NCCT is the nodal organisation in the country engaged in the training of cooperative stakeholders. The Council, through its network comprising of a national institute at Pune called Vaikunth Mehta Institute of Cooperative Management (VAMNICOM), five Regional Institutes of Cooperative Management (RICMs), and 14 Institutes of Cooperative Management (ICMs), imparts training to the people associated with cooperative organisations as well as other organisations linked with the cooperative sector. All the RICMs and ICMs are accredited with C-PEC, BIRD, Lucknow. During the year 2016-17, NCCT significantly exceeded its training targets both in terms of the number of programmes organised as well as the number of participants who attended these programmes. Against the target of 1600 programmes, NCCT conducted 2012 programmes. In respect of participants, NCCT trained 63,147 participants against the target of 40,000 participants, recording an increase of almost sixty percent. Apart from the regularly organised training programmes, the training units of NCCT also conducts professional courses like PGDM (Agri-Business), MBA, PGDCA, BBA, and Diploma in Rural Management, to equip the participants with the necessary knowledge, skills and aptitude required to manage cooperative and even corporate enterprises. During the year 2016-17, these programmes continued to expand their scope and reach and achieved higher professional excellence. National Conference on Creating Operational Synergy in Cooperative Capacity Building

NCCT organized training programmes during the year 2016-17 in collaboration with the following organizations

During the year 2016-17, NCCT nominated faculty members of RICMs & ICMs to IIM (Ahmadabad), BIRD (Lucknow), CAB (Pune), MANAGE (Hyderabad) and International Programme on Agricultural Financing and Rural Development organised by CICTAB, Pune in collaboration with Bangladesh Bank Training Academy (BBTA) at Dhaka. A total of 64 faculty members passed Certified Trainer for Financial Cooperatives (CTFC) course offered by the Centre for Professional Excellence in Cooperatives (C-PEC), BIRD, Lucknow and have become certified trainers for credit cooperatives. Moreover, 36 faculty members completed Faculty Development Programme (FDP) at IIM, Ahmedabad and 2 Faculty Members participated in the International Programme on Agricultural Financing and Rural Development organised by CICTAB, Pune.

The National Conference on “Creating Operational Synergy in Cooperative Capacity Building” was organized by NCCT on 26 June, 2016 at Bengaluru. The Conference was inaugurated by

Shri S.K. Pattanayak, IAS, Secretary (Agriculture), Government of India and was presided over by Dr. Chandra Pal Singh Yadav, Hon'ble Member of the Rajya Sabha, President, NCUI, and Chairman, NCCT. Dr. B.S. Vishwanathan, Chairman, Management Committee, RICM, Bengaluru, and Shri Shekhar Gouda Mali Patil, President, Karnataka State Cooperative Federation Ltd., Bengaluru graced the occasion as Guests of Honour. Prof. M.S. Sriram, IIM, Bangalore delivered the keynote address. Shri Pradeep Yadav IAS, Principal Secretary, Cooperation, Food and Consumer Protection Department, Government of Tamil Nadu; Smt.V. Usha Rani, IAS, Director General, MANAGE, Hyderabad; Dr. Irina Garg, IRS, Director General, NIAM, Jaipur; Sri M.I. Ganagi, Chief General Manager, Regional Office of NABARD, Bangalore; Dr. Satender Singh Arya, CEO, Agriculture Skill Council of India, Gurgaon were among the other distinguished guests who graced the occasion with their presence.

The 47th Conference of Directors of RICMs and ICMs was organised at Gangtok on 19 October, 2016. Shri S.B. Subedi, Hon'ble Minister for Cooperation, Government of Sikkim inaugurated the conference. Dr. Chandra Pal Singh Yadav presided over the inaugural function. Shri P.K. Panda, PCGM, RBI and Principal, CAB, Pune delivered the keynote address.

58th Meeting of NCCT The 58th NCCT committee meeting was held on 16 November 2016 under the chairmanship of Dr. Chandra Pal Singh Yadav at New Delhi. The meeting was attended by Shri N. NCCT organised an Awareness Programme on Cashless Transaction for the employees of NCCT and NCUI in the conference room of NCCT on 20 December, 2016. Shri S.C. Pradhan, Principal, Delhi State Cooperative Training Centre, New Delhi explained them about the advantages of cashless transaction through different applications and demonstrated how to carry out money transactions at the digital platform.

NCCT, in collaboration with Centre for Professional Excellence in Cooperatives (C-PEC) BIRD, Lucknow convened the 7th All India Conference of Principals and Directors of Cooperative Training Institutions (CTIs) at Goa on 25-26 March, 2017. The Conference was inaugurated by Shri R.G.N. Mule, Chairman, Goa State Cooperative Union. Shri Ulhas Baban Phal Dessai, Chairman, Goa State Cooperative Bank Ltd.; Smt. Meena H Naik Goltekar, Registrar of Cooperative Societies, Government of Goa; and Mrs. Meenakshi Gad, Deputy General Manager, Reserve Bank of India, Goa were the Guests of Honour in the Conference. Shri Nilay Kapoor, General Manager, NABARD Head Office, Mumbai; Dr. D.V. Deshpande, Director, BIRD, Lucknow; Smt. Shikha, DGM, C-PEC, BIRD; and Shri Mohan Kumar Mishra, Secretary, NCCT were also present in the Conference. The Conference deliberated on the issues such as Professionalization of Cooperative Training Institutions, Accreditation of Cooperative Training Institutions, Use of Operational & Technical Manual for Cooperative Training etc. for enhancing the performance of the cooperative training institutions. The participants comprised of the directors of RICMs and ICMs, principals of Agriculture Cooperative Staff Training Institutes (ASCTIs), and senior representatives of other cooperative training institutions.

Accreditation of training institutes by C-PEC, BIRD, Lucknow

Certification of Training Institution by way of Accreditation was initiated by Centre for Professional Excellence in Cooperatives (C-PEC) of Banker's Institute of Rural Development (BIRD), Lucknow to ensure desired standards of training. All the RICMs and ICMs were accredited as they are fulfilling the required parameters set by C-PEC in terms of curricular design and development, preparation of course material, updation of training modules and course material, feedback from participants and institutions, and faculty expertise and development, etc. The accreditation granted by C-PEC is valid for three years. The first accreditation was given by C-PEC to the RICMs/ICMs in 2010. All the RICMs/ICMs were first re-accredited by C-PEC in 2013-14 and again re-accredited in 2016-17.

BIRD, Lucknow has constituted Accreditation Board for accreditation of Cooperative Training Institutions by C-PEC. Secretary, NCCT is one of the members of the Accreditation Board. During the year 2016-17 BIRD, Lucknow organised 11th & 12th Accreditation Board Meeting on 24.10.2016 & 8.3.2017. Secretary, NCCT & Director (P) attended the Accreditation Board Meeting.

Other Activities

The preventive Vigilance Inspection of NCCT (HQ) was conducted by the Vigilance Team of Ministry of Agriculture & Farmers Welfare, comprising of Shri P.N. Shukla, Deputy Secretary (Vigilance), Ms. Neelam Sharma, Under Secretary (vigilance), Shri Sandeep Kumar Sigh, SO (Vigilance), Shri Bharat, ASO and Shri Shailesh Kumar Sharma, ASO on 22.02.2017. The Inspection was coordinated by Shri Manish Bhatia, Vigilance Officer (Part time), NCCT. The team examined the various files, registers and other records on sample/test check basis. Overall, the inspection was carried out smoothly.

The 21st State Level Sanctioning Committee (SLSC) meeting of RKVY, under the chairmanship of Chief Secretary, Odisha, sanctioned Rs.128.76 lakh to ICM, Bhubaneswar towards financial assistance for infrastructural development. The ICM, Bhubaneswar has planned to utilize this fund for the repair/renovation of their Administration and Hostel Block.

On the basis of Details Project Report (DPR) submitted by ICM, Guwahati, towards seeking additional financial assistance for construction of Hostel, the North Eastern Council, Shillong has sanctioned Rs.13.00 crores towards the same. Necessary procedure is being followed by ICM, Guwahati to carry out the needful action in this regard

NCCT awarded its evaluation study of training activities of NCCT and its units during 12th Five Year Plan to NABARD Consultancy Service Private Ltd (NABCONS), New Delhi.

111th, 112th, 113th & 114th meetings of Departmental Official Language Implementation Committee were held on 30 June and 28 September in 2016, and on 14 February and 31 March in 2017 respectively.
