TRANSCRIPT
Background• Real Property Assets consist of buildings, land parcels, linear structures,
and structures. The spatial representation (location) of real property entities, typically consisting of one or more of the following: unimproved land, a building, a structure, site improvements and the underlying land. Complex real property entities (that is "facilities") are used for a broad spectrum of functions or missions. This theme focuses on spatial representation of real property assets only and does not seek to describe special purpose functions of real property such as those found in the Cultural Resources, Transportation, or Utilities themes.

• Working with FGDC PMO and Dataset Manager to determine whether to include in the initial baseline NGDA datasets
Real Property Asset Data Standard (RPADS)
• Establishes fundamental definitions of a Real Property Asset (RPA) as buildings, land, parcels, linear structures and structures
• Defines the core minimum attributes needed to identify a RPA and it’s geospatial location as represented by a point, line or polygon
• Is fully extendable • Original Facility and Building Standard• Federal Housing• Spatial Data Standard for Facilities, Infrastructure and Environment
• Leverages FGDC Endorsed ISO and other Geospatial Standards
• Approved by the Steering Committee in February 2014
Maturing Future NGDA Datasets• The Federal Real Property Profile (FRPP) contains an
inventory of all Real Property buildings, structures and land parcels for the 24 CFO Act Agencies
• The Federal Real Property Council (FRPC) members manage data submitted
• The data is collected by GSA for OMB• Asset level data is not public facing• Some data is Sensitive but Unclassified • Recommend agencies with data that meets NGDA
dataset criteria submit their own data to be included in the Real Property datasets in the future
Current FRPP geo-coding preparation
• Included new requirements in the FY 14 Data Dictionary for agencies to:• Submit lat/long in decimal format with the associated
coordinate reference system/datum• Report data elements consistent to comply with the
newly published FGDC Real Property Asset Data Standard (RPADS).
• Adopt Geographic Names Information System (GNIS) standard for the GLC State and County Codes
• Contact their SAOGI’s to connect RP liaisons with the lead agency representative for geospatial information
FRPP Address Correction Effort
An effort to collect complete, current, and accurate addresses with support from GSA’s GIS Center of Expertise will begin in FY14 Q4 to support future geo-coding capabilities
FY14 • Host a theme meeting with dataset managers in
September to:• Discuss Implementation Plan Action Items for FY15• Discuss Geospatial Platform Collaboration
• Populate and review real property content on the GeoPlatform
• Begin discussions with the Federal Real Property Council to standardize the geo-coding of real property data.
• Identify security issues for other real property datasets and determine strategy to mitigate
Keys to Success
• Senior real property management awareness, commitment and support
• Dataset managers, agency, theme and industry coordination
• Establish working group to continue to mature RP Theme• Continued FGDC support
