The Congress of Vienna had gotten together for only one real sole purpose. That was to restore order and balance of the empire due to all the controversy that had appeared after Napoleon's downfall. Also, they wanted to make sure this war would not reappear in the future.

To make that happen, they had to establish a system of international relations so all the European nations had equal power.

To restore power, there was a brilliant idea made so rulers in France, Spain, and Naples Dynasties were restored in Holland, Sardinia, and Tuscany.

Balance of power made France strong by doing 3 things. They strengthened Netherlands, made Prussia large on the north and northeast, and they made sure that they get strong Prussian soldiers to fight against Russia, just in case of war.

The main people were; Prince von Metternich, foreign minister of Austria: very important man; his ideas are considered reactionary and his personal power is so great that this period of history becomes known as the Age of Metternich; unfortunately [or fortunately!], he can not stop the spread of liberalism and nationalism so his plans are never truly successful. Lord Castlereagh, foreign secretary of Great Britain. Tsar Alexander I of Russia . Talleyrand, foreign minister of France. Hardenberg, chancellor of Prussia Some decisions Congress had made: Austria received two Italian states. Switzerland turned neutral, and their borders extended for more land. The restoration of Louis XVIII in France and Ferdinand VII back to the throne was confirmed. Russia gained most of Poland. Britain had obtained France’s colonies in Africa, Asia, and the West Indies.
