A Bill to Support Professional Minority Businesses

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The United States shall provide, annually, $25 million in funds in
competitive categorical grants to support the development of
minority-owned professionally-licensed businesses.
SECTION 2. A. Minority-owned professionally-licensed businesses shall be defined as
businesses majority-owned by African Americans, Hispanics, Asians and
Pacific Islanders, or American or Alaska Natives, where the principal
owner(s) are required to possess a state or federal professional license to
provide the business’s services.
B. Competitive categorical grants shall be defined as money awarded to
specific organizations with specific limitations on how that money is to be
spent.
SECTION 3. A. The Minority Business Development Agency (MBDA) shall oversee the
implementation of this legislation and allocate all required funds.
SECTION 4. This bill shall take effect starting in Fiscal Year 2020.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Eliminate Itemized Tax Deductions
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Eliminate all Schedule A Itemized Tax deductions from individual income taxes.
SECTION 2. Schedule A Income Tax deductions include: Charitable donations, State and local
income taxes or general sales taxes, real estate and personal property taxes, mortgage
interest paid, Medical and dental expenses, Casualty and theft losses, Deductible
investment interest, and Miscellaneous itemized deductions.
SECTION 3. The Internal Revenue Service will oversee the implementation of this legislation.
SECTION 4. This legislation takes effect starting fiscal year 2021.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Support the Chinese Belt and Road Initiative
WHEREAS, China’s Belt and Road Initiative supports economic growth and development of
developing nations; and
WHEREAS, The BRI offers trillions of dollars of investments into necessary infrastructure; and
WHEREAS, The BRI offers a way to expand internet and e-commerce to underserved communities
worldwide; and
WHEREAS, The BRI offers the best way for the US to cooperate with China on green energy and
fighting climate change; and
WHEREAS, The existing policy of the US State Department is to condemn the BRI in confrontation
with China rather than cooperation; now, therefore, be it
RESOLVED, By the Congress here assembled that the US State Department should endorse and
support China’s Belt and Road Initiative and OPIC should seek to cooperate with China
on BRI projects.

A Bill to Create a Universal Basic Income
BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The United States shall create a universal basic income for citizens and
legal permanent residents of $1000 per month for adults and $500 per
child under the age of 18.
SECTION 2. A 12% Value Added Tax shall be implemented to fund UBI payments.
SECTION 3. Further funding will be diverted from ending non-school based means
tested food benefits; adjusting eligibility for housing vouchers to include
only Very and Extremely Low income categories; and reducing Federal
Medicaid eligibility levels by 25% (ie if the current eligibility is 133% of
the poverty line, the new eligibility is at 108%).
SECTION 4. The VAT will begin with Fiscal Year 2023 with the first year’s taxes
paying for transitional programs; the payment of benefits and changes to
existing programs will begin with Fiscal Year 2024.
SECTION 5. All other laws that are in conflict with this law shall hereby be declared
null and void.

A Resolution to Eliminate Self-Contained Special Education Classrooms Be it enacted here by this Congress that: Whereas, Students in the special education track have been kept in self-contained
classrooms; and Whereas, Are not provided with basic classroom interactions present in highschools with a
more inclusive approach; and Whereas, Studies have shown that inclusive classroom settings improve students’ abilities
to learn; and Whereas, It is the duty of the United States Federal Government to back an inclusive
approach to special education programs; and Further By this congress assembled that the United States requires inclusive Resolved, classrooms in all special education programs.

A Resolution to Reform Education
Be it enacted here by this Congress that: Whereas, Playtime is a necessarily hidden curriculum in our schools to provide social and
cognitive development; and
Whereas, Schools have been furthering the amount of structure in the time that a child is at school which is lessening their exploration of their world and limits their social interaction; and
Whereas, Teachers are now expected to begin teaching them how to read and do math at younger ages; and
Whereas, Children are growing up not knowing how to effectively communicate and are making for a less empathetic world; and
Resolved, By this congress it should be mandated that children in the first grade and below should be allocated 2 hours of unstructured playtime throughout the day.

A Bill to Human Compost Unclaimed Bodies
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1
SECTION 1. Any unclaimed bodies in the United States shall be disposed of 3 months 2
after the determined date of death or after use as a cadaver in a medical 3
school program via human composting. 4
SECTION 2. Unclaimed bodies are defined as deceased humans with no known next 5
of kin or where the next of kin did not claim the deceased. Human 6
composting is defined as a method of dead body disposal in which 7
organic materials, such as straw and woodchips, are used to convert 8
bodies to soil. 9
SECTION 3. The Department of Health and Human Services shall oversee the 10
enforcement of this bill. 11
SECTION 4. This legislation shall go into effect starting in the 2021 fiscal year. 12
SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 13
