The job will consist of installa-tion of approx. 650 miles of 16-, 20-, 24- and 30-inch pipeline from the Permian Basin in West Texas to Corpus Christi, TX. Mainline construction is slated for late April or May 2018.

Contracts have been awarded for the Mountain Xpress Proj-ect proposed by Columbia Gas Transmission. The project includes construction of approx. 164.5 miles of new 36-inch natural gas pipeline from Marshall County to Cabell Coun-ty, West Virginia. Contracts have been awarded to Spread 1 - Welded Construction, ph (419) 874-3548, Spread 2 - Snelson Companies, Inc., ph (360) 856-6511 Spread 3 & 4 - Associated Pipe Line Contractors, ph (713)789-4311, Spreads 5 & 6 - Price-Gregory International, ph (713)780-7500, and Spreads 7 & 8 - Henkels & McCoy, ph (610) 404-3600. Work slated to begin in May 2018.

Contracts have been awarded for the Atlantic Coast Pipe-line. The approx. 600 mile, 20-, 36-, and 42-inch Atlantic Coast Pipeline will originate in Harrison County, WV, travel

to Greensville County, VA, with a lateral extending to Chesa-peake, VA, and then continue south into eastern North Caro-lina, ending in Robeson County. Two additional, shorter later-als will connect to two Dominion Energy electric generating facilities in Brunswick and Greensville Counties. Contractors are: Price Gregory International, ph (713)780-7500, U. S. Pipeline, Inc., ph (281) 5316100 Rockford Corporation, ph (503) 647-0224 and Michels Corporation, ph (920) 583-3132. Construction is expected to begin in June 2018.

Mountain Valley Pipeline, LLC has awarded contracts for its Mountain Valley Pipeline project. The project includes construction of approximately 303 miles of pipeline from northwestern West Virginia to southern Virginia. The pipe-line will be up to 42-inch in diameter. EnterpriseBegins Full Service On Midland-To-Sealy PipelineEnterprise Products Partners L.P. announced that its 416-mile Midland-to-Sealy pipeline is now in full service with an expanded capacity of 540,000 barrels per day ("BPD") and capable of transporting batched grades of crude oil and condensate. With the completion of incremental tank-age, as well as infrastructure and operating enhance-ments, the pipeline has an expected capacity of 575,000 BPD which is expected to come online in May and is fully subscribed under long-term contracts.

At its terminus in Sealy, Texas, the pipeline connects di-rectly to Enterprise's 36-inch diameter Rancho II crude oil pipeline, which extends to the company's 7.4 million barrel ECHO crude oil terminal in southeast Houston. The completion of the Midland-to-ECHO pipeline system pro-vides a fully integrated solution allowing Permian Basin producers to deliver multiple grades of crude oil all the way to the Gulf Coast, including West Texas Intermedi-ate, Light West Texas Intermediate, West Texas Sour and Condensate.

Supporting Enterprise's Permian Basin solution is a stra-tegic aggregation program that includes construction of a 143-mile pipeline system, which is expected to deliver more than 300,000 BPD of crude oil and condensate from the Delaware Basin into Enterprise's Midland Terminal. The project is on schedule for completion in July 2018 and

is supported by long-term commitments with shippers. "With crude oil production from the Permian Basin pro-jected to grow by approximately 60 percent to more than 5 million BPD over the next four years, Enterprise's pipeline system from Midland to Houston provides customers with much needed flow assurance and market choices," said A.J. "Jim" Teague, chief executive officer of Enterprise's general partner. "From our ECHO terminal, customers can access the major Gulf Coast refineries in the Hous-ton, Texas City and Beaumont/Port Arthur areas, which represent more than 4 million BPD of capacity, as well as Enterprise's extensive network of deepwater docks. PROPOSED PROJECTS & UPDATES Adelphia Gateway, LLC has filed an application with the FERC seeking to acquire an existing 84-mile, 18-inch mainline and 4.5-mile, 20-inch-diameter lateral gas pipe-line, and existing appurtenant and auxiliary facilities, con-vert a portion of these existing facilities from dual oil and gas intrastate transportation service to solely natural gas transportation service; and construct additional new fa-cilities including two compressor stations totaling 11,250 horsepower, two pipeline laterals totaling 4.6 miles extend-ing from the planned Marcus Hook Compressor Station to interconnections in Chester, Delaware County, Pennsylva-nia and Claymont, New Castle County, Delaware, and vari-ous M&R stations. Project is anticipated to be completed in late 2018.

Atlantic Coast Pipeline, LLCs and Dominion Transmis-sion, Inc. have received FERC approval to proceed with certain activities on the Atlantic Coast Pipeline and the DTI Supply Header Project which includes full construc-tion of the ACP Marts Compressor Station/Kincheloe Meter and Regulating (M&R) Station, Lewis County, West Virginia and mechanized tree clearing and site grading of the SHP Mockingbird Hill Compressor Station, Wetzel County, West Virginia. The proposed Atlantic Coast Pipeline includes ap-

proximately 564.1 miles of various diameter pipeline; three greenfield compressor stations totaling 117,545 horsepow-er of compression; and various appurtenant and auxiliary facilities designed to transport up to approximately 1.5 mil-lion dekatherms per day (MMDth/d) of natural gas. Facilities to be constructed are located in Harrison, Lewis, Upshur, Randolph, and Pocahontas Counties, West Virginia; High-land, Augusta, Nelson, Buckingham, Cumberland, Prince Edward, Nottoway, Dinwiddie, Brunswick, Greensville and Southampton Counties and the Cities of Suffolk and Ches-apeake, Virginia; and Northampton, Halifax, Nash, Wilson, Johnston, Sampson, Cumberland and Robeson Counties, North Carolina. Construction is slated to begin in May 2018.

DTE Appalachia Midstream has received FERC approval and notice to proceed with tree felling for the Birdsboro Pipeline project. The project will involve the installation of approximately 14 miles of 12-inch diameter pipeline in Berks County, Pennsylvania in order to transport natural gas from an interconnection with the Texas Eastern Trans-mission LP mainline to a new gas-fired electricity generat-ing facility to be located in the Borough of Birdsboro, Penn-sylvania (Birdsboro Facility). The Birdsboro Facility is being developed by Birdsboro Power LLC.

EIA GasolineSummer Gas Prices Expected To Increase

EIA forecasts that driv-ers in the United States will pay an average of $2.74 per gallon (gal) this summer for regu-lar gasoline, the high-est average summer gasoline price in four

years, according to EIA’s Short-Term Energy and Summer Fuels Outlook. EIA’s forecast gasoline price for summer 2018 (April through September) is 26 cents/gal higher than the average price last summer, largely reflecting changes

in crude oil prices. Overall gasoline expenditures in 2018 are expected to be about $2,300, or nearly $200 more per household than in 2017.

EIA projects that monthly average gasoline prices will reach a peak of $2.79/gal in May before falling to $2.65/gal in September. Gasoline prices are often higher in summer months when gasoline demand is higher. In these months, federal and state environmental regulations require the use of summer-grade gasoline, which is more expensive to manufacture. For all of 2018, EIA forecasts U.S. regular gasoline prices to average $2.64/gal.

TransCanadaPlaces Sundre Crossover Project In ServiceTransCanada Corporation its Sundre Crossover Project has been placed into service in central Alberta, increasing the company's capacity to transport natural gas on Trans-Canada's NOVA Gas Transmission Ltd. (NGTL) System to downstream pipelines and key markets in the Pacific North-west and California. The Project represents an investment of approximately $100 million, and the new facilities provide additional capacity of 228 million cubic feet of natural gas per day on the NGTL System.

The Sundre Crossover Project involved the construction of approximately 21 kilometres (km) of 42-inch diameter pipe-line in Mountain View County, east of the town of Sundre, Alberta. It is part of TransCanada's $7.2 billion commitment of near-term growth capital to the NGTL System that will, subject to regulatory approvals, enable the company to increase its total NGTL System delivery capacity of clean-burning natural gas by 2.5 billion cubic feet per day by 2021.

"The completion of Sundre Crossover is an important de-velopment for TransCanada as we continue to expand our system to help our customers connect their resources to the markets where natural gas is needed," said Tracy Robinson, TransCanada's senior vice-president and general manager,

Canadian Gas Pipelines. "We continue to focus on connect-ing WCSB supply to higher value markets, as demonstrated through recent, successful open seasons for incremental ex-port capacity."

Over the course of construction, the Project employed near-ly 500 employees and contractors who contributed over ap-proximately 160,000 dedicated hours to complete the proj-ect safely and on schedule. In addition, over $4 million was spent in the town of Sundre and surrounding areas during construction. Now that the Project is complete, Mountain View County will receive an estimated $188,000 in additional taxes paid annually during the operation of the pipeline.

Throughout the course of the Project, TransCanada worked closely with landowners and local officials to ensure they were an important part of the development and construc-tion process. The Sundre Crossover Project was designed and constructed with a core focus on safety and minimizing environmental impact.

The NGTL System is an extensive natural gas pipeline sys-tem in Western Canada that is comprised of approximately 24,320 km of pipeline and associated facilities.

WhiteWater MidstreamAnnounces Commencement Of Operations For The Agua Blanca PipelineAgua Blanca commenced commercial operations on April 1, 2018 putting in service 72 miles of 36-inch diameter pipe with a capacity of 1.4 Bcf/d. The pipeline runs from Orla, Texas to the Waha Hub, servicing portions of Culberson, Loving, Pecos, Reeves and Ward counties with multiple direct downstream connections including to the Trans- Pecos Header.

The project is supported by substantial long-term, firm volume commitments. WhiteWater is in the process of ex-panding Agua Blanca’s connectivity and is considering a number of options to expand overall pipeline capacity.

environmental databases. Duke Energy Ohio also contin-ued meeting with property owners and community lead-ers along the proposed western route. As a result of the meetings and field activities, the company has made some minor adjustments on individual properties located along the western route. This natural gas pipeline, approximately 13 miles long and 20 inches in diameter, is needed to bal-ance the natural gas supply, improve our natural gas infra-structure and decommission two propane peaking stations. These peaking stations are used to supplement the local gas supply on the coldest days of the year. The proposed pipeline would connect to an existing Duke Energy Ohio pipeline near the intersection of Butler, Warren and Hamil-ton counties and extend to an existing company pipeline in either the Norwood area or the Fairfax area. There are two proposed routes in Duke Energy Ohio's application – an eastern route and a western route.

Eastern Shore Natural Gas Company has received a fa-vorable Environmental Assessment from the FERC for its 2017 Expansion Project. The 2017 Expansion Project in-cludes constructing and operating the following facilities: pipeline loop segments (10-, 16-, and 24-inch-diameter) totaling 22.7 miles in the states of Pennsylvania, Maryland,

and Delaware; one 10-inch-diameter 16.9 mile mainline ex-tension in Sussex County, Delaware; upgrades to an exist-ing meter and regulator station and lateral piping at the ex-isting interconnect with Texas Eastern in Lancaster County, Pennsylvania; installation of an additional 3,750-horse-power (hp) compressor unit at the existing Daleville Com-pressor Station in Chester County, Pennsylvania; and ad-dition of two pressure control stations in Sussex County, Delaware. Final FERC approval is pending.

Empire Pipeline, Inc., a subsidiary of National Fuel Gas Company, has received a Notice of Intent to Prepare an Environmental Assessment from the FERC for the Empire North Project. The company is seeking authorization to construct two new compression stations, one in the Town of Farmington, N.Y., and the other in Jackson Township, PA, along with minor facility modifications to its existing Jack-son Meter & Regulator Station and its existing New Victor Regulator Station, located in Jackson Township, PA, and Victor, N.Y. Cimarron River Pipeline, LLC has filed a pre-filing request with the FERC for the Cimarron Expansion Project. The project would include extending Cimarron’s pipeline sys-tem approximately 45 miles by constructing new pipeline in Beaver County, Oklahoma and Seward County, Kansas and leasing approximately 21 miles of an existing, currently idle pipeline in Texas County and Beaver Counties, Okla-homa, from Southern Star Central Gas Pipeline, Inc.

FERC has issued a Notice to Proceed with construction of the WB XPress Project, proposed by Columbia Gas Transmission, LLC. The project involves installation, con-struction, and operation of about 29 miles of various diam-eter pipeline; modifications to seven existing compressor stations; construction and operation of two new compressor stations; uprates and restoration of the maximum allowable operating pressure on various segments of the existing WB and VB natural gas transmission pipeline systems; and installation of various appurtenant and auxiliary facilities, all located in either Braxton, Clay, Grant, Hardy, Kanawha, Pendleton, Randolph, and Upshur Counties, West Vir-ginia, or Clark, Fairfax, Fauquier, Loudoun, Shenandoah, or Warren Counties, Virginia.

Columbia Gas Transmission has filed a formal application with the FERC seeking to construct the Buckeye Xpress Project. The proposed project would include replacement of approximately 64 miles of existing, aging 20-inch and 24-inch natural gas pipeline from Vinton, Ohio, to Burling-ton, Ohio, on a portion of Columbia’s R-System. Columbia proposes to replace the existing pipeline potentially with 36-inch-diameter pipeline necessary to provide 275,000 Dth/d of additional firm capacity for the project. Upon com-pletion, the replaced line will be known as R-801. Columbia is proposing to place the project into service in November 2020. A phased in-service approach may be considered once customer negotiations are complete.

Columbia Gas Transmission’s has received approval from the FERC to proceed with pre-construction activities and three compressor stations on the Mountaineer XPress Project. The project includes about 164 miles of new 36-inch natural gas pipeline from Marshall County to Cabell County; about 6 miles of new 24-inch natural gas pipeline in Doddridge County; three new compressor stations in Dod-dridge, Calhoun, and Jackson Counties; two new regulat-ing stations in Ripley and Cabell Counties; about 296 feet of new, 10-inch natural gas pipeline at the Ripley Regulator Station to tie Columbia Gas’ existing X59M1 pipeline into the MXP-100 pipeline in Jackson County; an approximately 0.4-mile-long replacement segment of 30-inch natural gas pipeline in Cabell County; and upgrades to one existing compressor station (Wayne County) and two compressor stations (Marshall and Kanawha Counties).

Dominion Energy Transmission has received a Notice of Intent to Prepare an Environmental Assessment from the FERC for the proposed Sweden Valley Project. The proj-ect will include construction of: approximately 1.7 miles 20-inch pipeline lateral to the new Port Washington Metering and Regulation (M&R) delivery point in Tuscarawas County, OH; approximately 3.2 miles of 24-inch pipeline looping in Greene County, PA; the re-wheel of compressors on three existing centrifugal compression sets at Dominion’s exist-ing Newark Compressor Station in Licking County, OH; the installation of regulation equipment at Dominion existing South Bend Compressor Station in Armstrong County, PA and Leidy M&R Station in Clinton County, PA; and the con-struction of related appurtenant facilities. The cost of the project will be $49,876,709 million. If approved, the projectwill begin construction in early 2019 and will complete in late 2019.

Driftwood LNG, LLC (DWLNG) has received a Notice of Schedule of Environmental Review from the FERC for the Driftwood LNG Project located in Calcasieu Parish, Loui-siana. The Final Environmental Impact Statement is slated for October 12, 2018 with a final project decision from the FERC slated for January 2019. DWLNG is requesting au-thorization to construct and operate liquefied natural gas (LNG) export facilities, including five LNG plants, three LNG storage tanks, marine facilities and associated infrastruc-ture and support facilities. In total, the facility will produce up to 26 million tonnes per annum (MTPA) of natural gas. Also, Driftwood Pipeline, LLC filed an application seeking authority to construct and operate, an approximately 96-mile interstate natural gas pipeline, compression and relat-ed facilities. The pipeline will be capable of transporting up to 4 Bcf/d of natural gas to the facility. Bechtel has signed four engineering, procurement and construction (EPC) agreements, worth $15.2bn on the project.

Duke Energy Ohio is moving forward with its application before the Ohio Power Siting Board (OPSB) to construct its proposed Central Corridor Pipeline in Hamilton Coun-ty to ensure the safe and reliable delivery of natural gas to its customers in southwest Ohio for decades to come. In August 2017, Duke Energy Ohio has asked the OPSB for a delay in its application process to allow the company additional time to examine site-specific matters it became aware of through meetings with property owners and mu-nicipalities along the proposed alternate, or western, route that runs primarily through Blue Ash, Evendale and Read-ing. Since then, Duke Energy Ohio has been advancing the design and alignment of this route. This involved taking a more in-depth look at all properties where the pipeline would be located, including near the Pristine Inc. Super-fund site in Reading. Duke Energy Ohio conducted addi-tional environmental testing including soil borings along the western route, in addition to reviewing records of existing

and ETCO anticipate that incremental capacity on the Bak-ken Pipeline System will be determined based on commit-ted subscriptions made by shippers during the Expansion Open Season. The Bakken Pipeline System is operated by a wholly owned subsidiary of ETP.

Enterprise Products Partners L.P. announced that the partnership plans to add 300 million cubic feet per day (“MMcf/d”) of incremental capacity at its cryogenic natural gas processing facility under construction near Orla, Texas in Reeves County. The addition of a third processing train at Orla would increase inlet volume capacity to 900 MMcf/d and allow Enterprise to expand its natural gas liquids (“NGL”) extraction capabilities by an incremental 40,000 barrels per day (“BPD”) to 120,000 BPD. The third process-ing train is expected to begin service in the second quarter of 2019 and will complement trains one and two, which are on schedule for completion in the second and third quarters of 2018. Over the next five years, supplies of natural gas and NGLs in the Permian Basin could nearly double, and Orla is ideally situated to capitalize on growth opportunities in the region. With connections to our integrated natural gas and NGL infrastructure network, Orla is a key component in providing our customers access to the growing petrochemi-

cal industry along the Gulf Coast, as well as the export demand for U.S. production. Mixed NGLs from Orla will be delivered into Enterprise’s fully integrated pipeline system, including the new Shin Oak Pipeline which is currently un-der construction and scheduled to begin operations in the second quarter of 2019. Residual natural gas from Orla will be transported to the Waha area through a 68-mile, 36-inch diameter pipeline scheduled to begin service commensu-rate with the first Orla train, and will connect to Enterprise’s Texas Intrastate pipeline system at the Waha hub. Upon completion of the Orla expansion projects, Enterprise will have total natural gas processing capacity of more than 1.2 billion cubic feet per day, and the capability to extract more than 200,000 BPD of NGLs in the Permian Basin.

Enterprise Products Partners L.P. announced that the company has purchased a 65-acre waterfront site on the Houston Ship Channel that will serve as the next phase of expansion at the Enterprise Hydrocarbon Terminal (“EHT”). Located immediately to the east of EHT, the property fea-tures two existing docks, dredging infrastructure that will be utilized for maintenance and dock expansion at the site, and land for significantly expanding Enterprise’s marine terminaling capabilities. compression facility on two parcels that total approximately 42.2 acres off Buckwheat Hollow Road and Stateline Road in Jackson Township, Tioga County, PA; minor modifica-tions to existing New Victor Regulator Station, located off Valentown Road in Victor, N.Y.; minor modifications to the existing Jackson Meter and Regulator Station, located in Jackson Township, Tioga County, PA; and uprate of Maxi-mum Allowable Operating Pressure (MAOP) of the exist-ing Empire Connector Pipeline (ECP) that runs from Vic-tor, N.Y. to Corning, N.Y. from 1290 psig to 1440 psig, in accordance with federal pipeline safety regulations. The proposed uprate is not expected to require any construc-tion-related activities. Empire Pipeline, Inc. submitted a for-mal application to FERC in February 2018 and the project has a target in-service date of November 2019.

Enbridge has been issued a Notice of Schedule of Envi-ronmental Review from the FERC for the Texas-Louisiana Markets Project will serve increased electric and indus-trial demand along the U.S. Gulf Coast. This project is designed to transport up to 157,500 dekatherms per day (Dth/d) through reversal of throughput on the 30-inch di-ameter Texas Eastern pipeline from Opelousas, Louisiana

to Vidor, Texas. The project consists of two separate com-ponents: the Texas Industrial Market Expansion would add 82,500 Dth/d from an existing Egan Hub Partners receipt points to various delivery points at the AGL Golden Triangle meter station, and a future interconnect south of the Vi-dor Compressor Station, serving Natgasoline LLC; and the Louisiana Market Expansion would add 75,000 Dth/d from Opelousas to a delivery point in Beauregard Parish, LA, serving electric utility Entergy Louisiana LLC. The project also involves replacement of two impellers and installa-tion of two gas cooling bays at the existing Gillis compres-sor station. If approved, the project is slated for in-service in 2019.

binding open season for 220,000 dekatherms per day of firm natural gas transportation service on the Gulf Coast Express Pipeline Project (GCX Project). The GCX Project Mainline portion consists of approximately 82 miles of 36-inch pipeline and 365 miles of 42-inch pipeline originating at the Waha Hub near Coyanosa, Texas in the Permian Basin and terminating near Agua Dulce, Texas. Addition-ally, the Midland Lateral portion consists of approximately 50 miles of 36-inch pipeline and associated compression, connecting with the GCX Project Mainline. The project is expected to be in service in October 2019, pending the receipt of necessary regulatory approvals. Of the 220,000 Dth/d of available capacity, 60,000 Dth/d have been added to the project due to strong market demand. Gulf Coast Express Pipeline LLC, a joint venture owned by affiliates of Kinder Morgan, Inc., DCP Midstream, LP and Targa Resources Corp. announced the start of a bind-

ing open season for 220,000 dekatherms per day of firm natural gas transportation service on the Gulf Coast Ex-press Pipeline Project (GCX Project). The GCX Project Mainline portion consists of approximately 82 miles of 36-inch pipeline and 365 miles of 42-inch pipeline originating at the Waha Hub near Coyanosa, Texas in the Permian Basin and terminating near Agua Dulce, Texas. Addition-ally, the Midland Lateral portion consists of approximately 50 miles of 36-inch pipeline and associated compression, connecting with the GCX Project Mainline. The project is expected to be in service in October 2019, pending the receipt of necessary regulatory approvals. Of the 220,000 Dth/d of available capacity, 60,000 Dth/d have been added to the project due to strong market demand. With the added capacity, the GCX Project will have a total design capacity of 1.98 billion cubic feet per day at an estimated cost of $1.75 billion. of at least two deepwater docks capable of accommodat-ing Suezmax vessels. Combined with the EHT complex, the newly acquired assets will be part of Enterprise’s pre-mier Gulf Coast network of marine terminals that includes 18 ship docks, and eight barge docks. In addition, Enter-prise’s Gulf Coast infrastructure system features access to approximately 125 pipelines, 400 million barrels of storage and every refinery in the Houston, Beaumont, Port Arthur and Texas City region, representing more than 4 million barrels per day of capacity.

Florida Gas Transmission Company, LLC (FGT) has re-ceived final approval from the FERC for the proposed East-West Project, and would provide new capacity of 275 million cubic feet per day on FGT’s pipeline system in the western division to meet the demand for additional transportation and delivery of natural gas to the proposed Port Arthur - Motiva Meter and Regulator (M&R) Station and the Wilson - Coastal Bend M&R Station in Jefferson and Wharton Counties, Tex-as. The staff of the FERC has issued a favorable Environmen-tal Review for the Westlake Expansion Project involv-ing construction and operation of facilities by Gulf South Pipeline Company, LP in Calcasieu Parish, Louisiana. Gulf South proposes to construct and operate the follow-ing facilities as part of the Westlake Expansion Project in Calcasieu Parish, Louisiana: one new 10,000 horsepower compressor station (Westlake Compressor Station) and appurtenant facilities; approximately 1,600 feet of 16-inch-diamater natural gas pipeline lateral; and two new metering and regulating stations (Entergy Lake Charles and Varibus M&R Stations). The project would provide about 200 million cubic feet of natural gas per day to the proposed 980 mega-watt natural gas-fired combined cycle electric generating plant near Westlake, Louisiana. A final FERC project deci-sion is slated for May 29, 2018. Jordan Cove Energy Project, L.P. and Pacific Con-nector Gas Pipeline, LP has an application before the FERC for their proposed LNG and Terminal Pipeline. The project is designed to create a new LNG export point on the Oregon coast to serve overseas markets partic-ularly around the Pacific Rim. The LNG Terminal would be capable of receiving natural gas, processing the gas, liquefying the gas into LNG, storing the LNG, and load-ing the LNG onto vessels at its marine dock. The pro-posed liquefaction facility would be capable of producing up to 7.8 million metric tons per annum of LNG. PCGP proposes to construct and operate a new, approximately 233-mile long, 36-inch natural gas transmission pipeline crossing through Klamath, Jackson, Douglas, and Coos Counties, Oregon. The pipeline would be designed to transport 1,200,000 dekatherms per day of natural gas to

the LNG Terminal from interconnections with the existing Ruby Pipeline LLC and Gas Transmission Northwest LLC systems near Malin, Oregon. If approved and the proj-ect proceeds, construction is slated for the 2nd quarter of 2019 with an in-service date projected of 2024.

Magellan Midstream Partners, L.P. announced that it is considering an expansion of the western leg of its refined products pipeline system in Texas and has launched an open season to assess customer interest. Interested cus-tomers must submit binding commitments by 5:00 p.m. Central Time on May 9, 2018. The proposed expansion would increase Magellan’s capability to transport refined petroleum products, such as gasoline and diesel fuel, from Gulf Coast refineries to demand centers in Abilene, Midland/Odessa and El Paso, Texas, with further option-ality to access markets in the states of New Mexico and Arizona, as well as international markets in Mexico via connections to other pipelines owned by Magellan and third parties. Millennium Pipeline Company has received approval from the FERC to upgrade and expand the East end of its system. The project, named the Eastern System Upgrade (ESU), will be co-located along Millennium’s existing 244 miles of right-of-way. The proposal includes: an estimated 7.8 miles of 36-inch looped pipeline parallel to our current infrastructure in Orange County; upgrades to the existing Hancock Compressor Station in Delaware County; new compression capabilities at a facility in Sullivan County;

and upgrades to existing Ramapo Meter and Regulation Station in Rockland County. The project has an anticipated in-service date of fall 2018.

The FERC has given the green light of approval for Moun-tain Valley Pipeline LLC and Equitrans LP to proceed with certain construction activities for the Mountain Valley Pipe-line project in West Virginia and Virginia and the Equitrans Expansion Project in Pennsylvania and West Virginia. The MVP is designed to transport about 2 billion cubic feet per day (Bcf/d) of natural gas from production areas in the Ap-palachian Basin to markets in the Mid-Atlantic and South-eastern United States. The MVP facilities include: about 304 miles of new 42-inch-diameter pipeline extending from the new Mobley Interconnect in Wetzel County, West Virginia to the existing Transcontinental Gas Pipe Line Company LLC Station 165 in Pittsylvania County, Virginia; 3 new compres-sor stations (Bradshaw, Harris, Stallworth) in West Virginia, totaling about 171,600 horsepower; 4 new meter and regula-tion stations and interconnections (Mobley, Sherwood, WB, and Transco); 3 new taps (Webster, Roanoke Gas Lafayette, and Roanoke Gas Franklin); 8 pig launchers and receivers at 5 locations; and 36 mainline block valves. Magellan Midstream Partners, L.P. recently held an ex-tension of the open season to solicit commitments from shippers for a new pipeline to transport various grades of crude oil and condensate from the Permian and Eagle Ford Basins to multiple destinations in the Corpus Christi and Houston, Texas markets, including Magellan’s existing crude oil terminals in these markets. The proposed project would include construction of an approximately 375-mile, 24-inch diameter pipeline from Crane to a location near Three Rivers, Texas, providing shippers the option to ul-timately deliver crude oil and condensate from the Three Rivers area to the Houston area via a new 200-mile pipe-line or to the Corpus Christi area via a new 70-mile pipeline. The potential pipeline system is expected to have an initial capacity of at least 350,000 barrels per day (bpd) with the ability to expand up to 600,000 bpd for each destination, if warranted by industry demand. Additional pipeline exten-sions are being considered for Midland and Orla, Texas in the Permian Basin and Gardendale and Helena, Texas in the Eagle Ford Basin. Magellan previously announced the construction of a 60-mile, 24-inch Delaware Basin pipeline to deliver crude oil and condensate from Wink to Crane, Texas, and construction of the Wink pipeline is currently underway. Subject to receipt of all necessary permits and

approvals, the proposed pipeline could be operational by the end of 2019.

Mountain Valley Pipeline LLC announced that it plans an extension of the 303-mile pipeline currently under construc-tion, connecting with the project’s end point in PittsylvaniaCounty and heading another 70 miles south into North Car-olina. What is being called MVP Southgate Project is a separate project. As such, it will require approval from the FERC. EQT is a key partner in the Mountain Valley project.The Pittsburgh company will operate the newly proposed pipeline, which will deliver natural gas under high pressure to points in Rockingham and Alamance counties. Plans call for MVP Southgate to be operational by late 2020.When plans for the buried, 42-inch diameter pipe through West Virginia and Virginia were first announced, the goal was to make a connection in Chatham with the existing Transco pipeline. That will allow Mountain Valley’s shippers to de-liver natural gas to markets in the Mid-Atlantic and South-eastern regions of the United States. Mountain Valley said it has a commitment from PSNC Energy, a wholly owned subsidiary of SCANA Corp., to take gas from the pipeline for its North Carolina distribution network. that the deal will provide the company more supply di-versity and improve costs and services for its customers. Other potential shippers will be allowed to bid for part of the pipeline’s capacity in what’s called an open season, which will run through May 11. Final decisions about the size and capacity of MVP Southgate will not be made until after the open season, company officials said. For now, the proposed pipeline would be 16 to 20 inches in diameter, smaller than the Mountain Valley Pipeline.

NAmerico Partners LP is proposing a multibillion-dollar pipeline (Pecos Trail Pipeline) to carry natural gas from fast-growing fields in West Texas to the Gulf Coast. The pipeline, one of at least three being considered to ease a looming gas glut in the Permian producing region, would link to existing lines, including those that export gas to Mexico and to a Cheniere Energy Inc. liquefied natural gas export facility under construction. The pipeline would be the first major project by NAmerico Partners, founded two years ago in Houston. The company is backed by private equity fund Cresta Energy LP, whose management includes for-mer executives from Regency Energy Partners LP, a large energy infrastructure company that was bought by Energy Transfer Partners in 2015. A spokesperson from NAmerico stated that discussions with prospective shippers were at an advanced stage, and the pipeline would begin opera-tions in 2019 if enough of them committed to supplying gas. NAmerico's 468-mile (753-km) pipeline, named the Pecos Trail Pipeline, would transport some 1.85 billion cubic feet per day of natural gas to the major Gulf Coast refining and petrochemical hub in Corpus Christi. Kinder Morgan, which operates the largest natural gas pipeline network in North America, also recently outlined a plan to build a 430-mile pipeline traveling a similar route. It would be able to move 1.7 bcf per day of gas. Enterprise Products Partners, an-other large pipeline operator, has said it may build a gas line to Corpus Christi, Texas, from the Permian. Kinder Morgan has also said its pipeline would begin operations in 2019 if enough shippers commit. Analysts said the potential for new supplies could allow multiple projects to proceed. The projects are being planned as big producers including Exx-on Mobil, Apache Corp. and Chevron Corp. are expected to pour billions of dollars into drilling in the Permian, a vast shale play in West Texas known for its low production costs and massive reserves.

Northern Natural Gas Co. has initiated use of the FERC pre-filing process for the Northern Lights Expansion 2019/Rochester Expansion project. The project is com-posed of two discrete projects, the Northern Lights 2019 Expansion component and the Rochester Expansion component. The two projects will be built at the same time and Northern will be combining the two projects for the pre-filing into a single FERC application. The proposed facili-ties, which are subject to change as the pre-filing process

progresses, initially include, for the Rochester project: (1) construction of 12 miles of 16-inch pipeline; (2) an increase in the maximum allowable operating pressure (MAOP) of 8 miles of the La Crosse branch line; and (3) a new Rochester town border station (TBS). The Northern Lights 2019 seg-ment of the project will consist of construction of: (1) 10.2 miles of 24-inch pipeline; (2) 16.6 miles of branch line and mainline loops/extensions ranging in size from 6-inch- to 36-inch pipeline; (3) new compression at Northern’s existing Faribault and Owatonna compressor stations; and (4) a new Carver Minnesota compressor station. Construction start is anticipated for Spring 2019 with a tentative in-service date of November 2019.

National Fuel Gas Supply Corporation has received per-mission from the FERC to proceed with tree felling on the Line YM28 & Line FM120 Modernization Project in Cam-eron, Elk, and McKean Counties, Pennsylvania. The natu-ral gas project would consist of the following: approximately 14.4 miles of new 12-inch diameter pipeline installed within existing rights-of-way in McKean County (designated Line KL); approximately 5.8 miles of new 6-inch-diameter pipe-line installed via insertion into the existing 12-inch-diameterFM120 pipeline in McKean and Elk Counties; abandonmentin place of approximately 7.7 miles of the existing Line YM28 in McKean County; approximately 12.5 miles of Line FM120 removed from service in McKean, Elk, and Cameron Coun-ties; removal and relocation of a meter set to the proposed Line KL; and new ancillary facilities including an intercon-nect in McKean County and miscellaneous valve and piping modifications. Construction is slated for May 2018.

NEXUS Gas Transmission, LLC has received approval from the FERC to construct and operate a new interstate pipeline system designed to provide up to 1,500,000 deka-therms (Dth) per day of firm transportation service from sup-ply areas in the Appalachian Basin to consuming markets in northern Ohio, southeastern Michigan, and to the Dawn Hub in Ontario, Canada. As part of the NEXUS Project, NEXUS will construct and operate a new pipeline system extend-ing from Kensington, Ohio, to the DTE Gas Company (DTE Gas) system west of Detroit in Ypsilanti Township, Michi-gan. In addition, NEXUS will lease capacity on third-party pipelines as described below. Specifically, NEXUS seeks authorization to construct approximately 257.5 miles of new natural gas pipeline and authorization to acquire capacity in Pennsylvania, West Virginia, and Ohio by lease from Tex-as Eastern Transmission, LP; in southeastern Michigan by lease from DTE Gas; and in southeastern Michigan by lease from Vector Pipeline L.P. Specifically, NEXUS proposes to construct and operate: a new mainline originating at the ex-isting Kensington Processing Plant in Hanover Township, Columbiana County, Ohio, and extending through Ohio and Michigan to connect with DTE Gas in Ypsilanti Township, Washtenaw County, Michigan, including: approximately

209.8 miles of new 36-inch pipeline in Columbiana, Stark, Summit, Wayne, Medina, Lorain, Huron, Erie, Sandusky, Wood, Lucas, Henry, and Fulton Counties, Ohio; and ap-proximately 46.8 miles of new 36-inch pipeline in Lenawee, Monroe, Washtenaw, and Wayne Counties, Michigan; four compressor stations: the new 52,000 horsepower Hano-verton Compressor Station in Columbiana County, Ohio, consisting of two gas-fired turbine compressor units; the new 26,000 hp Wadsworth Compressor Station in Medina County, Ohio, consisting of a single gas-fired turbine com-pressor unit; the new 26,000 hp Clyde Compressor Station in Sandusky County, Ohio, consisting of a single gas-fired turbine compressor unit; and the new 26,000 hp Waterville Compressor Station in Lucas County, Ohio, consisting of a single gas-fired turbine compressor unit; and intercon-necting pipeline to Tennessee Gas Pipeline, consisting of approximately 0.9 miles of new 36-inch pipeline connect-ing the proposed metering and regulating (M&R) station at the Tennessee Gas mainline to the NEXUS mainline near the Kensington Processing Plant (Hanover Township). NEXUS estimates that the proposed facilities will cost ap-proximately $2,095,267,444. Construction start is planned for spring 2018.

ONEOK, Inc. announced plans to invest approximately $1.4 billion to construct a new pipeline, and related infrastruc-ture, to transport natural gas liquids (NGLs) from the Rocky Mountain region to the company's existing Mid-Continent NGL facilities. The Elk Creek Pipeline – an approximately 900-mile, 20-inch diameter pipeline that is expected to be completed by the end of 2019 – will have the capacity to transport up to 240,000 barrels per day (bpd) of unfraction-ated NGLs from near the company's Riverview terminal in eastern Montana to Bushton, Kansas. The Elk Creek Pipe-line is expected to cost approximately $1.2 billion, with relat-ed infrastructure costs expected to total approximately $200 million. The pipeline will have the capability to be expanded to 400,000 bpd with additional pump facilities.

ONEOK, Inc. plans to invest approximately $2.3 billion be-tween now and 2020 to construct: a new 400,000-barrel per day (bpd) natural gas liquids (NGL) pipeline – the Arbuckle II Pipeline – that will create additional NGL transportation capacity between ONEOK's extensive Mid-Continent in-frastructure in Oklahoma and the company's existing NGL facilities in Mont Belvieu, Texas; a new 125,000 bpd NGL fractionator – MB-4 – in Mont Belvieu, Texas, and related infrastructure; and a new 200-million cubic feet per day (MMcf/d) natural gas processing facility – the Demicks Lake plant and related infrastructure – in the Williston Basin. Ar-buckle II Pipeline and MB-4: The approximately 530-mile, 24- and 30-inch diameter Arbuckle II Pipeline is expected to cost approximately $1.36 billion and will have an initial capacity to transport up to 400,000 bpd of unfractionated NGLs originating across ONEOK's supply basins and exten-

sive NGL gathering system to the company's storage and fractionation facilities at Mont Belvieu. The Arbuckle II Pipe-line is expected to be completed in the first quarter 2020. The pipeline will have the capability to be expanded up to 1 million bpd with additional pump facilities, which could more than double ONEOK's current capacity between the Mid-Continent and Gulf Coast. The new MB-4 fractionator and related infrastructure, which includes additional NGL storage capacity in Mont Belvieu, are expected to cost approximate-ly $575 million and be completed in the first quarter 2020. ONEOK's total NGL fractionation capacity will increase to 965,000 bpd following the completion of MB-4. The initial capacity of the Arbuckle II Pipeline is more than 50 percent contracted, and MB-4 is fully contracted. Both are anchored by long-term contracts with terms ranging between 10 to 20 years. Adjusted EBITDA multiples for these projects are based only from these commitments but additional sup-ply agreements continue to be negotiated. Demicks Lake plant and related infrastructure: The Demicks Lake natu-ral gas processing plant and related field infrastructure are expected to cost a total of approximately $400 million and be completed during the fourth quarter 2019. The Demicks Lake plant will be built in McKenzie County, North Dakota, which is in the core area of the Williston Basin. The plant is supported by acreage dedications with primarily fee-based contracts. The Demicks Lake plant is expected to contrib-ute additional NGL volumes to ONEOK's NGL gathering system and natural gas volumes to ONEOK's 50 percent-owned Northern Border Pipeline. ONEOK's Williston Basin natural gas processing capacity will increase to more than 1.2 billion cubic feet per day following the completion of the Demicks Lake plant.

Oryx Midstream Services II, LLC (Oryx II) will build a new regional crude oil transportation pipeline serving the Delaware Basin with initial capacity of up to 400,000 bar-rels per day. Oryx II recently closed on a long-term regional oil transportation agreement with WPX Energy and other producers bringing total acres committed to Oryx II to ap-proximately 300,000 dedicated acres. When combined with Oryx Midstream Services, LLC (Oryx I), the total Oryx Dela-ware basin dedication footprint and system capacity will be in excess of 850,000 acres and 600,000 barrels per day. The project involves construction of a new 220-mile regional transport line that will provide receipt points from the Carls-bad, Stateline, Pecos and Pyote areas, and deliver crude to Crane and Midland, Texas. The system, comprised of 16-, 20- and 24-inch lines, will have an initial capacity of up to 400,000 barrels per day with the ability to expand based on shipper needs. It will serve production from every ac-tive county in the Delaware Basin including Lea and Eddy counties in New Mexico and Loving, Reeves, Ward, Pecos, Winkler and Culberson counties in Texas. The new crude oil pipeline will be constructed in phases and is expected to be in full service by the end of 2018.

PROPOSED PROJECTS & UPDATES PROPOSED PROJECTS & UPDATES PennEast Pipeline Company LLC plans to construct ap-proximately 120-miles of 46-inch natural gas pipeline and can be built with little impact on the environment. The Final EIS is the last major federal regulatory hurdle for PennEast Pipeline prior to an anticipated favorable order from FERC Commissioners that would result in approval of the project. PennEast recently requested expedited final approval for the project from the FERC. Construction start is slated for 2018 and should take 8 months to complete.

Permico Energia plans to build a 510 mile (821km) pipe-line from the Permian basin in West Texas to a new fraction-ator it will build near Corpus Christi, according to informa-tion obtained on Friday. The pipeline, called Companero, will have an initial capacity of 300,000 bbl/day of natural gas liquids (NGLs), said Permico, a US-based midstream company. The fractionator, called El Centro, will have a ca-pacity of 300,000 bbl/day, Permico said. Another pipeline will lead from the new fractionator and terminate at the US NGL hub in Mont Belvieu, Texas, Permico said. It will have a length of 230 miles, have a capacity of 250,000 bbl/day and have ethane and propane service. The fractionator will have yet another pipeline, called Markham, that will have a length of 116 miles, have a capacity of 175,000 bbl/day and have ethane, propane and y-grade service, Permico said. This pipeline will terminate at the Markham storage facility. Construction will start in the second quarter of 2018, and operations should start in the fourth quarter of 2020.

Phillips 66 and Enbridge Inc. announced an open season for the Gray Oak Pipeline. The Gray Oak Pipeline will pro-vide producers and other shippers the opportunity to secure crude oil transportation from West Texas to the destination markets of Corpus Christi, Freeport, and Houston, Texas, with connectivity to over 3 million barrels per day (BPD) of refining capacity and multiple dock facilities capable of crude oil exports. Shippers will have the option to select from origination stations in Reeves, Loving, Winkler, and Crane counties in West Texas. The Gray Oak Pipeline is expected to have an initial throughput capacity of 385,000 BPD. Phillips 66 and Enbridge will evaluate expansion of the system beyond 385,000 BPD, depending on shipper interest in the open season. The pipeline system is antici-pated to be placed in service in the second half of 2019.

A subsidiary of Plains All American Pipeline, L.P. an-nounced the successful conclusion of the recent open season for its Cactus II Pipeline, a new pipeline system with an initial capacity of 585,000 barrels per day extend-ing from the Permian Basin to the Corpus Christi/Ingleside area. Cactus II pipeline capacity is fully committed with long-term third-party shipper contracts totaling 525,000 barrels per day, composed of 425,000 barrels per day of long-term minimum volume commitments and an additional 100,000 barrels per day of commitments associated with

long-term acreage dedications. Approximately 60,000 bar-rels per day is reserved for walk-up shippers. Affiliates of certain third-party contracted shippers have options (exer-cisable no later than mid-2018) to participate as joint ven-ture partners for up to 35% of Cactus II. PAA is expected to retain 65% ownership and will serve as operator. The Cactus II pipeline system will have origination points at Orla, Wink, Midland, Crane and McCamey, Texas and will be capable of transporting multiple quality segregations. The system includes a combination of capacity on exist-ing pipelines and two new 26-inch pipelines and is expand-able to approximately 670,000 barrels per day through the addition of incremental pumping capacity. The first new pipeline will extend from Wink to McCamey, TX, and the second new pipeline (which is expected to be owned within the Joint Venture) will extend from McCamey to the Cor-pus Christi/Ingleside area, and have flexibility to access multiple docks. The capital cost of the two new pipelines is expected to total approximately $1.1 billion, with PAA's portion representing approximately $700 to $750 million, which amount was included in PAA's capital plan disclosed earlier this month and assumes exercise of the third party options to participate in the joint venture. Permitting, right-of-way and procurement activities are underway, and the pipeline system is targeted to be operational in the third quarter of 2019.

Plains All American Pipeline, L.P. will construct the Sunrise Expansion Project. The Partnership plans to ex-tend its Sunrise Pipeline system, which currently originates at Midland and connects with Colorado City, by building approximately 180-miles of 24-inch pipeline from Colorado City, TX to Wichita Falls, TX. The balance of the capacity will be provided by a combination of spare capacity and capacity enhancements to existing pipelines, which include capacity expansions to our Delaware Basin system of up to 200,000 barrels per day. The pipeline system will deliver to Plains' and third-party terminals in Cushing, OK. The ad-ditional capacity is expected to be operational in early to mid-2019.

Port Arthur Pipeline, LLC has filed an application seek-ing authority to construct its proposed Louisiana Connec-tor Project. The Louisiana Connector Project consists of 131 miles of new 42-inch-diameter pipeline, a new 89,900 horsepower compressor station, interconnection facilities with interstate and intrastate natural gas facilities, and oth-er appurtenant facilities. The Louisiana Connector Project is designed to deliver up to 2,000 million cubic feet per day of natural gas to the Liquefaction Project that is current-ly being developed by Port Arthur LNG, LLC and PALNG Common Facilities Company, LLC. The Louisiana Connec-tor Project facilities will extend from an interconnect with Columbia Gas Transmission located northeast of Eunice, Louisiana in St. Landry Parish through Evangeline, Allen,

Beauregard, Calcasieu, and Cameron Parishes in Louisi-ana and Orange and Jefferson Counties in Texas and ter-minate at the proposed Liquefaction Project south of Port Arthur in Jefferson County, Texas. The cost of the proposed project is $1,207,584,005. The anticipated construction start date is 1st quarter of 2021 with in-service slated for 3rd quarter 2022.

Port Arthur Pipeline, LLC, a subsidiary of Sempra LNG & Midstream, is proposing to develop a natural gas pipe-line in connection with the proposed development of the Port Arthur Liquefaction Project by Port Arthur LNG, LLC, and PALNG Common Facilities in Jefferson County, Texas. The proposed Port Arthur Pipeline Project would consist of two segments oriented north and south of the proposed liquefaction project. The 27.6-mile northern portion of the proposed pipeline project would extend from Vidor in Or-ange County, TX to the proposed liquefaction project, with the majority of the proposed pipeline co-located with exist-ing energy infrastructure rights-of-way. The approximately 7-mile southern portion of the proposed pipeline project would originate in Cameron Parish, Louisiana on the east bank of Sabine Lake and terminate at the Port Arthur Lique-faction Project. The proposed pipeline project would inter-connect the Port Arthur Liquefaction Project to various in-tra- and interstate pipelines, providing access to a number of major U.S. natural gas supply basins. FERC authoriza-tion is anticipated from the FERC in May 2018. Construc-tion is expected to begin in the third quarter of 2021, with commercial operations expected to begin in third quarter of 2022.

RH Energytrans, LLC has filed an application with the FERC seeking approval to construct its proposed Risberg Line. The project includes a total of 59.9 miles of pipeline incorporating 31.6 miles of existing 8-inch and 12-inch di-ameter gas pipeline currently used as gathering facilities and 28 miles of new 12-inch diameter pipeline. The pipe-line facilities begin at a new point of interconnection with Tennessee Gas Pipeline Company, LLC adjacent to the Meadville Compressor Station in Crawford County, Penn-sylvania and extend to a new delivery point interconnec-tion with the distribution facilities of Dominion Energy Ohio (DEO) in North Kingsville in Ashtabula County, Ohio. The project also includes the reconstruction and conversion of two compressor stations totaling 1,862 hp. The Risberg Line would provide for 55,000 Dth/d of firm transportation service to northeast Ohio markets. The estimated cost to construct the project and to acquire the existing gathering pipeline is about $88 million. If approved, anticipated in-service date is November 2018.

Southern Star proposes its Blue Mountain Chisholm Trail Project within Grady and Carter Counties, Oklahoma. The project would entail the construction of 4.67 miles of

12-inch-diameter natural gas pipeline, one 4,145 horse-power gas-fired booster station, one receipt meter station, one delivery meter station, 480 feet of 12-inch-diameter discharge lateral, and other appurtenant facilities. The new pipeline would transport gas received from a new cryogenic gas processing plant being constructed by Blue Mountain Midstream, LLC. Southern Star stated its facilities would re-ceive up to 150 million cubic feet per day (MMcfd) of natural gas from this production facility for transport on its system. Of this volume, Southern Star has contractual commitments for firm transportation with Blue Mountain Midstream, LLC for delivery of 45 MMcfd to a proposed delivery point on Natural Gas Pipeline Company of America’s existing inter-state pipeline in Carter County, Oklahoma.

Steel Reef Pipelines US, LLC has received a Notice of Intent to Prepare an Environmental Assessment from the FERC for its proposed Saskatchewan Pipeline Project. Steel Reef’s proposed Saskatchewan Pipeline Project, re-ferred to as the Border Crossing Facilities in its application, includes a 250-foot-long 10.75-inch outside diameter pipe-line along with aboveground facilities including a metering facility, a remote telemetry unit, and a pig trap launcher. The facilities are part of the southern end of Steel Reef’s planned 2.2-mile-long 10.75-inch-outside-diameter South Saskatchewan Access Pipeline (SSA Pipeline) it plans to build connecting gathering facilities owned by Petro Har-vester Oil & Gas, LLC near Portal, North Dakota to an in-terconnection with an existing natural gas processing plant owned by Steel Reef Infrastructure Corporation near North Portal in Saskatchewan, Canada. Steel Reef states that the Saskatchewan Pipeline Project’s facilities would, as part of the SSA Pipeline, permit the transport of up to 30 million standard cubic feet per day of sour natural gas gathered from existing oil wells owned and operated by Petro Har-vester Oil & Gas, LLC (Petro Harvester) within the Burke County region of North Dakota. Steel Reef requests FERC certification by July 2, 2018.

Tall Oak Midstream III, LLC recently held a non-binding open season to secure prospective shippers for a proposed 80-mile natural gas residue pipeline. The Arkoma Residue Capacity (“ARC”) Pipeline will connect to both Tall Oak’s planned Panther Creek Natural Gas Processing Plant (“Panther Creek Plant”) in Hughes County, Oklahoma, and a planned receipt point off the Enable Gas Transmission line. The ARC Pipeline will transport residue gas from these two receipt points to multiple interconnects to the south near Bennington, Oklahoma, providing producers and oth-er shippers in Oklahoma’s burgeoning Arkoma STACK play with downstream market optionality and the opportunity to maximize producer netbacks. The planned receipt point off the Enable Gas Transmission line also will alleviate capaci-ty constraints for residue gas from the STACK, SCOOP and Merge plays located in central and western Oklahoma by

The Panther Creek Plant will be a 200 MMcfd cryogenic natural gas process-ing plant and is expected to come into service by the first quarter of 2019. Planned interconnects from the Panther Creek Plant already include Enable Oklahoma Intrastate Transmission, Enable Gas Transmission and the Arkoma Connector Pipeline. Proposed interconnects to the south located near Bennington include the Midcontinent Express Pipeline, Gulf Crossing Pipeline Company and Natural Gas Pipeline Company of America. Construction of the ARC Pipeline is projected to begin in the second quarter of 2019, pending regulatory approval, with an in-service target by the end of 2019.

Tellurian announced that its subsidiary Permian Global Ac-cess Pipeline LLC (PGAP) is offering a non-binding open season to secure prospective shippers for a proposed 42-inch diameter interstate natural gas pipeline connecting the Permian Basin in Texas to Southwest Louisiana. PGAP is estimated to cost approximately $3.7 billion to construct and will have the capacity to transport two billion cubic feet of natural gas a day. Construction is projected to begin as early as 2021 and the pipeline is targeted to be in service as early as 2022. PGAP is part of Tellurian’s previously an-nounced proposed Tellurian Pipeline Network that repre-sents a $7.0 billion investment in U.S. infrastructure, creat-ing approximately 15,000 jobs in Texas and Louisiana. The investment is incremental to the $15.2 billion investment that Tellurian plans for Driftwood LNG, a proposed liquefied natural gas (LNG) export facility near Lake Charles, Louisi-ana. The proposed pipeline will stretch approximately 625 miles and connect supply sources originating at or near the Waha Hub in Pecos County, Texas and will deliver gas near Gillis, Jefferson Davis Parish, Louisiana. The pipeline system is anticipated to have multiple receipt and delivery locations connecting multiple common gathering points and third-party pipelines. The open season will begin at noon central time on Wednesday, March 21, 2018 and runs through Friday, May 25, 2018 at 4 p.m. central time.

TransCanada Corporation launched an Open Sea-son to solicit commitments from interested parties for new, short-term transportation service agreements of crude oil on Marketlink from Cushing, Oklahoma to mar-kets in the U.S. Gulf Coast. The Open Season will com-mence on April 13, 2018 and will close at 12 p.m. MT on May 7, 2018.

TransCanada Corporation has successfully concluded the Keystone XL open season, securing approximately 500,000 barrels per day of firm, 20 year commitments, po-sitioning the proposed project to proceed. Interest in the project remains strong and TransCanada will look to con-tinue to secure additional long-term contracted volumes. The announcement builds on the November 20, 2017

decision by the Nebraska Public Service Commission to approve the Keystone XL route through the state. The ap-proved route was based on a comprehensive review of the evidence submitted by all parties in the hearing process as well as state agencies to ensure it has a minimal im-pact to the public and to Nebraska's natural resources. TransCanada is continuing outreach in the communities where the pipeline will be constructed and is working col-laboratively with landowners in an open and transparent way to obtain the necessary easements for the approved route. Construction preparation has commenced and will increase as the permitting process advances throughout 2018, with primary construction expected to begin in 2019.

Transcontinental Gas Pipe Line Company has received a favorable Draft Environmental Impact Statement from the FERC for the Northeast Supply Enhancement proj-ect. (NESE Project) Issuance of the final Environmental Assessment from the FERC is expected September 18, 2018 with a final project FERC decision slated for Decem-ber 16, 2018. The NESE Project consists of 10.2 miles of 42-inch pipeline loop in Lancaster County, Pennsylvania (the Quarryville Loop); 3.4 miles of 26-inch pipeline loop in Middlesex County, New Jersey (the Madison Loop); 23.5 miles of 26-inch pipeline loop in Middlesex and Monmouth Counties, New Jersey, and Queens and Richmond Coun-ties, New York (the Raritan Bay Loop); modification of ex-isting Compressor Station 200 in Chester County, Penn-sylvania; construction of new Compressor Station 206 in Somerset County, New Jersey; and appurtenant facilities.

Transcontinental Gas Pipe Line Company has received a positive Environmental Assessment from the FERC for its proposed Rivervale South to Market Project in Ber-gen, Hudson, and Union Counties, New Jersey. The project would include constructing 0.61 miles of 42-inch-diameter pipeline loop along Transco’s Mainline A (Bergen Coun-ty); uprating 10.35 miles of the existing 24-inch-diameter North New Jersey Extension from the Paramus M&R sta-tion (Bergen County) to the Orange and Rockland M&R station (Bergen County). The North New Jersey Extension would be uprated from a maximum allowable operating pressure of 650 pounds per square inch gauge (“psig”) to 812 psig; upgrading the existing valves, including over-pressure protection valves, and yard piping, and related activities at the Paramus, Central Manhattan, Orange and Rockland, and Emerson M&R stations; and construct ad-ditional facilities, such as mainline valves, cathodic pro-tection, internal inspection device launchers and receiv-ers, and communication equipment. A final FERC project decision is slated for June 14, 2018. If approved the meter station work is slated for February 2019, and the pipeline loop construction would begin in summer/fall 2019. Tenta-tive scheduled in-service date is winter 2019/2020.

V-Tex Logistics, LLC, an indirect wholly owned subsid-iary of Valero Energy Corporation, has signed an agree-ment with Magellan Pipeline Company, L.P., an indirect wholly owned subsidiary of Magellan Midstream Part-ners, L.P. to jointly build an approximately 135-mile, 16-inch products pipeline from Houston to Hearne, Texas. In addition, Valero will separately build a terminal in Hearne, a terminal in Williamson County, Texas, and an approxi-mately 70-mile, 12-inch pipeline connecting the two ter-minals. Valero’s expected cost for the projects is $380 million with targeted completion in mid-2019. Construc-tion of these pipelines and terminals will provide a reli-able fuel supply alternative for the fast-growing Central Texas marketplace. The new pipelines and terminals are expected to supply up to 60,000 barrels per day into Wil-liamson County.

Venture Global Plaquemines LNG, LLC (Plaquemines LNG) and Venture Global Gator Express, LLC (Gator Express Pipeline) has an application before the FERC seeking authority to construct a liquefied natural gas (LNG) export terminal and pipeline facilities located in Plaquemines Parish, Louisiana. Together the proposals are referred to as the Plaquemines LNG and Project or Project. Plaquemines LNG and Gator Express Pipeline are proposing to construct and operate a new LNG export terminal and associated facilities along the west bank of the Mississippi River in Plaquemines Parish, Louisiana (Terminal) and to construct and operate two new 42-inch diameter natural gas pipeline laterals that will connect the Terminal to the pipeline facilities of Tennessee Gas Pipeline Company and Texas Eastern Transmission. The two parallel and adjacent laterals (11.7 and 15.1 miles long) would be operated at an MAOP of 1,200 pounds per square inch and will be designed to provide firm trans-portation capacity of approximately 1,970,000 Dt/d to the Terminal. Total cost of the pipeline portion of the project is estimated to be approximately 284 million dollars.

WBI Energy Transmission, Inc. has received notice from the FERC to use the Spring Prairie, Minnkota, Bish-op, and Kost Laydown Yards for the Valley Expansion Project in Clay County, Minnesota and Cass County, North Dakota. WBI Energy also has requested permission from the FERC to commence construction on the project. WBI Energy plans to construct, operate, and maintain new natural gas facilities in Clay County, Minnesota and Cass, Barnes, Stutsman, and Burleigh Counties, North Dakota. The proposed Valley Expansion Project includes the following facilities: about 37.3 miles of 16-inch-diam-eter pipeline in Clay County, Minnesota and Cass County, North Dakota; a new interconnect at the tie in with the ex-isting Viking Gas Transmission Company Pipeline in Clay County, Minnesota; a new 3,000-horsepower compressor station to tie into WBI Energy’s existing Mapleton Town

Border Station and Line Section No. 24 in Cass County, North Dakota; a new regulator station in Barnes County, North Dakota; replacement of the existing Jamestown Town Border Station in Stutsman County, North Dakota; and replacement of the Apple Valley Town Border Station in Burleigh County, North Dakota. Williams Partners L.P. announced that Transco has filed an application with the FERC seeking authorization for its Southeastern Trail Expansion project, which would create 296,375 dekatherms per day of additional firm transportation capacity to markets in the Mid-Atlantic and Southeastern U.S. for the 2020/2021 winter heating season. Transco, the nation’s largest-volume and fastest-growing interstate natural gas pipeline system, is a whol-ly owned subsidiary of Williams Partners L.P., of which Williams owns approximately 74 percent, including the general-partner interest. Williams Partners has executed precedent agreements with utility and local distribution companies located in Virginia, North Carolina, South Car-olina and Georgia for firm transportation service under the project. Once complete, the project will help meet the growing natural gas demand in the Southeast, as well as provide access to new sources of domestic natural gas supply while enhancing system reliability. “Southeastern Trail is a critical project that will work to bring key supplies from interconnects in the Mid-Atlantic region to growing demand centers in the Southeastern U.S.,” said Micheal Dunn, chief operating officer of Williams Partners’ gen-eral partner. “This vital project, along with additional ex-pansion opportunities under development, will link low-cost supply to key customers in high-growth markets and continues the expansion of southbound capacity on the Transco pipeline system. Construction of this project along Transco’s existing corridor results in significantly less environmental impact and more economical trans-portation rates for our customers than other greenfield projects serving these same markets.” The company held an open season for the project last summer and executed long-term binding precedent agreements with five natural gas shippers for 100 percent of the firm transportation capacity. Customers served by the project are PSNC En-ergy, South Carolina Electric & Gas, Virginia Natural Gas, the City of Buford, Ga., and the City of LaGrange, Ga. Subject to approval by the Federal Energy Regulatory Commission, the Southeastern Trail Expansion project will consist of approximately 7.7 miles of 42-inch pipe-line looping facilities in Virginia, horsepower additions at existing compressor stations in Virginia, and piping and valve modifications on other existing facilities in South Carolina, Georgia, and Louisiana to allow for bi-direction-al flow. The certificate application reflects an expected capital cost of $404.8 million and a target in-service com-mitment of Nov. 1, 2020.

Roy J. Ranck, 73, of Coleman MI passed away on Sunday, February 18th at Wood-land Hospice, Mt. Pleasant MI. Roy went to trade school during high school, to be-come a machinist. He joined the navy in 1964, serving on the USS Coral Sea. Roy was a 48 year member of I.U.O.E. Local 324, working pipeline for many different

contractors in Michigan and cross country. In later years his career focused on bending and engineering. His greatest joy was seeing his son Dan join the Operating Engineers, and to go on a pipeline job with him to share his knowledge. He was a member of American Legion Post 0383, VFW Post 1071, and Operating Engineers Retiree Club. The last few years, he enjoyed attending the Annual Pipeliners Reunion to catch up with old friends. Roy was politically active, be-longing to several township and county boards. Roy is sur-vived by his wife Kathy; his son, Daniel (Gus); a sister, Janet Haggart; and two brothers, Jerry and John Ranck. Preceded in death by his parents Glen and Rita Ranck and a sister Gwendolyn Cox.

Joyce Leines, 92, mother of PLCA Past President Christopher Leines died on March 3, 2018, in Big Lake, Minnesota. She was born in Hibbing, Minnesota in 1925. Joyce and her late husband Reuben Leines were the owners and founders of Minnesota Limited Inc. Joyce is survived by 7 children, 14 grandchildren and 9 great-

grandchildren. Private services were held March 8, 2018. Memorials may be made in Joyce's honor to the National Kidney Foundation, 30 E 33rd Street, New York, NY 10016.

Larry Steven Carlisle was born on No-vember 8, 1950 in Minneapolis, Minnesota to parents Charles and Gladys (Johnson) Carlisle and passed away on March 27, 2018 at the age of 67 in his home. Larry went to welding school in Duluth MN. He then got into Operating Engineers for Lo-cal 49, 601, 302 and 12. Larry also was a

pipeliner for many years. Larry worked hard to provide for his family and he got to travel all over the United States. One of his favorite places he worked was in Alaska. In his spare time which he had little of he loved to go to the casinos or have BBQs with his family. He loved cooking for his family and friends and trying out new recipes. He made great chili, tacos and very unique pizzas. His travels took him to Louisi-ana where he met some amazing friends that he loved very much. Work then took him to Texas where he met his wife Dorothy fishing. They married shortly after in Aubrey, TX on March 7, 2015. Larry loved Dorothy very much, he would drive her nuts and then tell her how beautiful she was. He loved his kids, grandchildren, great-grandchildren and his

dogs Boulder and Killer. Larry enjoyed watching Sci-Fi, John Wayne and Fox News. He was a true supporter of President Trump. Larry was an amazing husband, father, grandfather and great-grandfather, all who knew and loved him will miss him. Larry was preceded in death by his father, grandpar-ents, granddaughter’s Brittney and Allison and sister Dawn. Jayce Allen Cunningham, age 21 of Paris, IL passed away at 11:57 p.m. on Friday, March 9, 2018 at Payton Manning Children’s Hospital at St. Vincent’s Hospital in Indianapolis, Indiana. He was a 2014 graduate of Paris High School and attended Lake Land Community College. Jayce worked as an Engineer Assistant in pipeline construction as a member of the Laborer’s Local Union 159 of Decatur, Illinois. He at-tended Bell Ridge Christian Church. Jayce was born on May 19, 1996 in Clinton, Indiana to James and Bethany (Ack-len) Cunningham, who both survive. Jayce is also survived by his brother J.D. Cunningham of Paris and his grandpar-ents Norma Eveland of Paris, Illinois and Nye and Leaetta Acklen of Brazil, Indiana. He was preceded in death by his grandparents Richard Cunningham, Emmaline Acklen, and James Eveland.

Steven Durwood Crocker passed away on March 14, 2018. He passed gently in his sleep after bravely battling cancer. Bubba, as he was affectionately called by loved ones, was exceptional at anything he put his mind to. Being a TRUE cowboy thru and thru he spent his youth as a competi-tive bulldogger in the rodeo circuit. Later

occupations include heavy equipment operating, welding, and finally a pipeline inspector. Bubba also excelled in lei-sure sports. He was an avid hunter, golfer and a true shark on the pool table. But where he was truly exceptional was with his family, he was the best father and husband any-one could ask for. Bubba was very well loved and will be greatly missed. Mark & Vera loved to travel worldwide or in their motor coach throughout the US and Canada. Mark is survived by his wife Vera; their 2 children and their spouses, Velma and Bob (Osadchuk) Hope (Scottsdale, AZ) and Dwayne and Tina Osadchuk (Scotts-dale, AZ); and their 2 grandchildren and spouses, Amanda and Craig (Osadchuk) Ciliberti (Scottsdale, AZ) and Nicholas and Alisha Osadchuk (Repollo) (Oak Creek, CO). Felix Louis Johnson "Cooney" age 86 passed away peacefully on Monday March 13, 2018 at Our Lady of Lourdes surrounded by his family and friends. He was a loving husband, devoted father and fun grandfather. He is survived by his wife, Rita L. Johnson of 69 years who was the love of his life; his daughter, Judy John-

son Salemi and husband, Charles; sister Hilda Stahl; seven grandchildren and fourteen great grandchildren. He enjoyed listening to Cajun music, fishing and outdoors. He retired as an operator of pipeline Local 406 after 69 years of hard work and dedication. He is preceded in death by his par-ents, Aline and Marcel Johnson; siblings, Melkey, Armond, Claude, Cyprion, Curley, Joseph "Jo", Armous, Rose and

Marilyn Johnson; son, Ronald Johnson; and grandson, Ted Johnson. He will be deeply missed by his family, friends, and all who knew him.

G.W. (Bill) Snell, 97, died at 4:05 am on February 26, 2018 at his home in Bartles-ville, Oklahoma. Bill was born July 18, 1920 in Bartlesville, Oklahoma to Fred R. Snell and Jennie Mae Spalding Snell. He attended school in Bartlesville, graduating in 1937 from Bartlesville High School. He was then employed by Reda Pump Co.

and later Phillips Petroleum Company. On June 17, 1940 he married Maxine F. Johnston, the love of his life, in a private ceremony at the Boston Avenue Methodist Church in Tulsa, Oklahoma. Their friendship began in 1935 when each were in high school which led to marriage and a lifetime togeth-er. After attending H.C. Price Welding School, in 1941, he started on a lifetime of recognition all over the United States for his expertise in welding. Then, worked for H.C. Price Pipeline Construction Company of Bartlesville, Oklahoma. In 1942, still with H.C. Price he worked on the World War II Emergency Project for aviation fuel, from Skagway to Fair-banks, Alaska, the Canol Project. January 1945 to May 1946 he served in the Army Signal Corp, training at Fort Leonard Wood, Mo. Camp, Shelby, Neosho, Mo, and then Vint Hill Farms, Virginia as code instructor. He was honorably DIS-CHARGED May 1946. In 1947, Bill and his father F.R. Snell started the F & S Welding Co. In 1948 he returned to pipelin-ing, joining R.H. Fulton Co of Lubbock, Texas as welder and welding foreman. In 1952 to 1955 he was employed by Platt Pipeline Co of Casper, Wyoming as Connection Foreman. They built a home in Casper planning on making this their home, but they decided to return to F & S Welding so they made one more move to Bartlesville where they continued to live the rest of their lives. In 1962 he started a 20-year career with Phillips Petroleum Research Center in Bartlesville as a Contract Welder until his retirement, then continuing working at home. A son, William Frank (Bill) was born to Bill and Max-ine on January 5, 1942 in Bartlesville, Oklahoma. He was named for his father and grandfather Frank Johnston be-ing born on his grandfather's birthday. Their daughter Don-na was born September 21, 1954 in Casper, Wyoming. Bill loved his family and enjoyed life. Music was very important to him. He had a good voice, sang a lot and loved to dance. He wrote poetry and short stories that were published. Dur-ing his life, he owned a sail boat, 2 outboard motor boats, liked to ski. He had a jeep, 2 motorcycles and liked to fish and hunt. He will truly be missed by family and friends. Bill is survived by son Bill and Bertta Snell of Bartlesville; daugh-ter Donna and Stephen of Tulsa; granddaughters Timi and Bert Wilson of Moore, Allan Snell of Owasso, Amy Overby of Raleigh, N.C.; daughter in law Linda Norman of Moore; six great grandchildren; one great grandson and a host of nieces and nephews.

Darrell Nixon "Nick" Glaze, son of the late William Roger Glaze and Ruth Ellen Tarvin Glaze of Bald Knob, Arkansas, passed away on Wednesday, April 4, 2018. Nick was born in Searcy, Arkansas on August 29, 1949. He graduated from Bald Knob High School and attended Arkansas State University in Jonesboro. Nick is survived

by his wife of 38 years, Glenda Sue Bullock Glaze. Nick is also survived by his brother Roger Glaze (Carol) of San Antonio, Texas; sister Gail "Susie" Glaze Collins (Donald) of Searcy, Arkansas; brother Mike Glaze of Bald Knob, Ar-kansas; children Darrell "Fuzz" Glaze (Amber) of Bald Knob, Arkansas; Jessica Glaze Feagin (Chris) of Dell, Arkansas; Kyle Smithee (Christie) of Harrisburg, Missouri; Amy Gray (Michael) of Augusta, Arkansas; Lisa Privett of Bald Knob, Arkansas; 16 grandchildren; and 5 great-grandchildren. He was a member of Immanuel Baptist Church in Newport, Ar-kansas. He was a member of the Local 798 Union for 53 years and was a pipeline welding inspector at the time of his death. Alec "Gary" Harthcock passed away peacefully at his daughter's home on Thursday March 15th 2018 surrounded by his children and family after a 5 year battle with cancer. Gary attended Newton High School followed by a football scholarship to East Central Junior College. He then at-tended The University of Southern Missis-

sippi and Mississippi State, where he received a Bachelor of Science degree in business. He was a lifelong MSU fan. After college, Gary developed a love of traveling while work-ing as a surveyor on the pipeline. He eventually settled down working for The Mississippi Department of Employment Se-curity for 25 years before retiring. He had many hobbies all of which were outdoors. Gary loved gardening, fishing, and golfing. He loved to joke and had a unique sense of humor that gained him friends everywhere he went. He was a lov-

ing father and made a strong positive impression on each of his three children. His strength throughout multiple surger-ies, radiation, and chemotherapy was inspirational. He nev-er complained and focused on spending time with his family and friends. He took great comfort in his faith and reading the Bible. He was happiest with family, in the garden, or on the pier in Gulf Shores with some ham sandwiches and sweet tea catching king mackerel with his son. Gary is survived by his children Jessie (Michael) Haley of Bolton, MS, Ash-ley Harthcock of Nashville, TN, Jake Harthcock of Madison, MS. His siblings, Tommy Jr. (Suzanne) Harthcock of New-ton, MS, Patti Simmons of Foley, AL, and Jane Harthcock of Newton, MS. Eric William Height, resident of Calgary, Alberta, passed away suddenly on April 2, 2018 at the age of 44. Eric was born in Thun-der Bay, Ontario and was raised in Dorion. His youth was spent hunting and fishing with family and friends, playing hockey and racing motocross. He was a very loyal To-ronto Maple Leafs fan and he passed that

as well as his love of fishing and camping on to his children. He was a great cook and a very proud and skilled pipeliner, heavy equipment operator and truck driver. Eric is survived by his children Brett and Robyn Height; his parents John & Edith Height; and his brother Allan (Ellen) Height.

Mark Osadchuk passed away on April 12, 2018 peacefully at home, at 83 years old. Mark was born in Smokey Lake, Alberta on November 18, 1934. He attended school in Smokey Lake and Waskatenau, Alberta. He left home as a teenager during the drill-ing boom of the early 1950’s to work in the oil fields of Western Canada. After learning

to operate heavy oil field equipment he started working for several pipeline contractors including Michael Curren, R. H. Fulton, Banister Pipeline, Ltd and Williams Brothers Pipeline Co.,Ltd. In 1954 Mark married his wife Vera Hut of Chip Lake, Alberta. Mark along with others formed Central Pipeline and Cable Co. in 1965. He remained with the company as Presi-dent until 1967 when the company was liquidated and he or-ganized Natural Pipeline Company, Inc. His newest company based out of Lakeville, MN was engaged in the installation of all types of underground utilities. In 1980, he formed South-east Pipeline Contractors, Inc and it grew to be one of the largest mainline pipeline contractors in the US. He introduced his newest invention, the Ozzie Pipeline Padder in 1989 and formed Ozzie’s Pipeline Padder, Inc, Ozzie’s Pipeline Pad-der of Germany, Inc and Ozzie’s Pipeline Padder of Australia,
