At the request of the State Board, AAPE will

provide status updates on the following areas:

• Transition to the SAT for 11th grade

accountability

• Delaware School Success Framework

• Office of School Supports and Opportunities

It is the intention of the Department to

actively pursue using the SAT as the 11th

grade accountability assessment. As a

result, we are working on:

– Assessment

– Accommodations

– Accountability

– Partnerships

– Communications

• We have discussed the change with USDOE

• We are working with other states to

consolidate efforts and increase efficiency

• We will continue to work through all of the

deliverables required to make such a change

Delaware School Success Framework

(DSSF)

• The beta version of the DSSF is now

available: http://dssf.doe.k12.de.us

• Reminder: This year’s framework (based

on last year’s data) is under an

accountability pause

• The Department will continue to solicit

feedback for edits to the framework

• The current DSSF is already in-line with the majority of emerging guidance of the Every Student Succeeds Act (ESSA)

• Over the next 18 months, the state is able to explore any modifications it may want to make

• Ongoing conversations around elements such as Social-Emotional Learning, chronic absenteeism, and parent/family engagement are all areas that the state may want to explore, especially in how it relates to school performance levels

Every Student Succeeds Act (ESSA)

Brief Overview:

• Delaware received a waiver for ESEA that will last until August 1, 2016

• Delaware will need to explore any adjustments to its work in response to ESSA, with all changes due by July 1, 2017

• Delaware Office of Assessment received special recognition from the USDOE for starting a statewide Assessment Inventory. Our process and practices will be used as one of the models for other states, as one of the major recommendations listed in ESSA

Priority and Focus School Updates

Focus Schools

• Focus Plus Schools will begin implementation in January, along with some early implementer Focus Schools

• The Department has provided over 7 intensive support sessions to help schools write plans

• Due to specific requests last year for more support, the Department contracted with Mass Insight to help provide additional capacity for schools to develop templates, draft and provide support sessions for writing plans, provide model lessons as requested, etc.

Delaware also has 10 newly named Focus schools. These schools are using 2015-2016 as a planning

year to conduct a deep needs analysis and to create a school improvement plan based on identified

needs. These schools are:

• Brandywine: Carrcroft Elementary, Claymont Elementary, P.S. duPont Middle School

• Red Clay: Richardson Park Elementary

• Christina: Christiana High School, Newark High School

• Colonial: George Read Middle School

• Capitol: East Dover Elementary

• Woodbridge: Woodbridge Middle School

• Seaford: Blades Elementary

Of these 10 schools, 3 have requested to forgo the full planning year and implement a school

improvement plan in January 2016. These Schools are:

• George Read Middle School

• East Dover Elementary

• Blades Elementary

To date all 14 Focus schools have received the

following:

• Information Sessions to discuss planning

requirements

• School needs analysis conducted in all 14 schools

and written feedback provided to schools

• School data profiles developed

• Facilitated Planning Sessions with school leaders,

district leaders, and school planning teams (Root

cause analysis, theory of action and action plans

developed during session.)

• Presentation session for school principal to

present identified root causes, theory of action

and action steps for questions and feedback

before plan submission

• 15 days of additional onsite technical assistance

for Focus/Focus Plus Schools for plan

development

• Planning guide and template

• 90 day action planning template

• Needs Analysis report

• School data profiles

• Root cause analysis and theory of action toolkits

• Presentation template for Principal Presentation

Priority and Focus School Updates

Focus Plus Schools are Focus Schools that did not exit status in 2015 and are required to continue for 3 years with additional support and monitoring. These schools are:

• A. I. duPont Middle School

• Kirk Middle School

• Frederick Douglass Elementary School

• West Seaford Elementary School

These schools are currently finalizing their school improvement plans which will be implemented in January 2016 with financial support from DDOE as well as embedded implementation support from DDOE and our external partners. All four schools have submitted their initial plans for review and have received written feedback on necessary revisions as well as a phone debrief with the review team to ask for clarification on any feedback that may have been unclear. Revisions are expected by COB Monday 12/21/15.

Priority Schools (Active – Christina and Red Clay)

• The Department has conducted multiple monitoring site visits at all Priority Schools– Red Clay Schools have 3 approved plans that currently being

implemented (Warner, Shortlidge, Highlands)

– Christina is in the second planning year, with an abbreviated plan for each school that should be implemented this year (Bancroft, Stubbs, Bayard)

• Complete Priority School plans are due and would be implemented for three years beginning SY2016-17

Priority School (Planning - Laurel)

• We continue to provide a consultant and support for the Priority School in its planning year– 7 days of onsite planning facilitation and support

– Draft plans reviewed and feedback provided

• The school and district have made progress and are considering using Mass Insight for support

The Red Clay Consolidated School District has committed to the

walkthrough and monitoring process and procedures outlined within the

Red Clay Consolidated School District Monitoring Plan 2015 – 2016

School Year. The number of walkthroughs and/or monitoring visits
