A38 CORNWALL GATEWAY

Introduction
For the period 2015-20 Cornwall & Isles of Scilly Local Enterprise Partnership wish to build on their successful track record, through deploying Local Growth Fund (LGF) in removing infrastructure constraints to growth. Their initial 2015/2016 strategy is particularly focused on transport infrastructure and services. The proposed A38 Cornwall Gateway scheme, with the improvement of Carkeel Roundabout, would deliver immediate benefit to Cornwall’s connectivity with the rest of the UK and accommodate additional future traffic growth resulting from new employment and housing development in and around Saltash.
The scheme will be funded through a combination of the LGF capital and Cornwall Council capital through the Local Transport Plan.

A38 Cornwall Gateway scheme has been preceded by some upgrade works carried out by Highways England (HE) which are described below:

The HE scheme works comprised: 1. Carriageway widening for westbound traffic to the west of the
roundabout. 2. An additional approach lane at the roundabout for westbound traffic. 3. A new footbridge and footway/cycleway across the A38 linking every way to the town of Saltash.

Second work Phases
This work is the second phase of works to upgrade Carkeel Roundabout. The original plan was to follow the first phase which involved the erection of the new footbridge, allowing for a break over Summer 2015. Unfortunately the contract for this first phase was already being let by the time the Growth Deal funding for the second phase was confirmed. Cornwall Council and Highways England have though been liaising closely to ensure the works for the two phases are as compatible as possible.

Aims and Key Outcomes
The principal aims of this project are:

• To improve connectivity and journey times along the A38 and A388.
• To provide junction improvements to better manage current and future traffic demand
Key outcomes
The scheme will:
• Support the delivery of 1,000 houses and accelerates 534.
• Supports the delivery of 1,298 new jobs.
• Improve the trunk road network and reduce maintenance costs to Highways England.
• Support better access to labour and markets for businesses across Cornwall by reducing journey times and improving long-term resilience of the strategic road network.
