    ABSTRACT

    In this work shows the different points to follow to carry out the action plan for

    company PROCAL 2000 this located in Progreso of Atotonilco of Tula Hidalgo and

    this company does not have health and safety measures thus implementing a

    action plan to benefit workers and so increase the production same quality product

    in this case is lime. The information obtained is poor because there is no previous

    information to the company. It takes into account different activities as well as the

    training system was implemented. And mention of the risks generally associated

    with activities in PROCAL 2000.

    INTRODUCTION

    The nature of industrial processes and operations performed, imply risks of

    accidents, they should be identified and evaluated to implement measures to

    prevent occurrence of events or minimize the consequences associated with these

    risks. All human activities involve a certain level of risk. It is also important that the

    development of risk studies is performed uniformly among similar facilities under

    benefit representing to compare the results and recommendations, which can

    maximize the security and optimize human and material resources its

    implementation, the study of risk can be cobo with different methodologies as:

    Checklist, What if? , Mode Analysis, Fault and Effect (FMEA), HAZOP, fault tree

    among others.

    Explosions, fires and a leak or spill of toxic substances are serious risks in

    industrial, commercial and service as well as the different modes of transport of

    hazardous materials involved, usually the escape of such materials a container,

    accompanied in the case of volatile substances of evaporation and dispersion in

    the environment.

    BACKGROUND

    Procal 2000 started operation in 1996. They hydrated lime preparation and

    materials as gravel, sand, stone and seal. The company is owned by Ejidatarios.

    History of lime production in northern Mexico Basin

    Since the prehispanic era, lime was used as material for home construction and

    likewise to prepare Nixtamal, the most important sites found in Mexico are in

    Cuernavaca, Tula and Apaxco. According to research these were exploited

    between 2500 BC - 200 AD.

    At this time was where lime deposits were less exploited than nowadays, and it is

    mentioned that at that time the imperial type societies were highly stratified and

    made a sustainable exploitation. These deposits are composed mainly of limestone

    and tezontle. On the map 1 below we can see the distribution of sites for hydrated

    lime for places in Mexico Basin.

    In Mexico, the first attempts to implement risk studies emerge in 1984, to protect

    the environment. In 1996 and 2001 the General Law of Ecological Equilbrio and

    Environmental Protection (GLEEEP) extend the concept of environmental risk in

    order to include the requirement for handling hazardous activities in order to

    prevent accidents and emergency response program

    THEORETICAL FRAMEWORK

    The action plan is due to the United Nations Conference on Human Environment,

    held in Stockholm in June 1972.

    It seeks to comply with current national standards, ensure the basic necessary

    conditions to develop infrastructure to allow workers access to primary care and

    essential medical services. In addition, this Plan aims to improve the working

    conditions of its employees, clutching this work safer and more efficient, reducing

    accidents, and providing them with the necessary personal protective equipment

    and training in safety procedures and habits. A study of the risks taken and

    conducted.

    The environmental risk is a requirement that SEMARNAT requested in this plan,

    through the General Directorate of Environmental Impact and Risk (GDEI)

    applications for federal works and activities are in the planning stage, under the

    General Law of Ecological Balance and Environmental Protection (GLEBEP)

    regulations in this area. These achievements have been transformed, both in

    management and in-deep studies carried out to integrate a multidisciplinary

    environmental impact statement, essentially regional.

    GENERAL OBJECTIVE

    To implement in this company, an action plan for health and safety measures, this

    will be of great benefit to workers and encourage better production process.

    Specific Objectives

    To reduce accidents and improve the quality of work as sales presentation

    of the company

    Give safety talk workshops to workers to apply safety rules related to safety

    equipment.

    THE PROBLEM

    The company does not only lack a quality production plan and but it products lime

    and sales construction materials, which as consequence may cause wokers to

    suffer accidents. This project is important because it helps detect the potential risks

    that the workers may suffer risks to near populations by therefore this plan applies

    to all personnel working in this company.

    COMMUNICATION

    Verbal training will be given to the pattern, providing leaflets and if a manual for the

    dialogue with its workers and so reduce the risks of the workplace and the worker,

    for safety and hygiene.

    Obligations of the employer:

    Obligations of workers

    health and safety committee must consist invariably of a coordinator and

    a secretary, and the members agreed by the employer or his

    representatives, and the union or workers' representative in the absence

    of union figure, assuming the duties and responsibilities set out in this

    work directly in the workplace and that preferably have knowledge or

    TRAINING SYSTEM

    According to the activities carried out as give first aid courses as training will be

    implemented in the event that a fire is present, and how to use a fire extinguisher,

    courses will also be able to identify how different types of fire that can be

    generated. So we take a control check to verify that they really were implemented

    and are being carried out properly security measures. This control is carried out

    every two months and that sometimes work varies. Monitoring will schedule to

    equipment and adopt appropriate measures to do the job safely.

    According to these considerations, the general recommendations for the correct

    use of the manual tools, for the purpose of prevent accidents that can result are:

    Conservation of the tools in good condition for use.

    Using the appropriate tools to each type of work to be performed.

    Proper training of workers in handling these work items.

    Transporting safely, protecting the edges and ends and keep them neat,

    clean and in good repair, in place for that purpose.

    Handling of chemicals

    When transfer needed a chemical, whatever its nature, from one container to

    another smaller container, will be conducted with due precautions:

    If the original container has tap, opening it slowly effected by gravity.

    If the original container has no tap, use a vacuum pump specially designed

    for this purpose, is strictly prohibited, with mouth sucking vacuum tank

    through a tube.

    After decanting the product to the target vessel, it shall be labeled in the

    same way as the original.

    In the event of a spillage or accidental release, will proceed, in general, as follows:

    If it is a solid, is collected by aspiration, preventing the sweep, as it may

    cause the product dispersion in the atmosphere of the premises.

    If a liquid drains will be protected, will be treated with absorbent materials

    (such as diatomaceous earth) and deposited in suitable containers for

    disposal as waste. When necessary, before treating with absorbent, they

    shall be inerting, for which they shall consult the relevant safety data sheet

    and in case of doubt, it will be with the supplier.

    Emergency Management

    In 2000 PROCAL perform various tasks, either, cleaning, servicing of motors.,

    Which are generated in accident risks for workers. It is therefore important to

    understand the basic actions of immediate attention if they work during thedevelopment of some accident happens.

    Because the rapid action before an accident can save a person's life or prevent

    deterioration of the possible injuries you have.

    Tracking

    So we take a control is performed to verify what is being proposed as

    implementation and test are being carried out properly security measures. This

    control will be held every Wednesday of the second week and this will be done

    every two months as there are times that the work is varied and easier to verify

    compliance.

    CONCLUSIONS

    The nature of industrial processes and operations performed in industry imply risks

    of accidents, they should be identified and evaluated to implement measures to

    prevent their occurrence or minimize the consequences associated with thoserisks. All human activities involve a degree of risk. In its facilities, transmission

    lines, storage areas including the process safety is of great importance for the

    responsible development of its activities.

    Is important to know this type of methodology to prevent and control the safety and

    hygiene so same in every area of the company.
