To all foreign nationals living in Japan: “This will replace the Alien Registration System.” *Exact date of implementation will be announced at a later date A more convenient system for all foreign residents: Municipality-issued certificates (resident record copies, etc) will now list both foreign and Japanese household members. When you register a new address, this will automatically change your address for a range of government services, including National Health Insurance. If you change your status of residence or period of stay at a Regional Immigration Bureau, you will no longer need to separately notify your municipality of the change. Who will receive a ‘Resident Record?’ • Medium to long-term residents (those holding Residence Cards). • Special Permanent Residents (those holding Special Permanent Resident Certificates). • Persons granted permission for temporary refuge or provisional stay. • Persons who are may continue to stay transitionally in Japan by birth and those who have lost Japanese nationality. Ensuring a smooth transition to the new system… Starting from May 2012, your local municipality will provide you with a provisional resident record based upon the information on your Alien Registration Card. “This will replace the Alien Registration System.”

*Exact date of implementation will be announced at a later date

A more convenient system for all foreign residents:• Municipality-issued certi�cates (resident record copies, etc) will now list
