United Business Group arranged a lunch in honor of Haji Iftikhar Ahmad Vice President

FPCCI at Sarhad Chamber of Commerce & Industry Peshawar on January 10, 2019. All

Executive Committee / General Body Members, Presidents of all Chambers, Associations

of Khyber Pakhtunkhwa and other prominent leaders of trade & industry were present

The meeting started with the recitation of Holy Quran by Mr. Ata-ur-Rehman, President,

HCCI and the Chair welcome the participants.

Senator Ilyas Bilour congratulated Haji Iftikhar Ahmad on becoming unopposed Vice

President, FPCCI. The following issues were discussed in the meeting:-

1.The construction of building of FPCCI at Hayatabad Phase7, Peshawar.

2. To shift temporarily Regional Office, FPCCI, Peshawar in the building of Sarhad

Chamber of Commerce and Industry.

3. He also raised point regarding energy crisis in case Industrial estates of Khyber

Pakhtunkhwa.

4. Nomination in the delegation for abroad.

5. Industrial State of Rashakai

6. Gems & Mineral show

7. Meeting of business Community in every three months

8. Energy crisis in Hattar Industrial Estate.

9. 3-Nights duration stays instead of two nights in Karachi

10. Proposal/ Suggestion before 15th January 2019.

Mr. Raiz Arshad congratulated to Haji Iftikhar Ahmad, Vice President. He

raised resolution for temporary shifting of the Regional Office, Peshawar in the building

of Sarhad Chamber of Commerce & Industry, Peshawar and the resolution was passed

unanimously. Further he pointed out the energy crisis in KP, Province which need to be

resolved through Provincial Government. It was also stated that we are receiving

insufficient amount of energy whereas there is a demand of large quantity and special

allocation of energy is required to run Industries in KPK. He further demanded that at

about 15 Central Standing Committees may be allocated to KP Province and was

decided to request the HQ FPCCI.

Mr. Manzoor Ellahi demanded for conducting an exhibitionof Gems and Mineral show

in kp. He also congratulated to Senator Ilyas bilour and Haji Iftikhar Ahmad for winning

the election, 2019.

Mr. Ata-ur-Rehman, President, HCCI congratulated Senator Ilyas Ahmad Bilour and

Haji Iftikhar Ahmad on behalf of Hattar Industrial Association. He desired progressive

work during the year particularly redressal of problems begin faced by Hattar Industry.

He assured Haji Iftikhar Ahmad to support him fully. He also pointed out that selection

of the Chairman/Vice Chairman of the Regional Standing Committee should be

appointed amongst professional persons who should be capable to perform in

committee affairs.

Mr. Zahid Shinwari congratulated Senator ilyas Bilour and Haji Iftikhar Ahmad and all

UBG members stating that we will work together just like a team. He desired for

meeting in every three months at FPCCI forum.

Mr. Ghazanfar Bilour, Ex-President, FPCCI informed the participants, that Mohmand CCI

and Bajawar CCI are now also under the jurisdiction of KPK province. On a point

he clarified that every trade body, members of Executive committee and General body

have duly informed about the schedule of outgoing and incoming delegates. He

suggested to work deliberately on becoming Chairman/Vice Chairman of

Central Standing Committee as one will have travel to Karachi for performance of

function which is a difficult task. The Standing Committee should not allotted to the

non-Industrialist who do not have knowledge in the relevant field. In this regard he

wrote a letter to the Secretary General, FPCCI. He pretended to unopposed elected

Vice President of KPK for better and resulted performance during the tenure.

Mr. Zahid Shinwari stated that priority given to Rashakai Industrial Estate by the

government seems useless and we must raise this issue with the provincial

government.

Mr. Ashiq Awan Chairman Hattar Industrialist Association congratulated to all

participants for winning the election. He stated that Hattar Industrial Estate is a larger

one which have also a lot

of problems. He showed displeasure over the allocation of Standing Committee &

members board of directors in KP.

Haji Muhammad Afzal also congratulated the leaders and asked excuse if anyone

hearted on account of stay at Karachi. He demanded that three nights stay may be

given to the members of Executive committee and General body members, instead of

two nights at Karachi on annual election.

Senator Illyas Bilour desired to have a meeting with Chief Minister KPK to be held soon

in order to suggest proposal regarding Industrial related issues of KPK.

Haji Iftikhar Ahmad paid thanks for honoring him by the UBG Leadership particularly S.

M. Muneer and Iftikhar Malik and business community of KPK province by electing him

unopposed Vice President of FPCCI and that also this credit goes to Senator Ilyas

Ahmad Bilour. He thanked to all and assured the participants for collective work. With

regard to construction of FPCCI Regional office at Peshawar, the Vice President

proposed to constitute a committee for startup and accomplishment of construction

work at earliest possible. He also agreed for allowing 15 Central Standing Committees

in favour of KPK. With regards to Standing Committees, we must examine qualification

and expertise to perform in the respective committee as described in the policy

of FPCCI. He thanked all well-wishers and especially to Senator Illyas Bilour for

giving chance for Vice President ship to Hazara Division. He said that he will try his best

to perform for the interest of the business community. He also invited suggestions/

proposal for settlement of issues involved by February 15, 2019. He also asked

nominees in Regional Standing Committees of FPCCI, Peshawar.

2. 15.01.2019

A meeting was held on 15.01.2019 in the office of Chairperson PASDEC at Islamabad.

The meeting started with recitation of Holy Quran by Engr. Khalid Haider, Executive

Officer, FPCCI.

Chairperson PASDEC welcomed the participants and invited the honorable guest Haji

Iftikhar Ahmad, Vice President, FPCCI to open the discussion which started from Marble

& Granite Sector database. Haji Iftikhar Ahmad, Vice President, FPCCI requested to

share Marble and Granite sector data covering functional units and total employment

opportunities both for locals and other parts of the country. Legally and by other

means figures of imports, vocational training and awareness amongst general masses,

quality- wise export range /data being exported. We must try our best to enhance

export and curtail import bill. It was emphasized to conduct exhibitions with close

contact and cooperation of TDAP and SMEDA. Common Facility Centres should provide

Vocational Training. An MOU is required to sign with China's reputed firm(s) regarding

supply of diamond tools and for transfer of technology as well. Problems faced by the

lease holders came under discussion and it was further stressed on the authenticity and

revalidation of primary data available in order to move forward and suggested some

parameters for Marble & Granite sector of Pakistan based data could be readily

available. He said that efforts made were a foot step forward for development of M&G

sector. The special attention needed on technologies advancement and replacement of

old techniques with new technology, equipment and tools to overcome the issues

involved in export.

CEO PASDEC, informed the meeting that latest research is required which may be

conducted by PASDEC. He further informed about the PASDEC interventions in

development of Marble and Granite Sector which has recently been achieved by

PASDEC. Deliberation in the field of Marble and Granite (M&G) Mining, Processing,

Import/ Export, Joint ventures, Marketing, Common Facility and trainings were given to

make improvement in the system. CEO PASDEC further intimated that concept paper for

complete supply chain projects have been submitted to KP Govt. which requires an

immediate follow up for approval from the Chief Minister Khyber Pakhtunkhwa. He

requested to Vice President to intervene in the matter and use his good office for

approval of the project concept. In this regard, a copy of the same has been provided to

V. P. by PASDEC.On the matter of technology adoption and education index, CEO

PASDEC informed that mindset change / shift that stakeholders have adopted

particularly in KP, Baluchistan, Tharparker and Sindh. Ms. Shamma tul amber Arbab,

Chair Person, PASDEC suggested to hold meetings with HEC, different Universities of KP

(Cecos, City, Sarhad, UET, Abasyn) for adoption of advance technology. She said that

awareness and basic knowledge amongst the general masses is very much essential. She

proposed for regular gathering to concentrate on the likewise issues. She was interested

to get share from EDF by the provincial government.

Following Decisions were made:

1. PASDEC and KPEZDMC may conduct a joint research for M&G sector and gather

provincial (KP) data in the first phase which may be extended to Baluchistan and other

parts of the country.

2. PASDEC to join National Internship Program and give opportunity for the new

incumbents in the sector by providing them on job training.

3. At the earliest possible a meeting shall be convened in FPCCI Peshawar for

transformation of M&G Sector under the guidelines from Advisor to CM on Industries

while seeking suggestion from Secretary Mines, Secretary Industries, KP TEVTA, NAV-

TECH, KP BOIT SMEDA, DGMM , KP SIDB (KP), CEO/ Chairperson PASDEC and Chairman

KPEZDMC.

4. PASDEC will conduct the awareness sessions for mine owners, processors of the

sector and to intimate the stakeholders regarding benefits of modern technology in the

respective fields.

3. FPCCI Peshawar shall arrange meetings for funding in the sector from USAID, UNIDO,

GIZ and any other donor agency.

4. CEO PASDEC shall hold meetings to discuss on Technical and

vocational trainings to be arranged for M&G Sector.

5. Higher Education Commission shall be requested for the roadmap for quick

implementation of apprenticeship program and availability of new professionals in the

sector. 8. Vice President FPCCI shall pursue the proposal already submitted under EDF

and EDM funds.

A meeting of Haji Iftikhar Ahmad held on 01.02.2019 at Civil Secretariat with Mr.

Naveed Kamran Baloch, Chief Secretary, Khyber Pakhtunkhwa. They discussed problems

faced by business community.

A delegation of newly elected office bearers of FPCCI called on Dr. Arif Alvi, President of

Pakistan at President house, Islamabad on 20.02.2019. Engr. Daroo khan Achakzai,

President, FPCCI and office bearers including Haji Iftikhar Ahmad, Vice President, FPCCI

attended the meeting. The President of Pakistan Dr Arif Alvi has said that joint ventures

between public and private sector are vital for development and progress of the country

to enhance export.

Forum at PC, Peshawar on 26.03.2019. Mr. Abdul Karim khan, Special Advisor to CM, H.E

A meeting of FPCCI held on March 27, 2019 at 10:00 hours at Regional Office Peshawar under the Chairmanship of Haji Iftikhar Ahmad, Vice President. The 38 number dignitaries attended the meeting. The meeting commenced with the recitation of Holy Quran Haji Muhammad Afzal, Chief Coordinator, FPCCI, KP welcomed the participants and invited Haji Iftikhar Ahmad, Vice President, FPCCI to open the discussion. Haji Iftikhar Ahmad, Vice President, FPCCI said that it was a great pleasure and honor for him that all members of business community throughout the province participated in meeting and expressed his gratitude over the participation of almost all the chambers of KP province and termed it a success of the business community as its senior members are present in the meeting. He thanked the participants for electing him as vice president of FPCCI for 2019. He assured that before the meeting that he will try his best to work for the promotion and development of the business community. He regretted that due to militancy and terrorism the business and industry had grossly affected in the province but now situation in turning normal that is why all the industrialists and businessmen

should play their active role in making Khyber Pakhtunkhwa prosperous in the country. He asked the participants to give line of action to proceed further. He emphasized for establishing a Board of Cottage Industry in the province. While answering to a question, Haji Iftikhar Ahmad that FPCCI Regional Office will communicate to the honourable members by email, whatsApp, messages and telephonically whichever is possible prior to the meeting in future. Haji Muhammad Afzal, Chief Coordinator, FPCCI, KP region demanded that FPCCI regional office Peshawar may be shifted to another suitable building as in the existing building is inconvenient for the sick members of the business community. Hedemanded a generator may be purchased for office use. He also proposed that next meeting may be arranged in the month of April to continue struggle for the economic development of the province. Mr. Faiz Muhammad, President, Sarhad Chamber of Commerce and Industry, Peshawar expressed hope that the Vice President FPCCI would definitely try his best to overcome the problems of the Industrialists and traders in the province. He also said that the Vice President of the FPCCI should take the Sarhad Chamber of Commerce and Industry Peshawar onboard in taking decisions regarding various economic issues. Non cooperative attitude of Capital Office Islamabad and non-facilitation of the KP Chambers is highly regretful. Mrs. Tehmina Faheem, Executive Member, Abbottabad Chamber of Commerce and Industry showed happiness over her participation in such a great meeting. She said that such occasions are very helpful for learning in the field of business. She further invoked that such activities encourage women to take part keenly in business based activities that leads to the progress of the society. She demanded special incentives in all sort of exhibitions etc of National and International standard. She expressed that FPCCI Regional Office should facilitate and encourage the female business community in all sort of events like Expo’s, exhibition etc free of cost including free boarding/lodging Sheikh Asif Executive Member of Abbottabad Chamber of Commerce & Industry raised point that office for Vice President of each and every Province should be kept in FPCCI Capital Office Islamabad so that the V.P./Members/Delegates visiting from the Provinces for meeting the Central Ministers, F.B.R. and some other dignitaries should have an office for sitting/facilitation purpose. Since Capital Office Islamabad is near to most of the KPK Chambers, office of V.P. KPK region must be operated at the earliest. Mr. Shakireen Khan, President, Mohmand Chamber of Commerce and Industry stressed that the Provincial and Federal Governments should focused on the economic development of the merged-tribal Districts in KPK. He also said that the Federal Government should facilitate the traders and businessmen regarding Pak-Afghan Transat Trade in order to make the business community prosperous in the country.

Mr. Muhammad Wazir, President, Chitral Chamber of Commerce and Industry demanded car parking facilities in FPCCI Regional Office. He also stressed on government to facilitate the Pak-Afghan Transat Trade. Mr. Rasheed Ahamd Paracha, President, Kohat Chamber of Commerce and Industry suggested that the Government representatives may be invited in next meeting of the FPCCI, KP region in order to convey our issues directly to the Government and that the Government must show seriousness in this regard. Syed Jawad Kazmi, Director, Livestock Exportation Association of Pakistan said that the FPCCI Regional Office should not neglect the traders and take them on board in decision making which will develop great consensus. He further stressed that most the members of all the chambers of commerce and industry in the Province comprise of traders, therefore; the business leadership should pay them proper attention. Capital office Islamabad management is not paying respect to the respectable members of KP Chambers. Mr. Faqir Muhammad, GB Member, Mardan Small Chamber of Commerce and Industry hoped that the existing Vice President FPCCI, Khyber Pakhtunkhwa must do better. He said pointed out that when Punjab does trading with India then why not Khyber Pakhtunkhwa does trading with Afghanistan and Iran? He also said that the existing situation is creating destruction to the industry in the province and it will not be tolerable for the business community. He further emphasized that the FPCCI Capital Office Islamabad should develop strong relationship between the traders in the province. Mr. Jan Alam Saddiqui of Dir Chamber informed that during the last tenure the President FPCCI was from KPK but unfortunately he could not serve the KPK. The existing President Engr. Daroo Khan Achakzai who belongs to Baluchistan but it appears that despite elapse of 3 months he is playing in some specific hands and has forgotten that Baluchistan and KPK are undeveloped provinces. He should bring up the Baluchistan/KPK with our consultations and Industrialists/Business activities should be broaden and accelerated. Both the Provinces are affected and destroyed by Terrorism, flood and earth quake. Leaders of FPCCI/UBG should take special care and Engr. Daroo Khan President FPCCI is requested to instruct Capital Office Islamabad’s Chief Coordinator Mr. Sohail Malik to give proper respect/protocol to the members of KPK Chaambers/Associations/Leaders failing which UBG to who we built/supported will go to the destruction. Mr. Adnan Executive Member from Swat Chamber criticized that KPK office was placed in Capital Office Islamabad which was close and having easy approach by most of the KP Chambers/facilitation of our members has wrongly been closed down which will put adverse effects over UBG soon. Engr. Daroo Khan President FPCCI/Leaders of UBG are requested to stop double standard and restore KPK office in Capital Office, Islamabad

failing which the action will weaken the UBG. The member demanded that FPCCI should arrange meeting with Commercial Counselor of Embassy of China for making the process easy for obtaining Visa by the members of the business community of Khyber Pakhtunkhwa. Haji Manzoor, Vice President, Haripur Chamber of Commerce and Industry informed that Research and Development Office at Hattar Industrial Estate, Haripur is not functional since long which is a big problem for the industrial units; therefore, it should be made functional. He also showed concerns over not inviting the members of the Haripur Chamber of Commerce and Industry by the FPCCI Capital Office Islamabad in any functions. He further said that the FPCCI should facilitate the business community of Haripur District in obtaining visa to China for business purposes. Mr. Zahid Shinwari, Ex-President, Sarhad Chamber of Commerce and Industry Peshawar emphasized on the establishment of a grand economic agenda for Khyber Pakhtunkhwa. He said that it would resolve their most of the economic problems and that’s why the FPCCI should take it serious. He also showed his hoped that Vice President FPCCI from Khyber Pakhtunkhwa must struggle for the rights of the business community on relevant forums that would bring some positive change. He said that the DGTO Office should be made dis-functional as all the members of the business community were registered under the Companies Act, 2017 and they don’t need any further registration with any other office. He also showed concerns over the progress of FBR and said that its officials were harassing businessmen in different ways that was harmful for the growth of business activities in the province. Mr. Atta ur Rehman, President, Haripur Chamber of Commerce & Industry stressed on one agenda i.e Fight for the promotion and development of the province. The Capital office, FPCCI should pay respect to the business community of KP as from its behavior the members feels discouraging. A follow up committee is required to be constituted for implementation. The Vice President Regional Office, Peshawar is of view that since respect is not being paid to our delegates/members/presidents of chambers in Capital Office Islamabad, he will not use to visit the Capital Office under protest till facilitation is provided to our members/delegates. A delegation led by Engr. Daroo khan Achakzai, President Federation of Pakistan Chambers of Commerce and Industry ( FPCCI) in a meeting with Chairman Senate Muhammad Sadiq Sanjrani at Parliament House on 15-04-2019. Mr. Zahir-ul-Islam, Commissioner Hazara Divison as a chief guest on 19.04.2019 in the

Donor Conference of Al-Khaidmat, District Abbottabad.

18. 23.04.2019 A meeting of local members of construction committee was held on 23.04.2019 at

FPCCI, Regional office, Peshawar under the chairmanship of Haji Iftikhar Ahmed, Vice

President FPCCI. The following dignitaries attended the meeting:

1. Haji Iftikhar Ahmed, Vice President FPCCI, Regional Office, Peshawar

2. Mr. Ghanzanfar Bilour, Immediate Past President FPCCI

3. Haji Muhammad Afzal , Chief Coordinator, FPCCI, KP Region

4. Mr. Zahidullah Khan Shinwari, Member of Construction Committee

The meeting started with the recitation from the Holy Quran.

Haji Iftikhar Ahmed, Vice President, FPCCI welcomed the participants of the meeting and

invited member to open discussion of the agenda.

Zahid Shinwari Ex-President Sarhad Chamber of Commerce and Industry and member of the

construction committee appreciated the meeting and suggested to conduct meetings on

regular basis at least once in a month to address the issues on regular basis and find their

way out positively. He suggested to find out a suitable place with all facilities for the shifting

of office on temporary basis for the short time till own building become functional.

Haji Muhammad Afzal, Chief Coordinator, FPCCI, KP Region and member of the construction

committee expressed his views about the formations of regional committees. Specially, a

Regional Committee should be formed immediately to assist the central construction

committee.

He advised to prepare tentative budget for the possession and documentations of FPCCI

Plot 34, E-8, Phase 7, Hayatabad. The construction of boundary wall and other primary work

were also discussed.

Haji Muhammad Afzal identified City Tower, University Road, Peshawar a suitable place for

the office having all facilities as required for the office. The existing structure can be utilized

easily as the area is very much identical to the size of existing office.

Mr. Ghazanfar Bilour, Immediate Past President FPCCI and member of the construction

committee said that the formation of committees put on priority basis and notify the

nomination of committee members. Roles and responsibilities can be assigned under TORs

of the committee.

The following decision were taken unanimously:-

1. Unanimously, agreed upon to shift the office to City Tower temporally.

2. Preparation of the contract with the owner and send it to HQ for the approval.

3. Formation of multiple regional committees.

4. Prepare a break down for a tentative budget and share with HQ. A request letter would

be sent to concern authority to transfer the required budget to expedite the

construction process.
