I commit to strengthening CSOparticipation in Local Special Bodies andthe Citizen Feedback system, including themaximization of CSO engagement indevelopment projects. Continuous publicconsultations with stakeholders will also bedone to ensure that all areas are heardand given equal opportunities.

Financial Accountability My commitment statementsFinancial accountability is highly valued in

my administration. Structures and systemsfor accounting, internal control,procurement and financial transactionswhich are now in place and are well-defined and working will be sustained.

tax maximization. The Sangguniang

Bayan at present focuses its effort to

review all existing ordinances related to

taxation and factor in some revisions that

will be the bases in crafting a just and

reasonable tax ordinance. The present

administration holds on to the principle that

“Government Income Gains not from

Constant tax Increase but rather from

Efficient Tax Collection”. Hence, taxes will

be lowered particularly on the small and

medium enterprises and will be collected

comprehensively, nevertheless additional

tax increase has no possibility.

Customer Service My commitment statementsWe will sustain the seamless delivery andease of obtaining frontline servicesespecially in civil registry and real propertydocuments.

Human Resource Management andDevelopment

Health Service My commitment statementsTo cope with the increasingnumbers of Palomponganons who are indire needs for medical assistance, thepresent administration optimizes its effortsby working with the Philippine HealthInsurance Corporation (PhilHealth) to cater the medical needs of true indigents andpoorest of the poor families who relysolely on government assistance. Inaddition, the allocation for the procurementof medicines is maximize and a proposedmunicipal owned diagnostic center will beestablished to lessen any expenses thatmight occur during medical examinations.

Support to Housing and Basic Utilities My commitment statements1. Improvement and Maintenance of

Water System in the poblacion,barangays and sitios.

Water is not everything, it’s the only thing . The need for potable and easy toaccess water supply is almost a primevalneeds of every individual. The present andthe in-use water system of WASHoperating within the town proper will beimproved and enhanced to cater the needsof some adjacent barangays. Additional

water wells, reservoirs and water intakeswill be developed in several strategiclocations of the municipality to ensure thatall barangays and sitios within its territorial

jurisdictions will be afforded with clean andpotable water supply2. Installation and Maintenance of Electrical Lighting System in all sitiosof all barangays.

Let there be light. The fifty (50)

barangays of Palompon are privilegedenough to have permanent electricalconnection. However, some of its Purok

and Sitios are not that fortunate.Residents of these places are still deprivedwith regular and stable power supply. Their livelihoods that rely on electricity did notprosper and their property and personalsecurity are also at stake. The lack of electricity means less opportunity for them.The local government unit of Palompon

shares their sentiments and it aims torectify this problem by ensuring that thesefar-flung puroks and sitios will be tappedwith electrical connection.

Peace and Security My commitment statements



A drug-free municipality thru anorganize and cohesive community . Theproblem about drug abuse andproliferation of illegal drugs is almostperennial and it cannot be solve with only

government agency battling against it.Hence, an inter disciplinary and multi-sectoral approach will be applied by thelocal government unit. A comprehensiveand continuous anti-drug campaign will belaunched while a community-basedinformant network will be established toassist the proper authorities on theimplementation of the tasks mandated tothem. Family and peer counselingworkshops will also be conducted to

complement with the anti-drugenforcement campaign.

Disaster Risk Management My commitment statementsWith the active performance of theMunicipal Disaster Risk ReductionManagement Council, we will sustain theefforts we have put into disaster preparedness and continue to enhance our machineries towards the prevention of lossof lives and properties.

economic condition of the poor farmers and fishermen

In favor and consideration to themajority but marginalize sectors.

Palompon is an agro-commercialmunicipality where farmers and fishermenplay a vital role on its economic

development. The majority of the town’spopulation emanated from these sectorsand the bustling market of Palomponcontinue to flourish and expand because of them and yet they are marginalized. Thepresent administration aims to empower these sectors. An integrated program onupland and coastal management thatinclude some vital components such asprovision of alternative livelihood,construction of farming and fishing

infrastructure and facilities, provision of technical trainings, and a constant animalvaccination is designed and soon to beimplemented for farmers and fishermen’sbenefits.

Environmental Management: My commitment statements



We will do more to gain better performance in environmentalmanagement by putting more efforts inprograms to Pollution control and proper solid waste management which are

essential in preserving the integrity of theenvironment
