e - National Agriculture Market (e-NAM) is a pan-India electronictrading portal which networks the existing APMC Mandis forcreating a unified national market for agricultural commodities. Thee-NAM Portal provides a single window service for all APMC relatedinformation and services. This includes commodity arrivals & prices,buy & sell trade offers, provision to respond to trade offers, amongother services.

BackgroundSince its inception in 1978 Agriculture Produce MarketingCommittee (APMC) Bareilly has been helping farmers to get realvalue for their produce. e-NAM was inaugurated on 30th Sep 2016as a transparent online trading platform capable of achieving betterprice for producers, reduced transaction cost for buyers, stableprices and availability for consumers. Further, it also helps inrealizing payment and delivery guarantee, real time price discovery,enhanced market accessibility, quality certification, warehousingand logistics and a more efficient supply chain.

Approach AdoptedCleaning and sorting facility is provided along with trained staff atthe APMC. Agriculture scientist sits inside the campus and providesall types of information to farmers regarding soil content, moisturepercentage, suitable time of cropping and other useful information.Data collected from agriculture and horticulture department hasbeen used to add more farmers on National Agriculture Market(NAM) portal.The bidding process ensues, once the report generated by seniormarketing inspector is uploaded on the portal. Necessary help isextended to traders and commodity agents during the biddingprocess. To ensure transparency, rates quoted are constantlydisplayed on screens.

On completion of the bidding process a sale agreement isgenerated and signed by all stakeholders i.e. namely the seller(farmer), commission agent and the trader with the highest bid.

For the registration of new farmers on the portal, assistance ofAgriculture Department was sought. Linkages with other schemesof the State Government like Pardarshi Kisan Sewa were alsocreated. Forty transport companies were registered on the portal tofacilitate transportation of commodities purchased by traders.

Several steps for upgrading the existing infrastructure have beenundertaken including setting up of facilities like Soil Testing Lab,Krishi Soochna Kendra, Godowns and Kisan Vishram Grah. Plansare being formulated to interlink this initiative with otherGovernment schemes such as Solar Photo Voltaic Pump, SoilHealth Card Scheme, National Food Security Mission, Beej GramYojna, among others, to increase the number of the registeredusers.

APMC Bareilly has obtained 5 unified licenses for trading with inter-state APMCs which will facilitate traders to bid on any of the notifiedmandies.

Awareness Generation

Various awareness camps and programs were organized for tradersand farmers. For promotion of the scheme, awareness programswere organized at village level, with participation of villagers, villagepradhan and panchayat secretary. Pamphlets were distributed inthe villages highlighting the features of the e-NAM portal and it’sbenefits for the farmers. To promote e-payment, workshops wereorganized in collaboration with banks like ICICI. Other innovativemeasures included use of SMS messages to spread awarenessabout the measures being taken to help farmers get the best pricefor their produce.

BackgroundAgriculture is the main occupation of the people in HimachalPradesh and plays an important role in the economy of the State.Shimla and Kinnaur are the main fruit and vegetable producingdistricts of the State. Marketing of these agricultural commodities isdone through Agricultural Produce Market Committee (APMC) inmarket yards. The Dhalli Mandi has been selected as pilot mandiunder e-NAM scheme as it is the “Principle Market Yard” of APMCShimla.

Approach AdoptedCommodities traded in the mandi included Apple, Peas andCauliflower. Entry and Exit gates were created for recording thearrival and sales summary respectively. E-weighing facilities werealso installed at the gates. For facilitating e-auction, IT infrastructurewas installed at the auction hall. Assaying labs were set up to helpfarmers with quality testing of products. Cameras were installed tokeep a watch on all activities taking place in the market area.Amenities such as canteen, drinking water, ATM, rest house, sulabhshauchalaya, ticker board, TV, etc. were provided.Complaint and Grievance Cell was set up to address farmersissues. Farmers were provided training on cashless transactions.

Awareness GenerationTo popularize and create more awareness about the e-NAMinitiative, an extensive strategy was formulated. Personal contactprograms with BDOs, Pradhan Gram Panchayats, BDC members,growers and bankers were organized. Awareness campaign wasalso carried out through pamphlets, camps, meetings and socialmedia tools. Radio talks and documentary films have also beendeveloped to generate awareness.

BackgroundSituated in a rain shadow region, Gurramkonda is a remote hillyterrain faced with water scarcity for most part of the year.Gurramkonda Mandi is a single commodity market of tomatoes.

Approach AdoptedProvision has been made in Andhra Pradesh Marketing Rules forenabling participation of outside traders in online bidding process.Agricultural market committee has standardized the system ofcleaning, sorting, grading and packing of tomatoes. Tomatoes aregraded based on size and diameter and farmers have beenadequately trained about the grading process. Tomato, being aperishable commodity, is packaged and transported in plastic cratesto reduce the damage in transit and handling.High speed broadband facility has been provided for gate entry andexit controls, display boards and systems for e-bidding. Link roadsare built to tomato farms through convergence under schemes,such as MGNREGA.All India market prices for the commodity traded are put on LEDdisplay screens in the Mandi. 1% of total value traded is levied asmandi fee on the farmer. 30 new trading sheds are underdevelopment to protect tomatoes from heat.

Backgrounde-NAM initiative for integrating the APMC regulated market yardsacross the State to a common online platform was launched in SubMarket Yard Jassur on 30th September 2016. On account of itsremote location, Jassur lacked the necessary infrastructure for theimplementation of the project. Insufficient informationcommunication technology setup and lack of awareness about thescheme among relevant stakeholders were major challenges beforethe authorities.

Approach AdoptedLocal administration equipped the sub-market yard of Jassur withthe necessary ICT infrastructure including computers, printers, UPSand internet connectivity. Cleaning, sorting and packing, soil testingfacilities were made available at the Mandi.Marketing transactions are being maintained electronically with thehelp of a database, which provides all necessary qualitative andquantitative details of all the registered commodities under e-NAM.Extensive training programme for all stakeholders including APMCstaff was organized to apprise them with the objective, processesand benefits of the initiative and equip them with the requisite skills.

BackgroundMadanapalli is a single commodity agricultural market dealingexclusively with tomatoes and has arrivals of 2.5 lakh tonnes peryear. Tomatoes from the Mandi are exported to markets such asBangladesh and Pakistan. e-NAM was introduced in the district inNovember 2016.

Approach AdoptedTo ensure effective implementation of e-NAM, amenities like openauction platform, digital electronic weighing machines etc. havebeen installed in the market yard. High speed broadband facilityhas also been provided to traders and commission agents. Farmerfriendly amenities like drinking water plant, dispensary, canteens,washrooms etc. were also constructed.

Various measures like improving general connectivity wereundertaken to strengthen the overall supply chain. Links roadsproviding access from tomato farms to main approach road andMandi were built with the convergence of MGNREGS and funds ofAgricultural Market Committee (AMC).

All India market prices of commodities were displayed on LEDdisplay board in market premises and daily tomato prices were sentto farmers through messages.

Soil testing laboratory was established in the market yard withtechnical support from Agricultural Department.

To ensure transparency in the process, all licensees i.e.commission agents (local buyers) as well as the external buyerswere made to register with the Mandi and everyone was allocated aunique ID and password for quoting the price.

Farmers were trained in grading of tomatoes and in adopting post-harvest technologies like plastic crates to reduce transportationlosses.

Awareness Generation

To popularize the initiative, several workshops and awarenessprograms involving farmers, traders and market committeemembers were conducted. Through these all stakeholders weremade aware about the advantages and benefits of e-NAM.Information was also disseminated through press, electronic media,brochures and pamphlets.

BackgroundWith the objective of putting an end to archetype system ofagricultural trading, the District Administration, Nizamabad withactive collaboration of Agriculture Marketing departmentconceptualized implementation of e-NAM through a three phasedreforms action plan in Agriculture Produce Marketing Committee(APMC) Nizamabad.

Approach AdoptedComplete automation of weighing, cleaning and grading systemsfor better price realization was done at the Mandi. Electronicweighing machines were integrated to Point of Sale (POS)machines. Assaying Labs were setup within the market yard andgrading was done by market authorities on a day to day basis.Amenities such as meeting halls, rest houses, canteen, etc. werealso created.A Direct Purchase Centre (DPC) platform was set up to facilitatetrading without a commission agent, and a farmer’s help desk wasprovisioned on DPC platform. BackgroundAgriculture Produce Marketing Committee (APMC) in Rajkot wasestablished in 1964 to serve three blocks of the district namelyRajkot, Padaddhariand and Lodhika. Currently, Rajkot is one of thelargest APMC in the State, with state-of-the-art facilities andservices in 90 acres of plot.

Approach AdoptedTo implement e-NAM, a comprehensive framework includinginfrastructure up gradation, capacity building initiatives, monitoringand grievance redressal mechanism was put in place. Infrastructurewas significantly upgraded and new facilities such as farmerstraining hall, soil testing laboratory, grading centers, weigh bridges,warehouses, banks and fully equipped e-NAM centers wereestablished.Cleaning and sorting facilities have been set up for 12 commoditiessuch as wheat, cumin, etc. Bank Haven and e-transaction facilitieshave made all transactions cashless and commodity financeavailable to all farmers.For effective implementation of the program, capacity buildingsessions were organized for different stakeholders at both districtand village levels. Bhaskaracharya Institute for Space Applicationsand Geo Informatics (BISAG) was roped in for conducting capacitybuilding workshops.To ensure smooth operations in the Mandis, volunteers weredeployed for assisting the farmers and traders. APMC alsodeveloped a new website and mobile application for capturing daily

updates. The e-NAM system has been certified and audited byControl Union Netherland, an international level certification body.

Mandi has been charging only 0.50% as Mandi tax from traders andfarmers are exempted from any additional levy on their produce.For transparency and security, entire APMC has been put underCCTV surveillance. A Grievance cell has also been set up to ensure100% accountability and transparency.

Awareness Generation

Mass awareness campaigns, under the banner of ‘IT in Agriculture’were undertaken to promote the scheme. Awareness wasgenerated through communication channels like printed pamphlets,banners, SMS, krushi shibirs, krushi mela, one to one interaction,etc. District level seminars involving farmers, traders andcommission agents were organized where all stakeholders wereapprised about the scheme and encouraged to register on the e-NAM portal.

BackgroundDiverse agro climatic conditions of Himachal Pradesh are extremelysuitable for growing different types of agricultural and horticulturalcrops particularly off seasonal vegetables and fruits. Agriculture isthe main occupation of people in the district and has an importantrole in the economy of the State. Agricultural Produce MarketCommittee (APMC) Solan was selected as one of the markets toroll out e-NAM with the belief that it would positively influence botheconomy and farming community of the region.

Approach AdoptedFor effective implementation of e-NAM, several steps wereundertaken by APMC Solan. These include initiatives such asallowing farmers to directly sell their produce to buyers withoutbringing it to Mandi, establishment of private markets receiving atpar treatment as APMCs, removal of legal barriers for entry oforganized and modern capital and investments into agriculturalmarketing and rationalization of market fee and commissioncharges.

In order to ensure effective rollout of e-NAM, training programme,for the officers of APMC Solan, was organized under thechairpersonship of Additional Chief Secretary (Agriculture).

89 awareness camps were organized which garnered participationof 7,120 participants. Awareness campaigns were undertaken topopularize the e-NAM system and its benefits. APMC Solandisplayed hoardings, signboards and banners on different publicplaces to create awareness about e-NAM. Other channels used forpropagation included daily newspapers, radio, jingles, pamphlets,etc. Live chat shows were also broadcast on DD channel from timeto time. Village level training programme was organized in clustersto create awareness about e-NAM. District level and block levelfarmer awareness programmes were organized in notified areas.Farmers were contacted through messages and WhatsApp.
