1.0 INTRODUCTION

1.1 PREAMBLE

This chapter presents some vital symbols aspect of the Polytechnic

among which are:- The Polytechnic colours, Schools colours, The Logo,

The School Flag, Mascot, Moto, Location of Ramat Polytechnic, historical

perspective and academic programmes and prospects for academic

development.

1.4 THE LOGO

The Polytechnic logo is a wheel which depicts progress. The arrow

directly in the wheel stands for electricity while the compass on the logo

stands for engineering design. The block around the wheel stands for

building. All encompassing the logo stands for what the polytechnic

offers.

1.6 MASCOT

The mascot is a man on a white horse with a spear pointing down. The

man on the white horse stands for peace and dignity. Horse is a symbol

for strength and also embodies dignity while the spear pointing down

signify peaceful environment for learning.

The white colour of the horse stands for peace and dignity, signifying

that the students must see dignity in their labour and endure after their

studies.

The choice of the man with spear as the Mascot is but a choice by our

forefathers intended to see in all staff and students of the institution, the

willingness to compete for knowledge under a peaceful, united and

purposeful atmosphere, despite the differences in beliefs, customs and

traditions.

institution.

1.7 LOCATION OF RAMAT POLYTECHNIC

Ramat Polytechnic Maiduguri is located between longitude 140 20’’ and

150 00’’ East and latitude 150 00’’ and 16010’’ North. It lies along

Maiduguri-Jos Road, Opposite the Women Teachers’ College, Board of

Internal Revenue and Police College Maiduguri. It is located between

Metro Police Barrack and Government College Maiduguri.

1.8 HISTORICAL PERSPECTIVE AND ACADEMIC

PROGRAMMES

The Ramat Polytechnic Maiduguri was established as Government

Technical College in January, 1973 by the defunct North-Eastern State

Government. The Technical College was upgraded and renamed Ramat

College of Technology in April, 1978 by the then Borno State

Government to immortalize the name of the late Head of State,

General Murtala Ramat Muhammad.

In August 1979, it was again upgraded to the status of a

Polytechnic in conformity with the Federal Government initiative to

upgrade all Colleges of Technology in the country to Polytechnics.

The Polytechnic which is fully recognized by the National Board for

Technical Education (NBTE) and the National Commission for Colleges

of Education (NCCE) has six Schools which consist of thirty five (35)

Academic Departments. The School system was introduced in

1982/1983 Academic Session with the following: School of Agriculture,

School of Engineering, School of Environmental Studies, School of

Management, School of Vocation and Technical Education and

School of General Studies.

The Polytechnic offers full and part-time courses of instruction and

training leading to National Diploma (ND), Higher National Diploma

(HND), Nigeria Certificate in Education (NCE Tech and Bus) and other

Certificates of distinctions in Scientific, Technological, Management and

Engineering courses for the intermediate level manpower

requirements of the State and the nation in general. In addition,

Remedial Programmes are run in Sciences and science-related

courses for a year in the Department of Remedial Studies in order

to prepare students for National Diploma courses.

The Polytechnic commenced Post Graduate Diploma through the

Consultancy Unit in Management, Finance, Agronomy and Farm

Management, Health Education and Hygiene and Education since

2003. All the programmes are affiliated to the University of

Maiduguri. The Unit is also planning to mount additional five to

seven programmes in the near future.

Ramat Polytechnic, which started by admitting only 300 students in

1978, has a student population of over 20,000 as at 2016/2017

Academic Session. So far, about 70,000 students have graduated

from the institution with National Diploma (ND), Higher National

Diploma (HND), Post Graduate Diploma (PGD), Nigeria Certificate in

Education (NCE Technical and Business), and Polytechnic Diplomas,

Certificates and Assistant Executive Officer (AEO) Accounts.

1.9 PROSPECTS FOR ACADEMIC DEVELOPMENT

The Polytechnic has prospects for academic development through

implementing proposals for mounting the following academic

programmes among others:

Bachelor of Education (B.Ed) in Technical Education by the

Department of Technical Education.

National Diploma (ND) in French by the Department of Language

and Liberal Studies.

Nigeria certificate in Education (NCE) programme in Marketing

and Distribution Education.

Higher National Diploma (HND) programme in Statistics by the

Department of Statistics.

Higher National Diploma (HND) programme in Purchasing and

Supply by the Department of Purchasing and Supply.

National Diploma (ND) programme in Social development.

Ordinary Diploma (OD) and Higher National Diploma (HND) in

Social Development (Knitting and Tailoring studies).

Post Graduate Diploma (PGD) programme in Accounting by the

Department of Accountancy.

National Diploma (ND) and Higher National Diploma (HND)

programmes in Environmental Management Technology (EMT) by

the School of Environmental Studies.

Higher National Diploma (HND) programme in Building Technology

by the Department of Building Technology.

Higher National Diploma (HND) programme in Estate Management

and Valuation by the Department of Estate Management and

Valuation.

Higher National Diploma (HND) programme in Survey and Geo-

informatics by the Department of Survey and Geo-informatics.

by the Department of Electrical and Electronic Engineering.

Higher National Diploma (HND) programme in Landscape

Architecture by the Department of Architectural Technology.

Higher National Diploma (HND) programme in Chemistry and

Environmental Biology by the Department of Science Laboratory

and Technology.

Advance Diploma (AD) and Higher National Diploma (HND)

programmes in Computer Science by the Department of Computer

Science,

National Diploma (ND) programmes in Fishing Technology and

Hide and Skin Technology by the Department of Animal

Production Technology .

Prospects also exist for academic development through establishing

support services such as:

A Computer Studio for practical lessons in computer

programming and related activities.

Commercial farming to enable the polytechnic carryout all

agricultural activities in commercial basis.

Establishment of orchards to produce assorted fruits in

large quantity.

Nursery farm for training and production of Ornamentals

and seedlings in commercial quantity.

These and other programmes that are considered worthwhile are to be

mounted in the future.

CHAPTER TWO

2.0 VISION, MISSION, PHILOSOPHY AND OBJECTIVES

2.1 VISION

To be a renowned Polytechnic in the African continent specialized in the

training of industrial and entrepreneurial graduates for the development

of the society.

2.2 MISSION

To build a strong and outstanding academic institution with conducive,

motivating and functional entrepreneurship centre in realizing the

dreams and future expectations of students, staff and the nation at

large.

2.3 PHILOSOPHY

Ramat Polytechnic philosophy is based on actively addressing the critical

needs of its immediate environment, the catchment areas, the state, the

nation and global community.

To achieve this the Polytechnic nurture and produce well-balanced men

and women, who are worthy in character and learning and also

recognize and appreciate the dignity of work, see themselves as agents

of change, development of Borno State, Nigeria and the world as a

whole.

2.4 CORE VALUES

The core values of the Polytechnic include the following:

Resourcefulness, Accountability and Transparency, Academic excellence,

Innovation and Training for service, Employment and Economy as well as

Internationalization.

2.5 OBJECTIVES OF THE POLYTECHNIC

i) To promote full time and part time courses of instruction

and training leading to the awards of Diploma, National

Diploma, Higher National Diploma and other Certificates of

distinction in scientific, technological and manager ia l

courses at the intermediate and High levels of manpower.

ii) To provide special training courses both at the

Intermediate and high level manpower needs of the

immediate environment, State and the country at large.

iii) To develop techniques in appropriate technology that

would improve the lot of the common man.

iv) To encourage and organize conferences, seminars and study

groups relative to the fields of learning.

v) To perform such other functions as suggested by the

council which will serve to provide the objectives of the

Polytechnic.

2.6 STRATEGIES FOR ACHIEVING THE STATED OBJECTIVES

To facilitate the successful implementation of the stated objectives,

the Polytechnic administration identified and set up specific Offices,

Units, Department and also various committees to be key players in

getting the objective executed. Staff training and retraining

contribute greatly to the achievement of the objectives.

Other key factors set in place to achieve the objectives are monitoring

and evaluation team which essentially are the duties of the

Polytechnic Management. Financial resources for achieving the

objectives come from the following sources:

1. Internally generated revenue – students registration, centre for

entrepreneurship, commercial farm in the Department of Agricultural

Technology, sales of products and techniques to the public etc.

2. Subventions from the state government

3. Tertiary Education Trust Fund (TETFund) Interventions.

4. Joint partnership programme with some reputable

organization both nationally and internationally and, public and

private.

2.7 STRATEGIES FOR THE DEVELOPMENT OF THE POLYTECHNIC

The strategies for the development of the Polytechnic’s Academic

Programmes and infrastructures include the following.

For Academic Programmes

To ensure that Ramat Polytechnic becomes an effective player

in international academic arena, the Polytechnic is involved in linkage

programmes with Warwick University in the United Kingdom funded by

the Commission of the European Union under the auspices of the North

arid Zone Development Programme.

The Polytechnic also had institutional linkage and human

resource development agreement with the University of Georgia,

United States of America. Ramat Polytechnic is likewise a frontline

member of the Common wealth Association of Polytechnics in Africa

(CAPA). Right now, efforts are also being made to enter into

collaboration with University of Putra Malaysia to improve both

staff and students development.

Proposed new programmes

The Polytechnic is putting machinery in place to mount new

programmes, these are:-

1. National Diploma (ND) Food Technology

2. Higher National Diploma (HND) in Civil Engineering

3. Higher National Diploma in Environmental Biology and Chemistry

4. Higher National Diploma (HND) and National Diploma (ND) in

Water Technology and Chemical Engineering

5. National Diploma (ND) in Insurance

To facilitate the achievement of the stated proposed programme

and future development of the Polytechnic, Academic staff being the

engine room for all academic activities, are being trained to face modern

challenges. Such training is the priority of the Polytechnic, both within and

outside the country. Likewise, staff members are sponsored to attend

conferences, workshops and seminars both within and outside Nigeria.

Proposed Infrastructures

A lot of infrastructural facilities are put in place to enable the

Polytechnic achieve its stated objectives. Those expected are:-

i. More office accommodation.

ii. More Classrooms and facilities.

iii. Additional workshops and laboratories.

iv. More Studio and Seminar rooms.

v. More Sports and sporting facilities.

vi. More Vehicles (assorted) for various schools and units for

excursions, field trips, etc.

vii. New works and maintenance department.

viii. More student hostels.

ix. An Ultra-modern diagnostic unit in the clinic.

x. A Training kitchen with modern facilities.

xi. A Commercial farm of 200 hectares with all necessary modern

facilities including a green house.

xii. A Meteorological station with modern equipment to supply data to

the national network.

xiii. Renovation of staff quarters, and construction of new ones.

xiv. Engineering complex with landscaping and necessary facilities.

xv. More Computer centres with facilities.

CHAPTER THREE

3.0 ORGANIZATIONAL STRUCTURE OF THE POLYTECHNIC

3.1 PREAMBLE

In drawing the organizational structure of Ramat Polytechnic Maiduguri,

existing practice in other Polytechnics have been taken into

consideration. A number of Divisions, Schools, Units and offices were

established by the Polytechnic laws, statutes and regulations while the

day to day administration of the institution is similar to what is obtained

in other Polytechnics in the country.

3.2 THE ADMINISTRATIVE STRUCTURE OF THE POLYTECHNIC.

Ramat Polytechnic Maiduguri is organized around seven key decisions

structures. Each organ of the structure is crucial but does not have

direct influence on general matters of day to day administration of the

Polytechnic except through the Central Administration.

3.2.1 Borno State Government

As the proprietor of Ramat Polytechnic Maiduguri, the Borno State

Government is responsible for determining the overall development

and objectives of the institution from time to time. The Borno State

Government has the powers to define the structure and vision of the

Polytechnic as articulated and enshrined in the laws governing the

establishment of the institution.

However, the proprietor of the Polytechnic does not have direct

influence in the general administration of the institution. This is to

secure academic freedom and allow for sustainable development of a

culture of independence in matters of academic and intellectual

development in the Polytechnic.

3.2.2 Visitor to the Polytechnic

The Governor of Borno State is the visitor to the Polytechnic. The

visitor bears the responsibility for the overall control of the Polytechnic

through the various structures defined in the laws of the Polytechnic.

Functions of the visitor

The visitor performs the following functions:

i. Appointment of the Rector, Council and confirmation of the

appointment of the Rector as approved by the Council.

ii. To as often as the circumstances may require, not being less than

once every year, conduct a visitation or direct such a visitation

be conducted by such persons as the visitor may deem fit

and in respect of any of the affairs of the Polytechnic.

It is the duty of the bodies and persons comprising the

Polytechnic to:

(a) Make available to the visitor and to any other persons conducting a

visitation on behalf of the visitor, such facilities and assistance as

he/she/they may reasonably require for the purpose of the

visitation.

(b) Give effect to any instruction consistent with the provision of the

Polytechnic law which may be given by the visitor in consequence of the

visitation.

i. Provision of final adjudication in cases of doubt or dispute

regarding the meaning of any provisions of the Polytechnic laws or

statutes.

3.2.3 The Chairman of the Council

Ramat Polytechnic Maiduguri, Borno State has a Chairman who is the

ceremonial head of the institution appointed by the visitor. The

Chairman is carefully selected, who must be a great motivator and a

citizen of the State. The Chairman embodies the character and image of

the Polytechnic and is the Chief Ambassador.

The tenure of the Chairman is provided in the Polytechnic laws and

he/she takes precedence before all other members of the Polytechnic

and when present presides over all meetings of convocation held for

the conferment of certificates.

Functions of the Council Chairman

The functions of the Chairman of the Council include the following:

i) Chair the meetings of the Council when present.

ii) Act on behalf of the Council as may become necessary.

The members of the Governing Council as stipulated in the

Polytechnic laws are as follows:

1. A Chairman who shall be appointed by the State Governor

2. Four (4) ex-officio members who are:

i) The Rector of the Polytechnic

ii) A Representative of the Ministry of Education

iii) A Representative of the Ministry of Finance

iv) A Representative of the State Ministry of Trade

3. Six members to be appointed by the State Governor as follows:

i) One person to represent the Nigerian Society of

Engineers after due consultation with the Association.

ii) One person to represent the Nigerian Employers

Consultative Association after consultation with the

Association.

iii) One person to represent the University of Maiduguri Council.

iv) Three persons to represent the Local community interests.

4. Two persons elected by the Academic Board of the

Polytechnic from amongst themselves.

5. The Registrar to serve as the secretary of the council.

3.2.4 Functions of the Polytechnic Governing Council

The Ramat Polytechnic Governing Council has the powers and overall

responsibility to:

a) Make statutes for the organization, policy, structure, powers,

development, responsibilities and general management of the

Polytechnic;

b) Acquire landed and other forms of property for the use of the

Polytechnic;

c) Control and superintend the affairs of the Polytechnic;

d) Determine the procedure for financing of the Polytechnic;

e) Determine the terms and conditions of appointment of the

Rector and other staff of the Polytechnic;

f) Appoint, promote and discipline the staff of the Polytechnic on

the advice of appropriate committees;

g) Consider and approve annual budgets, long term, medium

and short-term development proposals of the Polytechnic;

h) Consider and approve Auditors reports at the end of each

academic year;

i) Exercise all powers conferred on the council by the Polytechnic

laws or statutes and carry the laws and statutes in to effect.

3.2.5 Major committees of the council

The council normally operates through the committees system. The

following are the main committees of the council:-

1. Finance and General Purpose Committee

2. Appointment and Promotion Committee

3. Staff Development Committee

4. Tenders Board Committee

5. Minor Works Committee

6. Disciplinary Committee

7. Academic Development Committee

3.2.6 Congregation

The Congregation is one of the statutory bodies of the Polytechnic

consisting of both Academic and non Academic Staff. The congregation

provides an opportunity for members to meet and express their views

on all matters affecting the interest and welfare of the Polytechnic and

its members. The Rector is the Chairman of the congregation and the

Registrar is the Secretary.

The role of the congregation includes the following:-

1. Deliberation on all matters of staff welfare;

2. Offering suggestions to the Rector on the welfare and orderly

development of the Polytechnic;

3. Advising the Rector on matters relating to staff welfare;

4. Consideration of any matter relating to staff welfare which the

Rector may refer to it and;

5. Consideration of any other matter that the Rector may refer to it

and to make appropriate recommendations.

3.2.7 Convocation

The Ramat Polytechnic shall have convocation as one of its statutory

organs. The convocation shall be a means of interaction between the

Polytechnic, its graduates and other stakeholders. The Rector shall be

the Chairman of the convocation or the Deputy Rector in his absence,

while the Registrar shall be its Secretary. The convocation shall be made

up of the following members:

1. The Chairman of the council

2. The Rector

3. Deputy Rectors

4. Registrar

5. Bursar

6. Polytechnic Librarian

7. All teachers within the meaning of the Polytechnic law and all

persons who;

a. Are either graduate of the polytechnic or person satisfying such

requirements as may be prescribed for registration as a

member of convocation; and

b. Apply for the registration of his name in the prescribed manner

and pays the prescribed fees.

Functions of the Convocation

The function of the convocation of Ramat Polytechnic, unless otherwise

defined by statutes, shall include to :-

i. Encourage a strong alumni association for the Polytechnic and to

select convocation representative to council

ii. Maintain and continuously update a register of its members; and

iii. Provide a forum for harnessing external support through the

alumni.

3.2.8 Principal Officers of the Polytechnic

The Principal Officers of the Polytechnic include the Rector, Deputy

Rectors (Administration and Academics), Registrar, Bursar, the

Polytechnic Librarian and the Director of Works.

The Rector

The Rector is the head and Chief Executive of the Polytechnic, His

office serves as the nerve centre of the activities in the coordination of

various internal organs. The Rector presides over the Academic Board

meeting, Management meetings. Convocation Ceremonies and other

assemblies of the Polytechnic for the conferment of national and

higher diplomas certificates, Post Graduate Certificate and other awards

of the Polytechnic. He is a member of the Governing Council. The

Rector must be of proven integrity and be able to stand firm in the

development of the Polytechnic.

The Deputy Rectors

The Polytechnic has two Deputy Rectors (Academic and

Administration) appointed to the office by the Council on the

nomination of the management, to perform duties assigned to the

position by the statutes or delegated by the Rector. The Deputy

Rectors shall hold office for a period of four years and may be re-

appointed for a further term. The functions of the Deputy Rectors are

to:

i) Assist the Rector in the performance of his/her duties;

ii) Act in place of the Rector when the position is vacant or if the

Rector for any reason absent or unable to perform the

functions of the of office,

iii) Perform such other functions approved by the Rector or Council.

The Registrar

The Registrar is the Chief Administrative Officer of the Polytechnic and is

responsible to the Rector for the day to day administration of the

Polytechnic. He is the Secretary to Council, Academic Board,

Management, Congregation and other Administrative meetings. He also

guides the rules, regulation and Polytechnic procedures.

The School has seven Deputy Registrars scheduled with different

responsibilities who are answerable to the Registrar. They include:

i) The Deputy Registrar Academics

ii) The Deputy Registrar Administration

iii) The Deputy Registrar Establishment

iv) The Deputy Registrar Information

iv) The Deputy Registrar Student Affairs

v) The Deputy Registrar Alumni

vi) The Deputy Registrar consultancy

All the Deputy Registrars have various units under them and carry out

various functions based on their designation.

The Bursar

The Bursar is the Chief Financial Officer of the Polytechnic. He or she is

responsible to the Rector in all matters relating to finance in particular

the disbursement of funds, financial, accounting and treasury services,

purchasing and contracts, superannuating pensions, storing,

budgeting activities and ultimately ensure efficient use of the funds

allocated to or generated by the Polytechnic.

The Polytechnic Librarian

The Librarian is the academic head of the Polytechnic Library. He or she

is responsible to the Rector for the development of the library system.

This includes the main library, e-library, periodicals and the

Departmental libraries.

The Director of Works

Director of Works is responsible to the Rector for the maintenance and

care of the quarters and buildings, offices and physical facilities of the

Polytechnic. The officers of the works Department are deployed to seven

main sections: Civil, Electrical, Estate, Mechanical /Automobile, Physical

Planning Unit, Building and Transport.

Academic Directors

Ramat Polytechnic has nine (9) academic directors who are members of

extended management committee and academic board of the school.

They include:

1) Director Academic Planning

The Director Academic Planning is responsible for the planning of the

Academic programmes of the Polytechnic. He or She is responsible to the

Rector for:

a. Preparing and revising the Academic Brief and plan of the

Polytechnic

b. Evaluating proposals for new academic programmes including

departments and schools for submission to the Academic Board and

the National Board for Technical Education (NBTE).

c. Promoting linkages with other institutions

d. Monitoring and maintaining academic standards through periodic

curriculum review, instituting course and teacher evaluation criteria

and guidelines such as peer assessment and student opinion survey

among others.

e. Liaising with the Tertiary Education Trust Fund in all academic

intervention.

2) Director Centre for Entrepreneurship Studies

The Director is responsible to the Rector in playing the following roles:

a. Pursuing perceived opportunities for entrepreneurial development

in the Polytechnic.

b. Undertaking research or projects on entrepreneurial and related

activities for and on behalf of the Polytechnic.

c. Performs other related duties that may be assigned by the Rector.

3) Director Quality Assurance

The Director is responsible to the rector on the following roles:

a. Formulation of policies on quality assurance in the Polytechnic.

b. Monitoring implementation of the policies on quality assurance.

c. Updating policies on quality assurance from time to time to

accommodate changes.

d. Perform any related duties that may be assign by the Rector.

4) Director Consultancy Services

The Director is responsible to the Rector in matters relating to the

management of the activities of Consultancy unit of the Polytechnic.

5) Directors of Schools

The Polytechnic has six Directors of schools as follows:

i. The Director School of Agricultural sciences

ii. The Director School of Engineering

iii. The Director School of Environment Studies

iv. The Director School of General Studies

v. The Director School of Management

vi. The Director School of Vocational and Technical Education

The Directors of Schools are responsible to the Rector on academic

matters pertaining smooth running of the Academic Departments in their

respective schools.

Non Academic Director

1) Director of Health Services

The Director of Health Services is the Head of the Polytechnic Health

Service Unit with the responsibility of curative and preventive aspect of

the health of the Polytechnic Community. The Director advises the

Rector on matters relating to health in the Polytechnic. He has the

responsibility to run the Polytechnic Clinic by ensuring the provision of

drugs and other facilities.

Heads of Departments

Every academic department within the school is headed by a head called

the Head of Department. Currently, within the six (6) Schools, the

Polytechnic has thirty five (35) Heads of Departments who are

answerable to the respective Directors of their schools.

The roles of the Heads of Departments are the administration of their

various departments in addition to their lecturing assignments. They are

also the Chief Examination Officers of their Departments.

CHAPTER FOUR

4.0 ACADEMIC PATTERN

4.1 PREAMBLE

This chapter presents the seven developmental phases of the Polytechnic, courses and programmes offered, admission requirements, students’ workload, staff workload, programme evaluation system, conditions to be satisfied for award of Polytechnic diplomas and certificates, students’ industrial work experience scheme (SIWES), final year project, teaching practice, academic standing, retake-resit-incomplete project and absenteeism, change of course as well as transfer cases.

4.2 DEVELOPMENTAL PHASES OF THE POLYTECHNIC

The development of the Polytechnic was divided into six phases based on five years interval as shown below:

4.2.1 Phase One (1979 – 1984)

In the first five years of existence, the Polytechnic had advanced in restructuring such that it was made up of four colleges. Each college was made up of departments which were centers of course instructions. These colleges were:

1. College of Agricultural Sciences & Technology. Department of Agricultural Science & Technology

Department of Food Science and Catering.

2. College of Business & Administrative Studies

4.2.5 Phase five (2005 – 2010)

In this phase of development, the Polytechnic carried out another comprehensive review of the academic programmes by merging Department of General Studies with the School of Vocational and Technical Education and called it School of vocational, Technical education and General Studies with the following departments:

4.4 TYPES OF PROGRAMMES

The Polytechnic awards various certificates which have been listed in Tables 1 to 7 above to qualified students who fulfill all requirements at the completion of their studies. The programmes are designed to produce graduates with strong foundation, innovation and entrepreneurial skills as well as a thorough knowledge of their professions and diverse applications of the knowledge acquired in public and private sectors. Each programme is designed to enable students acquire detailed theoretical and practical knowledge of science and applications of technology, thorough understanding of the principles and practice of the disciplines that will prepare the candidate to function effectively in the middle-to-high level technical and management positions in public or private sector as well as contribute significantly to the science and technological development of the State, nation and world at large.

4.5 ADMISSION REQUIREMENTS

4.5.1 ND Admission Requirements

Admission shall be open to all qualified applicants. Candidates must satisfy all School and departmental requirements. They must have not less than five passes at credit level in SSCE, GCE, NECO , GRADE II or NABTEB including English Language and Mathematics. The Polytechnic insists on possession of credit passes in English Language and Mathematics for all categories of students seeking admission. Moreover, each candidate is expected to have a minimum score in the Unified Matriculation Examination (UME).

4.5.2 HND Admission Requirements

In addition to the general admission requirements stated above, candidates must satisfy the following School/departmental requirements for admission into HND programmes.

(i) All the requirements for admission into the National Diploma (ND) Programme in the relevant field of study.

(ii) A minimum of Lower Credit pass, that is a C.G.P.A. of 2.50 and above in the ND examination in the appropriate field, and

(iii) A minimum of one year cognate work experience for ND Diplomat, with Lower Credit and above and two or more years for those with a Pass MAY be considered for admission into the HND programme.

The specific requirements are as below:

4.6 COURSE CONTENTS

4.7 STUDENTS WORKLOAD

Students carry the full load for a session. A full-time student must register for a minimum of 13 and maximum of 32 Course units per session. The principles of self-reliance is taught and practiced as students are given supervised practical/laboratory work, as well as field assignments where applicable. There is one year of Students’ Industrial Work Experience Scheme (SIWES).

4.8 STAFF WORKLOAD

Academic staff carry the normal workload as specified by the NBTE, NCCE and other related professional bodies. Attention is also given to areas of specialization and practical contents and applications to ensure that students receive quality teaching and maximum attention. Staff are assigned students to supervise as a way of mentoring.

4.9 PROGRAMME EVALUATION SYSTEMS

Course Evaluation

The assessment of a student’s overall performance in a course at the end of each semester is based on 40% continuous assessment scores plus 60% semester examination score but for courses in the Department of Language and Liberal studies it is 30% and 70% respectively.

Definition of terms used in evaluation of students’ performance

Credit Hour (CH)

Each contact hour of lecture or 2 hours of tutorial or 3 hours of workshop/practical/studio work/field work constitute 1 credit hour. For example, a course having 2 hours of lectures per week semester, 2 hours of tutorial and 3 hours of workshop practice/laboratory/field work or studio per semester make a total of 4 Credit Hours though the total contact hours is 7.

Course Unit (CU)

Each of the courses offered in a semester is assigned specific course units depending upon the contact hours of lecture/tutorial/workshop practice/laboratory work per week per semester as the case may be.

For Example:

1 Hour of lecture/week constitute 1 course unit

2. Hours of tutorial/week constitute 1 course unit

3 Hours of workshop practical/week constitute 1 course unit

Grade, letter grade and grade point

A range of scores for a course made up of continuous assessment and semester examination scores is given a letter grade and point, as illustrated below for all programmes except Pre-ND, Pre-NCE and NCE

Grading of carry-over and re-take courses

The assessment of any carry-over course(s) should be treated as if that student is repeating that/those particular course(s) and should be marked 40% for continuous assessment (C.A) and 60% for main examination while for courses in the Department of Languages and Liberal studies it is 30% and 70% respectively.

4.10 CONDITIONS TO BE SATISFIED FOR AWARD OF POLYTECHNIC DIPLOMAS AND CERTIFICATES

Before a student is awarded a Diploma or Certificate, the student must have:

i) Attained a pass in all the courses offered ii) Remedied entry deficiency(ies), if any iii) Satisfactorily completed the Student Industrial Work

Experience Scheme (SIWES) where applicable. iv) Fulfilled any other requirements as stated by the

Polytechnic at the time of entry. 4.11 STUDENTS’ INDUSTRIAL WORK EXPERIENCE SCHEME (SIWES)

The scheme is designed to give students in the affected programmes an opportunity to apply the knowledge acquired during the studies to real life experience. Students on attachment are therefore required to:

i) Be punctual and regular at their posting ii) Remain in their place of attachment and must not leave without

permission of the Industry-based Supervisor iii) Record all training activities in the standard Log Book provided. iv) Write a comprehensive report of the experience gained during

the period of attachment in the Programme Evaluation Form provided in the logbook.

Assessment of S.I.W.E.S

The student’s work shall be assessed on the basis of the Weighted Scores as in Table 8 below:

4.12 FINAL YEAR PROJECT

i) In partial fulfillment for all the courses of study, it is mandatory for all final year students in National Diploma and Higher National Diploma, Nigerian Certificate of Education and Diploma programmes to undertake research project under the supervision of the lecturers/instructors in their Departments.

ii) Four copies of completed project, approved by the Supervisor, typeset on A4 paper with double line spacing and bound with hard cover should be submitted by each student to his/her Department within the stipulated time period.

iii) All projects works should be moderated by an External Moderators, having been defended by the students concerned and appropriately scored.

iv) Late submission of project attracts a “Late Submission Fee”, for project that is moderated by an External Examiner or would be considered in the next academic session.

4.13 TEACHING PRACTICE

This course is compulsory for all students registered for the NCE programmes. The duration is 26 weeks, i.e. two terms. Students are posted to schools where they teach their major courses of study. Student- teachers must report to their schools of teaching practice within the first two weeks of the commencement of the exercise. Any student teacher who fails to abide by this rule carries over the course. All student-teachers must also abide by all host-school rules and regulations that are binding on the permanent teachers. They must never leave their schools for any reason without permission from the school authority.

4.14 ACADEMIC STANDING

1. Carryover, Repeat, Withdrawal and Re-Admission

a) Carryover: A student cannot carry over more than one third of the total number of courses offered in a semester.

b) Repeat: A student that fails more than one third of the total number of courses offered in a semester, but not more than two-third of the total number of courses offered in a session will repeat the session. No student repeats a session more than once.

c) Withdrawal: A student that fails more than two-third of the total number of courses offered in a session (the two semesters) withdraws from the programme. However, such a candidate may re-apply after having spent a minimum of one academic session (but not more than two) outside the

Polytechnic. Such a student is required to submit a formal application to the Registrar through his/her Head of Department for consideration by the Academic Board.

d) Re-Admission: A student that is given re-admission into any academic programme, starts afresh from the first year and cannot reapply for admission after being withdrawn for the second time.

e) Self-Withdrawal: A student that absents himself/herself without notifying the Institution for one semester ceases to be a student of the Polytechnic.

2. Re-sit, re-take, incomplete project and absenteeism

a) Re sit Examination: Re-sit Examination is only conducted for qualified students that have not failed more than the minimum number of courses of Certificate programmes of the Polytechnic, on payment of the appropriate fee.

b) Re-Take Examination: A student that fails to clear his /her carryovers and have exhausted the maximum normal period of studies, comes to sit for such papers as External candidates. Permission is only granted to such students on the payment of full registration and retake paper fee. The maximum number of attempts is three consecutive sessions after which the student is deemed to have failed.

c) Incomplete Project Work: A student whose project work is not completed at the time of presentation of results is scored zero and regarded as a failed course.

4.15 ASSESSMENT OF REMEDIAL/PRE-NCE STUDENTS

The remedial/ pre NCE Programmes are only a bridge to the ND/NCE programmes and are not certificated. The final assessment of the Remedial / Pre – NCE students comprises certain ratio of the scores of the one session/two semesters respectively of each of the six (6) courses offered. The 100% final score per course is made up of 40% of continuous assessment (C.A) and 60% of the examination.

4.16 CHANGE OF COURSE

A student who initially registered for a particular programme, at the ND level only, but wishes to change his/her course of study can do so by applying to the Registrar through his/her current Head of Department stating the reason(s) warranting the change which may include any of the following :

i) The student was given a different programme other than the one initially applied for.

ii) It is the earnest desire of the employer/sponsor to study the course

in question

iii) The student failed and is to repeat the current course

iv) Any other strong reason that the Academic Board may so accept.

Approval procedure

i) Change of course is normally for students in NDI only but NDII students may wish to apply so long as they are willing to start afresh – from NDI of the new programme.

ii) The student should purchase and fill Change of Course Form for submission to the current Head of Department.

iii) The current Head of Department and the Director of school should recommend the student to the receiving Head of Department and the Director of school who in turn recommend him/her to the Academic Board subject to availability of vacancy and the fulfillment of minimum academic requirements.

iv) The Academic Board grants approval on the meeting of all academic requirements of the new department.

v) The Academic Office adjusts the candidate’s record.

4.17 TRANSFER OF STUDENTS

The Polytechnic may receive or allow students on transfer from/to other Polytechnics as may be approved by the Academic Board.

CHAPTER FIVE

5.0 RESEARCH POLICY OF THE POLYTECHNIC

5.1 PREAMBLE

Research and Development comprise creative work undertaken on a systematic basis in order to increase the stock of knowledge including knowledge of man, culture and society and the use of this stock of knowledge to devise new applications. All these aspects of research are undertaken by the Polytechnic.

The Polytechnic is distinguished from other institutions of higher education by the dynamic involvement in research as well as the active pursuit of research by its staff and students. Polytechnics are often ranked internationally on the basis of their research output. This is more pronounced in specialized Polytechnics that focus on sciences, technology and social sciences. Individual scholars are free and encouraged to select and conduct research on the subject matter of their interest, to seek financial support from any approved source in order to publish their research findings.

The Polytechnic affirms that research procedures must not violate established ethical principles to the health, safety, privacy and other personal rights of human beings or inflict injury or pain on animals. The Ethical Committee ensures strict compliance to established professional ethics.

However, this chapter discussed Research Policy, Research Administration, Research Funding and Research Development in the Ramat Polytechnic Maiduguri.

Research Policy

The Polytechnic engages itself in basic and applied research in all its academic departments. All staff are encouraged to carry out research in their areas of expertise. There are individual research, group research and multi-disciplinary research that are generating services and products to the Polytechnic. The Polytechnic focuses on the problems related to sciences, technology, social sciences and other related fields which are prevalent in human society and seek solutions through collaborative research.

Research Administration

The Academic Planning Directorate is responsible for coordinating the research efforts of the Polytechnic. All research proposals are channelled through the Directorate for onward submission to the Polytechnic Committee on Research and Publications. The Directorate monitors the progress of research and publications in the polytechnic and receives research reports.

Research Funding

Researches are funded in the Polytechnic through its internally generated revenue and not less than 3% of the total recurrent expenditure of the Polytechnic is allocated to organized research while 5% to general research annually in addition to TETFUND and external donors/interventions.

Research Development

In this Polytechnic, mentoring of the junior academic staff in the art of research and research publications is done by their senior colleagues. Exchange programmes are also arranged whereby staff members visit reputable institutions and make use of their facilities such as libraries, laboratories and workshop. The polytechnic staff also attend conferences and seminars within and outside the country.

6.0 ACADEMIC SUPPORT UNITS

6.1 PREAMBLE

In order to enhance and enrich its curricula, the Polytechnic established some Academic Support Units which have been discussed below namely: general studies unit, library and learning resources, centre for computer services, workshop and laboratories, industrial work centres, information and communication technology (ICT), consultancy unit and studios.

6.2 GENERAL STUDIES UNIT

The Polytechnic established the General Studies Unit right from its inception. This Unit coordinates all the general studies courses offered by the Polytechnic. The main thrust of the General Studies Unit is to expand the horizon of each student beyond the knowledge available in his/her fields of study by exposing him/her to general knowledge. In line with the mission of the Polytechnic, the following are included in the list of courses in the General studies programme.

Each of these courses carries two units and is compulsory for all categories of students at the ND, NCE and HND levels. The Unit caters for the training of all categories of students irrespective of discipline. All the students must sit for and pass the specified courses before they can graduate from the Polytechnic.

6.3 LIBRARY AND LEARNING RESOURCES

The Ramat Polytechnic Library was established in 1978. It was initially College of Technology Library. The name was changed to Ramat Polytechnic Library when the College was upgraded to a Polytechnic in 1979. The library was first housed temporarily in a classroom and later transferred to the main library building after its construction in 1981. The library has a seating capacity of over 500 readers at a time with staff strength of 22 and a stock of books of more than 20,000.

In addition to the existing library a new ultramodern library complex with a capacity of 3000 readers at a time and a stock of books of more than one hundred thousand was constructed.

Rules and Regulations

1. The library is a quiet study area and should not be converted into discussion arena.

2. The use of mobile phones is not allowed inside the library. Users are advised to either switch their phones off or put them into silent modes when entering the library.

3. Smoking, eating and drinking are not permitted in the library.

4. The library will not assume responsibility for any loss of personal items brought by users into the library.

5. Library users will have to produce their library cards at the gate before entering.

6. Readers are advised to walk quietly into the library and avoid shuffling their feet on the floor so as not to distract other users.

7. Files, bags, briefcases etc are not allowed into the library.

8. Reservation of seats in the library is not allowed.

9. Strict silence must be observed in and around the library.

10. Books removed from the shelves must be left on the reading tables for the library staff to shelve.

11. All readers leaving the library must present themselves at the gate for checking and anyone who refuses will be liable to suspension from the library and the case reported to the disciplinary committee.

Membership

Only registered users are allowed to make use of the library. Registration is open to persons in the following categories:-

(a) All academic staff of the polytechnic including part-time and temporary academic staff.

(b) All students of the Polytechnic

(c) All members of the Polytechnic administration

(d) Members of the Polytechnic council

(e) Other Polytechnic employees with the librarian’s permission.

Rules for Borrowing

(1) All registered readers wishing to borrow books must present their library cards and tickets at the circulation desk before such books are check out to them.

(2) No book may be removed from the library unless the issue has been recorded in accordance with circulation system which has been adopted by the Polytechnic.

(3) Library staff and security men are authorized to examine all books which are being taken out of the library and readers must accordingly present such items for inspection.

(4) The Polytechnic Librarian may restrict or prohibit the borrowing of any book.

(5) The reference materials are not loanable.

(6) All academic staff of the Polytechnic (part-time and temporary inclusive) may borrow up to four books at a time.

(7) Senior members of the Polytechnic administration, members of the Polytechnic council, students, and other employees may borrow two books.

Loan period

1. Book borrowed should not be kept for more than the period stated below;

i. Students and other Polytechnic Colleges – Two weeks.

ii. Academic staff four weeks

2. Books borrowed must be returned on or before the latest date stamped on the date labels on the books. Returned books maybe renewed by the library users provided such books are not required by other users.

3. The Polytechnic Librarian may recall a book issued to any library, if the book in question is in demand by other library users. In such cases, the books must be returned within three days of recall.

4. Library users are at all times responsible for any book which has been issued in their names and this responsibility end only when the book has been returned to the library and issue records have been cancelled.

5. All members of staff who are about to proceed on either terminal or study leave must return all library books in their possession before they proceed on such leave. Similarly, all students proceeding on vacation must return all library books in their possession before leaving the Polytechnic premises.

Periodical unit and senior staff reading room

The periodical unit is where journals, newspapers and government publications are kept. The unit also serves as a reading room for the Polytechnic senior staff. All current journals are displayed on racks and can be obtained on loan. Current newspapers are displayed on a reading table (and like the journals, they can be obtained on request). Government/institution publications are also displayed but those on high demand can only be obtained on request. All these types of materials

(Government/institution publications) are not allowed on loan because they cannot easily be replaced.

The periodical/Senior Staff reading room has limited reading facilities. Therefore only members of staff and readers wishing to consult materials are allowed.

Commercial facilities

Photocopying; photocopying services are available at the Library premises at a subsidized rate.

Penalties for library offences

1) Failure to return books on time and marking, defacing, damaging or theft of library books will be regarded as serious offences. Library users who are responsible for retention, loss or defacing of any library book will be required to pay for the cost of replacement. This will include the current unit cost of the book plus 40% of the cost for handling and processing. Cases of mutilation and theft will be referred to the disciplinary committee.

2) A charge of N50:00 will be made for the replacement of a borrower’s ticket that has been lost.

3) Cases of loss of borrower’s card must be promptly referred at the circulation desk.

4) The library may suspend or exclude from its use any reader who either persistently disregards the library regulations or is considered unfit to the library. Such action will be reported the library committee. .

6.4 CENTRE FOR COMPUTER SERVICES

The Polytechnic established reputable Centre for Computer services with the aim of

Providing computer facilities for the entire Polytechnic community and managing the on-line activities of the Polytechnic.

Promoting computer appreciation within the Polytechnic and serving as a laboratory or workshop for General Study in Computer.

Assist individual users and user departments in identifying specific technical, business and management problems solvable by the application of computer techniques.

Developing and maintaining appropriate software to solve business and entrepreneurship problems.

The Centre for Computer services is staffed and equipped to fulfill its mandate as the centre and laboratory of computer activities for the Polytechnic.

6.5 WORKSHOP AND LABORATORIES

The Polytechnic established workshops and laboratories that are fully equipped to meet the requirements of the programmes run in each school in line with NBTE regulations.

6.6 INDUSTRIAL WORK CENTRES

The Polytechnic set up industrial work centres that operate on commercial basis. The essence of such centres is to afford the students

opportunities to be exposed to live models and case studies of actual project sites. The centres also ensure effective industrial attachment of students. Such work centres include:

6.7 INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)

The Polytechnic set up a virile Management Information Systems (MIS) Unit charged with the responsibility of developing and managing ICT facilities in the Polytechnic. The Unit develops adequate facilities to meet the ICT needs by staff and students including teaching, research and public service. The infrastructures provide access to local, national and international networks.

6.8 CONSULTANCY UNIT

A strong consultancy unit was established by the Polytechnic to provide academic and other professional and technical services. This unit goes out to compete with other business concerns for the award of contracts and also act as consultants within and outside its environment. The unit source for money to fund result-oriented research. In addition, the unit organizes lectures, seminars, workshops and conferences within the locality and all over Nigeria to generate income. The unit also engages itself in small-scale ventures in which students can be employed on part-time basis. Competent staff of the Polytechnic participates in the activities of the unit.

6.9 STUDIO

The Polytechnic has studios where all the departments benefit from them. There are seminar rooms, model workshops, Geographic Information System (GIS), etc.

7.0 PERFORMANCE AUDIT

7.1 PREAMBLE

Performance audit in academic environment is an activity that involves systematic check or assessment of accomplishment of the institution in terms of efficiency, effectiveness, prudence and accountability in the achievement of it mission and vision within a stipulated time. It is aimed at constant and sustainable excellence in operations and functions. Performance audit helps in the advancement of solidarity and teamwork, partnership and alliance, support and assistance, consistency and lucidity as well as harmony and accord.

The result or outcome of a Performance audit is shown by an indicator or a pointer which is usually a numerical value or information about the measurement of activities of the Polytechnic. The indicator among others: assist the management in assessing the activities, adjudicating and making sound decision. Help in understanding the success of the Polytechnic in the implementation of its policies and programmes. Help the Polytechnic in achieving effectiveness and efficiency in its operations. Aid in drawing the attention of the Polytechnic to problem areas, concentrate and provide appropriate treatment. Provide avenue for comparing the Polytechnic with other institutions within and outside the nation. However the performance audit is an annual activity and has some mechanism for usage as explained in the subsequent sections below.

1. Student enrolment

The quality of the students admitted into the National Diploma (ND) Nigeria Certificate in Education (NCE) is satisfactory. They have the required number of credit passes and have also met or obtained acceptable scores in the Unified Matriculation Examination (UME) or passed a one year Pre-ND programme. While for higher national diploma they have obtained a diploma in relevant field with at least minimum of pass.

Carrying capacity is considered in admitting students into various programmes of the Polytechnic. Growth rate of students’ population is maintained in such a way that they are adequately accommodated and catered for within the available physical, human and material resources of the Polytechnic.

The enrolment ratio stipulated by the National Board of Technical Education (NBTE) is considered as the guiding principle in the enrolment of students into the science and social science programmes of the Polytechnic.

The Polytechnic ensured that all academic programmes are accredited by the National Board for Technical Education (NBTE) for National Diploma (ND) and Higher National Diploma (HND) and National Commission for Collage of Education (NCCE) for Nigeria Certificate in Education (NCE) as well as various relevant professional bodies.

CHAPTER EIGHT

8.0 SPACE DISTRIBUTION AND UTILIZATION

8.1 PREAMBLE

Ramat Polytechnic lies on a land that is suitable for the development of an academic institution. Though the Polytechnic was initially a technical collage but was upgraded been to the status of a full pledge polytechnic.This section explains how the total land area is distributed and utilized for the various activities for the proper functioning of the polytechnic. The distribution is categorized into gross and utilized areas, Teaching and Research areas, the library, Central Administration, Residential accommodation, Catering facilities, Students centre as well as other staff and students social and welfare amenities.

8.2 GROSS AND UTILIZED AREAS

The total land area occupied by the Ramat Polytechnic Maiduguri is 455,000 square meters equivalent to 45.50 hectares. This is the permanent site occupied by the Polytechnic in her thirty years of existence and has accommodated all activities.

8.3 TEACHING AND RESEARCH AREAS

These include the lecture theatres and halls, classrooms, laboratories, workshops, department buildings, studios, training farms, primary school, school blocks etc.

8.4 THE LIBRARY

The library includes the main library building and the periodical and staff internet cafe. Together they occupied a total land area of 1840 square meters or 0.18 hectares.

8.5 CENTRAL ADMINISTRATION

The central administration building comprised of the Rectory, Registry, Audit and Housing staff offices and the school council chamber. This covered a total land area of 5110 square meters or 0.51hectares.

8.6 ACADEMIC RECORD AND BURSARY

The academic office and bursary units that comprised of staff offices of both academic record and Bursary units of the Polytechnic covered a total land area of 2250 square meters or 0.23 Hectares.

8.7 RESIDENTIAL ACCOMMODATION

This comprised of staff accommodation for all categories and students hostel (male and female). The staff accommodation covered a total land area of 26282 square meters equivalent to 2.63hectares and students hostels occupied 2000 square meters equivalent to 0.2hectares.

8.8 CATERING FACILITIES

This comprised of the two cafeterias, the training restaurant and all restaurants manage by private individuals. They occupied a total land area of 1320 square meters equivalent to 0.13hectares.

The students centre comprises of common room, union office, dining room, indoor recreational facilities area etc. These together they occupied 1254 square meters equivalent to 0.13hectares.

8.10 OTHER STAFF AND STUDENT SOCIAL AND WELFARE AMENITIES

These include sport and recreation facilities, roads and access to all landuses, drainages, refuse collection points, water supply facilities, electricity supply facilities, commercial shops and business centres, clinic, post office, toilets, parking spaces, worship areas and bookshop. These together occupied a total land area of about 81255 square meters equivalent to 8.13 hectares.

9.0 SERVICE SUPPORT UNIT

9.1 PREAMBLE

The Polytechnic attaches so much importance to the welfare of its members and does everything possible to carter for them. For this reason, the service units were established to provide welfare services to the staff, the students and the surrounding communities. The various units in this chapter are to provide conducive environment for teaching and learning within the Polytechnic and social responsibility to the surrounding communities. Below are the various service units in the Polytechnic.

9.2 ACCOMMODATION

The Polytechnic has accommodation provision for all categories of staff within its environment where substantial numbers of the staff are accommodated.

The school also has provision for both male and female students within the campus where significant numbers of them are accommodated.

9.3 POLYTECHNIC COMMUNITY SCHOOL

Ramat Polytechnic has one community school within the campus that provides nursery, primary and secondary education. The school has adequate and experience teachers to run it. It also provides extramural classes and activities at weekends and evenings.

9.4 THE POLYTECHNIC CLINIC

A well-equipped ultra-modern clinic is available in the campus to take care of the health needs of staff, students and the nearby communities. The clinic has doctors, nurses, midwives and other auxiliary staff that are available at all times of the day. There are also well supplied pharmacy and a stand by ambulance always available. Serious medical cases are referred to the specialist Hospital, Umar Shehu Hospital, General Mamman Shuwa Hospital, University of Maiduguri Teaching Hospital and Federal Neuro Psychiatric Hospital all in Maiduguri.

9.5 WORSHIP AREAS

The Polytechnic has worship areas located in various places such as the staff quarters, the hostel, work places, administration block and business areas. This is to provide both the staff and students as well as visitors conducive environment to worship while in the campus.

9.6 SPORT AND RECREATION

Facilities available for sport and recreational activities in the campus comprise of: a standard football field, volley ball court, hand ball court, basketball court, indoor and outdoor badminton courts, lawn tennis court, a standard table tennis table as well as athletics track. These are for the promotion of healthy development of both mind and body of the individuals and interaction between the various strata of the community.

Efforts are being made to establish an indoor and outdoor sports complex for the promotion of sport activities of both staff and students.

9.7 INFORMATION AND COMMUNICATION SERVICES

The Polytechnic has a well-established information and publication division under the registry. The division coordinates the activities of the Polytechnic with the public within and outside the state. The publication unit publicizes the happenings in the Polytechnic through the Ramat journal and bulletin. There are internet connectivity facilities as well as befitting post office for both the staff and students of the Polytechnic.

9.8 CONSULTANCY SERVICE UNIT

Ramat Polytechnic has consultancy services unit that provides professional and technical services in all walks of life at subsidized rate. It is involved in several business activities within and outside the Polytechnic. It collaborates and partner with allies and associates in growth and developmental activities.

It also generates revenue to complement the financial commitments of the polytechnic.

9.9 SECURITY SERVICE UNIT

The Polytechnic has a well-established security setup with able and capable personnel that provide effective and efficient security to the lives and properties of staff and students in the school.

9.10 CANTEEN SERVICES

The Polytechnic has two cafeterias and a training restaurant that provides professional services on nutrition, dieting, hotel and catering within and outside the Polytechnic community.

9.11 WORKS DEPARTMENT

The works department of the Polytechnic has several units for the purpose of undertaking its functions effectively. The units are building, civil, estate, electrical, mechanical, physical planning as well as transportation and logistics. Each unit is headed and manned by relevant professionals and technical staff.

The department is responsible for planning, development and management of all structures and facilities as well as operation and maintenance of logistics in the Polytechnic.

9.12 WATER SUPPLY

The Polytechnic has one bore hole in the staff quarters, fifteen tube wells and several stand pipes within the campus located in strategic places. These provided for effective and efficient supply and distribution of water in the Polytechnic.

9.13 ELECTRICITY SUPPLY

The school is connected to the 330KVA/110KVA National grid. It also has four standby generators and all the Directors and Heads of Department have been furnished with generators. These have to a large extent met the day to day demand of the Polytechnic’s power supply.

9.14 ROAD NETWORK

The Polytechnic is connected to the Maiduguri – Jos road by three access roads in the school with three gates. Within the campus there is flexible pavement that runs from the first gate to the staff quarters and

rigid pavement in the academic areas providing effective and efficient accessibility to all activities in the campus.

9.15 DRAINAGE

The drainages in the campus follow the pattern of the roads in most areas. In some areas where there are no roads drainages have also been provided to effectively and efficiently drain both waste and storm water in the campus.

9.16 REFUSE MANAGEMENT

The Polytechnic has a very effective refuse management system that provided for proper collection, transportation and disposal of refuse making the environment clean and beautiful.

9.17 TRANSPORT AND LOGISTICS

Ramat Polytechnic has 50 functional vehicles of various categories and sizes for proper discharge of responsibilities to both academic and nonacademic departments and units.

9.18 LANDSCAPING

Some parts of the Polytechnic are well landscaped to provide protection and beautification of structures and places. However works in some other parts of the school are going on and will be finished soon.

10.0 PATTERN OF GROWTH

10.1 PREAMBLE

This section of the brief covers the population of students and staff of Ramat Polytechnic Maiduguri presented under the following subheadings that include head count enrolment, science – social science ratio, staff projection, residential pattern and campus population. The projections and estimates were made using National Board for Technical Education (NBTE) guidelines.

Today the Polytechnic is operating with six academic schools, 35 academic departments and 56 programmes.

10.2 HEAD COUNT ENROLMENT

The enrolment of students into the Polytechnic is categorized into the following:

Full time

The Polytechnic enrolled students into eight classes of programme that include Certificates ,Remedial , Pre-Nigeria Certificate in Education (Pre NCE) , Diploma, National Diploma (ND), Nigeria Certificate in Education (NCE) , Higher National Diploma (HND) and Post Graduate Diploma (PGD).

Certificate

There is a certificate programme in Accountancy in the polytechnic.

Remedial enrolment

Ramat Polytechnic Maiduguri runs remedial science and arts programme where students are prepared for their various National Diploma programmes in one academic session.

Pre NCE

The Polytechnic has two Pre NCE programmes that include; Business Education and Technical Education. Here students are prepared for both NCE programmes within one academic session.

Diploma

The Polytechnic runs three full time Diploma programmes which include: banking and finance, marketing and social works with substantial number of students enrolment.

National Diploma (ND)

10.5 RESIDENTIAL PATTERN

The Polytechnic had provided accommodation to significant number of staff of all categories and students of both sexes in the campus. Efforts are being made to provide additional staff and students’ accommodation.

CAMPUS POPULATION

The total campus population of Ramat Polytechnic Maiduguri as at 2016/2017 academic session comprising of all students (full-time and part- time) and staff (including dependents for those residing on campus) as well as visitors (one percent of student and staff population) is 18,710 and expected to be 37,537 in 2026/2027 academic session.

11.0 FINANCIAL ANALYSIS/COST ESTIMATE

11.1 PREAMBLE

Financial analysis cost estimate provides a wide spectrum of financial management information of the Polytechnic. It includes but not limited to serving as a guide on financial matters, development execution and analysis of the Polytechnic overall budget, while providing the basis for recommendation to ensure efficient use of available financial resources. It also helps in the oversight of development, consolidation, preparation and submission of the operational budget. In Ramat Polytechnic only non-indigenes pay tuition fees. This is in line with the existing policies of the Borno State Government. However, other fees such as development levy, registration and examination, I.D. card fee, sports fee, ICT and entrepreneurship fees are charged from students, but these fees are made as moderate as possible in order to benefit the larger number of students.

11.2 OPERATING BUDGET FOR THE LAST TEN (10) YEARS

The operation of the budget depends on the pattern of development adopted and on the quantum of funds made available to the Polytechnic by the Federal, State Governments and other Funding agencies. The operation of the budget for each year shall be based on the estimates for capital and recurrent expenditure and for personnel costs.

11.6 RECURRENT EXPENDITURE

Estimates of yearly recurrent needs of the Polytechnic are based on the staff projection and the requirement to make adequate provision for goods and services. This involves Personnel budget for each department, broken down into senior and junior staff budget. The number of staff, salary scale and step and the amount of salaries and allowances constitute the personnel budget for recurrent expenditure. The Borno State Government allows for not more than 100% of the recurrent grant to be spent on emoluments.

11.7 CAPITAL EXPENDITURE

General Polytechnic Expenditure Accounts which is broken down into expenditure sub-heads to aid in expenditure control.
