Overview of Duties • Responsible for managing all coordination and execution of Engineering Changer Proposals (ECP) that may be originated from either U.S. Coast Guard or internal. • Track the ECP from development, management of subcontractor proposal effort, liaison with engineering on ECP development, and management and development of ECP labor and material content. • Fill vital support role in working with Company’s Integrated Logistics Support and Configuration Managers for ensuring ship’s configuration is updated once ECP is approved. • Provide turnkey support in maximizing cost and profit margins (risk assessment of change) in engineering, subcontract proposal review, oversight and review of estimates/pricing and analysis of cost factors in support of forming ESG price position on changes. Serve as Technical Evaluator Reviewer lead for contracting office during negotiations. • Furthermore, support Earned Value Manager (EVM) in allocating to Cost Account Manager (CAM) the change cost and management reserve allocations. • Review contract and work with production on changes and areas of contract execution requiring deviation and or request for equitable adjustments. • Work with production on areas where changes can be initiated. Provide CAM level support to EVM for changes to Initial Baseline Review. Manage all Value Engineering Change Proposals. • Manage proposal prep fees and ensure allocation of proposal costs are executed in a timely manner. Qualifications • Ability to obtain and maintain a SECRET security clearance. • Bachelor’s degree or higher in Business Administration or similar plus five or more years Estimating and/or Engineering experience working in a shipyard. Experience should include estimating and execution of design and construction packages. An equivalent combination of education and/or experience may be considered. • Intermediate to advance level Microsoft Suite experience including Word, Excel and PowerPoint. • Requires excellent written and verbal communication skills. • Ability to rapidly obtain, sort, filter, and analyze large volumes of data. • Ability to multi-task and work multiple projects simultaneously.
