Agenda Item 4. Traffic Records Executive CommitteeThe Traffic Records Executive Committee receives a report at the NECTS meeting from the Traffic RecordsCoordinating Committee (TRCC).

The TRCC recently published the “Nevada Traffic Safety Crash Facts” document, which was a collaborative effortintended to update and publish Nevada’s most recent 5-year (2014-2018) fatality data. Crash Facts is focusedon the Fatality Analysis Reporting System (FARS) data, which has been reported to, approved and finalized byNational Highway Traffic Safety Administration (NHTSA).

The TRCC is also conducting a self-assessment; which will be completed shortly (pending final information fromDMV).

Agenda Item 5. Safety Spotlight

Safety Spotlight #1Ms. Julie Butler (DMV) provided an update on how the DMV has been weathering the Covid-19 shut-down andthe plans in place to reopen the DMV locations on June 15.

DMV opened commercial license area on May 11, adhering to guidelines for social distancing, masks, and nomore than 10 people in the lobby. The CDL driving skills testing is being conducted in a modified format (throughJune 30), including:

· No examiner in the cab.· CDL applicant to have a Monitor (another licensed CDL driver but not a DMV examiner) in the cab, but

they are to not interfere.· Instructors follow behind in a chase car, connected to person in cab via cell phone.· The CDL applicant has to narrate their driving.· The Monitor provides a pass/fail grade.

For Non-commercial drivers, the DMV will open on June 15, and will prioritize in-office visitors:· People whose ability to drive has been affected by shut down· Appointment only for drive tests· Drive tests for residents only in rural communities/office locations (don’t want to overwhelm rural

locations)· The process for driving tests is still unknown in Nevada. Florida and Georgia have waived the driving

test, however, not considered a good idea for Nevada. Nevada currently proposing drive tests with staffin full PPE, but no PPE required for test takers.

AB338 requires DMV to approve and maintain a list of approved driving courses, which includes development ofnew standards. DMV will be looking to include companies that offer driving courses and conduct exams.

Safety Spotlight #2Jennah Fielder with the Department of Education provided an update on an initiative for a Nevada law to allowlaw enforcement officers to use information from school bus cameras to issue citations to drivers who violatethe stop arm at school bus stops. This initiative is supported by NTSB recommendations on policy and practice.

A stop arm survey is conducted one day each school year in Nevada. The bus drivers count the number of timesa vehicle violates the stop arm. 1,800 instances were observed in one day. Looking to develop an outreachcampaign regarding laws at school bus stops and student safety messages.

A concern and safety issue in all county school districts, most support the initiative for a new Nevada law,including Washoe and Clark.

The state would need to look at the process for distribution of funds from citations, but a lot of that would belocal. Just want to try to get it passed first, then endeavor the distribution of funds. It was discussed thattypically the majority of fees from citations go to administer the courts.

Ms. Kapuler shared that Vision Zero Truckee Meadows is working with the Safe Kids Coalition and has funding todo outreach with kids who ride buses, share safety messages with them on their way to school. Otheropportunities for funding for outreach include Renown Hospital and Blue Cross. Outreach is being planned forthe fall when school is back in session.

Agenda Item 6. Task Force Strategy Updates and Legislative Discussion - ACTION ITEM – APPROVEDThe Legislative Advisory Opinions presented by the CEA Task Forces are attached, along with a document on theimpact of safety laws.

The NECTS discussed the process for legislative advisory opinions once approved by the NECTS, specifically thosethat are ready to be proposed as BDRs for the 2021 session and how to continue development of those that arenot ready. Some of the advisory opinions will take some time but some are low-hanging fruit.

The current process includes approval by NECTS, presentation to the Nevada Transportation Board, presentationto Executive Branch agencies and individual legislators, and state agencies determine which to support and/orsponsor as BDRs.

Ms. Sherry Bruggeman, Deputy Director at Department of Public Safety shared that each session the legislativemembers have their priorities. Items brought to legislators attention early in the process (and often) typicallyhave better results. It is important to gain support by committee or senator/assemblyman.

Sondra Rosenberg (NDOT) suggested moving forward with the “short-term” advisory opinions, and alsoincorporating policy in the 2021-2025 SHSP Update document, to tie advisory opinions to strategies and actionsin the plan and integrating best practices.

There are federal funds available that can be accessed for data collection, planning, research, and analysis ofpublic opinion in support of legislative upgrades.

Kristina Swallow motioned to approve the legislative advisory opinions, which was seconded by SherryBruggeman. Action was approved unanimously.

Action: Kimley-Horn to set up follow up meeting or survey for the top 3 advisory opinions for 2021.Action: Invite legislators to NECTS.

Agenda Item 7. NECTS Survey and 2020 Traffic Safety SummitA summary of the survey completed by NECTS members is attached and will be discussed at the next NECTSmeeting.

The Nevada Traffic Safety Summit is typically scheduled for mid-October. The NECTS discussed planning an in-person event with a contingency plan to hold a virtual event. With Covid-19, there is risk in planning in personevents. There are several professional organizations and other states that are hosting virtual events this year,including American Public Works Association (APWA), and Texas Traffic Safety Conference(https://groups.tti.tamu.edu/cts/2020-traffic-safety-conference/program/). Due to anticipated continued travelrestrictions and budget cuts, many support developing a virtual event in the fall for the 2020 Nevada TrafficSafety Summit.

Agenda Item 8. Zero Fatalities Program Fatalities/Outreach/Hot Media TopicsMr. Bennett with the Office of Traffic Safety presented the year-to-date fatality data, which shows that Nevadais down one fatality at the end of April 2020 compared year-to-date with 2019. Due to Covid-19, many changesin traffic volumes, patterns and behavior. Many of Nevada’s Critical Emphasis Areas (CEAs) are the mostcommon key contributors to 2020 fatalities, however, increased speed (with less vehicles on the roadways) andunbelted occupants have been the biggest issues. Occupant fatalities are up 23%.

Zero Fatalities has a new website! Check out the changes here: www.zerofatalitiesnv.com. The updatedbranding and logo was updated from blue and silver to red, grey and black. The new website is to focus onproviding the latest data and a Call To Action (CTA) on main page – opportunity to provide input, share andpartner. If you have any changes, send to Andrew.

The Zero Fatalities Motorcycle Safety (Nevada Rider) Campaign will run through the end of June. The campaigntargets 20+ drivers and will run in Clark County and Washoe County. The campaign is digital:https://www.youtube.com/watch?v=tkzgPXvO6Q0&list=PLcXFHlbARrexZEmDp2bVt2I0Mb_kf0oei&index=1

As mentioned above, there has been an increase in speed-related fatalities in 2020, both in Nevada andnationwide. In Nevada, law enforcement agencies are utilizing funds through the Joining Forces program toincrease efforts for speed enforcement.

Rebecca Kapuler with RTC Washoe shared a campaign that Vision Zero Truckee Meadows is running for#StayhomeforNevada, asking people to share photos and comments regarding Vulnerable Users on theroadways. Flier with campaign and contact information is attached.

Agenda Item 9. 2021-2025 SHSP UpdateMr. Shakal with NDOT provided an overview/update of the current SHSP update process:

· 2016-2020 SHSP Closeouto The team is currently evaluating all strategies and action steps from the 2016-2020 Update as

well as assessing all previous strategies and action steps.· The timeline for the 2021-2025 SHSP Update is as follows:

o June/July – Set Strategies and Action Steps (June Task Force Meetings)§ Consider Speed Management as another task force based on data.

o July/Aug – Develop Plano Approval in the Fall

Agenda Item 10. Open Discussion / Next Meeting Date· 2020 NECTS Meeting Dates:

o End of July – Kimley-Horn to send out Doodle Pollo Schedule October NECTS meeting around the same time as the virtual Safety Summit.

· Covid-19 Reopening Phase 2 Concernso May experience driving anxiety due to not driving your normal schedule to/from work. Be

thoughtful about team members and anxiety about returning to work, including driving anxietyo Mr. Taylor with REMSA shared that EMS and First Responders have been working harder during

the shutdown.o It is important for us all to educate ourselves and be safe during Phase 2 and when returning to

the workplace.o Ms. Kapuler shared that bicycle shops are selling out of bikes and there is a huge increase of

bicyclists on the road. Even as we go back, be mindful of Vulnerable Users on the roadways.

Agenda Item 7: 2021-2025 SHSP Update

1. SUMMARY OF AGENDA ITEMAgenda Item 7 provides the NECTS with a brief update on recent activities within the Critical EmphasisArea (CEA) Task Force Teams and opens discussion on the selection of Critical Emphasis Areas for the2021-2025 SHSP Update.

2. BACKGROUNDThe CEA Task Forces meet on a quarterly basis to discuss progress on the strategies and specific actionsteps identified within the SHSP. Task Force Quarterly Reports include summaries of Task Force activitiesfrom Q2 2020.

The Federal Highway Administration requires states develop a Strategic Highway Safety Plan at least everyfive years. FHWA provides the guidance on selecting Critical Emphasis Areas(https://safety.fhwa.dot.gov/shsp/guidebook/ch3.cfm#ch34), which is provided in the attachment.

Accomplishments Problem Identification: • Individuals who crash and are unbelted are more likely to experience a serious injury or fatality. • Men are more highly represented in the crash statistics with unbelted crashes. • Men ages 26-35 have almost twice the number of fatalities as any other age group. • Passenger fatalities and serious injuries are also a problem, not just unbelted drivers. • Unbelted fatalities are highest of Saturdays and Sundays. • There is a spike in fatalities in the month of July.

Rural fatalities are overrepresented in the crash data.

Primary Seat Belt Law Preparations in support of Primary Seat Belt Law for the 2021 Legislative session continue. Support by business and community leaders is discussed in ongoing meetings. Explanation: New Task Force leadership will develop an action plan for the 2021 Legislative Session patterned after the example of UDOT’ s successful effort to secure a statewide primary seat belt law. Implementing the NHTSA 2018 OP Assessment Recommendations All of the recommendations are currently in the process of being addressed and each recommendation has been assigned to a responsible individual to coordinate the implementation of the recommendation. Explanation: The NHTSA 2018 OP Assessment provided key recommendations and the Office of Traffic Safety is working with the OP Task Force to implement the recommendations over the coming years.

Selecting Critical Emphasis Areas

From FHWA Strategic Highway Safety Plans: A Champion's Guidebook to Saving Lives, Second Edition (lastupdated in 2017) https://safety.fhwa.dot.gov/shsp/guidebook/ch3.cfm

Each State should identify emphasis areas based on analysis of the available safety data and input fromsafety stakeholders representing the 4 E’s of safety. Emphasis areas may change during SHSP updatesbased on the results of ongoing safety data analysis.

Many States have found a fewer number of emphasis areas (usually between four and eight) helpsdirect efforts and makes the SHSP a more "strategic" and effective plan. For example, a State mayreview annual fatality and serious injury data for the preceding five years. The top five areasrepresenting the most fatalities and serious injuries are then selected for the SHSP.

States also may weigh other factors when considering emphasis areas, such as injury severity, high-riskroadway features that are correlated with particular crash types, risks associated with certain vehicletypes, etc. For example, if a State has experienced a catastrophic bus crash, they may include in theirdata analysis a review of the number and severity of the injuries, the characteristics of the road wherethe crash occurred, the safety performance of the motor carrier operating the bus, and the volume ofbus traffic on the road. After weighing these factors, they may determine that bus safety is a prioritybecause, while bus crashes may be relatively infrequent, when they do occur they can cause asignificant number of fatalities or serious injuries in a single event.

Recommendations on emphasis areas should be reviewed by the Steering Committee or WorkingGroup, and then by the Executive Committee, which will typically make the final decision. A review bythe SHSP committees will help ensure that emphasis areas represent a balance of resources andpriorities.

2. BACKGROUNDThe Nevada Traffic Safety Summit is typically held on an annual basis in October. The location of thesummit rotates between Northern Nevada and Southern Nevada. The Summit Planning Team would liketo offer a proposal for a virtual gathering for the NECTS to discuss.
