1.0 PURPOSE

To allow only authorised vehicles, persons or materials to enter or exit the Liberty Onesteel Whyalla Main Security Gate.

2.0 SCOPE

These instructions cover the administration of access to SIMEC Mining and Liberty OneSteel Steelworks Main Gate and rotary gate to access the site.

4.0 DEFINITIONS

Authorised Person A person having legitimate reason to enter the SIMEC Mining and Liberty OneSteel Steelworks area, who has been authorised by a responsible Company officer.

Authorised Material Material entering or leaving the works and has the correct Authorisation and documentation (refer WI.29.522).

ASCO Card

Card issued for use on the swipe card readers in the automatic card entry booms, rotary gates and other areas of the works. Security issue ASCO cards for the following; replacements, new contractors and some new company employees, Human Resources also issue ASCO Cards to some new company employees only. Upgrades of access to ASCO Card must be approved in writing to and by The Senior Advisor of Emergency Services and Injury Management. Security performs all approved access upgrades on ASCO Cards and also the voiding of cards when necessary

Site Entry Pass Pass includes a computer generated pin number for the use on key pad readers and is accompanied by a proof of identity card.

5.0 ACTIONS

5.1 ASCO / Site Entry Cards

The Senior Advisor of Emergency Services and Injury Management via the security provider administer the issuing of passes to enter the SIMEC Mining and Liberty OneSteel Steelworks sites, and passes are issued at the Main Gate. All vehicles/persons entering these areas must be authorised to do so... Types of passes available are as follows:

5.1.1 ASCO Cards - Employees

Site Entry / ASCO cards are issued to all SIMEC Mining and Liberty OneSteel Steelworks employees upon completion of the appropriate inductions and receipt of the results at the Main Gate

Authorisation to supply and create an ASCO Card must be received in writing at the Security Gate House from the Human Resource Department prior to the employee presenting themselves at the Security gate. The Security Officer must check the training management system for completion of mandatory induction as per QP.29.28.

The minimum inductions required to authorise the creation of an ASCO Card include; Induction to Arrium Mining and OneSteel and to have been booked into an upcoming class for Red Lock Isolation. All other required inductions will be completed by the employee in the appropriate departments.

This pass authorises the applicant to enter the appropriate site for work related purposes, and to park their vehicle in the recognised car park for their area.

An ASCO Card is valid for four (4) years. At the conclusion of the four (4) years appropriate inductions will need to be revalidated.

5.1.2 ASCO Entry Card - Contractors

Site Entry / ASCO cards - Contractors are issued to Domicile Contractors that have the SiPass system installed at their work area on the SIMEC Mining and Liberty OneSteel Steelworks sites.

An ASCO card is authorised to be created after written proof of employment from the employing contract company has been supplied and once inductions have been completed and checked by Security on the training management system.

Induction to SIMEC Mining and Liberty OneSteel Steelworks and Isolation Protected Person (Red Lock) Theory and Practical are the mandatory minimum inductions required that need to be completed prior to entry. All other inductions must be completed prior to undertaking any work on site. Inductions required are outlined in QP.29.28.

This pass authorises the applicant to enter the appropriate site and in the case of private vehicles, park in the authorised car park for the area they will be working in for the contracted working period.

An ASCO Card is valid for four (4) years. At the conclusion of the four (4) years appropriate inductions will need to be revalidated.

5.1.3 Site Entry Card - Contractors

Site Entry Cards will be issued to employees of contractors who have been contracted to carry out work on any SIMEC Mining and Liberty OneSteel Steelworks or Domicile Contracting Company sites.

The Site Entry card is authorised to be created after written proof of employment from the employing contract company has been supplied and once inductions have been completed and checked by Security on the training management system.

Induction to SIMEC Mining and Liberty OneSteel Steelworks and Isolation Protected Person (Red Lock) Theory and Practical are the minimum inductions that need to be completed prior to entry. All other inductions must be completed prior to undertaking any work on site. Inductions required are outlined in QP29.28.

This pass authorises the applicant to enter via the main boom gates using the key pads or rotary gates located at the SIMEC Pelletising area.

A Site Entry Card is valid for four (4) years. At the conclusion of the four (4) years appropriate inductions will need to be revalidated.

5.1.4 Site Entry Card – Visitors (Unescorted)

Site Entry Cards will be issued to Visitors on a short term basis who will be attending SIMEC Mining and Liberty OneSteel Steelworks or Domicile Contractor Companies located on site.

The Site Entry card requires written authorisation by a manager or administrator of SIMEC Mining and Liberty OneSteel Steelworks or domicile contracting company prior to Visitor’s arrival.

The Site Induction for Short Term Visitor must be completed prior to entering the sites. Induction can be undertaken at the Whyalla Steelworks Main Security office on arrival or in the company of a member of the Safety Department, Training Department or Authorised Manager.

This pass authorises the applicant to enter via the main boom gates or rotary gates for the duration of the current individual visit.

Depending on the duration and frequency of visits the visitor will be issued a temporary card (irregular visitor) or a Site Entry Card (regular visitor e.g. sales reps).

A temporary card is only valid for the duration of the individual visit; however the Visitor induction is valid for two (2) years. A Site Entry Card is valid for the duration of the induction.

Visitors cannot conduct any work in or on any SIMEC Mining and Liberty OneSteel Steelworks or domicile contracting company sites.

5.1.5 Site Entry Card – Partner / Significant Relative

A Site Entry Card – Partner / Significant Relative will be issued to the partner / significant relative of an SIMEC Mining and Liberty OneSteel Steelworks or Domicile contracting company employee on approval of application.

An application form needs to be completed prior to issue of Site Entry Card – Partner / Significant Relative. Applications can be obtained at the Liberty Steelworks Main Security Gate. Approval needs to be granted by the relevant Manager of the department / contracting company.

The Site Induction for Short Term Visitor must be completed prior to entering the sites. Induction can be undertaken at the Whyalla Steelworks Main Security office.

This pass authorises the applicant to enter via the main boom gates and allows access to main plant / admin car parks only.

The Site Entry Card – Partner / Significant Relative is only valid for two (2) years.

5.1.6 Site Entry Card – Truck Drivers

A Site Entry Card – Truck Drivers will be issued to regular drivers entering the SIMEC Mining and Liberty OneSteel Steelworks or Domicile contracting company sites.

The LIBERTY Steelworks Store / Supply Departments are required to contact the Security Gate with a list of regular truck drivers to authorise the creation of a Site Entry Card – Truck Drivers. Irregular drivers will be issued with a single visit entry card for the duration of the visit. The authority to load information and Road Plan for Pick Ups spread sheet must be sent through to Whyalla Steelworks Security from the Whyalla Steelworks Stores / Supply departments / Saltworks / BASF / Material Handling Despatch prior to truck arrival.

All truck drives need to complete the Site Induction for Truck Drivers.

This pass authorised the driver to enter via the main boom gates and travel to the appropriate department.

The Site Entry card is only valid for the duration of the individual visit however the Visitor induction is valid for two (2) years.

5.2 Site Entry - Fully Escorted Visitors

The SIMEC Mining and Liberty OneSteel Steelworks Lead Team members and the Media and Communications Manager are authorised to bring fully escorted visitors on to the site.

These visitors are to be under the supervision of the authorised person or their delegate at all times.

The Authorised person needs to complete the Site Entry for Fully Escorted Visitors Induction with the visitor before entry. This is valid for the dates on the form only.

The visitor needs to sign in to the relevant department, admin block or location tag.

5.3 Production Services Areas Pass (PSAP)

PSAP’s can be obtained by contacting the Senior Advisor of Emergency Services and Injury Management

5.4 Records

Security will maintain records of Authority, proof of initial training and Whyalla Security Checklist.

5.5 Authorisation review for Contractor Employee Access

All new and current vendor contractors will be expected to supply information to the Senior Advisor for Emergency Services and Injury Management and Workforce Development Group of current and terminated employees. This information needs to be supplied every quarter.

5.6 Employees Out Of Hours Site Visits

Employees may make out of hours site visits to designated areas of their work site for the purpose of sightseeing. Approval is required from the employee’s Manager; approval is to be emailed to Security prior to coming onsite. The Emergency Services Officer on duty will ensure inductions are current and make out a Site Entry pass for the visit. This pass is handed back in at the Gate on exiting the sites. Appropriate Personal Protective Equipment (PPE) must be worn if leaving a vehicle. A limited amount of PPE is available at the Main Gate.

5.7 Vehicles with Passengers It is the responsibility of the driver of a vehicle to verify their passengers have valid access to the site and the intended location.

5.8 Authorised Removal of Company Property

Refer to WI.29.522 Authorised Removal of Company Property.

5.9 Truck Entry / Exit

5.8.1 Entry

Trucks entering Liberty OneSteel Steelworks must pull in to the truck park at the rear of the Main Security Office for inspection of vehicle if loaded, confirmation of wearing the correct Personal Protective Equipment (PPE), sign in, carry out inductions, commence the Whyalla Security Checklist and obtain the Authority to Load paperwork as per WI.29.522. Load restraint will be checked for all HV’s and a random selection of LV’s entering site. Compliance will be recorded on the Whyalla Security Checklist form. If not compliant 1. Security to ensure driver applies correct load restraint prior to moving

vehicle. 2. Advise the following people by email.

a. Stores and Inventory Manager b. Transport Manager c. Safety Business Partner (Stores)

5.8.2 Exit

All loaded trucks, covered in trucks and tipper trucks exiting Liberty OneSteel Steelworks must stop in Lane five (5) for further inspection and sign off of paperwork. Unloaded flat top trucks, fuel tankers, and trucks less than 24 tonnes; i.e. service vehicles, can exit via lanes three (3) and four (4) after swiping and contacting Security Gate via PA for exit clearance. This information will be logged by the Security Office on the SiPass computer. On exit the Whyalla Security Checklist will be completed for all trucks required to stop. Load restraint will be checked for all HV’s and a random selection of LV’s leaving site. Compliance will be recorded on the Whyalla Security Checklist form. If not compliant 1. Security to ensure driver applies correct load restraint prior to moving

vehicle. 2. Advise the following people by email.

5.10 Random Searches

Random searches of vehicles exiting the works are carried out to check for the unauthorised removal of Company property, which includes cars, light vehicles and large freight vehicles

5.11 Random Pass Checks

Random pass and driver license checks are made on vehicles entering/leaving the works to check that the owner/driver is in possession of a current license or pass. If a license is not available, then the person has 24 hours or the next shift to produce this or their Site Entry / ASCO pass will be voided.

5.12 Random Alcohol and other Drug testing Random checks are conducted on vehicles entering the works to ensure the driver and/or passenger is not over the designated limit of alcohol specified by SIMEC Mining and Liberty OneSteel Steelworks or with detectable levels of illegal drugs in their system.

Site Entry Requirements for Short

Term Visitors

When you enter this site you agree to our Conditions of Entry

Driving:

The general speed limit on site is 40 kph unless sign posted otherwise

Everyone must stop at stop signs (including rail crossings), red traffic lights

and flashing railway signals

Wear your seatbelt at all times when in a moving vehicle.

The use of mobile phones in vehicles by drivers is banned, unless the vehicle

is stationary (includes hands free devices)

Keep a safe distance of 30 metres from heavy mobile equipment

No-one will be on Arrium Mining or OneSteel Whyalla Steelworks sites over

the limits for alcohol or with detectable levels of illegal drugs in their system

Plant Areas:

Remain with your guide at all times (excluding office areas). Do not enter

production areas unless you are with your guide.

If using your mobile phone on site, you must be in a safe position and be

stationary.

When walking up or down steps and stairs, you are required to hold onto

handrails at all times.

Never put yourself in the line of fire of operating plant or equipment.

Remain at least 3m clear of operating mobile equipment.

Never put any part of your body under a suspended load.

Site Entry for Fully Escorted Visitors

When you enter this site you agree to our Conditions of Entry

Safety is a core value at Arrium Mining and OneSteel Whyalla Steelworks.

Everyone’s safety is important. We want your visit to be incident and injury free.

This induction gives you permission to visit administration buildings only and plant areas when escorted for the dates listed below. You cannot drive or conduct work on the site.

Key safety requirements to keep you safe while on our Site:

1. Remain with your guide at all times (excluding office areas). Do not enter production areas unless you are with your guide.

2. No-one is permitted on the site over the legal limit for Alcohol or with detectable levels of illegal drugs. There is a random D&A program.

3. Wear your seatbelt at all times when in a moving vehicle. 4. If using your mobile phone on site, you must be in a safe position and be

stationary. 5. When walking up or down steps and stairs, you are required to hold onto

handrails at all times.

Your guide will need to point out the emergency evacuation point and sign in location that is relevant to the area you are visiting

To exiting the cab in a HME area you must call the HME (loader) operator and gain permission. If the HME is within 30m the HME (Loader) must stand down (bucket or implement on ground and vehicle stationary) before you can exit.

No person will be on the back of any truck or truck trailer without active fall prevention measures in place.

Confirm you can tarp off before reaching main gate for exiting. There is platform to assist with levelling load on site.

In the event of an Emergency Call 4000 from any internal phone or 8640 4000 from a mobile phone If you hear an emergency evacuation siren while you are in your vehicle, pull over when it is safe to do so and call your site contact to ascertain if it is safe to enter the area. If you are unable to reach your contact, phone security on 8640 4192 and if necessary return to the Main Gate.

Personal Protective Equipment If you are enter a plant area, the following minimum PPE requirements apply: • Long trousers and long sleeve shirt • High visibility vest • Safety Footwear or enclosed footwear
