disciplineLead: 8+ years of work experience in the specific discipline

Q10) Page 5 of Exhibit A, Bid Form, Table A, under Job Classification/Title is the job title: Consultant. Can the County clarify what is meant by “Consultant”?

) Please see page 5 of the REVISED Exhibit A – Bid Response Packet included in this Addendum.

Q11) What kind of Enterprise Resource Planning (ERP) program does the County use?) PeopleSoft HRMS 9.0 and PeopleSoft Financials 9.0.

Q12) Why is the County putting this out as an RFP?) County would like to have the ability to be more flexible with staff. Also, due to rapid

advancements in technology, the County may not have necessary skills available in-house.

Q13) Will the positions be full time or on an as-needed basis?) Positions will most likely be full time. There may be times when work for the County will

not be full time (e.g., a technical writer that works 4 hours/day for only one week).

Q14) Is there a maximum length a contractor can work on a project? If so, how long a break must a contractor take before she or he can come back?

) There is no maximum length a contractor can work on a project.

Q15) As a public entity, has the County considered using the California Multiple Award Schedule (CMAS) for the Federal GSA schedule?

) CMAS and Federal GSA Schedule contracts are not awarded according to County guidelines, policies and procedures.

Q16) How many Bidders will be shortlisted at the end?) Page 10 of the RFP, Section III (COUNTY PROCEDURES, TERMS AND CONDITIONS), Item H

(EVALUATION CRITERIA/SELECTION COMMITTEE), paragraph eight (8), states: The evaluation process may include a two-stage approach including an initial evaluation of the written proposal and preliminary scoring to develop a short list of bidders that will continue to the final stage of oral presentation and interview and reference checks. The preliminary scoring will be based on the total points, excluding points allocated to references, oral presentation and interview.

If the two-stage approach is used, the four (4) bidders receiving the highest preliminary scores and with at least 200 points will be invited to an oral presentation and interview. Only the bidders meeting the short list criteria will proceed to the next stage. All other bidders will be deemed eliminated from the process. All bidders will be notified of the short list participants; however, the preliminary scores at that time will not be communicated to bidders.

Q17) What is the vendor interview process like?) Bidders will be allowed time for an oral presentation. There will also be a Q&A session in

which the County Selection Committee will ask a variety of questions of the Bidders.

Q18) Will the County provide a list of vendors who attended the bid conferences?) A list of all vendors who attended the bid conferences is included in this Addendum.

Q19) How many people will be required per year?) The County is unable to estimate any numbers or quantities. Services will be requested on

as needed basis.

Q20) What is the County’s current technology stack and list of key applications to be supported? ) Please see Information Technology Strategic Plan located on acgov.org:

Q21) What current development projects are planned for 2013 or beyond?) Current projects planned for 2013 or beyond include, but are not limited to, the following:

Criminal Justice System Modernization Content Management Implementation Mobile Apps – for all business units PeopleSoft HRMS and Financials Upgrade from 9.0 to 9.2 SQL 2012 Upgrade Conversion of an existing property application from Powerbuilder to .Net

Q22) Will the County be awarding to multiple vendors? What is the intent of this RFP?) As stated on page 4 of the RFP, Section A (INTENT), second paragraph:

The County intends to award a three-year contract (with option to renew) to multiple qualified bidders whose response conforms to the RFP and meets the County’s requirements.

The County intends to award to multiple qualified bidders to create a vendor pool. Contractor(s) in the pool will receive written specifications for specific work to be performed. Within one (1) week of receiving these specifications, Contractor(s) must return a detailed proposal or Statement of Work (SOW). The County will evaluate the SOW(s) received and assign work to a specific Contractor based on best qualifications and/or lowest price. The SOW must be approved by the County prior to the delivery of services.

Q23) Will Contractors in the pool receive statements of work for fixed prices, or are they resource based?

) They will be primarily resource based, but the County does not rule out fixed pricing.

Q24) Will the statements of work be based on time and materials or full project management?) The County expects to request mostly time and materials, but requests for full project

management are possible.

Q25) How big a pool is the County planning to award to?) The County has not yet determined how large the pool will be.

Q26) Do vendors have to be on the Vendor List (Exhibit C) in order to submit a bid response?) No.

Q27) Is this bid related to the County temporary staffing contract?) No.

Q28) What kind of infrastructure, servers and software is the County currently using?

Q29) Page 7 of the RFP, Section E (SPECIFIC REQUIREMENTS), Item 6, states:After one (1) year of service with the County, any personnel provided by the Contractor will be eligible for direct employment by the County.

Will the County offer permanent employment to personnel who have been working remotely?

) That is a possibility.

Q30) Does the County have any special requirements for personnel to be provided (i.e., resident status)?

) Contractor(s) must provide personnel that are authorized to work in the United States.

Q31) Would the County appreciate any additional screening of candidate before submitting them to the County?

) As stated on page 6 of the RFP, Section E (SPECIFIC REQUIREMENTS), Item 2:The Contractor must screen and provide qualified personnel with proven experience in the discipline required. The screening process must include a criminal background check, as well as verification of education, work history, and references.

Q32) On page 8 of REVISED Exhibit A, can the County define Key Personnel?) Key personnel are those who provide direct services to or interact with the County. The

term key personnel also includes any decision makers (e.g., CEO, account manager, etc.).

Q33) What sort of references are the County looking for?) The County prefers references for projects of similar scope and size.

Q34) The RFP references a SLEB requirement, and it also references SLEB preference points. Those two seem contradictory as one is a requirement and the other is a preference. Can the County please clarify?

) As stated on page 16 of the RFP:Bidders must meet the County’s Small and Emerging Locally Owned Business requirements in order to be considered for the contract award. These requirements can be found online at:

Aside from having to meet the SLEB requirement above, certain Bidders are eligible to receive preference points:

Prime bidders that are an Alameda County certified SLEB are eligible to receive a total of ten percent (10%) bid preference points [5% for being local, and another 5% for being certified Small or certified Emerging].

Prime bidders that are local to Alameda County, but are not a certified SLEB, are eligible to receive five percent (5%) bid preference points AND must still subcontract 20% of the total contract value to an Alameda County certified SLEB.

Bidders that are neither an Alameda County certified SLEB, nor local to Alameda County, do not receive any preference points, AND must still subcontract 20% of the total contract value to an Alameda County certified SLEB.

Q35) Does a certified Small Local business meet the County’s SLEB requirement, or does it have to be a certified Emerging Local business?

) Bidders can meet the SLEB requirement by being certified Small or certified Emerging by Alameda County.

Q36) Is there a way to locate registered SLEBs?) You can search for SLEBs by using the County database located at

http://acgov.org/sleb_query_app/gsa/sleb/query/slebindexadv.jsp.

Q37) Is there a limit to the number of SLEB subcontractors a prime may use?) No. Prime bidders may subcontract to any number of Alameda County certified SLEB’s, as

long as a minimum cumulative total of 20% is reached.

Q38) Page 10 of the REIVSED Exhibit A, SLEB Partnering Information Sheet, second paragraph:Bidders not meeting the definition of a SLEB (http://acgov.org/auditor/sleb/overview.htm) are required to subcontract with a SLEB for at least twenty percent (20%) of the total estimated amount in order to be considered for contract award.

Does a bidder who is bidding as a prime and is also a SLEB still need to follow the requirements for SLEB partnering?

) No. Prime bidders that are an Alameda County certified SLEB already meet the requirements. Prime bidders that are a certified SLEB must still complete and sign the SLEB Partnering Information Sheet as appropriate (see page 10 of the REVISED Exhibit A – Bid Response Packet included in this Addendum).

6. The undersigned acknowledges that Bidder will be in good standing in the State of California, with all the necessary licenses, permits, certifications, approvals, and authorizations necessary to perform all obligations in connection with this RFP and associated Bid Documents.

7. It is the responsibility of each bidder to be familiar with all of the specifications, terms and conditions and, if applicable, the site condition. By the submission of a Bid, the Bidder certifies that if awarded a contract they will make no claim against the County based upon ignorance of conditions or misunderstanding of the specifications.

8. Patent indemnity: Vendors who do business with the County shall hold the County of Alameda, its officers, agents and employees, harmless from liability of an nature or kind, including cost and expenses, for infringement or use of any patent, copyright or other proprietary right, secret process, patented or unpatented invention, article or appliance furnished or used in connection with the contract or purchase order.

9. Insurance certificates are not required at the time of submission. However, by signing REVISED Exhibit A – Bid Response Packet, the contractor agrees to meet the minimum insurance requirements stated in the RFP. This documentation must be provided to the County, prior to award, and shall include an insurance certificate and additional insured certificate, naming the County of Alameda, which meets the minimum insurance requirements, as stated in the RFP.

The County may add additional job titles during the contract term as new technologies or requirements develop. REQUIRED DOCUMENTATION AND SUBMITTALS

All of the specific documentation listed below is required to be submitted with the REVISED Exhibit A – Bid Response Packet in order for a bid to be deemed complete. Bidders shall submit all documentation, in the order listed below and clearly label each section with the appropriate title (i.e. Table of Contents, Letter of Transmittal, Key Personnel, etc.).

1. Table of Contents: Bid responses shall include a table of contents listing the individual sections of the proposal and their corresponding page numbers. Tabs should separate each of the individual sections.

2. Letter of Transmittal: Bid responses shall include a description of Bidder’s capabilities and approach in providing its services to the County, and provide a brief synopsis of the highlights of the Proposal and overall benefits of the Proposal to the County. This synopsis should not exceed three (3) pages in length and should be easily understood.

3. Key Personnel: Bid responses shall include a complete list of all key personnel associated with the RFP. This list must include all key personnel who will provide services/training to County staff and all key personnel who will provide maintenance and support services. For each person on the list, the following information shall be included:

(a) The person’s relationship with Bidder, including job title and years of employment with

Bidder; (b) The role that the person will play in connection with the RFP;(c) Address, telephone, fax numbers, and e-mail address; (d) Person’s educational background; and(e) Person’s relevant experience, certifications, and/or merits

4. Description of the Proposed Services: Bid response shall include a description of the terms and conditions of services to be provided during the contract term including response times. The description shall contain a basis of estimate for services. The description must: (1) specify how the services in the bid response will meet or exceed the requirements of the County; (2) explain any special resources, procedures or approaches that make the services of Bidder particularly advantageous to the County; and (3) identify any limitations or restrictions of Bidder in providing the services that the County should be aware of in evaluating its Response to this RFP.

6. References:

(a) Bidders must use the templates on pages 11 -12 of this REVISED Exhibit A – Bid Response Packet to provide references.

(b) Bidders are to provide a list of five (5) current and five (5) former clients. References must be satisfactory as deemed solely by County. i. References should have similar scope, volume and requirements to those outlined

in these specifications, terms and conditions.ii. The County prefers references for organizations at which a minimum of five (5) IT

personnel were placed by the same Account Manager that will be assigned to the County. Organizations that demonstrate a higher percentage of qualified IT personnel will receive a higher score in the evaluation of references.

iii. Bidders must verify the contact information for all references provided is current and valid.

iv. Bidders are strongly encouraged to notify all references that the County may be contacting them to obtain a reference.

(c) The County may contact some or all of the references provided in order to determine Bidder’s performance record on work similar to that described in this request. The County reserves the right to contact references other than those provided in the Response and to use the information gained from them in the evaluation process.

(d) Bidder shall provide on a separate sheet(s), complete reference information for all California public institutions or agencies for which it provides or has provided comparable product, systems and services. Each reference shall include the project name and location, the scope of services performed and the name, address, telephone and fax numbers of the person who may be contacted for reference information.

7. Exceptions, Clarifications, Amendments:

(a) This shall include clarifications, exceptions and amendments, if any, to the RFP and associated Bid Documents, and shall be submitted with your bid response using the template on page 13 of this REVISED Exhibit A – Bid Response Packet.

(b) THE COUNTY IS UNDER NO OBLIGATION TO ACCEPT ANY EXCEPTIONS, AND SUCH EXCEPTIONS MAY BE A BASIS FOR BID DISQUALIFICATION.

8. SLEB Partnering Information Sheet:

SMALL LOCAL EMERGING BUSINESS (SLEB)PARTNERING INFORMATION SHEET

RFP No. 901052 – Application Development and Maintenance Services

In order to meet the Small Local Emerging Business (SLEB) requirements of this RFP, all bidders must complete this form as required below.

Bidders not meeting the definition of a SLEB (http://acgov.org/auditor/sleb/overview.htm) are required to subcontract with a SLEB for at least twenty percent (20%) of the total estimated bid amount in order to be considered for contract award. SLEB subcontractors must be independently owned and operated from the prime contractor with no employees of either entity working for the other. Bidders are encouraged to form a partnership with a SLEB that can participate directly with this contract. One of the benefits of the partnership will be economic, but this partnership will also assist the SLEB to grow and build the capacity to eventually bid as a prime on their own.
