ในแมนำเจาพระยาทจะไหลผานลงมาทกรงเทพฯมปรมาณเพมมากขน

พระราชดำรใหหนวยงานทเกยวของเรงดำเนนการโครงการพฒนาลมนำนครนายกตอนบน

โดยกอสรางเขอนขนดานปราการชล กนแมนำนครนายกทจงหวดนครนายก เพอ

ชวยเหลอราษฎรทางตอนลางใหมนำใชในการเกษตรอปโภคบรโภคในหนาแลงควบคม

ไมใหนำทวมบานเรอนราษฎร ไรนา และพนทการเกษตรในหนาฝน รวมทงชวยแกไข

ปญหาดนเปรยว

TheKing initiated the ideas of a serious and urgentsearch for a suitable location in LopBuri and SaraBuriProvinces to build a dam across the Pasak River. ThePasak Jolasid Damwascompletedin1999andcreatedirrigatedareasinanswertoHisMajesty’ssuggestionsonsolvingtheproblemsofdroughtandfloodinginthePasakbasin and the lowerChaoPhrayabasin. This damhelpsdivert a certain volumeofwater from thePasak basinintoRaphiphatCanal, thuspreventing it fromadding towater from the Chao Phraya River that travels toBangkok. On 4 December 1993 His Majesty instructedrelevant agencies to expedite theUpperNakhonNayokBasinDevelopment Project by constructing theKhun Dan Prakarnchon DamacrosstheNakhonNayokRiverin NakhonNayok Province. This projectwas aimed tosupplywatertoresidentsbelowthedamforagricultureand consumption in summer as well as to preventfloodingof residential andagricultural areas in the rainyseason.Itwouldalsosolvetheproblemofacidsoil.

อำเภอพระประแดง จงหวดสมทรปราการ ลงสอาวไทย เปนระยะทางถง ๑๖-๑๗

กโลเมตรใหเหลอเพยง๖๐๐ เมตรและลดระยะเวลาการไหลของนำจากเดม๕ชวโมง

เหลอเพยง ๑๐ นาทเทานน ทงยงชวยบรรเทาภาวะนำลนตลงในกรงเทพฯ และ

ปรมณฑลรวมถงชวยชะลอนำเคมทจะไหลเขาสพนทเกษตรกรรมไดอยางมประสทธภาพ

Another development project born from HisMajesty’s initiatives is the digging ofLat Pho Canal,whichcutsdownthedistancethatthewaterhastoflowthroughthewindingsectionsoftheChaoPhrayaRiverinBang Kachao Sub-district of Phra PradaengDistrict inSamutPrakanProvincebeforeemptyingintotheGulfofThailand.Theoriginaldistanceof16-17kilometersthatthewaterhadtotravelhasbeenreducedto600metersand theoriginal traveling timehasbeencutdown fromfive hours to only10minutes. The Lat PhoCanal alsoreducesthevolumeofwateroverflowintotheBangkokmetropolitanareaandeffectivelyslowsdowntheflowofseawaterintoagriculturalareas. Apart from the royal initiatives on efficient floodmanagement across the countryHisMajesty has alsosuggested ideas to solve flood problems in Bangkok.These royal initiatives have proved to be reasonablyeffective in alleviating the serious threat of flooding inthismetropolisovertheyears.

ทงกรมทางหลวง กรมชลประทาน รวมทงการรถไฟ

แหงประเทศไทยในการกอสรางแนวคนกนนำฝงตะวนออก

เพอปองกนนำไหลบาจากทางตะวนออกและทางเหนอ

ของกรงเทพฯ เขาทวมพนทชมชนชนใน โดยกอสรางคนดน

ตงแตพนทตอนบนทถนนพหลโยธน เขตบางเขนมาตาม

แนวถนนสายไหม ถนนหทยราษฎร ถนนรมเกลา และ

ถนนกงแกว ลงสทะเลทจงหวดสมทรปราการ ความยาว

ประมาณ๗๒กโลเมตรแลวเสรจบรบรณเมอพ.ศ.๒๕๒๙

พ.ศ.๒๕๕๔แนวคนกนนำนชวยชะลอนำเหนอ

ทไหลหลากเขาสกรงเทพฯ ไดเปนอยางด ในขณะท

อกดานกเรงระบายนำผานคลองสายตางๆ ลงสทะเล

โดยเรวทสด

The BMA and related agencies such as theDepartmentofHighways,theRoyal IrrigationDepartmentandthe State Railway of Thailand have constructed the EasternBangkok flooddyke toprevent floodwaters fromoverflowinginto inner Bangkok from the eastern and northern sides. TheflooddykestretchesfromtheUpperPhahonYothinRoadareainBangKhenDistrictalongSaiMai,HathaiRat,RomKlao,andKing Kaeo Roads out to the sea at Samut Prakan Province,covering a total distance of 72 kilometers. The flood dyke’sconstructionwascompletedin1986. TheBMAhassubsequently improvedand raised thelevel of all roads along the flooddyke to2.50meters abovemean sea level, creating a permanent barrier to replace theoriginalflooddyke. In2011,thisflooddykeeffectivelysloweddowntheoverflowofwaterfromthenorthernregionintoBangkokwhilethewater pumping systems on the other sides of the cityquicklydrainedwaterintoBangkok’snetworkofcanalsandintothesea.

แนวป อ งก นน ำท วมร มสองฝ ง ของแม น ำเจาพระยา คลองบางกอกนอย และคลองมหาสวสด ซงยาวถง๘๖กโลเมตรนน เดมใชถนนเปนแนวคนกนนำสำหรบปองกนนำไหลบาจากแมนำเจาพระยาเขาทวมบานเรอนรมสองฝงของแมนำ ตอมา กรงเทพมหานครไดกอสรางคนกนนำ ลอมรอบพนทปดลอมกรงเทพฯ เพอปองกนนำทวม เปนระยะทางประมาณ๗๗ กโลเมตร ครอบคลมพนท ๑๙ เขตแลวเสรจเมอพ.ศ.๒๕๕๓อกทงยงไดกอสรางสถานสบนำและประตระบายนำรมแมนำเจาพระยา ในฝงพระนครรวม๓๘แหงขณะทฝงธนบรมสถานสบนำรมแมนำเจาพระยา คลองบางกอกนอย และคลอง มหาสวสดรวม๗๕แหง

The royally-initiatedWestern Bangkok flooddyke comprises flood barriers along both banks of theChaoPhrayaRiver,theBangkokNoiCanalandtheMahaSawatCanal. This86-kilometerlongfloodbarrierinitiallyused existing roads as a flood dyke to preventfloodwatersfromtheChaoPhrayaRiveroverflowingintoriversideresidentialareas. TheBMAlaterconstructeda77-kilometerlongflooddyke to create enclosed areas spreadingover19districts of Bangkok. The flood dykewas completed in2010. A total of 38 pumping stations and floodgateswere also constructed along theChaoPhrayaRiver onPhraNakhonflank,whileonThonBuriflank75pumpingstationswere constructed along thebanksof theChaoPhrayaRiver,theBangkokNoiCanalandtheMahaSawatCanal.

ขณะทแกมลงฝงตะวนตกจะรองรบนำจากจงหวดอางทองพระนครศรอยธยา

ปทมธาน นครปฐม สมทรสาคร และบางสวนของกรงเทพฯ ไปลงคลองสนามชยและ

คลองมหาชย ซงอยระหวางแมนำเจาพระยาและแมนำทาจน และโปรดเกลาฯ ใหสราง

ประตระบายนำในคลองดงกลาวและคลองเชอมตางๆเพอเสรมประสทธภาพของแกมลง

ฝงตะวนตกใหสามารถระบายนำออกสทะเลดานจงหวดสมทรสาครเรวขน

จากผลสำเรจของโครงการแกมลงในพนทกรงเทพฯ ๒๑ แหง รองรบนำ

ได ๑๒.๗๕ ลานลกบาศกเมตร และอยระหวางการดำเนนการจดหาแกมลงเพมเตม

อก๕แหง จงมการตอยอดขยายผลไปสโครงการแกมลงในพนทตางๆทวประเทศไทย

เพอบรรเทาความเดอดรอนดานอทกภยของประชาชนในทกถนทวประเทศ

TheeasternKaemLing (monkey cheek) areas catchwater from north of Bangkok from Sara Buri, PhraNakhon Si Ayutthaya, Pathum Thani, and NonthaburiProvinces aswell as from certain sections of Bangkok.Thewater isdrained fromvariouscanalsandcollects incoastalcanalsinSamutPrakanProvincebeforeemptyingintotheGulfofThailand. TheWesternKaemLingareascatchwaterfromAngThong,PhraNakhonSiAyutthaya,PathumThani,NakhonPathom, and Samut Sakhon Provinces aswell as fromcertainsectionsofBangkok.ThewaterisdrainedintotheSanamChaiandtheMahaChaiCanalswhichliebetweentheChaoPhraya andThaChin Rivers.HisMajesty hadfloodgates built over the two canals and otherconnecting canals to improve the drainage speed andefficiency of theseKaemLing areas in emptyingwaterintotheseaatSamutSakhonProvince. ThesuccessofKaemLingprojects is thecatchmentsize of 12.75million cubicmeters spreading over 21Bangkokareas. AnotherfiveKaemLingwaterretentionareas are beingprocured. Theproject’s proven successhas led to itsexpansion tootherpartsofThailand inanattempt to ensure efficient flood-relief effortsnationwide.

ชานเมองดานตะวนออกพ.ศ. ๒๕๓๙ เพอบรณาการระบบปองกนและแกไขอทกภย

ของกรงเทพมหานครใหเกดผลอยางยงยน

อโมงคระบายนำยกษมลกษณะเปนเสนตรงจากพนททมปญหาออกสแมนำ

เจาพระยาโดยตรงเปนเสมอนทางดวนสำหรบการระบายนำ

๑๕กมภาพนธพ.ศ.๒๕๕๔อโมงคยกษพระราม๙-รามคำแหงทมจดเรมตน

ทคลองลาดพราวเชอมกบคลองแสนแสบเรมเปดใชงาน ระบายนำไดปรมาณมากกวา

๖๐ ลกบาศกเมตรตอวนาท ขนาดเสนผานศนยกลาง ๕ เมตร และมความยาว

๕กโลเมตร

In the near future three additional tunnelswill beadded; the Ratchadaphisek-Sutthisan Tunnel, theDonMueang Tunnel (the largest and longest of the fourtunnels) and the Suan LuangRama IX Tunnel that runsfromSuanLuangRamaIXParktotheChaoPhrayaRiver. The largewaterdrainage tunnel systemswill greatlyimproveBangkok’swaterdrainagecapacity.Thesystems’drainage efficiency is equivalent to thedraining of fourOlympic-standard size swimming pools in less than asecond. When all the tunnel systems have beencompleted, the combined lengthof all drainage tunnelswill increase from14 kilometers to approximately 50kilometers. The volume ofwater that can be drainedthrough underground tunnelswill also increase from aspeed of 95 cubicmeters per second to 240 cubicmeterspersecond.

สทธสารอโมงคยกษดอนเมองเปนอโมงคทยาวและใหญทสดในบรรดาทง๔แหงและ

อโมงคยกษสวนหลวงร.๙เรมจากสวนหลวงร.๙ไปจนถงแมนำเจาพระยา

ระบบอโมงคยกษจะทำใหกรงเทพมหานครมศกยภาพในการระบายนำเพมขน

อกมหาศาล โดยมประสทธภาพในการระบายนำเทากบการระบายนำออกจากสระวายนำ

ขนาดมาตรฐาน ๔ สระ ภายในเวลาไมถง ๑ วนาท เมอระบบอโมงคยกษทงหมด

แลวเสรจจะทำใหความยาวรวมของอโมงคระบายนำในกรงเทพฯ ทงหมดเพมขนจาก

๑๔กโลเมตร เปนประมาณ๕๐กโลเมตรและทำใหปรมาณนำทไหลผานอโมงคใตดน

เพมขน จากปจจบนไหลดวยปรมาณรวมกนประมาณ๙๕ลกบาศกเมตรตอวนาท เปน

๒๔๐ลกบาศกเมตรตอวนาท

TheBMAisdeterminedtomanagethefloodproblembybeing “one step ahead” andhas proceededwith theconstructionoflargewaterdrainagetunnelsystems.Thisproject is in accordancewith the1996masterplan forflood prevention andwater drainage systems in theeastern suburbs. Thismaster planwas conceived as anintegrated system for sustainable flood prevention andsolutions. TheBMA’swaterdrainage tunnels run straight fromflooded areas to theChao Phraya River, acting like anexpresswayforwaterdrainage. The Rama IX-Ramkhamhaeng Tunnel, which runsfrom its starting point in the Lat Phrao Canal and

connects to the Saen Saep Canal becameoperational on 15 February 2011. The five-kilometerlongtunneldrainswaterthroughitsfive-meter-diameter tunnel at a rate ofover60cubicmeterspersecond.

The BMAhas introduced advanced information technology to improve theperformanceof its floodpreventionsystems.Everygaugingstationwill senddataoncanalrainfallandwaterlevelstotheBMAFloodControlCenter viaradiowavesinrealtime. HisMajesty presidedover theopening ceremonyof theBMAFloodControlCenterin1990.TheCenteractsasacentralhubingatheringandverifyingdatafromnetwork stations. This datawill be used for theBMA’s floodpreventionpolicies andplanning decisions. TheCenter is located at the BangkokCityHall 2 inDinDaengDistrict.

Today, Bangkok still faces a grave floodcrisiswhich ismuchmore serious than everbefore.Thecausesofthefloodingarestillthesame but the damage ismuch greater. TheBMA has reviewed every flood preventionmeasure previously initiated by the King andhas discovered thatmany things need to bedone to ensure sustainable solutions to thecrisis.Physicalimprovementsincludearevisionof Bangkok’s comprehensive plan (the thirdrevision) so that it is harmoniouswith naturewhile strict control of land use inenvironmentally-sensitive areas must beappliedinordertopreventfuturedisasters. In addition, the principal watermanagement approach should be one ofsustainable coexistencewith nature throughtheminimumalterationof nature tominimizethenegativeimpactontheenvironment.Theremustbea shift towardsproactive, systematicand dynamic management on a long-termbasiswhile preventive structures should alsobeadded. The BMA plans to restore Bangkok’spositive imageand regain the trustof foreigntourists. It is also important to boost themorale of Bangkok residents by creatingconfidenceand reassuring themof the safetyof their lives and property through theintroductionofefficientpreventativemeasuresandsolutionstofuturefloods. Most important is to create anunderstanding through education and torequestcooperationfromfloodvictimsinordertopreparethemforsafeandharmoniouslivingwithwater.

HisMajestyhasbeendirectlyand indirectly involvedin the planning of Bangkok’s transportation systems.There are asmany as 115 royal projects that directlydealwith transportation both in Bangkok and remoterural areas. Indirectly, His Majesty continues toprovide royal initiatives, give speeches and makerecommendations to government agencies responsibleforthenation’stransportationsystems. Itwas the King’s intention to create a network ofroadsthatconsistsofmain,secondaryandringroads inand surrounding the city to provide convenient, cheap,safeandaccessibletransportationforBangkokresidents.

Huai MongkhonRoadwasthefirstroadtheKingorderedconstructionatthesitewherehiscargotstuckinthemud.Thiswasthebeginningofmanyotherroadsthathavealleviatedsuffer-ingandhavebroughthappinesstohispeople. His Majesty had regional palaces constructed as abase of the expansion of royal activities to all regions:PhubingPalace inthenorth,ThaksinPalace inthesouthand Phuphan Palace in the northeast. These regionalpalaceshaveledtotheconstructionofmanynewroadsthroughoutthecountry.
