ACADEMIC UPDATES

Check out the Military Interstate Compact to find out what this legislation means for your military children. The mobile military lifestyle presents both opportunities and challenges for children of military families. The Interstate Compact, which was signed in California in 2009, replaces the widely varying treatment of transitioning military children with a comprehensive uniform approach in every state that chooses to participate. At present the only two states that have elected not to participate in the compact are New York and New Hampshire.

NOTE: The Interstate Compact is meant to offer transition support, but does not impact curriculum or local standards of education.

Also, it should be noted that transfer of credits toward graduation pertains ONLY to completed credits. Please see your School Liaison Officer if you are moving during the school year so that we can assist with communication between the sending and receiving districts in each state, especially for military children who are currently in High School. You must either complete the semester at your current school or plan to leave early enough to re-enroll at your new duty station to complete the school year in order to stay on track for graduation.

Because of the differences in school calendars, the only way to know if enough time remains in a semester to receive credit is to contact your new high school counselor PRIOR to leaving your current school.

Reminder that the Kindergarten start date in California for the School Year 2014/15 is that your child must be five years old on or before September 1st.

If your child is turning five between September 2nd and December 2nd 2014 they will be eligible for Transitional Kindergarten. Programming varies by district.

TRANSITION SUPPORTFor Families moving into theMETRO SAN DIEGO AREA

School Liaison Officers are available world-wide to assist in the high school transfer process and can connect families with new schools. School Liaison Officers know state, district and school graduation requirements and are familiar with families concerns when transferring high school students.

HigH ScHool graduationRequirements for earning a high school diploma vary by school, school district, and state. In addition, some schools offer different levels, or types of diplomas, that are dependent on meeting certain coursework/criteria. Add to this the difference in school calendars, schedules and grading scales; state exit exams and end of course testing and a high school move can soon become overwhelming.

How to Plan for a SucceSSful HigH ScHool MoveKnowing and understanding the possible differences between graduation requirements at different high schools is the first step to making a high school transfer as painless as possible. Working closely with your current high school counselor on class choices, and connecting with your new high school as soon as you receive orders can help to avoid some of the more common pitfalls.

NATIONAL PARKS PROGRAMSIf you have preteens or younger, the National Parks Junior Ranger Program can’t be beat, as it provides curriculum ideas for each park as well as a variety of activities. A companion program is the Passport Program, which allows kids (and adults) to have a special “parks passport” stamped as they visit and learn about various parks. www nps gov/index htm

Currently, many national parks are waiving entrance fees for military families. Log onto http://www nps gov/findapark/feefreeparksbystate htm. Parks listed on this page waive their entrance fees on nationally designated fee free dates. Please check with each park for operating hours and event schedules.

Operation: PALS

The opportunity for travel is one of the perks of being in a military family. And, for families with school children, summer is the best time for travel. Although summer typically means a vacation from school, summer travel can mean an opportunity to continue learning. When travel and education are combined, “edu-travel” is formed.

Edu-travel combines fun, learning, new experiences and family time. Whether the “travel” is due to a PCS move, visiting family members, or simply an opportunity to visit new places, learning opportunities abound. While sitting in a classroom, children hear about history lessons and see pictures of geographical landmarks. While traveling, they can experience those lessons and landmarks firsthand. That is what “edu-travel” is about.

Getting to the travel destination is only part of the learn-ing experience. From license plate scavenger hunt to travel journals, even being in a car can be a learning experience.

SILVER STRAND ELEMENTARY, located in Coronado, and EHSM-41, based out of North Island Naval Air Station, recently completed Operation PALS, a 5-week program for Kindergarten and 1st graders who have a parent that is deployed.

The sailors mentored the students after school while helping with homework, sharing a snack, and participating in an orga-nized physical training event, most often kickball, or playing a board game.

The eleven students bonded with the sailors and eagerly waited for them to arrive each Tuesday. The command concluded the program by bringing pizza to the last club meeting. One mother shared that it has been very difficult for her son, whose father is deployed, and every day of the week her son would ask if it was Operation PALS day.DEPLOYMENT SUPPORT

GEOCACHINGThis great activity is a high-tech outdoor scavenger hunt involving math and direction finding. “Caches” of trinkets are hidden all over the U.S. (in fact, all over the world) and it’s up to you to find them; when you do, you take a trinket and leave another. It is fun for the whole family and costs nothing more than a GPS unit. You will probably take a GPS device on your trip, anyway, so why not make it a portable one that you can also use for geocaching? www geocaching com

LETTERBOXINGLetterboxing is an intriguing “treasure hunt” style outdoor activity. “Letterboxers” hide small, weatherproof boxes in publicly-accessible places (like parks) and post clues to finding the box online on one of several Web sites. However, clues to finding some of the most highly-sought boxes are passed around by word of mouth. There are about 20,000 letterboxes hidden in North America alone. Individual letter-boxes usually contain a log book, an often hand-carved rubber stamp and may contain an ink pad. Finders make an imprint of the letterbox’s stamp on their personal log book, and leave an imprint of their per-sonal stamp on the letterbox’s logbook. www letterboxing org

COMMAND, SCHOOL & COMMUNITY CONNECTIONS

This year NSA Monterey School Liaison Officer Leslie Flynn and Army School Liai-son Officer Elaine Vrolyks joined forces and participated as guest judges at Seaside High School’s 8th annual Chalk Art competition.

A total of ten teams comprised of more than forty students were asked to repro-duce in chalk a painting by American artist Edward Hopper. Edward Hopper (July 22, 1882-May 15, 1967) was a prominent American realist painter and printmaker.

Explorer Elementary Charter 4th graders and Dewey Elementary School partnered this year to participate in a joint learning experience that emphasized the challenges of military lifestyle and building resiliency among military connected students within the community. As Dewey Elementary is the neighborhood school for approximately 470 military dependent children, students at Explorer Elementary Charter wanted to give back to their community and learn more about the military and its capacity in the Point Loma Area. In doing so, Mrs. Chown, the 4th grade teacher at Explorer Elementary Charter School, came up with the idea to create “Story Cushions” for students at Dewey Elementary in Kindergarten through 4th grade classes.

What, you may ask, is a “Story Cushion”? A “Story Cushion” is a custom made cushion for a child with at least one military parent.

Captain Larry Vasquez, Commanding Officer of NBVC, listens to 5th grade Laguna Vista student explain her most recent class project. CAPT Vasquez is making an effort to visit every school serving NBVC housing.

Each cushion was not only beautifully made but it also contained a small audio device that allows children to press a button and hear their parent’s voice whenever they like. Depending on what the student wanted to hear, the parent may have recorded a goodnight message, a special family story, or a simple, but important, “I love you”.

28 students were chosen from Dewey Elementary to participate in Operation Story Cushion. During this time, each student was interviewed by a 4th grader from Explorer Elementary Charter where they were asked questions such as, “what is your favorite color, what do you want your cushion to look like, what is the hardest part about when your parent leaves for a long time, what would you like to hear your parent say to you every night?”. At the second meeting, the 4th grade students at Explorer Elementary Charter

brought recording devices to record Service Member’s messages to their children. The cushions were then individually designed and stitched by the 4th graders at Explorer Elementary Charter. One Sailor and one Marine and his daughter were asked to be guest speakers for Explorer Elementary Charter’s 4th graders to give them insight into working for the military, what it is like to be deployed, and what it feels like to be away from family for a very long time. At the final Exhibition meeting, the students and families of both Elementary schools were brought together to learn about the process and Dewey Elementary students were presented with their “Story Cushions”.

This was a great learning experience for the 4th graders at Explorer Elementary Charter and students at Dewey Elementary, a great way to give back to the community, and an outstanding Partnership in Education!

San Diego County is home to over 30,000 school-aged children attending school in 42 school districts who are affiliated with six area Navy and Marine Corps installations. Because of the high percentage of military connected students, the San Diego County Office of Education and Navy and Marine Corps School Liaison Programs have collectively and collaboratively implemented a wide variety of sustainable and practical initiatives aimed at increasing the capability of school districts to address the holistic needs of transitioning military students through sharing of information, professional development, current events, data sources, and resources needed to facilitate their work and better serve the unique needs of military school-aged students and their families.

On May 30, 2014, the San Diego County Office of Education, in conjunction with the Navy and Marine Corp School Liaison Officers, hosted an appreciation event to thank all military liaisons and command leadership for their ongoing support of the School Liaison Program. Commands and school districts in attendance were: Naval Base San Diego, Naval Base Coronado, Naval Base Point Loma, MCAS Miramar, Camp Pendleton, MCRD, Coronado Unified, Del Mar Union, Fallbrook Union, Lemon Grove, Poway Unified, San Diego Unified, Santee School District, San Ysidro, South Bay Union, and Sweetwater Union High School District.

Specific collaborative efforts of this partnership include: provision of county-wide professional development opportunities for local educators and graduate students designed to improve supports provided to military children at the school site level and delivery of free workshops for DoD school liaisons on issues such as bullying prevention, creation of a military focused webpage and dedicated listserv administered by the SDCOE-enabling national and state level initiatives to be translated to the local level, and the official designation of a military liaison at each of the 42 school districts in San Diego. Due to the partnership, there is increased district level comprehension of the intent and practical application of the Interstate Compact on Educational Opportunities for Military Children (MIC3), growing numbers of districts monitoring the educational progress of military students, and a very strong sense of connectivity among and between districts and their neighboring military installation commands in San Diego County.

The Monterey Peninsula Unified School District Bay Bots Robotics Team 4171 at Seaside High School placed 34th in their division and 75th overall out of a field of 400 teams from all across the United States at the F.I.R.S.T (For Inspiration Recognition of Science and Technology) Robotics Nationals.

Mr. Evans, the Auto Tech teacher at Seaside High School, founded the robotics team in 2011. In the team’s relatively short existence it has made remarkable progress. The first year there were challenges stemming from both a lack of funding and competition experience; however, the team managed to maintain a positive outlook and students were rewarded with the 2011 Cooperation Award. Then in 2012 the team had a breakthrough earning a finalist spot at the Cal Games. The students followed this achievement up by making it all the way to Regional’s in 2013.

Immediately after the Regional competition in 2013 alliances were made to tackle Nationals. Still it came as a surprise to students when they were asked to make an alliance. At the time alliances were being chosen the students didn’t think they had made it far enough to be selected. But one team realized that the Bay Bots had the potential to succeed based on their design. In designing their robot the team from Seaside High favored a design that allowed their robot to block really well. The design proved to be rather unique because the vast majority of teams present opted for a shooting mechanism. Team 4171 won twice with two other teams during the alliance round of competition.

Based on these achievements Team 4171 from Seaside High School traveled to Saint Louis this year to compete in the F.I.R.S.T. Robotics Nationals. We can’t wait to see what they do next and wish them continued success!

It is evident that through the San Diego Command school liaison and County military liaison collaboration, there has been increased awareness in military culture and connectedness amongst our schools and school districts. Both school liaisons and military Liaisons help to serve and assist military families with school issues, and help to coordinate with local school systems. The solid collaboration has allowed for many military support programs and resources to enter our schools, and has allowed for command involvement at a higher level.

PARTNERSHIPS IN EDUCATION

VILLAGE ELEMENTARY, located in Coronado, honored military kids at the Early Childhood Development Center (ECDC) for month of the military child.

Generous visitors from HSL-49, Naval Air Station North Island, read stories, answered dozens of questions, helped out with art projects, and awarded certificates of appreciation to all 60 children with active duty parents.

NAVAL BASE SAN DIEGO came out to support DE PORTOLA MIDDLE SCHOOL’S track meet in the Murphy Canyon area. All 6th, 7th and 8th grade students participated in the meet and the Naval Base San Diego volunteers helped with a variety of tasks that were instrumental to the success of the event.

Navy Region Southwest would like to thank all of our volunteers from numerous commands that have participated in this year’s Partnership in Education program. Our schools are always looking for additional support in tutoring, mentoring, fitness, or school events in a variety of academic areas. a huge success. As part of the PIE (Partners in Education) Program NSA Monterey School Liaison Officer Leslie Flynn teamed up with Walter Colton Middle School Principal Lauren Odell and School Counselor Maria Toledo to help organize the first annual Career Day at Colton on May 29th.

As guest speakers, CAPT Costen and LT Pulley gave presentations to 6th, 7th, and 8th grade students where they discussed their careers in the Navy, their training and education, travel experiences and career opportunities.

The Army was also well represented by Lt. Col. Frank A. Smith currently serving as the Commander for the 229th Military Intelligence Battalion at the Defense Language Institute.

There were over 170 requests from students to attend presentations by our Navy volunteers, and the event included 29 guest speakers with careers ranging from veterinary medicine, to architecture, to professional tennis

At Marshall West Elementary School in Monterey, Navy volunteers from The Fleet Numerical Meteorology and Ocean-ography Center (FNMOC) helped organize and operate Field Day Activities for 3rd-6th grade students on May 30th.

All the volunteers enjoyed the opportunity to work with the local schools helping both students and teachers. We look forward to having more PIE events with Monterey Peninsula Unified School District for the 2014-2015 school year

be included in evaluations, and toward earning the Volunteer

POST-SECONDARY PREPARATION

The NRSW School Liaison team is constantly searching for free community and web based resources that will help our military students and families plan for Post-Secondary success.

On May 22nd, the Navy School Liaisons partnered with the Marine School Liaisons to bring a Homeschool Network Resource Fair to our Homeschool Families in the local San Diego Area. The School Liaisons hosted over thirty homeschool vendors at the Murphy Canyon Youth Center on Orleck Street that ranged from School District representatives providing information on the different Homeschool Options in the State of California and Homeschool co-ops in the area, to local military resources that are available to all families.

As the first of its kind hosted by the Military Homeschool Network, this event was an overwhelming success for our military connected families! For those that were brand new to the idea of homeschooling and just looking for information on how to begin the process, to veteran homeschool families who were looking to connect with new co-ops and tutoring services, excellent connections were made by families across the board! Not only were families treated to an abundance of resources and information on homeschooling in the greater San Diego area, but door prizes such as free memberships to local homeschool co-ops and Ju-Jitsu studios were given away to attendees.

In our efforts to connect homeschool families in San Diego to military and homeschool resources, we hope to continue this resource fair into the coming year. Additionally, the School Liaison’s host monthly meet-and-greets to welcome new homeschool families to the area, discuss current trends in the homeschool arena, and provide information to families on new co-ops and support systems. If you are interested in finding out more about the Homeschool Network Resource Fair, or our monthly meetings, please do not hesitate to contact us!

re-eStabliSH your routineS:Summer typically disrupts bedtimes, meal-time, and other routine schedules. As the summer winds down, begin adding the school time routine into your family schedule so your family is oriented to the responsibilities that the school day will bring. Think about incorporating quiet activities into the summer mornings that simulate classroom life to make the adjustment easier for your children. Return to a normal bedtime that allows for a good night sleep so when school begins they will be well rested and on a schedule. Remember, on average a child between the ages of 5-12 need approximately 10-11 hours of sleep each day.
