  • Executive Summary and Policy 18

    As stated in the executive summary, Cochise Health and Social Services has developed a strategic 19 plan to ensure that health services provided to residents in Cochise County are of high quality and 20 meet the need for thriving communities. In conjunction with a Community Health Assessment 21 (CHA), Arizona Department of Health Services (ADHS) data and a Community Health Improvement 22 Plan (CHIP), this strategic plan provides for focus of efforts, department wide direction, and 23 provides a common ground for the delivery of high quality, appropriate, efficient and sustainable 24 public health services in Cochise County. In fulfillment of this strategic plan, the Cochise County 25 Board of Health and Cochise Health and Social Services together will achieve the goals required for 26 a collaborative approach to recognize public health priorities, define objectives for each priority 27 and further assess the capacity to address the priorities through the creation of localized Health 28 Advisory Committees (i.e. Sierra Vista, Douglas, Bisbee, Benson, Wilcox).29

    Leading public health issues identified are those health issues impacting the health and quality of 32 life of a significant number of residents in Cochise County, and are areas where significant 33 opportunities exist for the local public health agencies, cities, community partners and the state to 34 play a role in achieving positive results towards healthy community transformation. 35 36

    The Be Healthy! Sierra Vista Action Plan documents the strategies and actions the Health 38 Advisory Committee, and its partners, will undertake over a two year period to achieve the goals 39 and objectives of the Lets Move, Cities, Towns and Counties that address obesity in the 40 community. This Action Plan will also support the strategic direction for both the City of Sierra 41 Vista and Cochise Health and Social Services. 42

    Focus: Be Healthy! Sierra Vista will assess program needs and the capacity to enhance current 44 programs as they relate to targeting obesity in the Sierra Vista community. Be Healthy! Sierra 45 Vista will coordinate efforts with the City of SV, Ft Huachuca, Department of Health and Human 46 Services and will deliver an Action Plan that is in line with the city recognized Lets Move! Cities, 47 Towns and Counties initiative for prevention of obesity. 48 49 Initiative History: The National League of Cities (NLC) works in partnership with Lets Move! and 50 the U.S. Department of Health and Human Services to provide cities, towns and counties with the 51 tools and support they need to build healthy communities (Lets Move Cities, Towns and Counties 52 LMCTC). 53

    Obesity is in large part a result of lifestyle and the environments in which we live. The challenge is 54 to impact behavior and reset the cultural norm to include active lifestyles and healthier eating. 55 Challenges in achieving healthier lifestyles are having access to healthy foods, parks, recreation 56 areas, and an environment that supports activity and appropriate nutrition. Environment in this 57 context is defined as it applies to homes, communities, schools, and work sites; all these places can 58 support or hinder an individuals ability to maintain a healthy weight through physical 59 activity and appropriate nutrition. 60

  • 64 Obesity has become a national epidemic with a dramatic increase in the last 20 years. Since 1993, 65 Arizona has seen a 19% increase in individuals who are overweight or obese. This is the largest 66 increase in the nation. 67 68

    71 Strategy: Lead, promote, and advance sustainable health through the development of goals and 72 objectives to address health priorities. The Committee will respond to challenges in the Sierra Vista 73 area by engaging and involving the local community, and will review work to present 74 recommendations for systems, policy and environmental changes when necessary. This Committee 75 will also serve as a liaison to communicate with leadership and the general public. 76

    Development of Goals and Objectives: Using State and County health data, stakeholder input and 79 other citywide plans, Be Healthy! Sierra Vista will define in detail a goal with objectives that will 80 address obesity through a series of events and policy recommendations. This goal with objectives, 81
