HARYANA KISAN AYOG HARYANA KISAN AYOG Newsletter The Prime Minister of India has recently called upon planners, scientists, farmers and other stakeholders to take necessary initiatives to double the farmers' income by 2022. This call carries clear message to strengthen agriculture sector in order to alleviate rural poverty and enhance purchasing power of farmers and youth which, ultimately, would work as game changer to uplift the overall economic growth of the country. Although doubling the farmers' income in the State in a stipulated period is a challenge, yet the State Government has taken this challenge as mission to achieve the target. In order to enhance the income of the farmers, an integrated and intensified farming system with on-farm processing, along with fixation of minimum support price (MSP) and procurement policy; not only for cereals but also for pulses, oilseeds, horticultural and vegetable produces are needed. There is also a need for creation of unique branding of the farmer produce, such as “Basmati Rice”, Dabawali Kinnow” “Jhajjar Guava” etc. Our farmer products should popularize properly to increase their demand in the global market. Hence, cost-effective rural based value addition technologies for producing quality products, including their storage/packaging should be adopted. Further quality control & testing laboratory back-up to meet national and international food standards for domestic consumption and export should also be created. Alternative models of marketing like producers' organi- zations and producers' companies to impart bargaining power, bypass middlemen and fetch better prices for farm produce, mecha- nism like producer- industry linkage will be highly helpful in this endeavor. The Prime Minister of India has

Dr. Ramesh Kumar Yadava (Retired Prof.) from CCSHAU, Hisar has joined as Chairman, th Haryana Kisan Ayog on 25.11.2016. Born on 4 July, 1953 in village Nangal Pathani District Rewari,

Haryana, Dr. Yadava did his initial schooling in native village and B.Sc. (Hons.) Agri. and Ph.D. from CCSHAU, Hisar and got scholarship from HSAMB and ICAR. He started professional career as Assistant Scientist (Genetics) on April 8, 1976. He holds vast experience in administration and academics. He has more than 37 years experience in the university including fifteen years of professor and over six years as Prof. & Head, Dept. of Genetics as well as Head, Forage Section in Dept. of Genetics & Plant Breeding. He, as a course Director of winter school sponsored by ICAR and Training Director for farmers under RKVY imparted training to scientists from various institutes and to farmers, respectively. He guided eight students as major advisor and about seventy as member on the advisory committees. He had been subject expert for screening and selection committees for awards and faculty positions at several Universities. He participated in many symposium/seminars/conference/workshop of National and International levels. He published three teaching manuals and edited one course compendium besides several technical reports/research papers/ popular articles/pamphlets and also delivered invited lectures and radio talks etc. He also registered eight genetic stocks with NBPGR, New Delhi. He was a non–official member on the Board of Management of CCSHAU, Hisar for the period from Jan. 2015 to Nov. 2016. He was actively involved during Guru Teg Bhadur Shaheedi Sandesh Yatra organized for National Unity. He also participated in Save Campus Movements during 1990s and actively associated for the issues focusing on Nation's interest/priorities. After superannuation from University on 31/7/2013, he has been 'Vaanprasthi kaaryakarta' as Pranth Pramukh for Gau-Samvardhan & Gau-Raksha Aayam (VHP) and has been advocating and motivating farmers to adopt farming based on Gau-Vansh since 2013.

Dr. Shyam Bhaskar joined as Member, HKA

Dr. Shyam Bhaskar, B.V.Sc. & A.H. from CCSHAU, Hisar has joined as Member of Haryana Kisan Ayog on 25.11.2016. He has got exposure to farm management from Denmark after graduation. He has got vast experience of working with several multinational companies. He had been associated with several organizations such as Haryana and Delhi Vet. Association, Poultry Federation of India, Gau-Vikas Board and Khoya-Mava committee, Dehli Government, Industry and Association of Faridabad. He had been President of BJP's Kisan Morch during 2010 and had been member of National Executive of BJP's Kisan Morcha for two terms in 2010 and 2012. He was also Co-Convenor, Laghu Udhyog Prakoshth of BJP Haryana. He has been working for welfare of farmers for last 35 years.

Dr. Rajender Singh Balyan joined as Member, HKA

Dr. Rajender Singh Balyan belongs to village Majri, District Jhajjar, Haryana and got educated in Delhi and Haryana. He served CCS HAU, Hisar as scientist/professor, Director counselling & Placement, Director Student’s Welfare and retired as Project Director on 30 June, 2012. His 38 years academic and administrative experience resulted in publishing of 275 scientific papers in International and National Journals and also brought more than 50 recommendations (in use) for the farmers of Haryana /India. His Ph.D. (Weed Science-Agronomy) and other research work has been published in USA, UK, Germany, Hungary, Philippine and in many International Conferences/Workshop/Seminars proceedings & journals.

During study and service Dr. Balyan won many prestigious awards like Ph.D. - Merit Award (Gold Medal) 1985, AHRD-FAO-1998, National Fellow-ISWS (2004-05), National Gold Medal-ISWS(2008-09). He had been expert -member of Public Service Commission of Rajasthan, Himachal Pradesh, Punjab and of many selection commit-tees in India. Also, he was member of National Research Advisory Committee of DWSR, Jabalpur for 3 years. Besides excelling in academics, he remained a brilliant sports person (National VollyBall Player). The credit of

thestablishing CCS HAU Alumni Association only goes to him. On 25 Nov., 2016 he joined our esteemed organisation - Haryana Kisan Ayog - as member.

Farmers' Training at HAIC, Murthal

A farmers' training on Mushroom cultivation was

organized by Haryana Agro Industry Corporation Murthal th

on 5 December, 2016. Dr. Ramesh Kumar Yadava,

Chairman, Haryana Kisan Ayog, was the chief guest at the

inaugural function of the programme. Dr. Ajay Singh

Yadav, Director, HAIC welcomed the chairman and other

dignitaries. He briefed about the activities and achieve-

ments of the centre and stressed upon the promotion of

mushroom cultivation in the State. He told that electricity

is the major problem for mushroom growers as mushroom

cultivation required continuous supply of electricity and

opined that 24 hrs supply of electricity to mushroom

farmers should be ensured as per the agricultural rates. He

also suggested that storage, grading, packaging and

marketing facilities should be provided to meet out the

quality standards. Some farmers raised their concern

about the fire in the mushroom sheds and requested for its

solution. They also wanted better policy support and

subsidies for mushroom farming.

Dr. Ramesh Kumar Yadava, Chairman, Haryana

Kisan Ayog, giving his inaugural address, emphasized that

doubling the farmers income by 2022 is a challenge for the

State Government and we take this challenge as a mission

in the State. He said that enhancing agricultural productiv-

ity and profitability requires skill development of youth,

including women, as they are major work force in agricul-

ture. Up-skilling is, in fact, urgently required for faster

adoption of new technologies and promotion of secondary

agriculture. He also opined that mushroom cultivation and

Bee-keeping may set a mile stone in doubling the farmers'

income in the State and these should be adopted with jet

speed by the farmers. He stressed that agricultural market-

ing, employment generation and technology adoption are

fast emerging issues and therefore dynamic planning is

required. He further emphasized to develop technologies

to reduce the cost of cultivation and improve the quality of

the products.

Flaging off the Rally on “Beti Bachao Beti

Padhao” at Hisar A Social awareness rally was organised by R. C.

thSenior Secondary School, Hisar, on 5 December, 2016

with a motive to make people aware about some hot and

fuming issues of the society like water conservation,

female foeticide, Beti Bachao Beti Padhao, Gauraksha,

cleanliness campaign and environment protection. The

rally was flagged off by Dr. Ramesh Kumar Yadava,

Hon'ble Chairman, HKA, was the chief guest on this

occasion. The other dignitaries present at the event were

Chairman of R C Society, Capt Roop Chand Yadav, Rao

Manohar Singh, M. C. Prahlad, Pratap Verma, Dalbeer

Singh Panghal, Surender Panghal, D. P. Yadav and

Mange Ram Yadav.

Dr. Ramesh Kumar Yadava said that the govern-

ment's 'Beti Bachao, Beti Padhao' campaign is a way

towards women empowerment. Daughters should be

raised and educated properly so that they are able to

play their rightful role in society,” he said. He was

happy to share the current scenario that Haryana has

shown visible improvements in sex ratio at birth (SRB).

He also urged people to maintain cleanliness in their

surroundings and maintain the same enthusiasm

throughout their life. He said that water conservation is a

dire need of the time and we have to focus on “More Crop

per Drop”. His encouraging words worked as an eye

opener for the audience who pledged to serve the mother

earth for better future.

A farmers’ meeting on a cashless transaction, Pradhan Mantri Fasal Bima Yojna, and soil health cards was organised by the Dept. of Agriculture and Farmers

thWelfare at Anaj Mandi, Farukhnagar (Gurugram) on 10 December, 2016. Dr Ramesh Kumar Yadava, Chairman, HKA was the Chief Guest. The other officials present at the event were Dr. R.S.Balyan, Member, HKA, Deputy Director of Agriculture, Dr. Pratap Singh Sabharwal, Dr. K.K. Yadav, Co-ordinatior, PVK (LUVAS) Gurugram, Rao Maan Singh, President Kisan Club, along with huge number of farmers.

Dr. Yadava emphasized on some of the problems being faced by farmers, and suggested their possible solutions. He assured the farmers to take up the issue of canal water to the decision makers in the Govt. as this is the most acute problem of the farmers of South Haryana. If this canal water reaches to the needy farmers, then the saline fields can be converted to the fertile land and hence farming can bring handsome profits to the farmers. He was appreciating the Hon'ble PM Narendra Modi's move of demonetization. The Chairman, HKA said that this positive initiative has strengthened the infrastructure of Indian economy. He urged farmers to support the Government in adopting cashless transaction. Elaborating the benefits of Pradhan Mantri Fasal Bima Yojana, Dr. Yadava said that the farmers should switch over to insuring their crops as the premium to be paid by farmers has been brought down considerably to only 2 per cent for kharif and 1.5 per cent for rabi crops. He also appealed to farmers for effectively using their soil health cards. Dr. R. S. Balyan, member of HKA emphasised on Integrated Farming System adoption by farmers. He also said that HKA will play a key role

between farmers - Institution & Government for bringing prosperity in the State.

Kisan Mela at Village Daroli, Rewari

Kisan Mela was organised by the Dept. of Agriculture and Farmers' Welfare on the theme of

thAdvanced Farming in village Daroli, Distt. Rewari on 11 December 2016. This event was organised under the ATMA scheme where an agricultural exhibition was showcased for farmers to enlighten them with the informa-tion about the modern technologies being used in agricul-ture. Chairman HKA, Dr. Ramesh Kumar Yadava was the chief guest on this occasion and Swami Shrnanand, Daroli Ashram, was the special invitee. The other officials present at the event were Deputy Director of Agriculture, Dr. Rohtash Singh. Scientists from KVK, Bawal, ADO's, Horticulture Development Officers, officials from Animal Husbandry Dept. and large numbers of farmers from adjoining villages. In his inaugural address, the Chairman, HKA encouraged the farmers to adopt organic farming in a scientific way. He said that we have to move from

Dignitaries present in the district level farmer fair at Mahendergarh

traditional agriculture to modern agriculture, which includes crop diversification, protected cultivation, Integrated Pest Management (IPM), Integrated Nutrient Management (INM), organic farming, peri-urban farm-ing, natural resource management etc.

He stressed on the need to understand the modern agriculture tools and techniques and practising organic farming and beekeeping for enhancing farm income as price and demand of organic farm produce is increasing in the market. Dr. Rohtash also urged the farmers to adopt

Integrated Pest Management (IPM), and made an appeal to scientists to help farmers understand these advanced farming practices. Dr. Chander Bhan (VS) illustrated various schemes being run by the Animal Husbandry Dept. and told farmers to rear native breeds of cow as several benefits are associated with it.

District level Farmer Fair at Mahendergarh

A District fair and exhibition was organized by the Agriculture and Farmer Welfare department in the campus of Sub Divisional Officer of Agriculture at Mahendergarh on 17. 12. 2016. The fair was chaired by Dr. Ramesh Kumar Yadava, Chairman, Haryana Kisan Ayog. Dr. R.S. Balyan, Member HKA and other dignitaries were also

present. Approximately, 2000-2500 farmers participated in the programme. Dr. Parveen Kumar Gulia welcomed all the dignitaries. He informed the farmers about cashless transaction and Fasal Bima Yojana in details. At this event expert from agriculture department and KVK gave information regarding development and new technique to the farmers. Various companies of seed, fertilizer & pesticides exhibited their stalls in the fair. Besides these agriculture implements and tractors were also exhibited. Various NGO's also exhibited their products which were the centre of attraction. The products from Gau Mutra prepared by Bhojawas Gausala also attracted the visitors.

Concluding the event Dr. Ramesh Kumar Yadava emphasized upon to double the income of the farmers by 2022. He also interacted with the farmers about cashless transaction. Chairman HKA planted the sapling in the SDO Agriculture campus and inspected the fair and exhibition.

At the end Dr Ajay Yadav thanked all dignitaries and farmers.

Sawarna Jayanti Fruit Expo at Mangiana,

Sirsa

Horticulture Department, Haryana organized a Sawarna Jayanti Fruit Expo at centre of excellence for

thfruits, Mangiana, Sirsa on 30 December, 2016. Sh. O. P. Dhankhar, Hon'ble Minister of Agriculture, Haryana was the chief guest on this occasion and Dr. Ramesh Kumar

Yadava, Chairman Haryana Kisan Ayog was the guest of Honor of this expo. Other dignitaries shared the dias were Dr. R. S. Balyan, Member, Haryana Kisan Ayog; Dr. Arjun Singh Saini, Director General, Department of Horticulture, Haryana and Dr. B. S. Sehrawat, Managing Director, HSHDA. Beside these about 1000 farmers also participated in this programme.

Dr. A. S. Saini told that at this centre, an Indo- Israel Project was established on 72 Acres of land on which different varieties of citrus fruits, pomegranate, guava and dates were planted. Various progressive farmers' exhibited different varieties of fruits like kinnow, guava, pomegran-ate and strawberry and awards were given to the farmers for best quality production of fruits and various kind of products. In his inaugural address Sh. O. P. Dhankhar, Hon'ble Minister of Agriculture, Haryana appreciated the hard work of Horticulture Department for making one of the best centres in the country. He emphasized upon the promotion of processing and value addition of fruits, vegetables, spices and livestock products befitting inter-national quality standards. He stressed upon the dire need of marketing of such produce and emphasized that agricul-tural marketing can play an important role in increasing income of the farmers. It guarantees better prices to the farmers for their produce and motivated them to invest more in production process. He also said that farmers must sell their produce with a unique Brand Name and it may be advertised properly. He motivated the farmers and told that produce of our farmers should reach the VIP table and it is not an impossible task. It is very easy for the farmers of Haryana State as they are very hardworking and innova-tive. Dr. Ramesh Kumar Yadava, Chairman, HKA said that increasing farmer income by 2022 is a mission for the planners, scientist and for the State govt. and we can achieve this target by adoption of high-tech agricultural technologies, organic farming, horticulture, vegetables and peri-urban farming. We must move towards diversifi-cation of agriculture with high income generating alterna-tives.

In this fruit expo, a total of 52 awards were pre-sented to the officers of Horticulture Department and progressive farmers by Hon'ble Agriculture Minister Sh. Om Prakash Dhankhar. The award money for the best exhibition at the fair was ` 21 thousand and `11 thousand for the first and second position, respectively. The farmers were awarded with cash prize for the best value added products made from the fruits.

Swarna Jayanti Mega Vegetable Expo at

Gharaunda, Karnal

A mega vegetable expo was organised on the eve of golden jubilee celebration at Centre of Excellence for vegetables, Gharaunda, Karnal on 19 December, 2016. Chief Guest of the occasion was Hon'ble Agriculture Minister Sh. Om Prakash Dhankhar and Chairman, HKA, Dr. Ramesh Kumar Yadava and Sh. Harvinder Kalyan, MLA, Gharaunda and Chairman, HAFED was the special

guest on the occasion. Other dignitaries on the stage were Dr. Arjun Singh Saini, Director General, Department of Horticulture, Haryana and Dr. B. S. Sehrawat, Managing Director, HSHDA and Dr Satyender Yadav, Dy. Director Horticulture and incharge Centre of Excellence for Vegetables Gharaunda. Dr. Arjun Singh Saini welcomed the agriculture minister and other dignitaries and briefed about the activities and achievements of the centre. Hon'ble Agriculture Minister told that farmers should be educated about value addition of their produce through grading, cleaning, sorting and packaging. Post harvest

management and branding of products are crucial for profitability. Besides capacity building of farmers through education and training, technological back-up should be provided to the farmers. Processing needs special atten-tion through incentives, special packages, trainings in processing, value addition and marketing of the produce. Establishment of service centers, farm producers' organi-zation and facilities of marketing of small scale agro-

Beekeeping, fisheries, poultry, dairy and organic farming is the need of the time. In the current scenario of the state agriculture several second generation problems particu-larly depletion of natural resources, low organic carbon in soils, deficiency of various major and micro-nutrients, declining water table in rice-wheat cropping areas, decreasing availability of good quality water for irrigation are posing serious challenge in agriculture. Overuse of the fertilizers and pesticides should be discouraged as it has serious impact on environment and human health. Hence, promotion and adoption of organic farming practices are the requirement of current era. Sh.Harvinder Kalyan, MLA, Gharaunda and Chairman HAFED appreciated the efforts and hard work of the farmers who showcased their innovating methods of farming. He said that farmers deserve the right price for their produce and for this purpose provision will be made to eliminate the middle man. Modern technologies and quality organic produce was the centre of attraction for the farmers in this expo. Along with different varieties of vegetables, farmers showcased honey and mushroom in different categories. Addressing the farmers on the occasion, progressive and innovative horticulture farmers along with hard working horticulture officers were awarded with cash prizes on this eve.

Chairman, Haryana Kisan Ayog honoured

at his native town Rewari

Dr. Ramesh Kumar Yadava, Chairman of HKA, on reaching his home town, Rewari (Haryana) was honored by the members of various organisations and institutions

thof the town on 4 December, 2016. The programme was organised as a token of appreciation for Dr Ramesh Kumar Yadava as he has been a mentor and an ideal for the local youth of Rewari. He originally belongs to village Nangal Pathani, Distt. Rewari. Retd Ex.En. R. S. Yadav presented him a turban and a shawl valuing his gratefulness. He was showered with respect and love from various other departments too like Dept. of Agriculture; Dept. of Animal Husbandry; Agriculture Science Centre, Rampura; Distt. Petroleum Association and Haryana Kisan Union. The audience was made aware about his achievements in life so far. He has given his seamless services throughout his life in uplifting the status of farmers and served CCS HAU, Hisar as a renowned scientist since 1976. He was Head of the Dept. of Genetics and Forage Section, Dept. of Genetics and Plant Breeding. He also served as Chairman of All India Students' Council from 1993-1996. He has also been a Member of the Board of Management of CCS HAU, Hisar for the period from Jan. 2015 to Nov. 2016.

On this occasion, BJP state Vice-President, Dr. Arvind Yadav, District Chief, Sh Yogendra Paliwal, Sh Satish Khola, RSS Zila Sanghchalak, Sh Ajay Mittal, Deputy Director of Agriculture, Dr Rohtash Singh, Dr. Rajkumar,

Dr. Kapoor Singh, Sh Anil Yadav, Sh. Kailash Saini, Sh. Chetram Saini, Sh. Rajkumar Gera, Sh. Sachin Malik, Dr. Chandra Bhan Soni were present. Speaking on the occa-sion, Advocate Ravinder Gujjar said that farmers of Haryana will surely be benefited as several welfare schemes will be initiated by the efforts of Dr Ramesh Kumar Yadava. He said that we all are hopeful that he will make every possible move on his part to uplift farmers. Dr. Ramesh Kumar Yadava, Chairman, HKA inaugurated the POS machine at the Barwala, Panchkula Centre of Haryana Seed Development Corporation (HSDC) on December 8, 2016 and apprised the farmers regarding its benefits. Speaking on this occasion, he welcomed the steps taken by the Prime Minister of India to promote Cashless Transaction in the country to eliminate the corruption.

The Yamuna Kissan Club of Dis t r i c t

Yamunanagar came into existence in 2006 under the

guidance of Department of Agriculture, Haryana. First th

meeting of Kisan Club was held on 8 April, 2006 in the

conference hall of Mini Secretariat and Shri Karan Dev

Kamboj was unanimously elected President of this

club. With the help of Officers/Functionaries of

Department of Agriculture, this club was registered thon 15 June, 2006. After that Shri Sunil Partap Singh

was anonymously elected President of this club in June, th2014. A meeting of the club is organized on every 10

day of each month under the chairmanship of Deputy

Director Agriculture and the officers of the Department

of Agriculture, Horticulture and Animal Husbandry are

active participants of the meeting. The Main objec-

tive behind establishing the club was to mitigate

farmers' problem and strengthen their spirits at the local

level.

This Kisan club has made so many achievements

after its coming into existence. The members of the club

along with other farmers participate in Kisan melas,

discussions, farm darshan and training programmes.

Visits are also organized to see the latest technologies

being adopted by farmers of other States. The club gives

emphasis on making farmer aware about the importance

of soil and water testing, water harvesting and efficient

use of water. The club also gives more emphasis on

Mushroom production, Honey Beekeeping, Poly house,

Vermi compost, use of happy seeder for wheat showing,

Direct seeded rice and use of drip irrigation in sugarcane

production. The impact of efforts made by this club is

that the members of the club have started adopting and

promoting diversification in agriculture. Many of the

farmers are now doing organic farming also.

Kisan club has opened a farmer outlet on

15 January, 2016 to increase the income of farmer and

gave fruitful results. Kisan club has trained two

persons from each village of Yamuna Nagar district

with the help of Agriculture department and KVK. Both

the person disseminates the technology and timely

enlightened about various State and Centre sponsored

schemes to the farmers. The members of the club

have also made a request to the Government of

Haryana and Haryana Kisan Ayog to provide suitable

building for the office and meeting space to various

Kisan Clubs for efficient working and ultimately, to

make the club useful in making agriculture a science

Shri Surender Kant S/o Sh. Tirlok Chand, aged forty seven years is a progressive and innovative farmer of village Mohna, District Faridabad. He did graduation from Maharishi Dayanand University, Rohtak. He also got a professional degree in computers and joined a job in corporate sector. But due to having keen interest in

agriculture, he left the job and joined hands with his father in agriculture to earn his livelihood.

Earlier Mr. Surender was cultivating sugarcane by traditional methods. In his first attempt he got 250 Quintals/ acre but he was not satisfied as he was aware that farmers in Maharashtra and Gujarat are able to produce 1000 quintals per acre. So, he visited Gujarat and Maharashtra. He also gained knowledge by taking several trainings from IARI, SBI, Karnal; IISR, Lucknow, CCSHAU, Hisar; KVKs and State Department. He sowed one eye set of sugarcane seed in his fields. having forty one rows in one acre plot and in one row he grow two hundred sixty four plants of one eye sugarcane. The distance between each row was four feet. By using of one eyed seed only eight to ten quintal seed was required as compared to the traditional method of

having 30-35 quintals of three eyed set of sugarcane. He got excellent yields in his field.

He has been honoured with several national and state awards from various foundations which comprise M. S. Tyagi Foundation; National Skills Foundation of India; Sugarcane Breeding Institute, Karnal; Indian Institute of Sugarcane Research, Lucknow; ICAR New Delhi, CCSHAU, Hisar; Chattisgarh Govt.and the State department of Agriculture, Haryana. He did farming of wheat, paddy, garlic, gram, mustard, barley, peas, potato, cucumber and moong as intercropping. His farm has now become a center of attraction for all the dignitaries who visit Haryana and a center of learning and source of inspiration for the farmers. He suggested that the

Government of Haryana should take steps to transform agriculture as an exciting profession by facilitating farmers with latest machines and tools and also by linking farmers with market. He is also of the opinion that mechanization of farms can help in earning good profit and it will also help in attracting the rural youth in agriculture

Dr. Ram Nath Arora, Former Professor of Plant Breeding at CCSHAU, Hisar has joined as Consultant in Haryana Kisan Ayog on 09.11.2016. He has got 35 years experience of working on breeding of various field crops including forages and pulses. He had taught various courses to UG and PG students’ of Department of Genetics and Plant Breeding and guided 5 M.Sc. students of Genetics and Plant Breeding. He has got 235 publications to his credit. He had been recipient of coveted ICAR team award “Rafi Ahmad Kidwai Memorial Prize” for outstanding contribution in the field of Genetics and Plant Breeding. He got 3 months International Exposure of visiting USA under AHRD-FAO sponsored training programme during 2000.

1. Horticulture Department budget outlay in 2015-16

was `22355.01 lacs with an expenditure of

`15793.38 lacs. For the year 2016-17, Govt. has

increased its budget to `37844.45 lacs. Under

Flagship programme of Mission for Integrated

Development of Horticulture (MIDH) an amount of

`17710.00 lacs has been kept for backward and

forward integration. An amount of ̀ 6886.15 lacs has

been incurred upto November, 2016.

2. To boost research activities in horticultural crops,

Govt. has established Horticulture University in

Karnal. An Act has been passed and Govt. has kept

`50.00 crore during the year 2016-17.

3. Govt. has prepared “Horticulture Vision” to double

the area and three times the production in 15 years by

2030. It has been envisaged that 15 percent of the

total cultivated area shall be brought into horticulture

from 7.5 percent at present.

4 Govt. has declared 340 “Baagwani Villages” in 140

Crop Clusters and under Swarna Jayanti Yojna, a

Crop Cluster Development Programme (CCDP) has

been prepared for these villages and Govt. is propos-

ing to invest Rs. 510 crore under this project for crop

diversification and to increase farmers' income.

5. Govt. has signed a MoU with Department of

Agriculture, IOWA State, USA on 8th August, 2016

to promote agriculture and transfer of technologies.

Another MoU was also signed on 4th September,

2016 with an US firm for Establishment of Post-

harvest Management Centre in Fruits and Vegetables

that will help in branding, packaging and marketing

of produce especially “Haryana Fresh”brand.

6. Govt. is establishing Center of Excellence in each

district of the State. Three Centres have already been

established one each at Karnal, Sirsa and

Kurukshetra. One more center is to completed by

March, 2017 at Shahabad, Kurukshetra and work on

other two centres one each at Jhajjar & Narnaul has

been started. Other centres shall be taken up in the

next year.

7. To promote collective marketing of horticulture

produce, Govt. has formed 20 Farmers Producer

Organization to cover 20 districts with 672 no. of

Farmer Interest Groups (FIGs) having 12151 no. of

farmers to benefit them directly under different

Govt. schemes. These farmers shall also be linked

with mKisan portal for direct transfer of technical,

weather and marketing information.

8. Horticulture Department was given GlobalAgri-

culture leadership Award 2016 on 8th Sept-ember,

2016 for taking visionary policy initiatives and

significant achievements in this sector.

9. Govt. has prepared a special scheme for Shivalik

Area and providing 75 percent special assistance to

farmers for promotion of horticultural activities

10. Govt. is promoting water saving techniques on

large scale. During 2015-16 an area of 3116hectare

has been covered under drip & sprinkler irrigation

system with assistance amount of ̀ 2000.45 lacs and

152 water tanks were also constructed with assistance

amount of ̀ 588 lacs. In the year 2016-17, an area of

15,230 hectare shall be covered under drip and

upto November, 2016, 687 hectare area has been

covered, whereas, 103 tanks has been constructed

out of targeted 145 nos.

11. Govt. is promoting poly houses and during 2015-

16 an amount of ̀ 4465 lacs was given as assistance

to cover an area of 149.66 hectare. In 2016-17,

against target of 164.45 hectare, an area of 134.29

hectare has been covered with assistance amount

of ̀ 2715.90 lacs upto November, 2016.

12. Govt. has provided 20.85 lacs quality hybrid

vegetable seedlings and grafted plants to farmers

till November, 2016 through its various nurseries

and centres for promotion of fruit & vegetable

cultivation in the State.

Activities of LUVAS, Hisar

Foundation Stone of LUVAS

Sh. Manohar Lal, Hon'ble Chief Minister of Haryana laid the foundation stone of LUVAS on November 27, 2016. The university came into existence on December 1, 2010 and Government of Haryana recently allotted 1125 acres of land for construction of new campus of the University at RDS farm of CCSHAU,

Hisar. He said that LUVAS has contributed significantly in the field of animal health and production. He hoped with allotment of land, a beautiful campus with modern facilities will be established to help the livestock owners. He said that for animal health two regional veterinary research centers at Dist. Karnal and Mahendergarh has been approved by Govt. of Haryana. A Pashu Vigyan Kendra will be opened at vill. Keorak in Distt. Kaithal soon. Speaking on per capita availability of milk in the state which has increased from 805g last year to 835g in 2016 and expressed need to increase it further to make Haryana State as number one in the country. He said that he is happy to know the development of Hardhenu breed of cattle by LUVAS with daily milk yield potential of 35 to 40 litres. Sh. O.P. Dhankar, Minister of Animal Husbandry and Fisheries, Haryana in his address stressed on the need to develop proper marketing strate-gies for milk and milk products to get the maximum benefits, as mere production of more milk may not help the farmers.

MoU signed between LUVAS and Agriculture

Skill Council of India (ASCI)

A memorandum of understanding (MoU) was signed between LUVAS and Agriculture Skill Council of

India (ASCI) on December 6, 2016. The MoU was signed by Dr. Satender Singh Arya, Chief Executive Officer, ASCI and Dr. Nita Khanna, Director, Human Resource Management, LUVAS in the presence of Maj Gen (Dr.) Shri Kant VC, and Officers of LUVAS. On this occasion, Maj Gen (Dr) Shri Kant said that by imple-menting skill development programs we can increase the income of farmers as well as achieve women empower-ment. ASCI is helping in skill development in the field of animal husbandry all over the country with increase milk production and clean milk production through effective training programs.

Seminar on 'One Health: Bovine Tuber-

culosis' organized

Blue Cross Society Hisar organized a seminar on

'One Health: Bovine Tuberculosis' at LUVAS on November 25, 2016. Dr. Kamal Gupta, Chief Parliamentary Secretary was Chief Guest on this occa-sion. Delivering lecture on the topic, Dr Ashok Kale, Professor, Ullas Medical College, Jalgaon, Maharashtra, who is actively associated with awareness campaign on TB in animals, urged upon the scientists to conduct more research on bovine tuberculosis. Dr. Kale said research undertaken worldwide have shown that successful treatment of this disease is possible in animals & further research is required on this aspect. He explained about the research work undertaken on this aspect in Brazil, Italy & other countries. Maj Gen (Dr.) Shri Kant VC, LUVAS said that topic of the seminar is very important and control measures for tuberculosis in animals will ultimately help in control of TB in human beings and there is need to do more research on this disease.
