Dear Recycling Professional,
The New Mexico Recycling Directory represents a strong partnership between the New Mexico Environment Department’s Solid Waste Bureau (SWB) and the New Mexico Recycling Coalition (NMRC). The NMRC expresses its appreciation to the SWB for providing the funding to update this great resource.
The New Mexico Recycling Directory lists all of the recycling programs, businesses, organizations and resources that are located in New Mexico. We encourage your assistance in providing us with any updated recycling information that you may have, via the “update form,” in order to ensure that our directory is as comprehensive as possible.
Assisting in the update and distribution of the New Mexico Recycling Directory is one way that the NMRC is fulfilling our mission to improve the quality of recycling in New Mexico. Providing recycling education and networking opportunities are two important initiatives aimed at achieving this mission. We also provide our members the following services:

Materials Overview
Paper
Today, more paper is recycled in America than ever before. That’s due to the cooperation of millions of Americans who begin the recycling process by separating their used paper at home, school, and work—and to a commitment by U.S. papermakers to invest billions of dollars in new recycling capacity.
The results are impressive. In 1999, 45% of all the paper American used was recovered—47.3 million tons, an all-time record. Americans are well on the way to meeting the American Forest & Paper Association’s (AF&PA) goal of recovery 50% of all paper used in the U.S.
Wastepaper makes up about 38 percent of the mixed municipal solid waste stream and thus represents a major recycling and solid waste diversion opportunity. Recycling paper has many economic and environmental advantages. For every ton of paper recycled, seventeen trees are left standing, and recycling uses 80 percent less water and 65 percent less energy. There are many different grades of wastepaper, four of the most common are; Old Newspaper (ONP), Old Corrugated Containers (OCC), High/Office Grade and Mixed Paper. Three of these grades (ONP, OCC and High/Office Grade) can be readily recycled, sometimes back into their original form, several times over. These three grades can also be used to make tissue and towel products, boxboard for packaging (cereal boxes), mold fiber products (egg cartons), and lower grade paper products. The challenge for the paper industry is to develop technology to use secondary fiber in the production of higher grades of paper. Mixed paper consists of a mixture of unsorted wastepaper grades including often, magazines and junk mail. The process of sorting through mixed paper can make it upgraded into higher, more marketable grades. However, there are significant amounts of mixed paper available that, because of low quality or lack of sorting, have limited or no markets. Typical uses for mixed wastepaper are such products as roofing materials and colored construction paper.
Did You Know? More paper is recovered in America for recycling
than all other materials combined. More than one third of the raw material fiber U.S.
papermakers use comes from recycled paper. More paper is now recovered in America than is
landfilled.
The paper recovered for recycling in the past 10 years would fill more than 3.5 square miles of landfill space packed 50 feet high.

PlasticsThe variety of plastics available for use in products and packaging is very diverse. The Society of Plastic Industry, Inc. developed a coding system to identify plastics by resin types to help workers in recycling centers to properly sort resins. The resin codes are molded onto the bottom of most plastic containers larger than 8 oz. and are distinguished as follows. The recycling triangle with a number in the center is the imprint to locate. Containers should always be squashed and the lids thrown away. Labels may be left on.

Glass
New Mexico Recycling Directory
80 February 2002
For many Americans, filling the recycling bin is as routine as setting out the trash. Recycling has come of age – and with it comes a strong market for quality glass. Demand is driven by glass container manufacturers' need for recyclable glass. Recycling old glass to produce new containers uses less energy than starting with raw materials. Because recycled glass melts at lower temperatures, furnaces aren't required to operate at the higher levels needed to melt raw materials. The bottom line? Increased energy savings. Even though large quantities of glass are collected for recycling, the demand for quality glass often outpaces supply. At the same time, some loads of recycled glass are being turned away at the plant gate. From the viewpoint of municipalities or waste haulers looking for a market the demand may appear low. What's the explanation? And what can you do about it? The key is quality. Recyclables – glass, paper, plastic or aluminum – like raw materials, must meet industry specifications in order to produce new, quality products. The information on this page explains why quality is important to glass recycling and how you can deliver it. For public officials dealing with solid waste issues, effective glass recycling will result in diversion of solid waste from landfills. For those directly involved in the business of recycling – haulers, suppliers and processors – quality can enhance marketability and increase revenues.
Recycled glass is called cullet. Glass container manufacturers recycle cullet, combined with soda ash, limestone and sand, to create "new" glass. It's important to know what kind of glass the industry needs. Cullet should meet four criteria:Cullet must be separated by color Cullet must be contaminant free Cullet must meet market specifications Cullet must be container glass
Glass manufacturers require cullet that's separated by color – clear, amber or green. Recycling glass by color helps manufacturers ensure the quality and color consistency of new containers. Ideally, citizens should color-sort glass at the curb – that's the easiest and best place to separate glass by color and remove contaminants. Community recycling programs that allow for mixed glass pickup may, in reality, be trading convenience for marketability. Even if color separation doesn't happen at the curb, colors and contaminants should be sorted out early in the process. Once the cullet gets broken or mixed, contaminants are difficult to remove and can spoil the quality of an entire load. New technologies for sorting by color are being researched. But for now, cullet must be color-sorted by hand. For suppliers, increased revenue potential often makes it worth the extra effort. In comparison, mixed cullet has significantly lower demand and revenue potential. Glass manufacturers have limits on the
amount of mixed cullet they can use for manufacturing new containers – and, generally, they prefer not to buy it. Other markets for mixed glass are growing. But, currently, they are limited. UNACCEPTABLEfor Glass RecyclingCommon materials that contaminate cullet: Ceramic cups, plates and pottery Clay garden pots Laboratory glass Crystal and opaque drinking glasses Mirrors Windshields and window glasses Heat-resistant ovenware (for example, Pyrex or Visionware) Light bulbsOther contaminants include: Ceramic and wire caps for beer bottles Lead collars from wine and champagne bottles Stones and dirt Metal caps, lids and neck rings Drinking glasses Hazardous glass containers (for example, acid containers)MIXED CULLET:Limited Market, Less RevenueMixed cullet may be used in the production of: Road base construction, pipe backfill and storm drains Asphalt called "glasphalt," and sandblasting abrasive Fiberglass insulationContaminated cullet can't be used in the production of new glass containers. Contaminants may be metal, gravel and dirt – or non-container types of glass – mixed in with the cullet. Contaminants are a risk to the glass manufacturer. Contaminated cullet can slow down production; produce defective glass and damage glass-manufacturing equipment. It may be surprising to learn that not all types of glass can be recycled into new containers. Almost all glass food and beverage containers can be accepted for recycling. Some examples of recyclable glass are soda bottles, food containers, beer bottles, wine and liquor bottles and juice containers. Household glass products, such as light bulbs and windowpanes, are unacceptable for producing glass containers. Varying chemical compositions and different melting temperatures of these types of household glass can cause defects in new containers.
Cullet can be contaminated at any point during the process–at the curb, during collection, processing or shipping. Quality control is the key to keeping and growing markets for recyclables. Collectors, haulers, suppliers and processors can reduce the risk and increase revenue by following these glass recycling guidelines: Contact potential buyers to get their specifications and acceptance policies, ability to remove contaminants, transport

preference (truckload or rail car) and "furnace ready" requirements. Ask about buyers' capacity to remove metals. Conduct inspections–before adding newly collected glass to stored recyclables and during loading for shipment. Glass containers break sufficiently with handling to allow for economic transport. Crushing the cullet will not add to its value. If stored outdoors, cullet should be placed on a concrete pad–not on the ground or asphalt–to avoid contamination from dirt or gravel during loading. Cover cullet during cold or wet weather. When storing multiple loads of colored cullet, keep the cullet separated so no intermingling of colors can occur. Prior to loading cullet shipments, wash the truck bed. Inspect the truck bed and the tarp used to cover the load for any residue from a previous haul.Courtesy of the;
MetalsMetals’ recycling has been taking place for many generations. Metals can be broadly classified into two grades; ferrous and non-ferrous. The more common metals that are recycled, particularly post-consumer are UBC (used beverage containers) aluminum, steel and tin-plated steel. A few of the many other grades include copper, brass and precious metals. Aluminum cans as well as foil and aluminum scrap are highly recyclable. Ferrous refers to magnetic metals which are predominantly composed of iron. Examples of non-ferrous metals include aluminum, copper, brass, zinc and bronze. Lead-containing products include automobile parts, electronics, plumbing fixtures, fishing weights, lead pipe, and wheel weights.
Organics"Organics" means materials that are or were once living, such as leaves, grass, agricultural crop residues, or food scraps. Nature has a way of decomposing these organic materials and naturally reusing them...just as a forest floor becomes dense with humus. The decomposition process is called composting, and the resultant material is compost.
OilsWhy Recycle Oil?
Environmental Reasons: Every year an estimated 300 million gallons of used oil is improperly disposed of. When used oil is dumped on the ground, down storm sewers, or sent to landfills, it is capable of migrating into ground and surface waters. According to EPA studies, just one gallon of used oil can render one million gallons of water undrinkable. It is also a serious threat to plant and animal life. Marine species can be adversely affected by oil concentrations as low as 1 part per million. As well, an oil film on water blocks sunlight, making it harder for plants to photosynthesize. A loss of plant and animal life, while tragic in and of itself, also results in economic losses for recreation and fishing industries.
Public Health Reasons: When oil circulates through combustion engines it picks up a variety of contaminants. Engine heat can break down oil additives, producing acids and other substances. Dirt, rust and metal particles from the engine also find their way into oil. Exhaust gases and fluids like antifreeze can leak into oil during engine use. All of these substances increase the toxic nature of oil to humans. The common way contaminants enter the body is through ingestion of oil-polluted water and through the breathing of fumes produced by improperly vented space heaters.
Economic Reasons: Oil is a valuable resource that is wasted when improperly disposed of. Used oil can be re-refined and used over and over again in combustion engines. It can also be burned as fuel, as long as proper procedures and equipment are used. Since oil is a non-renewable resource, it is inevitable that new supplies will become increasingly harder to find and more costly to extract in the future. Conservation of used oil now will give us more time to eventually develop alternative fuels. It will also lessen the dependence industrialized countries have on foreign oil supplies.
Legal Reasons: In the U.S., The Comprehensive Environmental Response, Compensation, and Liability Act of 1980, holds any party creating or contributing to a hazardous waste site financially responsible for clean-up costs. These parties includes generators, transporters, service stations, collection centers, lube shops and retailers. Improper disposal of oil risks the possibility of enormous legal and clean-up fees.

BatteriesThere are three common types of batteries, which are recyclable: spent lead-acid batteries, nickel-cadmium (rechargeable) and “button” batteries.
Lead-acid batteries, the type used in automobiles, are recovered for their lead content. The plastic casing can also be recycled. In addition to the facilities listed in this directory, most retailers of lead-acid batteries will accept old batteries for recycling. New Mexico’s Solid Waste Management Regulations prohibit the disposal of lead-acid batteries in landfills or incinerators.
“Button” batteries used in watches, hearing aids, and calculators contain high amounts of mercury and present a serious hazard if disposed improperly. As with lead-acid batteries, many stores that sell these batteries also collect them for recycling, although law does not require it. The mercury in these batteries is recovered and reused by battery manufacturers.
Most household hazardous waste collection programs accept batteries. While the amount of mercury in household batteries has been drastically reduced in the past twenty years, they can still pose environmental problems if they are discarded with other types of waste.
Rubber / Scrap TiresSixty percent of the rubber consumed in the United States is used to make tires. Raw materials used to make tires include - rubber (41 percent), carbon black (28 percent), steel (15 percent) and other materials (16 percent).
In 1998, 270 million scrap tires were generated. Cars supply 84 percent of scrap tires, trucks supply 15 percent and heavy equipment, aircraft and off-road vehicles supply 1 percent. The biggest market for scrap tires is tire-derived fuel (TDF), which is a low-sulfur, high-heating value fuel.
Scrap tires also can be recycled as whole or split tires, or as crumb (ground) or shredded rubber, but they present a recycling challenge because they are made from many materials.
Whole tire uses include artificial reefs and playground equipment. Split tire uses include floor mats and dock bumpers. Crumb rubber uses include products, such as mudguards, carpet padding, tracks and athletic surfaces, and rubberized asphalt. Shredded uses include road embankment or road fill.
In 1998, approximately 500 million scrap tires were in stockpiles. This is a 30 percent stockpile reduction since 1994.
Almost one scrap tire is generated per person per year. The average weight of a passenger car scrap tire is 20
pounds.
A truck scrap tire will weigh 40 pounds or more.
A steel-belted radial passenger tire will have 2.5 pounds of steel.
Retreads contain 75% recycled content.
Composted: Scrap tires do not compost, but shredded tire chips can be used as a bulking agent in composting wastewater treatment sludge.
Incinerated or Landfilled: 3.45 million tons or 2.2% of discarded MSW by weight.
Scrap tires have a 15,000 Btu fuel value per pound, which is slightly higher than coal.
Unlandfilled scrap tires can create a public health problem as a mosquito breeding area.
Landfilled single tires can pose problems if the tires fail to compress within the landfill and then rise up and resurface.
Landfill Volume: EPA landfill volume data does not include tires.
Source Reduction: Purchasing longer tread-life tires, rotating and balancing tires every 4,000 miles, and keeping tires at their recommended air pressure levels are the best ways to reduce the number of scrap tires.
Improved manufacturing techniques have doubled the useful life of tires since 1955, with 40,000-mile tires now commonplace.
Using scrap tires to replace other materials used in construction (such as soil, clean fill or drainage aggregate) is the next largest market, followed by exports and ground rubber markets.

CarpetBecause the collection, sorting, and transporting of used carpet is such a mammoth challenge, the tasks are being addressed by carpet and fiber companies and individual entrepreneurs. Several companies have collection sites in place and are developing means to separate carpet components and recover polymers. The industry is working toward recycling these materials into new carpet fiber and backings. Some companies are refurbishing used carpet modules. Currently, plastic beverage bottles are being used to make polyester carpet fibers.
To address the challenges of post-consumer recycling, the Carpet and Rug Institute has assembled a committee of member representatives to rally industry expertise and resources. The committee will work toward perfecting an identification system of carpet materials, to make the sorting of fiber and backing compounds in the future much easier and more efficient. The committee also will share technology that will accelerate the recycling of used carpet back into raw materials and the development of a "closed loop" recycling system. These efforts present exciting possibilities for the future.
