ACADEMIC STANDARDS AND QUALITY COMMITTEE Minutes of the meeting of the Academic Standards and Quality Committee held on Tuesday 14 October 2014 in the Senate Room, C8A, from 10:00am to 12:00pm. 1. WELCOME AND APOLOGIES
The Chair noted that apologies were received from Trudy De Vries, Dr Anne-Louise Semple, Professor John Simons, Associate Professor Manjula Waniganyake and Jonathan Wylie. The Chair welcomed Dr Paul Hesse to his first meeting as the representative from the Faculty of Science. Resolution:
That the appointment of Dr Paul Hesse to the Academic Senate is RECOMMENDED FOR APPROVAL by Academic Senate.
1.1 DISCLOSURE OF CONFLICTS OF INTEREST
For the benefit of Dr Paul Hesse, the Chair clarified that conflicts of interest included both actual and perceived conflicts where a member may have been involved in formulating, or may benefit from, a proposal.
The Chair sought declarations of any conflicts of interests to be recorded.

2. MINUTES OF MEETING HELD ON 16 SEPTEMBER 2014
The Committee RESOLVED TO APPROVE the minutes of the meeting held on Tuesday 16 September 2014 as a true and accurate record, subject to a minor amendment. Amendment:
a) 3.2 (pg. 5) The second paragraph should be separated as 3.3 and entitled Schedule of PACE Units.
3. BUSINESS ARISING FROM MINUTES
3.1 Report to Academic Senate
Academic Senate at its meeting on Tuesday 7 October 2014 approved the recommendations from the ASQC meeting held on 16 September 2014.
The Chair advised that the issues relating to the program proposals for the MQ Pathway College had been resolved and signed-off by the Chair of Academic Senate. These proposals were subsequently approved by Academic Senate with little discussion. The following transfer criteria to remain as was also noted:
Transfer to Policy requirement for Transfer B Psychology (Honours) (i) GPA of 3.0 and
(ii) At least 24 credit points; and (iii) Completion of PSY234, 235, 236, 246, 247 and PSY248
4. 2015 SCHEDULE
4.1 2014/2015 Program Changes
The Committee noted the 2014/2015 program changes and the Chair commented on the high number of changes received.
4.2 Schedule of Postgraduate Articulated Award Sets
The Committee considered the Schedule of Postgraduate Articulated Award Sets which had been prepared by the Curriculum and Planning team based on information provided by faculties in the 2015 curriculum renewal process. The Chair reminded the Committee that articulated award sets allowed for full credit transfer into the higher-level programs, and that these arrangements were exceptions to the Recognition of Prior Learning Policy. Where full credit transfer was not possible, the Chair explained that the proposal must state which set of units can be transferred. Further, the Chair explained that programs in an articulated award set must have the same admission requirements and an appropriate overlap of units. The Committee questioned the absence of progression conditions for the various Doctors programs offered by the Faculty of Human Science, however were satisfied with the advice that the admission requirement into the related Masters programs were of a high standard. Resolution:
The Schedule of Postgraduate Articulated Award Sets is RECOMMENDED FOR APPROVAL by Academic Senate (Refer to Attachment 1 to these minutes).

4.3 Capstone nominations
The Committee discussed the submitted proposals and raised concerns that the proposal for AHIS389 – Capstone Unit: Ancient Languages did not address the current Capstone Unit criteria. In particular, the Committee felt that the focus of this proposal was on developing and extending, rather than consolidating and synthesising, knowledge. The proposal for AHIS389 – Capstone Unit: Ancient Languages is referred back to the department for further consideration with the suggestion that it specifically addresses the Capstone criteria and provides details on assessment tasks for the unit.
The Committee identified the need to revisit the Capstone Unit proposal process. The Chair called for nominations for a Working Group which would be tasked with ensuring that the definition of a Capstone Unit is clear, and that the pro-forma captured all of the details that the Committee required when considering proposals. Catriona Lavermicocca, Dr Rahat Munir, Cathy Rytmeister and Sue Spinks volunteered to be a part of the Working Group which would report back to the next meeting. Resolution:
The Committee APPROVES that ABST302 – Indigenous Research Matters be added as a Capstone Unit for the Indigenous Studies Major effective 2015.
Resolution:
The Committee DOES NOT APPROVE that AHIS389 – Capstone Unit: Ancient Languages be added as a Capstone Unit for the Ancient History – Ancient Languages Major.
Tabled Paper 1: Resolution:
The Committee APPROVES that LAWS305 – Advanced Policy Development and Advocacy be added as a Capstone Unit for the Public Policy, Law and Governance Major effective 2015.
4.4 General Coursework Rule
The Chair sought nominations for a Working Group to review the proposed amendments to the General Coursework Rule and to recommend those amendments to Academic Senate, as appropriate.
Dr Gordon Brooks, Associate Professor Carlos Bernal-Pulido and Lynn Negus volunteered to join the Chair in a Working Group. The Working Group will meet in the week commencing 20 October 2014 to review the proposed amendments and to recommend those amendments they deem are appropriate to Academic Senate at its 4 November 2014 meeting.
5. 2016 SCHEDULE
5.1 2016 Program Proposals
The Chair provided an overview of the process for new program. The Committee discussed the Expression of Interest step in the process, noting that it had been introduced to inform other faculties when a new program was under development so as to enable engagement and the identification of potential issues at the start of the process. The Committee questioned how the Expression of Interest process is managed in the Webforms system and suggested that the Curriculum and Planning team provide details on this at the next meeting. The Chair advised that the Curriculum and Planning team had circulated the following timeframes:
• February 2015: New programs need to be considered • May 2015: New units need to be considered
The Chair highlighted the need for the Committee to be available in January to provide feedback on proposals. The Chair recommended that a Special Meeting of ASQC be arranged for Thursday 29 January 2015 in preparation for work relating to programs. ACTION: University Committee Secretary to arrange Special Meeting of ASQC for Thursday 29 January 2015.

6. STRATEGY AND POLICY
6.1 Progress Report and Quality Assurance and Feedback
The Committee considered the report and noted that three faculties were close to having all of their programs approved. Dr Paul Hesse advised that there had been further progress with the status of the Faculty of Science programs since the report had been produced. The Chair highlighted that this was the first item where ASQC can operate a quality assurance role, and advised that the Chairs of FSQC’s have been asked to report on the processes undertaken. The Committee discussed other mechanisms for assuring quality, in light of the established framework, and offered the following:
• Demonstration of authenticity in curriculum mapping: unit learning outcomes correlating with program learning outcomes
• Review of People, Planet and PACE units to explore alignment of the intended and experienced outcomes
• Cyclical peer review processes within faculties, and • Utilising student feedback within review processes
The Committee acknowledged that the unit and program review cycles need to feed into the broader Faculty Review cycle. The Chair asked members to consider what should be included in program-level reviews and flagged this for discussion at the next meeting.
6.2 People and Planet Criteria
The Committee considered the proposed changes to the People and Planet criteria and endorsed the proposal to replace the reference to ‘Credit for Previous Study’ with ‘Recognition of Prior Learning (RPL)’ in criterion 4. The Committee identified that the use of the word ‘deem’ in a general sense in criterion 5 may cause confusion. This term carries a specific meaning within the University context and the Committee suggested that the Curriculum and Planning team consider rewording this criterion accordingly. Resolution:
The Committee APPROVES the replacement of ‘Credit for Previous Study’ with ‘Recognition of Prior Learning (RPL)’ in criterion 4 of the People and Planet criteria. The Committee recommends that the use of the word ‘deem’ in criterion 5 be reconsidered.
6.3 Priorities about Academic Risk
The Chair noted that several of these priorities had already been discussed in previous items, including the review of the Capstone Unit criteria and the development of a regular review cycle for units and programs.
7. INDIVIDUAL STUDENT CASES
7.1 Faculty Reports
The Committee noted Individual Case Reports received from the Faculty of Arts, the Faculty of Human Sciences and the Faculty of Science. The Chair noted that one of the Faculty of Arts cases included an exemption to the 10 year limit on currency of prior learning.
8. FUTURE ISSUES FOR ASQC
The Chair noted the list of future issues and highlighted the review of Capstone Unit criteria, the development of a regular review cycle for units and programs and the review of Faculty Examination reports as priorities for the Committee. The Chair flagged this item for further discussion at the next meeting.

TABLED PAPERS
Tabled Paper 2: Faculty of Science – 600-level Units
The Chair provided some background on the proposal. The Faculty of Science made a late request in the curriculum renewal process to modify the structure of its Masters programs to 64 credit points, enabling admission for applicants with non-cognate qualifications. This modification has necessitated the introduction of a large number of 600-level units. At the 19 August 2014 meeting of ASQC, the Faculty of Science submitted a proposal to co-badge a range of 600-level units with their related undergraduate units. The Committee had suggested that co-teaching, which requires differentiation between the learning outcomes and assessments across the units, would be a more appropriate strategy. The Committee discussed the previous experience of students in co-taught units and noted the frustration of those enrolled in the higher-level unit. Clear differentiation between learning outcomes and assessments, and segregated group work, were identified as strategies that improved the student experience. The Committee questioned the co-teaching of units which form part of a postgraduate program with 100-level units. It was suggested that compacting two 100-level units into a co-taught 600-level unit would be a more appropriate approach. The Chair advised that a set of Unit Level Descriptors were flagged for development by CSFC, and that these would provide a framework to consider such proposals going forward. The Committee acknowledged that the proposal impacts the offering of a range of postgraduate courses in 2015 and agreed to consider it prior to the development of this framework, with some conditions:
• Approvals will be valid for one year only • An Interim Report, documenting the number of students enrolled and qualitative student experience
data for Session 1 2015, will be prepared by the Faculty of Science and presented to the August meeting of ASQC in 2015

The Committee suggested that the Student Administration team further consider the directive on students to ‘consult with a Faculty advisor or Department course convenor regarding the implications of the transfer on [their] ability to qualify for the new course following the transfer’, specifically questioning how this step is monitored or evidenced.
