छत्रपती शिवाजी महाराजाांनी आदिश िासनव्यवस्थेची घडी बसशवताना रयतेच्या शहताला नेहमीच

प्राधान्य शदले. स्वराज्यातील, तसेच ित्ररांच्या स्त्स्त्रयाांचाही तयाांनी योग्य तो आदर ठेवला आशि तयाांना सन्मानाने

वागशवले. तयाचबरोबर स्त्स्त्रयाांवर अन्याय, अतयाचार करिाऱयाांची तयाांनी कधीच गय केली नाही. तयाांचा

इशतहास जसा िौयाचा, धैयाचा आहे तसाच औदायाचादेखील आहे. तयाांनी रिाांगि गाजशवले, तयाचबरोबर

आदिश िासन प्रिालीचा अवलांब केला. तयाांचे राज्‍य केवळ एका जाशतधमाचे नव्हते. तर गोरगरीब रयतेचे

होते. छत्रपती शिवाजी महाराज हे केवळ महाराष्ट्राचे, हहदरांचेच नव्हे, तर सवश भारतीयाांचे, जगभरातील लोकाांचे

पे्ररिास्थान आहे. शिवरायाांनी आपल्या राज्यात कधीही भेदभाव केला नाही. तयाांनी जाशतभेद केला नाही, तसेच

स्त्री-परुुष असा भेदभाव देखील केला नाही. मशहलाांना नेहमीच आदर, सन्मान आशि तयाांना सांधी देण्याचे

शिवाजीराजे उपेशित, गोरगरीब वगाबाबत अतयांत कनवाळर होते. समाजात मजरर, कष्ट्टकरी, िेतकरी, श्रमकरी

आशि शविेषत: सवश जाशतधमांतील मशहला कायमच उपेशित असतात, तयाांच्याबाबत शिवाजी महाराज सहृदयी

होते.

शिवाजी महाराजाांच्या कायाचे, नीशतमरल्याांचे विशन देिी-शवदेिी अभ्यासकाांनी केलेले आहे. छत्रपती

शिवाजी महाराजाांच्या जीवनात अनेक जीवघेिे प्रसांग आले. पि तयाांनी नैशतकता कधीही सोडली नाही.

िेतकऱयाांचे शहत हेच राज्याचे शहत, हे शिवरायाांचे धोरि होते. ते सामान्य िेतकऱयाांचे शहत जोपासिारे होते.

आपल्या राज्यातील िेतकऱयाांना कोणत्याही स्वरुपाची ईजा पोहोचिार नाही याची खबरदारी शिवरायाांनी

घेतली. छत्रपती शिवाजी राजे अतयांत िरर, पराक्रमी, लोक कल्यािकारी, बधु्दीमान, चैतन्यिील, जलद व

उतसाही नीशतमान, चाशरत्र्यसांपन्न, शनव्यशसनी होते. तयाांनी अिक्य कायश िक्य केले. अनेक ित्रुांचा पराभव केला.

तयाांनी रयतेचे स्वराज्य शनमाि केले. तयाांनी खाजगी आशि सावशजशनक जीवनात कधीही भेदभाव बाळगला

नाही. आपल्या शवरोधकाांच्या धमाचा, धमशग्रांथाचा, धमश स्थळाांचा आशि मशहलाांचा शनताांत आदर केला.

शिवरायाांचा इशतहास हा केवळ ढाल, तलवार आशि लढाया या परुता मयाशदत नाही तर तयाांनी आपल्या राज्यात

सिुासन आिले. लोक कल्यािकारी राज्य हे शिवरायाांचे धोरि होते. आपल्या राज्यातील प्रतयेक घटकाला

न्याय शमळाला पाशहजे असे धोरि हे कटािाने राबशवत असत. छत्रपती शिवाजी महाराज यांना अशिवादनांसह

त्यांच्या स्मरणार्थ “सारर्ी” ने लशित गटातील पात्र उमेदवारांसाठी अशधछात्रवतृ्ती सरुु केली आहे.

RESEARCH FELLOWSHIP (CSMNRF - 2019)

GUIDELINES

Objective:

1. The objective of this award is to provide fellowships to the students belonging to

Maratha, Kunbi, Maratha-Kunbi & Kunbi-Maratha Castes to pursue higher

studies leading to M.Phil. And Ph.D. degrees (full-time) in Indian Universities /

Institutions / Colleges as indicated below:

• Universities/Institutions/Colleges included under section 2(f) and 12(B) of

UGC Act.

• Deemed to be Universities included under Section 3 of the UGC Act, 1956

and eligible to receive grants-in-aid from UGC.

• Universities/Institutions/Colleges funded by Central/State Government

• Institutes of National Importance.

No. of Fellowships:

50 Fellowships for the Year 2019.

Target Group:

The Candidates belonging to Maratha, Kunbi, Maratha-Kunbi & Kunbi-Maratha

Castes of Maharashtra, who have passed the post-graduation examination in concerned

subject and who are pursuing full time research without JRF of UGC-NET or UGC-CSIR

NET. The candidate MUST be from Non-Creamy layer category.

Eligibility:

A Candidate has to fulfil the following conditions to be eligible for award

of this fellowship: -

1. The Candidate belonging to Maratha / Kunbi / Maratha-Kunbi / Kunbi-Maratha

Castes of Maharashtra.

2. The Candidate must be registered for M.Phil. / Ph. D on / after 1st June 2018.

3. Candidates family Income from all sources should not exceed Rs. 8 lakhs per

annum (Non-Creamy Layer candidates only) (Ref: Dept of Social Justice and

Special Assistance, Govt. of Maharashtra िासन शनणथय क्र. सी.बी.सी. -10/2008/प्र. क्र.

697/ शविाजक-1, शदनांक 16 शिसेंबर, 2017)

4. Applicants working as permanent employees in Private/Public/Semi Govt./Govt.

sectors can also apply subject to the condition, that in case such an applicant is

selected he/she will be considered eligible for the fellowship only after furnishing

Resignation letter & Relieving letter from the concerned organization.

5. Also, applicants working on temporary/contractual basis in Private/Public/Semi

Govt./Govt. sectors can also apply subject to the condition, that in case such an

applicant is selected he/she will be considered eligible for the fellowship only after

furnishing Resignation letter and Relieving letter from the concerned organization.

6. There is no provision of taking study leave (with or without pay) to avail this

fellowship.

7. Age of applicant should not exceed more than, 45 years as on the date 1st

June, 2019.

8. Admission to M. Phil. / Ph.D. Course in Distance education mode is not

covered under the Fellowship.

9. In case there is a tie-up between candidates/numbers of candidates exceed the

number of available slots, SARTHI will select the candidate based on the

percentage of marks obtained by them in their qualifying Post Graduation

examination.

Reservations:

1. 50% fellowships are reserved for Women Candidates from the Target Group.

2. 3% fellowships are reserved for Persons with Disability from the Target Group.

Tenure of Financial Assistance:

For M. Phil. –

Chhatrapati Shivaji Maharaj National Research Fellowship

(CSMNRF) For 2 Years.

1. The tenure of fellowship for M. Phil. is 2 years. No further extension will be given.

2. The effective date of release of fellowship shall be from the date of issue of award of

fellowship by SARTHI or the date of joining the University for M. Phil research

work, (actual date mentioned in the joining report of the university), whichever is

later. However, the financial assistance under the fellowship will be given for the

remaining tenure of 2 years, calculated on the basis of date of joining the university

or the date of award of fellowship, whichever is later and will be up to the date of

submission of dissertation/thesis whichever is earlier.

Clarification/s given by MD, SARTHI on account of any dispute on the interpretation of

this clause, will be final.

3. In case of candidates, working as permanent/ temporary/contractual basis in Private /

Public / Semi Govt / Govt. or joins the university after the date of

registration/admission, due to reasons like holding a job/any other difficulties. (If the

period between registration/admission and date of joining the concerned Institute /

University / Dept is more than three months one has to furnish a letter stating the

reasons for the gap taken from a competent authority of the University).

For instance – If a student is registered for M. Phil on 3rd June 2018, but he/she does not

join the University for his/her research work, for some reason, till 30th June 2019, and

he/she gets selected for SARTHI fellowship; say on 26th November 2019; then he/she will

get the fellowship amount as under:

• As the candidate’s tenure will be over by 2nd June 2020, he/she will get the

fellowship from 26th November 2019 to 1st June 2020 (for about total 7

months, 4 days). But if he/she submits the thesis before 2nd June 2020, say by

31st Jan 2020, then he/she will be entitled for fellowship from 26th November

2019 to 31st Jan 2020.

• In the above example, it is assumed that the candidate has joined the

University on any date before getting the fellowship award letter from

SARTHI.

For Ph.D.:

Chhatrapati Shivaji Maharaj National Junior Research Fellowship

(CSMNJRF) for 1st & 2nd year and Chhatrapati Shivaji Maharaj

National Senior Research Fellowship (CSMNSRF) for 3rd, 4th & 5th

year of Ph.D.

1. The tenure of fellowship for Ph.D. is 5 years. No further extension will be given.

2. The effective date of release of fellowship shall be from the date of issue of award of

fellowship by SARTHI or the date of joining the University for Ph.D. research work.

(actual date mentioned in the joining report of the University) whichever is later.

However, the financial assistance under the fellowship will be given for the

remaining tenure of 5 years, calculated on the basis of date of joining the University

or date of award of fellowship, whichever is later and will be given up to the date of

submission of dissertation/thesis whichever is earlier.

For instance - If a student is registered for Ph. D on 3rd June 2018, but he/she does not join

the University for his/her research work for, some reason, till 30th June 2019, and he/she

gets selected for SARTHI fellowship; say on 26th November 2019; then he/she will get the

fellowship amount as under:

• As the candidate’s tenure will be over by 2nd June 2023, he/she will be entitled

for fellowship from 26th November 2019 to 2nd June 2023 (for about total 3

years, 6 months, 8 days). But if he/she submits the thesis before 2nd June 2023,

say by 31st Jan 2023, then he/she will be entitled for fellowship from 26th

November 2019 to 31st Jan 2023.

• In the above example, it is assumed that the candidate has joined the University

on any date before getting the fellowship award letter from SARTHI.

Clarification/s given by MD, SARTHI on account of any dispute on the interpretation of

3. In case of candidates, working as permanent / temporary / contractual basis in

Private / Public / Semi Govt / Govt. or joins the university after the date of

registration, due to reasons like holding a job / any other difficulties etc. (If the

is more than six months, one has to furnish a letter stating the reasons for the gap

taken from a competent authority of the university).

4. Upgradation from CSMNJRF to CSMNSRF - In case the work for the first two year

is not found satisfactory; an additional year will be given to the candidate for

improvement. However, during this period the candidate will be designated as

Chhatrapati Shivaji Maharaj National Junior Research Fellowship (CSMNJRF). In

such cases, work will be evaluated again before third year of the tenure, and if

improvement is found, the Fellow will get two more-years at enhanced rates (SRF).

In case the candidate is not considered suitable for upgradation, the fellowship for the

remaining tenure will be at JRF only. Research progress to be evaluated, for which

interview shall be conducted by a three-member committee constituted by

University/ Dept./Institute. The recommendations of the constituted Committee shall

be considered to decide upon the enhancement of fellowship emoluments from

Chhatrapati Shivaji Maharaj National Junior Research Fellowship (CSMNJRF) to

Chhatrapati Shivaji Maharaj National Senior Research Fellowship (CSMNSRF).

However, if the same is not found satisfactory, the fellow will continue to draw

fellowship on JRF rates till the remaining period of tenure.

Integrated M.Phil. / Ph.D. programme:

In case, the selected candidate is pursuing an integrated M.Phil. / Ph.D. programme

(2+3 years), the fellowship will be for 2 years for M.Phil. (JRF rates of fellowship) &

3 years for Ph.D. (SRF rates of fellowship on provision of upgradation certificate).

Above Financial Assistance is on the line of University Grants Commission (UGC) -

National Fellowship for Scheduled Caste students [Formerly Rajiv Gandhi National

Fellowship for SC Candidates]. In case University Grants Commission (UGC) -

National Fellowship for Scheduled Caste increases the Financial Assistance of

Fellowship, anytime during the tenure of CSMNRF, SARTHI may consider to apply the

same for CSMNRF.

House Rent Allowance:

I. Suitable single-seated hostel accommodation may be provided to the candidates in

the concerned University/Research Institute. In such cases, the fellow will be eligible

to draw only hostel fees excluding mess, electricity, water charges, etc. A certificate

to this effect is to be furnished through the Registrar/Director/Principal.

II. If the fellow makes his/her own arrangements of accommodation, he/she may be

entitled to draw HRA as per categorization of cities by the Govt. of Maharashtra.

Note: In all the above cases, the fellow will submit a relevant certificate through the

concerned University/College/Institute to SARTHI for settling the claim.

Medical:

No separate /fixed medical assistance is provided. However, the fellow may avail of the

medical facilities available in the University/Institution/College.

Leave:

I. Candidates are eligible for maternity/ paternity leave at full rates of the fellowship as

per Govt. of Maharashtra rules during the tenure of the award.

II. Academic Leave: The Fellow may be allowed academic leave (without fellowship

and other emoluments) for a period not exceeding one year during the tenure of

award for academic/teaching assignment /foreign visit in connection with research

work. The expenditure on travel cannot be claimed from SARTHI.

III. If the awardee wishes to apply for any other fellowship/paid assignment/examination

conducted by a public body during the tenure of the fellowship, he/ she is not

required to obtain NOC from SARTHI. In case of selection, the candidate would be

required to tender resignation from the Chhatrapati Shivaji Maharaj National

Research Fellowship.

Note: All kind of leave shall be approved by the University / Institute / College.

Terms & Conditions:

1. The selected fellow will have to undertake full-time research work under the approved

guide in a subject selected by him and approved by the university/selection committee.

2. The research topic for which the Fellowship will be granted cannot be changed during

the tenure of availing CSMNRF fellowship.

3. Any change in Fellow's funding status should be brought to SARTHI's notice

immediately. The fellow is not allowed to accept or hold any paid appointment, full

time, part time or on Clock Hour Basis (CHB), or receive emoluments, salary, stipend,

fellowship, consultancy fee etc. from any other source during the tenure of the award. In

case of breaching, SARTHI will discontinue his /her funding without any notice and the

fellowship, HRA, Contingency and any other benefit already paid will be liable to be

recovered from the fellow.

4. If the candidate wishes to surrender the fellowship during the tenure, it should be done

with the prior approval of SARTHI. In the case of such surrender, the fellow has to pay

back the Fellowship, HRA and Contingency amount and any other benefit given to

him/her under CSMNRF, till the date of surrender.

5. In case the fellow leaves, his/her M. Phil/Ph.D. work in between for personal/official

reasons, it should be brought to SARTHI’s notice immediately and the fellowship

amount, HRA, Contingency and any other benefit already paid will be liable to be

recovered from the fellow.

6. The candidate may assist the departments academic activities, including tutorials,

evaluation of test papers, laboratory demonstration work, seminar symposia etc.,

provided the candidate has the consent of the guide / Head of Department and such

engagement is not likely to hamper his/her research work.

7. The candidate will have to come for discussion on any matter related to his/her research

whenever SARTHI contacts him/her. Additionally, you are required to attend certain

workshops, seminars to be organized by SARTHI during the fellowship tenure at one’s

own expenses.

8. In case the fellow wishes to give up the fellowship after/ during final selection, the

fellow has to do so within a period of two months after final selection.

Disbursement / Release of Fellowship / Contingency /

HRA:

The Awardee is required to submit the following documents to SARTHI at

the stipulated period/interval:

1. Joining report in the prescribed proforma. Annexure –I

2. Half yearly submission of progress report in the prescribed proforma along with an

abstract of the research work done in about 500 words. Annexure - II

3. Details of the expenditure incurred out of the contingency grant to be submitted annually

in the prescribed proforma. Annexure - III

4. The claim towards HRA is subject to the annual submission of HRA certificate in the

prescribed proforma Annexure - IV

5. After completion of two years of award of fellowship an ‘Upgradation Certificate’ and

evaluation report of three-member Committee to be submitted by the Ph. D scholars in

the prescribed proforma Annexure -V.

6. Depending on the six-monthly progress report, a six months’ fellowship amount will be

released.

7. Details of Monthly Attendance to be submitted for the period of the progress report

submitted.

8. All the above Formats and any other document prescribed by SARTHI will be provided

once selected at the time of award of fellowship

Monitoring:

1. The Fellowship (CSMNRF) is granted to the fellow for the research topic submitted to

SARTHI, through the research proposal. In case the research topic / theme changes

marginally, it must be brought to SARTHI's notice before such changes. The decision

regarding continuance/non-continuance of the fellowship will be taken by SARTHI and

decision of MD, SARTHI on the matter will be final.

2. The fellowship process will commence only after submission of registration letter and

joining letter to SARTHI as narrated above.

3. The candidate should join the fellowship within 3 months from the date of issue of

Award letter, failing which without valid reason the award will be treated as cancelled.

Extension will be considered on the basis of merit of each case.

Release of Last Instalment:

The last instalment will be released only after the candidate submits his /

her copy of Research thesis / dissertation to SARTHI.

1. In case of M. Phil, the candidate will be given additional “6 months” period (without any

fellowship benefits) for submission of research thesis after 2 years of the fellowship

tenure, failing which the last six months’ fellowship stands to be cancelled.

2. In case of Ph.D., the candidate will be given additional 2 years’ time (without any

fellowship benefits) after the fellowship tenure of 5 years for submission of the research

thesis, failing which the last six months’ fellowship stands to be cancelled.

Aadhar Seeding:

The Ministry of Human Resource Development, Government of India vide its letter D.O.

No. 18-7/2013-U1A dated 10thJune, 2016 has instructed the University Grants Commission

that from the financial year 2016-17 onwards the Aadhaar has been made mandatory for

disbursement of all Government subsidies/Scholarships/Fellowships which are to be

disbursed directly into the beneficiary’s account. Accordingly, Aadhaar will be used as an

Identifier for release of grant under the scheme.

Selection Procedure:

The applications received will be scrutinized by a screening Committee constituted by MD,

SARTHI. The decision of the Committee will be final. The shortlisted applicants may have

to appear for a written test and or Interview. The Committee reserves the right to

withdraw/cancel the award without assigning any reason. Results shall be published on

SARTHI’s website.

Applicants are advised not to bring any sort of outside or political influence or pressure or

deal with any persons involved in unlawful activities for getting any fellowship.

Candidature of such cases if any, will be straight away rejected. If felt, necessary lawful

action will be initiated against people found to be involved in unlawful activities.

Cancellation of Award:

Fellowship awarded is liable to be cancelled, in case of:

1. Misconduct

2. Presenting fake documents/ Information

3. Candidate is later found ineligible.

4. Candidate is already availing scholarship/fellowship from any other source.

5. Candidate if found employed during the M. Phil/Ph. D research.

6. Unsatisfactory progress of research work.

7. Not doing full time M. Phil /Ph.D.

8. Leaving M. Phil. / Ph.D. work in between for personal/official reasons.

SARTHI may add additional terms and conditions as and when required in future and it will

be binding on the Fellow to accept the additional terms and conditions.

In case of dispute the decision of Managing Director, SARTHI will be final and will be

accepted by the candidate.

Records of non-selected candidates will not be preserved beyond 3 months from the

date of declaration of result.
