PREFACE

Purpose of This Document

This user manual aims to familiarize you with tasks and processes that need to be carried out

during the use of the application. The document contains the description of each screen of

the application and its functionality

Intended Audience

This document intended for users of the NABET, State ITI process owners who are familiar

with the basic tasks and terminology of the application. It will enable you to understand the

details of the tasks/activities to be performed for the use of the online application.

1 Introduction

The purpose of this study is to collect information pertaining to the exisiting resources available

with the ITIs. The study is not going to focus on performance of a particular ITI but it will enable

the State Government to prepare its policy guidelines for providing adequate support and

resources to the ITIs. The objective will be to create World Class Institutes with best

benchmarks and to promote the “Zeal for Excellence” in the state. This will ensure that the

graduates of the ITIs will not only be acceptable in domestic market but also in the

International job markets.

ITIs have to provide required details in the online application. The details of how to use the

application is defined in this manual. This manual contains all the screen shots along with

description of each form in the online application.

The document also mentiones the basic requirment which needs to be in place so to access the

application and enter the data.

Basic Requirement - The ITI should have internet connectivity and a computer which has IE or Google Chrome browser installed for accessing the application. The URL to be accessed http://www.qcin.org/nabet/ and click on the “Accreditation criteria for government and private industrial training institutes”

2 User and Password Creation Browse the above site/URL and on clicking the accreditation criteria for government and private industrial training institutes under notifications, a popup with PDF forms pertianing to the norms along with a link to fill the online application appears and in the same pop up drill down to 13th point to click the link to view the loginpage.

Existing user can fill the online application by entering the their user name and password, In case a new user to enter or access the application for the first time, s/he has an option of creating the user name and password selecting the new user option.

2.1 New user creation

“*”mark indicates mandatory feild.

The user would provide the details against all the fields. In case User is not able to find the requisite district and sub-district in the respective dropdown lists, select the option provided adjacent to district and sub-district dropdowns to enter the requisite district and sub-district/tehsil names and save the record as shown in the above screenshot.

Please make sure to mention correct e-mail address.

After saving the district and sub-district name, User has to select the saved name from the dropdown list.

Select save option to save the entered details and a mail with the user ID and password will auto dispatches to saved email-ID and can access the application with immediate effect by entering the saved username and password.

User would access the application to drill down further and provide the details to fill the complete application. The subsequent screens will appear only on entering the correct Username and Password.

2.3 Forgot Password

User not able to provide correct details as entered during the user name creation, user has an option to click on forgot password. User must click on the forgot password option and pop up appears as shown in the above screenshot

User would provide the User ID and password in the provided field to login the application. The subsequent screens will appear only on entering the correct Username and Password.

User has to select the same question and enter the same answer as saved during the user name creation to access the application. The password is retrieved and displays the same, a mail with user ID and password will be dispatched to the provided Email ID.

2.4 Entry of institute details to create user name and password

User enters the requisite details in the provided fields to get the username. Selects save option to view the user name and system generates username and unique to the particular ITI.

User would enter the generated username and password as saved then select log in option to access the further application.

2.5 Main page with Documents to upload

User logs in into application and view the main page. The main page contains details of the documents to be uploaded for new and existing institute for affiliation. User has to go through the provide information then accordingly has to provide the details to complete application form. Select next option after thorough check of the details to provide.

3. Grant of affiliation for new and existing ITI’s

User would select the option of new and existing industrial training centre based on select the application runs through the requisite pages.

For the new institute, user would select new industrial training institute option to access the requisite forms for new establishment. Whereas for existing institutes user would select existing industrial training institute option to access the forms of existing institute.

Select save option to save the selection as record and further access of the requisite forms.

Click next option to access the general information form page as per selection.

4. For the grant of affiliation for new ITI’s

4.1.1 General Information of the Institute

The new user would enter the details of general information about ITI institute. Few fields data by default would appear in the provided fields from the user creation form. Rest of the fields to be filled as required. Details of Specail status, special location should be filled by eligible insttitutes. Special location details would be filled by the institue of Jummu & kashmir and North east states of India.

Incase of institute having center of excellence status would select “yes” option from dropdown list otherwise “no” option is selected.

Institute is run by trust/ society user would select yes option and would provided other details as requested.

Select save option after entering the requiste details to save the record.

Click next option to access the organisation details form.

4.1.2 Organisation details

The user would provide details of organization to which the ITI institute belongs. If the institute belongs to trust/society as saved under general information, user has to provide the legal document of the trust/society deed. If there are multiple institutes under the organization, please mention the institute name, its address, DGET reference no., trades affiliation with and no. of units under each trade & total students under each trade. User has to provide details by institute name and trade wise.

Enter the details of institute name, address, DGET reference file no., trade names, units and students in the fields then select add option to add the entered details in the grid. To edit the

saved details double click on the required trade name in the grid, all the details would displayed in the above fields and edit saved details.

Select save option after entering the requisite details in the fields to save the record and then click on next option to access the details of court cases filed by the institute page. Select back option to access the general information form.

User would upload the legal documents of trust/society deed by clicking on upload/ show file option and select the document by clicking the choose file option and then uploads the selected file by clicking upload all option. Uploaded file name is displays. Click show option to view the details in the attached file and delete option to delete the saved file.

4.2 Trades for which affiliation sought now

User would enter the requisite new trades sought for affiliation. User would select requisite trade from the trade’s field. User has to enter the first few letters of the trade sought for then the trades starting with that letters would displayed then select the requisite trade.

Select required no. of units shift wise and enter requisite no. in the fields then select the month and year to start the session of the course.

Select save option to save the record in the grid. To edit the saved record double click on required trade from the grid. The details would be displayed in the above fields then edit the details in the required fields.

Select save option to save the edited details. Select delete option to delete the record.

Continue the same process for all the requisite trades and then click on close option to access the technical staff details – as per NCVT norms with actual staff.

Enter the first few letters of the trade and the list of trades starting with these letters would appear and select the required trade

4.3 Manpower - Non-technical and Technical staff

User would enter actual no. of post against the no. of post as per NCVT norms of technical staff. No. of post as per NCVT norms are displayed and user would enter the details of actual staff in the field provided against the designation. In case the actual staff post no. is less then no. of post as per NCVT norms, the field against that particular designation would displayed in colour code to differentiate the inadequacy.

Select save option to save the entered details.

Select next option to access Manpower – technical staff page.

4.3.1 Non-technical and Technical staff details

Use would enter the details of Manpower – technical staff, user select the staff from designation dropdown list as per the NCVT norms. Institutes having designations other than saved in dropdown list as per NCVT norms, user would select others option and enter the designation name and saves it.

Select the designation as required from dropdown list then enter the name of the person and other details as per fields.

To upload the voter ID card, photograph and resume click the respective choose file options to choose the required file and select upload option to upload and save the file. Click view option to view the upload file against respective uploads. Any upload done, the view option would display in colour code.

Select save option to save the entered details as record. To edit the saved record double click on required designation in the grid and the details would displayed in the respective fields and edit the required fields and then click save option to save the edited record. Select delete option to delete the saved record.

Click next option to access Education qualifications details of technical staff page and back option to access technical staff posts as per NCVT norms and actual staff present page.

For other designations apart from NCVT norms would click on other option to enter and save the record.

4.3.2 Education qualification of Non-technical and Technical staff

User would enter the education qualification details of saved technical staff. Select the saved designation from the dropdown list then the name, qualification from respective dropdown lists. Enter the certificate no. and year of passing details against the selected designation, name and qualification.

Clicks choose file option to select the file to upload and then click the upload option to save the file. Select the view option to view the details. View option’s colour code changes once the file is uploading.

Select save option to save the enter details as record in the grid. To edit the saved record double click on the required qualification of the staff then the details would displayed in the respective fields to edit the details. Click the save option to save the edited details of the record. Select delete option to delete the record.

Select next option to access the technical staff experience details and back option to access the technical staff details.

4.3.3 Education qualification of Non-technical and Technical staff

User would enter the details of technical staff. Select the designation, name of the person and higher educational qualification from the dropdown list and then enter the details of certificate no., year of passing, previous organization name, total years of experience, salary, bank name, branch name and account no.

Click save option to save the entered details in the grid. To edit the saved details double click on the required designation in the grid, the saved details displayed in the fields above the grid. Edit the required field details then select save option to save the edited record. Select delete option to delete the saved record.

During the selection of the trade, instructor and higher educational qualification and entering other details, user could view the saved higher education qualification certificate uploaded in the educational qualification page, as it is indicate in colour code at the time of details entry.

Experience less than approved norms of NCVT, it is indicated in colour code.

Click next option to access the Manpower technical staff – instructors’ page and back option to access education qualification of technical staff page.

User can view the attachment made during entry of the education qualification details

4.3.4 Technical staff details – instructor wise

User would enter the details of the technical staff – instructor trade wise. Select the trade name and designation from the respective dropdown lists then enters the name of the person and other details as per the fields.

Clicks choose file option to select the required file to upload and then click on upload option to upload the file. Click view option to view the attached file and View option’s colour code changes once the file is upload.

Select save option to save the enter details as record in the grid. To edit the saved record double click on the required designation then the details would displayed in the respective fields to edit the details. Click the save option to save the edited details of the record. Select delete option to delete the record.

Select next option to access the technical staff – instructor’s education qualifications details page and back option to access the technical staff education qualifications details page.

Click on the required designation to edit the saved details in the fields above the grid.

4.3.5 Educational qualification of technical staff – instructor wise

User would enter the education qualification details of saved technical staff – instructors’ trade wise. Select the saved designation from the dropdown list then the name, qualification from respective dropdown lists. Enter the certificate no. and year of passing details against the selected designation, name and qualification.

Clicks choose file option to select the file to upload and then click the upload option to save the file. Select the view option to view the details. View option’s colour code changes as the file is uploaded.

Select save option to save the enter details as record in the grid. 4.3.7 Experience of technical staff – instructor wise

User would enter the details of technical staff – instructors’ trade wise. Select the trade name, instructor type, name of the person and higher educational qualification from the dropdown list and then enter the details of certificate no., year of passing, previous organization name, total years of experience, salary, bank name, branch name and account no.

Click save option to save the entered details in the grid. To edit the saved details double click on the required designation in the grid, the saved details displayed in the fields above the grid. Edit the required field details then select save option to save the edited record. Select delete option to delete the saved record.

During the selection of the trade, instructor and higher educational qualification and entering other details, user could view the saved higher education qualification certificate uploaded in the educational qualification page, as it is indicate in colour code at the time of details entry.

Experience less than approved norms of NCVT, it is indicated in colour code.

Select next option to access the technical staff experience details and back option to access the technical staff details.

Click on the required trade to edit the saved details in the fields above the grid.

4.3.8 Manpower-Administrative and Supportive staff

User would enter actual no. of post against the no. of post as per NCVT norms of technical staff. No. of post as per NCVT norms are displayed and user would enter the details of actual staff in the field provided against the designation. In case the actual staff post no. is less then no. of post as per NCVT norms, the field against that particular designation would displayed in colour code to differentiate the inadequacy.

Select save option to save the entered details.

Select next option to access Manpower – administrative and supportive staff details page and back option to access technical staff- instructors experience page.

Actual No. of posts less than approved norms of NCVT, it is indicated in colour code.

4.3.9 Administrative and Supportive staff details

User would enter the details of the administrative and supportive staff. Select the staff type and designation from the respective dropdown lists then enters the name of the person and other details as per the fields.

Clicks choose file option to select the required file to upload and then click on upload option to upload the file. Click view option to view the attached file and View option’s colour code changes once the file is upload.

Select save option to save the enter details as record in the grid. To edit the saved record double click on the required designation then the details would displayed in the respective fields to edit the details. Click the save option to save the edited details of the record. Select delete option to delete the record.

Click next option to access Education qualifications details of administrative and supportive staff page and back option to access administrative and supportive staff posts as per NCVT norms and actual staff present page.

User would enter the education qualification details of saved administrative and supportive staff. Select the saved staff type, designation, name of the person, qualification from respective dropdown lists. Enter the certificate no. and year of passing details against the selected designation, name and qualification.

Clicks choose file option to select the file to upload and then click the upload option to save the file. Select the view option to view the details. View option’s colour code changes as the file is uploaded.

Select save option to save the enter details as record in the grid. To edit the saved record double click on the required qualification of the staff then the details would displayed in the respective fields to edit the details. 4.3.11 Experience details of Administrative and Supportive staff

User would enter the details of technical staff – instructors’ trade wise. Select the trade name, instructor type, name of the person and higher educational qualification from the dropdown list and then enter the details of certificate no., year of passing, previous organization name, total years of experience, salary, bank name, branch name and account no.

Click save option to save the entered details in the grid. To edit the saved details double click on the required designation in the grid, the saved details displayed in the fields above the grid. Edit the required field details then select save option to save the edited record. Select delete option to delete the saved record.

4.4 Infrastructure of Institute

4.4.1 Details of land and building of the institute

User would provide details of land and building measurement in actual and as per NCVT norms in the fields provided. User enters area details as per the fields as the total build up area as per NCVT norms then enters the actual built up area for accommodation and the total land available for institute.

User would enter the ownership details of the building along with documentary proof. First enter the building type details from the dropdown and attaches upload file, enter the date of occupation. Physical availability of the tools is less than NCVT norms would indicate in colour code.

User has to click on the form name where the data is not filled implies and to access the particular form page and enter the details in that particular form. 5 For the grant of affiliation for Existing ITI’s 5.1 General information of institute

User would access the general information form to enter the general details. Enters the details as per the fields and then saves the record. Enter the details in the mandatory fields to save the record. On the left pane of the screen, one can see list of forms. These forms will appear in a set order in the right pane of the screen and user has to enter the details accordingly. Many forms may have more than one page to fill select next option to access the next page and select close option to close the particular form at the last page of particular form.

User has to provide the details of ownership, select “No” option if the institute does not belong to trust/society and save the record, as subsequent fields will be in read only format. In case institute belongs to trust/society the user has to select “yes” option then should provided the details of registry of the trust/society.

If the trust/society is registered, select “yes” option and enter year of registration and its validity in the subsequent fields otherwise select “No” option then save the record as subsequent fields will be read only format

5.1.2 Organisation Details

User would enter the organizational details in the provided fields. User has to enter all requisite details, in case user not able to select the requisite district and tehsil from dropdown list. User would enter the details of powersupply. Enter the name under which connectioned issued and other details as per the fields . Meter seal no document to be uploaded . If diesel generator available user would select available option and enter further details otherwise selects unavailable.

5.5 Tools, equipments and machineries

User would enter the details of tools, equipments and machineries as required and physically available in the centre. Select the trade and tools from the respective dropdown list, the shift wise units’ and tools as per norms of NCVT display by default, user of new institutes seeking for affiliation have to enter tools in the field against tools for which affiliation sought for and enter the total cost of tool. Physical availability of the tools is less than NCVT norms would indicate in colour code.

Select save option to save the entered details as record and delete option to delete the saved record.

5.5.1 Tools, equipments and machineries – costing above Rs. 10,000/-

User would enter the details pertains to purchase made of item/tool more than Rs. 10,000/-. Select the trade and tools and equipments from respective dropdown list then enter the make and year of manufacture of the tool/equipment, vendor name, bill no., bill date, tin no., vat no. and identification no. punched details of the tool/item.

Items/tools having cost price more than Rs.10, 000/- only will appear in the dropdown list.

5.6 Industry partnership

User would enter the industry interface details for various trades. Enter the details of industry name and partnership type with the industry and uploads the documents of partnership if any.

Select the add option to save the entered industry partnership details. Click on required name of industry to edit the saved details and click on add option to save the edited details.

Click close option to access the instructor-training page and closes the industry partnership page and back option to access tools, equipments and machinery – costing above Rs 10,000/- page.

5.7 Standard of Training

User would enter the details starting of a session, advertisement/ notice issued against the commencement of courses, last date of receipt of application as per the notice, No. of application received details, admission criteria, date by which admissions were completed and classes started in the respective fields.

User has to upload the criteria for admission of trainees, copy of prospectus and CCE (continuous and comprehensive evaluation evidence) to be uploaded. Select upload option against each parameter.

In case of mechanic (motor vehicle) trade, course duration is 2 years and entry should in the fields of 2 years. System will not allow entering in other fields other than in the appropriate fields.

5.12 Total amount spent on raw material against each trade wise for the batch

User has to enter the details of total amount spent on raw materials purchased trade wise for the batch undergoing training. Select the required trade from dropdown list then enter the raw material purchased with quantity, supplier name, supplier address, supplier telephone no., and other details in the respective fields.

User has to upload the supplier details with VAT and ST numbers in a single upload. All the raw materials purchased for the selected trade has to upload the bill no. with other details in bill receipt.

All the materials entered should be available in the uploaded bill receipt. User has to enter the details bill wise against the selected trade. Multiple bills are available against trade then same no. of times has to enter the details and save accordingly.

Click on save option to save the entered details. Click on required raw material in the grid to edit the saved details against the raw material. Select delete option against the save raw material to delete the saved record.

5.14 No. of units of electricity consumed per month/trainee from the date of commencement of training classes

User has to enter details of no. of units of electricity consumed per month per trainee from the date of commencement of training classes. Enter the no. of units of power consumed, power factor and bill amount for the first six months from the month of commencement of the training classes in the respective fields. User will enter the total no. of students and system generates consumption per month per trainee against the no. of units consumed, power factor and bill amount respectively and is displayed in the provided fields.

Select save option to save the entered details. Edit the details in the respective fields to update the edited details.

5.15 Result of all India trade test

User would enter the results of all india trades test. Select trade name from the dropload list then enter the month and tear of conductinfg the test, No of trainees appeared, no. of students passed out and other details in the respective fields. Upoad the cerficates issued to the trainees.

Select save option to save the entered details as record. Click on the required tarde in the grid to edit the saved record then select save option to update the record.

5.17 Declaration

User clicks on declaration from, a pop with the all the forms would be displayed as shown in the above screenshot. User has to click on the form name where the data is not filled implies and to access the particular form page and enter the details in that particular form. User has to save the details in the same form.

Select the declaration form again to access the popup to enter the details in another form. User can access directly relevant form and enter the details. User has to enter the details in all the forms and make sure all forms have details to be furnished. Then the pop up would not appear user can enter other details in the declaration form.

User would enter the details of the payment made through demand draft/cheque (Delhi only) with cheque no., amount and date of the cheque to deposit. In case if the user would like to make the payment online, clicks on the link option “For online payment, please click here”.

User would enter the name of the responsible person and designation, the name of the institute and date would by default displays in the provided fields.

Before submission of application, select print declaration option to take the print of the declaration form and signs the declaration form. Click the upload option to upload the scanned signed declaration form as document.

Select show report option to view and check the correctness of all the entered details in a report format.

Clicks submit option to save the entered application and submit for assessment.
