Welcome everyone. As I write my February article in mid-January, it feels like spring outside. Well look out, in Southern Indiana, that won’t last long!

In my article today I would like to say a little about Building Green. This wave of interest is catching-on like mad, and is spreading across the entire country. Cities and states are working with private enterprises toward more environmentally sensitive solutions.

Building homes is tough enough. Lately, selling can be even tougher.

Half of a contractor’s day is filled with giving the consumers something better than your competitor. But raising roofs has cost. So it makes sense that the other half of your day is filled with keeping your costs in line with those same competitors. An amazing balance!

But there’s something you should keep in the front of your mind – the building code. The most important thing I wish I could convey to builders and subcontractors is this: “Code = Law”.

Watch your peers. You can tell the ones WITHOUT vision. They are the ones who focus on getting past their inspections at any cost. They want to slide by, and they’d rather argue with an inspector than make a correction on a building site. Don’t worry much about these guys. They won’t be around long.

Builders WITH vision place “code compliance” at the top of their list – inspection, or no inspection. These builders are in the industry for the long-haul. Here’s why.

Some time ago, Indiana had no law addressing the liabilities of a home builder. The Builders Association got passed a state law that created a statute of limitations at 10 years. Prior to this law, a builder was theoretically “on-the-hook” forever. Can you imagine being held responsible for fixing concrete steps that are 23 years old?

But in the event of a code violation, there could be no time limit on the builder’s liability. Inspections – or no inspection.

So I hope you can see how important it is to have true code compliance. And how terribly minor inspections are in the big picture of your liability for the home

you build and sell to the consumer. And that inspections are actually another set of eyes assuring your compliance. Builders with vision can appreciate the reduction of liability if a building inspector catches a correction to make. Builders with no vision don’t concern themselves with anything described as “long-term”.

In Indiana, state government determines the building code. The state law states that local government assures code compliance. Not all government officials grasp their role. And not all counties conduct inspections, much less have a building department.

For the most part, the upcoming building code has been determined and is expected to be signed into law sometime this spring. Your Builders Association was a major player in determining changes that were made, and most of the changes are to the benefit of the builder- and ultimately the affordability of the consumer.

The building code already in place is the IRC 2003, with Indiana Amendments.

With the amount of saturation of code books in the hands of its users, it was decided the new code will remain the same model, but with updated amendments to it.

If you’re a professional contractor, then you need to own a code book. Along with the IRC 2003, you need to have the set of Indiana Amendments, which consist of updated changes to the IRC 2003 that are most appropriate for our state.

SIBA is offering a Code Seminar on March 20, 2008 at the Holiday Inn to cover the most prominent changes. Attendees will review the changes that are expected to most affect how they build homes.

The hours for the seminar will be 8:30 – 11:30 am and from 12:30 – 3:30 pm. Lunch will be provided between sessions. Contractors can pick-up a total of six credit hours for their Vanderburgh License by attending the March 20 seminar.

Knowing the building code can keep you from doings things twice. When you think about it, if raising a roof has a cost, then raising it twice must be a bigger cost.

In his January presentation, Building Commissioner Roger Lehman included plenty of praise and accolades for Mayor Weinzapfel for being so progressive in the implementation of the new web-based system that already has enabled inspectors to work more efficiently in the field.

The same system now allows viewers to check on permitted projects, and get updates on inspections and comments from the Building Department.

Inspectors can input their inspection findings without travelling back to the office, and builders can get the status of inspections almost immediately. The system also allows inspectors to post comments for the project, if needed, which the builder can also get. The system has sped-up the process from requesting inspections, to arranging the next subcontractor – by days, according to some.

L e h m a n c o n v e y e d t h a t p a s t administrations have done little to improve the building department as long as they heard

no problems. By contrast, Lehman pointed out that Mayor Weinzapfel has aggressively pursued this system, in plans to make the department more efficient and provide a more timely service for contractors. Weinzapfel was also said to want to see the new system finalized to maximize the benefit to the end-users.

It is anticipated that the new system will enable builders to order their permits, paying by credit card, soon. This would be similar to paying your favorite utility via its website, and could someday save trips to the Civic Center. Roger also candidly said the #1 task he wants the new system to complete is the Certificate of Occupancy.

More and more home owners today are interested in remodeling green. In fact, a recent survey by NAHB found that 46% of consumers expecting to spend $10,000 or more remodeling their home in the upcoming year are eager to incorporate green products. The problem is that many home owners just don’t know where to start.

As a remodeler, taking a whole-house approach to comfort and energy efficiency improvements through “home performance remodeling” is a great way to capitalize on this important new trend and help home owners start going green.

Home Performance remodelers use diagnostic equipment to assess a home’s energy performance and offer home owners a prioritized list of improvements that work together to improve comfort, lower utility bills, and help protect the environment. Improvements typically include sealing air leaks and ducts, adding insulation, improving heating and cooling systems, upgrading lighting, and switching to energy-efficient appliances, where applicable.

Home performance remodelers report higher profit margins on their jobs and an increase in customer satisfaction. Comfort problems that have plagued homeowners for years (i.e. too cold or too hot rooms, drafts, indoor air quality) can be solved with the diagnostics and improvements offered by home performance remodeling.

In select areas, local sponsors offer Home Performance with ENERGY STAR, a whole-house home improvement program from the U.S. Department of Energy and EPA (see www.energystar.gov/homeperformance for available locations).

Many of these local sponsors offer contractors financing assistance for training and diagnostic equipment, as

well as special financial incentives to homeowners for making improvements. Home Performance with ENERGY STAR also provides participating contractors with marketing materials, case studies, and other resources.

Building is : “Build it, They will come”.For those of you that have not had time

to attend any of our local meetings lately, Green Building is here to stay. Armed with information from magazines and websites based on Green Building, today’s consumers are very knowledgeable on the subject.

It seems that every time I sit down to meet a new customer there is a new procedure, or product, on that subject.

What I’m learning is that Green Building has different connotations with it. Different people visualize different things when they hear "Green Building". These ideas range from little ideas, to massive evolutionary concepts. While they might all be great ideas for building a new home, unfortunately the price tags on these ideas also range from dimes, to thousands of dollars.

I wish we could put all good ideas into every home, but the reality is that we can’t.

Another important fact is there are so many good things that occur to people and communities when more people own their homes.

So it’s important, first to identify some building principles that can make a difference without pricing our customers out of the American Dream – homeownership.

Green Building in my eyes is building the home using a little more planning, using more quality products, and better methods of construction. The intent should be that once the construction is done you have effectively

built a home which will last longer and perform more energy efficiently.

This in turn will save our customers money in the long run. This savings will effectively allow them to spend more money up front to pay for these upgrades. Safety is also a Building Green issue built into today’s homes.

Here are some examples of what I am trying, and these can be easily implemented by other companies:

1) Methods of construction used resulted in less waste, less costs for clean-up, less dumping fees, and less waste into our community’s landfills.

2) Use upgraded hardware, fixtures, faucets, lighting to extend their lifetime and decreased the amount of non-renewable energy used in the daily lifestyle for the typical family.

3) Use more insulation and better quality insulation on foundation walls, in the exterior walls of the living space, and ceiling/roof assemblies.

4) Use upgraded doors and windows in the home. This is an area I see a lot of builders investing money, and rightfully so since these areas are known to be the weakest area of an energy designed wall.

5) The use of hard surface flooring in all of the major traffic areas of the home for longevity of the floor.

6) The use of upgraded kitchen cabinets & counters, to once again add to lifetime of product.

7) Upgraded HVAC. I have personally seen an increase in Geo systems installed over the passed few years. More and more of my customers are wanting the high efficient

2 stage or variable speed units which work very well in Spring and Fall around here for getting the humidity out of the homes and saving on energy.

8) Incorporating into the design of your homes the wider doorways and doors for a possible aging-in-place client.

9) Subdivision designs are also changing with safety in mind. SIBA cooperated with the city/county to put to bed a safety issue that has haunted the developers for years. Signage in our new developments was not happening early enough. SIBA worked out a deal that would allow the developers to put the street signs in up front and, if passed inspection, the city/county would immediately take them over for maintenance. This was a win-win-win scenario for developers, government liability, and mostly for our end-consumers – the homeowners.

And the list goes on.I hope everyone will appreciate all of

the time and additional moneys spent for Building Green. Builders are also battling material supply increases, and the effects higher fuel costs have on construction. Builders have heard the Build Green demand and are responding. And I think from now on, we will need ideas to offset the costs of good ideas, and to make these good ideas more affordable.

The laws of supply and demand are making it tougher each day to be the kind of responsible home builder our community needs. Hopefully, there will be no other demands put on local builders that will affect building costs because the market will not bear it.

JANuARY MeeTING

2008 SIBA President, John elpers, calls to order the first

meeting of 2008 at the January 8 Membership meeting at Holiday Inn. What a great job he did!

Carl Shepherd makes one last report encouraging members to attend the

Midwest Builders Convention in Indy. Shepherd has served as the Convention

chairman for the past several years.

wiring and equipment in all commercial applications, due to the inclusion of new requirements in the commercial building code. SIBA members are urged to consider this proposal and send any comment they may have to the SIBA office.No Roofing License Needed by 2) Builders. If you have a Residential or Commercial Builder’s License, you need not have a separate license to build the roof for the respective structures. This decision came from a recent meeting of the Construction and Roofing Licensing Board, where it was passed unanimously. UPdAte: since the January presentation, it was reported that the department cannot withstand the financial strain of allowing builders to make their roofing licenses dormant, without increased fee for builders licenses. such an increase would be an ordinance change, so this policy probably won’t be a viable option until license renewal for 2009.

Crack-Down on Unlicensed Contractors. 3) Roger alerted general contractors in attendance that his department has recently found some subcontractors have been subbing the work out to unlicensed workers. Roger said many times the General Contractor is not aware the work is being subbed out to another company. However, the General Contractor can be held responsible for such violations.Roger said there would be meetings 4) in the near future between the

building department and Vectren to sync the system for ordering power service to new residences.The new residential building code 5) is expected to go into effect this spring, so Roger encouraged those in the audience to attend a codes class in the near future to learn of the changes.SIBA thanked Roger Lehman and

inspector David Ballew from the building department for their time and effort in making a good presentation.

‘green BUiLding’ CLAsses, designAtiOn SIBA is partnering with its state

a f f i l i a t e – t h e I n d i a n a B u i l d e r s Association (IBA) – for a three-day program of seminars on Green Building. The dates for the session are March 12-13-14. The trio of courses will consist of one class on Business Management, and two classes on Green Building.

There is a new designation, which requires attendance of all three classes. Attendees are welcome to sign up for individual classes, or for the entire session. Each class is 8 hours, and is scheduled for 9:00 am – 5:00 pm.

The price for members to attend is $300 for both “Green Building” classes for members, and $150 for the “Business Management” class. There is an extra $50 cost for non-members.

The course description is as follows:

Learn how green homes provide buyers with lower energy costs and higher value. This course for building professionals discusses strategies for incorporating green-building principles

into homes without driving up the cost of construction. Students will learn how green homes provide buyers lower maintenance, better indoor air quality and better long-term value. Techniques are also discussed for competitively differentiating your home products with

increased indoor environmental quality as well as energy and resource efficiency. This course is approved for CGB, CGA, and GMR designations. (It’s also approved for the CGP designation, but it won’t officially launch until Feb. 2008).

He has been an editor, managing editor, local news assigning editor and award-winning reporter at several newspapers, including the Akron Beacon Journal, the Tallahassee Democrat, the Dayton Daily News and the Springfield News-Sun. While a consultant for Knight Ridder Newspapers, he helped lead the team at The (Biloxi) Sun Herald that won the 2005 Pulitzer Gold Medal for Public Service for coverage of Hurricane Katrina.

According to a new ordinance that is expected to pass the City Council and County Commissioners, developers will install street and traffic safety signs in new subdivisions. However, the signs would become the city or county’s responsibility for repairs and maintenance immediately after passing installation inspection.

The new ordinance language would require developers to submit a street plan for their subdivision. The developer would be required to provide and install the required signs as the first layer of asphalt or concrete is poured for streets within a subdivision or a section, or within 60 days after a building permit is pulled – whichever is first.

The developer would then call for an inspection, who shall inspect the signs within 30 days. If there are deficiencies, the developer will correct the deficiencies within 30 days. Once the signs have passed inspection, the City or County would be responsible for repairs and maintenance of the signs.

In cases where the developer opts to install decorative signs, the owner shall remain responsible for repairs and replacement as needed.

The ordinance is an amendment to the Subdivision Codes, and therefore mus t beg in wi th approva l by the Area Plan Commission, which passed versions for the City and County at its January 10 meeting.

recently heard a proposal to raise tap fees for new water services. Builders know all too well that to get a house built, one of the first things to do is to go to the Civic Center and pay the tap fee to get the water service started. But the costs for materials and labor to make the installations have gone up over the years, and the Utility Board successfully bid-out the installation service.

The amount for the new tap fee has not yet been finalized, but is expected soon. One estimate was as high as $1400, which would cover more than the expenses of any of the services provided. It might be appreciated that if water services are charged with individual price structure based on their respective cost. Watch for an announcement soon.

As the call for energy efficiency in newly built homes gets louder and louder, SIBA members are encouraged to attend an Energy workshop this April 2, 2008. The Energy Workshop will feature Mark Jansen, Energy Efficient Homes Midwest.

SIBA, in working with local building officials, has specially invited Jansen for an “encore performance” of a past visit where attendees learned more about the requirements of the energy code, and how to make upgrades for energy efficiencies pay for themselves.
