To combat the spread of COVID-19, the Texas Department of Transportation (TxDOT) is following guidance provided by our state’s health and emergency management officials. To do our part to help prevent its spread, TxDOT will be conducting an online virtual public meeting for the proposed 2021 - 2024 Rural Transportation Improvement Program (Rural TIP) for the Abilene TxDOT District.
The virtual meeting presentation will be posted on June 18, 2020 at 5 p.m. To take part in the virtual public meeting, go to the web address www.txdot.gov and enter the words Hearings and Meetings to access the “Hearings and Meetings Schedule” page. Once on that page, click on “Virtual Public Meeting – Rural Transportation Improvement Program (TIP) Abilene District” for instructions on how to view the presentation and make comments. The presentation will include both audio and visual components. If you do not have internet access, you may call 325-676-6897 to request materials or ask questions.
The purpose of this virtual public meeting is to receive comments on the proposed projects of the 2021-2024 Rural TIP for the Abilene TxDOT District. The Abilene District includes Borden, Callahan, Fisher, Haskell, Howard, Jones, Kent, Mitchell, Nolan, Scurry, Shackelford, Stonewall, Taylor counties. The Rural TIP includes all regionally significant projects to be funded within a TxDOT District during the next four years, including those eligible for funding. As such, these meetings offer the public an opportunity to review and comment on the proposed priorities. A project in the Rural TIP is a project coming to your community. The Rural TIP is the first step on the road to producing a Statewide Transportation Improvement Program (STIP).
The 2021-2024 Rural TIP meetings are being held pursuant to Title 43, Texas Administrative Code, Section 16.102, which calls for an opportunity for public comment concerning the program. Presentation materials will show how the Rural TIP operates along with associated/prioritized projects.
Comments must be postmarked or otherwise received by Monday June 29, 2020 to: Texas Department of Transportation, Abilene District, Attn: Rural TIP, 4250 North Clack, Abilene, Tx 79601; or by email to Abilene District [email protected], with Attention: 2021-2024 Rural TIP Comment in the subject line.

The Abilene-Taylor County Public Health District on Sunday reported no new cases of COVID-19 here.
The total reported cases remains at 246, with one person hospitalized. Re- coveries stand at 223, with 18 still self- isolating as the county's 18 active cases.

Harris County continues to lead the state with more than 14,400 confirmed cases, with Dallas County next at more than 11,800. Hard-hit Potter County, which includes Amarillo, remains sev- enth among 254 counties with 2,756 cases. However, the daily totals have been slowing; there were two new cases reported since Friday.
The state total is near 75,000. In Texas, 235 of 254 counties have re-
ported at least one case. The age categories of all patients lo-

Retesting clears Eastland County nursing homes
EASTLAND - County Judge Rex Fields reported Sunday that COVID-19 tests for nursing homes in Eastland and Cisco are back and that all results are negative.
There were 19 residents who recently tested positive but were not showing symptoms. Retesting was ordered and results were negative.
The Department of State Health Ser- vices is reviewing testing procedures and results from a lab that was finalizing testing by the National Guard, Fields' media release stated.
Recently, almost 40 tests at a nursing home in Snyder for residents and staff proved to be negative after initial posi- tive results were announced.

My name is Cliff Hallford and I’m the Abilene District Planner. We are here today to go over  the projects to be included in the upcoming 20212024 Rural TIP.

Script: Today we will go over the counties in the Abilene District district and all the roads under  the district’s care. We will also review the basics of what is the Rural TIP?  and why is it  important for you to be here with us today. We will explain how the projects included in  the program are selected  and classified in order to make the most of the program.  Once you have an understanding of all of this, you will have the opportunity to review all  the projects the Abilene District has included in the 20212024 program. Both the big  projects and the small supporting projects. We will also go over funding, answering questions on “where does the money to pay for  these projects come from? and how it get distributed?”. Lastly we will outline all the options you have to comment on these projects and their  priority.

Safety

Script: TxDOT likes to start every meeting off with a safety message.  In 2019, TxDOT kicked off the #EndTheStreakTX campaign to reach the goal of zero  fatalities on Texas roads by 2050. Distracted driving continues to be a problem in Texas and  data indicates that drivers are not changing their behaviors.  So TxDOT wants to raise  awareness on the dangers of distracted driving by encouraging Texans to put away their  cellphones while driving and help us #EndTheStreak.

THE RURAL TIP is list of local projects to be funded within a TxDOT District
during the next four years, including those eligible for federal funding.
It can include projects for :
Script:  The Rural Transportation Improvement Program is a list of local projects to funded in a  TxDOT District over the next 4 years. This means that all projects included in the list are  expected to be underway within 4 years following its approval. These are the changes you  can expect to go to contract in the near future!
It is multimodal;  which means that it can include projects relating to highways, bicycle and  pedestrian  facilities, transit services, and freight projects as well as the preliminary studies  used to define those projects.  
Rural TIP is meant to show regional agreement on the need and priority of a transportation  project, so all parties involved can be sure they are making the best investment for the  community. It is also expected to be consistent with the projects and objectives included in  the regional Long Range Transportation Plans, to ensure that all agencies are working  towards the same goal. 
The Rural TIP is a part of the Statewide Transportation Improvement Program (STIP).  Because the program its rules are established by Federal law, no project can receive federal  funding unless it is listed in the Rural TIP!

It is important for you to participate because funding secured by this process is intended to  address your communities’ most immediate needs. By providing comments on the priority  of the projects included, you are helping us identify regional priorities.  By reviewing the entire program in a single meeting you are: 1) having a regional impact, 2)  helping us be more effective with your money, and 3) ensuring that we are investing where  we should.

How Projects are Selected for the Rural TIP

Projects are identified and selected by evaluating existing and future needs based on:
current conditions and projections, statewide and regional plans,
public input regarding transportation priorities
For Example:

Rural Transportation Organizations, Metropolitan Planning Organizations and local governments are responsible for selecting projects within their boundaries
TxDOT, through the District office, is responsible for the selection of all projects relating to the State Transportation System and other National roadways. This includes Interstates, State and US Highways but most importantly this can also include the Farm- to-Market and Ranch-to-Market roads you use every day. The Abilene District works closely with the Abilene Metropolitan Planning Organization (AMPO) on identifying projects and establishing priorities. The projects you will review today should respond to local needs!
It is our responsibility to provide you with the opportunity to provide input on which projects should be advanced.

How Projects are Selected for the Rural TIP

1. Regionally Significant Projects Those with the appropriate scale or reach to be considered as stand- alone projects in a given program year have their own category.
2. Grouped Projects Those without the scale to stand on their own are grouped into one of 11 sub categories and considered as a single line item in the list.
Selected projects are separated into 2
main categories
Script: Once projects have been defined they are evaluated according to their scale and classified  according to the funding they require as well as their potential impact. 
Big projects are categorized as Regionally Significant Projects and are included as stand alone items. i.e. A new bridge over a river  To simplify this budgeting and planning process, smaller projects are lumped together into  11 separate sub categories, refer to as Grouped Projects. Grouped projects include things  like landscaping, safety lights, or new bicycle and pedestrian facilities. These grouping  practice makes facilitates the federal funding of smaller projects. i.e. the pavement repair  of an FM road.

You can view projects by Highway, Project ID, TxDOT District, County or state/federal  legislative districts. 
As a project develops, its status may change from planning to design to construction.
Project updates occur weekly and are retrieved from TxDOT systems. Data and schedules  can change as information is updated.

Funding

“Fiscally constrained TIP” means:
It is realistic in terms of the amount of funding available.
Funds can come from:
The Rural TIP is a fiscally constrained list of projects that functions as a budgeting tool for our District.
Federal Government Through the Federal Highway and Transit Administrations
TxDOT Through its Unified Transportation Program funding categories
Local governments Who may be required to provide matching funds for federal monies
Script: The Rural TIP functions as a budget list for the District. As such it is fiscally constrained. Like  the budget of a household, the Rural TIP has to be realistic about the amount of money  available to covers all the needs.  Frequently we identify more improvements than we have  money to implement.  This means prioritizing according to those items that are most  necessary.
We’ve discussed the list but where is the money coming from? Funds can come from 3  main sources:
1) The Federal Government, through the establishment of the Moving Ahead for Progress  in the 21th Century Act or MAP21. The federal government allocates these funds  through the processes established by the Federal Highway and Transit Administrations.
2) TxDOT, like the Federal Government also allocates a section our budget for these  projects through the Unified Transportation Program’s 12 funding categories. 
And 3) the local governments. Once the need has been identified and the amount of  federal monies has been defined, the Rural TIP helps local governments assess the funding  requirements to match those of the federal and state government and their capacity to  meet them.

schedules can move ahead.
Script: Now, after you review and comment on these projects, what is next? The timeline above  illustrates the Rural TIP process and where we are right now. Once your comments have  been collected and considered, if necessary the Districts will provide TxDOT with a revised  Rural TIP for approval and integration into the Statewide document. 
The Statewide Transportation Improvement Program is build from the Rural TIP of all of the  25 Districts in the State as well as the Transportation programs from all the MPOs. The  timeline above shows where in the Rural TIP process fits into this larger effort.  Once the  STIP is approved by the Federal government everyone’s projects are funded and become  one step closer to getting on the ground.
