Decisions like this are never easy and we hope that you appreciate that Council’sconsidered all the points raised. The maintenance of an effective pedestriannetwork is a community issue as it impacts on peoples’ ability to walk through thearea.

Regarding the points raised in your questions tabled at the Council meeting,Council in no way supports the continuation of the anti-social activities noted inseveral submissions. However, the serious allegations of vandalism, break-insand anti-social behaviour are law and order issues and are best directed to theW.A. Police Service.

Main Roads Response:

1. Guildford Road is a Primary Distributor Road and Main Roads is responsiblefor the maintenance and improvements to the road.

2. A plan has been developed with the community to install traffic signals atGuildford Road/Falkirk Avenue, which includes pedestrian crossing lights. Theproject is nearing the completion of the detailed design phase and servicerelocations are currently being arranged. The construction of the works isexpected to commence in August 2007 and be completed in October 2007.

The full details of the works are as follows:• Installation of traffic signals at the intersection of Guildford Road and

Falkirk Avenue.• Widening of the median along Guildford Road between Caledonian

driveway) on Falkirk Avenue into Maylands Park Shopping Centre.• Provision of a new driveway on Guildford Road to the west of Falkirk

Avenue into Maylands Park Shopping Centre.• Construction of a right turn pocket from Falkirk Avenue into Maylands

Park Shopping Centre.• Two walk phases will be provided for pedestrians at the proposed traffic

signals at the intersection of Guildford Road and Falkirk Avenue to provideimproved pedestrian safety when crossing busy Guildford Road. A fullyprotected pedestrian walk phase will be provided on the Guildford Roadwestern leg of the intersection. A partially protected pedestrian walkphase will be provided on the Falkirk Avenue southern leg of theintersection. Guildford Road right turning motorists will be prevented fromturning during this walk phase. Motorists turning left from Guildford Roadinto FalkirkAvenue will be required to give way to pedestrians crossingFalkirk Avenue.

3. The cost of the works is estimated at between $900,000 and $1,000 000.

4. The plans have not been put off. Before finalising the concept plan of theproposed works, Main Roads did take a proposal out to the community inApril/May 2005 for a pelican crossing to be installed near the intersection ofGuildford Road and Caledonian Avenue, but this was only supported by 50% ofrespondents. Following further consultation through a focus group inSeptember/October 2005, the decision was made to install traffic signals atGuildford Road/Falkirk Street as the best option to address the many concernsthrough this section of Guildford Road. This plan was subsequently endorsed bythe City of Bayswater in January 2006. The project then moved into the detaileddesign phase, which has bepn delayed by the skills shortage along with theconsultant placing a higher priority on work for the resources sector and largerscale projects.

5. Due to the tight constraints of the site caused by the close location of services(eg. Western Power poles) to the edge of the road, no improvements can beundertaken until the proposed works commence in August.

As previously advised, the Council will continue to monitor the use ofCouncil vehicles by staff so that the interests of the ratepayers are bestrepresented. Also, it is important to note that as part of employmentcontracts, some staff are entitled to private use of the Council vehicles.

In respect to your query regarding Council vehicle 712BAY, initialenquiries have shown no inappropriate or unauthorised use of the vehicle.In this case, the staff member concerned has private use of the vehicle.

The aboveproposalis due to be votedon at the CouncilMeetingon 27th March2007andweaskfor yourconsideration.

We aretheownersof90 SalisburyStreet,Bedford, theneighbouringproperty. Whilst weacknowledgetheright ofth~ ownersto developtheirproperty,wedo object to the3.4metrehighparapetwall alongour commonboundary. Theparapetwail dimensionsdid not complywith councilregulationsand we wereconsultedregardingthis. We had severalconcernsand werecordedourol~ectionto theproposal.

To our disappointment,thePlanningand DevelopmentCommitteehasrecommendedthat theproposalbe approveddespitetheirow-n reportstatingthat thedimensionsof the wall did not complywith theacceptabledevelopmentcriteriaandthefact that we objectedto theparapetwall. TheproposalwascardedOn a simple majority but it appearstherewassomeconcern.WenotethatcounciliorsRobinsonandSabatinorequestedthat theirvoteagainsttherecommendationberecorded.

The propertyin questionis wide (Streetfrontageofover 20 metres),with severaldesignoptions Webelievethat developmentsshouldeithercomplywith the building regulationsandif thereis deviationfrom council regulations,this should only occur if thereis no objectionfromtheaffectedneighbour.

WebetleveC’ity ofRayswateris settingan unwelcomeprecedentwhen non-coniplyingproposalsareapproveddespitethe objectionofthe relevantneighbour.

Weaskfor yourconsiderationandencourageyou to voteagainstthis reeommendation.

Thevet who treatedmy doghavingnotedan increasein this typeofattacksuggestedthat thedog exerciseareabe divided into two, oneareafor largedogsandanotherforsmall dogs.I thoroughlyagreewith this ideaasbig dogshavealwaysbeenaproblemforus in thepark.

TheRiversideGardensdog exerciseareaoneofthefew placeswheredogscanrun free.This is especiallybeneficialto all dogswhich mayotherwiselive in aconfinedspace.

Would councilpleaseconsidermy requestto divide thedog exerciseareain ordertocreateasafeplacefor all dogs?
