(RevisedFebruary2015)1.0 PurposeandPhilosophyofAccreditation
In2006,theAssociationforClinicalPastoralEducationinWesternAustraliaInc.(ACPEWA)adaptedtheStandardsandguidelinesfromtheAssociationforClinicalPastoralEducationInc.(ACPEInc.)foruseintheaccreditationprocessoftheCPECentresinWesternAustralia.Thisdocumentusesthat2006documentasitsstartingpoint.ItoutlinestherequirementsforAccreditationproceduresandguidelinesandclarifiestheoverallrationalefortheAccreditationprocessforCPESupervisors,spiritualandpastoralcaredepartments,membersofCPECentreconsultationoradvisorycommittees,hospitaladministrators,andothersinvolvedintheefforttoachieveandmaintainstandardsofaccreditation.ThisdocumentseekstohelptheCPECentresandACPEWAInc.memberstounderstandasclearlyaspossiblethepurpose,requirements,andgoalsofaccreditation.TheChairofACPEWA,RegistrationandCertificationCommittee(R&C)andmembersofthatCommitteeareavailabletodiscussanyelementoftheseguidelinesfortheaccreditationprocesswithpersonswhohaveresponsibilityforthepreparationinvolvedinanAccreditationorReAccreditationofaCPECentre.1.1 TheAccreditationofACPEWACPECentresandCPEprogrammesexistforthefollowing
reasons:1.1.1 Toassurequality-beingtheologicalandprofessionaleducationforministry,CPE
programmesaffectstudents,seminaries/theologicalcolleges,religiousendorsingbodies,andultimatelythosetowhomministryisoffered.CompliancewithacceptedStandardsinsuresthatprovencriteriaareinplaceforaneducationalexperienceofhighquality.
1.1.2 ToassurestudentsofconsistencyinCPEprogrammes-CPEStudentsneedtoknowwhatto
expectwhenapplyingtoaCPECentreinrelationtophilosophy,objectives,andprocedures.AccreditationbasedongivenStandardsallowsstudentsandotherstoformcertainbroadexpectationsforthepurposeandfunctionofCPEthatarenotrestrictedtospecificlocations,centres,orsupervisors.
1.1.3 Torecognizeachievement-AccreditationunitesCentreswithinWesternAustraliaas
functioningwithininternationallyrecognizedStandards.SuchrecognitionandadherencetoqualityStandardspermitsstudentstoachieverecognizedlevelsofexpertiseandapplytoprofessionalministryorganizationsformembership.
1.1.4 TopromotefairnessintheconductofCPE-Developmentofpolicies,guidelinesand
proceduresconsistentwithuniformstandardsassuresthatfairandjustprocessesexistforthefunctioningofeducationalprogrammes.
1.1.5 Tointegrateuniqueclinical/educationalresources-ACentreaccreditedwithACPEWA
bringsitsownuniquehistory,clinicalsetting(s),andeducationalresourcestotheformationandutilizationofitseducationalprogrammes.TheAccreditationprocessgivesopportunitytoidentifyuniqueresources,allowingdistinctionstobeintentionallyintegrated,enrichingtheeducationalexperience.

1.1.6 TocomplywithAustralianevaluativeprogrammesforpublicinstitutions-Many
Australianinstitutionsandagenciesresponsibleforhealthcare,agedcare,childcareandsomeeducationalinstitutionsuseprofessionalstandardstoachieveaccreditation.Byparticipatinginasimilarprocess,ACPEWACPECentresbasedinhospitals,contributetothequalityprogrammeofthehospital.Periodicreviewswheretransparencyandexternalvalidationisrequired,protectthequalityoftheClinicalPastoralEducationoffered.
1.1.7 ToaddressthedangersofisolationanddistancefromotherCPEAssociationsinAustralia
andNewZealand–ACPECentreAccreditationprocessgivesopportunityforconsultation,collegiality,feedback,dialogueandengagementwiththeStandardsforCPECentresofotherCPEAssociationsinAustraliaandNewZealand.
1.1.8 Tofacilitateplanningandevaluation-Identificationofstrengthsandlimitationsof
Centresenablesplanningforfuturedevelopmentandhelpsfocusefforts,fundsandpersonnelwhereneededmost.
WiththeabovereasonsforAccreditation,theprocessofself-studyandtheintentionalengagementwithACPEWAStandardsbecomeworthwhile.BothstudentsandCentresbenefitfromtheAccreditationprocess.Moreimportantly,persons,families,andgroupswhoreceiveministryultimatelybenefitfromthiscommitmenttoexcellenceinClinicalPastoralEducationandtheformationofcompassionate,knowledgeablepastoralandspiritualcaregivers.NB.PleasenotethattheCPEAssociationsincorporatedwithANZACPEusedifferentmeasuresfortheevaluation,registrationandAccreditationoftheirCPECentres.ThetrendtoaccreditCPECentresusingsimilarprocessestomajorAustralianhospitalaccreditationprocessesisaninitiativeofACPEWAandarosefromdiscussionwithmembersoftheRPHCPEAdvisoryCommitteeandthecommencementofaCPECentreatStJohnofGodHealthcare,WesternAustralia.ACPEWAAccreditationhastwofoci:AccreditationoftheCentreitselfandAccreditationofspecificCPEprogrammes.1.2 BiasandConflictofInterest ACPEWAmakeseveryefforttoestablishclearandeffectivemeasuresagainstconflictsof
interestinitsprocessesofAccreditation,committeemembers,evaluationteammembers,consultants,administrativestaff,andotheragencyrepresentatives."Bias"referstoapre-existingimpressionoropinion,eitherpositiveornegative,aboutaCentre,theinstitutioninwhichitislocated,oritsstaffwhichmightaffectaperson'sabilitytoassessAccreditationmattersobjectively.
"Conflictofinterest"isanycircumstanceinwhichaperson,acloseassociate,orinstitutionmaybeaffectedadverselyorbenefitedbyanAccreditationdecision.RepresentativesoftheCentreinquestion,oranACPEWAAccreditationmember,ortherespectivechairmayrequestthatapersonwithdrawfromdiscussionanddecisionsaboutaCentreifitissuspectedoneofthefollowingconditionsapply.
ThepersoninquestionhasbiasregardingtheCentreoritsstaffif:
a) S/hewaspreviouslyemployedbyorassociatedwiththeCentreinquestion,orb) Thatpersonisunable,foranyreason,tomaintainobjectivity.

Inaddition,personsinvolvedinAccreditationreviewordecisionsareaskedtowithdrawthemselvesfromthatprocessshouldtheybecomeawareofbiasorconflictofinterest.
1.3 QualificationsandCredentialsofAccreditationCommitteemembersandSiteVisitors1.3.1 TheAccreditationCommitteemembersandthosepersonswhoparticipateinan
Accreditationsitereviewshallhavesufficientknowledgeandexpertisetopermitthecompetentassessmentofprogrammesofclinicalpastoraleducation.
1.3.2 Personsshallberegardedashavingsufficientknowledgeandexpertisewhopossessoneor
moreofthefollowingqualifications:a) Atertiarytheologicaldegree,b) SuccessfulcompletionoftwoormoreCPEUnitsc) Theprofessionalpracticeofministryforfive(5)yearsorlonger,d) Apost-graduatedegreeinafieldrelatedtoeducation,sociology,orappointmentofthe
facultyofaseminaryoruniversity,e) Recognizedcertificationbyarelatedcognategroup,ormedicalorallied-health
professionalpractice.1.3.3 AccreditationCommitteemembersandon-sitevisitorsorotherswhoparticipatein
ACPEWA'sAccreditationprocessshallcompleteanorientationtotheseStandards,withspecialfocusontheresponsibilitiesbeingassumedpriortoinvolvementinACPEWAaccreditationtasks.
1.3.4 TheSecretary,ACPEWAwillmakeavailableuponrequestthecredentials/resumeofall
membersappointedtofunctionasAccreditationmembersandon-sitevisitors.Theresumeshouldincludethenameoftheperson,theiracademicandprofessionalqualifications,andinformationaboutrelevantemploymentaswellasorganizationalaffiliations.
1.4 PolicyonACPEWAInc.AccreditationRecordforCPECentres
TheACPEWASecretarywillmaintainarecordofAccreditationreportsforeachinstitutionorprogrammeitaccredits.Thesematerialsshallinclude:a) On-siteevaluationteamreports,b) ACentreorprogrammeresponsetoon-sitereports,c) Periodicreviewreportattenyearsandfiveyearsd) AnyreportsandspecialreviewsconductedbyACPEWAbetweenregularreviews,e) ACPEWAalsomaintainsarecordofallpre-AccreditationandAccreditationdecisions
includingalladverseactions.Pre-AccreditationdecisionsforACPEWAaredecisionsregardingCentresexploringthepossibilitiesofAccreditation.
1.5 ACPECentrerequestingeitheranAccreditationoraRe-AccreditationReviewoftheCentre
shouldsubmitawrittenapplicationincludingacompletedCoverSheettotheSecretary,ACPEWAatleastsixmonthsinadvanceoftheproposeddatefortheReview.CopiesofallmaterialsincludingcopiesoftheCPECentreStudentHandbooksandthematerialsasoutlinedintheseStandardsaretobeinthehandsofthemembersoftheSiteTeamatleast21daysinadvanceoftheReview.
1.6 TheappointmentoftheSiteTeamforanACPEWACPECentreAccreditationor
Re-AccreditationwillbemadebyACPEWAManagementCommitteeinconsultationwithANZACPEExecutive.

1.7 TheCPECentreseeking(Re)/AccreditationmaynominateonememberoftheAccreditation
siteteamwhomeetsthecriteriaasstatedatStandard1.3and1.4ofthisdocument.WherereviewsarebeingheldinbothCPECentres,ACPEWAmayrequestthenominatedpersontobeamemberoftheSiteteamforadifferentCPECentre.
1.8 TheSecretaryACPEWAwillnotifytheCPECentreofthenamesandqualificationsofthesite
teammemberssixweekspriortothedateoftheReview.2.0 DefinitionsofCPECentres
2.1 AccreditedCentre-anadministrativestructure(orentity)whichauthorizestheCPEprogramme(s)toexistandwhichisresponsibleforproviding(orcontractingfor)andcoordinatingthosecomponentsthatareidentifiedbyACPEWAStandardsasnecessaryforClinicalPastorallearningtooccur.ThetermappliestosuchastructurewhenithasCandidacystatus,AccreditedMembership,orispartofanaccreditedsystem.
2.2 AccreditedSystemCentre-anentitywithoneAccreditationinwhichacentral
administrativestructureincludestwoormorecomponentsites.Thesystemmayormaynotincludetheword"system"intheorganization'sname.Thesystem'scomponentsitesshall:
2.2.1 MeetACPEWAStandardsforprogrammesofferedinWesternAustraliaand2.2.2 DemonstratehowtheWesternAustraliansite(s)maintainaconsistentandresponsible
relationshiptothesystem.2.3 Satellite-AsitewherestudentsparticipateinaCPEprogrammethatisnotanAccredited
administrativestructure,butwhichisincontractwithanAccreditedCentre.TheAccreditedCentreincontractisutilizingthesiteandisresponsibleforallprogrammeactivitiesinthesatellite.ThesatelliteprovidesalltheadministrativesupportforthestructuredgroupandindividualeducationrequirementscontainedinanAccreditedCentreandassuresaplacementforthestudents'clinicalpracticeinministry.TheAccreditedCentreisresponsibleforstudentadmissiontoCPE,fees,certificates,andthequalityofeducation.ThesatellitehasaStudentHandbookwhichisuniquetothateducationalsetting.ThecontractincludesadescriptionofhowtheACPEWAStandardsaremetandtheresponsibilitiesofthesatelliteandtheCentre.TheadministrativerepresentativefromeachorganizationandtheACPEWASupervisorsinvolvedmustsignthecontract.Thesatellitemaynotdevelopothersatellites.
2.4 Placement-AsiteoutsideanAccreditedCentrewithwhichtheAccreditedCentrehassigned
contracts.ThesecontractsgrantauthoritytoplaceSupervisor(s)andstudent(s)inthesitetoprovideministryinordertofulfillthehoursrequiredforclinicalpracticeinministry.Theplacementshallprovideaccesstoapopulationthatofferssignificantopportunityforministry,on-goingsupportandconsultationforthestudent(s),opportunitiesforinterdisciplinary/professionalinterchange,andanenvironmentthatencourageshumangrowthanddignity.TheadministrativerepresentativefromeachorganizationandtheACPEWASupervisorsinvolvedmustsignthecontract.
2.5 CandidacyforAccreditedMembership-astatusaccordedtoaproposedACPEWACentre
whichappearstobesatisfactorilyworkingtowardAccreditationandappearstobeabletoachieveAccreditedMembershipwithinareasonableperiodoftime.ToqualifyasaCandidateforAccreditedMembershiprequiresawrittenproposaltoACPEWAManagementCommittee,anexplorationoffeasibilitywithinareasonableperiodoftimeandtherecommendationforCandidacybytheACPEWAManagementCommittee.

2.6 RegionalCPE–asitegeographicallydistanttoanAccreditedCPECentreinregionaltownsof
WesternAustralia,whereCPEprogrammesareofferedintermittentlybyvisitingCPESupervisors,conductedundertheadministrativestructureandStandardsofaCPECentreinPerth.RegionalCPEmaybeconductedincountryhospitalslinkedtotheAccreditedhealthcarecentreorparishesand/orotherregionalinstitutions.Clinicalplacementsofstudentsmaybevaried.RegionalCPEmayuselong-distanceeducationalandcommunicationtoolstoensureCPEstandardsaremaintained.AttentiontorequirementsunderStandards2.3and/or2.4abovearerecommended.
3.0 TypesofAccreditationReviews
3.1 CandidacyforAccreditedMembership—ProposedCentresmayapplyforareviewasaCandidacyCentrewhentheyappeartobesatisfactorilyworkingtowardAccreditationandabletoachieveAccreditedMembershipwithinareasonableperiodoftime(usuallythreeyears).CandidacyCentresmustcompleteatleastthreeunitsofCPEbeforeseekingAccreditedMembership.
3.2 AccreditedMembership—CandidacyCentresorSatelliteProgrammesmayapplyforreview
whentheprogrammeshavedemonstratedeffectiveresultsandtheCentrebelievesitseducationalprogramme(s)meetACPEWAStandards.
3.3 ContinuingReviewofAccreditedMembership—AccreditedACPEWACentresundergo
periodicreviewoftheiraccreditedprogrammesofCPEandSupervisoryCPE.Therearethreeformsofscheduledreviews.a) TheAnnualReport,b) TheFiveYearWrittenReviewforRe-Accreditationc) TenYearFullReviewforRe-Accreditation.
4.0 On-goingEvaluationMethodsandEvaluationProcessesTheAccreditationprocessfostersqualityimprovementandaccountability.ThephilosophyofAccreditationisthatthereneedstobeongoingactivitiesofevaluationandnotepisodicones.ThereforeAccreditationshallbereflectedinthecontinuousdocumentation,self-evaluationandimprovementprocessesoftheCPECentreasitengageswithACPEWAStandards.On-goingevaluationrequiresintentionaleffortandcreativethinking.CentrescapableofdevelopingandsustaininganatmosphereopentoreceivingandutilizingfeedbackaresurelyCentresofexcellence.
4.1 On-GoingEvaluationMethods4.1.1 On-goingConsultationorAdvisoryGroup-Regularmeetingsoftheon-goingconsultationor
AdvisorygrouptoreviewCPEpolicies,procedures,clinicalimpact,utilizationofeducationalresources,andeducationaleffectivenessareveryimportanttoongoingevaluation.The
on-goingconsultationgroupcanalsoconductexitinterviewswithstudentsandinterviewothersinvolvedinCPEprogrammes.
4.1.2 StudentSurveys-Studentsurveys(ofprogrammeeffectivenessinrelationtoeducational
objectives)maybeconductedattheconclusionofaCPEprogramme.Surveysarealsovaluableatlatertimes,(threemonths,sixmonths,oneyear,fiveyearintervals),whenstudentshavehadtheopportunitytoassesstheeffectivenessofCPEinrelationtoministryoremployment.

4.1.3 RegularFeedback-Surveysandinterviewsofindividuals/groupswhoobserveorexperience
studentsinministrygiveanimportantperspectiveontheresultsofClinicalPastoralEducation.
4.1.4 Research-ResearchprojectsconductedbyCentresformallyassesseducationaleffectiveness
inrelationtostatedobjectivesforspecificprogrammesofCPE.4.1.5 Networking-InteractionwithotherCPECentressuppliesopportunityforcomparative
assessment.4.1.6 Seminaries/TheologicalColleges-Post-CPEsurveysofseminariesandtheologicalcolleges,in
relationtolearningandprofessionaldevelopmentofstudents,offeranimportantperspective.
4.1.7 Statistics-StatisticalanalysisofministryprovidedbyCPEstudents,aswellasfutureprogress
ofstudentsinministryoremployment,providesrelevantdataforevaluation.4.2 TheAnnualAccreditationCentreReport4.2.1 EachACPEWACPECentrepaysannualregistrationfeesandalevyonallCPEstudentsper
unit.TheSecretary,ACPEWA,sendsaremindertoCPECentreDirectorstoforwardtheannualRegistrationfee,studentleviesandtheAnnualAccreditationReporttotheSecretary,ACPEWAInc.byMay31st.AllaccreditedACPEWACentresandprogrammesarerequiredtosubmittheAnnualAccreditationReportyearlyasspecifiedinthefollowingprocedure.a) TheAnnualAccreditationReportshallbesenttotheSecretary,ACPEWAManagement
CommitteebyMay31steachyear.b) TheannualregistrationfeeandalevyonallstudentsperunitshallbepaidtoACPEWA
byMay31steachyear.c) TheAnnualAccreditationReportshallalsodescribeanychangesthathavetakenplacein
theCentre'sadministrationorprogrammesincethelastAnnualReport,andincludeadescriptionofanystudentcomplaint(s)filedattheCentreduringthepreviouscalendaryear.
4.2.2 ACPEWAhasthreeoptionsinresponsetotheAnnualReport:
a) ReceivetheAnnualCentreReportandaffirmtheCentreb) ReceivetheAnnualCentreReportandrequestfurtherdocumentationand/ormake
recommendationstotheCentrec) Afterreceivingfurthercommunicationanddocumentation,requestaconsultation
and/orsitevisitwithrecommendationsfollowingtheconsultation/sitevisit.
5.0 PreparationforanAccreditationReview5.1 TypesofStudies
5.1.1 Afeasibilitystudyistheprocessbywhichanagencyorinstitutiondetermineswhetheror
notCPEprogrammesarefeasibleandworthwhileforthatsettingandthatthepotentialexistsformeetingACPEWAStandards.AfeasibilitystudyisrequiredbothwhenCandidacystatusissoughtforanewCPECentreandalsowhenanaccreditedCPECentrewishestoconductadditionaleducationalprogrammes.

5.1.2 AselfstudyisrequiredinpreparationforAccreditationoftheCentreandforthefiveyear
andtenyearRe-Accreditationreview.TheselfstudyisanevaluationoftheeffectivenessofaCentre'seducationalprogrammes,itscompliancewithACPEWAStandardsandareportofthechangesmadeasaresultoftheselfstudyprocess.SelfstudiesforAccreditedMembershipandContinuedAccreditedMembershipshoulddemonstratethattheCentremeetsACPEWAStandards.
5.2 ConductingaFeasibilityorSelf-Study5.2.1 Allowsufficienttime.Thestudyprocessismosteffectivelyachievedwhentheproposed
CPECentreappropriatesasignificantamountoftime(sixtotwelvemonthsissuggested)tostudyindepthitsclinical/educationalcontextinrelationtoCPEprogrammes
5.2.2 Makeitateameffort.Thestudyprocessisasharedprocess,intendedtoassessand
ultimatelyprovideaqualityprogramme.TheparticipationofindividualsfromvariousdisciplinesandbackgroundswillenhancetheresultingCPEprogrammes.ItistheCentrewhichultimatelyreceivesAccreditationtoconductCPE.ThereforethestudyshouldbeareflectionoftheCentre,notasingleindividual.ResourcepersonsmayincludeACPEWAmembersandsupervisingmembers,ANZACPEsupervisingmembersandassignedsiteteammembers.
NB.Astudyprocessinvolvesthefollowingsteps.Stepsinvolvedforfeasibilitystudyare
listedwithitalicizedwords.Stepsapplicabletothe(selfstudy)arelistedinparentheses.NB. FortheRe-AccreditationofACPEWAAccreditedCPECentres,aself-studyisrequired,
theguidelinesforwhichareinparenthesesbelowandwhicharesummarizedinthe5yearReviewChecklist(seeAppendixTwo)
5.2.3 Communicatewithkeypersonnel,e.g.CPESupervisors,chaplaincyorpastoralcarestaff,
administrators,andwithon-goingCPEadvisorygroupmembers,toensurefamiliaritywiththeStandardsoftheAssociationforClinicalPastoralEducationinWesternAustraliaandwithANZACPEStandards.
5.2.4 Discuss(review)therationaleandobjectivesforClinicalPastoralEducationattheCentre(orforanyadditionalprogramme)inlightoftheCentre'shistoryandmission.
5.2.5 Determine(evaluate)theadministrativestructureandsupportnecessarytomeetACPEWA
Standardsforproposededucationalprogramme(s)andtheproposedCentre'scapacitytomeetsuchrequirements.
5.2.6 ForeachproposedtypeofCPEprogramme,develop(reviewandupdate)acurriculumbased
onACPEWAStandards,whichincludesphilosophyandmethodologyofeducationalprogramme(s).
5.2.7 Surveyandassess(evaluatetheeffectivenessandfunctionof)clinicalandeducational
resourcesoftheproposedCentre(Centre).5.2.8 Draftanddiscuss(reviewandupdate)policiesandproceduresnecessaryforthefunctionof
CPEprogrammes.5.2.9 AssesstheproposedCentre's(Centre's)overallpotentialforcompliancewithACPEWA
StandardsforeachspecificCPEprogramme.

5.2.10 AssessthestrengthsandlimitationsoftheproposedCentre(Centre)andeachCPE

5.3 TheStudyDocument

specificwrittenrequestorpermissionofthestudent;b) alistofdocumentswillbeincludedinthestudentrecord;c) thattheCentrewillmaintaintherecordfortheminimumlengthoftimeasspecifiedin

6.3.6 AprocedurefortheprovisionofconsultationforCPEstudents(Standard1.4.5)
6.3.6.1 ACPEWAStandardsdonotrequirethatastudentseeksaconsultativeprocessto
assessprogressorexploreanimpasse.TheCentremay,however,asapartofthecurriculum,requireaconsultationwithanexternalSupervisor.IftheCentrechoosestorequirestudentstohaveaconsultation,theCentremustcreateapolicytothateffect.
6.3.6.2 AllCentresshalldevelopaprocedureforconsultationregardingthestudent's
learninggoalsandprocess.ThisshallincludehowthestudentisusingthegoalsandobjectivesofCPEinthatprocess.Thedevelopmentoftheconsultationprocess,structure,andrequirementsaretheresponsibilityoftheCentre.ThisprocessshallbeinwritingandincludedintheCentre'sStudentHandbook.
6.3.6.3 Twoprinciplesshallguidedevelopmentofaconsultationpolicydevelopment:
a) ThedecisiontoclarifythefocusofthestudentregardinglearninggoalsandobjectivesistheresponsibilityoftheSupervisorandstudenttogether,and
b) AtanypointafterthefirstunitthestudentorSupervisormayseeksuchconsultation.
c) Theconsultationexperienceshallbedescribedinareportand/orintheSupervisor'sfinalunitevaluation.
6.3.7 Aprocedurefordiscipline,dismissalandwithdrawalofstudent(Standard1.4.6)
6.3.7.1 TheCentremuststatetheconditionsunderwhichdisciplinaryactionmaybetaken,includingdismissalofastudent.

thepurposeofongoingprofessionaldialogue.Examplesofadvisorygroupactivitiesareadmissionsandrecruiting,curriculumdevelopment,qualityassuranceoftheserviceprovision,programmeevaluation,staffdevelopmentandproblemsolving.
7.1.3 TheAdvisoryGroupMinuteswillshowithasmetnolessthanquarterlywithspecificagenda
inaccordwiththeCentre'sintent.IftheCentreutilizesastandinginstitutionalcommitteeforthisfunction,itmustdocumentthatthegroupprovidessubstantivefocusonCPEactivitiesnofewerthanfourtimesayear.
