    The Factories Act, 1948

    In the year 1948, the Factories Act, 1934 was

    revised and its scope extended to include

    welfare, health, cleanliness, overtimepayments and similar measures.

    Act was to ensure proper, safe and healthy

    working conditions in the factories, so that

    worker may feel interest and while in factoriesdevote their time.

    It provides the better safe guards in the use

    and handling of hazardous substances in

    factories. It call upon the management to provide for

    greater safety measure, appointment of

    safety officers in factories where 1000 or

    more workers are employed, or where in anymanufacturing process or operation is carried

    on, which involves any risk.

    Object of the Act

    The object of the Act is to protect human

    beings from being subject to unduly long

    hours of bodily strain or manual labour. It also seeks to provide that employees

    should work in healthy and sanitary

    conditions, so far as manufacturing process

    will allow and that precautions should betaken for their safety and for the prevention of

    accident.

    Provisions under Factory Act

    1. Health:

    a. Cleanliness (Section 11):

    It provides the general cleanliness of the

    factory.

    it lays down that dust, fumes and refuse

    should be removed daily, stair-cases andpassage should be cleaned regularly by

    sweeping and other effective means.

    While washing of interior walls and roofs

    should take place at least once in 14

    months and where these are painted

    with washable water paint.

    Further, all doors and windows frames

    and other wooden and shutters shouldbe kept painted at least once in five

    years.

    b. Disposal of waste and effluents

    (section-12)

    it makes the obligatory on the owner of

    every factory to make effective

    arrangement for the treatment of waste

    and effluents due to manufacturing

    process carried on therein.

    c. Ventilation and Temperature

    (Section 13)

    The occupier is required to make

    effective and suitable provisions for

    securing and maintaining in every

    workroom adequate ventilation for the

    circulation of fresh air and to maintain

    such temperature as will secure toworkers reasonable conditions of

    comfort and prevent injury to health.

    d. Dust and fume (Section 14)

    It deals with the measures which should

    be adopted to keep the workrooms free

    from dust and fume.
