A new edition of the single list of products subject to mandatory

The Customs Union Commission has decided to:

1. To approve a new version of the Unified List of products subject to mandatory

conformity assessment (attestation) of the Customs Union with the issuance of common

documents (attached , then - Single List).

2. Be declared void Single list of products subject to mandatory assessment (attestation)

of the Customs Union with the issuance of common documents , approved by the decision

of the Commission of the Customs Union on June 18, 2010 N 319 .

3. Previously issued by a single form certificates of compliance and adopted a

declaration of conformity for products for which the modified form of conformity in the Single

List, there are no re-registration until the expiry of their validity. Changing the labeling of

such products in the application of the marks of conformity is required.

Notes:

1. On the products included in the Single list of products subject to mandatory conformity

assessment (attestation) of the Customs Union with the issuance of common documents

(hereinafter - the single list), at the option of the applicant shall be issued certificates of

compliance are issued or the declaration of conformity according to uniform forms and (or)

certificates conformity or declaration of conformity in accordance with legislation of the

states - members of the Customs Union. On the products supplied from the third

countries, compliance certificates are issued or declaration of conformity in accordance with

the laws of the state - a member of the Customs Union or a certificate of conformity or a

declaration of conformity according to common forms. In this case, when you make a

declaration of conformity for a single form by the applicant may be registered in accordance

with the laws of the State - a member of the Customs Union on its territory a legal entity or

natural person as an individual entrepreneur, the manufacturer, or a person authorized by

2. Products not included in the single list shall be subject to mandatory assessment

(attestation) under the national legislation of the states - members of the Customs Union.

3. The certificate of conformity issued by a single form and a declaration of conformity for

the product at a uniform manner shall not exceed five years.

4. As one of the documents for the registration of the declaration of conformity for a

single form for the products included in the Common List can be used certificates of

conformity issued by the national systems of conformity assessment (certification) of states -

members of the customs union certification bodies (assessment (attestation)) included in the

Unified Register of certification bodies and testing laboratories (centers) of the customs

union.

5. Under the third party during the procedure of declaration of conformity of the products

included in the Common List, understood certification bodies (Assessment (confirmation))

and test laboratories (centers) are included in the Unified Register of certification bodies and

testing laboratories (centers) of the Customs Union.

6. At registration and issuance of certificates of compliance and registration of

declarations of conformity for a single form, the products included in the single list shall

apply interstate standards, national (state) standards states - members of the Customs

Union and the Common sanitary and epidemiological and hygienic requirements for goods

subject to sanitary and epidemiological supervision (control) and Common veterinary

(animal health) requirements applicable to goods subject to veterinary control (supervision) .

7. For the purposes of the Single List should be guided by product names and codes of

the Commodity Nomenclature of Foreign Economic Activities of the Customs Union.

8. The tests for the issuance of certificates of compliance and registration of declarations

of conformity for a single form is performed testing laboratories (centers) are included in the

Unified Register of certification bodies and testing laboratories (centers) of the Customs

Union.

9. The issuance of certificates of compliance and registration of declarations of

conformity for a single form for the products included in the Common List, perform

certification bodies (Assessment (confirmation)) included in the Unified Register of

certification bodies and testing laboratories (centers) of the Customs Union.

10. A single list of acts in respect of a particular type of product before the entry into force

of the single (s), technical (their) Regulations (s) for this type of product for the states -

1. The competent authorities of states - members of the Customs Union (hereinafter - the

authorized bodies) are preparing information to form a single list of products subject to

mandatory conformity assessment (attestation) of the Customs Union with the issuance of

common documents (hereinafter - the single list), and sent to the Secretariat of the

Commission of the Customs Union (hereinafter - the Secretariat of the Commission) said

information including copies of officially published documents that served as the basis for

inclusion of products in the universal list.

2. Secretariat of the Commission within ten days of receipt referred to in paragraph 1

hereof information from the authorities, forms the basis for its design of the Single List and

sends it to the competent authorities of the - of the Customs Union for approval.

3. The competent authorities shall, within fifteen days provide internal coordination of the

project submitted by the Single List. Agreed states - members of the Customs Union, the

Common project list approved by the Commission of the Customs Union.

4. A single list within five days from the date of its approval, be published on the official

Internet site of the Customs Union, the official sites on the Internet the competent authorities.

5. If you need to make a single list of changes, the competent authorities sent to the

6. Secretariat of the Commission shall organize the work in coordination with the

competent authorities of a draft of the Single List.

7. The agreed draft amendments to the competent authorities shall be approved by the

Commission of the Customs Union, within five days from the date of approval by the

Commission of the Customs Union published on the official Internet site of the Customs

8. Products excluded from the Single List of the date of entry into force of the single (s),

technical (their) regulation (s) for the states - members of the Customs Union for the
