Meet the new Chairman – Mr Ang Wei Neng

How does Wei Neng sees his new job as Chairman? “I believe managing the Town Council is an extension of an MP’s duties.

And I think my experience in managing large organizations is transferrable.

“It’s important to always set clear goals and work towards them.

“I’ve learned that I can’t do everything myself. So I build a core team – with a shared vision – in each organization. The team then energizes everyone around them.” He said the ‘shared vision’ is critical. He would like to see everyone involved with the Town Council forging a shared vision with the residents, depicting the ideal Town we want to have.

He sees our Town as the second central business district of Singapore especially with the announcement of the Jurong In-novation District (JLD), a hub for high-tech industries.

“With the plans for the Jurong Lake Gardens, the Jurong Lake District, and now the JLD, I think we are no longer ‘ulu’. The whole of Jurong is becoming a

‘happening’ place,” he said. What changes does he hope to see? “I

would like to make it easier for residents to provide feedback, anytime, anywhere. When someone gives feedback, it isn’t a complaint – unless it’s about previous feedback that has not been resolved. I want to encourage feedback because the Town Council can’t be everywhere, and feedback is something we can use to im-prove and to learn how to work smarter.”

To make a difference“Feedback is something I’d like to see coming from our vendors, contractors and town councilors. While they’re going about their work, if they see something that is not right, they should give us feed-back – even if it’s not within their area of work. If we can get enough feedback from them, we can make a difference.

“At the same time, I’d also like to encourage residents to give compliments when they’re due, to encourage the people working for them to do an even better job. As Singaporeans, I think we’re

Beliau melihat Bandar ini sebagai Ka-wasan Pusat Bandar kedua Singapura teru-tamanya selepas diumumkan pembangu-nan Kawasan Inovasi Jurong (JLD), sebuah hab untuk perusahaan berteknologi tinggi.

And what can we Townspeople do to help Wei Neng in his new job? “Give constructive feed-back. And try to volunteer, so we all have a stake in improving the estate together.

“I actively recruit people to join me on my walkabouts and I find that just by joining in, they get great satisfaction. Taking the first step is always difficult, but there is great joy to be found in volunteering. I would like to see one in ten of our households com-ing forward to volunteer in one way or another.

“It’s doable.”

“Dengan pelbagai rancangan untuk Ta-man Tasik Jurong, Kawasan Tasik Jurong, dan kini JLD, saya fikir kita tidak lagi ‘ulu’. Seluruh kawasan Jurong kini men-jadi tempat yang ‘semarak’,” katanya. Apakah perubahan yang beliau ingin lihat? “Saya ingin menawarkan kemudah-an kepada penduduk dalam memberikan maklum balas, pada bila-bila masa, di mana-mana. Apabila seseorang memberi maklum balas, ia bukan satu aduan – ke-cuali ia berkaitan maklum balas terdahulu yang belum ditangani. Saya ingin meng-galak maklum balas kerana Majlis Banda-ran tidak boleh berada di semua tempat, dan maklum balas adalah sesuatu yang kita boleh manfaatkan untuk memperting-kat dan belajar untuk bekerja lebih bijak. Ia adalah sesuatu yang saya ingin lihat dari pihak penyedia khidmat, kontraktor dan ahli majlis. Sedang mereka bertugas, jika mereka melihat ada sesuatu yang tidak kena, mereka harus memaklumkan kepada kita – meskipun ia bukan dalam lingkungan kerja mereka. Jika kita mener-ima maklum balas yang mencukupi, kita boleh membawa satu kelainan.”

Saya giat menarik penyertaan orang ramai untuk menyer-tai saya dalam lawatan saya dan saya dapati, apabila mereka turut serta, mer-eka beroleh kepuasan. Mengambil lang-kah pertama selalunya sukar, tetapi ia adalah sesuatu yang menceriakan apa-bila kita berkhidmat sukarela. 刚上任的市镇会主席洪维能先生如何看待他的新职责？“管理市镇会是国会议员责任的延伸。我有

幸管理过几个大机构，这些经验对管理市镇会，有一定的帮助。”

“我明白团队的重要性。以往，我总会和机构里的核心队伍，一同与全体团员打造大家可以认同的愿景，然后群策群力，向目标前进。”他说“共同愿景”极其重要。他希望每个参与市镇会工作的人，能与居民一起努力，共创愿景，打造一个理想的市镇。

随着政府宣布开发一个高科技产业园区——裕廊创新区，裕廊已逐渐成为新加坡第二个中央商业区。

他说：“政府宣布发展裕廊湖花园、裕廊湖区后，又公布裕廊创新区计划，所以裕廊 不再落人之后，而正蜕变成为一个充满活力的地方。”他希望看到哪些变化呢？“我希望市镇会能提供一个方便的管道，让居民可以随时随地提供反馈。当有人提供反馈时，不应被视为投诉，除非那是之前还未解决的反馈。由于市镇会不能无所不在，所以我积

与新主席洪维能坦诚交谈极鼓励居民反馈，以鞭策我们不断改善和学习如何更有效地服务居民。我希望我们的供应商、承包商和市镇会代表能在执行任务时，看到不妥的地方，不管是不是他们的工作范围，都向我们提供反馈。如果我们有足够善意的反馈，市镇会就能更有效地执行它的任务。”

“此外，如果市镇会的员工表现好，我也希望居民们能不吝啬地表扬他们，以鼓励他们做得更好。”

勇于改变身为这个市镇的一分子，我们又能如何协助新主席呢？“提供建设性的反馈，还有加入义工行列，这样我们才能同心协力改善市镇。我在走访社区时，常常积极邀请居民参与。踏出第一步往往是非常困难的，然而当你开始义务服务时，你将享受极大的喜悦。我很希望每十个家庭当中，会有一个家庭的成员能参与义工活动，一起打造一个美好的家园。”

We RememberOn 23 March, residents from all

over our Town came to join their MPs and grassroots leaders in

planting a grove of Pink Mempat trees between the north shore of Jurong Lake and Boon Lay Way. Everyone agreed: it will be very appropriate memorial.

“It’ll be a nice place for people to walk around and remember Mr Lee Kuan Yew – because he is the one who started it all,” said Mr Richard Koh, Vice Chair of the the Bukit Batok SCEC.

Mr Lee started the tree planting that has made Singapore a city in a garden today by planting a Mempat in Farrer Circus in 1963. “We’re doing something he did for us before,” said Jovita Gowidjaja, a prefect at Bukit View Primary School.

DPM Tharman Shanmugaratnam spoke of Mr Lee’s constancy in wanting to im-prove things. “The key is to persist. What we have today is what we’ve done over 50 years – and what we’ll do in the next 50 years. Constantly improving.”

Project Big Heart

Mr Tharman and Mr Ang Wei Neng encouraged the seniors taking eye tests. The project included free cataract screening for fifty seniors by Atlas Eye Specialist Centre.

On 28 February, hundreds of Jurong seniors re-ceived free health checks

and consultations at the commu-nity plaza by Block 316 Jurong East St 32. It was the second Project Big Heart, and it was bigger.

In addition to free medical consultations and medicine for the needy, it included cataract eye screening, health screening and a health talk, open to all who live in Jurong.

Jurong Central grassroots organisations, Fullerton Healthcare and Loving Heart Multi-Service Centre joined forces to provide the services. DPM Tharman Shanmugaratnam thanked the many volun-teers who gave their time and expertise to make it happen.

“This is what we do in Singapore. The government is involved but the community is also involved. This is the best way to take care of our health needs.”

Jurong East Community Health Centre

(JECHC) held an Open House on 30 January. The first hundred to register were given health checks that covered

blood glucose, blood pressure and iron deficiency anaemia.

In addition the first 20 referred by a doctor could get digital retina photography and diabetic foot screening, even highly subsidised mammography.

SATA’s JECHC, opened in 2013, is a doctor-less medical centre that provides a host of health screening and monitor-ing services for the chronically ill who are referred to it by their GP, hospital or other healthcare provider.

It’s a convenient, affordable place for chronic disease management of hyperten-sion, diabetes and other problems experi-enced by the elderly.

Ms Grace Fu with Dr. K Thomas Abraham,CEO of the Singapore Anti-Tuberculosis Association, known nowadays as SATA CommHealth. They toured both the Health Carnival and the Clinic at Block 229 Jurong East Street 21.

The Day Out is an annual event by the South West CDC to educate and en-gage residents in improving personal

hygiene and public health standards, cel-ebrate environmental efforts in the district and promote conservation measures to mitigate climate change.

The eleventh Day Out was held on 31 January,2016, at the Hong Kah North

CC and was hosted by Ms Low Yen Ling, Mayor of South West District.

Mr Masagos Zulkifli, Minister for the Environment and Water Resources, was the Guest of Honour and launched Singa-pore’s first District Energy-Efficiency Chal-lenge, Power Savers-for-Charity.

Volunteers fanned out across all 17 divisions in the South West District and went door-to-door to share tips on how to win, for charity, in this three-month energy reduction Challenge.

The Minister then presented the South West District Public Health Awards which recognise those who have exhibited exemplary behaviour in achieving the CDC’s three public health goals:• a litter-free environment;• clean, dry and sparkling toilets; • a community that does not spread bugs.

All in, the Jurong family won three awards: Bukit Batok Division won the “A Litter Free Environment” award for the highest level of ownership while Yuhua Village market and food centre and the JEM shopping mall won “Clean, Dry & Sparkling Public Toilets” awards.

The new service 667 offers a direct connection between Clementi/Dover and the Central Business District

We were up bright and early on Tuesday,

8 March, to welcome the first bus in the new City Direct service 667. We gathered at the bus stop in front of Block 377 Clementi Avenue 5 just after 7am. Dr Tan Wu Meng came to join us and gave out EZ-Link cards as souvenirs. When the first bus pulled in at 7.50am, he cut the red ribbon to launch the service. 

Weekday Morning service, at 7.45am and 8.00am except on public holidays, starts at Block 308 Clementi Avenue 4.

Weekday Evening service, at 6.20pm and 6.35pm except on public holidays, starts at Marina Bay Stn on Central Blvd.

Clementi now has a City Direct bus!The service goes to five

stops in Clementi to pick up passengers, before travelling pass Common-wealth Avenue West to Do-ver Avenue / Dover Road for another four stops. Then it’s straight down the Ayer-Rajah Expressway (AYE) to four drop-off stops at Anson Road / Robinson

Road and Marina Boulevard. Operated by Tong Tar Transport, the

service runs that route twice in the morn-ing and twice in the evening on week-

days - with four pick-up stops on Central Boulevard and Shenton Way in the eve-ning. Getting to your office downtown has never been so easy!
