and enhance Geospatial Science education at the US Service Academies (Army, Navy, Air Force and Coast Guard)

• Program directly impacts the geospatial intelligence knowledge and awareness of 13,000 future officers in the Department of Defense and the Department of Homeland Security

• Long standing program started by the Defense Mapping Agency and continued by NGA:– US Military Academy (West Point) since ~1980– US Air Force Academy (Colorado Springs) since ~1990– US Naval Academy (Annapolis) since 2002– US Coast Guard Academy (New London) starting 2004

– Long-term, full-time education programs in Geospatial Intelligence-related disciplines studying under well-known professors at the top colleges and universities in the US…many of the same investigators and institutions receiving NGA Academic Program grants

– Ensure that candidates for the Vector Study Program are aware ofon-going, NGA-sponsored research at the institutions they are considering

FY04 NURI Grants Awarded• On Effectively Handling Large Volumes of Geospatial Intelligence Information:

A Formal Distributed Real-Time Processing Approach– PI: Dr. Eugene Santos Jr., Department of Computer Science and Engineering,

University of Connecticut– Description: Design and develop a large-scale distributed real-time solution based

on anytime intelligent foraging, gathering, and matching (I-FGM) on massive and dynamic geospatial information spaces. Given finite computational resources, I-FGM will proceed to explore the geospatial information space and, over time, continuously identify and update promising candidate nugget, thus, good candidates will be available at anytime on request.

• Choreographed Intelligent Web Services for Automated Geospatial Knowledge Discovery

– PI: Dr. Liping Di, Laboratory for Advanced Information Technology and Standards (LAITS), George Mason University

– Description: Develop an interoperable system framework on which choreographed intelligent web services for geospatial knowledge discovery as well as the dissemination of personalized, on-demand geospatial data, information and knowledge can be built. Answer “what if” questions by automatically and intelligently chaining individual service modules to form a complex geospatial model, matching the input data with the model, and executing the model to deliver the answer.

FY04 NURI Grants Awarded• Multisources Data Fusion, A Mathematical and Computational Approach

– PI: Dr. Yaron A. Felus, Department of Surveying Engineering, Ferris State University

– Description: Multisource data fusion is a key issue in spatial information systems. It pertains to strategies and methods for integrating data from different (and possible diverse) sensors in order to make inference about a physical event, activity or situation. Specifically, it is imperative that the results from the process maintain the highest accuracy and resolution existing within the original data.

• Seamless Integration of Geospatial Data from Water to Land– PI: Dr. Ron Li, Department of Civil and Environmental Engineering and Geodetic

Science, Ohio State University– Description: Goals of this research project are: a) to develop a strategy and a

system for seamless transformation of vertical and horizontal datums used in navigation, bathymetry, coastal management, and topographic mapping, b) to develop a spatio-temporal modeling system that produces shorelines with differentwater levels from Coastal Terrain Models (CTM: bathymetry + topography) and Water Surface Models (WSM), c) to develop a hydrological modeling system that produces WSM needed for shoreline generation and datum conversion, and d) to validate the methodology using long term observations of shorelines, water gauge stations, buoys, and satellite altimetry data.

FY04 NURI Grants Awarded• Automated Geospatial-Intelligence Image Analysis: A Geometric Framework

– PI: Dr. Guillermo Sapiro, Department of Electrical and Computer Engineering, University of Minnesota

– Description: Develop a coherent program in geospatial image analysis, with geometry and geometric partial differential equations the underlying theories that unify the whole approach. Four particular areas are addressed, and they cover from image acquisition to image representation and compression all the way to object detection, tracking, and recognition, providing a comprehensive investigation into geometric image processing.

• Content-Based Information Mining and Visualization for Exploitation of Multi-Modal Databases

– PI: Dr. Chi-Ren Shyu, Computer Science Department, University of Missouri –Columbia

– Description: Leverage multi-disciplinary research experience in high-resolution earth image feature extraction, content-based image retrieval, semantic modeling and knowledge exchange, and visualization. Searching for relevant knowledge across heterogeneous imagery intelligence databases has always required an extensive knowledge of the semantic meaning of images, a keen eye for its visual patterns, efficient strategies for collecting and analyzing data, and a deep understanding of related tradecrafts.

FY04 NURI Grants Awarded• An Investigation of Perceptual Skills and Cognitive Strategies Using

Functional Brain Imaging– PI: Dr. Thomas Zeffiro, Center for Functional and Molecular Imaging, Georgetown

University– Description: Successful geospatial intelligence analysts require important

perceptual and cognitive skills. Whether such skills can be developed in trainees, or whether candidates should be selected on the basis of natural abilities, is not yet clear. The objective of this research is to determine whether a trainee’s performance level on a perceptual skills task can be improved sufficiently by means of specialized training software to rival that of those naturally-talented individuals.

• Seamless and Reliable Personal Navigator– PI: Dr. Dorota Brzezinska, Department of Civil and Environmental Engineering and

Geodetic Science, Ohio State University– Description: Develop a prototype of a seamless and dependable personal

navigator to support navigation and tracking of ground military and rescue personnel. This research aims at forming the theoretical foundations for such systems by developing the algorithmic concept of a basic GPS-based, Micro-elector-mechanical inertial measurement unit (MEMS IMU)-augmented personal navigator system with an open-ended architecture, which would be able to incorporate additional navigation and imaging sensor data.

FY04 HBCU-MI Grants Awarded• Discovery and Visualization of Geospatial Intelligence for Homeland Security

Using Computer Automated Virtual Environment (CAVE)– PI: Dr. Michael A. Stubblefield, Centers of Excellence, Southern University and

A&M College– Description: The Computer Automated Virtual Environment (CAVE), enables

multiple persons to visually interact in 3D real time with data. This research will: (1) use CAVE to visualize the Geospatial-Intelligence of critical national infrastructure for Homeland Security; (2) use CAVE to explore the knowledge of analysts in discovering Geospatial-Intelligence, modeling and applying the analyst’s knowledge to Automated Geospatial-Intelligence Analysis; and (3) use CAVE to explore the effective analyst training approach.

• Passive Polarization-Based Classification Study– PI: Dr. David G. Voelz, Klipsch School of Electrical and Computer Engineering,

New Mexico State University– Description: Conduct study dealing with passive object detection and classification

in single frames of polarimetric imagery and an optional secondary study looking at the problem of moving object detection and tracking using polarimetric video. Investigate and develop an algorithm that uses single frame polarimetric imagery to detect and classify spatial objects of interest. In addition, a detailed analysis will be performed to quantify the utility of the different polarimetric bands in this process.
