Beloved friends,
Greetings from the President’s Desk.
At the outset, let me thank all of you for the love, support, confidenceandfaithreposedinmeduetowhichonlyIcouldsucceed in developing and delivering various programs to my fellow IAPians in the last 9 months. Almost all the new and improvised old modules were met and rolled out successfully. My dream projects “National Asthma Congress” and “National Vaccicon ToT” respectively held in Hyderabad in June and August in Mumbai were a huge success in terms of academic excellence and substantial revenue generation for IAP which will be disseminated in smaller branches for academic activities. Though these national events were highly appreciated and upheld by almost all, I was amazed to witness some uncalled for, unhealthy criticism with malafide intentions from somelearned members; but in fact their acts of cowardice have infused fresh adrenaline into my nerves and 2 more major national events – National Pneumonia and Antibiotic congress are in the pipeline to be held in the near future. I can only wish that good sense prevails upon them for the sake of IAP.
It gives me immense pleasure to inform you all that I made a successful bid in favor of India for the 15th APCP – APPA congress which will be held at Hyderabad in 2015. This was possible due to a robust assistance by our past president Dr. Naveen Thacker. This is 1 of the rare honors for India because this Asia Pacific Pediatric congresswill be held after more than 2 decades by IAP. IAPs 2nd international CME is going to be held on 12th and 13th October at Sharjah which will be hosted by IAP Emirates Branch.
Come September and its election fever at its peak. I am delighted to inform you that IAP is marching ahead in the millennium technologies and in all probabilities, the postal
ballot elections will be replaced by the “e-version” election process – a project pioneered by Dr. Ramesh Goyal.
Friends, IAP is going to usher in its Golden Year with Pedicon 2013. IAP is indeed privileged and honored as 2 distinguished illuminaries HE Sir APJ Kalam, ex-president Republic of India and Sir Montek Singh Ahluwalia, the Dy. Chairman Planning Commission are going to inaugurate and deliver the Swarn Jayanti Oration along with the release of IAP stamp by Hon’ble minister Mr. Kapil Sibbal to commemorate 50 years of IAP. Credit of course goes to the efforts of president elect Dr. CP Bansal. Friends, IAP is a party and signatory to the cause of WHO’s MDG-4 ie child mortality reduction by 2/3rd by 2015. IAP’s mission Uday – a brainchild of the incoming president Dr. CP Bansal, which is going to get commissioned in the golden jubilee year with a big bang will surely be an honest attempt towards it. The most pleasurable news of the millennium ie India being declared Polio free by the WHO and IAP is 1 of the proud partner and stake holder in this noble mission. I salute all those IAPians who have actively worked for the cause of Polio eradication since we all are crusaders and custodians of child welfare with the ultimate lakshya of reducing child morbidity and mortality.
My heartfelt gratitude to all the office bearers, valuableboardmembers,Hon.Sec.Gen.andefficientofficestafffor it is only because of their backup support that I could realize all my commitments, programs and dream projects with conviction.
IAP indeed is regaining recognition and admiration at GOI and other prestigious NGOs. I wish IAP a very bright future andinfiniteheightsinthenearfuture.

Dear Fellow Academicians,
It is a great pleasure to address you as the IAP President Elect through Academy Today. We are already half way through the current year and it is time to plan programs for the next year.
IAP’s responsibility towards achievement of Millennium Development Goals cannot be overemphasized. In this regard IAP needs to have a multifaceted role. Involvement of all IAP branches numbering around 328 with more than 20,000 members would be crucial for an indelible impact on child health. It is thus imperative that each one member particularly those who are working in districts and rural areas should need to take up a leadership role. Every pediatrician should be in a position to train other health professionals and paramedical workers on basic neonatal and child care specially related to the Major Killers of Under 5 Mortality – I have tried to formulate a program in this regards as IAP Mission Uday. The task before us is huge and I believe that every member of our academy should take responsibility to change the lives of these children permanently.
Another neglected area within IAP is Research, which needs to be addressed urgently. Strong academic base within IAP should be utilized to develop evidence based guidelines through systematic review of various common
illnesses. I am committed to do it and will try my level best to send it to all under IAP Mission Uday.
Critical care in Pediatrics also is equally important along with the evidence based basic care. I am preparing the action plan of IAP for 2013 and request you to send me your suggestions so that we can incorporate all important matters. In first quarter of 2013, I wish to organize a”Child Survival – Call to Action” meeting – involving along with IAP Leadership, officials from GOI and from NGOslike UNICEF, WHO, USAID etc. We plan to get the Golden Jubilee Stamp of IAP to be released on the same day – assoonwefinalize theprogramwewill informyouandI request you all to make it possible to attend this grand function which will be organized in Delhi.
IAP election is round the corner. Academy is taking a lot of precautions to avoid any irregularities during the election. I sincerely request all of you to participate in large numbers in this democratic process. Please remember ‘Every Branch of IAP and Every Member of the Academy Counts, to further the goal of the Academy in our quest for redefiningandoptimizingchildcare.

Dear fellow Academicians,
It is my pleasure and privilege to write this message for the next issue of Academy Today. Let me at the onset congratulate Dr. Rohit Agarwal and Dr. Sailesh Gupta for all the fantastic activities they have done during this IAP year. Their projects like National Asthma Congress and Vaccicon are worth mentioning. I also think few other novel programmes are also coming up this year. All the best for Dr. Rohit and his team.
IAP is entering to this Golden jubilee year under the guidance of my friend and President elect Dr. C.P. Bansal and I wish him all the best.
Before I conclude , I request all my fellow pediatricians to join theFamilyBenefitSchemeof IAP.Thisschemewas
launched in March 2011 at Hyderabad. By the end of 2011 more than 1000 Pediatricians have joined as members. The success of this program depends on its membership. I congratulate Dr. Ajay Kumar, the Secretary of FBS and all management committee of FBS for their wonderful work. The founder membership of this scheme is extended up to March 2013.

First of all I should admit that I feel very proud and privileged to be the part of such a marvelous presidential action which is smoothly rolling in every nook and corner of the country in the form of Workshops, Module Training, Textbook releases, PG -UG teaching up gradations and successful conferences.All theseactivitiesarefinelyknittedwithallround academics for each member of IAP by our Resp President Dr Rohit Agrawal.
The Principal mark of genius is not perfection but originality and the opening of new frontiers. Our Genius President Dr. Rohit has conceived a lot of innovative ideas and executed them like a master. Sir I feel proud to be your Deputy.
Now coming to our next dream year 2013 Golden jubilee celebration(GJC).OurPresidentElectDrCPBANSALsiris a great visionary ,his heart throbs for the betterment of every child of our nation and every IAP members right. Where ever he goes he takes the world in his stride. In his able guidance I and my GJC planning committee had planned a yearlong celebration to start from Jan13 Kolkata to Jan 14 Indore Pedicon. The year 2012 has been one of frenetic activities, especially in the second half of the year. The meeting of the Executive Board of IAP held in June at Goa was well conducted and well participated-in by enthusiastic members, led by a very Proactive President, and took very important decisions with far reaching and good consequences for IAP. The third meeting of the executive board is due on October 14 at Mumbai and some important decisions will be taken in that meeting.
The new IAP software has been installed in the clinics of 20 IAP members successfully. Category A1 is installed with 8 members, category A2 is installed with 9 members and category A3 installed with 3 members.. The vendor is doing his very best to provide satisfactory online consultation and after-sales-services.TheofficebearersofCMICgrouparesincerely monitoring the installations and solving problems ofIAPmembers.IAPofficeisthankfultothem,especiallytoDr. Satish Pandya.
IAP website has much more information now, on its pages, than in earlier times. The website itself is ready for a complete overhaul, and this may happen early in the next year. Indian Academy of Pediatrics has successfully launched a system of online payments on IAP website. Payments for new membership and other matters can now be made on IAP website with Credit card, Debit Card or Cash Card. The website can host several sub engines allowing payments for various sub specialty chapters and conference to be made on IAP website. The fund is routed online into relevantaccounts. IAPoffice inviteschaptersandgroups to take advantage of this facility. The installation of this facility was supervised by the Chairperson of the IAP Website Committee,Dr.AmitShah,and IAPoffice isvery thankful tohim. IAP launched an Immunization reminder program for parents under ImmunizeIndia Project. This system will allow the parents of children under the care of IAP members to register their children’s birth-date and name through SMS and receive three immunization reminders on their cellular phone. It is hoped that these reminders will greatly improve immunization coverage of Indian children through a system of reminders and reinforcement. IAP will extend invitation to other medical organizations like IMA and FOGSI to join with the project.
The International Publication House of IAP at Indore, Madhya
Pradeshisbeingveryefficientlymanagedbyacommittedteam of IAP members, and coordinates the prompt delivery of training materials for Pediatric Advanced Life Support all over the country. IAP office acknowledges the sincereefforts of Dr. J S Tuteja and Dr. V P Goswami. The IAP PALS and Basic Life Support activities continue at a frenetic pace. IAP PALS group intends to conduct over 100 PALS courses in 2012, and several of these are conducted already. BLS program has been taken to the lay community. The inaugural launch was done at Hyderabad in June. Efforts of Dr. L N Taneja, Dr. Arif Ahmed and other members of the PALS grouparegreatlyappreciatedbyIAPoffice.
The National Publication House at Gwalior printed two books in 2011, Text book of Childhood Disability and Text book of Nephrology, that were released at Pedicon 2012. Several new books have been planned by NPH team and these will be released during Pedicon 2013, alongside IAP Specialty series books (Cardiology, Intensive Care, HematologyOncology,InfectiousDiseases,andGastroenterology),Textbook of Medical education, and IAP Text book of Pediatrics, Edition 5. The new books include a Text book on Pediatric Radiology and another on Pediatric Endocrinology. Dr. Ashok Banga, and Dr. C P Bansal are working hard to make the IAP NPH an important asset for IAP, and their efforts are greatlyappreciatedandsupportedbyIAPoffice.TheColorAtlas of Pediatrics that was sold out within a few months of its Pedicon launch will be released in a new Edition at the Kolkata conference.
Through the IAP NRP FGM project, IAP has trained close to 25,000 health care providers and health care workers in basicNRP (NSSK). TheAdministrativeOfficeof IAPNRPProject established at Gandhidham in Kutch district is wonderfully coordinating Basic NRP courses all over the country, through a very interactive NRP website. With the signing of a historic MoU of cooperation and coordination betweenIAPandNNF,andthefinalizationofcoursestructurefor Advanced NRP, the two organizations will conduct now conduct Advanced NRP courses for Pediatricians in the country through selected specialist centers in the near future, after ToTs during NNF Neocon and IAP Pedicon. An IAP-NNF-NRP addendum will be added to the AAP NRP 2010 guidelines. FGM is the biggest program of its kind in IAP and anywhere else in the world. The energy and direction to the

project is provided by Dr. Naveen Thacker and able logistic and academic support is provided by Dr. Vineet Saxena, and Dr. Vikas Goyal. IAP is grateful for their incredible efforts.
The Asthma Training module revamped in 2011 at Bangalore continues its run in various branches of IAP successfully. IAP office thanks the National CoordinatorDr. Indu Khosla, the various Zonal Coordinators and the State Executive Board members of IAP that have taken great pains to coordinate these courses in some of the difficult areas of the country. The book ABC of Asthmawill be ready for distribution to IAP members before the end of this year. The Allergic Rhinitis and Co morbidities training workshops continue from 2011 in various centers successfully. IAP thanks the National Coordinator Dr. Arif Ahmed and the various Zonal Coordinators and IAP State EB for coordinating these courses in IAP branches. The erstwhile Comprehensive Diarrhea Management Program module has been revamped and updated by a new team of IAPmembers.ItisnowrechristenedExodiam(IAPExpertsinDiarrheaManagement). Itwill soonbe rolledout in20IAP branches. Dr. Neelam Mohan has spent great time and effort in arranging a consultative meeting and then a ToT for Exodiam. IAPoffice is appreciative of her commitment tothe program
The other programs under IAP Action Plan 2012 being conducted in IAP branches include How Do I Investigate (National Coordinator, Dr. Jaydeep Choudhary), ProblemSolvinginPediatricInfectionsDiseases(NationalCoordinator,Dr.BakulParekh),ManagementofaDifficultAdolescentinOfficePractice(NationalCoordinator,Dr.VPGoswami),andSeizureandMovementDisorders(NationalCoordinator,Dr.SujataKanhere).IAPofficeisgratefultoallteammembersinthe committees of these Action Plan programs.
A very useful program called TIPS, a practical training module for PG Students, has been long in the making and several consultative meetings later, has been tested in a couple of centers. It is well received by PG students and will be rolled out in selected Institutes, with an element of pay-to-learn.IAPofficeisappreciativeoftheteamworkforthismodule by Dr. S Sanjay, Dr. S Balasubramanian, Dr. Varinder Singh, Dr. G R Sethi and other experts. The ToT of another IAP Action Plan program, How Do I Manage, was conducted
in Delhi, and the program will be rolled out in 12 branches of IAP. Dr. Shyam Kukreja’s efforts in organizing the ToT are duly acknowledged.
Officepreparedness inPediatricEmergencies isapopularmodule designed by Dr. Jagdish Chinnappa and other expertsandisallottedto20branchesofIAP.Difficultanemiainofficepractice,RTI-GEMandRationalAntibiotictherapyin office practice are three other IAP Action Plan 2012programs that will be conducted in some branches of IAP. The committees of the aforementioned programs deserve praise for designing / updating these modules.
Some activities of IAP Action Plan 2011 such as Arts & Science of paper writing and Pediatric Sleep have continued into 2012. In continuation from 2011, several Advancing Science of Vaccinology Workshops were completed in 2012. The erstwhile module on Advancing Science of Vaccinology is revamped and renamed as Science of Vaccinology. It will be conducted in 30 centers if funding comes through. The old IAP module on Safe Injection Practices is revived in 2012. Two consultative meetings have been held at Mumbai, and two programs were held along with the State branches of Gujarat and Madhya Pradesh, where the local Governments and localpressparticipated.After finalization, themodulewill be conducted on selected IAP branches.
IAPcentralofficehasbaseditsallotmentofIAPActionplanprograms in 2012 on a system of inclusive consultations between IAPoffice,NationalCoordinatorsof theProgram,IAP State Executive board members, and the sponsor. It has been our endeavor to allot programs to branches that have been bereft of central IAP programs for some years. IAP quiz coordinators have very successfully conducted the local and divisional rounds of Pediatric Quiz for Undergraduates and Postgraduates at various teaching centers in the country. The next step is the Zonal rounds that will culminate in scintillating and well attended final rounds during theNational Conference at Kolkata.
IAP has joined hands with IAP Kutch branch to conduct trainingprograminVaccinology(IAPVac).thefirstcoursewill be held at Bangalore in September. The two days certificatecoursehasanimportantelementofselflearningwhich is web-based. IAP has also launched a program of Surveillance of Vaccine preventable Infections diseases

(IDSurv) which has an element of AEFI reporting. Animpressive website invites IAP members to register and report about 10 infectious diseases. The program will enable IAP to generate indigenous data on Infectious diseases burden in India, and allow a warning to be issued in case of epidemics.
TheFamilyBenefitScheme(FBS)of IAP launchedas IAPAction plan 2011 program has over 1000 IAP members in its fold, and is meticulously managed by the Hon. Secretary, Dr.AjoyKumarfromitsHyderabadoffice.Thelastdateforenrolling founder members (with attendant benefits) hasbeen extended to March 31, 2013.
IAP’s Guidelines on Management of SAM framed after a consultative meeting on Severe Acute Malnutrition held at Mumbai in 2010 went through various revisions, and is finallyacceptedunanimouslybyallexpertsonnutrition inIAP. The document is submitted to Dr. M K Bhan, for the Government’s approval before preparing a training module for Pediatricians based on the guidelines. IAP appreciates the efforts of the National Coordinator, Dr. Samir Dalwai, and experts Dr. Panna Choudhury, Dr. HPS Sachdev, Dr. Umesh Kapil, and Dr. Mrudula Phadke in bring the guidelines to fruition. Dr. C. S. Dabhadkar, IAP EB member 2012 is enthusiastically conducting workshops on parenting in IAP district branches of Maharashtra. His efforts to reach out to Pediatricians and parents in rural districts are greatly appreciated.
A meeting of the Finance committee of IAP was conducted inApril2012atMumbaiandameetingofIAPofficebearersand senior IAP members with Government representatives for Public Private Partnership for reduction of Under fivemortality was conducted at Delhi in May 2012, where the term IAP Mission Uday was coined. A meeting of members of the IAP Constitutional amendment committee is scheduled at Mumbai on September 15 and 16, 2012 for a review of the suggested amendments to the constitution of IAP in a run up to the SGM at Kolkata. IAP Special General Body Meeting for Constitutional amendments that could not be conducted in 2012 at Gurgaon, will now be conducted in January 2013 at Kolkata.
A National Congress on Asthma was conducted on Asthma Day at Hyderabad. It was attended by 300 delegates from all
over the country and addressed by leading Pulmonologists from India and Abroad. While the congress invited some criticism for the method of selection of delegates, the science was greatly appreciated by all those who participated in the twodaysmeeting. IAPoffice isgreatlyappreciative of the organizing ability of members from IAP twin city branches, especially Dr. P Sudershan Reddy, Dr. S Sanjay, Dr. Nagabhushana, Dr. Vikramjit Singh Vasu, Dr. Nirmala C, Dr. N Ravi Kumar and other colleagues.
A National Vaccicon training of trainers meeting was organized at Mumbai in August with the purpose of training 300 delegates in the science of vaccinology. The program had faculty from the Government of India, International vaccine institute at Korea, and from within the country. All delegates were certified as trainers. A very importantoutcome of the meeting was the participation of Mission Director, NRHM, Dr. (Smt.) Anuradha Gupta, and DeputyCommissioner, Child health and Immunization, ministry of Child health and family welfare, GOI, Dr. Ajay Khera who recognized the importance of a partnership between GOI and IAP to work on policies and strategies to reduce Under fivemortality in India. The conference organizationwas spear headed by Dr. Rohit Agrawal, Dr. Sailesh Gupta, Dr. Nitin Shah and Dr. Vijay Yewale. Their efforts are duly acknowledged. The Vaccicon ToT meeting was preceded by a two-day’s meeting of the IAP committee on Immunization and by a press meet addressed by GOI and IAP together.
A National Conference on Pneumonia, the ‘Pneumocon’ is slated for organization on World Pneumonia Day. A directory of all members of IAP is under construction and Dr. Bakul Parekh, Academic Affairs Administrator of IAP tirelessly working on its compilation for a Pedicon 2013 release.
A special mention is being made of the untiring efforts and coordinating abilities of the President, Dr. Rohit Agrawal, who has brought a record number of programs under IAP Action Plan 2012. His keen personal supervision of all programsandhisguidanceandsupport to IAPofficeareduly acknowledged and greatly appreciated.

IAP EB 2012 is considering the feasibility of implementing a system of web based electronic voting for its annual elections. A committee of four EB members was created, and under the chairmanship of Dr. Ramesh Goyal, a fool proof system for electronic voting is proposed. This will be presented to the IAP EB in October and then to IAP GB in January for consideration. If accepted, the new system will remove all misgivings that follow the ballot based election results every year.
Fortheveryfirstyear,allIAPsubspecialtychapterssubmittedreports of activities of the last three years to IAP EB for consideration. This is a positive and welcome development. The Executive Director, Dr. A S Vasudev attended various meetingsinDelhionbehalfofIAPoffice,andwearethankfulfor his efforts and his reporting. An important meeting that was attended recently is the GHA-IMPACT Joint consultative meeting for guidelines on management of childhood Tuberculosis in India. Two important messages emerged from this meeting - 1) TB is a notifiable disease and 2)Serology for TB is not recommended for diagnosis
IAP will enter its 50th year of existence in 2013, and a committee constituted in the IAP Executive Board of 2012 is preparing great plans for the celebration of IAP’s Golden year beginning with National Conference, Pedicon 2013 and traversing the length and breadth of the country throughout the year. A very enthusiastic, President elect, Dr. C P Bansal hasalreadychalkedouthisgrandplans for thebenefitofIAP in 2013 and beyond. In the year 2013, IAP will launch a huge and ambitious plan to reduce under fivemortalityin the country called IAP Mission Uday, which will see IAP partnering with the Government of India to train Pediatricians in recognizing, preventing and managing childhood conditionsmostresponsibleforthehighunderfivemortalityin India. A democratically and all-inclusively designed Pedicon 2013 Science is available on IAP website for all members to see. The IAP AAP CME and IAP RCPCH CME are not happening in 2013. They are replaced with CMEs for thebenefitofPracticingPediatriciansandPGStudents.The
Conference will be inaugurated by the People’s President, His Excellency, Dr. APJ Abdul Kalam and will be honored by a Swarn Jayanti Oration by Dr. Montek Singh Ahluwalia, Deputy Chair, Planning Commission.
IAP’s Golden Jubilee celebrations in 2013 will be kick-started by Pedicon 2013, which will display a 50 years commemorative stall, and by Indian Pediatrics which will publish a 50 years commemorative issue. IAP has planned a Golden Jubilee year commemorative stamp release in January at the hands of Honorable Minister of the Government of India, Shri Kapil Sibal. A grand plan for yearlong celebrations of the Golden Jubilee year throughout all branches of IAP is readied by a committee of the EB. Theplansinclude,felicitationofallteamsofOfficeBearersofpast50years,afilmaboutHistoryof50yearsof IAP,an IAP action plan program for all 330 branches of IAP, a golden Jubilee logo on all IAP letterheads, publications and materials,golden jubileeflag,souvenirs toallmembersofIAP, Golden Jubilee procession during Pedicon 2013, talks on National TV and articles in National dailies, award winning golden jubilee day celebration by IAP branches, measles eradication oath, polio eradication victory celebration, and a closing ceremony at Pedicon 2014 at Indore.
IAP Indore is already in preparations for Pedicon 2014 and anenthusiastic teamoforganizers isfirmly in thesaddle.The year 2015 will see IAP twin city branches host the 15th AsiaPacificCongressofPediatrics,thebidforwhichwaspresented by the President, Dr. Rohit Agrawal, and won by India at the 14th APCP held at Malaysia in September.
IAP has truly achieved the status of a Grand Old Gold - bedecked mother organization in the last 50 years, with the visionsofherPresidents,hardworkofitsofficebearersandexecutive board members, and the love and cooperation of its members from all over the country. IAP’s Gold is the reservoir of knowledge built over 50 years, and her precious stones are her numerous members, that now add up to more than 20,100. May God Bless all IAP members !

Indian Academy of Pediatrics has launched the Neonatal Resuscitation Program First Golden Minute (NRPFGM) projectwhich dealswith basic newborn care andresuscitation (BNCRP) in the private sector. The projectis supported by an academic grant from Johnson and Johnson. IAP has now partnered with National Neonatal Forum(NNF)forthisproject.Trainingwillbeconductedbya joint team of trainers from IAP, NNF, AAP and LDSC as per the AAP’s NRP 2010 Guidelines. Regional TOT of IAP NNF NRP FGM is scheduled during Pedicon 2013 at Kolkata. Members trained during National ToT will be designated as Regional trainers.

Bids are hereby invited for the PEDICON 2015 which will be the 52nd National Conference of Indian Academy of Pediatrics. Local branches that wish to bid for PEDICON 2015 may kindly note the following guidelines.
• It had been resolved in the Executive Board Meeting of January 2011 that only those applications which are filled completely according to the prescribed formatand received by the Central IAP Office latest by 15th December 2012 will be considered for the bid. The bidding branches thus selected will be informed of their selection after 15th December 2012. Each selected branch will be invited to make a small PowerPoint presentation with the help of the EB member from their state, not exceeding 10 slides highlighting the important points mentioned in the application form for consideration of the Executive Board members of January 2013. Executive Board members will vote by secret ballot, and the bid that wins majority votes will be selected as the hosting branch.
• Each bidding branch will bring a blank cheque to the EB meeting. The hosting branch’s bidding amount of Rs. 5LakhwillbeacceptedbyCentralIAPofficethroughacheque written out in the name of “Indian Academy of Pediatrics” payable at Mumbai, and the other branches will carry back their cheques. The hosting branch will pay an administrative fee of Rs. 5 Lakh to Central IAP through a separate cheque.
• The format for submission of the bid is printed in this bulletin.
• TheprofitsharingofPediconsurplusatpresent isasfollows. The percentage sharing between Central IAP, State IAP and local branch IAP is 30:10:60. The payment to Central IAP will be made in the following manner -

Rs. 1000/- from the registration fee of each delegate will bepaid toCentral IAPoffice as a contribution tothe corpus fund of IAP. The contribution from early bird registrations will be paid to Central IAP immediately after compilation of early bird registration details or before March 31, 2013, whichever date is earlier, along with names, IAP membership number, address, and PAN of the delegates. With further registrations in the year, contribution to Central IAP corpus is to be paid in 3 - 4 slabs, in April, July, October, and December. After compilation and auditing of conference accounts, contribution to central IAP corpus from registrations after November 30, 2014 and on-spot registrations will be paid along with submission of accounts to Central IAP. If the conference has a surplus, over and above the total amount paid to Central IAP, then 30% of that surplus will be paid to Central IAP. Make Negligent Parents Liable
It’s the same old story really. Another case of rash and negligent driving. Someone is killed, a few injured. And who emerges from behind thewheel of the luxury car?Another minor.
The law treats minors differently. It does not criminalize them. This is because they are not yet of an age where they are expected to be responsible for their actions.
Which is precisely why they are not given licenses to drive. Yet, no one really has any idea of how many minors are illegally driving around in our country. Until, they end up with an accident and worse, killing or maiming for life someone who is absolutely following the law.
However, the law is clear on the issue. All of us are responsible for the use of objects licensed or registered with us. Tiger Memon’s wife pleaded innocent when shewasheld liable for theRDX inher car. Thecarwasregistered in her name. She submitted that she was not awarewhoput theRDX inhercar.TheHonorableCourtheld that since the car was registered in her name, she alone was responsible for her car and if she allowed it to be misused, she was guilty.
“Speeding 17 year old runs over..” what was a 17 year old doingbehindthewheelsofthecar,inthefirstplace.Howdidhegetthekeys?Howdidhegettolearntodriveit?
It is impossible to believe that the parents were unaware oftheiryoungdarling’sendeavors.Itisevenmoredifficultto believe that they were unaware of his age. By that logic, it is obvious that they very willingly and participatively allowed their minor son to drive the car regularly.
So if this act on their part has resulted in the murder of a law abiding citizen, the parents are liable for this murder caused in broad daylight. After all, if they allowed their car to be driven by another, especially one legally unauthorized to drive it and they were aware of the latter fact then it directly implicates them for this rash and negligent act. They should be tried for the crime.
How is it that seemingly law abiding citizens allow their
brains to be corrupted when it comes to dealing with their children. How does a parent allow a child to indulge in a rash act that could be dangerous to the child as well as to others.
Parents often cite inability to curb their children’s behavior. Some would plead helplessness to prevent their adolescents from having their way.
The genesis of this evil lies much earlier. One sees a lot of children for behavioral problems. Almost always, there is a history of years of viewing violence and abuse on Television. Of late, animation and computer games have taken over the role of inculcating violence in our children. A study in the US noted that by the time a child is 15 years old, he has seen more than 200,000 violent acts on TV; more than 16,000 are murders. It is rather common to see ourtinytotsimitateandenacttheirfavorite(almostalwaysviolent)cartooncharactersinreallife.
Astonishingly, when I suggest that parents restrict this unbridled viewing, they ask me to “warn” their child not todoso!Iflatlyrefuse-Ihavenojurisdiction.Idon’towntheir TV set and their child knows that. I won’t be surprised if the kid tells me off and asks me to mind my business-he would be right!
I ask parents- who paid for this TV- Computer- Play Station?Ifyoudid,whoelsehastherighttodecidehowtouse it! Would you allow a stranger to enter your home, sit onyoursofaandswitchontheTV?Ifyouwon’tallowthat,howcanyoupleadhelplessnesswithyourchild?Wouldyouallowhimtosmokeordrinkordrive?Theanswerisno. Tragically, if you can’t even exert control over the TV, that is exactly what is likely to happen.
Pathetically, parents have become confused about their children and their role as parents. Being a cool parent is seen akin to allowing a child to do as he feels. “We need to be friends, and allow a child to do what she wants. Worse, since we are busy with our own lives, its best to let them have their way as long as it doesn’t disturb us!”
Children do not have an ability to reason, to assess. They

followtheirimpulseforinstantgratification.Aoneyearoldwill crawl to the top of the staircase to get that toy and may roll down. A two year old will grab and bite into that tasty tidbit, not realizing it is still piping hot. A four year old will not be able to resist that cookie to focus on something that the mother is reading to him. This is the natural state of things.
A parent is expected to understand this and gently steer the child in a way that over a period of time, the child learns to delay instant gratification in favour of longterm benefit. This, of course, is easier said than done.It requires anticipation of daily chores that surround the child, a quiet yet complicit understanding and strategizing among parents and grandparents, an age appropriate and clear two-way communicationwith the child and a firm
and consistent implementation of decided rules. If this is regularly implemented, it is like asking the child to walk along a smooth straight road. Failure to do so leads to convoluted means of handling daily issues and leads to rapidly deteriorating relationships. Fragile truces are achievedandbroken regularly. Independent fiefdomsarebrokered – unrestricted and unsupervised television and computer time fall in the child’s domain, parents heave a sigh of relief for a few hours of peace.
A peace that proves rather costly, come adolescence.

Moving the needle in the fight against Hepatitis
Unsafe injection practices and the reselling of sharps waste are the major causes of periodic hepatitis B and C epidemics
Drugs and tattoos are fads among today’s youth who seem to have absolutely no idea of the resultant risks involved in contracting a life-threatening disease such as hepatitis. The situation could be especially galling for those who contract hepatitis accidentally. Ask Mr. Amitabh Bachchan.Seriouslyinjuredonthesetsofthefilm“Coolie”in 1982, the actor only pulled through after weeks of care and dozens of blood transfusions.
Almost 28 years later, in April 2010, tests revealed that Mr. Bachchan had liver cirrhosis caused by Hepatitis B (HPB).Fornearly threedecades, thedeadlydiseasehadsilently wasted away almost 25 per cent of his liver. When the HPB virus causes prolonged infection and damages the liver over the years, it is called chronic Hepatitis B. Most persons with chronic HPB may remain symptom-free for years. During this time, blood tests are usually normal or mildly abnormal. Only when the liver is seriously damaged may there be signs of severe disease such as cirrhosis or liver failure. By then, it may be too late.
THE VIRUSES
That’s why awareness and preventive measures are essential.Hepatitis,whichisaninflammationoftheliver,is usually caused by a viral infection. Among hepatitis viruses—A,B,C,DandE—HPBandHepatitisC(HPC)present the greatest danger through periodic outbreaks. Moreover, HPB and HPC cause chronic disease in millions worldwide, constituting the most common causes of liver cirrhosis and cancer.
MODES OF TRANSMISSION
Both are usually contracted via parenteral contact with infectedbodyfluids.Commontransmissionmodesincludeinfected blood or blood products and invasive medical procedures with contaminated equipment. But hepatitis cannot be contracted via casual contact or by sharing food and drinks. Both disorders can also be transmitted by sharing needles with an infected person during drug sessions, tattooing or piercing with infected tools, and sharing razors or toothbrushes with the infected person.
Drugs, tattoos and casual unprotected sex are therefore best avoided.
But the greatest danger arises from unsafe injection practices. According to the World Health Organization (WHO), 12 billion injections are administered annuallyglobally—fivepercentduringimmunizationsand95percent for curative reasons. With needle and syringe reuse and other unsafe injection practices common in low-income countries, both health-care personnel and patients are vulnerable to blood-borne viruses. As per estimates, unsafe injection practices may be responsible for up to 160,000 HIV cases, 16 million HPB and 4.7 million HPC infections globally.
Such transmissions are also endemic in India. In February this year, at Ratia town, Fatehabad district, Haryana, more than1,600confirmedcasesofHPCwerereported inanoutbreak caused by doctors and dentists reusing syringes and needles. In February 2009, at Modasa, Sabarkantha district, Gujarat, one of India’s deadliest outbreaks of HPB —593confirmedcasesand94deaths—wastriggeredby the ignorance and greed of private practitioners reusing infected syringes. Investigations after recent outbreaks have revealed that many health-care personnel consider it safe to reuse a syringe just by changing the needle. It is also considered safe to reuse injection equipment to access an intravenous line as well as reuse this on the same patient when reconstituting from a multi-dose vial, even without sterilization.
ADVISORY NOT IMPLEMENTED
Moreover, apart from doctors and nurses, injections are administered by a variety of health-care workers, including peons, cleaners and scavengers, as recent exposés on news channels have shown. The problems of unsafe injection habits are further compounded by the large-scale practice of repackaging and reselling sharps waste in India.
These practices also jeopardize the likely health gains from children’s immunization programmes. With unsafe injection practices, children can be particularly endangered during immunizations. This is why the WHO recommends that auto-disable syringes be used in all immunization projects.

The policy faces great hurdles in India as State governments have not implemented the Central government’s 2008 advisory to Governors and State Health Ministries about introducing auto-disable syringes for all injections to prevent the reuse of injection equipment. Although auto-disable syringes are being used for national immunization programmes, most States have not implemented the policy for curative injections.
India has been prone to periodic outbreaks of Hepatitis B and C. To break this vicious cycle, mandatory safety
norms are needed in all public and private health-care facilities. Stringent prevention of unsafe injection practices is the best way to ensure India stops periodic outbreaks of hepatitis epidemics. In the ultimate analysis, safe injection practices could immensely improve patient safety and minimize the disease burden from chronic infections that regularlyafflictIndia’smostvulnerablesections.

By-stander CPR is a well-known intervention that improves the outcome of Sudden Cardiac Arrest in an individual. Most cases of Sudden Cardiac Arrest do not get this kind of timely help and precious lives are lost. The awareness of this simple, easily learnable skill is very important for our society to help improve the outcome of this otherwise doomed condition. With the current evidence suggesting that chest compressions alone may alsobebeneficial insuchsituations, theskillbecomesmoresimplified.
The common man is becoming more and more aware of the latest advances. This has led to the easy availability ofasimpletouseAED-AutomatedExternalDefibrillatorin public places like the market places, malls, railway stations,airportsandoffices in thewest. In Indiaalso,we are moving in this direction. Many such instruments have been installed in airports and some of the metro stations in Delhi. I am sure this step is being taken up by other regions also.
The IAP PALS group is a 250 plus strong group of dedicated Paediatricians across the country equipped to train individuals in these skills. The track record of our group is well known over the past two decades. Since the last three years our group has been actively training doctors as well as the lay persons alike the art and science of BLS through the IAP BLS project of our group. Weareprovidingcertificatecourses through the IndianAcademy of Pediatrics.
This year we have initiated a Mass Awareness Project where inveryshortduration(about twohours)weare
able to impart training in BLS and AED use to large group of gathering. The first program of this kindwasconducted at Hyderabad at Mahaveer Hospital, Recently we conducted two of these programs at Delhi. One at Chacha Nehru Bal Chikitsalya, Geeta Colony, for the attendants of the children admitted in the hospital, as well as the paramedic staff of the hospital. About hundred and twenty persons were give hands on training in BLS and AED use and it was a great success.
The other one was at IMA East Delhi Bhawan for friends and families of paediatricians, general practitioners as well as members from the pharmaceutical industry. Members of PALS group have taken up this activity and conducted similar workshops in other parts of the country too.
In addition the IAP PALS group also provides training to interested and capable individuals to become trainers for this program.
The members of the IAP can become part of this trainer manpower by enrolling in the BLS workshop in the forthcoming Pedicon 2013 at Kolkota. You can register at the PEDICON 2013 website. Dr. Rohan Ghelani has been discharged from the Hospital after recovery from the urine infection for which he was re-admitted. His periodical visit to the Hospital for check-up will continue for another 2/3 months. The total medical expenses at Pune alone has reached about Rs. 50 lakhs as of now. We sincerely hope and believe that such assistance will continue to be extended to him by all of you till his full recovery and he is able to lead a normal life. We join Dr Rohan’s family for expressing our sincere gratitude to the Doctors’ fraternity for such a great help and venture being extended for his fast recovery.

Dear fellow IAPians,
Greetings from the millennium city of Gurgaon.
It is a matter of great pleasure for me to communicate with you as a Presidential candidate in the forthcoming elections. Having done my Graduation and Post – Graduation from SMS Medical College Jaipur, I have been involved in active clinical practice for the past 20 years.
Those of my fellow colleagues who were present during Pedicon 2012, I am sure, would vouch for my organizational capabilities. During this Jumbo event many pioneering ideas were implemented. The idea of Public PrivatePartnership(BetweenIAP,andGovt.ofIndiaalongwith the international agencies) was pioneered duringthis event. An expert committee meeting on encephalitis was held, the recommendations regarding diagnostic and treatment modalities are about to reach you. Similar, committees need to be formed for other major national problems and policies. The idea of E- Posters, CME’s for PG’s and CME on “Doctors as an Entrepreneur” were held and received great accolades.
Having been a member of the finance committee. I understand our financial compulsions and aspirations.The dependence of our academic body on grants and sponsorships from pharmaceutical industry needs a fresh look in the changing scenario of newer legislations and our mindset.
We need to further the concept of science, resource and our needs, as the basic fundamentals for deciding vaccination protocols.
IAP programmes and activities need to be targeted and centered around members at the peripheral level along with the major metropolis. Sub – specialty chapters need to be motivated and guided to reach the periphery.
IAP today need a leader who is an able administrator, understands financial management, can foster greaterbrotherhood, steer the academic excellence in the right direction and make IAP more visible in Public.
Dear friends I have prepared a future roadmap for a strong IAP which would stand as a statutory body of Academic excellence, and would guide fellow professionals, society
and Govt. of India, to better child healthcare.

I have the privilege of serving the academy for last 3 decades, in various capacities as National Vice President, Chair Person of Neonatology and Infectious Diseases chapters. My deep contribution to the adolescent chapter and IAP committee on Immunization are well recognized.
As you are also aware that I was personally associated in conducting 4 National conferences “Pedicons” held at Hyderabad from 1980 to 2010 and several other Central IAP Programs successfully organized at Hyderabad.

I have plans to liaison with the reputed universities abroad, and organize member exchange programs to update and acquire knowledge and skills.
I would further strengthen the existing child health activities and programs for practicing Pediatricians to the remote peripheral branches with reach out to preach at their areas.
To further consolidate IAP family benefit scheme making it more attractive and inviting to members by making it more family welfare oriented.
To focus and plan programs and modules on core issues of the children of our country like malnutrition, child neglect and abuse and gigantic issues of girl child.

I was waging Lone battle since 2009 to organize the MEET with ALL District Presidents & Secretaries at the National Conference Level to propagate the Camaraderie in IAP to Grass Root level & became a Reality when Dr. Rohit Agrawal convened the meet at Gurgaon on side lines of PEDICONforthefirsttimeintheHistoryofIAP.

Way back in 2007 initiated the firstWebsite in WB for a State Conference.

For the past several years, we have witnessed dissatisfaction of IAP members and those contesting in IAP elections with the posting of paper ballots, the security arrangements at the election office, the very process ofelection, and the results of elections. Last several elections results have led to the setting of IAP election tribunal to investigate complaints of irregularities and to settle disputes.Theelectionof2011(for2012)witnesseduglyscenesattheelectioncommissioner’sofficeandleadtoaPolice complaint. In view of the above disturbances, several AP members have suggested the trial and implementation of electronic voting in IAP elections, and the members of last IAP election commission strongly endorsed that view.
Taking cognisance of the general sentiment, the IAP executive board of January 2012 constituted a four - member committee to study e voting in great detail and look at the successful e voting process that is adopted by some other professional medical bodies. This committee led by Dr. Ramesh Goyal of Gurgaon, prepared a system for e voting that was presented to the IAP Executive board in June 2012. There were questions to be answered, issues to be addressed, members to be convinced and the devised system to be updated.
A second and updated demonstration of the procedure will be done before the Executive board of IAP in October by Dr. Ramesh Goyal and the Hon Secretary General for a secondandfinalcriticalanalysis.Aperiodof1.5hoursisproposed to be allotted to this agenda in the forthcoming IAP EB meeting. Questions will be answered, doubts will be addressed, and the feasibility of an actual ‘test run’ of this new system in a city or state level election will be considered.
A script of the process of e voting has been prepared painstakingly and meticulously, to explain the steps involved, along with screen shots of the computer, by Dr. Ramesh Goyal. The process appears secure, and fool proof, and will obviate the malpractice of paper ballot collection. All members of IAP are requested to spend adequate time in studying about this process and send to CIAP you comments, and queries. This process which has worked successfully for other medical bodies will be implemented
for IAP elections IF endorsed as a better option that paper ballot voting by IAP EB and IAP GB. Therefore do peruse the following documents diligently and send in your thoughts. Implementation of this system will also require appropriate amendment to the constitution of IAP, which step can be taken in the Special General Body meeting scheduled to be held during Pedicon 2013 at Kolkata.
In the last issue of Academy Today, Dr. Ramesh Goyal had provided a broad outline of the process of e-voting. He now provides the actual stepwise process. You are requested to evaluate the process with a keen and critical eye to look for all possible flaws, which can be corrected to makethe system as fool proof and perfect, as humanely and technically possible.

The step wise explanation of the Process of electronic voting
The whole process involves various steps that require coordination at many levels, with different levels of securities. These steps are-
• For the voter:
1. Each voter has to register once either on the internet or by filling the voter registration form. Valid ID proof is to be sent along with registration form or as an attachment in case of internet registration. These documents will be verifiedbytheCentralIAPofficeorby an independent agency as per Central IAP records. Verification call by authorities for confirmation ofcredentials, and information on email and mobile phone will be sent. Afterverification,registration will

be activated and information of which will be sent on registered email id, mobile number, and by post to the voter.
2. These registered voters can login on voting system and can vote for the candidates of their choice whenever the election is in progress. For mobile phone voting the voter will send SMS to specific number of provider by writing “CIAP” through his/her registered mobile number. The voter will get reply SMS in which details of contesting candidates is given with their codes. The voter will reply SMS with code of their choice of candidate. These choices will be registered in electronic system.
3. A voter can login or can send SMS as many times as he/she needs to, until successful completion of the voting process. However, after casting of vote, login or SMS will not be accepted by the system. System will not accept one Email id or mobile number for two voters i.e. every voter will have unique registered mail id or mobile number.
4. Voter will also get information of casting of successful voting on its mail id and on mobile number for record.

Different security systems at various levels are-
1. The election process can be started only in the presence of, and after punching / logging by all the 3 to 5 members of the election commission. The same process will be valid for the generation of the result. The result cannot be seen in between the process of the election as the system does not allow it.
2. When Election is not scheduled, one can’t do anything with the system. Voter can send only registration form for verification. This mean voter has full choice andplenty of time through out of the year to register.
3. If the user is already registered, the system will not register him again, and thus no duplication of data will occur.
4. Activation of a new election process will automatically deactivate all other old elections. Similarly, a new election cannot be activated until the process of old election is over, and the result is declared.
5. Old election can’t be reactivated.
6. One can’t send election messages to voters without activating the election.
7. Once the election is conducted, it can’t be edited.
8. Once the election is conducted, it can’t be deleted.
9. Once the election process has been started it can’t be deactivated or modified.
10. Election commission can check the updated voters list.
11. Though there are candidates from all states of the India but voter can see list and vote for national candidates and candidates from his/her state at the time of voting.

Dear Valued members of IAP,
It is perceived and often expressed that positions of administrative importance in IAP are also positions of ‘unfair influence’ on the outcomes of IAP elections. While, perceptions will vary, from person to person, and ‘unfair’ advantage should indeed not be enjoyed by any member of IAP, viz a viz another, positions of leadership in IAP will unintentionally always be in the spotlight, because they are positions of decision-making and policy-making for the entire organization.
Traditionally, the positions in IAP administration, considered influential, have been four - The Honorary Secretary General, the editors of the two Journals of IAP viz. IP and IJPP, and the Organizing Secretary (or Secretaries) of IAP’s National Conference. However, with the welcome process of decentralization, we now have several new important offices outside the three IAP offices mentioned in IAP’s constitution, and these include the two Publication Houses (Gwalior,and Indore), IAPDrug formularyoffice(Kochi),IAPNRPFGMoffices(GandhidhamandMeerut),andIAPFBSoffice(Hyderabad).
Whether these positions of responsibility do indeed exert a verygreatinfluenceonanIAPvoter’smind,maybecomeapparent from an analysis of IAP election trends, voting trends and trends of elections results. Let me share with you my analysis of IAP election-related data, that was retrieved from thearchivesof IAPoffice. Itwillmake foran interesting read.
From amongst the Presidents of IAP from the year 1964 to the year 2013 -
• 16 were members of IAP who did not hold any of the afore mentioned positions in IAP, but held other portfolios such as Vice President, Member / Convener of IAPCOI, Convener, Polio Committee and some positions of which record is not maintained
• 15werepastSecretaryGeneralsofIAP(twoofthemwere also Organizing Secretaries of IAP National conference)
• 13 were past Organizing Secretaries of IAP’s National conference (One was an editor too, and

two were also organizing secretaries of IAP national conference, and one was also Vice President.
• 7werepasteditorsofIP/IJPP(6/1)
• In the years 1969 and 1970 IAP installed twoPresidents in succession, that had not held any of threeabovementionedand(considered)‘influential’administrative positions in past.
• Inthetwo successive years of 1971 and 1972, Past Secretary Generals were installed as Presidents
• Fromtheyear1981totheyear1984,thewinningcandidates in elections for President had not been either Secretary General, or Pedicon Organizing Secretary or Journal Editor in Past.
• Fromtheyear1988totheyear1990,thePresidentswere past Organizing Secretaries of IAP National conference
• The years 1996 and 1997 saw two IAP Journal EditorsclaimthehighestofficeofIAPinsuccession
• The couple years 2004-2005 and 2006-2007saw Presidents in succession that had not held administrativepositionsof(purported) influenceinpast
From amongst the Past Organizing Secretaries of IAP’s National Conference -
• 13 out of 48 became Presidents of IAP, and the Organizing Secretary of the 49th National Conference is in the running for President’s post
• 9 out of the 22 that contested elections in IAP did not win.
• 26 out of the 48 either did not contest elections or we do not have a record about the fact.
• Fromtheyear1965totheyear1968,four successive Presidents were past Organizing secretaries of IAP National conference
• Asimilarfeatwasachievedbytwo successive IAP conference organizing secretaries in the years 1992 and 1993

• The years 1999 and 2000 saw two successive IAP conference Organizing Secretaries contest IAP elections but not winning them.

From amongst the Past Secretary Generals of IAP -
• 14 out of the 19 Secretary Generals of IAP were elected as Presidents
• 4 out of 19 did not contest elections
• 1 past Secretary General did not win elections in two contests
From amongst the Past Editors of IAP Journals -
• 7 out of 10editorsof IP(excludingthe incumbenteditor)wereelectedPresidents
• 1 editor contested IAP election but was not chosen President
• It is not recorded if the first two editors of the Journal of Indian Academy of Pediatrics (when itwas published from the erstwhile Calcutta, from the year1964, andnot fromDelhi) contested IAPelections
• 1 out of the 4 editors of IJPP (excluding theincumbenteditor)waselectedPresident
• 3 out of the 4 editors of IJPP did not contest IAP elections
If we look at the winning margins of Presidents of IAP from 1998,theyearfromwhichIAPofficehasrecordofthe number of votes attracted by the winning candidate, wefind-
• For 1998 - Out of 4 candidates, the winner secured 53% of the popular vote, and while not being a past holder of any administrative position of purported influenceinIAP,whereastheleastpolledcandidatesecured 13% of the popular vote
• For 1999 - A past Secretary General of IAP raced to the winning post by securing 63% of the votes, while a past IAP conference organizing Secretary polled 25% of the total votes, and the third candidate (whowas a candidate in 1998 also) finished 3rdwith 11% of the votes being cast in his favor
• For 2000 - both contestants had not held purportedly influential IAP administrative positions in the past,and this year saw an increase in the number of votes cast by a margin of 23% as compared to the previous year. The winner walked away with 56.6% of the popular vote, a 6.6% margin of win over the other contestant
• For 2001 - Two past IAP conference organizing secretaries were pitted against one another, one having run the election in the year 1999 too. The winner polled 58.5% of the votes. This year saw the voting percentage drop by 12% as compared to the previous year
• For 2002 - Out of the 3 contestants, one was a past Editor of IP and another a past Secretary General of IAP. The Past Editor won by polling 43% of the total votes cast, which were 22% more that the number of votes cast in the previous year. The winning candidate polled 50% more votes than the past SecretaryGeneral,whofinished2nd.
• For 2003 - Out of the three contestants, a Past SecretaryGeneralonceagainfinished2nd,polling7% less number of votes than the winning candidate, who had never held an IAP administrative position, and polled 48% of the total popular vote. The candidatewhofinished3rdreceived7%ofthetotalvotes. This year saw 80 votes less being cast by IAP members as compared to the year 2002.
• For 2004 - five candidates were in the fray, onebeing a past IAP conference organizing secretary and the other four being those that had never held anadministrativepositionofpurportedinfluenceinIAP. The total number of votes cast were the highest since 1998, and 10% more than the number of votes cast in the previous year. The past IAP conference

organizing secretary finished 4th in the race and polled 15.4% of the popular vote, while the winning candidate polled 28% of the votes, ahead of the 2nd positioned candidate by 182 votes, which candidate incidentally was placed 3rd in the previous year’s election, with7% of the popular vote.
• For 2005 - A Past Secretary General was contesting elections against an IAP member who had not held anyadministrativepositionofpurportedinfluenceinIAP in the past. The total number of votes cast by IAP were 5% less as compared to the previous year. The Past Secretary general was elected President with 59% of the popular vote
• For 2006 - A past Editor of IP was amongst four candidates, the other three never having held any of the three administrative positions of purported influence in IAP. This year saw IAPcast7%morenumber of votes as compared to the year 2004. The percentage of votes polled by the four candidates in descending order were 30.5%, 28.5%, 22.5% and 18%. The past journal editor finished2nd, polling 2% less popular vote than the winner.
• For 2007 - Three candidates were in the fray. One was the past organizing secretary of IAP National conference, and one was contesting IAP elections for the 3rd time. The past organizing secretary polled 28%ofthepopularvoteandfinished3rd, whereas the third time contestant emerged the winner with 38% votes cast in his favor.
• For 2008 - A past Journal Editor, and a past IAP conference organizing secretary were in the race alongside two IAP members who had not held any administrativepositionofpurportedinfluenceinIAP,to be the President of IAP. IAP members cast 5% more votes than in 2006. The Editor won with 59% of the popular vote, polling 188% more votes that thecandidatewhofinished2nd.Thepastorganizingsecretary finished4th with 7% of popular vote. A Special Purpose Committee to Review IAP Election 2009 proceedings was formed.
• For 2009 - This year saw the most dismal voting
by IAP members since 2000, only 70 votes more than in the year 1999. A past Secretary General raced to the winning post with 48% of the popular vote, ahead of the 2nd positioned candidate by 74% of votes. The closely finishing3rd candidate who polled 24% of the popular vote as compared to 28% polled by the 2nd positioned candidate, was a past Organizing Secretary of IAP’s National conference. An election tribunal was constituted.
• For 2010 - None of the four candidates in the contest had heldapositionofpurportedinfluencein the administration of IAP. While two candidates were repeaters, two were new candidates. IAP’s voting improved over the previous year’s by 11.5%. In a closely contested election, the winner polled 29% of the popular vote, while the 2nd and 3rd placed candidates won 27.5% and 27% of the popular vote respectively, the difference in absolute numbers between 11 votes. An election tribunal was constituted.
• For 2011 - Out of four candidates, one was a past Secretary General and another was a past Organizing Secretary of IAP National conference. This years voting performance of IAP members improved by 220 absolute number of votes as compared to the year before the last one, but fell by 186 absolute number of votes as compared to the previous year. The past Secretary General won by polling 32% of the popular vote, whereas the immediately next placed contestant polled 30.5% of the total votes. The past organizing secretary polled 16% of the popularvoteandfinishedlast. An election tribunal was constituted.
• For 2012 - an unprecedented number of 7 candidates vied for the top position in IAP. Only one was a past Organizing Secretary of IAP National conference, while the other six had not held any of the three administrative positions in IAP with purportedinfluence.Thepastorganizingsecretary,as in the previous year polled the least number of votes, 5% of the total. The winning candidate won 31.5% of the popular vote, ahead of the 2nd placed

candidate by 48% votes, who polled 21% of the total votes, while the 3rd placed candidate polled 16% of the popular vote. This year saw the best upward trend in IAP voting, 48% more than in the previous year and the best since 1998, at 5704 votes being cast. An election tribunal was constituted.
Every member of IAP may draw their own conclusions from the above mentioned statistics, but it appears that IAP has never elected her Presidents from amongst those holding positions of purported influence, but from amongst individuals with visible merit, and which is a heart warming conclusion. IAP is doing alright.

Categories of Membership(1) Student Member: Applicant who has passed M.B.B.S. and doing
Post Graduation can enroll himself/herself at 50% of the prevailing
Membership Privileges
rate of life membership at the time of admission and pay the balance 50% within 4 years or earlier. On making full payment, he/she will be entitled to change the “Student” Membership category to either “Associate Life” or “Life” depending on the graduation / post graduation status.
(2) Associate OR Associate Life Member: Applicant who has passed M.B.B.S. only, have an option to become Annual Member i.e. “Associate”Member(renewableeveryyear)OR“AssociateLife”Member by paying life membership amount in one lump sum.
(3) Ordinary OR Life Member: Applicant holding M.B.B.S. and Post Graduation(suchasD.C.H.,M.D.(Ped),D.N.B.(Ped)oranyotherdegreerecognizedbytheExecutiveBoardofIAPasequivalent)areeligibletobe“Ordinary”Member(renewableeveryyear)OR“Life”Member by paying life membership amount in one lump sum.
How to Apply for MembershipApplication should be made in the prescribed form. Along with the application for membership of IAP, photo copies of the following documents should be submitted -1) PhotocopiesoftheM.B.B.S.&PostGraduationCertificatesas(as
perdegreeslistedinyourapplication).2) Photocopiesof thedegrees registrationcertificateswithState
Medical Council OR Medical Council of India(asthecasemaybe).
3) CertificatefromtheHODstatingthattheapplicantisabonafidestudentofhis/herMedicalCollege(iftheapplicationisfor“Student”Membership).
