awareness to improved the image of the office. The tarpaulin has been posted at the

CLEAN-Up Day Celebration and Launching of 4K’s

PENRO Agusan del Norte conducted Clean-Up Day Celebration and launch-ing of 4K’s (Kalinisan, Kaayusan, Kagandahan ng Kapaligiran) in collaboration on 2014 Women’s Month Celebration on March 14, 2014 at PENR- Office Building, Tini-wisan, Butuan City. The said activity is regularly conducted every last Friday of the month and it was spearheaded by PENRO Officer Paterno B. Olivera with the strong cooperation of PENRO personnel to maintain the cleanliness inside and out-side of the entire office. The monthly HATAW EXERCISE performed by all personnel, to provide im-mediate health benefits and also ideal way to increase overall work performance they imparted in the office particularly to their boss and co-employees.

Implementation of IEC Plan

The PENRO as part of the Department’s advocacy has regularly conducted In-

formation and Education Campaign on Environmental Awareness through Press Re-

leases, TV guesting and Radio broadcasting. The program was

started last year as one of the most tuned up in radio station

in the city with positive comments from the public. This year,

the same target and activity were being delivered effectively

to the public in terms of environmental awareness campaign.

On February 21, 2014 PENRO Paterno B. Olivera of

DENR PENRO Agusan del Norte interviewed by ABS-CBN about

the issue on the closure of Agusan river for any forms of forest

products as transport route. Per memorandum dated February

10, 2014 from USEC for Field Operations Demetrio L. Ignacio,

CESO I the transport of logs using the river and its tributaries is hereby prohibited. It

was informed to the public about the said closure. It was also cited that despite of

Executive order No. 23 mandated a morato-

rium on the harvesting of trees in natural

and residual forests; the transports of ille-

gally sourced logs from the natural and re-

sidual forest still remain.

It was also mentioned that, all ship-

ments/ongoing transport under/covered

within the inventory conducted pursuant to

such memorandum instruction shall be al-

lowed to be shipped via rafting until they

reach their immediate destinations. No

more transport documents shall be issued

for forest products transported using Agu-

san River through towing/rafting.

All CENRO’s are instructed to submit CSW of

the inventory conducted of all on going

transport of logs using the Agusan River for proper monitoring. The instructions from

the USEC for Field Operations is hereby emphasized that the PENRO’s and CENRO’s

and other field officials issuing transport permits in violation of the order shall be

meted with appropriate sanction in accordance with existing laws.

RADIO GUESTING ON 97.5 MAGIC FM PONTO POR PONTO HOSTED BY JUNJIE

ESCOÑA

On June 3, 2014 an Interview with PENRO PAT-ERNO B. OLIVERA hosted by Junjie Escoña a Ponto Por Ponto 97.5 Magic FM. The topics discussed were on Na-

tional Greening Program within the AOR of Agusan del Norte, Anti-illegal logging campaign and celebration of

Environmental Month 2014.

The PENRO has well explained to the radio listener the National Greening Program, being implemented by government. It was emphasized that NGP is a priority program of the gov-

ernment for poverty reduction in the upland, climate mitigation and adaptation, food production, etc. Like-

wise anti-illegal logging campaign was emphasized on the moratorium of cutting trees in the natural and re-

sidual forest. However, on planted trees and plantation species are being allowed as raw materials of the Wood Processing Plants. The un-dersigned also enumerated activities for the Environment Month 2014. It is empha-

sized and hope that environment should be given due consideration in our everyday living not just only during environment month.

As parting words PENRO PATERNO B. OLIVERA challenge the listeners to

continue in supporting our NGP and Anti-illegal Logging Campaign for the good of the environment.

TRUMPETA RADIO INTERVIEW RE-ENVIRONMENT MONTH ACTIVITY AND NATION-

AL GREENING PROGRAM IN THE PROVINCE OF AGUSAN DEL NORTE.

On June 6, 2014 during the launching of One tree, One Town Program of the municipality of Bue-navista, Agusan del Norte. Another interview was

made. PENRO Paterno B. Olivera was aired live on that morning, and he emphasized that the tree planting ac-

tivities conducted throughout Agusan del Norte and all the municipalities were all support to the National

Greening Program (NGP) of the government. He also pointed out that the National Greening Program also aims to arrest/combat the effect of Climate Change and Global Warming which is now happening worldwide. More in-

formation on the environment celebration were given during that interview.

FOREST MANAGEMENT SERVICES

Year 2014 marks another challenge of implementing the priority programs of the gov-

ernment in its continued effort to pursue its mandate of protecting, sound utilization and re-habilitating the forest resources within the Area of Responsibility of Agusan del Norte.

This year’s targets were focused on forest data management by the continued updat-ing of the forest information system and continued updating of the database for the confis-

cated forest products, conveyances, tools and sawmill implements as well as the cases filed in court. Provision of technical assistance to the Taguibo Watershed Management Council (TWMC) in the protection and management of Taguibo Watershed was also given attention.

The continued effort on re-greening of our countryside was also one of the priority

programs implemented by PENRO-Agusan del Norte. The National Greening Program marks its Year 4 implementation; a different set of strategies have pursued to meet the targets of

1,936,360 seedlings and properly assess to pursue its goals and objectives. DENR-PENRO Agusan del Norte NGP for CY 2014 marks a challenging trail on its primary implementation. Series of consultations to field offices, leveling off with implementers, and different set of

strategies have been pursued to meet the targets and properly assessed to pursue its goals and objectives. On the other hand, certain activities for this year’s implementation are gov-

erned by policies of the DBM on releases of funds, the green light for funding shall only be given upon submission of geo-tagged photos of FY 2012 and 2013 planted sites. Meanwhile,

geo-tagging is one of the technologies being used by the NGP to promote transparency and good governance. As monitoring tool, geo-tagged photos show the status of plantation sites thereby facilitating validation and evaluation of sites.

For 2014, targets are aligned into high value commodity items such as Cacao, Rubber,

Timber and etc. were these commodities abound and expected to benefit Peoples Organiza-

tions through livelihood activities. However, 2014 targets is not only a concern for this year,

but those damaged plantations that met the wrath of typhoon Agaton specifically BUB- Bu-tuan City. This year also marks the participation of PENRO-Agusan del Norte in the TreeVolu-tion; an activity aimed to make the Philippines the Guinness World Record holder in the big-

gest number of seedlings planted in one (1) hour in different location in Mindanao.

In the enforcement of laws, rules and regulations, the AILTF people of PENRO-Agusan del Norte has also continually make efforts by conducting anti-illegal logging

operations and unannounced visits to wood processing plants to police the passage and milling of undocumented forest products in the Province. Revenue collection has greatly increased thru the collection of certification fees to shipments of wood prod-

ucts going in and out. In the implementation of Regional Forest Protection Plan, the Provincial Multi-Sectoral Forest Protection Committee (MFPC) of Agusan del Norte has

been technically assisted thru conduct of meetings to better equip its members to ef-fectively extend their assistance to the DENR.

In implementing these plans and programs, their realizations could not be attained had there been no guidance from PENRO Paterno B. Olivera, Chief, FMS/CENRO Con-

solador C. Mantilla, Chief, FRCS Fe C. Dacumos and Chief, CBFMS Rodelio G. Mendez. These officials had been a big contribution in the achievement of targets. The chal-

lenges are so huge, efforts are sure to fail had there been no collaborative work expe-rienced in the Office.

FORMULATION AND MONITORING OF SECTOR PLANS AND POLICIES,

PLANS, PROGRAMS AND PROJECTS

Data Management

Operation/Maintenance of Forestry Information System

For CY 2014, this Office together with CENRO Tubay and CENRO Nasipit were

able to undertake four (4) updating's of the FIS database to keep abreast with the re-

quired information.

The PENRO FIS Focal Person had continuously reminded

the CENROs FIS Focal Persons to complete the filling-up of the

basic information of all tenurial instruments. Meanwhile, the

PENRO Focal Person used the virtual machine in the computer to

obtain the Windows XP which is the compatible version of the

FIS software used by the CENROs to obtain compatibility of the

3 offices’ databases. New sets of computers were distributed by

the Regional Office thru the Regional MIS Office to this Office

and CENROs Nasipit and Tubay to be used solely for the FIS da-

tabase. It must be recalled that the computers used by the two (2) CENROs had al-

ready been outdated, so the Central Office had provided the new computers.

Maintenance of Created E-Database of Forest Products’ Confiscations

and Cases Filed in Court

For CY 2014, this Office was able to undertake four (4) maintenance/updating

of the created e-database of confiscated forest products and cases

filed in court covering CY 2010-2013. Latest information for CY 2014

were also encoded to update the database. Meanwhile, new entries

for the past three (3) years such as Confiscation

Orders and status of their donations to obtain the

remaining available balance were also encoded in

order to update the database of the PENRO Office.

Forestry Extension & Services

4.3. Provision of Technical Assistance

Strengthening of Taguibo Watershed Management Council

The continued assistance extended to the Taguibo Watershed Management Council (TWMC) as part of the protection of Taguibo Watershed has been given yet

another call through the allocation of four (4) meetings to be conducted quarterly. The conduct of meetings is one of the avenues wherein members of the Council con-

verged and prepare plan of action to protect the Watershed.

For the First Quarter, a meeting was conducted on March 6, 2014 at Goat2geder Conference Room, Montalban St., Butuan City presided over by RED Nonito M. Tamayo. Almost all the members of the Council had attended.

The highlight of the said meeting was the presentation of Taguibo Aquatech Solutions Corporation (TASC), an entity proposing to establish a bulk water supply at

Taguibo Watershed. The presentation garnered a nod from the Council members who had passed Resolution No. 01, Series of 2014 indorsing the application of TASC for the said project.

Other issues tackled were the appointment of PENRO Paterno B. Olivera as the new head of TWMC Secretariat in lieu of Forester Epigenio Agawin who had al-

ready retired from service and the continuation of the drafting of the IRR for TWMC Resolution No. 01, Series of 2012 requesting to authorize BCWD to take the lead in

all activities within TRWFR which was held in abeyance pending the result of the meeting.

On June 24, 2014, the Second Quarter meeting was conducted at Goat2geder Hotel & Resto, Montalban St., Butuan City presided by Engr. Anselmo L. Sang Tian of

Butuan City Water District who is also the co-chairman of the Council. In the course of the meeting, Atty. Josefe Sorrera-Ty pointed out that during the TWG meeting on

the drafting of the IRR for TWMC Resolution No. 01, Series of 2012, it was discov-ered that there was yet an IRR for the Council which would allow the same to func-

tion.

Four (4) resolutions were adopted and approved in the course of the meeting, to

wit:

Resolution No. 02, Series of 2014 to draft an IRR for the Taguibo Manage-ment Council (TWMC).

Resolution No. 03, Series of 2014 appointing the technical working group cre-ated to draft the IRR for TWMC Resolution No. 01, Series of 2012 be the

same TWG to draft the IRR for the Council.

Resolution No. 04, Series of 2014 appointing FSUU as TWMC representative to

the Multi-partite Monitoring Team (MMT) for the TASC project (water filtra-tion project) at Anticala, Butuan City.

Resolution No. 05, Series of 2014 appointing BCWD as TWMC representative

to the Multi-partite Monitoring Team (MMT) for the road construction (Butuan-Pianing-Tandag) of DPWH at Pianing, Butuan City.

Among the personalities who attended the said meeting were Butuan City SB member Virgilio Neri representing Butuan City Mayor Ferdinand M. Amante, Jr; Fr.

John Christian Young of FSUU/STWN; Director Mylah Faye Aurora Cariño of NEDA; Engr. Anselmo L. Sang Tian of

BCWD who presided the said meeting.

Members of the Council convened during the 2nd Quarter meeting on June 24, 2014 at Goat2geder Hotel and Resto Bar,

On August 20, 2014, a special meeting was con-ducted for the DPWH to present its road upgrading pro-

ject (gravel to concrete) of Butuan City-Pianing-Tandag Road to start at Anticala, Butuan City. During the said

meeting, it was disclosed that there are trees and sap-lings already damaged during the conduct of road wid-

ening. A validation was then ordered to determine the extent of the damage and the verification of the identi-fied dump sites for their excess earth materials. On Au-

gust 27, 2014, a technical meeting with members of the Validation Team was conducted at PENRO Office, Tiniw-

isan, Butuan City. The meeting was scheduled to assign tasks and how to go about the conduct of the validation on August 28-29, 2014. Members of the AFP and PNP as

well as members of APTO were tasked to provide security of the team

while the DPWH was assigned to provide logistic support. The validation was conducted successful-

ly with representatives from BCWD, DENR, EMB, CCPD, FSUU/STWN, LGU-Butuan City, APTO and DPWH. Result of the validation disclosed that a

number of trees and saplings were indeed dam-aged during the

road widening activities and

there are also trees/saplings affected within the lot areas claimed by a beneficiary of BCWD. The dump sites were also

observed to be near river tributaries which could contribute to pollution of Taguibo River.

On October 9, 2014, the Third Quarter meeting was scheduled at PENRO Con-ference Room, Tiniwisan, Butuan City presided by RD Nonito M. Tamayo. Presenta-

tion of the result of the validation and presentation of the draft IRR for the TWMC were the agenda of the meeting. During the presentation of the validation, it was agreed to make amendments of the report since the Council needs the extent of the

damaged trees and saplings. It was also recommended that the DPWH will identify another dumping sites of their excess earth materials which shall be further from the

water tributaries and agreed to replace the damaged trees and saplings with 100 seedlings for every tree affected and 10 for every sapling. Resolution No. 06, Series of 2014 was passed suspending the two (2) dumping sites of the excess earth mate-

rials of DPWH.

The fourth quarter strengthening was allocated for the attendance of the conference sponsored by FSSU-College of Law on alternative dispute resolution,

environmental laws and customary laws in the con-text of conflict transformation on November 26, 2014

at FSUU Main Building, San Francisco St., Butuan City.

Four (4) speakers had alternately discussed

environmental laws such as the Mining Act and PD 705 as well the IPRA Laws as avenues to further elicit awareness and some customary laws in resolving con-

flicts. Participants attended came from the TWMC members, academe, ICCs, LGUs, NGOs and NGAs

among others.

TECHNICAL ASSISTANCE TO LGU’S WITH IDENTIFIED COMMUNITY

WATERSHEDS LOCATED AT SO. KABAYAWA, BRGY. POBLACION,

CARMEN, AGUSAN DEL NORTE

Last July 6, 2014, this office discussed and presented to MENRO Ma. Cecille J. Madera of Carmen, Agusan del Norte the needed requirements for the declaration of

community watershed. A follow-up letter was sent last August 5, 2014 for the re-quirements needed and barangay consultation schedule.

On November 17, 2014, For. Sidney G. Kalinawan, Scaler Edwin A. Bastillada and NGP staff attended meet-

ing, consultation and levelling-off at MENR Office togeth-er with Barangay Officials in Barangay Manoligao and

Poblacion, Carmen Agusan Del Norte. The proposal for Kabayawa River as Community Watershed emanate dur-ing conduct of Forest Land Use Plan (FLUP). The areas of

the watershed declaration will be located at Brgy. Poblacion and Manoligao were most of the Barangays

within Municipality of Carmen will be benefited. These are Brgy. Rojales, Tagcatong and Cahayagan. A consultation meeting was sched-uled at Brgy. Manoligao and Poblacion, Carmen, Agu-

san del Norte. The consultation was attended by dif-ferent sectors present in barangay such as; Purok

Chairmen, IPO leader, Farmers Association, Military, Religious Sectors, Brgy. Officials, Youth Organization,

Women’s Association, Business Sectors, Academe, Senior Citizens and fisherfolks. After consultation, a Barangay Resolution was endorsed to Sangguniang

Bayan requesting the Hon. Secretary of Department of Environment and Natural Resources to issue an Administrative Order declaring

Kabayawa River as Community Watershed with approximate area of 220 hectares lo-

cated at Brgy. Poblacion and Monoligao, Carmen, Agusan Del Norte (Pleased see attached map). Delineation of the pro-

posed Community Watershed scheduled next year including comprehensive IEC will

be conducted.

PARTNERS FROM OTHER AGENCIES CONDUCTED PLANTING ACTIVITY WITHIN NGP SITES

AND OUTSIDE NGP SITES

Massive IEC thru radio program and leaflets distribution informing the public particularly those

located in upland areas to get involved in National Greening Program with assurance that they

can harvest their planted trees.

All entities (Water District, NIA, etc.) who have interest in watershed areas by the nature

of their operation shall be identified and to allocate funds as their counterpart in maintenance

and protection phase.

All DENR Permittees shall form into association and be assigned to assist in monitoring

NGP projects or to adopt certain NGP sites where they can voluntarily allocate funds for

maintenance and protection.

Pursue a strong representation with all local chief executives to allocate funds as their

counterpart to be utilized in the maintenance and protection phase.

PROTECTED AREAS, WILDLIFE AND COASTAL ZONE MANAGEMENT SERVICES (PAWCZMS)

Conduct of IEC

Under the target of PENRO Agusan del Norte and

the two (2) CENRO’s conducted Information and Educa-

tion Campaign in the Protected Areas and Wildlife Conser-

vation.

On February 14, 2014 an Information and Edu-

cation Campaign (IEC) on Wetlands Conservation in the

Celebration for the World Wetlands Day 2014 was con-

ducted in Baleguian Elementary School.

The activity was participated by Grades V and VI or a total of fifty (50) stu-

dents of Baleguian Elementary School, Jabonga, Agusan

delNorte.

The IEC was highlighted with an Educational Power

-point presentation on Wetlands Conservation of For-

ester Aniana J. Radaza and it was followed with a Ques-

tion and Answer Portion which mainly manifest the effec-

tive Information Education Campaign on Wetlands Con-

servation within AOR of CENRO Tubay. Notebooks and

ballpens compliments correct answers from given ques-

tions from the topic presented by For. A.J. Radaza during

the IEC.

Another Information Education Campaign (IEC)

on Biodiversity and Wildlife Conservation in celebration

of the World Wildlife Day per Cites Resolution 16.1 on

March 20, 2014 was conducted at Doña Rosario Nation-

al High School, Tubay, Agusan del Norte. The IEC was

highlighted with the powerpoint presentation of Forest-

er Aniana J. Radaza to raise awareness of the world’s

wild flora and fauna, the multitude benefits that conser-

vation provides to people and the need to strengthen

our fight against wildlife crime. The IEC was conducted

to more or less 56 Fourth year students of the said

school.

EIC materials also like tarpaulin were Hanged by the CENRO Nasipit at Cross-

ing Poblacion, Carmen, Agusan del Norte.To provide information as well as education

to the people living in the community and those living in their vicinity for them to ac-

quire more information on the importance of the critical habitats and to safeguard its

inhabitants.

Planning and Management

Periodic Validation

A quarterly target of monitoring and evaluation of var-

ious project implemented was conducted by the Planning Sec-

tor in order to assure that projects and programs agreed was

properly implemented and to know its status.

The inspection of the area for satellite nursery estab-

lishment which will be undertaken by the Peoples Organiza-

tion of Anticala Tribal Council of Elders and Leaders Associa-

tion, Inc. (ATRICELA) of the National Greening Program for

CY 2014 target.

During the actual inspection, The said PO will estab-

FOREST DEVELOPMENT, REHABILITATION AND PROTECTION

Seedling Production

As early as November 2013, the office has already antic-

ipated huge target for seedling production intended for the

maintenance and protection of NGP sites within the prov-

ince as chain reaction cause by the devastation of TD Aga-

ton, excessive heat, fire occurrence, inappropriate seedlings

preference in some NGP sites and mortality mainly because

of some laxity in part of the NGP beneficiaries. In order

to accomplish the target, several strategies were given

preferential attention for seedling production and its

distribution, to wit:

1. By Administration

Having a permanent nursery facility and spacious area for seedling storage, the

office is maintaining four (4) contractual personnel as nursery aides to cater the pro-

duction of more or less 90,000 seedlings of various species intended not only for the

consumption of NGP target but also to provide seedling requirements to other enti-

ties such as the Deped, PNP, LGU’s, OGA’s and even private entities who are willing

enough to support the greening program of the government. As our accomplishment

for the administrative undertaken target, the office was able to produce around

53,000 seedlings as part of the 92,060 seedlings (Central-based fund) for the estab-

lishment of 184.12 hectares within Taguibo watershed

and 13,200 seedlings for the BUB re-establishment of

Butuan City. To sum up the accomplishment around

96,342 seedlings were raised by PENRO thru administra-

tion effort.

To fast tract the accomplishment of seedling production, an office innovation

was adopted by the office per PENRO Special Order No. 2014-03-08 dated March 6,

2014 requiring all PENRO personnel to conduct potting/bagging for the seedling pro-

duction and this form part of the intervening target of all personnel that are added

to PES rating.

This year we also got a change to cater the 20 BS Forestry practitioner of

Caraga State University (CSU). They rendered around 240

hours to do various DENR actual field work experience includ-

ing potting, seed collection and seedling production, tree

planting and many others.

A total of 69,462 bags were potted by both the person-

nel and student from CSU.

In CENRO Nasipit, seedling production intended

for the accomplishment of the area subject for the catch up is being tied up to all

WPP’s within their jurisdiction, a total of 159, 745 seedlings were being provided to

CENRO Nasipit and successfully help a lot in coping up their slippages in replanting

activity.

1. BY CONTRACTING

Seedling production for CENRO Tubay and Na-

sipit are all contracted by the concerned NGP Proponent.

For the PENR Office target, the 18,200 seedlings as part of

the re-establishment of 68.0 hectares of BUB Butuan are

contracted by the BLGU of Brgy. Maug, Bit-os and Tagaba-

ca. All contracted seedlings are reported 100% accom-

plished by respective contractors. Detailed information is

For the PENR Office target, out of 63.0 hectares BUB Butuan re-establishment, the

26.6 hectares (BLGU with less that 5.0 hectares target) was undertaken by the ad-

For the DENR-assumed reestablishment target, tree planting were undertaken

thru Social Mobilization (SocMob) enjoining the participa-

tion of

religious sector (Iglesia Ni Cristo) in the reestablishment

of the BuB Brgy. Bading area (5.39 has.) while Brgys

Tungao (8.41 has.) and Maug (17.35 has.) are part of the

area enrolled for the treevolution event. Other BUB areas

such as Brgy. Baan Riverside (1.19 has.), Brgy Mahogany

(4.81 has.) and Brgy. Buhangin (4.54 has.) were all plant-

ed jointly by the personnel of this office and concerned

BLGU’s.

The site preparation and planting for CENRO Nasipit and Tubay targets were all

contracted by concerned PO’s and LGU’s. However, there are areas that were ac-

complished thru the treevolution such as the LGUs of Kitcharao (23 has.), Cabad-

baran (5 has.) RTR (23 has.) other site (2 has.) for CENRO Tubay and PO ATRICMP-

CO (33 has.), PO AKTFAI (30), BuB Buenavista (37 has.), other areas Brgy. Pa-

gatpatan (3.8 has.), Brgy. Bancasi (5 has.) and Brgy. Doongan (3.2 has.) for CENRO

Nasipit area. All other areas were accomplished thru contract by the concerned PO’s

and LGU’s. Site preparation and planting activities are all reported 100% accom-

plished by both offices. Detailed breakdown of the target and accomplishment are

hereto attached as annexes.

In the later part of November 2014 an allocation was downloaded to this office for the additional target under the Barangay Strategic Project in coordination with

the Mindanao Development Authority (MinDA). This will be implemented in CENRO Tubay for two barangays (Brgys. Bangayan and Jagupit) and four barangays for CENRO Nasipit (Brgys.Rizal, Simbalan, Malapong and Alubihid all of Buenavista, Agu-

san del Norte) having a total area of 40 has. and 80. has. respectively. All activities of the project are under continuing activity for implementation until CY 2015. To date

the pre-implementation activities such as the APP, PPMP and posting to web page (PhilGeps) is already work out to finalize the MOA to be forged by and between the DENR and participating LGU’s. The detailed information is hereto attached as annex-

The maintenance and protection for BUB Butuan City (CY 2013 establishment) is implemented by the PENR Office. Apart of the established 363.0 hectare BuB last year was devastated by TD Agaton, in fact there are areas that needs to be re-

established due to almost 90 to 100% damaged being reported by the joint inspec-tion team of DENR and City LGU of Butuan. The allocation for maintenance and pro-

tection of P3,000 per hectares cannot suffice to main-tain the 363 hectares considering that it needs more

than that allocation to re-establish some areas badly hit by the TD Agaton. Realignment of the target has been made which resulting only to 158 hectares target

for maintenance and protection breakdown to 78.44 hectares for Agusan River tributaries and 79. 56 hec-

tares for establishment of Mini-Forest/ Brgy. Tree Parks. The re-establishment has also a target of 63.0

hectares on area identified as priority for this year. Over-all, a total of 221 hectares out of 363 hectares

has been the target for the BUB Butuan areas. Mainte-

nance and protection activities are reported 100% accomplished for the first and sec-ond tranche of its activities.

CENRO Nasipit target are all contracted by the concerned PO while CENRO Tu-bay portion of their area particularly within watershed was undertaken by the admin

FOREST DEVELOPMENT SERVICES

For the 1st and 2nd quarter, assessment and leveling off to the PO’s as our part-ners of implementation were mostly conducted; this is significant to highly achieve the

goals and objective of the priority program. Letter of Agreement, Memorandum of Partnership were made with the following agreements reach between the department and the implementer.

In consistent with the approved Work and Financial Plan (WFP) the PO’s under the AOR of PENRO- Agusan del Norte were undertake as such activities as stated on

the LOA. Relative hereto, Technical Assistant assigned performed duties and responsi-bilities as collaborator to the tree farmers for the smooth implantation of the project. Pre-

implementation to the respective LGU’s for BUB targets, PO’s beneficiaries and other private and

government entities were absolutely conducted assessment as well as leveling-off for 2014 tar-

gets. LOA’s, MOA’s and other partnership agree-ment for this year’s implementation was tie-up be-tween DENR and its partners. This is to officially

enter the PO on the said project, agreement reach, financial assistance and responsibilities between the two partners are properly

stated to promote transparency and good governance.

NGP Catch-up Plan for this 2014 target constantly reviewed and monitored on

field to attain its accomplishment as stated on the approved catch-up plan which was committed by the Supervising Officer assigned thereat.

Proper implementation and organization between agency and the implementer’s

come into an end of smooth completion of the lined up target projects. Common goal and objective will achieve leads to the success of the

greening project. Good quality of planting materials grows to be a production individual and to go back the forest cover of the certain area and its green lus-

ter aspiration.

1. NGP ASSESSMENT AND CONSULTATION MEETING CONDUCTED ON JAN-

UARY 31, 2014.

PENRO-Agusan del Norte conducted NGP assessment and Consultation

meeting for CY 2013 accomplishment and target lined up for 2014 implementation

on January 3,2014 held at PENR- Office Building, Tiniwisan Butuan City. A video

presentation of PENRO Olivera in one of the CBFM- P.O Kapit-Bisig Farmers Asso.

The presentation will possibly inspired and challenge to everybody mostly to our Peo-

ples Organization as they are the implementers and the frontlines to take good care

on the Environment. PENRO- NGP Focal Person For. Rodelio G. Mendez, presented

the NGP expectation during the NGP Coordinators Meeting at Widus Resort, Pampan-

ga last December 8-10, 201 and updates of the National Greening Program, Mainte-

nance and Protection Activities Year 1 and 2 Physical and Financial Accomplishment.

It was agreed that PO’s failed to accomplish the total area were given a chance to

talk and justify why there not able to accomplish the target on the maintenance and

protection activities. On the other hand, NGP 2013 Target was mostly hit the physical

accomplishment, the same with financial accomplishment. Unfortunately, there

were some problems encountered on other BUB Project downloaded to the LGU due

to the pending submission of reports and liquidation of expenses.

From the right, RTD, Marites T. Ocampo, PENRO Olivera, NGP Coor. R. Mendez and CENRO Es-

topito, delivered their speech of challenge to the participants most especially to the People’s

Organization as the frontline of the project. They are also grateful to all partners of the project

the status on the Physical and Financial accomplishment within their AOR likewise

participants are challenge and inspired on the messages given by the speakers.

2. PRE-IMPLEMENTATION ACTIVITY FOR BUB IMPLEMENTATION WITHIN THE

LGU OF BUTUAN CITY

A preliminary meeting on 2014 NGP BUB target of Butuan City covering an

area of 84.0 hectares under the component of fruit bearing tree. The meeting was

held at Butuan City ENRO Office, Doongan, Butuan City on February 3, 2014. It was

participated by CENRO Norman A. Asugan, of Nasipit, NGP Coordinator For. Rodelio

G. Mendez, For. Barbara R. Aquino and Staff.

During the meeting proper, it was emphasized that there is a need to convene

both parties order to level off the year round activities and harmonize strategies that

will make the program viable and acceptable to the participating CSO’s particularly

IP’s within the Taguibo Watershed area. During the course of the discussion, it was

agreed by both parties that all activities of the program, from seedling production to

plantation establishment will be downloaded to LGU including the corresponding allo-

cation intended to the project considering the LGU is capable enough to implement

all activities as far as the ENR implementation is concern.

PO LAFFA has a total of 82 hectares of plantation covering 17 hectares of NGP CY 2011 falcata plantations, NGP 2012 falcata and fruit trees plantations and NGP CY

2013 rubber plantations all located at Brgy. Lawigan, Tubay, Agusan del Norte. It was monitored by PENRO Olivera on November 11, 2014 as shown in the Geo-tagged pho-

Both POs have accomplished the establishments of each plantation sporadically locat-

ed within their CBFM areas during the fourth quarter of C.Y. 2013. Strip and clear brushing activity being practiced and use of bamboo stitches as stakes on most sites.

Some area also was not being maintained however acquiring a high rate survival. Re-planting activities were conducted since new replanted falcata species was observed

on some sites. PO MTCUFI will supposedly establish 12 hectare plantations planted with 171 seedlings of budded rubber species in every hectare and another 3 hectare plantation development of fruit tree species, while a total of 55.0 has.

4. REPLANTING/TREE PLANTING ACTIVITIES

A. Have replanted 100 seedlings along CARBDP Pro-ject NGP Urban Greening Site of PENRO, Agusan del

Norte located at Barangay Buhangin, Butuan City.

B. Have joined the PNP Traffic Management Group

in their tree planting activity along both sides of NIA project and Pedro Duncano National High School lo-cated at Tiniwisan, Butuan City wherein more or less

500 seedlings of associated fruits and indigenous spe-cies were planted.

C. On January 10, 2014 PENRO-A.D.N. participated in the Tree Planting activity spearheaded by the City government of Butuan in line with the celebration of the Consciousness Week scheduled last January 15 to 17, 2014 with the theme “ SAVE

THE WATERSHED: OUR FOREST, OUR WATER, OUR LIFE. was established by PO SAIFMULCO.

The team observed rubber tree species with an average height of 0.5 – 1 meter and falcata species

with height averaging from 20 centimeters to 2 meters.

However due to the unfavorable weather condition (LPA) causing to inaccessi-bility to planting site, the venue was transferred to the old Sports Complex located at

Brgy. Libertad, Butuan City. It was during the height of LPA that hit Mindanao where participants from different agencies came out in hand together just to share their moments in caring Mother Earth. The City of Butuan provided around 200 seedlings

of molave that was planted within the periphery of the sports complex while the PENRO was also sharing 25 saplings of the same specie as additional planting stock

of the said LGU.

D.) TREE PLANTING ACTIVITY WITH THE GIRL SCOUTS OF THE PHILIPPINES (GSP)

AGUSAN NATIONAL HIGH SCHOOL (ANHS) CHAPTER AND LGU OF BRGY.

BUHANGIN.

In support with the implementation of the National Greening Program, the Girl Scouts of the Philippines (GSP)

Agusan National High School (ANHS) chapter headed by Ms. Selma Tibon has requested seedlings and technical

assistance from this office for the conduct of their tree planting activity as their support to the NGP. The LGU of Brgy. Buhangin was also coordinated to participate in the said activity.

The area selected for the tree planting activity is the vacant lot alongside the CARBDP project near the viaduct. We conducted site

preparation together with the participants and some volunteers from LGU Buhangin who were assigned to

carry out the digging of holes for the plants, while PEN-RO personnel and the students from ANHS placed stak-ing.

During the day of the tree planting activity, the students from ANHS started the activity by conducting a clean-up drive by collecting litter left by the evacuees

from the recent flood victims of tropical depression Agaton last January 2014. Col-lected litters were placed in sacks and handed over to the LGU of Brgy. Buhangin for

proper disposition.

The tree planting activity was conducted on March 7, 2014 at 6 O’clock in the morning and the species used for the said activity was Rain Tree (33 saplings) plant-ed near the waterways, Dao (33 saplings) planted near the road/along CARBDP pro-

ject and Narra (33 saplings) which was placed in between the two former species mentioned.

After completing the tree planting activity, volunteers from LGU of Brgy. Buhangin watered the newly planted seedlings to minimize mortality due to the ad-

verse heat of the sun especially during this time of the year wherein there is minimal rainfall.

E.) REPLANTING/ TREE CARING ACTIVITY ON PREVIOUSLY PLANTED NGP SITES SPECIFICALLY URBAN GREEN-

ING AREA.

In line with the implementation of the maintenance and protection of NGP

2014, this office conducted replanting/ tree caring on April 4 and 11, 2014 as part of the intensive conduct of maintenance and protection activities on the 5 hectare Ur-

ban Greening Plantation of this Office located along roadside of CARBDP project

traversing Barangay’s Buhangin, Mahay and Tagabaca, Butuan City.

This Office is conducting the said activity every Friday morning for frequent and close monitoring on the site to assure a high survival of the tree species being

planted on the site. On April 4 & 11, 2014 a total of 200 seedlings with mixed spe-

cies of African tulip, Pili, Molave, Narra and other indigenous species were being replanted on the area.

Anent herewith, this office continues conducting such activity with regular monitoring to assure high growth of the planted tree species.

F. BOTTOM- UP BUDGETING (BUB) CONSULTATION MEETING

`On April 8, 2014 BUB a consultation meeting was con-

ducted at PENR- Office Building, Tiniwisan, Butuan City with the presence of the representatives from the different barangay’s in-volved in the Bottom-up Budgeting Project of CY 2013 in which

out of the 38 barangay beneficiaries, 33 Punong Barangays repre-sentative were present during the meeting.

PENRO Paterno B. Olivera discussed the significance of the BUB Project and

the National Greening Program as a whole. He emphasized the need for reforestation and the rehabilitation and stabilization of the Agusan Riverbank following the after-

math of tropical depression “Agaton” which devastated the City

of Butuan particularly those barangays located along the sides of Agusan River. He also mentioned Butuan City Mayor Ferdi-

nand M. Amante’s Vision 2020 of Butuan City as “A City Within A Forest”.

A while after, Forester Rodelio G. Mendez, NGP Coordi-nator discussed the status of the BUB Project and the plans for

maintenance and protection, and in the case of those baran-gays affected by flashfloods, re-establishment of their planta-

tion is recommended. A PowerPoint presentation was shown to the participants to-gether with a short discussion.

During the open forum participants was turn to voice out the issues they en-countered and their concerns and suggestions regarding the implementation of the

project. Most of the issues and concerns were about the damage reported, wherein most Barangays have low survival rates of less than 10%.

Mr. Andy V. Ecleo Sr, Punong Barangay of Sumile suggested that in order to lessen the mortality of the seedlings, let the Brgy. Council raises the needed planting

materials to minimize damages during transport and hauling. It was agreed then that it up of the barangay whether they will raise the needed seedlings or they will asked

the DENR to provide for it.

After the discussion of the issues, concerns and suggestions, the representa-

tives from the barangays were asked to submit planting schedules with the number and species of seedlings to be planted. After the submission, the meeting was ad-journed.

Bottom-up Budgeting – Agusan Riverbank Protection and Rehabilitation and Estab-lishment of Mini-forest/Brgy. Tree Parks is a project implemented by the Local Gov-

ernment of Butuan City in support to the National Greening Program (NGP) pursuant to Executive Order No. 26 dated February 24, 2011. By virtue of this, a Memorandum of Agreement was forged by and between the Department of Environment and Natu-

ral Resources and the Local Government Unit of Butuan City. This was for the estab-lishment and implementation of 282 hectares Agusan Riverbank Protection and Re-

habilitation and 81 hectares Miniforest/Brgy. Tree Park within 38 identified barangays of Butuan City.The project was accomplished the previous year 2013.

Sometime in January 2014, the established 363 hectares of BUB planta-tion and the 5 hectare urban greening project was devastated by a tropical depres-

sion that hit Butuan City causing major damages and resulting to severe losses of the planted seedlings. Of the 363 hectares established plantation, 209 hectares was re-

ported damaged by the typhoon, 76hectares was damaged but not reported and the remaining 78 hectares of undamaged plantation was the target of this office for 2014

Maintenance and Protection activities covering a total area of 154 hectares.Aside from the maintenance and protection to be conducted, this Office also has a re-aligned target of 63 hectares for re-establishment.

The 154 hectares was accomplished by the administration with seedling

production and hiring of individuals through job order to conduct the replanting, fer-tilization and brushing of the planting sites. The 63 hectares re-aligned target for re-

establishment was also accomplished where 36.4 hectares was contracted by three (3) Barangay LGU’s of Butuan City; Brgy. Maug, Brgy. Tagabaca and Brgy. Bit-os and the remaining 26.6 hectares was accomplished by this office. It is also worth men-

tioning and noting that the BUB Re-establishment areas of Brgy. Maug (16.0 has.) and Brgy. Tungao (10.67 has.) was accomplished during the conduct of the Guinness

World Record Attempt for “The Most Number of Trees Planted Simultaneously in Mul-tiple Locations” dubbed as TreeVolution.

All in all, PENRO Agusan del Norte has a 100% accomplishment on Mainte-nance and Protection and Re-establishment on all BUB projects.

Input:

In order to bolster the implementation of the National Greening Program,

PENRO-Agusan del Norte tasked to complete the survey, mapping and planning with-

in the Area of Responsibility with the used of Geographical Positioning System (GPS)

receiver. It is the most important activity in any forestry development projects for it

is the basis in project implementation in the certain area. PENRO-Agusan del Norte

has a total target of 1,536.12 has for NGP 2014 implementation wherein CENRO- Na-

sipit has 1,036.12 has. and 500.0 has. of CENRO-Tubay respectively excluding the

supplemental target. Hereunder the following information to wit:

Output:

Using Geographical Positioning System (GPS) receiver and other gadget that are

capable of geo-tagging, it determines the actual physical characteristic of the area. It

involves the actual planning and ground survey as basis to identify potential area for

the program. Anent herewith, field offices hired qualified individual foresters who are

skilled and able to perform and gathered data and information regarding works and

activities in SMP. CENRO- Nasipit hired four (4) NGP Staff who are registered forest-

er, three (3) from CENRO Tubay while two (2) foresters in PENR Office.

Impact:

To fast track the target area for the said time allocation, by the use of modern

technology specifically GPS that used for geo-tagging and geo-cam on the area sur-

veyed. NGP project implemented in a certain area able to determine the exact geo-

graphical location, topography of the area as to its land uses, vegetative cover, ac-

tual size of the area and other significant information as needed in identifying the

appropriate site. Relative thereto, by doing this activities some area was identified

either it is suitable for NGP project or not.

To promote transparency and reliable output gathered on field, SMP activities

give accurate and exact details as to its location and actual sized of the area that

prevent overlapping specifically on the previous project and improve the profile data

implemented by the office. It will also develop the skills and ability of the staff in

geo- tagging, GIS and appropriate photos to be take on field.

Output:

PENR Office raised a number of seedlings such as; Indigenous, fruit trees and

timber species with high quality value for contribution to the, Private Entities, SUC’s and other organizations that has zeal in planting trees for the greening purpose of

the urban in Agusan del Norte. Job Order was hired to undertake seedling production and nursery activities. Since, seedling production is the first activity; PO’s also are advised to produce good quality of required seedlings to ensure good standards, pre-

scribe height and diameter of the tree species. In order to accomplish the target of PENRO-Agusan del Norte, nursery oper-

ations massively conducted sequentially to hit the target. Potting/bagging, collection to plant of some wildlings, seed sowing and other nursery operations are conducted by the Job Order hired.

Photos showed series of activities from gathering of soil media, potting activity, sowing of seeds until

seedling produced. This activity was conducted by PENRO Personnel as they are tasked to potted at

least 1000 bags in support to the seedling production of the office for the continuo’s production of

seedling used for tree planting activity either in private or government institution.

Outcome :

Seedlings produced both from PO Contract-ing and by administration are more than 325,000

of mixed fruit trees, indigenous, high valued crops, timber and other seedlings. If this are the number

of seedlings will survive the greening objective of the priority program will be realized. Anent here-with, climate change mitigation and adaptation of

the environment will be in realization.

On the other hand, PO contracting basis provide extra income for individual PO member undergo seedling production, while by administration strategy also gave an

opportunity in creation of jobs to undertake nursery activities.

Impact :

Harmonization of all greening efforts from previous Forest Development

Program of the DENR will be taking place first on the seedling quality and variety produced and planted. In almost Year 4 of NGP implementation, upland people that

partners of implementation comes into realization of the program by means of pov-erty reduction from the assistance extend by the government, productivity enhance-ment by ways of the economic value of the plantation and climate change mitiga-

tion .Alternatively, our peoples organization will be the seeds grower in the future for they are identified and practiced by doing seedling production.

Input:

The National Greening Program marked its Year 4 implementation; series of

consultations to field offices, leveling off with implementers, and different set of

strategies have pursued to meet the targets and properly assessed to pursue its

goals and objectives. DENR-PENRO Agusan del Norte marks a challenging trail on its

implementation and continues its allocation up to its year three maintenance and

protection of the project. It aims to reduce incident of poverty by ways of given as-

sistance to the tree farmers who are project partners and to promote forest protec-

tion and management of the environment. A total of 3,495.0 hectares to be main-

tained and protected within the Province in which NGP 2014 had 899.0 has. , NGP

2012 had 1,394.0 has., 1,046.0 and has. for NGP 2013 which distributed within two

CENRO’s including PENR Office having 156.0 has. (table shown below).

Target areas are within CBFM, watershed, urban and other areas of respective

NGP sites. The mode of payment for NGP, 2012, 2013 and 2014 plantation estab-

lishment maintenance and protection activities will be released upon completion of

corresponding activities such as: strip brushing, ring weeding, production of planting

materials including replanting, staking, hole digging, hauling of seedling to planting

site, application of organic fertilizer and pesticides, establishment of fire lines and

other patrol works. Table below showed the maintenance and protection target

within PENRO-Agusan del Norte, to wit:

Outcome:

To officially undergo maintenance and protection activities, as required sub-mission of pertinent document includes; Approved Work and Financial Plan, Nota-

rized Letter of Agreement were forged between two parties, BOD Resolution and oth-er pertinent documents is necessary to attached in order that Peoples Organization

will legally undertake the activities stated on the LOA. The Agreement states the mainte-nance and protection activities, that PO

should adhere to undertake strip brushing, ring weeding, production of planting materials

including replanting, staking, hole digging, hauling of seedling to planting site, applica-tion of organic fertilizer and pesticides, estab-

lishment of fire lines and other patrol works.

A total of 27 Letter of Agreement (LOA) was furnished to undertake the

maintenance and protection activities of NGP 2012 and 2013 and 9 Comprehensive Site Development (CSD) for NGP 2014.

Scheduled of validation in various PO’s was conducted by the assigned PTA’s,

EO’s, Monitoring personnel, and other validating teams from different DENR Offices conducted 100% validation of all NGP sites. Fortunately, a 100% physical accom-plishment of both CENRO’s was achieved within the last period of November. See

attached annexes for the detailed information of the actual accomplishment and fi-nancial disbursement of the activities:

Outcome:

This year’s target maintenance and protection were highly appreciated specifi-cally that NGP Year I and II boost into a productive plantation. Urban areas and

BUB sites was successfully established particularly those tree parks that serve as window site of the project. Series of tree planting and tree caring activities were al-

so conducted either it’s by administration or by contracting strategies to cope up its targets.

A total of 3,894.0 hectares for maintenance and protection activities target were accomplished this year, this is highly appreciated with the aim that goals and

objectives of NGP project was pursued. Anent herewith, the department expected to increase productivity in the upland, self- sufficiency in wood and agroforestry prod-

ucts, economic security and environmental stability.

Input :

The green luster of the area was slowly return to its original tree cover,

hence NGP attain its goals and fulfill its objective. NGP ac-

complishment within year four implementation gave a big

impact it includes economic development and food securi-

ty that paves the way to poverty alleviation, give food se-

curity thru planting of fruit-bearing trees and for the pro-

tection of environment with the establishment and

maintenance of forest trees while at the same time miti-

gate effect of climate change.

Output:

PENRO-Agusan del Norte has an approved total target of 967.0 hectares for

Site Preparation, planting and mobilization in different partner agencies for this year

2013. The total target was distributed in two CENRO’s including the PENR Office

having an area of 68.0 hectares; the remaining area was distributed to CENRO-

Nasipit having a target of 669.0 hectares and 230.0 hectares of CENRO-Tubay re-

spectiveAfter submission of pertinent documents includes; approved and notarized

Letter of Agreement, Work and Financial Plan, BOD Resolution and other required

documents entered into by between two parties in line with the implementation of

National Greening Program. Peoples Organization undertakes the activities and

agreements stated on their approved documents in accordance and assistance of

Impact:

As the activities are being conducted well on the identified sites. Area being cultivated is now on high quality in the sense that it can provide goods and services

in the long run to the upland people who are beneficiary of the project implement-ed. Otherwise, environmental aspects are being realized unto the improvement out-come as the project objective achieve.

Output:

Site preparation gave an important impact to the area being cultivated and developed, prescribed burning and moving of unwanted vegetation to the planting

site increase the survival and growth rate of the desired trees, it will also prepare and or modify the soil to provide better light, nutrients and moisture to make condi-

tions favorable for growth and development of the plants. On the other hand, it will

also help the upland people specially the beneficiary from the assistance gave by

the government from the site preparation activities they have conducted besides the economic value they may obtain from the trees they planted. Anent thereto, con-stant monitoring and proper conducting of strip brushing on the site can assure

higher survival of the species planted. Furthermore, as leading agency DENR strictly mandates not to conduct clear brushing to the secondary growth forest just only to

pursue the project awarded by them but only those open and degraded lands are being developed. Lastly, it will give a great impact to the environment in climate change mitigation from the trees planted and a balance ecosystem.

ESTABLISHMENT OF SEED SOURCES IN PENRO AGUSAN DEL NORTE

The National Greening Program (NGP) being the priority project of the DENR

which is now on its 3rd Year has become a bigger challenge, because the annual tar-

get for development has greatly increased since the start of the program last 2011.

In order to cope with the considerable number of seedlings required in

the Production of Quality Planting Materials, the Ecosystems Research and Develop-

ment Bureau (ERDB) introduced the Establishment and Management of Seed Sources

and Individual Plus Trees project in C.Y. 2013 which is a direct support for the NGP.

Now on its second year, the project has two major targets, with the hereunder activi-

ties:

Seed Collection from Seed Sources (SS) and Individual Plus Trees (IPTs)

Additional Selection of Individual Plus Trees (IPTs)

Input:

For this year’s targeted number of seeds to be collected and a budget of

P350,000.00 for the entire duration of C.Y. 2014, the SPA team of PENRO ADN set

out to identify additional Seed Sources/Individual Plus Trees

(IPTs) given that the team has technical capabilities to im-

plement the said activity.

Output:

After scouting for possible areas to be selected as Seed Sources or

identify Plus trees, one promising academic institution has given their approval

for us to utilize their trees to be included as Plus trees which is the Caraga

State University (CarSU). The said institution has been sited with numerous In-

digenous tree species such as Kamagong, Kalumpit, Dao, Rain tree, Pili, Mo-

lave, and other species present in their experimental rain forest and others

scattered within the university’s property.Other species were also identified

from other parts of Agusan del Norte.

Outcome:

With the addition of Plus trees identified, the team will include such trees for

the conduct of phenological observations to fur-ther develop proper scheduling of when trees

will be collected of seeds.

Impact:

Close monitoring of additional Plus trees and previously identified ones will be regularly conducted to improve quality of work in terms of scheduling of dates when-

ever fruits are fully developed and ready for collection; or the conduct of flower in-duction if incase trees are not able to regularly develop flowers during its flowering

season.

B. Collection of Seeds

Input:

Having a total of 1,039 Plus trees during the previous year and an additional 102 Plus trees for this year, these trees are subject for the collection

of seeds with a target of not less than 37,000,000 seeds for PENRO ADN alone. With only 1 tree

climber available stationed at Ecosystems Re-search and Development Sector (ERDS) of

DENR – R13, the SPA team of PENRO has uti-lized its own personnel specifically nursery aides to assist during the conduct of seed collections.

Output:

For every month following the phenological

calendar that was established during last years’ ac-tivity, the team scheduled numerous seed collection

activities. This year, a total of 32 trees were collect-ed of seeds from various areas and of different spe-

cies based on the identified Plus trees within the AOR of PENRO Agusan del Norte alone. Collected seeds are either delivered at the Minda-

nao Tree Seeds Center (MTSC) for pro-cessing and storage of seeds or directly

utilized at the PENRO Office for the im-mediate production of quality planting

materials for the NGP. (Detailed infor-mation of the species collected with seeds shown on Annex F.)

Outcome:

The total collection for this year is 7,777,572 from various species of identified

Plus trees. Said collected seeds may now be utilized for NGP PQPM and/or disposition to other CENRO/PENRO which desires to produce seedlings out of the species that are present.

Impact:

The concept of collecting seeds from Plus trees is still an undergoing develop-ment in such a way that future collections can be improved in terms of increased in

number of seeds collected and inversely proportional to the duration of collection.

Collection of seeds from other PENROs

Input:

It was agreed upon during the 1st quarter meeting for this year’s activity that

collection will be done in a rotational matter in order to maximize the use of the tree

climber stationed at the regional office and research assistants stationed at different

PENROs. This will also enhance the collection capability of the team in an expeditious

manner. Thus, an expected greater output will be generated per collection period.

Output:

The regional SPA team of Caraga was able to conduct seed collection in vari-

ous areas of the regions, especially to our own Seed Production Areas and Seed

Sources particularly located at San Jose, Dinagat Islands; Socorro, Surigao del

Norte; Carmen, Surigao del Sur; and at IFMA 02 Km. 23, San Luis, Agusan del Sur

where we were able to collect species of Mangkono, Hambabalud, Narra, Mahogany,

various Dipterocarp species, and many other significant species which were all pro-

cessed and stored at the Mindanao Tree Seeds Center (MTSC).

Outcome:

Collections made by the regional SPA team haven’t been a total success given

the various factors affecting the time table for collection period. However, the region-

al SPA team is able to accomplish a total collection of 40,181,283 for this year.

Processing and Storage of Seeds

Input:

Another important activity of which comes after the collection period duly con-ducted either at the Mindanao Tree Seeds Center (MTSC) or respective PENRO/

CENRO offices with the proper equipments and facility to conduct such activity.

Output:

For every collection of seeds of any species of tree, various methods of pro-cessing can be done in order to extract seeds from fruits and proceeds to the drying

of such seeds depending of the species if necessary. After the drying period, seeds are weighed prior to the submission of reports regarding seed collection and also serves as basis for the determination of number of seeds collected with regards to its

seed/gram data duly determined during the process or of previous data. Final activity done is either the storage of seeds using vacuum packed bags to increase viability of

seeds or direct sowing of seeds if storage cannot be made possible depending on the species.

LAND MANAGEMENT SERVICES

The Land Management Services of PENRO Agusan del Norte has fully accom-plished its targets for CY 2014 as of November 28, 2014. The success of the full com-

pletion of targets can be attributed to the individual commitment and hard work of every field operator at CENROs Nasipit and Tubay combined with the encouragement

and support given by our PENR Officer.

Not only did this Office performed efficiently in attaining the desired target un-

der Patent Processing and Issuance (PPI), but also in other major activities such as in Disposition of Lands Cases/ Conflict, Revenue Collection and Foreshore Lease/ Revoca-

ble Permits signed and/or released.

As part of the Department’s thrust to bring service closer to the people, LMS PENRO Agusan del Norte also conducted several Community Dialogues and facilitated Handog Titulo Programs wherein several patents were distributed for free.

To enhance capability building and service delivery, LMS, this Office, also sharp-

ened its staffs through attendance to various seminars both conducted by this depart-ment and the Civil Service Commission.

Presented hereunder are the major activities of the Land Management Services,

this Office, for Calendar Year 2014.

PATENT PROCESSING AND ISSUANCE

As agreed during the target setting at the start of this year, both CENROs re-

tained the previous year’s target under Fund 158, 101 and RA 10023, and all shall be

accomplished on or before the end of November 2014. Hereunder shown, in table

As of November 28, 2014, PENRO Agusan del Norte has fully accomplished

the reacquired annual target under Fund 101, 158 and RA 10023.

For PPI under fund 158, this Office transmitted a total of Nine Hundred Six-

teen (100% v. the annual target) patents to the Registry of Deeds (ROD) as of No-

vember 28, 2014. Twelve (100% v. the annual target) patents under fund 101 were

transmitted while Five Hundred (100% v. the annual target) patents were transmit-

ted under RA 10023.

The full accomplishment of the targets can be attributed to the actions taken

by this Office addressing the issues and concerns of both LMS CENROs which ham-

pered their operations during the first quarters of this year. One of which is the pro-

vision of extra man power (recommendation for deputation of some contractual em-

ployees) addressing the insufficiency thereof at both LMS CENROs.

It can be observed that by the start of the first quarter, submission of public

land applications seemed to have been sluggish. However, due to the encourage-

ment given by the PENR Officer coupled with the commitments of every field opera-

tor, the completion of targets was successful and undeniably worthy of commenda-

tion.

HANDOG TITULO

As part of the PPI program of this Office, June 27, 2014, 34 patents (FPA and

RFPA) were distributed covering parcels of land located at the municipalities of

Kitcharao, Santiago, Magallanes and Tubay, Agusan del Norte.

The activity kicked off with the registration of the patentees; all patentees en-

listed in the registration prior to the distribution of titles.

It was explained further by LMO V Udarbe that Lot 1344 is already con-

sidered a private property and that all subsequent applications for title within

the decreed property shall be turned down and set aside by this Office for

lack authority and jurisdiction.

At the end of the dialogue (pulong-pulong), it was explained to the oc-

cupants of Sition Tinago, particularly to those who are occupying Lot 1344, Pls-

4, that the land is already covered by a Decree issued by the court on March

12, 1939.

LMS- PENRO Agusan del Norte together with CENRO Tubay and Nasipit con-

ducted the Semi-Annual Assessment on September 1, 2014 at the Conference Hall of

PENRO – ADN Building, Tiniwisan, Butuan City. The activity was conducted to assess

the target accomplishments for the mid-

year of CY 2014 not only relative to Pa-

tent Processing and Issuance (PPI) but

also with other activities under fund 158

and 101.

SEMINARS ATTENDED

On March 20 to 21, 2014, two of our LMS Staffs namely Janeth O. Lacag

and Ryan Valenry Lausa, attended the Seminar Workshop on Basic Costumer

Service Skills conducted by the Civil Service Commission at the DENR Regional

Training Center, Ambago, Butuan City.

At the end of the seminar workshop, basic customer service skills were

acquired that are applicable to the operation of the Land Management Ser-

vice, this Office. Consequential thereto, a Survey Form has been devised to

solicit feedbacks from clients as to the performance of LMS in terms of client

management and service delivery.

On July 2 to 4, Ryan Valenry Lausa and Alvin Rey G. Indig attended the

Values Orientation Workshop Seminar at the Regional Office, Ambago, Butuan

City which was conducted by the Civil Service Commission, Caraga Region.

The purpose of which is to review office conduct, client and office relations.

Management of Critical Habitat Carmen, Agusan del Norte

Background

Environmental protection is an increasingly urgent issue all over the world. Protection and conservation of wildlife are vital to maintain the earth’s health

and environment. The earth is the only known living planet and it is because of its ex-ceptional environment and ecology which are life-supporting.

It is the policy of the government to conserve, protect, rehabilitate, develop and managed the remaining resources of the country; give preference to organization, as-

sociations or cooperatives over individuals in the protection and conservation wildlife species and their habitats.

On October 8, 2013, the Department of Environment and Natural Resources is-sued DENR Administrative Order (DAO) No. 2012-08 “Declaring the Coastal Area of

Carmen, Agusan del Norte as Critical Habitat for Marine Turtles covering the five (5) coastal Barangays: Vinapor, Gosoon, Cahayagan, San Agustin and Tagcatong.

In respond of the Local Government of Carmen, Agusan del Norte collaborated with the Department of Environment and Natural Resources which is the primary gov-

ernment agency accountable for the conservation, management, development and proper use of the country’s environment and natural resources to set measures in pre-

serving its marine turtles.

In order to care for the habitat and population of the threatened marine turtles along with the other species present in the Municipality of Carmen, Agusan del Norte, the DENR and LGU of Carmen, Agusan del Norte will established a monitoring station

to ensure that the wildlife species and their habitats be protected.

The project is aimed to conserve, protect, rehabilitate, develop and managed the declared critical habitat. In addition, the project will ensure the enforcement of all applicable environmental laws and govern all prohibited acts within the critical habitat.

The project will be executed by the Department of Environment and Natural Re-

sources in collaboration with the Municipal Local Government Unit (MLGU) of Carmen,

Agusan del Norte and five (5) Barangay Local Governments Units (BLGUs).

April 25, 2014 - DENR- CENRO Nasipit Personnel together with the LGU- Carmen represented by Hon. Mayor Ramon M. Calo and BLGU of Tagcatong repre-sented by Brgy. Captain Hon. Eva Palarca conducted a tree planting activity and

coastal clean-up at So. Bolihon, Tagcatong, Carmen, Agusan del Norte last April 25, 2014. A total of 300 mangroves (Avecinia Spp.) were out planted by 66 participants. The said tree planting is part of the monthly tree planting activity of this office in re-

habilitation/reforestation of our Mangrove ecosystem and also in line with the procla-mation of Critical Habitat for Marine Turtles.

-Carmen, all of Carmen, Agusan del Norte. It was attended by 38 participants who out planted 200 mangrove spp. seedlings and cleaned about a stretch of one (1) kil-

ometer of coastline were coconut husk and leaves, branches, driftwoods and some plastic materials such as cellophanes and diapers were gathered and collected.

June 5, 2014 - conducted a tree planting and coastal clean-up activity at So. Bolihon, Tagcatong, Carmen, Agusan del Norte participated in coordination with

BLGU-Tagcatong and PNP Carmen, all of Agusan del Norte.

July 17, 2014, - conducted a tree planting activity at So. Bolihon, Tag-catong, Carmen, Agusan del Norte. A total of 220 mangroves (Avecinia Spp.) along 0.64 kilometer stretch shoreline. The said tree planting is part of the monthly tree

planting activity of this office in rehabilitation/reforestation of our Mangrove ecosys-tem and also in line with the proclamation of Critical Habitat for Marine Turtles and

in celebration of National Disaster Consciousness Month 2014

September 12, 2014 - this office conducted a tree planting and coastal clean-up activity in connection to this office on-going management of critical habitat and celebration of International Coastal Clean-up 2014 with the theme: “Karagatan

Para sa Malinis na Karagatan” along the shoreline of Brgy. San Agustin, Carmen, Agusan del Norte which planted a total of 200 mangrove seedlings (Pototan and Avecinnia);

September 17, 2014 - DENR- CENRO Nasipit Personnel conducted a tree planting activity at Gosoon, Carmen, Agusan del Norte. A total of 50 man-

groves were planted participated by the local residents and BLGU of said Barangay;

October 15-17, 2014 - conducted a tree planting activity at Cahayagan,

San Agustin and Gosoon, all of Carmen, Agusan del Norte in coordination of said BLGUs.

On August 30, 2014, Camagong DENR Check-point and AILTF Sub Operation Center received a call from For. Sidney G. Kalinawan, Chief PAWCZMS informing that there was a marine turtle being tangled in net at Looc, Carmen, Agusan del Norte, adjacent Brgy. of the de-clared critical habitat, and in the custody of same Brgy. As part of the on-going monitoring of Camagong Checkpoint within the declared critical habitat the team immediately verify the said information and found out that the said tur-tle was a female green sea turtle (Chelonia mydas) measured about 22 cm. CCL x 14 cm. CCW. The team checked the physical appearance of the green sea turtle and observed that there was no injury and it was in good physical condi-tion. It was then immediately released back to the sea.

Last May 30, 2014, CENRO Nasipit installed another tarpaulin visible to residents

and passers-by in the importance of protecting our Mangrove ecosystem along the road at Brgy. Tagcatong, Agusan del Norte .

Under Presidential Proclamation No. 470 dated

September 15, 2003 declared every third Sunday of Sep-tember as the International Coastal Clean-up Day. Each

year has become a part of a global movement made up of the world’s largest volunteer groups that have taken

part in bringing real change to the oceans. For Calendar Year 2014, CENRO Nasipit conducted

a tree planting and coastal clean-up activity along the shoreline of brgy. San Agustin, Carmen, Agusan del Norte on September 12, 2014 in

coordination with Hon. Joselito Castilla of BLGU of San Agustin who personally re-quested for Upland tree planting at their relocation site and source of potable water. The upland and coastal tree planting and clean-up were attended by CENRO Nasipit

personnel, Brgy kagawad, BHW, Tanod and about 30 per-sonnel and residents who were primarily relocated from

coastal area to safer ground of Brgy. San Agustin. A total of 65 seedlings of Narra (Ptecarpus indicus) and 200

seedlings of Mangrove species such as Pototan and Avecinnia were planted along the coastline of same Ba-rangay.

On March 25, 2014, this office conducted the cer-emonial signing of Memorandum of Agreement by and between DENR CARAGA represented by RED Nonito M. It can be recalled that on March 25, 2014, this office

Implementation of Regional Forest Protection Plan

Strengthening of MFPC

As a continuing strategy to link with other sectors in the

society, the Provincial Multi-Sectoral Forest Protection

Committee of Agusan del Norte is continuously

strengthened. For the Fiscal Year, a total of four (4)

meetings were conducted for CY 2014.

The first quarter meeting was conducted at

Goat2geder Conference Hall, Montalban St., Butuan

City last March 26, 2014 but was rescheduled on

April 10, 2014 at the DENR-HRD Training Center.

The Memorandum of Agreement (MOA) entered into

by and between the members of the PMFPC and

DENR-PENRO was signed by PMFPC Chairman Rev.

Fr. Carlito L. Clase and PENRO Paterno B. Olivera.

Resolution No. 01, Series of 2014 was also passed adopting the Terms of Reference

of the PMFPC’s Sub-Committees.

On June 20, 2014, the second meeting was conducted at Embassy Hotel Cof-

fee Bar, Montilla Blvd., Butuan City. Agenda of the meeting was the drafting of vari-

ous functions of the sub-committees wherein all the members were assigned to draft

their respective functions.

The 3rd quarter meeting was scheduled on October 9, 2014 at PENRO Confer-

ence Room, Tiniwisan, Butuan City. Resolution No. 02, Series of 2014 requesting for the accreditation and formal recognition of the PMFPC of Agusan del Norte by the

National MFPC thru the DENR-Regional Office and Resolution No. 03, Series of 2014 requesting the PENRO-Agusan del Norte to direct its CENROs to reactivate their re-

spective Municipal MFPCs and to render report on their status during PMFPC meet-ings were passed and approved.

On December 10, 2014, the 4th quarter meeting was conducted at PENRO Of-fice, Tiniwisan, Butuan City. Agendum tackled was the preparation of the plans and

programs for CY 2015. It was also agreed that the MFPC framework will be conduct-ed next year which will define the plans and programs of the Committee to take at least 2-3 days of workshop.

Other Significant Accomplishments

ANTI-ILLEGAL LOGGING TASK FORCE

With the continued implementation of Executive Order No. 23 to impose a moratorium on the cutting and harvesting of trees within the natural and residual

forests and the creation of the Anti-Illegal Logging Task Force (AILTF), PENRO-Agusan del Norte has continued to activate its AILTF Operation Center by mobilizing personnel to conduct surveillance operations in coordination with other law enforce-

ment agencies within the Province.

1.a. Monitoring and surveillance along Agusan River

During the onslaught of Typhoon Yolanda last January, 2014, PENRO-FMS/FPLEU personnel conducted monitoring of the water level at Agusan River due to heavy

downpour of rains. Personnel of Bit-os Checkpoint/AILTF Sub-Operation Center have been instructed to be alert and secure the apprehended/confiscated forest products

anchored along the river should there be flashflood and any towing of undocument-ed logs. Wood processing plants along the river had also been reminded not to ac-

cept any undocumented logs and to strictly follow the provisions of Executive Order No. 23. Typhoon Agaton had literally destroyed the checkpoint buildings at Bit-os, Butuan City and at Las Nieves, Agusan del Norte leaving the personnel served the

clientele somewhere else. As of this writing, Bit-os Checkpoint/AILTF Sub-Operation

In order to monitor the wood processing plants to only accept documented forest products, personnel of this Office headed by PENRO Paterno B. Olivera himself con-

1.c. Implementation of Executive Order No. 23

In an effort to address reports of continued operation of some wood pro-

cessing plants already padlocked due to expired permits, memoranda instruction to CENRO Nasipit were sent for compliance. Four (4) Teams were created per PENRO

Special Order No. 07-40, Series of 2014 dated July 10, 2014 composed of personnel of CENRO Nasipit to conduct monitoring and evaluation and submission of bi-monthly reports as well as padlock those processing plants found to be milling wood products.

The personnel of PENRO Office had also directed to conduct surveillance operation within the Province thru PENRO Special Order No. 2014-57, Series of 2014 dated No-

vember 17, 2014 in coordination with other law enforcement agencies. Surveillance conducted at areas along Agusan River to augment the surveillance operation con-ducted by Bit-os Checkpoint/AILTF Sub-Operation Center.

Conservation and Protection of Wildlife

For CY 2014, CENRO Nasipit has two (2) Wildlife Monitoing Units established at

Butuan Domestic Airport located at Bancasi, Butuan City and Nasipit Sea port located

at Talisay, Nasipit, Agusan del Norte supervised by the Lombucan Monitoring Station and Nasipit Port Checkpoint and Sub Operation Center personnel headed by Scaler Pepito Acebu and FR Francisco Antoquia respectively.

Per monitoring conducted by the said teams there were no illegal trade/trafficking of wildlife species (flora and fauna) were intercepted by both teams. This

office also recommends for the training for WEO of said personnel assigned at the said station/checkpoint for them to cloth with authority in implementing the necessary du-

ties for protect and monitor our wildlife species.

CENRO Nasipit had conducted its monitoring of 11 active Certificate of Wildlife

Registration (CWR) holders as of last year located Butuan City and its adjacent areas. The said monitoring of 11 CWR holders is conducted every quarter to updates the data

pertaining to their registered stocks as to its recent available stocks.

Out of 11 active CWR holders inspected/monitored, there are only 9 CWR hold-

ers still have available stocks. If the said CWR holder does not have any available

stocks, then said CWR holder’s permit is now be lifted per cancellation to be issued by the Regional office.

That on April 5, 2014 per monitoring and super-

vision and close coordination with the BLGU of Caha-yagan, Carmen, Agusan del Norte headed by Hon.

Esagani Fajardo was able to retrieve a dead hawksbill turtle located at Brgy. Cahayagan, Carmen, Agusan del Norte near the house of Mr. Renante E. Labtan, fisher-

man. Further be informed that MENRO of Carmen,

Agusan del Norte is requesting this office to donate the by product and/or the authority to preserve the carapace and plastron of the dead turtle for them to showcase the

presence of marine turtles in Carmen, Agusan del Norte.

TARSIER

The Philippine tarsier, known locally as MAWMAG in Cebuano/Visayan and

MAMAG in Luzon, is a species of tarsier endemic to the Philippines.

Last January 5, 2014 a certain Godofredo Mahusay at Kabayaw, Poblacion, Car-

men, Agusan del Norte at about 7:00 PM spotted and caught a monkey like animal,

having two eyes like flashlight a few feet near his shanty. A concerned friend of him

reported the said animal to the MENRO of Carmen, Agusan del Norte. MENRO Cecille

Madera called our office regarding to that so called monkey. Later that day about 5:00

P.M the MENRO together with our personnel assigned at Camagong confirmed that the

monkey like animal was a TARSIER.

It was then agreed that they will released it on January 9, 2014 but before the

action being taken Mayor Ramon Calo of Carmen and Gov. Ma. Angelica Amante per-

sonally see and checked the Tarsier. At exactly 3:00 o’clock in the afternoon together

with the PAWCZMS Chef For. II Sidney G. Kalinawan released and turned the Tarsier

to its natural habitat with its good and healthy condition, where the animal was caught

and the released was successfully made.

Final briefing of planters/Volunteers from Agu-

san National High School and FSUU

TreeVolution an activity aimed to make the Philippines

the Guinness World Record holder in the biggest number of seedlings planted in one (1) hour.

In order for the NGP program to be recognized inter-nationally, an attempt to beat the record of “Most Trees Planted in One Hour” by India is being worked out. Having a Buttom-Up Budgeting (BUB) target for re-establishment on areas hit by Tropical Depression “Agaton” within Bu-tuan City particularly on rehabilitation of the riverbank of Agusan River and now the NGP target for 2014 as re-establishment site of BUB, We had enrolled two sites for the treevolution separately located in Barangays. Maug and Tungao, both of Butuan City with a total area of 25 hectares (116,500 seedlings) broken down into 233 hec-

WOMEN’S MONTH CELEBRATION

PENRO- Agusan del Norte conducted Women’s Month Celebration on March 17, 2014 in which the activity of the program was conceptualized by PENRO Paterno B.

Olivera in order to mark the personnel the different celebration of Women’s

Day. Likewise in order to feel that women are given respect and honor, the theme on this activity is “ Juana,

ang Tatag mo ay Tatag natin sa Pagbangon at Pagsulong” held at

PENR- Office Building, Tiniwisan, Bu-tuan City. All women personnel wore

Environment Month Celebration

Every June 5 more than 100 countries of the world celebrate World Environ-

ment Day, in our country this yearly celebration was established by virtue of Proclama-

tion Number 237 signed by Pres. Corazon C. Aquino in 1988 of which the DENR has

been mandated to lead this celebration.

PENRO, Agusan del Norte spearheaded by PENR Officer Paterno B. Olivera with

the full support of all personnel made a month long schedule of activities for the Envi-

ronment Month Celebration.

June 2, 2014 an Environmental Eucharistic Mass officiated by Msgr. Voltaire A.

Roño, it was conducted every first Monday of the month. It is important to bring out

more plainly the ecclesial nature of the celebration and always retains its efficiency

and dignity. Anent thereto, to enhance the spiritual aspects of the DENR personnel to

have fear in God and serve with honesty and proficiently the people of Agusan del

PROGRAM PROPER

June is considered a special to all people

who care for the preservation and protection of

the environment and natural resources. World En-

vironment Day Celebration is anchored on the

theme “ Small Islands and Climate Change: Raise

your Voice, not the Sea Level. DENR has lined up

various activities for this celebration to stimulate

awareness to the people of the environment spe-

cially that we are now facing tremendous calamities and threat from global

warming and climate change.

Environment Month Celebration was attended by DENR personnel in

various offices within Caraga Region, Private entities and other group. PEN-

RO’s/ CENRO’s Officers are given a chance to talk and gave message re-

garding the activity.

RD Nonito Tamayo also gave an inspirational and challenge message

to all participants. To qoute” It is good for us that the President and DENR

through the leadership of Sec. Ramon J.P. Paje have timely implemented the

Ntional Greening Program (NGP) on Februar 2011 as a strategy to cushion the

impact of climate change throughout the country. The call is to raise our

voice in solidarity with one another, particularly with the people of small is-

lands. Whether it is to organize cleanup campaigns, tree planting, plastic

bans, art exhibits, recycling drives, social media campaigns and others” Un

Culmination Program of BS Forestry Practitioners of CSU

PENRO Agusan del Norte holds 16 BS Forestry

Practitioners from Caraga State University. After fulfilling

their 240 hours of on- the job training in different forestry

works either in office or at field teaching and sharing

them knowledge in forestry in actual experiences ac-

quired by the speakers in different sectors in Forestry. On

June 6, 2014 a culmination program was conducted at

Lantawan Eco-Park, Kitcharao, Agusan del Norte, short

program was conducted.

of Challenge as well as word of encouragement to the

practitioners as they are the next breed of foresters for the next generation.

WORLD WETLANDS DAY.

Wetlands are the areas that are permanently or seasonally saturated by wa-

ter, enough to support vegetation that can adapt the

saturated soil conditions. The science of wetlands is

known as paludology. February 2 of every year is cel-

ebrated in the Philippines and the rest of the world as

Wetlands Day to highlight the importance of wetlands

to man. The Basic function of wetlands is to conserve

and provide water, constituting economic, scientific,

cultural and recreational value for the community.

They play a vital role in the climate change adapta-

tion and mitigation.

In line with the World Wetland Day Celebration with the theme “Wetlands

and Agriculture: Partners for Growth”. Last February 8, 2014 a Tree Planting

and Coastal Clean-up activity was conducted at So. San. Roque, Brgy, Punta, Nasipit,

Agusan del Norte with the coordination and participation with LGU of Nasipit headed

by Hon. Mayor Enrico Corvera, MENRO and MAO personnel of Nasipit, the BLGU of

Punta represented by its Kagawad, the FARMC of So. San Roque represented by

Punta Fisherfolks Seaside and Dwellers

Association Inc., the PNP Maritime repre-

sented by SPO4 Dindo A. Alota and the

Butuan City Tennis Club represented by

Dr. Tan and PENRO Rosendo A. Asunto. A

total of 1000 seedlings of mangrove spe-

cies were planted covering two (2) hec-

tares it was then participated by 68 par-

ticipants coming from above groups/

agencies. The participants also were

scheduled to sit down for the preparation

of the MOA for the protection and maintenance of mangrove area located at Punta,

Nasipit, Agusan del Norte.

EARTH DAY CELEBRATION OF PENRO AGUSAN DEL NORTE.

In consonance with the Presidential No. 1481 amending Presidential Procla-mations Nos. 553 and 1776 declaring Earth Day, April 22 as the Philippines Earth Day and a permanent National Environmental Holiday in the Philippines.

On April 22, 2014 DENR- PENRO-Agusan del Norte through PENRO Special Or-

der 2014-04-24 Series of 2014 together with the CSU- Forestry field practitioners cel-ebrated the Earth Day Celebration with the theme: “Earth Day Everyday, Everywhere

for Everyone”. A tree planting activity was conducted at exactly 6:00 in the morning along CARBDP road traversing Brgy. Tagabaca, Butuan City, a total of 50 Narra seed-lings were planted in the said area.

Earth Day Celebration and Tree planting Activity @ Lantawan Eco-Park

& Brgy. Bangayan, Kitcharao, Agusan del Norte on April 22, 2014

In celebrating Earth Day for this year, CENRO Tubay headed by OIC, CENR Of-

ficer Vince A. Estopito planned to conduct a massive tree planting activity at NGP

sites of Kitcharao, Agusan del Norte. Two teams were created for the two areas to

be planted, at Lantawan Eco-park (2013 NGP site) and at Brgy. Bangayan (2011

roadside NGP site).

On September 19, 2014 at Barangay Caloc-an, Magallanes, Agusan del

Norte, this office has conducted a Coastal Clean-up on. This is in line with the 29th International Coastal Clean-up Celebration 2014 with the theme “Bayanihan para sa Malinis na Karagatan”. This activity is held every third Saturday of September an-nually; people around the world gather on beaches, coasts, rivers, waterways and underwater dive sites to remove trash and record information on the debris collected.

As early as 6:00 to 11:00 o’clock in the morning, the PENRO Agusan del Norte

Personnel headed by OIC, PENR Officer Paterno B. Olivera together with the CEN-RO Tubay personnel headed by OIC, CENR Officer Vince A. Estopito, and participat-ed by JAKA company personnel headed by John Mark B. Pulluan, Agata Mining Ven-tures Incorporated (AMVI) personnel headed by Jesalyn A. Guingguing and Baran-gay Officials of Barangay Caloc-an, Magallanes, Agusan del Norte, conducted coastal clean-up within the 500 meters area along the shoreline.

The participants segregated biodegradable and non-biodegradable materials

and filled up data card to record the collected garbage materials. A total of 15 sacks of garbage were collected within approximated weight of 500 kilos in a stretch of 1.5 kilometers. Waste materials gathered were composed of twigs, dried leaves, coconut shells, drift woods, water lilies, and seaweeds were disposed into the dig-in pit near the beach and slippers, shoes, empty bottles, plastic cellophanes and other non-biodegradable materials were placed in sacks to be collected by the garbage collec-tor.

After the coastal clean-up the participants then participated the one (1) hour

Hataw (aerobics exercise) that was followed by lunch at the same venue in connec-tion with the Civil Service Month Celebration.

Building was successfully conducted. August of 2014 marks the second year of PEN-

A program proper for the State of Provincial Environmental Report of PENRO (SOPER) and Recognition of Partner Agencies involved in E.O 23 & E.O 26 was con-

ducted at conference room of the newly completed building.

Rev. Fr. Carlito L. Clase, Chairman Provincial MFPC, Atty. Josefe Sorrera Ty, SP

Member Joseph Tomaneng, PO Chairmen Camilo Fabe and Henry Fudalan are the special guest of the activity, as they are the awardees of E.O 26 & 23 and other part-ners of implementation.

CENRO Vince A. Estopito gave his opening remarks, he said that fully PENRO

Building was totally realized with the whole support and cooperation of PENRO per-sonnel and persistently spearheaded by PENRO Paterno B. Olivera.

After his successful SOPER presentation, awarding of Plaques of Commenda-

tion followed handed over by RTD Ronilo L. Salac assisted by PENRO Olivera CENROs

As the highlight of the inauguration of the newly completed PENRO building, sports competition such as badminton, volleyball, basketball and table tennis were

played between 3 offices of DENR within the AOR of Agusan del Norte composed of PENR Office, CENRO Nasipit and Tubay. This is part of the DENR management to en-

courage wellness at Work Program through Sports Competition.

On August 12, 2014 an opening program for sports competition was conduct-ed with the theme: “Bond DENR Officials and Employees into a Common team thru Sports”.
