We are called ‘Justice for LB’.We are a Campaign group.
A ‘Campaign group’ is whena lot of people work togetherto make things better. Sometimes, people thinkthings need to change ifthings are going wrong forthem.
Sometimes, big organisationslike the NHS, the Council orthe Government do thingsthat make people unhappy.
Who we are

People can get together withother people who are unhappy about the samethings. They can start a‘Campaign’.
It is harder for big organisations like the NHS orthe Government to ignorelots of people.
People can ask the NHS, theCouncil or the Governmentto stop doing these things.But sometimes they doesn’tlisten to people.

Disabled people, familymembers, friends and otherpeople who care about disability rights have all got involved.
Anyone can get involved inthe campaign.
People who get involved inthe campaign are ‘supporters’.
Lots of different people arepart of the ‘Justice for LB’campaign.

You just need to support thecampaign and want to haveyour say.
We want to change the lawbecause of what happenedto Connor Sparrowhawk.
We want to make sure whathappened to Connor doesn’thappen to anyone else.
Why we want to change the law
It doesn’t cost anything to bea supporter.

Connor was called LaughingBoy or ‘LB’ for short by hisfamily and friends.
He was called this becausehe was always happy.
Connor needed help because he became unhappy.
He went to an assessmentand treatment unit (ATU) toget the help he needed.
Connor was a young manwith autism and epilepsy.

Connor sometimes had fits orseizures.
The hospital knew this.
He had a bath in the hospitalbut nobody stayed with him.
This meant someone shouldbe with him when he had abath.

Connor had a fit or seizure.He drowned in the bath anddied. This should not havehappened.
Connor’s family and friendswere angry. They said whathappened to Connor waswrong. They said he shouldnot have died.
They felt that the hospitaland the NHS did not listen tothem.
Other people joined them.They did not know Connorbut agreed what happenedto him was wrong.

They formed a campaigngroup. They called it Justicefor LB (Laughing Boy) afterConnor.
The Justice for LB campaignheard other stories like whathappened to Connor.
Some stories were aboutother people who died.
Some stories were aboutpeople who were moved faraway from their families.

A lot of stories were abouthow the NHS and Councilsdidn’t listen to people.
Justice for LB thought this waswrong that these things happened.
They thought it was wrongpeople were not listened to.
Justice for LB wants tochange the law to make theNHS and Councils and government listen.

The Justice for LB campaignhas to ask the Governmentand MPs to change the law.
MPs decide what the lawshould say.
An MP is short for Member ofParliament.

What we need to do to change the law

They can decide if laws canbe changed or new lawsmade.
The Justice for LB campaignhas to write something calleda ‘Draft Bill’.
A Bill is a suggestion for newlaw.

‘Draft Bill’ means it is just anidea and is not yet finished.
The campaign hopes thatMPs will agree with our draftBill.
If MPs agree with our draft Billthey will vote to make it law.

It will not cover Scotland andNorthern Ireland.
This is because laws getmade differently in differentparts of the UK.
The campaign hopes disabled people in Scotlandand Northern Ireland willcampaign to change the lawthere.
Justice for LB wants tochange the law so it is easierfor disabled people to livewhere they want to live.
The new law will cover England and maybe Wales.
What we want the law to say

These are our first ideasabout what we can say inthe Bill.
Nothing has been decidedyet about what the draft Billwill say.
The campaign need to hearfrom everyone about howthe law should change.

Draft Bills have ‘clauses’.
A clause is one of the ideasabout how the law shouldchange.
We have made a list of ourideas.
We have made a documentthat tells you more about theideas we want in the firstdraft of the Bill.

We want your ideas too.
Use “Book 2: What we wantthe LB Bill to say” to:
• Agree with our ideas.
• Disagree with our ideas.
• Think of your own ideas about how the law can make life better for disabled people.
The campaign wants to workwith disabled people and disability organisations tohear as many voices as possible.
