Rajkot.IN A MAJOR relief to livestock exporters, the Gujarat High Court has stayed the August 6 order of Kutch District Magistrate Remya Mohan prohibiting the movement of livestock at Tuna port after complaints of alleged violations of legal provisions and animal rights. A single judge bench of Justice Bela Trivedi issued an oral order on Tuesday staying the DM’s order till the pendency of a petition filed by Livestock Exporters Association (LEA), an unregistered body of livestock exporters of Gujarat.The court also observed that the opinion of a committee formed by the Distr ict Magistrate regarding prohibiting exports of livestock from Tuna port lacked authority of law.

“It appears that the committee constituted by the District Magistrate has submitted a report on 07.08.2018, whereby it has been opined inter alia that the violation of Prevention of Cruelty to Animals Act might have occurred.
It has been further stated that “no animals shall be allowed to be exported unless the necessary documents are provided and required arrangement for welfare of these animals are done by the exporters”. The later part of the direction given by the committee appears to be prima facie without any author i ty of law. Hence the implementation of the impugned communication dated 6.08.2018 is stayed till the pendency of the present petition,” Justice Trivedi stated.

Gandhinagar.The Comptroller and Auditor General (CAG) of India has expressed dissatisfaction over the implementation of the Right to Education Act (RTE) in Gujarat pointing out glaring deficiencies “indicating that the key objectives of the law for universalisation of elementary education could not be fully achieved due to various deficiencies” in Gujarat.
In a report tabled in the Assembly, the CAG has revealed that 12.80 to 15.11 per cent of children in the age group of 6-14 years were not enrolled in any school in the state during 2012-17. But the state government could only identify between 2.72 to 6.12 per cent of children as “out of school children” during the same five years.
These deficiencies, the report said, include failure to provide basic facilities in schools and setting admission targets without taking into consideration the availability of seats as per the RTE quota. “The state government could not provide basic infrastructure facilities in majority of government schools even after seven years of implementation of the RTE Act,” the CAG report mentioned. The Government of India and the Gujarat government’s share of Rs 3635.57 crore (34 per cent) was short due to under utilisation of funds for implementation of the RTE Act, the report noted.
The CAG also expressed dissatisfaction about the state government’s monitoring m e c h a n i s m t o e n s u r e t h e p r o p e r implementation of the Act, also known as the Right of Children to Free and Compulsory Education Act of 2009. The CAG noted that the “monitoring mechanism was weak as Block Resource Centre Coordinators or Cluster Coordinators had not conducted the prescribed number of inspections of schools”.
On RTE Act’s clause for establishment of neighbourhood schools and transportation facility, the CAG report stated that the state government mapped schools in 2011-12 and found the requirement of 201 schools to meet the neighbourhood school norm. “Of these, only 25 schools have been established and made functional as of March 2017. As a result, the number of students identified to be provided transportation facilities due to non-availability of schools in the neighbourhood increased three times from 51,653 in 2012-13 to 1,41,854 students in 2016-17,” the report stated.

This despite promises by Punjab Chief Minister Captain Amarinder Singh and Cabinet Minister Navjot Singh Sidhu of construction of the railing.

distances. Since the accident, the DAV school bus is taking a longer route to fetch the children from the village. On Thursday, Muhawa villagers protested on the bridge to observe the second anniversary of the accident with candles, highlighting the apathy of the government machinery.

Gujarat: ‘78% BPL families prefer private hospitals for treatment’
Gandhinagar .The compliance audit report of the Comptroller and Auditor General (CAG) for the year ending March 2017, which was tabled in the Gujarat Assembly on Wednesday, has revealed that only 54 per cent of the BPL families in the state have been enrolled under the Mukhyamantri Amrutam (MA) and Mukhyamantri Amrutam Vatsalya (MAV) yojana till March 2017.According to the report, the data maintained by the health and family welfare department stated that as of March 2017, there are 41,49,913 BPL families in the state. Out of these, only 22,63,156 families had been enrolled in the MA scheme till March 2017.
Thus , despi te v i l lage- to-vi l lage enrollment rounds, only 54 per cent of these families could be enrolled. The CAG also pointed out that the health and family welfare department has not followed the enrollment procedure. Instead, the report revealed, the department had opted for bulk printing of MA cards for the BPL families already registered under the Rashtriya Swasthaya Bima Yojana (RSBY) scheme. These bulk printed cards have been found to
lack vital information like photographs, fingerprints, age and relationship, posing difficulties for beneficiaries in getting immediate medical treatment. The detailed audit analysis further revealed that the high percentage of BPL enrollment in the years 2012-13 (15,39,052) and 2013-14 (6,09,956) was due to this bulk printing of cards (20,10,850 cards) which also led to duplication. In the absence of a system to identify duplication, it was found that beneficiaries had more than one active card.
Meanwhile, enrollment in 11 districts — Ahmedabad, Anand, Banaskantha, Bhavnagar, Dahod, Jamnagar, Kutch, Rajkot, Surat, Surendranagar and Vadodara — was even below the state average of 54 per cent, with Jamnagar reporting the lowest at 32 per cent. Kolkata.Ishrat Jehan, one of the first petitioners against triple talaq, on Thursday said she may file a petition in Supreme Court against polygamy among Muslim men and for the right of Muslim women to get at least half of their husband’s property in case of divorce.Speaking at a press conference in Press Club, Kolkata, Ishrat said the ordinance approved by the Centre criminalising instant triple talaq is a victory.“People have been ignoring the Supreme Court’s verdict and instant triple talaq had been continuing. I am happy that the government has approved the ordinance making instant triple talaq an offence. Now, perhaps, people like me will get justice,” said Ishrat, who had joined the BJP last year.“But the fight does not end here. Next I am thinking of filing a petition against polygamy because simply stopping Muslim men from giving instant talaq is not enough. They do it to marry other women and that must be stopped as well,” she said.The press conference was organised by Joint Movement Committee, a platform for protection of Muslim women’s rights.“After divorcing a girl, men move on and remarry but the girl is often left without any money to feed herself and her family. I will also put up a legal fight for Muslim girls who get divorced so they get at least half of the husband’s property before being separated. Look at the penury I am living in,” Ishrat said on the sidelines of the event.
She got married to Md Murtuja Ansari, an embroider, in 2001. After staying in Bihar till 2004, they came over to West Bengal and lived in Howrah district. She had alleged that after giving birth to three girls, trouble broke out between the two as Ansari wanted a male child.
“Our fourth child was a boy and even after that, his atrocities did not end. He left me here and went to Bihar, where he wanted to re-marry. I stopped him and he later went to Dubai from where he called me up and divorced me by uttering ‘talaq’ three times,” she alleged.
Ishrat said after she was divorced, she had been living in extreme penury with her child. “My sister provides me financial help and I live in my little apartment, supplementing the family income with some sewing work,” she said.
“I never said there should not be talaq or divorce. If a marriage is not working, Shariyat or Islamic law has provisions to end it. There should be a gap of one month between uttering the word ‘talaq’ every time. Talaq has been misused and given its instant form,” Ishrat said.

Jaswinder Singh Jahangir, who had unsuccessful ly contested the Assembly elections on an Aam Aadmi Party ticket from Attari constituency, said this bridge has become a perfect example of government apathy. “Death of seven children has failed to jolt the government. We should call it murder because now delay in constructing a railing has proved that the accident occurred because the authorities have no sense of responsibility,” said Jahangir.
Gandhinagar.The government on Thursday announced to form a committee to look into the complaints of the farmers who have not received timely compensation for crop loss. Speaking to mediapersons here Deputy Chief Minister Nitin Patel said that the committee has been set up in a year when the state has received deficient rainfall and the state government has been forced to release over 20,000 cusecs of Narmada water to save the standing Kharif crops.
“We have received complaints from several districts and talukas, that despite crops getting damaged, the insurance companies are not compensating the farmers in the state,” Patel said. “Keeping the representations of farmers in mind, the state government has formed a committee consisting of Agriculture Minister R C Faldu and others to look into the matter last week. We have begun the effort to look into the complaints of farmers,” Patel said, adding that he and Chief Minister Vijay Rupani will directly supervise the committee.
Patel also said that erring insurance companies will be reported directly to the Central government.
“Shortly, we will also hold a meeting with the chairman and managing directors of big insurance companies who are providing crop loans in the state and sort this matter out. We are taking this issue strictly, as we are paying a heavy premium and it the responsibility of the companies to compensate the farmers after taking the premium. If any company is not found doing its duty, we will take strict actions,” Patel added.

This has forced the beneficiaries to move to other districts for availing treatment, specifically for cancer and cardiac and paediatric ailments.The percentage of movement of beneficiaries to Ahmedabad, Rajkot, Surat and Vadodara was 74, 59, 44 and 62 per cent, in the period, respectively.The audit also observed that 78 per cent of the beneficiaries preferred treatment at private hospitals due to lack of infrastructure and non-availability of specialists at government hospitals. This was reflective of the fact that out of a total claim of Rs 557.70 crore for treatment provided to beneficiaries under the scheme during 2012-17, the claim made by private hospitals was Rs 433.39 crore against the claim of Rs 124.31 crore by government hospitals.
The livestock exporters had brought 7,850 goats and sheep to Tuna port in Kutch in the first week of August this year for being exported to Dubai. However, the DM passed an order on August 6, ordering suspension of movement of livestock at Tuna port until further communication. The DM also formed a three-member committee, headed by sub-divisional magistrate of Anjar, to look into the alleged violation of the provisions of Prevention of Cruelty to Animals Act.
Speaking to The Indian Express Mohan had said that she had prohibited the movement of livestock at Tuna port after the state government received complaints from animal rights activists.

Senior Congress leader from Surat, Dhirubhai Gajera, on Thursday resigned from the party along with his nine supporters, saying that factionalism within the party’s Surat unit led to his defeat in last year’s Assembly elections. Ludhiana.Former Afghanistan President Hamid Karzai on Thursday inaugurated the two-day PAU Kisan Mela and Pashu Palan Mela at Guru Angad Dev Veterinary and Animal Sciences University (GADVASU). In his brief speech, which he started with Sat Shri Akal, he said that he was overwhelmed by the h o s p i t a l i t y o f b o t h t h e universities.
At PAU, he visited research f a r m s a n d a g r i c u l t u r a l machinery stalls, apart from interacting with its 15 Afghan students. Expressing gratitude t o w a r d s t h e u n i v e r s i t y authorities and faculty for helping the Afghan students, he also applauded the youngsters for opting for a degree in agriculture. “I am happy to see these students having interest in agriculture as compared to conventional degree courses, as agriculture is the backbone of Afghanistan. I am hopeful that your rich learning at PAU will help strengthen agriculture back home,” he said.
He shared his concern over dismal levels of the water table in Afghanistan, urging the students as future leaders to help conserve the same.

launched farmer-friendly apps. At GADVASU, two Android-based mobile apps on pig and goat farming were launched. These can be downloaded from the Google Play Store.
The PAU Kisan App was launched by the governor. The app has been introduced to address the queries of farmers, equip them with information about new crop varieties, their production and protection technologies and provide weather-based and o ther agriculture-related advisory from time to time. Farmers can download the app on Android phones and it will soon be made available on Apple iPhones, said Dr Baldev Singh Dhillon, Vice-Chancellor, PAU.

Ishrat said after she was divorced, she had been living in extreme penury with her child. “My sister provides me financial help and I live in my little apartment, supplementing the family income with some sewing work,” she said.
“I never said there should not be talaq or divorce. If a marriage is not working, Shariyat or Islamic law has provisions to end it. There should be a gap of one month between uttering the word ‘talaq’ every time. Talaq has been misused and given its instant form,” Ishrat said.

Gandhinagar.The government on Thursday announced to form a committee to look into the complaints of the farmers who have not received timely compensation for crop loss. Speaking to mediapersons here Deputy Chief Minister Nitin Patel said that the committee has been set up in a year when the state has received deficient rainfall and the state government has been forced to release over 20,000 cusecs of Narmada water to save the standing Kharif crops.
“We have received complaints from several districts and talukas, that despite crops getting damaged, the insurance companies are not compensating the farmers in the state,” Patel said. “Keeping the representations of farmers in mind, the state government has formed a committee consisting of Agriculture Minister R C Faldu and others to look into the matter last week. We have begun the effort to look into the complaints of farmers,” Patel said, adding that he and Chief Minister Vijay Rupani will directly supervise the committee.
Patel also said that erring insurance companies will be reported directly to the Central government.
“Shortly, we will also hold a meeting with the chairman and managing directors of big insurance companies who are providing crop loans in the state and sort this matter out. We are taking this issue strictly, as we are paying a heavy premium and it the responsibility of the companies to compensate the farmers after taking the premium. If any company is not found doing its duty, we will take strict actions,” Patel added.

The report has also highlighted the unequal distribution of hospitals across the state. According to the report, 10 out of 33 districts in the state lack empanelled hospitals. Only four districts —Ahmedabad, Rajkot, Surat and Vadodara — in the state had empanelled hospitals for all clusters. This has forced the beneficiaries to move to other districts for availing treatment, specifically for cancer and cardiac and paediatric ailments.The percentage of movement of beneficiaries to Ahmedabad, Rajkot, Surat and Vadodara was 74, 59, 44 and 62 per cent, in the period, respectively.The audit also observed that 78 per cent of the beneficiaries preferred treatment at private hospitals due to lack of infrastructure and non-availability of specialists at government hospitals. This was reflective of the fact that out of a total claim of Rs 557.70 crore for treatment provided to beneficiaries under the scheme during 2012-17, the claim made by private hospitals was Rs 433.39 crore against the claim of Rs 124.31 crore by government hospitals.
The livestock exporters had brought 7,850 goats and sheep to Tuna port in Kutch in the first week of August this year for being exported to Dubai. However, the DM passed an order on August 6, ordering suspension of movement of livestock at Tuna port until further communication. The DM also formed a three-member committee, headed by sub-divisional magistrate of Anjar, to look into the alleged violation of the provisions of Prevention of Cruelty to Animals Act.

Ludhiana.Former Afghanistan President Hamid Karzai on Thursday inaugurated the two-day PAU Kisan Mela and Pashu Palan Mela at Guru Angad Dev Veterinary and Animal Sciences University (GADVASU). In his brief speech, which he started with Sat Shri Akal, he said that he was overwhelmed by the h o s p i t a l i t y o f b o t h t h e universities.
At PAU, he visited research f a r m s a n d a g r i c u l t u r a l machinery stalls, apart from interacting with its 15 Afghan students. Expressing gratitude t o w a r d s t h e u n i v e r s i t y authorities and faculty for helping the Afghan students, he also applauded the youngsters for opting for a degree in agriculture. “I am happy to see these students having interest in agriculture as compared to conventional degree courses, as agriculture is the backbone of Afghanistan. I am hopeful that your rich learning at PAU will help strengthen agriculture back home,” he said.
He shared his concern over dismal levels of the water table in Afghanistan, urging the students as future leaders to help conserve the same.

Mobile apps launchedThe PAU and GADVASU both
launched farmer-friendly apps. At GADVASU, two Android-based mobile apps on pig and goat farming were launched. These can be downloaded from the Google Play Store.
The PAU Kisan App was launched by the governor. The app has been introduced to address the queries of farmers, equip them with information about new crop varieties, their production and protection technologies and provide weather-based and o ther agriculture-related advisory from time to time. Farmers can download the app on Android phones and it will soon be made available on Apple iPhones, said Dr Baldev Singh Dhillon, Vice-Chancellor, PAU.

In an article published by French journal Mediapart, Hollande on a question about who selected Reliance as a partner and why, said it was the Indian government that proposed Reliance’s name and Dassault had no choice but to take the company given to it. “We did not have a say in that. The Indian government proposed this group, and Dassault negotiated with Ambani. We did not have a choice, we took the interlocutor we were given,” said Hollande.
The interview was published in French and excerpts of Hollande’s interview were tweeted
by French Newspaper LeMonde journalist Julien Boissou. Hollande’s reported statement contradicts Indian government’s claim that the agreement between Dassault and Reliance was a commercial pact between two private parties and the government had nothing to do with it. Responding to the interview, the defence ministry spokesperson tweeted: “The report referring to former French President Mr Hollande’s statement that GoI insisted upon a particular firm as offset partner for the Dassault Aviation in Rafale is being verified.
It is reiterated that neither GoI nor French Govt had any say in the commercial decision.” Congress leader Manish Tewari on Friday immediately retweeted this article and asked Hollande: “President (Former) Francois Hollande should also enlighten us how the price went up from 590 crores in 2012 to 1690 crores in 2015 per Rafale fighter jet? Escalation of a mere 1100 crores. I am sure the Euro equivalent would not be a problem to calculate.” Responding to
