Justice Murdoch's dissent at the end is where I am. There's no way a "flexibility' bill widely agreed upon by essentially the entire education community which was used as vehicle to hide a tax credit scheme pulled out and passed in 90 minutes was of the same purpose. To use such a broad definition seems quite dangerous and hardly what a "conservative" state suspicious of government (especially with the politicians "we' so often elect) would tolerate.
