A MESSAGE FRoM THE Co-CHAIRSThe Pennsylvania State Transportation Innovation Council (STIC) has made tremendous progress to support thedeployment of innovations that make Pennsylvania’s transportation system safer and more sustainable. In 2016, thePennsylvania STIC introduced four new innovations and supported the deployment of 72 ongoing initiatives. Theseinnovative tools and techniques are proven to help reduce congestion, accelerate construction, enhance sustainability andultimately save lives. 2016 represented a year of significant growth for the STIC, and we are proud to present theAccomplishments Summary featuring highlights from the past year.

The STIC recognizes that education is the key to success. The STIC has developed a robust outreach and educationalprogram with the goals to provide training to all PennDOT districts, engage industry partners such as transportationengineers and contractors, host workshops in partnership with the Pennsylvania Turnpike Commission, and increaseawareness and engagement of local governments. 2016 marked an important milestone in this effort. As of December2016, the STIC has trained almost 2,000 transportation professionals; partnered with every PennDOT district, industryorganizations and the Pennsylvania Turnpike Commission to host custom Innovation Day workshops; and launched a localgovernment outreach program.

The Pennsylvania STIC’s efforts have not gone unnoticed. This year, Pennsylvania was selected by the United StatesDepartment of Transportation (U.S. DOT) and Federal Highway Administration (FHWA) as a model for the nation. In August2016, Pennsylvania hosted a national forum, the Every Day Counts (EDC) Showcase and STIC Roundtable, which was co-chaired by U.S. DOT Deputy Secretary Victor Mendez and FHWA Administrator Greg Nadeau among other industry leaders.The forum provided an opportunity for STIC members to discuss the strategies that have been successful in Pennsylvaniaand share lessons with other states.

As we look ahead to 2017, the STIC will be focusing on the deployment of innovations and exploring how PennDOT caninstitutionalize tools, policies and procedures into standard business practices. In addition, the STIC will build on its effortsto engage local governments by hosting regional workshops and safety demonstration events focused on tools thatcommunities can use to enhance transportation safety and environmental sustainability.

The Pennsylvania STIC is comprised of a multi-stakeholderleadership team co-chaired by the Secretary of Transportationand the FHWA Pennsylvania Division Administrator. The STICbrings together a diverse team of transportation stakeholdersto forge an environment of innovation, imagination andingenuity to pursue specific initiatives and their rapidimplementation to deliver a modern, high-qualitytransportation system to the citizens of Pennsylvania. The STICsupports the deployment of FHWA Every Day Counts (EDC)initiatives, and identifies new strategies and innovations toenhance safety, efficiency and sustainability.

Technical Advisory Groups Evolve to Meet NeedsMuch of the STIC’s success is due to thehard work of the Technical Advisory Groups(TAGs), which are comprised of industryexperts who assist the STIC in evaluating,promoting and deploying innovations. TheTAGs are responsible for developing whitepapers for each initiative and presentingthose ideas to the STIC members forapproval. White papers define the purposeand anticipated benefits of the initiatives. The STIC has 11 TAGs led by a chair or co-chairs, and facilitators from FHWA andPennDOT. The TAGs maintain an agilemanagement structure and are constantlyevolving to respond to changing needs andopportunities in the transportationindustry. For example, in 2016, theIntelligent Transportation Systems (ITS) TAGrebranded to Traffic Operations to betterrepresent all aspects of traffic systems and operations.

Since its inception in 2011, PennDOT has provided staff supportto manage STIC operations. In 2016, management of the STICtransitioned from the Bureau of Planning and Research to theBureau of Innovations (BOI) under PennDOT’s AdministrationDeputate. BOI, under the leadership of Deputy Secretary forAdministration Suzanne Itzko, is committed to guiding and

supporting performance improvements that align with PennDOT'svision, mission and values. As part of this ongoing commitment toidentify efficiencies and help PennDOT work smarter, the STICwas a natural fit in BOI. This decision allows for participation ofPennDOT staff across all deputates and aligns the STIC’s missionwith PennDOT's overall strategic vision to advance innovation.

The TAGs evaluate, pilot and deploy innovations that improve performance and durability. One such innovation, as depicted in the photo above, is the Elastomeric Spray Type MembraneWaterproofing of Structures, which has been proven to provide a superior seal, and can beused in various bridge construction applications and rehabilitation programs.

Putting Innovation into PracticeStrategies to Increase Safety and Congestion Reduction

PennDOT is working to deploy STIC innovations that improve safety on roadways, reduce traffic congestion, accelerate construction,improve project delivery and enhance sustainability. Here are updates on a few initiatives that support these goals.

As Pennsylvania strives to enhance roadway safety for all users,PennDOT is turning to Road Diets to “right-size” travel lanes andbetter accommodate motorists, bicyclists and pedestrians. Thisinnovation is proven to increase roadway efficiency as well assafety. For example, the City of Harrisburg, located in DauphinCounty, deployed a Road Diet on Front Street, a main north-southartery through the city. The project included reducing travel lanes

from three to two, and adding crosswalks, a bike lane and otherenhancements. The project improvements resulted in improvedbicyclist and pedestrian accommodations, reduced averagevehicle speeds from 40 to 35 mph, and enhanced safety anddriver comfort without compromising traffic flow. Across thestate, PennDOT has constructed eight Road Diets, with oneproject in construction and five more in design.

High Friction Surface Treatment

Road Diets

In 2015, more than 1,200 people lost their liveswhile traveling on Pennsylvania roadways.Although roadway fatalities are decreasing, onelife lost is too many. Through the STIC, PennDOTis deploying High Friction Surface Treatment(HFST), which is proven to reduce roadwaydeparture crashes and fatalities. In fact,PennDOT evaluated the cost-benefit ratio of thisproduct and determined that HFST saves roughlyone life each year for every 15 locations whereHFST has been installed.

As of December 2016, PennDOT has appliedHFST at 177 locations statewide with 72 moreprojects planned. HFST is typically applied oncurves, but PennDOT is also applying theproduct on bridge decks to increase roadwayfriction and reduce ice accumulation byenhancing the effectiveness of salt brine. HFST iscomprised of durable aggregate and a polymerbinder, which increases pavement friction andhelps motorists maintain control. This productcan be applied to asphalt and concrete.PennDOT is currently evaluating binder productsand anticipates updates to Bulletin 15 in 2017.

One of the most effective ways to reducecongestion, and improve safety and air quality,is to improve traffic signal timing and reliability.PennDOT has installed Adaptive Signal ControlTechnology (ASCT) at over 200 signals statewidewith another 250 signal upgrades planned.

One project included ASCT upgrades along acongested commercial section of U.S. Route 22from Murrysville, Westmoreland Countythrough Monroeville, Allegheny County. Thisroadway is an important travel corridor for localresidents and commuters into Pittsburgh. Priorto the installation of adaptive signals, localgovernments received frequent complaints

about the long traffic delays on Route 22. Toaddress the problem, local governmentspartnered with PennDOT Districts 11 and 12 toinstall adaptive signals at 18 intersections,which improved traffic safety and reduced traveltime on the eight and a half mile corridor by 10to 15 minutes.

PennDOT is leading efforts statewide to supportenhancements through the Green Light-GoProgram. Through the initiative, PennDOTprovides grant funding to support traffic signalupgrades; and, for select roadways across theCommonwealth, the Department has assumedtraffic signal operations and maintenance.

Traffic Incident Management(TIM) training provides life-saving tools to first respondersto facilitate the safe and quickclearance of vehicles atincident scenes. This efforthelps protect drivers andemergency responders,minimize the backlog effect ontraffic congestion and restoretraffic flow. In 2016, PennDOTpartnered with thePennsylvania State Associationof Township Supervisors(PSATS) to host six TIM trainingworkshops. To date, there have

been a total of 37 workshopsconducted and over 8,300 firstresponders trained. In addition,PennDOT and the FHWAPennsylvania Division Officeheld a TIM Summit on Nov. 16,2016, where more than 100emergency responseprofessionals met to discussthe development of astatewide TIM program. Thissummit focused on developingan organizational approach andbusiness process to integrateTIM strategies into operations.

PennDOT uses numerous Accelerated Bridge Construction(ABC) techniques to build bridges faster and stronger, reducingonsite construction time and improving safety withoutsacrificing quality. The benefits of ABC include reducing the costto the Department for construction, while at the same timelessening the impact to the traveling public by limiting traveldelays and detours.

Four effective methods of ABC techniques are GeosyntheticReinforced Soil-Integrated Bridge Systems (GRS-IBS), QuickConstruction Box Culverts, Prefabricated Bridge Elements andSystems (PBES), and Ultra-High Performance Concrete (UHPC)Connections. PennDOT has institutionalized many of thesetechniques and considers them standard practice. For example,

PennDOT has constructed 15 bridges utilizing PrefabricatedBridge Elements and Systems, with 19 more structures indesign. To date, PennDOT has built 17 GRS-IBS, with three more planned.

One area where Pennsylvania is leading the nation is in thedeployment of Ultra-High Performance Concrete (UHPC)Connections. UHPC is a steel fiber-reinforced, cementitious-based material that provides exceptionally high mechanical anddurability-related properties to improve strength and simplifyconnection details. This product is often utilized in conjunctionwith ABC technologies to build bridges stronger and faster. Todate, PennDOT has utilized UHPC connections on eight projectswith 13 more planned.

Through the STIC, PennDOT is working with industry partnersto identify opportunities to enhance efficiency and streamlineproject delivery. One area that was mutually identified forimprovement is the development of traffic control plans. Theseplans are typically developed as part of the project designprocess, but sometimes require significant changes as thecontractor prepares for construction. In an effort to enhancecommunication and reduce duplicative efforts, the STICintroduced the Design-Build Traffic Control Plan (DBTCP)initiative. PennDOT is piloting this initiative in District 12 onInterstate 70 in South Huntingdon Township, WestmorelandCounty. The DBTCP allows the contractor and designer to worktogether to develop the final plan, which can result in moreflexibility in selecting materials, construction methods andresources. This innovative approach allows the constructionteam to work collaboratively to explore efficiencies andrespond to schedule changes.

Design-Build Traffic Control

e-Construction PennDOT is leading the nation indeveloping e-Constructionapplications, which improve projectdelivery and performance. TheDepartment is currently utilizingthree new applications: PennDOTProject Collaboration Center (PPCC),Construction Documentation System, Version 3 (CDSv3) andmobile computing.

The PPCC is an online MicrosoftSharePoint-based system that allowsthe project contractor to sharesubmissions through an automatedreview and approval process. Thissystem provides a secure environmentfor sharing construction files,improves consistency across reports,and enhances workflow and performance.

The CDSv3 system is used for fielddocumentation and paymentestimates, and provides immediateuploads into PennDOT’s web-basedEngineering and ConstructionManagement System (ECMS).

PennDOT is currently using twomobile computing applications; thefirst allows field inspectors to accessand download all documents andcontracts to their devices, includingspecifications, drawings and

submittals. The second applicationallows the field inspector to completetheir daily diary including paymentson a mobile device and thensynchronize that data to the ECMSCDSv3 system.

PennDOT has found e-Construction tobe a more secure and successful wayto store and distribute information.As an example, through PennDOT’sHighway Construction Mobile Appproject, approximately 1,600construction inspectors now useiPads with the mobile app installed tosubmit reports and access keydocuments, such as engineeringdrawings, contracts and designrequirements.

This enables the real-time data entryof construction results and eliminatesthe need for the inspectors to travelback to the office to input data, andbrings a higher level of automation toconstruction activities. Inspectors arespending one and a half fewer hourseach day on administrative tasks,enabling them to spend more timeengaged in valuable inspection andquality assurance duties. As a result,PennDOT has already realizedapproximately $22 million in savingssince the app was deployed.

PennDOT is committed to using Warm Mix Asphalt because ofits environmental and pavement-quality benefits. By usinglower temperatures than traditional asphalt, Warm Mix Asphaltreduces fuel consumption and lessens emissions, whichenhances worker safety and reduces pollution. In 2017,PennDOT plans to include Warm Mix Asphalt on 100 percent ofnew paving projects, and many PennDOT districts havecommitted to using 100 percent Warm Mix Asphalt forDepartment-force work. In addition, PennDOT is working with

local governments to provide training and funding toencourage the use of Warm Mix Asphalt on local roads. Forexample, Warm Mix Asphalt is now eligible for Municipal LiquidFuels Funds, an important funding source for localtransportation projects. Information about the Municipal LiquidFuel Funds can be found on the LTAP webpage under the“Doing Business” section of PennDOT’s website,www.penndot.gov.

Innovations in Stormwater Management

PennDOT is working with local governments to achieve sharedgoals for managing stormwater and meeting regulatoryrequirements. Over the next year, the Department plans to pilotdemonstration projects, develop an Asset ManagementFramework for PennDOT stormwater control measures, anddeploy IT solutions such as mobile apps to increase inspectionefficiency. Through the STIC, PennDOT has partnered with local

governments and landowners to install bioswales instead oftraditional facilities (concrete curbing, inlets and drainage pipes)on a pilot project in Carlisle, Cumberland County. The pilot isbeing evaluated to determine if this model can be applied toother projects. Moving forward, PennDOT will continuepartnering with local governments to use innovation tosuccessfully manage stormwater across the Commonwealth.

Pervious pavement is a best-management practice used to reducestormwater runoff. Through the STIC,PennDOT has updated Publications 23,242, 408 and 584, paving the way forthis application to be used statewide.This pavement technique (asphalt orconcrete) allows water to pass throughthe surface and temporarily settle in astone reservoir before infiltrating intothe ground or being releaseddownstream. It is approved for use in

parking lots, sidewalks and trails, but isnot appropriate for roads with hightraffic volumes, heavy hauling and highrates of speed. While PennDOT isexploring options to use perviouspavement on projects, other stateagencies like the Department ofConservation and Natural Resources(DCNR) have constructed severalprojects in various state and local parkssuch as a Benjamin Rush State Parkparking lot in Philadelphia County.

Rapid Growth in Innovation Deployment

Across the Commonwealth,PennDOT is working todeploy a number ofinnovations. Since 2012,there has been steadygrowth in the use ofAdaptive Signals ControlTechnology (ASCT),Accelerated BridgeConstruction (ABC), and HighFriction Surface Treatment(HFST). On every project,PennDOT evaluates the bestproducts and technology tosolve the transportationneed. STIC techniquesprovide PennDOT with thetools to solve complextransportation issues.

The Department of Conservation and Natural Resources (DCNR) has constructed several pervious pavement parking lots to enhance stormwater

management in various state and local parks.

Pervious pavement allows water to pass through thesurface and temporarily settle in a stone reservoir before infiltrating into the ground.

Over the past year, PennDOT has taken significant steps toadvance partnerships and collaborate with local governments.The Salt and Snow Management Course is a prime example ofthis effort. The program was funded in partnership byPennDOT’s Local Technical Assistance Program (LTAP) andFHWA STIC Incentive Funding. Through the program, 29 on-site classes were held in 25 counties across the state,providing training to more than 600 participants.

At the training, attendees learned new methods to improvelocal winter maintenance operations and deliver on theirresponsibilities to provide safe, passable roadways duringwinter events as efficiently as possible. Municipal staff alsolearned about the benefits of purchasing salt through thePennsylvania Department of General Services (DGS)cooperative purchasing program (COSTARS) and how tomanage winter services when salt supplies run low. Thetraining increased awareness, promoted operationalefficiencies and equipped municipalities to better meetPennsylvania’s Municipal Separate Storm Sewer Systems(MS4) requirements.

In addition to providing hands-on training, the LTAP teamdeveloped a webinar and workbook to extend the impact ofthe training course by making the information widelyaccessible to interested municipalities on the PennDOTwebsite. Salt and SnowManagement Course

Through the program, 29 on-site classes were held in 25 countiesacross the state, providing training to more than 600 participants.

The Salt and Snow Management Course provided local governments with new methods to improve local winter maintenance operations.

PennDoT District 2 Spotlight

PennDOT District Executive Karen Michael, P.E., has established aculture of innovation in District 2, where she challenges her staffto find creative ways to integrate innovation into daily work.PennDOT District 2 recognizes that innovation is a keycomponent of improving safety and increasing efficiency andquality. One District 2 employee that is known for looking outsideof the box is Assistant District Executive for Construction BenLaParne, P.E. Mr. LaParne has been a long-time supporter of theSTIC and currently serves as the chair of the Construction TAG.We interviewed Ms. Michael and Mr. LaParne and asked them toshare their strategies for success.

How do you promote innovation?

KM: I encourage employees to start small, keep your focus on improving a certain aspect or piece of a project,and testing the innovation until it is ready to grow. Another piece of advice when dealing with new ideas is tofind a passionate champion who is willing to carry out the idea to completion. We are lucky here in District 2 tohave a lot of passionate staff willing to put the time in to develop and test these new innovations.

What would you tell other transportation agencies considering a new innovation?

BL: I think you need to perform a risk analysis and examine the odds of failure. Determine the overall costimplications of possible failure, and then try to minimize those risks. That’s what engineers are all about:looking at cost-effective ways of doing our business better. We find solutions to build projects faster andidentify products that are more durable, last longer and improve overall customer service.

How do you create a culture of innovation?BL: First, it begins with your management style. We have an opendoor policy. You have to empower your employees to makedecisions and work with them on creative solutions. You look atwhat other states are doing and then give employees theflexibility and freedom to do the research, develop the solutionand then support the initiative. This is what the STIC does bygiving us the ability to try new ideas and to accelerate thedelivery of new initiatives.

KM: I believe one of the most important factors of maintaining aculture of innovation is our management’s willingness to embrace new ideas. This is something we are proud toaccomplish in District 2; to continue to help move innovation forward.

The District 2 Innovation Day showcased innovations through poster sessions.

On Nov. 15, the Pennsylvania STIC achieved a majormilestone to complete the goal of delivering STIC trainingto all PennDOT districts, the Pennsylvania TurnpikeCommission and the transportation industry. TheInnovation Day Workshop in PennDOT District 2 markedthis accomplishment by highlighting the power of the STICand the importance of building a culture of innovation.The District 2 Innovation Day presentations and posterexhibits provided excellent examples of how ideas canbegin at a grassroots level and can be championed tobecome institutionalized across the Commonwealththrough the support of the STIC.

Every Day Counts Showcaseand STIC Roundtable

This year, FHWA selected Pennsylvania to host the Every DayCounts (EDC) Showcase and STIC Roundtable, which highlightedthe Commonwealth as a nationally recognized model ofsuccessful implementation of the STIC initiative. The Augustevent featured U.S. DOT Deputy Secretary Victor Mendez, FHWAAdministrator Greg Nadeau, FHWA Pennsylvania DivisionAdministrator Renee Sigel, PennDOT Secretary Leslie Richardsand members of the Pennsylvania STIC. Top STIC innovationswere showcased through displays and hands-on demonstrations

staffed by technical experts and STIC members. U.S. DOTSecretary Anthony Foxx spoke via video message to congratulatethe Pennsylvania STIC on their successful implementation ofinnovations, specifically highlighting the rapid deployment ofWarm Mix Asphalt in Pennsylvania. “We want to multiply yourwork, your success and your impact all across the country,” saidSecretary Foxx. Through the FHWA EDC program, interviews andfootage from the event will be shared with STICs nationwide topromote the strategies that have been effective in Pennsylvania.

On Sept. 28, 2016, PennDOT,FHWA and the Safety TAG hostedthe second Safety Symposium inHarrisburg, Dauphin County.Several distinguished leadersattended the Safety Symposium,including Pennsylvania legislatorsand national safety experts, whodiscussed pressing transportationsafety issues and emphasized theoverall goal of zero deaths formotorists in the Commonwealth.

There were four concurrenttracks featuring: legislativepriorities, driver behavior, newtechnology and advances inengineering. Additionally,PennDOT held an interactivepresentation on the StrategicHighway Safety Plan, which gaveattendees an opportunity toprovide input.

A key component of the eventwas to promote awareness aboutautonomous and connectedvehicles. The event featured akeynote presentation byPennDOT Secretary LeslieRichards, PennDOT DeputySecretary Kurt Myers, and StanCaldwell, executive director ofCarnegie Mellon University'sTraffic 21 Initiative, on thepotential safety and efficiencybenefits of this emergingtechnology. A highlight of theevent was a unique opportunityfor Pennsylvania legislators totake a test ride around theCapitol Complex in anautonomous vehicle, which was provided by CarnegieMellon University.

Eastern Regional Innovation Day

Effective communication and a robust educational outreach program are essential to expand awareness and institutionalizeinnovations. In 2016, the STIC hosted three Innovation Day workshops, launched a local government outreach initiative, presented onindustry webinars and events, and exhibited at conferences across the state.

2016 outreach Highlights: Putting the Tools into the Hands of Practitioners

This year, the STIC brought the successful regional workshopmodel, developed last year with western Pennsylvania Districts10, 11 and 12, to eastern Pennsylvania. Using the sameconference-style format, the Eastern Regional Innovation Daybrought together PennDOT Districts 5, 6 and 8 for a regionalworkshop on innovation. More than 220 attendees participated inthe June 7 training at Penn State University’s Berks Campus in

Reading, Berks County. The workshop featured a keynotepresentation by Pennsylvania Turnpike CEO Mark Compton as wellas six concurrent sessions on STIC innovations. Each districtpresented projects that highlighted STIC innovations deployed intheir regions. The workshop provided an opportunity forinteractive learning and peer sharing across districts.

The STIC recognizes thatcollaboration is the mosteffective tool to promoteinnovation. Professionalorganizations, such as theAmerican Council of EngineeringCompanies of Pennsylvania(ACEC/PA) and the AmericanSociety of Highway Engineers(ASHE), participate in the STIC tobring an industry perspectiveand to promote awarenessamong consulting engineers andcontractors. As part of thiseffort, the STIC partnered withACEC/PA and ASHE to host theDesign Consultant InnovationDay on Aug. 30 at the LancasterMarriott at Penn Square,

Lancaster County. Approximately150 attendees participated inthe training that broughttogether professionals fromconsulting firms acrossPennsylvania. Presentationswere given by FHWAPennsylvania DivisionAdministrator Renee Sigel andPennDOT Deputy Secretary forPlanning James D. Ritzman, P.E.,on the importance of innovationin the transportation industry.Rod Schebesch, vice president ofStantec, delivered the keynotepresentation on connectedvehicles and the key role theconsulting industry will play inmoving this innovation forward.

Local Government outreach Initiative

Local governments in Pennsylvania maintain more than78,000 miles of roadways and 6,400 structures. The STICrecognizes that a key to success is promoting deploymentof innovations across all levels of government. To supportthis effort, the STIC launched a program to enhancerelationships with local government stakeholders andincrease the acceptance and implementation of STICinnovations on the local level. The STIC worked closely withPennDOT’s Municipal Services to develop an in-depthoutreach plan, which included exhibits at conferences,collaboration with PennDOT’s Municipal AdvisoryCommittee and a training survey.

The effort culminated in a pilot Innovation Day Workshop forlocal government officials and staff on Nov. 2 at CaliforniaUniversity of Pennsylvania, Washington County. Sessiontopics for the pilot workshop included: funding andpartnerships, winter maintenance, innovative stormwatermanagement techniques, and case studies on localroundabouts and smart signals.

FHWA Pennsylvania Division Administrator Renee Sigel andPennDOT Deputy Secretary for Planning James D. Ritzman,P.E., provided keynote presentations on the importance ofutilizing innovations. Representatives from localmunicipalities spoke about the successful deployment ofSTIC innovations, including the installation of adaptivesignals in the Municipality of Murrysville, WestmorelandCounty and a dual roundabout in North Strabane Township,Washington County.

Moving forward, the STIC plans to build upon thisfoundation and host local government safety seminars.These events will provide an opportunity for localgovernment representatives to learn about innovations thatcan help enhance safety on roadways, prevent crashes andsave lives in communities across Pennsylvania.

The STIC hosted the Local Government Innovation Pilot workshop to increase the awareness and implementation of innovations at the local level.

STIC e-News: Innovation in Motion

In 2016, the STIC introduced Innovation in Motion, a newelectronic newsletter to share highlights from quarterly STICBusiness Meetings. The newsletter delivers updates on STICinitiatives, links to approved specifications and publications forSTIC products, and recent outreach events. STIC members, TAGmembers and PennDOT employees receive the e-newsletterafter each business meeting. Looking Ahead to 2017

The STIC has become a national model for how to leadthrough innovation. Pennsylvania’s secret to success iscollaboration; the process of bringing together differentperspectives to fully evaluate new ideas, discuss complextransportation problems and jointly identify solutions. As welook forward, the STIC plans to build on this tradition andpromote new partnerships to deploy innovative productsacross the state. In 2017, the STIC will focus outreach effortson engaging local governments and plans to host two localgovernment safety seminars. The seminars will provide localofficials and transportation stakeholders the tools they needto enhance safety in their communities.

In addition to promoting education and awareness, the STIC isfocusing efforts on innovation deployment. The TAGs andPennDOT champions are currently working to deploy almost80 initiatives. In many cases, this effort includes evaluatingpilot projects and developing new policy or specifications.Over the next year, the STIC has set the goal to fullyimplement at least five initiatives. In addition, PennDOT has

elected to support the deployment of several new EDCinnovations introduced by FHWA in October 2016. Theseinclude the following:

• e-Construction and Partnering: A Vision for the Future • Automated Traffic Signal Performance Measures • Data-Driven Safety Analysis • Using Data to Improve Traffic Incident Management • Pavement Preservation • Collaborative Hydraulics: Advancing to the Next Generation of Engineering (CHANGE)

The STIC’s success is due in large part to the commitment ofTAG members and PennDOT champions who dedicate theirtime and talents to deploying products and tools. The STIC willcontinue to support these efforts to encourage transportationstakeholders to find creative solutions and invest in newinitiatives that make Pennsylvania roadways safer, smarter andmore sustainable.
