    FOREWORD

    'Accidental Deaths and Suicides in India' contains comprehensive

    information on various aspects of deaths due to accidents and suicides. Present

    issue relates to year 2008 and it is the 42nd in the series. The first issue of this

    report pertained to the year 1967.

    Accidents man-made and natural and suicides are among the two

    most important phenomena leading to pre-mature end of precious human lives.

    Accidents resulted in a total of 3,14,704, 3,40,794 and 3,42,309 deaths during

    2006, 2007 and 2008 respectively, thereby showing an increasing trend. An

    increasing trend in the incidence of suicides during the same period is also

    discernible with 1,18,112, 1,22,637 and 1,25,017 suicides taking place during

    the years 2006, 2007 and 2008 respectively. These trends are a cause of

    concern to every class of the society, be it researchers, law enforcement

    agencies, social scientists, policy makers or an ordinary citizen because these

    deaths are a loss not only for the family members of the deceased but also to the

    society at large. Devising effective preventive measures and strategies to combat

    these phenomena calls for detailed information. This publication seeks to fulfill

    these requirements of policy makers as it contains information on not only the

    incidence of accidental deaths and suicides but also many other details. The

    publication has been found useful for preparing replies to Parliament Questions

    relating to various Ministries, research purposes, media appraisals etc.

    Some improvements have been attempted in the maps. With a view to

    benefit the stakeholders from all walks of life, this Bureau has, on its own

    initiative, digitized this report pertaining to previous years and made them

    available on the website of NCRB.

    I am grateful to the heads of Police of all the States, UTs and Mega Cities

    data to us. We have been striving to reduce the time-lag in publishing this report

    as much as possible but it can be done only with the cooperation of States/UTs. I

    will take this opportunity to request the Police authorities of States/UTs to provide

    us the complete and consistent data by the month of February so that the report

    may be published by April every year.

    I hope this issue will meet the requirements of various stakeholders. I also

    GLOSSARY

    Accidental Death:

    Death caused by an accident or a natural calamity.

    Accidental Death Rate:

    Number of Accidental Deaths per one lakh of population during a given period of time.

    Suicide:

    Deliberate termination of life.The essential ingredients of a suicide are: (i) It should be an un-natural death, (ii) thedesire to die should originate within him/herself, (iii) there should be a reason for endingthe life.

    Suicidal death rate:

    Number of suicidal deaths per one lakh of population during a given period of time.

    Crude Death Rate:

    Number of Deaths per one thousand of population during a given period of time.

    Euthanasia or Assisted Suicide:

    Bringing about a gentle, easy and painless death intentionally.

    Offence:

    The word offence means Act/Omission made punishable by any law for the time being inforce.

    Mega city:

    City having population of 10 lakh or more as per census 2001.

    ACCIDENTAL DEATHS

    Total 3,42,309accidental deaths in the country during the year 2008.

    A total of6,32,102cases of Un-Natural Accidents caused 3,18,316deaths and rendered4,98,124people injured during 2008.

    Male Female Victim Ratio 77:23.

    0.4%increase in Accidental Deaths was reported over the previous year.

    4.6%decrease in deaths by causes attributable to nature.

    0.8%increase in deaths by un-natural causes.

    Maharashtra accounting for9.3% of countrys population has reported almost one sixth(18.3%) of accidental deaths due to unnatural causes. Andhra Pradesh and MadhyaPradesh accounting for 7.2% and 6.0% respectively of the countrys population have

    reported9.1%and9.7%respectivelyof such deaths. Males out-numbered females in all kinds of accidental casualties due to unnatural causes

    at the National level except Fire Accidents (where 67.2%of those killed were females ascompared to32.8%males).

    The major un-natural causes of Accidental Deaths were (i) Road Accidents (37.1%),(ii) Drowning (8.5%), (iii) Railway Accidents and Rail-Road Accidents (8.3%), (iv)Poisoning(7.6%) and (v) Sudden Deaths (7.1%).

    A total of4,45,468Traffic Accidents were reported during the year comprising 4,15,855Road Accidents, 2,134 Rail-Road Accidents and 27,479 Other Railway Accidents. It isobserved that the rate of deaths per thousand vehicles has decreased from1.4 in 2004 to1.3in 2008.

    Road Accidents in the country have increased by3.2%during 2008 compared to 2007.

    21.2%victims of Road Accidents were occupants of Truck/Lorry.

    Rate of Accidental Deaths per thousand vehicles was highest in Arunachal Pradesh at 5.7followed by Sikkim at 3.6.

    The month-wise distribution of Road Accidents has shown maximum number ofaccidents during April (38,059) and May (37,912) and least in the month of September(32,217).

    Maximum Road Accidents (66,811)were reported during 3 p.m. to 6 p.m.

    Maximum Rail-Road Accidents occurred during the months of September (192) and

    March(191). The maximum number of Other Railway Accidents were reported during the months of

    August (2,444)and October(2,426).

    Tamil Nadu has reported maximum number(60,409)Road accidents accounting for14.5%of such accidents in the country. Uttar Pradesh has reported 806 cases (37.8%) of Rail-Road accidents and Maharashtra has reported 8,420 cases (30.6%) of other Railwayaccidents.

    The share of accidental deaths due to causes attributable to Nature has decreased from7.4%in 2007 to7.0%in 2008.

    ACCIDENTAL DEATHS

    No deaths due to causes attributable to Nature have been reported from Goa,Lakshadweep and Puducherry.

    10.6%victims of accidental deaths attributable to nature were due to Lightning.

    Only0.3%victims of accidental deaths attributable to nature were due to Epidemic.

    Childrens population (up to 14 years age) as per census 2001 was 30.4%of the totalpopulation; accidental deaths of children accounted for6.7%of total such deaths.

    Most of the victims of accidents were aged between15to44years. This group of peoplehas accounted for nearly two-third(61.5%)of all persons killed in accidents in the countryduring the year.

    D & N Haveli and Puducherry have reported highest rate of accidental deaths, reporting97.0deaths per lakh population each as compared to National average of29.7.

    77.7%(241 out of 310) deaths attributable to nature in Chhattisgarh were due to Lightning

    and 72.5%(79 out of 109) deaths due to un-natural causes in Sikkim were due to RoadAccidents alone.

    Mizoram has reported a major increase of288.7%(71deaths in 2007 to 276deaths in2008) followed by Nagaland (131deaths in 2007 to 230deaths in 2008 i.e. an increase of75.6%) while Lakshadweep has shown a decline of25.0%(4 in 2007to3 in 2008) during2008.

    The lowest accidental death rate was reported from Lakshadweep(4.3).

    Accidental Death rate was highest in Pune (100.2)among cities.

    Allahabad city has reported135.0%increase in accidental deaths (from411in 2007 to

    966in 2008).

    Delhi city among 35 mega cities has reported the highest number of deaths by causesattributable to Nature(50.9%) followed by Hyderabad(15.9%).

    All natural accidental deaths in Lucknow were due to 'Cold and Exposure'.

    In Lucknow and Agra 89.1%and 75.6%respectively of total un-natural accidental deathswere due to 'Road Accidents' alone.

    Delhi city accounted for29.0%deaths of pedestrians while Lucknow city reported 13.5%deaths of bicycle riders in 35 mega cities.

    Kolkata, the second largest city in terms of population(12.3%of the population of all megacities) among 35 cities after Mumbai (15.2%), reported accidental death rate of 6.6 as

    compared to53.0reported byMumbai.

    SUICIDES

    14Suicides took place every hour.

    More than one lakh persons (1,25,017) in the country lost their lives by committingsuicide during the year 2008.

    It is observed that social and economic causes have led most of the males to commitsuicides whereas emotional and personal causes have mainly driven females to endtheir lives.

    Suicides because of Family Problems (23.8%) and Illness (21.9%) combinedaccounted for45.7%of total Suicides.

    The number of suicides due to 'Illegitimate Pregnancy' and 'Ideological Causes/HeroWorshipping' showed a significant increase of50.6%and50.2%respectively.

    1each in every 3suicide victims was a youth (15-29 years) and middle aged (30-44

    years)

    The overall male:female ratio of suicide victims for the year 2008 was 64:36, however,the proportion of Boys : Girls suicide victims (upto 14 years of age) was 49:51.

    Nearly 46.1%of the suicide victims were married males while 24.2% were marriedfemales.

    Five States Kerala, Tamil Nadu, Maharashtra, Karnataka and Andhra Pradeshaccounted for64.6%of suicide victims in the age group 60 years and above.

    70.3%of the suicide victims were married while 22.1%were un-married.

    25.3%of the suicide victims were primary educated and 23.7%were middle educated.

    1suicide for every5suicide is committed by a Housewife. 39.8%of suicide victims were self employed while only 7.2% were un-employed and

    12.5%were salaried.

    Government servants were merely 1.7%of the total suicide victims.

    West Bengal (11.9%), Tamil Nadu (11.5%), Andhra Pradesh (11.5%), Maharashtra(11.5%) and Karnataka(9.8%) contributed56.2%of total suicide victims.

    West Bengal has reported the highest number (accounting for13.3%) of suicidal deathsduring the year 2006, but its share went down to 12.1%in 2007 and went up to 11.9%oftotal suicides in 2008.

    Southern States viz. Andhra Pradesh, Karnataka, Kerala and Tamil Nadu have

    accounted for39.7%of total suicides reported in the country. Sikkim has reported 48.2suicidal deaths per one lakh of population as against the

    National average of10.8.

    SUICIDES

    About half (52.0%) children suicide victims belonged to five states West Bengal,Andhra Pradesh, Rajasthan, Orissa and Madhya Pradesh out of 2,381 suicide victims.

    Sikkim reported the highest rate of suicide (48.2) followed by Puducherry (46.9), A & N

    Islands(34.5), Kerala (25.0) and D & N Haveli (22.6).

    Sikkim has reported significant increase in Suicides in 2008 over 2007 (an increase of135.2%) followed by Nagaland(75.0%).

    The highest number of Mass/Family Suicides cases were reported from Bihar (102)followed by Rajasthan(86) and Andhra Pradesh(40) out of290cases.

    34.8%of the suicide victims consumed poison; 32.2%of the victims died by hanging,8.8%by Fire/Self-Immolation and 6.7%by Drowning. The trend of Suicide by Hanginghas been mixed during last 3 years (32.8%in 2006, 31.7%in 2007 & 32.2%in 2008)while Suicide by Poisoning has shown static trend in 2007 and 2008 (35.5%in 2006,

    34.8%in 2007 and34.8%in 2008). Bengaluru (2,396), Chennai (1,309), Mumbai (1,111) and Delhi (1,107) the four cities

    together have reported45.3%of the total suicides reported from 35 mega cities.

    Bengaluru city has reported the highest rate of42.1and Kolkata reported the lowest rateat 1.4only among 35 cities.

    The pattern of suicides reported from 35 cities showed that Hanging (45.7%),Poisoning (21.3%) and Fire/Self Immolation (13.2%) were the prominent meansadopted by the suicide victims in the cities.

    There is significant increase in number of suicides (69.2%) in Amritsar (from26 in 2007

    to 44 in 2008) while Chennai showed sharp decline of43.4% (from 2,313 suicides in2007 to1,309suicides in 2008).

    The suicide rate in cities (12.1) was higher as compared to All-India suicide rate (10.8).

    CHAPTER 1

    ACCIDENTAL DEATHS IN INDIA

    Incidence and Rate of Accidental Deathsduring the Decade (1998-2008)

    The incidence of accidental deaths has showna mixed trend during the decade 1998-2008with an increase of 32.5% in the year 2008 ascompared to 1998. The population growthduring the corresponding period was 18.8%whereas the increase in the rate of accidentaldeaths during the same period was 11.6%.The percentage change of accidental deaths

    is presented in Table-1.1.

    A total of 3,42,309 accidental deaths werereported in the country during 2008 (1,515more than such deaths reported in 2007)showing an increase of 0.4% as compared toprevious year. Correspondingly, 1.4%increase in the population and 1.0% decreasein the rate of Accidental Deaths were reportedduring this year as compared to previousyear. [Table-1(A)]

    3,18,316 (93.0%) deaths were due to un-natural causes and the rest 7.0% deaths(23,993) were due to causes attributable tonature, out of total 3,42,309 accidental deathsduring the year 2008.There was a decline of

    4.6% in deaths due to causes attributable tonature and an increase of 0.8% in deaths dueto un-natural causes as compared to 2007,resulting in an overall increase of accidentaldeaths by 0.4%. [Table-1(B)]

    Maharashtra has reported 58,755 accidentaldeaths out of 3,42,309 such deaths in thecountry during the year and remained at the topwith nearly one fifth (17.2%) of total accidentaldeaths reported in the country. Uttar Pradesh,the most populous State in the country with

    population share of16.6%,on the other hand,

    has accounted for 8.4% of accidental deathsand stood at 4th position after Maharashtra(17.2%), Madhya Pradesh (9.2%) and AndhraPradesh (8.9%). The States of Tamil Nadu(7.1%), Karnataka (6.5%), Gujarat (6.4%) andRajasthan (6.1%) have also reported significantshares of deaths due to accidents during 2008.

    The highest rate of accidental deaths wasreported from D & N Haveli and Puducherry(97.0 each) against the National average rateof 29.7.

    12 States & 6 UTs have constituted high risk

    areas reporting higher rates of Accidental

    Deaths than the All-India average of 29.7deaths per one lakh of population. Thegrouping of the States/UTs as more accidentprone and less accident prone on the basisof their rates of accidental deaths vis--visthe All-India average rate is presented in

    Table1(C).

    The incidence of Accidental Deaths hasincreased by 0.4% at National level during2008 as compared to 2007. Mizoram hasreported a major increase of 288.7% (71deaths in 2007 to 276 deaths in 2008) followedby Nagaland (131 deaths in 2007 to 230 deaths

    in 2008 i.e. an increase of 75.6%) whileLakshadweep has shown a decline of 25.0%during 2008 as compared to 2007 (4 in 2007 to3 in 2008). [Table-1.3]

    Males, accounting for 77.1% of total victims,were at a greater risk from accidents thanfemales. Though the childrens population (upto 14 years age) as per census 2001 was30.4% of the total population, accidental deathsof children accounted for 6.7% of total suchdeaths.

    Most of the victims of accidents were agedbetween 15 to 44 years. This group of peoplehas accounted for nearly two-third (61.5%) ofall persons killed in accidents in country duringthe year. [Table-1.4]

    Causes of Accidental Deaths[Table-1(D)]

    The percentage of Accidental Deaths due tocauses attributable to nature and those due toUn-Natural Causes were 7.0% and 93.0%respectively. The magnitude of Accidental

    Deaths by causes attributable to nature hasdecreased by 4.6% and that of deaths by Un-Natural Causes has increased by 0.8% during2008 over the year 2007.

    The share of accidental deaths due to causes

    attributable to Nature has decreased from 7.4%in 2007 to 7.0% in 2008.Share of deaths dueto un-natural causes has increased from 92.6%in 2007 to 93.0% in 2008. Under causesattributable to nature, the share of deaths dueto 'Starvation/Thirst' has increased whereas theshare of causes such as 'Flood', 'Heat Stroke','Lightning' and 'Other Natural Causes' hasdecreased as compared to their share in theyear 2007.The share of causes not attributableto nature has increased for causes such as'Road Accidents', 'Fire Accidents' and 'Heart

    Attacks' whereas the share of causes such as'Food Poisoning/Accidental Intake ofInsecticide', 'Snake Bite/Animal Bite' and'Epileptic Fits/Giddiness' and 'Fire Arms' hasdecreased as compared to the previous year.[Table-1(D)].

    The average rate of Accidental Deaths hasmarginally decreased from 30.0 in 2007 to29.7 in 2008.

    Causes Attributable to Nature

    The age group-wise distribution of accidentaldeaths by causes attributable to nature is givenin Table-1.5. 76.3% victims of causesattributable to nature were males. Age-wise,6.1% of such victims were up to 14 years of

    age while 54.9% were in the age-group of 15-44 years. 24.5% such victims were in the age-group 45-59 years. Senior citizens (60 yrs. andabove) constituted 14.5% of the total victims.

    11.8% deaths were reported from UttarPradesh followed by West Bengal (10.4%),Karnataka (9.5%) and Rajasthan (9.4%)(Table-1.10). 20.3% deaths in Haryana and17.8% deaths in Punjab were due to 'Cold andExposure' only. 50.0% deaths in Manipur weredue to 'Starvation/thirst'.22.7% deaths in Bihar

    followed by 21.7% deaths in Maharashtra werereported due to 'Floods'. 50.0% deaths inManipur, 26.3% deaths in Nagaland and 22.0%deaths in Uttarakhand were due to 'Landslide'alone. 'Lightning' accounted for 77.7% deathsin Chhattisgarh, 75.6% deaths in Kerala, 61.6%deaths in Maharashtra, 53.5% deaths inMadhya Pradesh and 30.3% deaths in Orissa.No deaths due to causes attributable to Naturehave been reported from Goa, Lakshadweepand Puducherry.

    Un-natural Causes

    It is generally accepted that accidents due toUn-Natural Causes are preventable in natureand can be reduced by effective safetymeasuressafety consciousness, effectivehuman interventions, etc. A total of 6,32,102cases of Un-Natural Accidents caused3,18,316 deaths and rendered 4,98,124people injured during 2008. (Table-1.6)

    Maharashtra accounting for 9.3% (one-

    eleventh) of countrys population has reportedalmost one sixth (18.3%) of accidental deathsdue to unnatural causes. Madhya Pradesh andAndhra Pradesh accounted for 9.7% and 9.1%deaths respectively during the year. (Table-1.11)

    The age-group-wise distribution of AccidentalDeaths in the country by various Un-NaturalCauses along with their share in total deaths is

    presented in Table-1.7. The AccidentalDeaths due to Un-Natural Causes were mainlyon account of Road Accidents (37.1%),Railway Accidents and Rail-Road accidents(8.3%), Drowning (8.5%), Poisoning (7.6%),Fire Accidents and 'Sudden Deaths' (7.1%

    each).

    The number of cases of Un-natural accidents atthe National level has decreased by 0.7% (from6,36,394 in 2007 to 6,32,102 in 2008) ascompared to previous year. The number ofpersons injured has increased by 0.9% (from4,93,515 in 2007 to 4,98,124 in 2008) and thenumber of persons killed in these accidents hasalso increased by 0.8% (from 3,15,641 in 2007to 3,18,316 in 2008). The Accident cases dueto Air Crash have increased by 100% from 6 in

    2007 to 12 in 2008 and 'Stampede' casesincreased by 64.1% from 64 in 2007 to 105 in2008, while cases of Killed by animals havedecreased by 20.2% from 1,136 in 2007 to 907in 2008. [Table-1.6]

    The proportion of male injured and killed due toun-natural causes in the country was 81.5%and 77.1% respectively of the total such injuriesand deaths (Table-1.11). 94.2% of injuries and37.1% of deaths were due to Road Accidentsonly at the National level. Males out-numbered

    females in all kinds of accidental casualtiesexcept Fire Accidents where 67.2% of thosekilled were females as compared to 32.8%males. [Table-1.7]

    The cause-wise analysis of un-natural deathsrevealed that 72.5% deaths in Sikkim were dueto Road Accidents, 54.1% deaths inPuducherry were attributed as 'Sudden Deaths',66.7% and 33.3% deaths in Lakshadweep weredue to Fire Accidents and 'Drowning'respectively, 14.0% deaths in A & N Islands

    were due to Falls, 17.1% deaths in Keralawere due to Drowning, 15.7% deaths inMeghalaya were due to 'Poisoning' and 11.2%deaths in Manipur were due to 'Explosion'.[Table-1.11]

    The details of States and UTs categorized ashigh prone areas (percentage share exceedingthe All-India share) on the basis of thepercentage share of deaths on these countsare presented in Table-1(E).

    Traffic Accidents

    Traffic Accidents comprising of (i) RoadAccidents (ii) Rail-Road Accidents and (iii)Other Railway Accidents were the majorcontributors of accidental deaths by Un-

    natural causes. Road Accidents in thecountry have decreased by 0.7% during 2008compared to 2007 [Table-1.6]. The casualtiesin Road Accidents in the country haveincreased by 3.2% during 2008 as compared to2007. Their proportion in total deaths due toUn-natural causes has increased from 36.3% to37.1% in 2008. The following statistics revealthe growing magnitude of Road AccidentalDeaths. [Table-1(H)] A total of 4,45,468 TrafficAccidents were reported during the yearcomprising of 4,15,855 Road Accidents, 2,134

    Rail-Road Accidents and 27,479 OtherRailway Accidents. These accidents caused1,18,239, 2,222 and 24,126 deaths respectivelyduring the year. [Table-1.6]

    Road Accident Deaths

    The number of vehicles, number of roadaccidents along with casualties & injuries

    therein, their percentage variations overprevious year and the rate of accidental deathsper thousand vehicles during the last five yearsare presented in Table1(I). It is observed that

    the rate of deaths per thousand vehicles hasdecreased marginally from 1.4 in 2004 to 1.3 in2008 even as the number of vehicles in thecountry have increased and the quantum ofRoad Accidents has decreased.

    Railway Accidents & Rail-Road Accidents

    2,134 cases of 'Rail-Road Accidents' werereported during the year 2008 which shows anincrease of 13.9% over 2007 where 1,873

    cases were reported. The cases of deaths dueto 'Rail-Road Accidents' have decreased by6.2% from 2,369 cases in 2007 to 2,222 in2008. 1,823 victims (out of 2,222 deaths) weremales and 399 were females. [Table1.6] 561cases were reported in the third quarter of theyear 2008 which accounted for 26.3% of thetotal 'Rail-Road Accidents' during the year whilein 2007, 522 cases were reported in the samequarter. [Table1.9]

    The rate of Road Accident Deaths per thousandregistered motor vehicles in each State/UT ispresented in Table-1(J). It is observed that therate of Accidental Deaths per thousand vehicleswas highest in Arunachal Pradesh at 5.7followed by Sikkim 3.6, Bihar and HimachalPradesh 2.4 each and Chhattisgarh and Tripura

    2.1 each and Andhra Pradesh 2.0 as comparedto 1.3 at the National level although the Statesof Maharashtra and Tamil Nadu had the highestand the second highest number of registeredvehicles in the country. The rate of deaths per100 cases of road accidents was highest inNagaland (92.1) followed by Mizoram (89.7)and Punjab (85.8) compared to 28.4 at theNational level.

    Tamil Nadu and Maharashtra have accountedfor 14.5% and 11.9% respectively of total RoadAccident cases in the country. AndhraPradesh, Maharashtra and Tamil Nadu havereported 12.0%, 11.0% and 10.8% respectivelyof total Road Accident Deaths in the country.

    1,00,300 males and 17,939 females totaling1,18,239 persons were killed during the year2008, while traveling by various modes oftransport on roads. 25,135 persons (21.2%) of

    these were occupants of Truck/Lorry, 23,552(19.9%) were riding on Two-wheelers, 12,551(10.6%) were killed while traveling in buses and10,324 (8.7%) were pedestrians. [Table-1.7 &1.8]

    Although break-up of total Government andPrivate vehicles are not available, it is pertinent

    to note that 98.1% victims of Truck/Lorry,98.0% victims of Tempo/Vans, 97.6% victimsof 'Cars, 96.9% victims of Jeeps' and 65.1%victims of Buses involved in accidents, weretraveling in private vehicles.

    The number of persons who died ofTruck/Lorry accidents was highest in AndhraPradesh (13.4%) followed by Tamil Nadu(11.6%). 19.7% of Bus' victims and 20.1% ofCar' victims were from Tamil Nadu only. 16.1%of Tempo/Van' victims and 15.7% Jeepvictims were from Uttar Pradesh, 29.1% ofThree Wheeler victims were from AndhraPradesh, 15.2% Two Wheeler' victims and17.4% 'Pedestrian' victims were fromMaharashtra alone.

    Traffic Accidents by Month & Time ofOccurrence

    As per Table-1.9, a total of 1,17,553 TrafficAccidents were reported in the 2nd quarter ofthe year accounting for 26.4% (out of 4,45,468)of total traffic accidents during the year. Themonth-wise break-up of accidents for eachState/UT/City are presented in Table-1.12.

    The month-wise distribution of Road Accidentshas also shown more accidents during April(38,059) and May (37,912) sharing 9.2% and9.1% respectively. Maximum Rail-RoadAccidents occurred during the month ofSeptember (192) and March (191). Themaximum number of Other Railway Accidentswere reported during the months of August(2,444) and October (2,426). [Table-1.12]

    Tamil Nadu and Maharashtra which accountedfor the maximum (14.5%) and (11.9%) 'RoadAccidents' in the country have also reported themaximum number of 'Road Accidents' duringeach month of the year at national level. Delhi

    has reported the maximum number of RoadAccidents among UTs which is 2.0% at the

    National level. Uttar Pradesh alone hasreported 37.8% of 'Rail-Road accidents' in the

    country.

    A total of 8,420 (out of 27,479) accidentsaccounting for 30.6% of Railway Accidents(other than Rail-Road accidents') were reportedfrom Maharashtra alone followed by UttarPradesh 3,027 (11.0%). Delhi is the only UTwhich has recorded such accidents. A total of1,099 such accidents were reported in DelhiUT. [Table-1.12]

    The distribution of Traffic Accidents in eachState/UT/City during the 8 classified timeperiods (Pahar) of the day is presented inTable-1.13. Maximum Road Accidents(66,811) were reported during 3 p.m. to 6 p.m(16.1%), 64,365 cases during 6 p.m. to 9 p.m.(15.5%), and least number (31,092) of theseaccidents (7.5%) was reported during 12 O'clock to 3 AM in the night. The maximum 'Rail-Road Accidents' were reported during 9 AMto 12 O' clock (16.9%). The maximumnumber of Other Railway Accidents (16.1%)

    were also reported during 9 A.M to 1200noon. [Table-1.13]

    Accidental Deaths in Cities

    The term mega city refers to cities which havea population of over 10 lakhs as per 2001census. Mumbai has reported the maximumnumber of Accidental Deaths (8,681) followedby Delhi (7,016) accounting for 18.5% and

    15.0% respectively of the total accidentaldeaths reported by 35 mega cities. The rate ofAccidental Deaths was highest in Pune(100.2) followed by Meerut (92.4) as comparedto average rate for the cities (43.5). Mumbaisshare (18.5%) of accidental deaths amongcities was marginally higher than that ofMaharashtra (17.2%) at the national level.[Table-1.2]

    Evidently, average rate of accidental deaths incities (43.5) was higher than the All-India rate

    (29.7). Except ten cities viz. Agra, Asansol,Bhopal, Dhanbad, Jabalpur, Jamshedpur,Kolkata, Lucknow, Madurai and Patna all other25 cities have reported higher or equal rate ofaccidental deaths than the National average. Itis also interesting to note that 25 out of 35 citieshave reported higher rate of accidental deaths

    as compared to their parent States rate. Thesame is reflected in Table-1(L).

    Kolkata, the second largest city in terms ofpopulation (12.3% of the population of all megacities) among 35 cities after Mumbai (15.2%),reported the lowest accidental death rate of 6.6.The comparative reporting of accidentaldeaths during 2008 in the top four-mega citiesis presented in Table-1(M).

    43,694 deaths due to un-natural causes &3,190 deaths due to causes attributable toNature were reported from 35 cities out oftotal 46,884 accidental deaths as comparedto 50,559 deaths during 2007 accounting for adecrease of 7.3% during the year. 18 citiesout of 35 have reported a decline in accidentaldeaths. Allahabad city reported the maximumincrease of 135% (from 411 to 966) whileChennai city has reported the maximumdecline of 53.4% (from 4,390 to 2,046) in the

    number of accidental deaths during the year2008. [Table-1.3]

    Though 35 cities accounted for nearly 9.5% ofthe countrys population, they reportedcomparatively more deaths due to accidents(i.e. 13.7% of total accidental deaths in thecountry) and significantly higher rate of 43.5as compared to 29.7 at the National level. Theshare of deaths in cities due to causesattributable to Nature was 13.3% while thatdue to un-natural causes was 13.7% at thenational level.

    Accidents due to Un-Natural causes in 35cities reported a decrease of 6.7% over theprevious year (from 1,02,629 to 95,783) ascompared to 0.7% decrease at the Nationallevel (from 6,36,394 to 6,32,102). These 35cities accounted for nearly 15.1% (95,783 outof 6,32,102) of accidents due to un-natural

    causes in the country which rendered 11.3%(56,372 out of 4,98,124) injured & 13.7%(43,694 out of 3,18,316) dead. The highestnumber of un-natural accidents (12.2%) andthe maximum number of deaths (19.9%) werereported in Mumbai city amongst the 35 megacities. [Table-1.11]

    Delhi city among 35 cities has reported thehighest number of deaths by causesattributable to Nature (50.9%) followed byHyderabad city (15.9%). All such deaths in

    Lucknow, 76.0% such deaths in Ludhiana and72.2% such deaths in Faridabad were due toCold and Exposure'. 68.2% such deaths inAhmedabad were due to 'Starvation/Thirst'.60.0% such deaths in Jabalpur were due to'Torrential Rains'. 25.0% such deaths in Nasikand Vijayawada were due to 'Flood'. 40.0%deaths in Jamshedpur were due to HeatStroke. The lone such death reported inSurat and 66.7% deaths in Pune were due to'Lightning'. [Table-1.10]

    17.6% and 16.5% of deaths due to un-naturalcauses in Vishakhapatnam and Vijayawada

    respectively were due to Drowning. 15.0% ofun-natural deaths were due to 'Falls' in Surat.27.0% and 22.6% such deaths were due to'Fire' in Rajkot and Jamshedpur respectively.22.5% such deaths in Meerut were due toFire-Arms. Sudden Deaths accounted for33.0% and 29.6% respectively of un-natural

    deaths in Rajkot and Nasik. Deaths due to'Poisoning' accounted for 12.5% in Ludhiana,whereas 11.8% such deaths in Indore citywere due to 'Suffocation'.

    Among Un-natural causes, the share ofDeaths in cities due to Falls (5.8%), Fire(8.9%) and Sudden Deaths (12.5%) washigher than their corresponding shares of3.1%, 6.5% and 6.6% respectively at thenational level. Share of deaths due toDrowning (4.8%), Poisoning (3.5%), deaths

    in Traffic Accidents (30.9%), on the otherhand, were comparatively lower than theircorresponding shares of 7.9%, 7.1% and42.2% respectively at the National level.[Table-1.11]

    In Lucknow and Agra 89.1% and 75.6% oftotal un-natural accidental deaths were due to'Road Accidents'. Delhi city alone reported29.0% deaths of Pedestrian and Lucknow cityreported 13.5% deaths of bicycle riders in the

    35 mega cities during 2008.
