A POLICY ON GEOMETRIC DESIGN OF HIGHWAYS AND STREETS (THE “GREEN BOOK”), 6TH EDITION
A Policy on Geometric Design of Highways and Streets, 6th Edition, 2011, commonly referred to as “the Green Book,” contains the current design research and practices for highway and street geometric design. Developed by the Technical Committee
on Geometric Design, a technical committee of the Subcommittee on Design, the document provides guidance to highway engineers and designers who strive to make unique design solutions that meet the needs of highway users while maintaining the integrity of the environment. It is also intended as a comprehensive reference manual to assist in administrative, planning, and educational efforts pertaining to design formulation. Design guidelines are included for freeways, arterials, collectors, and local roads, in both urban and rural locations, paralleling the functional classification used in highway planning. This new edition was written in coordination with the terms and concepts of the new fourth edition of the AASHTO Roadside Design Guide. 2011. 912 pp.

GUIDE FOR THE DEVELOPMENT OF BICYCLE FACILITIES, 4TH EDITION
This guide provides information on how to accommodate bicycle travel and operations in most riding environments. It is intended to present sound guidelines that result in facilities that meet the needs of bicyclists and other highway users. Sufficient flexibility is
permitted to encourage designs that are sensitive to local context and incorporate the needs of bicyclists, pedestrians and motorists. However, in some sections of this guide, suggested minimum dimensions are provided. These are recommended only where further deviation from desirable values could increase crash frequency or severity. This guide has been updated from the previous guide published in 1999. The fact that new guidance is presented herein does not imply that existing bicycle facilities are inadequate or unsafe, nor does it mandate the initiation of improvement projects. The intent of this document is to provide guidance to designers and planners by referencing a recommended range of design values and describing alternative design approaches. 200 pp.

AASHTO GUIDE FOR THE PLANNING, DESIGN, AND OPERATIONS OF PEDESTRIAN FACILITIES, 1ST EDITION
The purpose of this guide is to provide guidance on the planning, design, and operation of pedestrian facilities along streets and highways. Specifically, the guide focuses on identifying effective measures for accommodating pedestrians on public rights-of-way. Appropriate methods
for accommodating pedestrians, which vary among roadway and facility types, are described in this guide. The primary audiences for this manual are planners, roadway designers, and transportation engineers, whether at the state or local level, the majority of whom make decisions on a daily basis that affect pedestrians. This guide also recognizes the profound effect that land-use planning and site design have on pedestrian mobility and addresses these topics as well. 2004. 142 pp.

MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES, 2009 EDITION
The MUTCD 2009 Edition replaces the MUTCD 2003 Edition with Revisions 1 and 2. The MUTCD is incorporated into Federal regulations as the national standard for traffic control devices on all public roads and bike paths. Make sure you have the latest
edition. Written by the Federal Highway Administration (FHWA), the Manual on Uniform Traffic Control Devices (MUTCD) 2009 Edition is available as a high quality, printed publication through a cooperative effort between AASHTO, ATSSA, and ITE. The printed version includes: a comprehensive copyrighted index, high-quality print and color-matched graphics, a lay-flat binding designed to withstand continued use, and larger format three-hole drilled pages. Look for these and many other important changes in the MUTCD 2009 Edition: interim approval process for new traffic control devices; chapter on traffic incident management; section on countdown pedestrian signals; considerations for pedestrians and workers in temporary traffic control zones; provision for in-street pedestrian signs; recommendations for letter height on street name signs; use of yield markings at un-signalized mid-block pedestrian crosswalks; and provision for high visibility clothing for workers. 2009. 864 pp.

CHAPTER 11, ERECTING MAILBOXES ON STREETS AND HIGHWAYS, ROADSIDE DESIGN GUIDE, 4TH EDITION
Chapter 11 of the AASHTO Roadside Design Guide deals with privately
owned mailboxes, mailbox supports, and mailbox turnout designs.
Highway safety is the primary reason for a transportation agency to
become involved in this type of design. Limited data exist for vehicle-
mailbox collisions because most record systems do not specifically isolate
these types of crashes. However, the Fatality Analysis Reporting System
showed 294 deaths in 2008 in which an impact with a mailbox was the
first harmful event. Although this number includes crashes in which
the mailbox may not have been the direct cause of the fatal injuries, it is
significant because it is associated with an unnecessary hazard. Because
many jurisdictions incorporate this chapter by reference into their mailbox
regulations, the information in this chapter is frequently of interest to
non-engineers and private citizens. Consequently, AASHTO makes this
chapter available for purchase separate from the rest of the AASHTO
Roadside Design Guide at a reduced price. Its content is identical to that
found in the full book.

Design & TrafficGUIDELINES FOR GEOMETRIC DESIGN OF VERY LOW-VOLUME LOCAL ROADS (ADT ≤ 400), 1ST EDITION
These guidelines address the unique design issues highway designers and engineers face when determining appropriate cost-effective geometric design policies for very low-volume local roads. This approach covers both new and existing construction projects. Because geometric design guidance for very low-volume local roads differs from the policies applied to high-volume roads, these guidelines may be used in lieu of A Policy on Geometric Design of Highways and Streets, also known as “The Green Book.” Design values are presented in both metric and U.S. customary units. 2001. 94 pp.

A GUIDE FOR ACHIEVING FLEXIBILITY IN HIGHWAY DESIGN, 1ST EDITION
Context-sensitive solutions (CSS) reflect the need to consider highway projects as more than just transportation facilities. Achieving a flexible, context-sensitive design solution requires designers to fully understand the reasons behind the processes, design values, and design procedures
that are used. This guide shows highway designers how to think flexibly, how to recognize the many choices and options they have, and how to arrive at the best solution for the particular situation or context. This publication represents a major step toward institutionalizing CSS into state transportation departments and other agencies charged with transportation project development.

SAFETYMANUAL FOR ASSESSING SAFETY HARDWARE, 1ST EDITION
The purpose of this report is to present uniform guidelines for the crash testing of both permanent and temporary highway safety features and recommended evaluation criteria to assess test results. Guidelines are also presented for the
in-service evaluation of safety features. These guidelines and criteria, which have evolved over the past 40 years, incorporate current technology and the collective judgment and expertise of professionals in the field of roadside safety design. GUIDE FOR THE LOCAL CALIBRATION OF THE MECHANISTIC-EMPIRICAL PAVEMENT DESIGN GUIDE, 1ST EDITION
This guide provides guidance to calibrate the Mechanistic-Empirical Pavement Design Guide (MEPDG) software to local conditions, policies, and materials. It provides the highway community with a state-of-the-practice tool for the design of new and rehabilitated pavement
structures, based on mechanistic-empirical (M-E) principles. The design procedure calculates pavement responses (stresses, strains, and deflections) and uses those responses to compute incremental damage over time. The procedure empirically relates the cumulative damage to observed pavement distresses. 2010. 208 pp.

PEDESTRIAN AND BICYCLE DESIGN
GUIDE FOR THE DEVELOPMENT OF BICYCLE FACILITIES, 4TH EDITIONThis guide provides information on how to accommodate bicycle travel and operations in most riding environments. It is intended to present sound guidelines that result in facili-ties that meet the needs of bicyclists and other highway users. Sufficient flexibility is permitted to encourage designs that are sensitive to local context and incorporate the needs of bicyclists, pedestrians and motorists. However, in some sections of this guide, suggested minimum dimensions are provided. These are recommended only where further deviation from desirable values could increase crash frequency or severity. This guide
has been updated from the previous guide published in 1999. The fact that new guidance is presented herein does not imply that existing bicycle facilities are inadequate or unsafe, nor does it mandate the initiation of improvement projects. The intent of this document is to provide guidance to designers and planners by referencing a recommended range of design values and describing alternative design approaches. 2012. 200 pp.

AASHTO GUIDE FOR DESIGN-BUILD PROCUREMENT, 1ST EDITION
This guide is intended to assist state highway agencies in procuring design-build projects, including preparing requests for qualifications (RFQ) and requests for proposals (RFP) and selecting the successful proposer.
This guide is based on best practices from experienced state highway agencies and other public sector agencies. This Guide is intended to be flexible for varying project types, sizes, and procurement requirements. Finally, this Guide promotes a common design-build “vocabulary” for better dissemination of lessons learned and incorporation of continuous improvement. It is important to note that this Guide is not intended to be a “procedures” manual. It supplies an overarching description of the strategies for successful design-build implementation. Each state has its own laws and regulations so this Guide is generically written for broad application, but it also offers specific examples of agency practices to assist with process implementation. 2008. 204 pp.

PRECONSTRUCTION MANAGEMENTPRACTICAL GUIDE TO COST ESTIMATING, 1ST EDITION
A State Transportation Agency’s (STA) ability to successfully manage and deliver its program is largely dependent on an ability to develop realistic estimates of project cost. Cost estimating involves not only the collection of relevant factors relating to the scope
of a project and the cost of resources, but it also requires anticipating cost impacts that may occur due to changes in project scope, available resources, and national and global market conditions. This publication provides “practical” guidance that serves those charged with the development of STA estimates and with the management of the estimating process. This guidebook has two parts. Part I focuses on key cost-estimate techniques and Part II focuses on cost management activities. 2013. 230 pp.

AASHTO GUIDE FOR CONSULTING CONTRACTING, 1ST EDITION
The use of engineering consultants by state transportation agencies continues to be important in providing the appropriate solutions to transportation needs. This publication replaces the Guide for Contracting, Selecting, and Managing Consultants in
Preconstruction Engineering, published by AASHTO in 1996. In order to assess current practices, questionnaires were developed for both state and consultant practitioners. The responses showed significant growth in the volume of work done by consultants and in the range of services provided by consultants. The results of these surveys, along with the collective experience and expertise of the technical committee membership, were used to restructure much of the guide and to update and expand the discussion of current practices for the effective use of consultants. 2008. 128 pp.

USER AND NON-USER BENEFIT ANALYSIS FOR HIGHWAYS, 3RD EDITION
This manual provides a valuable resource for people who analyze the benefits and costs of highway projects. These analysts have the difficult and often cumbersome responsibility of performing complex benefit-cost calculations and presenting the results

LEANER AND GREENER: SUSTAINABILITY AT WORK IN TRANSPORTATION, 1ST EDITION
While working to provide the nation with safe, efficient, and reliable means of transportation, state departments of transportation (DOTs) are faced with the challenges of filling the widening gap between transportation investment needs and
transportation funding, while balancing community concerns, and protecting environmental quality. To successfully meet these challenges, DOTs are using sustainable practices to become leaner and greener. Leaders in transportation know that, in addition to meeting mobility and safety needs, transportation investments must balance three important objectives: 1) Fiscal responsibility; 2) Community quality of life; and 3) Commitment to a better environment. The idea of balancing economic, environmental, and community objectives is sometimes called sustainability or meeting the triple bottom line; leaner and greener also has the same meaning. What does leaner and greener look like? This report provides many examples.

TRANSPORTATION ASSET MANAGEMENT GUIDE, 1ST EDITION State transportation officials at all levels face the task of managing a wide range of assets to meet public, agency, and legislative expectations. These assets include the physical transportation infrastructure (e.g., guideways, structures, and associated features and appurtenances) as well as other types of assets: e.g., an agency’s human resources, financial capacity, equipment and vehicle fleets, materials stocks, real estate, and corporate data and information. This study therefore interprets transportation asset management as a strategic approach to managing physical transportation infrastructure. Transportation asset management in this context promotes more effective resource allocation and utilization based upon quality information. This guide is a supplement to the 2011 Transportation Asset Management Guide, A Focus on Implementation. 2002. 146 pp.

THE AMERICAN ASSOCIATION OF STATE HIGHWAY AND TRANSPORTATION OFFICIALS (AASHTO) is a nonprofi t,
nonpartisan association that represents
member highway and transportation
departments in the 50 states, the District
of Columbia, and Puerto Rico. It is the
only association that represents all fi ve
transportation modes—air, highways, public
transportation, rail, and water. Its primary
goal is to foster development, operation,
and maintenance of an integrated national
transportation system.
Membership to AASHTO is on an agency
basis. Only state departments of
transportation are considered AASHTO
Members. Associate membership is available
to sub-state and federal transportation
agencies in the United States, as well as
many transportation agencies in other
countries. Examples of those who qualify
for associate membership are port, toll, and
highway commissions or authorities, foreign
transportation agencies, and city departments
of transportation. Membership is not
extended to individuals or private sector
entities, including engineering fi rms or other
private companies. For more information on
AASHTO Associate membership, including
information on Associate member benefi ts,
as well as the Associate membership
application, visit the AASHTO website, www.
transportation.org, under the Membership
tab. If you have further questions about
AASHTO membership, contact Brian Watson,
Membership Coordinator, by e-mail at:

AASHTO DRAINAGE MANUAL, 1ST EDITION—CD-ROM
Superseding AASHTO’s 2005 Model Drainage Manual, the
AASHTO Drainage Manual (CD-ROM) provides hydraulics
engineers with practical working guidelines. Now a two-volume
set, Volume One, Policy, considers examples for drainage design
policies, criteria, and standards. Volume Two, Procedures, discusses
hydrologic and hydraulic design procedures that are frequently
used by highway hydraulics engineers and includes step-by-step
procedures and design examples that can be worked by hand or
solved with public domain software. This CD-ROM includes
a searchable PDF of both volumes, a glossary, and Microsoft
Word files of individual chapters that any Federal, State,
or local agency can use to produce its own customized
drainage policy or procedure manual. 2014.
