Good wishes were given to two members, Liz Hodgson andGill Price, who are due to set out on an exciting trip trekkingin Nepal. Another member is visiting New Zealand andwhilst there intends visiting a local Inner Wheel Club. Welook forward to hearing of all their adventures on their return.

How can people move house and leave their catsbehind, either outside or worse, inside the housethey have left empty. How can people drive out toremote countryside, throw their cat out of the carand drive off without a backwards glance. How canpeople let their cat have kittens then parcel them allup in a box and dump them in a driveway in thepouring rain causing one kitten to die.

Some of these cats, often thin with great chunks of furmissing, are rescued by kind members of the public butwho knows how many don’t make it. They then comeinto our care and our fosterers offer them love and foodand they seem so grateful for any kindness.

A lot of the cats are absolutely adorable and fussful whichis amazing considering the treatment they have receivedat the hands of humans. A few are timid and scared andneed special homes, possibly with adults only. It is thebiggest reward when you have taken one of these catsand won it’s affection.

Bradley was withina whisker of beingeuthanased whenwe took him in andhe is a long leggedfriendly tabby boy.He has beenvaccinated, microchipped, bloodtested, wormedand flead. Couldyou offer him alovely fireside tocurl up by in timefor Christmas?

A big thank you to ICE nightclub in Thetford who areallowing us to have their drinks cans which we can makemoney from.

On the 26th January 2013, Thetford Lions Club willbe celebrating 40 years of community service.Communities such as ours are much stronger andmore caring because of the many tasks that areundertaken voluntarily. To mark our anniversary weare therefore inviting members of the public tonominate an individual who consistently makesgood things happen within our community.

The nominations will be selected from four agecategories :-

(1) Up to 12 years old (2) 13 to 17 years old (3) 18 to 59 years old (4) 60 years and over

As an example, volunteering happens within schools,sports clubs, youth organisations, churches, familysupport units, community services, you may know of aneighbour, an unseen hero who gives time in supportingsomeone less fortunate than ourselves.

If you know of someone who deserves recognition for thework they do in caring for others, then please fill in theapplication form provided. If you require any additionalapplication forms, they may be collected at the LeapingHare Office in Kings Street.

There will be a celebration evening in the CarnegieRooms on Saturday 26th January 2013 7:30 -10:00pm,which will include a buffet supper and pay bar. A tombolawill be held during the evening and recognitions will begiven to individuals. A modest gift of £40, (representativeof our forty years), and a certificate will be presented tothe chosen nominees.

Tickets for the evening will cost £10 and are availablefrom the Riversdale Reception until the 16th January, orfrom Lion Ron Wade, Vada Lodge, Castle Lane, Thetford.Members of the Lions organisation and families cannotbe nominated.

Tax ClinicChanges to Child Benefitand Tax CreditsIn this article Colin Chamberlain of LovewellBlake LLP Chartered Accountants discussesthe forthcoming income tax changes in relationto Child Benefit and the forthcoming changesto tax credits entitlements.

Child BenefitNo doubt you have heard the news that the Governmentplans to means test Child Benefit but do you know howthis might affect you?

The new rules come into force on 7 January 2013 andthe changes are expected to hit around 840,000 familiesin the UK, costing the average two child family around£1,700 each year in tax free income.

The Government’s plan is not straightforward in thatrestrictions to Child Benefit are going to be made byimposing a clawback via an income tax charge whereone of the earners of a family has an income in excessof £50,000.

Although the official start date is next January, you shouldbe aware that your 2012/2013 entitlement will be basedon your full year’s income for the year ended 5 April2013, and therefore you need to be considering whetherthis is likely to affect your family and whether you cantake any action now to preserve current benefits.

The main income bands are as follows:l Families on single incomes up to £50,000

continue to receive full benefit payment with no income tax clawback.

l With a single income between £50,000 and £60,000 benefit is clawed back via the income taxcharge on a sliding scale (1% clawed back for each £100 over £50,000).

l A single income of £60,000 or over will effectivelyresult in no entitlement to Child Benefit as all willbe clawed back via the income tax charge.

Please note that a couple may earn up to £100,000between them and still retain the full benefit as long astheir individual incomes are no more than £50,000. It isvital to equalise income between spouses/partners wherepossible to keep each individual below £50,000 whilstretaining household income at the same level.

It is possible to reduce income by paying personalpension premiums or entering into a salary sacrificescheme for employer funded pension contributions,childcare vouchers etc.

It may be that you enjoy the benefits of a company car,funded private fuels costs or medical cover provided byyour employer. The taxable value of these items countsas income for benefit purposes. If these additional itemstip you over the qualifying level of income you may wishto consider the true cost of having them as you will notonly be paying tax on them each year but could also beeffectively losing the tax free benefit payments.

If you are self-employed you may wish to review thepossibility of forming a partnership with yourspouse/partner.

If you are already in such a partnership is there any scopeto reorganise the profit sharing ratios to preserve ChildBenefit entitlement?

Incorporation may be the answer for more profitableenterprises as this enables more efficient distribution ofresources and can be monitored closely to ensureincome levels remain at the desired levels each year.

You may not currently be expected to complete a TaxReturn each year but this may change. Child Benefitclaimants will have a personal responsibility to adviseH M Revenue & Customs (HMRC) by 6 October each yearif they consider that they may be receiving benefits inexcess of their entitlement.

If you or your spouse/partner are relatively high earningemployees with no direct control over the level of yourincomes please be aware that it is the higher earner inthe family who must report the amount of Child Benefitreceived each year in a Self Assessment Tax Return,regardless of who has actually received the benefitpayments. This will enable HMRC to calculate anyclawback which will normally be payable on 31 Januaryfollowing the end of the relevant tax year. The firstdemands will therefore start to be issued for paymentsdue on 31 January 2014.

Please be aware that even if your income is too high toqualify to receive benefit payments a potential claimantshould still register following a birth as before, this isbecause this allows a National Insurance credit for statepension purposes under the National Insurance CreditsSystem. This remains a right regardless of whether anybenefit is payable or not.

TAX CREDITS

For lower income households it is important to be awarethat the tax credits eligible income ceiling has beensubstantially reduced from earnings of £41,300 to£26,000 with one child, £32,200 for two children etc.

A new system called Universal Credits will replace taxcredits for new claimants in April 2014. This new systemis designed to bring jobseekers allowance, housingbenefit, income support and tax credits etc all under thesame umbrella. Eligibility will then fall under the benefitrules and will no longer adhere to the tax regulations.This will result in much stiffer tests on income levels andqualifying circumstances.

In addition it is intended that eligibility for payments willbe assessed on a monthly basis even for self-employedpersons who will be expected to report monthly figureswithin seven days of the end of the month in questionwhich will indeed be an onerous task.

It may be advisable that anyone who thinks they mayqualify to receive tax credits in the relatively near futureto submit a “protective” claim by April 2014 to secure apotentially better deal until April 2018. At this time allclaimants will be migrated to the Universal Credit systemin any case.

There are many implications involved in these changesthat could be so much less painful with careful planningnow for the future. The clock is ticking and it starts withthe Child Benefit scheme on 7 January 2013.

Thetford Forest is set to shine once again this winter as The Electric Forest sparks to life for a secondyear running to bring a different kind of seasonal cheer to High Lodge between 1-16 December.

Tickets are now on sale for this exciting winter event, which will transform the forest with stunninglight, sound and visual installations. Beginning at High Lodge, a specially designated 2km trail willtransport visitors on a magical night-time adventure through the woodland snaking through patchesof darkness into beautiful illuminated areas that bring the surrounding landscape to life.

A series of public meetings have been held across thedistrict designed to give residents the chance to showwhich services they value most and which the councilcould change or stop as it looks to save money.

Over three weeks, Breckland Council held five openmeetings and ran an online survey, asking people for theirviews on a number of money-saving and income-generating options. Over 300 people attended themeetings and almost 750 people completed the surveyto have their say on where the District Council can makesavings.

Council leader William Nunn said: “We have gone out andgenuinely involved people in identifying where there isscope for the Council to make savings. “When weproduce our spending proposals, we will take into accountthe main points that the public has raised.”

Before the consultation started the council identified tenservices that the law will allow them to stop or reduce,and asked people to rank them in order of importance.The results show that residents value clean streets,community safety and CCTV in the district. Bottom of thescale were arts and sport development and the councilmagazine, Breckland Voice.

To generate income the council asked residents theirviews on raising council tax; Cllr Nunn continued; “Wehave worked hard for many years to keep Council Tax lowbut, in the current financial climate, increasing CouncilTax is an option we have to consider.”

Results of the consultation show 20.2 per cent thoughtCouncil Tax should stay the same, 32.9% wanted anincrease that matched inflation and 46.9% wanted a taxincrease to the maximum, which at the time of theconsultation stood at 3.5%. However, under the plansunveiled at the Conservative party conference, localauthorities that wish to increase council tax by more than2% next year will have to hold a referendum.

Introducing charging in Breckland Council car parks wasanother option to make money, with residents havingthree choices. 7.8% wanted the introduction of hourlyfees so the car parks self-fund the annual £300,000 costof running them, 41.4% said they would like to see theCouncil introduce parking fees with the first hour orpossibly two free of charge, and 50.8% wanted to keepcar parking in the district free.

Cllr Nunn said: “Within the next five years our settlementfrom Central Government, which makes up the majorityof our funding, will reduce by about a third. We cannotcontinue to operate as we do now and it’s inevitable thatwe will have to stop, reduce or charge for many of theservices we currently provide. The results of the surveywill be used to inform the difficult decisions we have tomake about short, medium and long-term budgetplanning.”

A heaving Carnegie Room, steeped in red, white andblue, magically came alive like never before with plentyof union flag waving at this one-off event which saw theThetford Players perform a number of favourite songsfrom shows successfully produced since itsestablishment two years ago. There were renditions of‘As Long As He Needs Me’, ‘We Will Rock You’, ‘Don’tLeave Me This Way’, ‘Spice Up Your Life’, ‘Colours of theWind’, ‘Any Dream Will Do’, ‘Dancing Queen’ and ‘YouCan’t Stop the Beat’ to name but a few.

After the interval the Players were delighted andhonoured to present their very special guests - TheWattisham Military Wives Choir (some of whofeatured on the number one Jubilee song ‘Sing’, writtenby Gary Barlow and Andrew Lloyd Webber, performed toHRH Queen Elizabeth II as part of the Diamond Jubileecelebrations earlier in the year). The gorgeous ladies, intheir distinctive black dress outfits, put on a fantastic andtruly-inspirational performance singing several favourites,including ‘Follow Him’ (from the film ‘Sister Act’), amedley of Queen hits, a very moving version of ‘WhereverYou Are’ and of course ending with ‘Sing’. Michael Dann,choirmaster to the Wattisham Military Wives, charmedthe audience with anecdotal interaction with the ladiesin between numbers.

To top the evening off, the grand finale saw a traditionalLast Night of the Proms performance, starting with JohnMoorman (regular Musical Director for the Players)performing ‘Nessun Dorma’, followed by the ThetfordPlayers and 70 members of DISCORD (singing groupsbased in and around Thetford) singing ‘Rule Britannia’,

‘Jerusalem’, and ‘I Vow To Thee My Country’. TheWattisham Military Wives Choir returned to the stageto end the night with the Players and DISCORD to singalong to the ‘National Anthem’, ‘Land of Hope and Glory’and finally ‘Auld Lang Syne’ – all to a very delightedparticipative audience.

The ceremony to switch on the lights will take place on the 30th November 2012starting at 6.00pm outside King’s House, King Street.

As I have explained in previous years it costs £10,000 to have the lights and Christmastrees put up and taken down again. There are always worn out lights to be replaced,which this year are the Crystallin snowflakes which have to be refurbished. Whilst Iam well aware of the financial restraints on budgets, I am very keen to continue withthis very long tradition which the children have to come to love and expect. I amtherefore asking for donations from the local businesses and the community to assistwith this cost.

You may have seen theprogramme Scams,Claims and CompensationGames on Channel Fourlast year which looked atpersonal injury claims.Viewers would beexcused for getting theimpression that

compensation is paid out almost automatically if youare injured. This is wrong. There is no automaticright to compensation. For a claim to succeed it hasto be shown that you sustained a genuine injury andthat someone was to blame for it. If nobody else isat fault for your injury you will not be compensated.

The programme generally focused on very minorclaims and glossed over the serious problemsvictims of accidents can face through no fault of theirown. Viewers were probably unable to appreciatethe real benefits that seriously injured people canderive from a personal injury claim which is dealtwith by a specialist solicitor. Sustaining a seriousinjury can have a dramatic effect on the injuredperson, but also their family. Serious accidents canlead to a person being unable to return to work forthe rest of their life and a requirement for long-termcare, adapted accommodation and various aids andequipment. The rent or mortgage still has to bepaid but a person’s income may have stopped orreduced. Without compensation, loss of earningswould not be recovered, the injured person andtheir family could lose their home and they wouldnot be able to pay for the care, treatment andequipment required as a result of their injury. Injuryclaims aim to recover these financial losses andexpenses to try and restore as much independenceas possible for the injured person and to securetheir financial future. What would you do if youwere put in this position as a result of someoneelse’s carelessness? Would you do somethingabout it or just put it down to bad luck?

It is important to choose a specialist injury solicitorwith the appropriate expertise. Their aim will be tominimise the impact of the injuries as quickly aspossible. A specialist solicitor will not just focus onthe final compensation, they will attempt to identifyand fund any necessary treatment, to maximise theinjured person’s recovery as quickly as possible, and seek to obtain early payments to ease anyimmediate financial pressures faced by an injuredperson. Early, proactive intervention can maximisethe chances of an injured person getting back ontheir own two feet and returning to work at a muchearlier stage.

It is not uncommon to see solicitors without theappropriate expertise neglecting these issues. Weoften take over claims from such solicitors. In onecase we were asked to give a second opinion on aperson who had sustained serious injuries. Within one week of the accident, the insurers hadappointed other solicitors to act. After two monthsthe injured person was fit to be discharged fromhospital but wasn’t discharged as he was still in awheelchair and lived in a first floor rented flat. After 4 months his solicitors had done nothing toprogress the claim so his family instructed us to takeover the claim. Within one week, an interimpayment was obtained, and a case managerappointed to find alternative accommodation, andwithin 2 weeks he was discharged home. He spent3 months longer in hospital than he would havedone had he instructed a specialist solicitor at theoutset. All of our solicitors care about our clientsand want to ensure that the injured person’s needsare put first, whatever the type of injury.

The RoyalBritish Legion

ThetfordThe Royal British Legion (RBL), sometimes referred toas simply The Legion, is the United Kingdom's leadingcharity providing financial, social and emotional supportto those who have served or who are currently servingin the British Armed Forces, and their dependants.

Founded in 1921 as a voice for the ex-Servicecommunity it was a merger of four organisations whichhad been set up to represent the rights of ex-service menand women who had served or had been dischargedfrom service during World War I. One of the founders wasEarl Haig, commander of the Battle of the Somme andPasschendaele and was President until his death. It wasgranted a Royal Charter on 29 May 1971 to mark itsfiftieth anniversary which gives the Legion the privilegeof the prefix 'Royal'.

Thetford Branch was also founded in 1921 and is one ofthe oldest branches in the County of Norfolk. This year

we have a few things to be proud of, winning the HaydenCup at the RBL County Conference in February, affiliatingwith 1109 Squadron Thetford Air Training Corps in Apriland hosting the Norfolk County Rededication Service inJuly. Last year's Poppy appeal saw nearly £17,000collected in Thetford, the majority of which went towardsupporting local serving and ex service personnel andtheir families.

In November we will be taking part at the Service for thePolish and Czechoslovak pilots who died in WWII and areburied at East Wretham on Wednesday 7th November at1030, the Remembrance Concert, supported by ThetfordTown Council, in the Carnegie Room on Friday 9thNovember, and finally the Remembrance Service on theMarket Place on 11th November.

Members are reminded that Branch meetings are heldat the RBL Club on the 1st Wednesday of each month,the next will be on 7th November at 1930, and the dateof the Annual General Meeting will be 21st Novemberalso commencing at 1930. Please come along andsupport your Branch and Club

Thetford Voices is recruiting againfor its now traditional holidayworkshop Carolling Christmas.A late end to the school termmeans that this year we shall be

packing things into a single day Saturday 22December, running from 9.00 - 5.30 to maintain ourestablished programme of musical visits.

Singers aged from 6-16 are invited to meet at 9.00 inthe Williamson Hall of Thetford Grammar School wherewe shall prepare carols and Christmas songs before afirst performance at Thetford Garden Centre. Through theafternoon we travel by coach through the town to singfor elderly residents, closing with a party tea andperformance for families and friends. While singing weshall be collecting for EACH and the children atQuidenham Hospice.

There is no charge for the course which is made possiblethrough the generosity of the D’Oyly Carte Trust and localsponsors Thetford Grammar School and Coach Services of Thetford.

We welcome participants from a wide area aroundThetford each year and look forward to new and regularsingers joining us in 2012. Mundford Road Allotment Club Mundford Road Allotment Club held a MacMillanCancer Nurses Appeal "Big Cup of Tea" event onSaturday 29th September 2012 at the Mundford RoadAllotment and raised almost £200 for the appeal.

The weather, although blustery at times was kind and thesun shone.

Many of the Jams, Cakes, and plants, as well asvegetables offered for 'at the gate' sale prices were soldas part of the contribution. A very BIG THANK YOU toeveryone who helped to organize and contributed to asuccessful day for a worthy organization and appeal.

Hi Gardeners! Well, we are now in November with anOctober that could not make up its mind on what itwanted to do. Just when you might think this is time fora rest SORRY that is not going to happen!

Now is the time to plant garlic and over wintering broadbeans, bare-rooted fruit trees, raspberries, blackberries,currants and gooseberries. If you fancy growing a grapevine now is the time to plant bare-rooted ones. Forestablished currant bushes, this would be a good timeto prune the old stems back, leaving the new stems fornext years fruit. Take down the runner bean supports,and clear away all remaining crops that are spent, addingthem to your compost bin.

November is a good time to give the soil some attention,as next month may be too water logged to do much atall. I would dig in any manure and compost for thebrassicas for next year and then spread lime over therest of your garden or allotment you use for vegetablesto increase the ph value or alkalinity. You can then coverthat part of your garden with plastic sheets and anchorthem down, so the ground is kept weed free and readyfor planting next year.

I would check all produce that you have stored for thewinter discarding any rotten fruits or roots. All the begoniacorms should now have stems cut off and dried out tostore away until next year.

I hope you have cleaned all your bird feeders ready toput out fresh food for our feathered friends, as they willsoon need a helping hand in the winter months. Theyalso need clean water. I will be putting hedgehog foodout for a bit, as we have a resident in our gardenfrantically building his nest before hibernating for the coldwinter. If you too have a hedgehog I would suggest thatyou do not put cat meat out, which may encourage catsinto your garden, but buy proper hedgehog food.

Gardening with Old GrandadHello Boys and Girls, If I had it in my power I wouldmake sure the days never shorten as they have done,this time of the year is so depressing, and once weput the clocks back we know winter is on its way.

You have had your fun trick or treating, next we willhave bonfire night then next month it will beChristmas, and the New Year will begin so we canstart to think about the next growing season.

Over the Christmas holidays I will be setting myshallots, an old wives tale tells gardeners to plant yourshallots on the shortest day of the year, which is the21st December, and harvest on the longest day the21st June. What’s an old wives tale I hear you ask,well years ago people would talk to each other overthe fence of their gardens, and share theirexperiences, mostly it was the wives who talked afterlistening to their husbands, we all know women talkmore than men so it became an old wives tale.

I have always done this, but I don't set my shallots inthe garden, I set mine in pots in the greenhouse, I usea good compost like John Innes No 3. and add ahandful of bone meal, this makes good roots andfeeds the sets, give them a good watering and soonthey will be growing.

That’s enough about gardening let’s talk aboutChristmas and what pressies I want, well nothingreally all I want is my grandchildren to get all theywant and this year I have a new grandson he was bornon the 20th October, welcome to Spencer William, Iwill teach him how to garden one day.

Thetford Grammar School’syoung linguists have beenpolishing their language skills,as well as their creative onesduring its annual European Dayof Languages celebration. Topromote the pupil’s knowledgeof European languages thestudents were challenged tolearn about new countrieswhilst dressed in the colours ofa chosen flag.

Even before lessons began theassembled youngsters wereheard chatting on theplayground about their flagchoices and telling each otherwhat they knew about theirchosen country.

As the day went on each class focused on a differentlanguage, learning not only words and phrases but alsocultural traditions and geographical knowledge of variouscountries. The Year 6 pupils even studied the languagesof a variety of countries from across the whole of theEuropean community.

Mrs Butler-Hand, Head of the Junior Departmentexplained, “It is a fantastic way to get the pupilsdeveloping a love of language from a young age. The dayalso helps develop an awareness of the different cultureswithin Europe itself.” French is taught within the JuniorSchool from Reception through to Year 6 but now pupilshave an emerging understanding of a range of languagesfrom Spanish to Italian and even Mandarin!

Thetford Twinning Association has received a 5000 Eurogrant from the EU towards the costs of a four daytwinning event, organised and run by members, whichcoincided with the Jubilee Weekend.

With 30 guests from Thetford’s four twin towns, wecelebrated friendship and twinning activities that beganwith Spijkenisse (Netherlands) 50 years ago, andcelebrated 20 years since the formation of ThetfordTwinning Association.

A serious side to the weekend, recognised in oursuccessful EU grant application, was the time spent byall in workshop sessions. Here we enthusiasticallycompared and contrasted national and local governancein our five countries and communities. This was followedby a talk from our local MEP Mr Stuart Agnew.
