Milestone Utility Services, Inc. is pleased to submit our proposal to provide Utility Customer Information System Consulting services for the Ventyx CIS (Banner/Customer Suite) product. Milestone is able to offer various technical services required, as well as functional support. Our unique understanding of Ventyx CIS and the day-to-day opportunities and challenges of the utility environment, along with the constantly changing face of technology and business requirements makes Milestone Utility Services, Inc. the right partnership with City of Fort Collins and the right choice for Professional Consulting Services to provide technical services to support Banner/Customer Suite 4.1 and the eventual upgrade; the Oracle upgrade to 11g; and the upgrade from Oracle Application Server to Web Logic.

Section 1: Executive Summary This proposal was prepared at the request of City of Fort Collins RFP 7486 to provide consulting services for the Ventyx Banner/Customer Suite CIS utility billing application. Milestone has been providing maintenance and support for the Ventyx CIS with technical and functional consulting services to many of the original Banner customers since 2002, when Milestone was established. Milestone is proud to say that 100% of our customers are satisfied and loyal. Our knowledge and expertise on the Ventyx Banner/Customer Suite CIS application and supporting technologies are unmatched by any consulting service in this space. Platte River Power Authority, PRPA, licenses and operates Ventyx’s Customer Information System for City of Fort Collins and City of Longmont. Hardware is shared, but each City has separate production and test instances. PRPA provides system and database administration, some application development, and implements upgrades. Fort Collins has a small IT staff that supports their instance, designs small enhancements and applications, and troubleshoots user issues. As workload grows, Fort Collins needs additional development resources and assistance during peak workload seasons. Fort Collins anticipates upgrading their instance from Oracle 10g to Oracle 11g and from Oracle Application Server to Web Logic within a few months in anticipation of an upgrade of Ventyx CIS to the current version, most likely 4.4. Fort Collins is currently in the latter half of a project to install automated meter reading throughout the city and has programmed the interface between its instance of CIS and its meter data management system using NextAxiom, a service oriented architecture product. Milestone Utility Services is pleased to present this Proposal for consulting services based on the general requirements and specifications outlined in the Request for Proposal. Our goal is to always meet the ongoing support needs of City of Fort Collins with the most cost effective approach and plan. Milestone consultants have worked with Platte River Power Authority, PRPA; both at City of Longmont and City of Fort Collins. Milestone worked closely with City of Longmont for over a year helping with the upgrade project to Banner/Customer Suite 4.2.1. Milestone’s team worked closely with the Utility Billing Manager, Melva Douglas and her staff, to reduce the number of customizations and change business practices so that Longmont could take advantage of the updated functionality that the latest version provided; this in an effort to keep them closer to a current base system. We have an established relationship with the shared DBA; and the IT staff. Milestone understands that although the IT staff is small, they are knowledgeable in their areas of expertise; able to design small enhancements and applications, and troubleshoot user issues. However, there are times when City of Fort Collins requires assistance for troubleshooting problems, adding customizations, designing small enhancements, etc., when the workload grows; Milestone can provide the necessary staff augmentation and services to meet those needs. Milestone treats all projects and service requests with urgency, knowing that all related questions are due a timely response; and consultants can be called on to consult on demand. As you will see in the descriptions of projects supporting the Scope of Work later in the proposal, Milestone has proven technical expertise and skills that demonstrate effectiveness and results in Oracle,

Partner Biographies

Ram Kasarla, President and CEO, is a founder of Milestone. He has over 17 years of energy, utility, technology, business operations, and entrepreneurial experience. Prior to forming Milestone Utility Services, Ram worked as a Technical Architect at SCT (now Ventyx, ABB) in their utility industry division. Additionally, Ram worked in IBM Global Solutions as a Technical Architect implementing Customer Information Systems. In 2002, Ram started Milestone. Ram has worked as a Technical Consultant on two major Banner implementations, Vectren and ONEOK. Ram received an MVP (Most Valuable Player) award for his role in the Vectren Banner Implementation. Ram has a B.S. in Computer Science Engineering. Edith Mercado, CFO, joined Milestone as a partner in 2005. Edith has 20 years of energy, utility, and business operations experience. Prior to joining MUSI, she worked as a Principal Consultant at SCT (now Ventyx, ABB), in their utility industry division. While there she developed functional solutions incorporated into the baseline CIS software and developed requirements and functional design documents for customized software applications. In addition, she provided on-site support for software testing, general implementation, and post go-live production support. She also performed client assessments related to go live readiness, migrations and financial reassurance. She has worked with many utility clients on the business process re-engineering required to effectively utilize a new CIS system. Edith has participated in CIS software implementation for approximately 20 utilities that provide some combination of electric, gas, water, sewer, and solid waste. In addition, prior to joining SCT, Edith worked for Orlando Utility Commission (OUC), an electric and water utility where she was a member of the project implementation team, who was responsible for replacing a 30 year old CIS system. Edith has a B.S. in Mathematics from The Catholic University of Puerto Rico. Frank Anderson, CBDO, joined Milestone in February of 2006. He has over 15 years of energy and utility experience and has worked with over 18 different energy and utility companies on software implementation projects. Prior to joining MUSI, Frank worked for IBM as a business consultant. While working for IBM, he worked as a team lead for a work management / ERP integrated solution for a large electric and gas utility. Before working with IBM, Frank worked for SCT (now Ventyx, ABB) in their utility industry division from July of 1997 to January of 2005 as a functional consultant. Frank worked in various capacities including functional lead, testing lead, functional consultant, and testing consultant on Electric, Gas, and Water/Sewer client sites implementing Customer Information Systems (CIS). Frank lives in Charleston, SC and has a B.A. degree in Business Administration from The Citadel.

Project Description

ONEOK MUSI has developed a Mass Rate Load Process for Cost of Gas rates which change every month. The Rates Department enters the new rates in an Excel spread sheet and MUSI developed an interface using ODBC Connectivity to load the Data into Oracle staging tables within the Banner Database and once the user reviews the data, the user can approve these rates and the new rates are populated into Banner rate tables.

MUSI has developed an interface between access database Banner Database. Interface will load the meter data information specific to a meter type and kind into Access database using ODBC Connectivity.

Interfaces between smart meter infrastructure and a customer information system.

Project Description

NV Energy Milestone was the Banner vendor for NVEnergy's Advanced Service Delivery project. This project was replacing the majority of NVEnergy's meters with AMR/AMI capable meters. NVEnergy chose the ITRON Enterprise Edition for the MDM vendor and SOA Enterprise Integration Framework (SEIF) as the Middleware vendor. MUSI provided the project with the overall project functional architect. In addition to playing a critical role designing the overall solution; MUSI developed several complicated interfaces and enhancements in support of NVEnergy's requirements: - Upload register readings from the RNI - Two way interface with the MDM for Billing Determinant Information from the MDM - Modified all Banner meter readings forms & processes to allow entry of time and date - Developed exception processing

ONEOK ONEOK uses TIBCO as a Middleware between Banner and almost all other internal and external interfaces. TIBCO uses SOA development method to construct messages and move files from server to server. Interfaces include Service Order Dispatch and Scheduling, Collection Agency, Payments, etc. MUSI has provided ONEOK with resources for developing and upgrading the TIBCO installation.

Project Description

Atmos Energy MUSI technical resources have programmed and are proficient in the Perl Programming Language.

MUSI technical resources used the PERL programming language while working with Atmos Energy on the Cash Reconciliation project. The main objective of the Cash Reconciliation System is to provide improved and more accountable matching between payments posted to the CIS System, deposits made to the Atmos bank account and amounts shown on monthly bank statements. Cash reconciliation of payments, deposits and bank statements will occur at the individual transactions level by using transaction identification numbers and unique deposit identifiers. A Perl process was developed by MUSI technical resources to reconcile cash payments made from all external, real time vendors with the treasury system deposit numbers and deposit amounts. Additionally, MUSI developed and tuned data-mart reports written in PERL. The purpose of the data mart was to load data from the Treasury Management System funding amounts, CIS, and Daily Deposit Files so that it could all be reviewed in a single front end display (via a Web Application).

Milestone consultants regularly work remotely with customers on all types of projects. All work listed in the possible Scope of Work should be able to be done remotely via access granted by City of Fort Collins. However, if there is a need for a consultant to be on-site, Milestone is willing to provide on-site consulting services per City of Fort Collins requests. It is customary for Milestone consultants to document all changes made to the system. Milestone will be willing to use whatever procedure City of Fort Collins prefers. Milestone consultants work diligently on assigned projects. Our goal is to always meet the needs of the customer based on an agreed upon project schedule for larger projects. A description of the turnaround time for defects, troubleshooting, etc. can be found in Section 6. Fort Collins anticipates upgrading their instance from Oracle 10g to Oracle 11g and from Oracle Application Server to Web Logic within a few months in anticipation of an upgrade of Ventyx CIS to the current version, most likely 4.4.

MUSI Response: MUSI has performed the Oracle technology upgrade for Aqua, ONEOK, NV Energy, Martin County, Portland General Electric, City of Longmont, and City of Seattle. MUSI performed key roles in the technology upgrade for Vectren and Atmos Energy. MUSI has completed the Installation of Fusion Middleware at Martin County and upgraded the Banner Application to 4.3. MUSI has developed a detailed installation document for every component of Fusion Middleware; and developed automated startup and shutdown scripts for all the components of Fusion Middleware. MUSI has extensive experience in modifying the oracle parameters to improve the performance of Banner Application on 11g (Which is a cost based system). MUSI has completed Fusion Middleware install and 4.3 upgrade at Martin County. MUSI has installed Fusion Middleware and ported old version of Banner to Fusion Middleware platform.

MUSI has successfully completed all the technology migration projects it has started. City of Fort Collins is currently in the latter half of a project to install automated meter reading throughout the city and has programmed the interface between its instance of CIS and its meter data management system using NextAxiom, a service oriented architecture product.

MUSI Response: MUSI has not been asked by any customer to work on project using NextAxiom. However, we have consultants experienced with NextAxiom, and other service oriented architecture products. Milestone was the Banner vendor for NVEnergy's Advanced Service Delivery project. This project was replacing the majority of NVEnergy's meters with AMR/AMI capable meters. Customize Oracle 10g or 11g Forms and Reports

Milestone has extensive experience upgrading Oracle Technology to 11g which includes installing and configuring the application server with the new Fusion Middleware. Milestone has completed Oracle Technology upgrades to 11g for Ventyx Banner/Customer Suite customers in two different ways: (1) Milestone upgraded Oracle Technology to 11g so the customer can remain on an older release of Banner/Customer Suite, such as 4.1; and (2) Milestone upgraded Banner/ Customer Suite to 4.3, which required the Oracle Technology upgrade to 11g.

Milestone modifies Banner/Customer Suite forms for many clients. These modifications may be to existing forms, or to create brand new forms used in the system. Milestone has delivered form changes to our clients for varying degrees of complexity – we have performed very complicated form changes for a real time Lexis-Nexis interface with Customer Suite for ONEOK. This modified existing Customer Suite forms as well as created new forms to view the interface data.

MUSI developed a custom service order appointment booking form with a real time interface with CGi PragmaCAD. The form will request available time slots from the appointment booking application. Available time slots will be displayed in Green to the user and unavailable slots will be displayed as Red. The user may choose to book a specific appointment and the form will consume the minutes from availability in the appointment booking application. All interface transactions are XML based and performed in real time.

We search for diagnostic messages using the Log Messages page of Fusion Middleware Control. We configure the message levels using the Fusion Middleware Control for a particular Log File or for Loggers. Additionally we use the Remote Diagnostic Agent during configuration. Remote Diagnostic Agent (RDA) is a command-line diagnostic tool that provides a comprehensive picture of your environment. Additionally, RDA can provide recommendations on various topics, for example configuration and security. This aids you and Oracle Support in resolving issues

First place to look at is IDM Domain , make sure all the service are running also check the status of opmnctl services.

Look at the Weblogic console to see all the Weblogic services are running properly.

Check if the Node Manager is started and all the associated service are running. If they are not running we need to look at the log files.

All Clients Troubleshooting Oracle errors and messages is a typical activity during development, testing, and production. Messages that are presented to the user through the front end application or on LIS files will be reviewed and the account being processed will be triaged. The source code that was being executed when the error message is displayed will be reviewed. If the issue is not immediately identifiable, then the situation will be recreated in a testing or development database, and the source code will be modified to display debug statements to determine the issue.

Troubleshoot Ventyx CIS 4.x and successive versions, both functionality and data

City of Longmont, Martin County, City of Charlotte

Milestone assisted City of Longmont with their Customer Suite migration. This included both functional training & testing, as well as migrating the data. Milestone functional consultants provided support through 2 mock go lives as well as the actual go live weekend. Technical resources tailored the migration scripts to meet the City’s needs. As issues arose the functional and technical team members triaged the problem to determine if it was code, functionality, or data related; and then determined the appropriate course to correct the issue.

Milestone recently has assisted Martin County to configure the application server and bring up Banner 4.2 using Fusion Middleware. During this procedure the technical resource changed different settings in order to correct technical issues.

Milestone worked with City of Charlotte on their 4.0 migration from 2.2.1.2. Throughout the numerous mock go lives, batch testing cycles, and actual go live, both technical and functional triage was required. Milestone developed some customized migration script for the City.

Implement a Ventyx CIS upgrade

Milestone recently has installed Fusion Middleware and upgraded Banner to 4.3.

MUSI has created detailed installation document with any setting changes to port Banner to Fusion Middleware platform. MUSI team has performed a walk-through of the installation documentation and process with the client which will help the client resources to get a good understanding of the Fusion Middleware platform.

Also conducted a training session to talk about Fusion Middleware administration and Weblogic administration. MUSI documented all the issues encountered during the installation and solutions so that the client can follow the same steps when building the production servers.

Milestone performed the 4.2.1 upgrade for City of Longmont, going live in 2011. Milestone provided the project team including Project Manager, Trainer, Business Analyst, and Tech Lead to the project and worked with the City to have a successful upgrade.

Additionally, Milestone has placed resources on 4.x upgrade projects for City of Charlotte and Atmos Energy. Milestone personnel were also instrumental in developing the 4.x modifications during the ONEOK implementation. Current personnel were the lead functional and technical analysts that gathered requirements and developed the design of the enhancements that later went into 4.0 version of Customer Suite.

For Connexus Energy, Milestone modified all of the client’s customized code to make it utilize functionality in the 4.1.2 version of Customer Suite. Additionally, we helped with some rule & val set up.

Write PL SQL queries and scripts

Project Description

All Clients PL/SQL queries and scripts are developed at some point in time for most clients. These scripts may be for data clean up or to mine the system for data or for ad hoc reporting.

A large amount of the Customer Suite source code is written in some form of PL/SQL, so in order to make changes to database packages, procedures, triggers, etc, a deep understanding of this programming language is required.

Milestone has developed several sleep/wake jobs that will create email alerts to users that are defined in the parameter set. This includes alerts when there are blocking locks (with a rule option to kill the blocking session), as well as alerts when Sleep/Wake sessions are down and alerts when there are orphaned jobs running on the server (where there is no associated Oracle session).

Additionally, MUSI has developed several DataMarts for ONEOK. One DataMart provides financial break down of a particular business day. The data mart is loaded with revenue data as well as other AR data for a business day. The client can then report off the Datamart. MUSI has also developed service order Datamarts that allows the company to analyze the number of orders completed, the timeliness of order completion versus the requested date, and field efficiency. MUSI developed the loading procedure and the design of the Datamart.

Milestone has added and configured the At a Glance and Alerts portals in Customer Suite 4.x. Milestone added a new icon, link, and alert configuration to show when a customer had scanned documentation saved electronically (for examples, Landlord Reversion Agreements, Bank Draft enrollment agreements, etc). This link took the user to a new form (also developed by Milestone) where the user could review information about the scanned document and then open the scanned document. Milestone added a new icon for Letters to the CSR Toolbar.

Additionally, Milestone has modified the configuration of several existing Alerts and At a Glance items on the CSR Form and the associated portals.

Milestone Added a customized At a Glance item for Connexus Energy to display the prior year’s Capital Credit information.

Milestone created links from the CSR to external web sites (Google, and Credit Card vendor) for Fort Collins.

Project Description

All Clients Milestone methodology is to provide documentations on all changes made to the system. Functional approach documents and detail specifications are produced for client approval and to document modifications made to the system. As the code is being developed, a Milestone functional analyst will develop a test case. During testing, results and screen captures are recorded on the test case. The test case documentation is provided to the client during delivery of the code. Milestone will also develop testing results/proof for defect fixes in addition to new system changes.

The technical team will place tags in the source code to identify the changes made for certain PCR or Defect fixes. The tagging would normally be the Client defect number. Version numbers are maintained within the source code itself and incremented as new changes are made. As source code is checked in, a check in document is provided to the client showing the objects being checked for the change, as well as the version of each object.

Milestone Utility Services (MUSI) has extensive experience in supporting multiple clients on the Ventyx Banner/Customer Suite CIS system. We are providing maintenance, support and enhancements for many customers running Ventyx CIS for the past 11 years. MUSI has made many defect corrections and troubleshoots base system issues. We follow Proven Methodology and processes to expedite the process in the most cost effective way.

MUSI’s technical team provides multiple services, for example, DBA services, conducts performance tuning, and designs portals. MUSI has performed the technology upgrade for ONEOK, NV Energy and Portland General Electric, City of Seattle, and Martin County. MUSI performed key roles in the technology upgrade for Vectren and Atmos Energy. MUSI has successfully completed all the technology migration projects it has started. In addition, some of the Milestone staff were the key architects in the creation of the 4.0 version while at SCT/INDUS, so we are uniquely qualified to deliver the support and solutions to City of Fort Collins.

MUSI has performed and participated in several 4.x Customer Suite Upgrade projects; for example Connexus Energy, City of Charlotte, City of Longmont to version 4.2.1, and most recently Martin County to version 4.3. Upgrade projects follow a proven Project Methodology and are full scope projects that include training, analysis, testing, and go-live support. Milestone’s participation can vary from assisting with staff augmentation to managing a full scope project.

Milestone has been engaged to design, develop specifications, implement, test, and provide go-live support for multiple interface solutions between various applications and the Ventyx products, such as, Maximo, PragmaCAD, Advantex, Cash Reconciliation, LexisNexis Identity Verification, MDM, etc. Milestone resources played the role of Functional Lead for the Service Suite implementation at City of Charlotte. In this capacity, we made all rule changes to make Customer Suite ready to communicate with SDMI/Service Suite. We also developed and modified Service Suite forms using the Compose Tool provided with the Service Suite product and led the client’s system testing.

Additionally, there are several of our non-Customer Suite clients using Oracle CC&B. MUSI is in the position of supporting and implementing other applications in addition to Banner/Customer Suite. Milestone consultants would be able to assist with non-Banner/Customer Suite CIS implementations if City of Fort Collins decides to move away from Banner/Customer Suite in the future.

AMI Projects Milestone plays a key role in AMI projects. Conducting complex billing analysis for solution that meets the requirements. MUSI was the Banner vendor for NVEnergy's Advanced Service Delivery project. This project was replacing the majority of NVEnergy's meters with AMR/AMI capable meters. NVEnergy chose the ITRON Enterprise Edition for the MDM vendor and SOA Enterprise Integration Framework (SEIF) as the middleware vendor. MUSI provided the project with the overall project functional architect. MUSI is working with the Ventyx customers where the database size is more the 3 Terra bytes with more than 1.5 million customers in each database. On the other hand, MUSI is also working with clients that have 30,000 customers using Customer Suite to bill their customers.

Section 6: Customer Support and Rates

Contacts and Procedures

Provide the name of the person responsible for coordinating tasks between us.

MUSI Response:

For overall account management, Linda Lee Lukas is the primary point of contact; and responsible for large project Service Request Proposals.

For day-to-day service requests for customer support, troubleshooting, etc., City of Fort Collins should contact Frank Anderson who will handle distribution of all work to the appropriate point of contact. Based on the daily demands, Frank will likely assign a designated point of contact in Customer Support to manage the requests to troubleshoot defects, triage problems, and communicate the status of priority issues.

Describe how service requests are handled between you and us.

MUSI Response:

The City will report issues and Project Change Requests (PCR’s) to the contact point from MUSI. If the City uses a defect tracking system, then it would be best if the assignment came via that system for the City’s tracking purposes. Regardless of how the issue is assigned, the issue will be logged into MUSI’s defect tracking system.

For PCR’s and System Changes: MUSI will review the request and work with the City to understand the requirements. An approach document will be developed that will outline the changes. The approach document will be reviewed with the City to ensure we are both on the same page about the high level design. The approach document will be estimated and the estimate will be provided to the City. If the estimate is approved, then MUSI will begin writing a functional specification. This will be in much more detail than the Approach. The functional specification will be reviewed with the City and updates will be made. Once the City approves the functional specification, MUSI will begin the coding and unit testing. MUSI will develop the code in the City’s development environment. MUSI Functional resources will develop a test case and once the coding is completed and applied to the development environment, testing will begin. Completed test cases will be delivered to the City. After testing has been completed, the MUSI technical lead will package the code and deliver it to the City for Check In. Once the code has been checked in and applied on the City’s testing environment, MUSI will provide testing and technical support on the modification as needed by the City.

For Defect Corrections: MUSI will triage the problem and work with the contact from the City to better understand the issue and the conditions surrounding the problem. MUSI and the City will agree to an estimated number of hours for triaging the issue. A MUSI resource will attempt to recreate the issue in a testing environment. If the issue can be recreated, then the information will be documented and a programmer will be assigned to correct the issue. MUSI will then estimate the changes required including coding, unit test and functional test. If the City approves the hours, then the development will begin. Once the issue is corrected and the code is applied to a testing environment, an MUSI tester will test the fix and document the testing results. The Technical Lead will package and check the code in with the City. MUSI will additionally provide the testing results for the City to review. MUSI technical and functional resources will also support the City’s testing effort as necessary.

Level of Support for Defects, Error Corrections, and Production Issues

Milestone provides a dedicated point of contact on a 24 x 7 basis to log issues with; and a dedicated team of resources to solve problems and support the Banner/Customer Suite system. The resources will include DBA’s, Functional Analysts, Technical Analysts, etc. MUSI then triages and fixes production problems.

“Priority 1-Severity 1” means an error such that the Software is not functioning; and Customer is unable to bill its customers.

“Priority 1-Severity 2” means an error in a time sensitive or mission critical function, e.g. payment application not operable, inability to perform budget billing, or an error precluding operation of the charge calculation process, or an error in the batch process function, e.g. inability to run the nightly batch window.

“Priority 1-Severity 3” means an error rendering mission critical applications partially inoperable, e.g. some accounts not completing billing, or inability to complete budget billing for some accounts.

“Priority 2” means an error that is not time critical, e.g. bad debt function not working, monthly GL feed not working.

“Priority 3” means an error that is cosmetic and not related to an important function, e.g. error in documentation, error in on-line help function.

Service Requests for Enhancements, Modifications, and Upgrades

If City of Fort Collins submits a service request for an enhancement, modification, upgrade to the CIS, technology upgrade, or implementation of a new interface, MUSI will estimate the hours to develop and implement the service request and submit to City of Fort Collins for approval. Once approved, the work will be started within 2 weeks.

Assumptions:

1. City of Fort Collins will be responsible for procuring any necessary software or hardware required for a 4.x upgrade.

2. City of Fort Collins has ownership of all source code for their current Banner installment; additionally City of Fort Collins owns production runtime licenses for any compilers or

development tools used in the source code development of the Banner application and these licenses are not contingent on City of Fort Collins relationship with a software vendor.

3. City of Fort Collins will provide a development environment with data recently cloned from Production. MUSI will develop corrections and enhancements in this development environment, and therefore will need complete access to apply forms, processes and database objects.

4. City of Fort Collins will provide MUSI with remote access to any Banner or Customer Suite environment to be supported by MUSI. This includes the front end application, as well as the servers and database. MUSI will be able to access and utilize other applications such as document repositories, defect tracking, log/lis file viewers, etc.

5. City of Fort Collins provides project team with knowledge of current installation and business processes (or access to them).

Rates and On-Site Reimbursable Expenses

and their billings. Each patient was given a unique identification number. Information on doctors

and their patients was stored in the database and forms were developed using SQL*Forms. The case

history of patients could be accessed from the database with the aid of their identification number.

Reports such as x-rays were tagged with a unique identification number and this information is stored

in the database for cross referencing. Special forms were developed for patients with discount cards,

insurance policies etc.

This system has been developed to maintain information about the book catalog of the library. Book

collection has been divided into various categories. This system allows the library to enroll new

Implemented a embedded system interfacing with CDMS switch that controls and

trasfers and generates the Routing information of all the Network Descriptor nodes

in a typical telecommunication network. The system was developed using XML, java

and C++ on Sun Sparc server. This embedded server allows analysts to generate

auto Routing directly from the switch to desktop and back to switch in real time.

This embedded system allows GUI interaction also to generate reports and analyse

the Q3-interface agent around which the functionality of the Agent is built. The
