Report from Chairman

Dear Members,

Greetings to one and all!

Today, it is a great moment for me as I conduct the 50th Annual General Body meeting of Indian Institute of Packaging. It is a long journey for the Institute. Over a period of last 50 years, the Institute has achieved many milestones and finally, it has reached to this stage today. It has been observed that there has been remarkable growth and development of the Institute in terms of activities and also increase in revenue for the last six years. In fact, our Director, Prof. (Dr.) N. C. Saha and his team members have taken many initiatives to completely transform this Institute from a tiny organisation to a globally recognised packaging institution.

At the same time, I personally feel that the Institute could have reached great heights over the last 50 years similar to many other institutions in the country that started at the same time. However, I feel it is not too late as the Institute has taken a right direction to take it forward and accordingly, there have been many more achievements during the last golden jubilee year.

Today, the Institute has not only been recognised as a National organisation in the field of packaging, but at the same time, it is being recognised globally among the packaging fraternity. Most importantly, the Institute is fortunate to get great support in terms of financial assistance from the Department of Commerce, Ministry of Commerce & Industry, Government of India to expand its infrastructural facilities and also to build a world-class Institute in the field of packaging.

50th Annual Report 2015-16GLORIOUS YEARS

50A Team Performance

Introduction

India has emerged as the fastest growing major economy in the world as per the Central Statistics Organisation (CSO) and International Monetary Fund (IMF). According to the Economic Survey 2015-16, the Indian economy will continue to grow more than 7 per cent in 2016-17.

The improvement in India’s economic fundamentals has accelerated in the year 2015 with the combined impact of strong government reforms, RBI’s inflation focus supported by benign global commodity prices.

India was ranked the highest globally in terms of consumer confidence during October-December quarter of 2015, continuing its earlier trend of being ranked the highest during first three quarters of 2015, as per the global consumer confidence index created by Nielsen.

Market size

According to IMF World Economic Outlook Update (January 2016), Indian economy is expected to grow at 7-7.75 per cent during FY 2016-17, despite the uncertainties in the global market. The Economic Survey 2015-16 had forecasted that the Indian economy will growing by more than seven per cent for the third successive year 2016-17 and can start growing at eight per cent or more in next two years.

Foreign direct investment (FDI) in India have increased by 29 per cent during October 2014-December 2015 period post the launch of Make in India campaign, compared to the 15-month period before the launch.

The Nikkei/Markit Manufacturing Purchasing Managers’ Index (PMI) for February 2016 was reported at 51.1, indicating expansion in Indian manufacturing activity for a second month in a row, as both domestic and foreign demand increased due to lower prices.

The steps taken by the government in recent times have shown positive results as India’s gross domestic

product (GDP) at factor cost at constant (2011-12) prices 2015-16 is Rs 113.5 trillion (US$ 1.668 trillion), as against Rs 105.5 trillion (US$ 1.55 trillion) in 2014-15, registering a growth rate of 7.6 per cent. The economic activities which witnessed significant growth were ‘financing, insurance, real estate and business services’ at 11.5 per cent and ‘trade, hotels, transport, communication services’ at 10.7 per cent.

According to a Goldman Sachs report released in September 2015, India could grow at a potential 8 per cent on average during from fiscal 2016 to 2020 powered by greater access to banking, technology adoption, urbanisation and other structural reforms.

Government Initiatives

Numerous foreign companies are setting up their facilities in India on account of various government initiatives like Make in India and Digital India. Prime Minister of India, has launched the Make in India initiative with an aim to boost the manufacturing sector of Indian economy. This initiative is expected to increase the purchasing power of an average Indian consumer, which would further boost demand, and hence spur development, in addition to benefiting investors. Besides, the Government has also come up with Digital India initiative, which focuses on three core components: creation of digital infrastructure, delivering services digitally and to increase the digital literacy. Finance Minister stated that the government is looking at a number of reforms and resolution of pending tax disputes to attract investments.

Currently, the manufacturing sector in India contributes over 15 per cent of the GDP. The Government of India, under the Make in India initiative, is trying to give boost to the contribution made by the manufacturing sector and aims to take it up to 25 per cent of the GDP.

Road Ahead

The International Monetary Fund (IMF) and the Moody’s Investors Service have forecasted that India

Indian Economic Scenario (2015-16)

Page 23: A Team Performance - iip-in.comiip-in.com/uploads/Annual_report/Pdf/2016-6.pdfA Team Performance 50th Annual Report 2015-16 ... North East and Ahmedabad to provide highly skilled

21

will witness a GDP growth rate of 7.5 per cent in 2016, due to improved investor confidence, lower food prices and better policy reforms. Besides, according to mid-year update of United Nations World Economic Situation and Prospects, India is expected to grow at 7.6 per cent in 2015 and at 7.7 per cent in 2016.

As per the latest Global Economic Prospects (GEP) report by World Bank, India is leading The World Bank’s growth chart for major economies. The Bank believes India to become the fastest growing major economy by 2015, growing at 7.5 per cent.

According to Minister of State for Finance, Indian economy would continue to grow at 7 to 9 per cent and would double in size to US$ 4–5 trillion in a decade, becoming the third largest economy in absolute terms.

Furthermore, initiatives like Make in India and Digital India will play a vital role in the driving the Indian economy.

The packaging industry in India is expected to reach $ 73 billion in 2020 from $ 32 billion in FY15-16, according to a report prepared by FICCI and Tata Strategic Management Group (TSMG) on plastic industry titled ‘Plastic packaging: The sustainable choice’. In the coming years, Indian packaging industry is anticipated to register 18 percent annual growth rate, with the flexible packaging and rigid packaging expected to grow annually at 25 percent and 15 percent, respectively.

The Indian packaging industry constitutes about 4 percent of the global packaging industry. The per capita packaging consumption in India is quite low at 4.3 kgs, compared to countries like Germany and Taiwan where it is 42 kgs and 19 kgs respectively. However, organised retail and boom in e-commerce, which offer huge potential for future growth of retailing, is giving a boost to the packaging sector.

Goods & Service Tax

Implementation of Goods & Service Tax (GST) will lead to increased tax compliance and attract more foreign direct investments across sectors due to tax transparency and ease of doing business, says a survey.

According to a survey of corporate India by Feedback Business Consulting Services, which covered 67 companies from various sectors, GST rollout will be positive for the economy.

Some of the other major benefits of GST implementation include, reduced logistics cost, supply chain efficiency, reduction in costs for tax & regulatory compliance, better penetration of markets and export effectiveness.

However, companies are concerned about the timing of implementation of GST and fixing of rate at which tax will be charged, the survey said.

“There might be some heart burns like inflation in the early days of implementation but GST will improve GDP.

EXHIBITIONS/CONFERENCESINDIAPACK 2015 at MUMBAIThe 6th International Packaging Exhibition & Conference INDIAPACK 2015 organized by IIP during 08-11 October 2015 at Hall I, Bombay Exhibition Center, Mumbai, has received an overwhelming response from the industry with over 17,000 trade visitors witnessing the fair.

markets unless the quality is protected. There is a committee that is functioning in the Ministry and to help with industry standards for different types of packaging. This applies to both the international market as well as the domestic market. So therefore there is a challenge in terms of standardisation of packaging which has to be met with International standards. We need to develop standards and also adopt them and disseminate it and actually get the industry to adopt those standards, voluntarily. The government is also quite clear that mandatory standardisation does not help unless the industry is prepared for it, because the industry suffers from different constraints.”

INDIAPACK2015 saw the rollout of initiatives such as:-l WORLD PACKAGING CONGRESS 2015l WPO BOARD MEETING l INTERNATIONAL BUYER SELLERS MEET l INDIASTAR & PACMACHINE AWARDS CEREMONY

Delivering the keynote address at the inauguration, Mr. Rashmi said, “the world packaging market today is in the range of 727 billion and its growing, its growing at the rate of 4 to 5% but as the size of the Indian packaging industry is about 3-4% of the world market its growing at almost 10%. This is higher than the range of growth for the world packaging industry and this is a good omen for all of us. This is a good opportunity for the industry and everyone who wants to participate in the growth of the Indian economy.”

a. Testing & Quality Evaluation

TESTING, QUALITY EVALUATION & CERTIFICATION AND EVALUATION OF PACKAGING MATERIALS & PACKAGES

The Institute has a state-of–the-art Testing Laboratory for certification and evaluation of packaging materials and packages for its member industries and non member industries. The samples are evaluated at its Research and Development Laboratory. The laboratories at Indian Institute of Packaging, Mumbai are accredited by the National Accreditation Board for Testing and Calibration Laboratories (NABL), Govt. of India as per ISO/ IEC 17025:2005 and Bureau of Indian Standards (BIS). In addition the Institute is authorized by the Director General Civil Aviation (DGCA) & Director General Shipping (DGS) to issue UN certificates of packages for the export of dangerous goods.

Testing, Quality Evaluation and Certification is the primary objectives of the Institute. Accordingly the Institute has set up highly equipped Testing laboratories at its headquarters, Mumbai as well as at its branches located at Delhi, Kolkata, Chennai and Hyderabad for carrying out more than 350 different types of testing on various types of packaging materials like paper and paperboard, plastic films and laminates, glass plastic containers, plastic woven sacks, jute bag, tarpaulin, geo membrane multi- wallpaper sacks etc. and unit/bulk packages like paper, board, carton, corrugated fibre board boxes, wooden containers, plastic barrels, plastic trays, pallets, metal drums, flexible intermediate bulk containers (FIBC), metal and plastic IBC, etc. by following the test procedures prescribed in different national and international standards. The laboratory facilities are being upgraded every year, by introducing new kind of “state of the art” testing equipment for analyzing the important quality

parameters of packaging materials received from the industries.

The R&D Laboratory is equipped with following Testing Equipments in the recent years:

The Institute has a specialized and sophisticated laboratory to test the Flexible Intermediate Bulk Containers (FIBC) at its Head Office, Mumbai. The laboratory is equipped with the Jumbo bag testing machine to carry out various performance tests on FIBC’s used for the carriage of dangerous and non dangerous goods. These tests are carried out as per Indian and International standards.

The laboratory division of the institute has the facility for testing the folding endurance/double fold of paper and paper boards

Indian Institute of Packaging is equipped with a specialized Gelbo-flex tester that determines the flex resistance of the flexible packaging material. Gas permeation or moisture vapor transmission tests, or both, can be used in conjunction with the flex test to measure the loss of ply integrity.

Haze, clarity and luminous transmittance data are specially useful for quality control and specification purposes to cross check the transparency and haze values of transparent films / laminates / plastic containers with the laid down specifications.

The single most important factor determining the colorfastness to light is the ability of the print material to counter the harmful effects of natural sunlight. One of the tests to evaluate the degree to which a color on a Textile material will fade is by comparing the color change of an exposed portion to the masked control portion of the test specimen using a Grey Scale Grading and Standard Blue Wool.

The testing and evaluation for various packaging materials and packages conducted by the Institute from its various centers, following national &
