Answer #1: The new Bid due date is:

delivered to 60 Washington Ave Suite 200 Bremerton Washington 98337.

Question #2: Item 2.7 Bar and Service Counter, New Life Jacket Storage, this item has been

cancelled. What are Contractors to put down for deck covering around the inside of the Bar and

Service Counter area now that it won’t be covered by life jacket storage?

Answer #2: For deck coverings, the Contractor shall run carpet up to the bar on all outside edges.

The coin pattern rubber covering shall be placed behind the bar.

Question #3: With the removal of 2.7, Where will the new life jackets be stored?

Answer #3: The new life jackets shall be stored in the retained overhead compartments matching

existing.

Question #4: TS 2.6.3, what is the total estimated square footage of bulkhead paneling to be

painted?

Answer #4: Contractor is to assume 3000 square feet.

Question #5: TS 2.6.3 please provide the desired finish paint color for the bulkhead panels.

Answer #5: For bidding purposes, the Contractor shall assume the bulkhead finish shall be Zolotone

Polomyx PWQ-BG44. Kitsap Transit reserves the right to change color and finish after award and all

associated cost increase/reduction shall be documented in a change order.

Question #6: TS 2.6.4, Addendum #7 Q/A #13 notes that the overhead ventilation enclosures are to

be replaced. Would refurbishment of the ventilation enclosures be an acceptable option? If new are

required, can it be assumed they would be of the same configuration and size?

Answer #6: For bidding purposes, the Contractor will assume replace of the ventilation enclosures

with of the same configuration and size.

Question #7: Item 3.3, main engine room lighting, can you give us the type, size and quantity of the

lights to be replaced in each engine room?

Answer #7: The Contractor will install five (5) Glamax DTL RT(M)300 236 DT Part # 204240420 or

equivalent in each engine room; Port and Starboard. Contractor shall install in same configuration as

existing.

Question #8: TS 4.3.1, “piping system and fuel tanks”, how many gallons of fuel will be in each tank

when the vessel arrives at the Contractor’s facility? What type of material is the fuel tank? How tall is

the fuel tank?

Answer #8: The Contractor is to assume that the vessel will arrive with 500 gallons of fuel in each

tank. The tanks are aluminum. Based off of rough calculations using the provided drawings,

Contractors should assume a tank height of 8 feet.

Question #9: TS 2.2, Doors, please define the refurbishment requirements for the existing doors.

Can it be assumed that all existing doors currently meet the requirements of the specifications?

Answer #9: For bidding purpose, Contractor can assume that all doors meet requirements of the

specifications.

Question #10: TS 2.3, Door Hardware, please define the refurbishment requirements for the

hardware.

Answer #10: For bidding purposes, All doors shall be provided with locks and/or latches, including

levers, lock cylinders, keys, strikes, fasteners, and other similar items and devices as are required to

provide a complete, functional, and fully operational door installation. All locksets and door hardware

shall have satin chrome or stainless steel finish unless specified as other in this section.

All joiner doors except those having magnetic hold-backs shall be provided with bumpers and hold-back hooks. Lever type holders that hinge down to the deck shall not be permitted. All (new and existing) exterior weather tight doors, fire doors, and toilet space doors shall be fitted with new Norton 7700 series (or equal) closers, suitable for its intended use. Doors held open by magnetic hold-backs shall have flush ring type handles on the exposed side and lever on recess side.

Screws for securing door hardware shall be stainless steel countersunk, flush or oval-head.

Door hinges shall be heavy duty, stainless steel. pre-installed by the door manufacture. Weather doors and fire doors shall have ball bearing hinges.

Each new door lock shall be supplied with three (3) keys. The keys to each lock shall be different

from the keys to every other lock. Door locks shall be master keyed to suit the existing keying

system. Three new master keys shall be provided. All keys shall be provided with a stainless steel

tag listing the name of the compartment for which it shall be used.

Question #11: TS 7.8, the new specification section requires the installation of 16 new 12# “Strap

Style” zinc anodes. Please confirm if the new anodes are to be bolt on or weld on.

Answer #11: Weld on.

Question #12: TS 9.4, the revised scope of work now requires all butterfly valve (per drawing) are to

be replaced in kind. Please provide the requirements for these valves; body, seat and disc material.

Answer #12: Butterfly valves shall be a lug style aluminum body valve with neoprene seat and a

bronze-aluminum disc.

Question #13: TS 2.8, what is the number of required interior seats to be installed for the upper and

lower passenger lounges?

Answer #13: Contractor is to assume 335 new seats to be provided, 254 in the lower passenger lounge and 78 in the upper lounge plus 3 extra (loose). Question #14: Sections 6.3, 7.9, 7.10, 8.2.2, 8.3 appear to be missing

Answer #14: A finalized revised scope of work is attached. Question #15: Addendum #9, New HVAC Equipment, is the new equipment the same as the existing

equipment? What if any mods are required to fit the new equipment? Are all piping and electrical

connections the same as the existing equipment? Will accesses need to be cut/repaired IWO

removals and installations? Will the new equipment fit onto the existing foundations? Can you provide

locations of existing equipment? Can you supply HVAC drawings?

Answer #15: Kitsap Transit doesn’t have any other information on the HVAC system other than that which has been provide to this point. For bidding purposes, Contractors are to assume that the equipment list provided is a direct replacement without modification. Any modifications need to accommodate the new equipment will be covered via change order. Question #16: It has recently been brought to our attention that some of the paint called out is not

available as written. The Intershield 259 called out has been discontinued and replaced with

Intershield 7100. Will the 7100 be an acceptable substitute? The Intersmooth 460 called out is no

longer available in Black. Available colors are red and dark brown.

Answer #16: Intershield 7100 is acceptable. Please provide Intersmooth 460 in red. Question #17: TS 2.8, with the retainage of the existing furniture mounting rails, please provide

make, model, dimensional information, cross sectional view ect sufficient to determine required

mounting hardware for non-Beurteaux seating and table options?

Answer #17: Kitsap Transit is trying to get the requested information and will have an answer No Later Than February 13th.

Question #18: Item 6.3, Machinery Control Panels, Can you provide a list of the equipment (buttons,

indicators back lighting and labels) that are to be refurbished under this item?

Answer #18: Kitsap Transit is trying to get the requested information and will have an answer No Later Than February 13th. Question #19: Item 8.2.3, Fire and Bilge Pumps, can you provide data plate information? In lieu of

removing and bench testing will operational testing in place including monitoring pressure output,

noise, heat, vibration and motor meggar testing be sufficient?

Answer #19: The testing described is sufficient. Data plate information isn’t currently available but KT is working to provide more information, NO LATER THAN February 13th. Question #20: Item 9.5, Water Jet Inspection, Are the hoses to be replaced internal (inside of the

vessel) external (outside of the vessel) or both? Does KT have working pressure, style of hose fitting,

length of hose, diameter of hose and quantity of each type of hose?

Answer #20: Kitsap Transit is trying to get the requested information and will have an answer No Later Than February 13th. Question #19: Will Kitsap Transit supply an itemized bid sheet?

Answer #19: Kitsap Transit is updating Bid Sheet to match revised specification and will send it to all Bidders NO Later Than February 13th. Question #20: Will there be a pre-arrival sea trail of the vessel before the vessel is delivered to the

contractor’s facility so the Contractor can witness and note whether systems and components are

working properly?

Answer #20: Kitsap Transit is open to providing dock side testing as part of the delivery. During tests, Kitsap Transit and Contractor can establish a mutually agreed upon, overall vessel condition.

All other terms and conditions remain the same.

Intent

It is the intent of these Specifications to describe the modifications to be performed by the

Contractor on the vessel M/V FINEST, an aluminum ferry vessel owned and operated by Kitsap

Transit Fast Ferries (Kitsap Transit). The primary purposes of the modifications are to (1) refurbish

the passenger spaces on the vessel and modify or renew the systems on board the vessel to suit the

changes, (2) to rebuild/overhaul the main engines and reductions gears and (3) to replace the

navigation electronic suite in the pilothouse.

Contractor shall perform the vessel modifications described herein to the best current marine

practice. These Specifications do not expressly describe every item of the work required under this

Contract. It shall be the responsibility of the Contractor to inspect the vessel and establish the

detailed requirements, including, but not limited to, interference removal, before making an offer to

perform this work. By submittal of an offer to undertake the work described by these

Specifications and other Documents, Contractor warrants that it has inspected the vessel prior to

making such offer and has ascertained all information necessary to provide a fixed price bid for

such described work. Any details or components not specifically identified by the Contract

Documents but which are necessary to complete the modifications to function in the intended

manner, or are usual and necessary in accordance with good shipbuilding practice, shall be

provided by the Contractor, at no additional cost to Kitsap Transit, to the satisfaction of Kitsap

Transit and as required by Regulatory Bodies.

The Contractor shall develop the detail design to complete the work as specified herein and provide

all engineering, drafting, certificates, documentation, labor, material, equipment, tools, rigging,

staging, transportation, technical representatives, and supplies necessary to complete the work in

these Specifications, except as specifically called out as "Owner-furnished" equipment and

services. Any detail or component not identified by this Specification, the omission of which

would be detrimental to either the seaworthiness or intended service, the inclusion of which is

generally accepted good shipbuilding practice, shall be provided by the Contractor at no extra cost

to Kitsap Transit.

The Contractor shall complete in all respects the modifications identified by these Specifications

before Kitsap Transit will accept re-delivery. The Contractor shall manage and coordinate the

activities of all subcontractors. Kitsap Transit reserves the right to hire outside vendors and other

service providers to complete other Kitsap Transit work that is not a part of this Contract, onboard

the ship while at the Contractor's facility. Kitsap Transit shall coordinate any such work so as not

to interfere with Contractor's performance of the work under this Contract. The Contractor shall

cooperate and coordinate with Kitsap Transit's vendors and service providers. In the event of a

conflict between the Contractor and Kitsap Transit's vendors, the Contractor shall immediately

bring the conflict to the attention of the Kitsap Transit Representative. If Kitsap Transit's vendors

request any support services from Contractor, Contractor shall obtain written approval from Kitsap

Transit's Representative prior to providing such support services and shall be compensated for such

support services on a time-and-materials basis, subject to any mutually agreed-upon constraints or

limits.

1.2 General Description

The vessel is an aluminum Subchapter K passenger-only catamaran ferry originally built for service

in New York harbor and recently purchased by Kitsap Transit for operation on Puget Sound routes.

Propulsion is provided by two diesel engines. Drive is through reversing reduction gears and water

jets. Electric power requirements are met by diesel driven generators.

1.3 Definitions

Owner or Owner's Representative - Where the terms "Owner" or "Owner's Representative" are

used, they refer to Kitsap Transit, or its authorized representative who shall have exclusive

authority to approve work performed, changes other than to plans, substitutions, etc.

Contractor or Shipyard - Where the terms "Contractor" or "Shipyard" appear in these

Specifications, such terms refer to the individual, firm, or corporation undertaking the execution of

the work under the terms of the Contract.

Good Shipbuilding Practice - The term "good shipbuilding practice" means construction to

properly engineered and detailed plans, incorporating the specified components, so as to meet the

contract requirements utilizing the best construction and testing methods to ensure that the vessel

will conform to the intended design. Good shipbuilding practice presumes that due diligence is

exercised in selecting materials, processes and procedures, applying trade practices, and verifying

the quality of the end product. Good shipbuilding practice refers to processes and procedures

endorsed by recognized technical and professional organizations in the marine industry. Good

shipbuilding practice refers to validated processes and procedures applied by other major

shipbuilders in the manufacture of similar marine structures and vessels. The Contractor shall

discharge its responsibilities for high quality workmanship through competent supervision and/or

other quality assurance methods. Kitsap Transit inspection is intended to verify the proper function

of the Contractor's quality assurance methods and is not to be used as a substitute for in-process

control of quality by the Contractor.

The Contractor shall submit with their bid a detailed description of their Quality Assurance Plan.

Regulatory Bodies - Wherever the term "Regulatory Bodies" is used, it is to mean the appropriate

ship classification society and cognizant national and international maritime authorities which have

rules and regulations that may be applied to a vessel of this type, service, nationality, and size.

Additional Work - Wherever the term "Additional Work" appears, it shall refer to work which is

beyond the requirements of the Contract Documents and which has emerged in connection with the

clauses of the Contract pertaining to "Changes" or "Change Orders."

1.4 Detail Design

The Contractor shall develop design details as appropriate and as necessary for construction using

the sources of information not available during contract design development including certified

vendor drawings, templating from actual equipment, or using more detailed information provided

by equipment vendors under contract to the Contractor.

Contractor-prepared working drawings and shop detail drawings required to perform the work shall

be submitted to Kitsap Transit and the regulatory bodies for their approval. Any work undertaken

in advance of the receipt of approval, shall be at the Contractor's own risk. Approval of any

working drawing shall not constitute approval to deviate from these Specifications, unless the

deviation is specifically pointed out to Kitsap Transit and approval has been given in writing.

1.5 Regulatory Requirements

The vessel's structural modifications shall be designed and constructed to the requirements of the

American Bureau of Shipping (ABS) Rules for Building and Classing High-Speed Craft. It is not

intended that the vessel be inspected by ABS or receive a classification, however. The vessel shall

be inspected by the United States Coast Guard (USCG), as a Subchapter K passenger ferry vessel.

The Contractor shall be solely responsible for scheduling all required USCG inspection visits.

The ferry will be re-delivered to Kitsap Transit is a condition that will not inhibit Kitsap Transit

from receiving a valid United States Coast Guard Certificate. If a portion of the Contractor’s work

needs to be repaired/modified to receive the Certificate, the Contractor shall perform the work at

no cost to Kitsap Transit.

The ferry will be re-delivered to Kitsap Transit, with a valid United States Coast Guard Certificate

of Inspection, for service as a Subchapter K passenger ferry on the inland waters of Puget Sound.

The Certificate of Inspection shall allow the ferry to operate with up to 350 passengers (Reference

USCG-Certificate of Inspection).

The Contractor shall provide all testing, failure analyses and components performed or

incorporated into the vessel during performance of the scope of work. A Kitsap Transit

Representative must be present for all USCG testing and inspections unless Kitsap Transit Project

Manager determines otherwise in writing prior to test/inspection.

With the exception of Kitsap Transit's crew demonstrating familiarity with the vessel operation,

lifesaving and firefighting, the Contractor shall be entirely responsible for obtaining all

certifications and documentation, and provide all testing, failure analyses, components, and signs as

necessary for the vessel to be put back into passenger carrying service as described above. The

above tests and demonstrations shall be to the satisfaction of the USCG and Kitsap Transit

Representative.

All email and written correspondence to or from and all drawings and documents submitted to or

received by the USCG or other regulatory agency shall be copied to Kitsap Transit's

Representative.

All fees entailed in securing certificates, including associated inspection fees and expenses of

regulatory body inspectors, shall be paid by the Contractor.

The applicable requirements of the various regulatory bodies and rules noted below, in force at the

time of submission of bids, shall be complied with:

A. American Bureau of Shipping: "Rules for Building and Classing High-Speed Craft."

B. U.S. Coast Guard: "46 CFR Subchapter "K" and other applicable USCG rules.

C. IEEE Standard No. 45: "Recommended Practice for Electrical Installations on Shipboard."

Accessibility Guidelines for Passenger Vessels.

1.6 Guarantee

The Contractor shall guarantee all modification work, including work of all subcontractors, against

defects resulting from faulty material or poor workmanship that may become apparent within

twelve (12) months from the date of vessel acceptance by Kitsap Transit.

The Contractor shall correct such defects at no cost to Kitsap Transit in accordance with the terms

of the construction contract.

1.7 Inspection

During construction, and any time prior to the delivery and acceptance, Kitsap Transit's inspectors

and representatives, and inspectors of regulatory bodies, shall be given free access to the

Contractor's facility for the purpose of inspecting work and materials. The inspectors and

representatives will have the authority to reject any material or workmanship that, in their opinion,

is defective, unsuitable, or that does not conform to the requirements of these Specifications.

Following award of the construction contract, the Contractor shall consult with Kitsap Transit and

prepare a complete calendar of events to assist in planning for inspection. This calendar shall be

altered as work progresses with suitable advance notice given in writing to Kitsap Transit's

Representative.

Private and secure office facilities and telephone service shall be provided at the Contractor's

facilities for one (1) Owner's Representative. The expenses shall be borne by the Contractor.

Office facilities shall have proper ventilation and shall be heated and air conditioned as appropriate.

The facilities shall include the following as a minimum:

Kitsap Transit's Representative shall be granted unhindered access to the Contractor's construction

and shop areas. All costs associated with this inspection section shall be included in the lump sum

contract price.

Payment for the work shall be made in installments as the work progresses in the manner set forth

and described in the construction Contract.

1.8 Fire Protection

During construction, flammable material shall not be stored on board the vessel in such a manner to

create a serious fire hazard. The Contractor shall exercise special care to prevent the possible

outbreak of fire. A pressurized fire hose shall be available and maintained at the sight of the vessel

construction at all times.

Where torch cutting or where welding is being carried out in the vicinity of combustible material, a

fire watch whose sole purpose shall be to watch for fires and keep firefighting equipment on hand

shall be constantly on duty.

1.9 Materials and Workmanship

The Contractor shall supply the necessary labor, material, skill, and equipment required to complete

and test the construction of the vessel. All materials shall be new unless specific approval to the

contrary is obtained from Kitsap Transit in writing.

The work shall be complete in all respects. Anything inadvertently omitted from the Specifications

that is necessary and usual to a complete vessel, shall be supplied as a part of this Contract.

Materials used and the workmanship thereon shall be of the best description and quality throughout

and of adequate sizes to accomplish the purpose intended. The work, in every respect, shall be

made under the supervision and to the complete satisfaction of Kitsap Transit and their

Representatives in accordance with good marine practice.

Defects appearing at any stage of the work shall be cause for rejection even though the piece in

question may have previously been passed as satisfactory.

Aluminum for structural use shall be 5086-H116 marine grade plate, meeting ASTM B-928-04 for

plate, and 6061-T6 for shapes, bars and pipes.

Materials subject to test and inspection used in the construction of the vessel shall comply with the

rules of the American Bureau of Shipping.

Brasses and bronzes shall be mixtures of virgin material of proper proportion for the purpose

intended and shall be clean, smooth castings, uniform in texture and finish.

Galvanizing shall be done by the "hot dip" process. Electro-galvanizing will not be accepted.

Where fasteners, pipe, tube, sheet metal, or plates and shapes are described as being "stainless

steel", marine grade 300 series stainless steel shall be used in all cases. Fasteners and piping may

be 304 stainless steel unless 316 stainless steel is specifically required.

Welding procedure, size of electrode, type of electrode, current values, and details of welding and

reinforcing shall be in accordance with standard practice as approved by the American Welding

Society and the American Bureau of Shipping. No welding may be done by other than properly

trained and qualified welders.

Peening of weld material will not be allowed, except as specifically approved by Kitsap Transit.

Material to be welded shall be kept entirely free of paint or oil.

Structural fit-up and welding shall be carried out in such sequence as to compensate for creeping

and shrinkage as the work progresses, keeping distortion to an acceptable minimum. Plate fairness,

distortion and tolerances shall conform to ASTM Standard F-1053.

Locked in stresses shall be avoided or relieved as far as possible.

Welding which appears defective shall be replaced unless radiographic inspection verifies that no

defects exist.

Machinery, structure, and outfit shall be designed to withstand the resultant forces from the

following conditions of service environment:

A. Permanent list of 10 degrees.

B. Permanent trim of 5 degrees.

C. Double amplitude roll of 30 degrees in a period of 10 seconds.

D. Double amplitude pitch of 10 degrees in a period of 5 seconds.

1.10 Removals, Relocations, Alterations and Interference Resolution

It is the Contractor's responsibility to effect all removals, relocations and alterations as required by

the Specifications and any Contractor-provided working drawings (Kitsap Transit/regulatory body

approved), diagrams and sketches. Where structure or equipment interferences require deviation

from the specifications, working drawings, diagrams and/or sketches, such deviation shall only be

made with the approval of Kitsap Transit. Any such deviations will be at the Contractor's expense.

The Contractor is strongly encouraged to ship check thoroughly for interferences during the

preparation of his bid. The ceilings and linings conceal large quantities of electrical cabling and

fixtures, ventilation ductwork, piping, valves, insulation and other interferences that may need to be

removed and reinstalled to accomplish the specified work.

All interferences in way of the contracted work shall be removed by the Contractor. Such removals

are considered incidental to other items of work and no separate payment will be made.

Interferences may include, but are not limited to, bulkheads, ceilings, overhead panels, primary

structure, other machinery/equipment, piping, valves, ventilation ductwork, insulation, deck

coverings, electrical cabling/support structure, lighting, receptacles and fittings.

The Contractor shall provide alternative service for systems which are rendered "out of service"

through removal of mechanical, electrical and/or piping interferences.

All items removed as "interferences" shall be retained for reinstallation with the exception of those

items not required for the vessel as modified, in which case the Contractor shall obtain, in writing,

Kitsap Transit's approval to discard same.

Items discarded are the sole responsibility of the Contractor.

It is the Contractor's responsibility to properly handle and store those items retained for

reinstallation. Any loss, damage or deterioration resulting from improper handling and/or storage

is the responsibility of the Contractor and shall be corrected to the satisfaction of Kitsap Transit.

Upon completion of adjacent work elements, all previously removed interferences shall be

reinstalled, tested and demonstrated to prove that the material condition and operability of

reinstalled items and systems are at least equal to their condition and operability prior to removal.

Alterations made to strength members shall maintain the structural integrity of the original

installation and are to be accomplished to the satisfaction of the USCG and Kitsap Transit.

Where items are cut away from vessel structure, the remaining material in way of the structure shall

be ground smooth with the structure, with coating systems applied, to match adjacent structure.

All structural penetrations associated with removed features shall be removed and affected structure

re-inserted with new material. The affected structure shall be ground smooth, with coating systems

applied, to match adjacent structure.

Where structural insulation, thermal insulation or other surfaces are removed for hot work or

disturbed for other cause, the affected surface shall be repaired to new condition with new material.

1.11 Equipment Storage

All equipment purchased by the Contractor for use in the construction of this vessel shall be

securely warehoused by the Contractor and segregated from other project's equipment. The

equipment shall be kept in a covered clean, dry environment of low humidity and relatively

constant temperature (less than 30 degree +/- from a 70 degree ambient). Equipment requiring

special handling by its manufacturer shall be stored in accordance with manufacturer's

requirements. Kitsap Transit's Representative shall be provided with access to stored equipment at

any time upon their request. The Contractor shall adequately protect all equipment from overspray

of solvents, paints, impact damage, and weld or cutting materials contact while in storage and on

board. Temporary fire resistant covers or enclosures shall be placed over all equipment where

overhead or adjacent hot work is being performed. Scaffolding or work platforms shall be placed

over equipment where overhead work is being performed. In no case shall the Contractor use the

installed equipment to stand on or walk across for access overhead or beyond. The Contractor shall

immediately comply with all directives as may be provided from Kitsap Transit's Representative to

protect or improve the protection of installed equipment and components from physical damage. If

equipment or finishes are damaged in any manner, including by overspray, equipment and finishes

shall be restored to as-new condition, satisfactory to Kitsap Transit's Representative.

1.12 Structural Installations

1.12.1 General

Efficient means of compensation shall be fitted where it is necessary to provide holes for passage of

wiring, piping, or ventilation in important structural members. Kitsap Transit's Representative will

review and approve penetrations through all structural members. In general, flanges of structural

members shall not be penetrated or notched for piping.

Trunks and coamings in general shall be worked with corners rounded to approximately a 3 inch

radius. Deck cuts shall have radiused corners.

Close attention shall be paid to the fabrication and installation of new machinery foundations to

insure rigidity of the foundations and their continuity with adjacent structural members.

During construction, access shall be provided to all compartments and spaces for cleaning,

painting, and inspection.

Sharp and ragged edges or corners of structure that could cause injury to personnel, or which are

unsightly, shall be removed, ground smooth, or sniped. Weld spatter shall be ground smooth.

1.12.2 Welding

Weld joints shall be prepared and welded in compliance with the requirements of the American

Bureau of Shipping (ABS). Welding in areas exposed to the weather, and in wet spaces, shall be

continuous.

Welding shall be carried out by welders who are certified by ABS or USCG.

Fillet welds shall be wrapped around the ends of members to eliminate stress risers and corrosion

points.

Welds of poor quality, including cracked or cold tack welds, shall be removed by chipping or

grinding. Cold starts, weld cracks, crater cracks, and substandard defects shall be chipped out and

repaired.

In the event of the need for significant welding, the Contractor shall submit welding procedures and

a welding schedule to the Kitsap Transit Representative for approval prior to the start of

construction. The welding sequence shall be designed to minimize distortion and locked-in

stresses.

1.13 Piping Installations

1.13.1 General

Piping system requirements shall be as described in the various sections of the Specifications.

Piping systems shall be designed and installed in accordance with the requirements of the American

Bureau of Shipping, the U.S. Coast Guard, and the U.S. Public Health Service.

Prior to carrying out work on existing piping systems, the Contractor shall take steps to ensure that

the effected piping is safely isolated from any potential sources of pressure. Affected piping shall

be drained of fluid prior to disassembling or otherwise opening of the system. System fluids shall

be properly disposed of in accordance with all applicable local, state, and federal regulations.

1.13.2 Piping Materials

All piping shall adhere to recognized material standards as shown in the table below.

Ferrous pipe and fittings required to be galvanized shall be galvanized by the hot dip process after

fabrication when welding is necessary. Where galvanizing is damaged during installation, a cold

galvanized coating for repairs shall be applied.

Piping above the Main Deck shall be installed in the pipe chases or behind linings and ceilings.

Piping in other spaces shall be kept behind framing and as close as practicable to deck beams,

bulkheads, and deck heads. Piping subject to damage due to its composition or location shall be

adequately protected.

Piping shall be provided with sufficient joints to provide for removal, inspection, servicing, and

replacement of piping, valves, fittings and equipment. Piping shall be routed to avoid cutting the

ship's structure where possible. Pipe bends shall be used to the maximum extent possible in lieu of

elbows.

The Contractor shall exercise care to develop the system arrangements and installation of piping

aboard the vessel to permit the following:

A. Free passage along walkways and ladders.

B. Free access to perform maintenance.

C. Free access to all doors, hatches, and openings.

D. Ready removal of the vessel's equipment and system components. To that end, no piping or

hangars shall be located in way of equipment removal hatches (soft patches).

Piping systems containing oils shall be installed so that flanged connectors are located remotely

from exposed surfaces having a temperature in excess of 450°F. Protective shielding shall be

provided around the flanged connections to prevent the possibility of spray onto exposed hot

surfaces. Piping shall be located at least 18 inches away from surfaces that have temperatures

under the insulation in excess of 450°F.

Pipe fittings shall not be located directly over or within 2 feet of electrical switchboards, panels,

disconnects, or switches. Pipe shall be routed to avoid passing over the electrical switchboard or

panels wherever possible.

1.13.3 Flexible Connections

Flexible connections shall be provided to isolate equipment vibration and to accommodate thermal

growth.

Exhaust systems shall use multi-ply stainless steel bellows type connections with flanged end

connections, one end being a Van-stone type flange.

SW Cooling system piping 2 inches and above shall be provided with Garlock style 206, or equal,

spool-type flexible connections. SW Cooling system piping below 2 inches shall have Aeroquip

2651 or equal with re-usable 37-degree flare swivel end connections.

Hose assemblies conveying fuel or lube oil shall be U.S. Coast Guard approved flame resistant type

hoses meeting the requirements of U.S. Coast Guard 46 CFR 56.60-25. Hoses shall have 37

degrees SAE flare swivel fittings on both ends.

In general, flexible hose assemblies shall not be less than 9 inches in length nor more than 24

inches in length. Flexible hose runs shall not substitute for pipe or tube. Cut hose with hose

clamps are not acceptable anywhere.

1.13.4 Valves, Fittings, and Instrument Piping

Manually operated valves shall be readily operable by one person, directly or through mechanical

advantage type operators. Valves or valve hand wheels shall be located so that the operator's hand

may easily pass between the hand wheel and any interference, with the handle wheel open, closed,

or in between.

Manually operated valve stems shall be installed with the valve stem rotated above the horizontal

plane. Ball and butterfly valves shall be installed in such a manner that the valve opens and the

handle points with the media flow under normal operating conditions.

Valves shall be right-hand closing and shall have either a rising stem, or an indicator to show

whether the valve is open or closed.

Butterfly valves shall use lugged bodies. Bodies and disk materials shall be as noted in the

drawings. Valve stems shall be stainless steel. Valve seats shall be Buna N or Viton as required to

suit the service.

Ball valves shall be Jamesbury, or equal, with bolted body construction. Seats and seals shall be

Buna N in water service, Viton in diesel oil and lubricating oil service, and reinforced TFE in

compressed air service.

Where installed, check valves shall be installed in a horizontal plane and in a fore and aft

orientation when possible.

Relief valves shall be provided on the discharge side of all positive displacement pumps and air

compressors, which do not have built-in relief valves.

Connections for thermometers with dry wells, and pressure gauges with snubbers, shall be provided

to check proper operation of piping and equipment.

Pressure gauges shall be solid front gauges provided with shut-off valves and snubbers. Gauges

shall be 4 ½ inches diameter with black phenol case and shall meet ASME B40.1 Grade 2A

performance standards. In general, all pressure gauges shall have the appropriate pressure range

such that the dial resides in the middle of the gauge range when subjected to the working pressure

of the system.

Gauges shall be mounted on gauge panels to be located near the pump or equipment being

monitored. Ball type root valves shall be located at the sensing source. Gauge piping assemblies

shall be installed in accordance with ASTM Volume 01.07 "Shipbuilding" Standard F721-81.

1.13.5 Takedown Joints

Takedown joints shall be provided to allow removal of all in line equipment, or to allow removal of

equipment normally blocked by the pipe. Flanges in piping shall conform to ANSI standards for

the appropriate service.

Where joints of ferrous and nonferrous materials occur, the connection shall be made with a

flanged takedown joint fully isolated with gasket and sleeved fasteners using isolating washers

under the fastener, except where noted otherwise.

Flange gaskets shall be fiber-impregnated rubber for water service, compressed vegetable fiber for

oil service, and shall be asbestos free.

1.13.6 Permanent Joints

Pipe welding shall comply with the rules and regulations of the U.S. Coast Guard, American

Bureau of Shipping, and the details of ASTM Volume 01.07 "Shipbuilding" Standard F722-82.

Fuel and lubricating oil piping shall be kept away from engine exhaust pipes. The Contractor shall

avoid routing pipes near electrical equipment as much as possible, and in no case shall flanges or

joints be located over electrical equipment.

Pockets in pipe lines shall be avoided. Each system shall be provided with fittings, valves, or traps

to enable complete drainage of pipes when desired. Where pockets do occur, bosses and valves or

screwed plugs shall be provided for draining.

1.13.7 Pipe Hangers

Piping shall be adequately supported by hangers suitable for the material and service. Pipe hangers

shall meet the requirements of ASTM Volume 01.07 "Shipbuilding" Standard F708. The

Contractor shall adjust the design, spacing, and installation of pipe hangers as necessary to provide

an installation suitable for carrying the weight of the pipe and its contents, including dynamic

loading imposed by the operating conditions of the vessel, and to prevent damage from vibration

and thermal expansion.

Air piping and equipment shall be supported similar to existing compressed air system components,

and in accordance with ASTM F708 – Standard Practice for Design and Installation of Rigid Pipe

Hangers - Tables 1, 2, 7, & 8, and Figures 1 & 2 (split cap and strap hangers, as applicable &

appropriate).

Hangers shall be attached to the pipe with bolted clamps and welded to the basic ship structure.

Care shall be exercised to place pipe hangers so that strain is avoided where piping is connected to

machinery. Hangers shall not be attached by welding directly to pipes.

Where contact between dissimilar materials occurs or where hangers support non-ferrous pipe,

hangers shall be lined with approved isolation material.

For piping subjected to high temperatures, flexible hangers shall be provided to accommodate

thermal growth along with flexible pipe connections to the engine. Flexible hangers generally shall

be rigid in all axes except parallel to the pipe.

1.13.8 Penetrations

Where piping penetrates a watertight or fire-rated boundary an approved penetration fitting shall be

used to ensure integrity of the boundary. Penetration details shall as shown on the contract

drawings. In no case shall the boundary being penetrated form part of a joint or piping.

In cases where piping made from materials other than aluminum must penetrate a watertight or fire

rated boundary, the Contractor shall install an approved seal which maintains the boundary's fire

rating or watertight integrity.

In general, all metallic piping other than aluminum shall use CBC type 253 compression sleeves, or

equal.

1.13.9 Insulation

In general, all piping insulation material and installation details shall be in accordance with ASTM

Volume 01.07 "Ships and Marine Technology" Standard F683, except where modified by other

sections of these Specifications.

1.14 Machinery Installations

1.14.1 General

Kitsap Transit approval shall be required in writing for the choice of each item of machinery and

equipment prior to Contractor purchase. The Contractor shall verify that:

A. The item meets the performance and material requirements of the system as installed by the

Contractor.

B. The item complies with U.S. Coast Guard requirements for material, construction, and

performance.

All machinery, equipment, fittings, and similar items shall be new and unused, made by recognized

manufacturers having facilities to supply service and parts in the Puget Sound area. Common

equipment shall be selected, as far as possible.

A foundation shall be provided for each piece of machinery. Foundations shall be attached to basic

structure, which shall be stiffened where necessary to carry both static and dynamic machinery

loads. Generally, foundations shall be fabricated from aluminum plate, welded together, and to the

ship's structure.

Each machine and piece of equipment shall be installed, aligned, and fastened within the tolerances

prescribed by the manufacturer. Equipment shall be removable without cutting foundations or

attachments.

The entire machinery installation shall be free of vibration while operating. Reciprocating

machines or other machines that generate objectionable vibration shall be isolated from the hull

with shock mounts having a rubber-like material in shear.

1.14.2 Machinery Arrangement

Machinery shall be installed to allow easy access for maintenance and disassembly. Adequate air

space shall be allowed around machinery for cooling air circulation. The final location of all

machinery shall be subject to the approval of Kitsap Transit.

Obstructions or interferences shall be avoided where possible. The Contractor shall pay particular

attention to sharp edges, corners, or protruding appendages of equipment or structure where

operating personnel are likely to pass or work. Such obstructions, if unavoidable, shall be provided

with guards or other means to protect personnel from injury.

1.14.3 Machinery Foundations

The Contractor shall design and provide foundations for new machinery and equipment. Provide

appropriate support structure (brackets, etc.) for all equipment, such as electrical panels and

instrumentation, regardless of weight. Incorporate containment coamings into the foundation

around all equipment where oil leakage may occur.

Foundation design shall provide adequate strength to support and maintain alignment of the

mounted equipment in its operational mode. Loadings to be considered in design of foundations

shall include the dry weight of equipment, weight of fluids, dynamic loadings induced by

equipment in operation, weights of supported ancillary components and/or systems (e.g. wiring,

piping, control equipment, safety shields), and ship motions.

Foundations shall be adequately supported by and braced to the vessel's structural members so that

equipment loadings are properly distributed. Additional structural support members, headers and

chocks shall be provided as required. Do not attach foundations directly to unsupported plate.

Design of foundations shall provide for alignment and such other special criteria as may be

specified by the equipment manufacturer or regulatory bodies. Design of foundations shall permit

equipment access as required, and access for maintenance of foundations and adjacent hull

structure. Pockets and inaccessible places where corrosion cannot be controlled, or where dirt and

debris can accumulate shall be avoided. Foundations shall incorporate suitable supports so as to

prevent excessive or unusual vibration under the normal range of vessel operating conditions.

1.15 Electrical Installations

All equipment, materials, and workmanship shall fully comply with the requirements of 46 CFR,

Part 120 (Electrical Installation), and additional reference requirements as applicable to Subchapter

J, and American Bureau of Shipping Rules. Provide and install the electrical equipment and wiring

required by items specified in other sections of these Specifications, whether or not specifically

called for in the electrical sections of these Specifications.

Electrical equipment and materials shall be of types suitable for marine application in the services

intended, and shall operate under expected conditions of temperature, vibration, roll (30 degrees

from vertical), and pitch (5 degrees from horizontal) of the vessel. Temperature rise shall be based

on an ambient temperature of 50°C in the Engine Room, and 40°C in all other spaces.

1.16 Purchase Orders

The Contractor shall provide Kitsap Transit with one copy of purchase orders as they are issued.

1.17 Delivery

Upon arrival at the Contractor's facility, the Contractor shall provide line handlers and moor the

ship safely as detailed in this section. Kitsap Transit's personnel will shut down the vessel, with sea

valves closed. Delivery shall occur at that time and the vessel shall be deemed in the care and

custody of the Contractor who shall be responsible for the Vessel until it is re-delivered to Kitsap

Transit. Kitsap Transit shall not be responsible for taking the vessel onto the Contractor's dry dock.

The Contractor shall immediately assume responsibility for the vessel's security, and prepare to

commence performance of the Contract Work. The Contractor and Kitsap Transit's Representative

shall conduct a walkthrough of the vessel and inventory all quantities of consumable liquids

(including but not limited to fuel oil & lube oil) and other major valuables, both when the vessel is

delivered to the Contractor and again when the vessel is re-delivered to Kitsap Transit.

The Contractor shall provide adequate docking facilities, soft fenders and mooring lines for the

vessel which shall accommodate the vessel's draft plus not less than five feet of water beneath the

vessel's keel at any time and will allow the vessel to safely rise and fall with the tide so no damage

occurs to the vessel while it is moored to the Contractor's facilities. Contractor furnished mooring

lines shall be properly sized and configured to accommodate the vessel and all reasonably

anticipated weather occurrences for the Contractor's facility.

1.18 Care During Construction

Contractor shall consider safety of the vessel and personnel as highest priority and provide safe and

efficient access to all spaces for all personnel. The Contractor shall also provide adequate light and

ventilation to all spaces and specifically for welding, painting, and inspections.

The Contractor shall maintain good housekeeping at all times while the vessel is under the

Contractor's care. A dedicated fire watch with Contractor-furnished extinguishers and charged

hose line shall be maintained at all times when hot work is in progress. No quantities of flammable

material shall be stowed on board and garbage and scrap construction material shall be cleared

from the vessel on a daily basis. Flammable material in bulk quantities shall not be stored on board

the vessel. Flammable gas cylinders shall not be stored on the vessel. Torch cutting kits shall be

fitted with back-flash preventers. Torches and hoses shall be pulled back to open weather at the

end of the workday. Special care shall be exercised to prevent the outbreak of fire.

The Contractor shall maintain rigid control of welding and grounding for the protection of the hull,

its systems and appendages during the entire time that the vessel is in the custody of the Contractor.

Before commencing work, the Contractor shall open, clean, dewater if necessary, dry, and gas free

all tanks, accessible and inaccessible voids, holds and enclosed areas in way of the hull to facilitate

complete inspection of the hull.

Cleaning in all compartments shall be performed to the extent required to achieve the gas free

certification necessary to complete the work called out in the Contract Documents or required by

the Regulatory Bodies. The Contractor shall utilize a National Fire Protection Association certified

marine chemist to certify the compartments "Safe for Personnel" to accommodate the inspections.

Where hot work is anticipated or indicated by the Contract Documents, the Contractor shall require

the marine chemist to certify the compartments "Safe for Personnel and Safe for Hot work" Gas

Free certifications shall be maintained by daily Competent Person inspections, per Title 29 of the

Code of Federal Regulations (29 CFR 1915) and in accordance with all conditions and restrictions

directed by the marine chemist at the time of initial certification. Copies of all Gas Free

Certificates and the daily Competent Person Inspection log shall be posted conspicuously on the

vessel and a copy shall be provided to Kitsap Transit's Representative. If Gas Free certification is

lost, the affected compartment(s) shall be re-certified by the NFPA certified marine chemist at

Contractor's expense. Kitsap Transit's Representative will not accept re-certification by the

Competent Person.

If Gas Free certification is lost due to an act or omission of the Contractor, then additional cleaning,

ventilating, and certification shall be accomplished at no cost to Kitsap Transit. All Contractor

costs for gas free activities and certification of all tanks, accessible and inaccessible voids, holds

and enclosed areas in way of the hull, are a component of the Contract Work. All costs to maintain

the compartments gas free and certified are a component of the Contract Work. Compartments gas

freed and certified under the Contract Documents shall remain in a gas free and certified condition

until Kitsap Transit's Representative-approved closure of the compartment and until all inspections

and all Contractor work in the compartment are complete. Any gas free activity and certification

required by the Contractor to conduct shipyard operations will be at the Contractor's expense.

All tank, void, and machinery suctions shall be protected from clogging by work materials. At the

conclusion of all work, suction strainers shall be cleaned and valves demonstrated to be operating

freely by the Contractor.

1.19 Re-Delivery

Upon completion of all aspects of the Contract Work, including, but not limited to, modifications,

operational tests and trials, correction of known deficiencies or mutually acceptable provisions

made for future correction, the vessel shall be re-delivered to Kitsap Transit at a safe mooring

where the vessel is afloat at all stages of the tide at the Contractor's facility.

The vessel shall be completely clean throughout with all debris and Contractor's equipment,

staging, dunnage, etc., removed. Contractor shall ensure that the paint work and finish are touched

up where damaged. All surfaces shall be clean. The vessel shall be delivered with a clean bottom

and in all respects ready for Kitsap Transit's crew to take to sea.

All equipment required by the Contract Documents shall be onboard at the time of re-delivery

unless mutually agreed otherwise. The Contractor shall assist Kitsap Transit under a time and

material agreement to load and stow Owner-designated spares, stores, equipment etc. The

Contractor shall provide Kitsap Transit with safe mooring alongside a dock at its facility for up to

ten working days after Re-Delivery at no additional cost.

The existence of any deficiencies affecting safe navigation, a primary system, or the immediate,

efficient use of the vessel for its intended service shall be cause for Kitsap Transit to refuse Re-

Delivery pending the correction of the items concerned. Any resulting costs, including, but not

limited to costs of delay and disruption shall be for the Contractor's account. Ten or more

uncorrected minor deficiencies in any non-essential system or structure will likewise be cause for

Kitsap Transit to refuse Re-Delivery and Contractor shall have the same obligations with regard to

corrections.

The Contractor shall agree to the earliest practicable correction of any remaining deficiencies at the

time of re-delivery for accomplishment without interfering with Kitsap Transit's scheduled use of

the vessel. The Contractor shall travel to the vessel homeport or ride the vessel, at the discretion of

Kitsap Transit and at Contractor expense, to correct deficiencies. If, in the opinion of Kitsap

Transit's Representative, Contractor correction of outstanding deficiencies cannot be accomplished

without interference to Kitsap Transit's scheduled use of the vessel, Kitsap Transit may, at its

option, arrange for correction of such deficiencies at its own convenience and Contractor shall be

liable to Kitsap Transit for reimbursement of all costs in connection with such corrections.

The Contractor and Kitsap Transit's Representative shall conduct another walk through of the

vessel and inventory all quantities of consumable liquids (including but not limited to fuel oil &

lube oil) and other major valuables prior to re-delivery of the vessel. The Contractor shall

reimburse Kitsap Transit for any decrease in fuel or other consumable liquid quantity at the

prevailing purchase price at the time of re-delivery. Likewise, in the event of an increase in liquid

quantity Kitsap Transit shall reimburse the Contractor.

The Contractor shall ensure, after modification, that the all piping and sounding sensors are clean

and free of any debris before closing the compartments and testing the systems. The compartments

shall be presented for inspection by Kitsap Transit's Representative prior to closure.

The potable water system and storage tank shall have been properly "treated" and flushed, tested to

verify safe for drinking, and shall be full upon re-delivery.

1.20 Technical Documentation

1.20.1 Engineering and Working Drawings, Calculations, and Review

The Contractor shall provide all engineering services necessary for the work in accordance with the

Specifications. Services shall include technical calculations, surveys, material selection,

preparation of diagrams, sketches, schedules, data, and preparation of all working drawings and as-

built drawings.

Drawings shall be complete in all detail, serve to gain regulatory approval, and facilitate future use

by Kitsap Transit for maintenance and repair activity.

All drawings shall be produced using Computer Aided Design (CAD) in AutoCAD 2015 or most

current format, provide the data files on CDs and as 11 x 17 paper format.

Kitsap Transit will review the Contractor's detailed design to determine compliance with the

Specifications and Contract. Kitsap Transit review will not relieve the Contractor of responsibility

for deviations from the Specifications unless he has, in writing, called attention to the deviation at

the time of drawing submittal. Approval of a drawing does not constitute approval of a deviation,

mistake, or omission. Kitsap Transit approval of a deviation from the Specifications will not

relieve the Contractor of the responsibility for satisfactory operation of the system or equipment.

Work performed by the Contractor prior to Kitsap Transit's review and approval of the Contractor's

drawings will be at the Contractor's own risk.

Booklets of details and calculations may be on sheets 11 x 17 inches or 8 1/2 x 11 inches.

Symbols on drawings shall conform to recognized marine commercial standards.

Materials shown on drawings shall have item numbers and be identified in a material list by

material specifications, ASTM, ANSI, NEMA, etc., as appropriate.

All drawings shall be initialed in the title block by the drafter and the engineer responsible for the

design prior to submittal to Kitsap Transit Representative. They shall be hand signed by the

engineer and supervising engineer checking the drawing. All drawings and calculations shall be

stamped by a professional engineer responsible for the design.

Each drawing shall be checked and finished before submitting to Kitsap Transit Representative.

Drawings without appropriate signatures and drawings which are not complete, will not be

reviewed by Kitsap Transit and will be returned to the Contractor for completion. Returned

drawing submittals do not count towards fulfilling the Contractor's obligations with regard for

scheduling; i.e., all returned drawings must be resubmitted complete within the scheduled time.

Furnish a copy of all written or email correspondence sent to or received from regulatory agencies

to Kitsap Transit Representative.

The Contractor shall submit the drawings, documents, and engineering calculations to Kitsap

Transit Representative, in a timely fashion, according to the approved Master Construction

Schedule and the Plan Schedule. When submitting system design drawings, such as piping

diagrams and isometric wiring diagrams, include the calculations by which the system components

were sized. Kitsap Transit will not review these drawings without supporting calculations. Kitsap

Transit will respond to submittals normally not later than five (5) ten (10) calendar days after

receipt of the paper copy of the document, with "approved", "conditionally approved subject to

comments", or "returned for revision and re-submittal" action. Kitsap Transit review responses

shall be via mail/fax or email.

The Contractor shall furnish two (2) paper copies and one electronic file copy of each drawing,

document, or calculation when submitted to Kitsap Transit Representative for approval. The

Contractor shall use a transmittal form for each submittal giving the drawing number, revision

letter, title, date submitted, and spaces for Kitsap Transit to enter the return date, approval action,

comments, reviewer's name, and the signature of Kitsap Transit Representative. Drawings for

submittal shall be complete in all respects with all material and equipment shown and shall be

accompanied by supporting calculations.

1.20.2 Purchase Technical Specifications, Requisitions, and Purchase Orders

The Contractor shall submit all purchase (technical) specifications, requisitions, purchase orders, or

similar descriptive data for approval by Kitsap Transit prior to purchasing equipment. Each

document shall contain a full technical description of the material to be ordered.

Deliver three (3) prints of all vendor drawings or literature to Kitsap Transit not later than the date

the equipment is delivered to the Contractor's facilities.

Furnish a copy of all correspondence and technical data affecting design features of vendor items

along with the submittal of the drawings showing these items.

1.20.3 Instruction Books, Operating Manuals, and Technical Data Sheets

The Contractor shall prepare or obtain, collate and bind instruction books for all new machinery,

equipment and systems provided by the Contractor, whether manufactured by the Contractor or not.

The instruction books shall be clearly written in the English language with dimensions and

tolerances displayed in the U.S. Customary System of Measurement. Text and tables displaying

metric dimensions will be acceptable, provided that conversion to the U.S. Customary System is

immediately obvious without reference to a conversion table.

The instruction books provided shall contain, as a minimum:

A. Complete theory of operation, as well as complete operating, installation, maintenance,

troubleshooting and repair instructions (including parts lists). This shall be provided in

sufficient detail for operating personnel to operate, maintain and repair the equipment.

B. Maintenance instructions listed in a tabular form that includes a recommended periodicity

for accomplishment of the maintenance item. The parts lists shall be complete with the

parts described so that required repair parts may be easily identified and ordered. If a parts

list has parts described for more than one piece, model or type of equipment, the Contractor

shall ensure that the parts required for the piece, model or type being furnished are clearly

identified by an asterisk or some other method.

C. Assembly plans, sections, schematics, wiring diagrams and line art as is necessary to

properly identify the various parts of the assembly, and careful documentation of periodic

maintenance requirements. The parts lists shall be keyed to the plans and line art to provide

identification of the various parts. Diagrams shall contain complete information such as

pump and fan characteristics, pipe or duct sizes, materials, flows, velocities (normal and

maximum), pressure drops and other pertinent design data such as associated components,

identification and operation characteristics, including all control and alarm settings. Items

that are merely advertisements for other or related equipment shall be omitted.

D. Photographs to amplify the text, where required to ensure clear understanding of procedures

to be used.

E. Information at least equivalent to that available to mechanics at an authorized overhaul

facility of the manufacturer of the machinery or equipment covered. It is the intent of

Kitsap Transit to totally maintain equipment provided under the Specifications, and

sufficient information to do so is required. Omission of information due to reasons such as

"not normally furnished" or "factory only" will not be acceptable.

F. Signed and completed test memoranda, as specified, for the applicable equipment and/or

systems.

G. All equipment certifications: USCG, ABS, UL, FM, etc.

The Contractor shall not use operating manuals intended for final delivery to Kitsap Transit as

working manuals for use in installing and operating/testing the equipment. If the Contractor

requires this information, then additional manuals/information must be ordered for that purpose

with the attendant cost borne by the Contractor. Instruction manuals and books clearly showing

misuse will not be accepted by Kitsap Transit.

Photocopies of original manufacturer's manuals will not be accepted and do not count towards

fulfillment of this requirement. Each instruction book will be complete with factory or

manufacturer original information. The cost incurred from the purchase of original manufacturer

manuals shall be borne by the Contractor.

The Contractor shall deliver two (2) copies of the finished instruction books. Final copies shall be

bound in loose leaf 3-ring binders appropriately marked on the front cover as to the content. The

vessel shall not be accepted without first receiving the final copies of all instruction books.

1.20.4 Software Programs

Where equipment or systems are programmed for use on this vessel such as may be used in

monitoring systems, PLCs, door locks, etc., Kitsap Transit shall be provided with the specific

program as installed on the vessel and such licensed programs to allow their viewing, modification,

updating and troubleshooting. Kitsap Transit shall be the licensed owner/registered user of all

programs provided. Kitsap Transit shall be provided with all data link cables for connection

between the equipment and a PC.

1.20.5 Display Drawings for Mounting On board

The Contractor shall provide an updated copy of the following drawings for display on board the

vessel:

Additionally, the Contractor shall provide and place onboard all plans and documents required by

regulatory agencies. Prior to delivery, obtain a Stability Letter in accordance with Section 10 of

these Specifications. Mount the letter in a suitable anodized aluminum frame installed under glass,

and located permanently in the Pilothouse. The final locations of all mounted plans shall be subject

to Kitsap Transit Representative approval.

1.21 Material Substitutions

Names of certain manufacturers and items, where mentioned in these Specifications as a means of

describing the general character of the quality, design, and construction of the various items and

must be of equivalent quality and must be approved by Kitsap Transit in writing.

An "or equal" product or material is one which exhibits the same general size, weight,

characteristics, performance, reliability, and maintainability as the product or material identified in

the Specifications. The Contractor shall be wholly responsible for demonstrating the "or equal"

status of any product or material, which is offered as a substitute for those cited in the

Specifications.

Requests for substitutions shall be made in writing to Kitsap Transit, setting forth the reason for the

proposed substitution and providing documented evidence of the substitute's equivalence or

superiority to the specified product or material. The request shall also provide the Contractor's

assurance that the substitution, if approved, will not result in any increase in the Contract Price nor

an extension of the delivery date of the vessel.

Requests for substitutions must include in writing:

A. Comprehensive comparison of construction features and materials between the specified

item and the proposed item. Complete drawings and dimensional data shall be submitted

for each item. The weight of each item will be provided.

B. Comprehensive comparison of performance characteristics between the specified item and

the proposed item.

C. Comprehensive list of impacts that the substitution was cause to arrangements, structure and

interfacing piping, ventilation, electrical, and control systems.

D. Valid manufacturers price quote for the specified and the proposed substitute item.

E. Location of nearest distributor stocking parts for the items and providing field service for

the proposed substitution and the specified item.

F. Statement from contractor indicating that the proposed substitution will not be a cost

increase and will not extend the delivery date of the vessel.

Incomplete substitution requests will not be considered.

Substitutions will be considered if based upon shipyard preference or familiarity with an item or

equipment, provided it can be demonstrated that the item is equal (as defined above) to or better

than the specified item. Substitutions for specified items that have been discontinued shall be for

the current equivalent or better item from the same manufacturer.

Substitutions will not be considered based upon cost savings alone. For each substitution proposed,

a valid price quote shall be obtained by the Contractor from the manufacturer of the specified item

and the proposed substitution. If the substitution is approved, any such cost savings will be subject

of a change order providing a credit for the full difference to Kitsap Transit. Substitutions for more

expensive items will only be considered if they are a no cost change to Kitsap Transit.

Kitsap Transit will respond to written requests within ten (10) working days of the request and

completed submittal of supporting documentation described above. Kitsap Transit's decision will

be final.

The Contractor shall be responsible for all engineering costs and construction costs associated with

any substitution.

1.22 Hull Protection

The Contractor shall maintain rigid control of welding and grounding for the protection of the hull,

its systems, and appendages during the entire time the vessel is in the custody of the Contractor.

1.23 Vibration and Noise

The Contractor is cautioned to pay particular attention to the design and construction of the vessel

in order to minimize vibration and noise, both structural and airborne.

The Contractor shall be responsible to locate and correct unsatisfactory vibration conditions arising

during tests or trials, or subsequently during the guarantee period, which can be attributed to the

design or construction of those elements accomplished by the Contractor.

1.24 Overhead and Headroom Clearances

Minimum headroom shall be 6 ft. 9 in. Deviations may be approved on a case basis where this

minimum headroom requirement is impractical.

1.25 Tests and Trials

The Contractor shall conduct a testing program to demonstrate satisfactory workmanship, proper

installation of equipment and materials, compliance with the Specifications and compliance with

regulatory requirements.

Tests and trials specific to each work item are listed in the associated specification section.

However, general testing requirements are defined in this and the following subsections. Testing is

required of all work performed and equipment installed and modified during the work pertaining to

the structure, fittings, systems and machinery.

The Contractor shall submit a complete schedule of tests to Kitsap Transit Representative for

approval not less than thirty (30) calendar days prior to commencement of testing.

The Contractor shall prepare and submit test memoranda outlining each test to Kitsap Transit

Representative for approval. Test memoranda shall describe the system or component being tested,

the test procedure, and a list of instrumentation to be used. Test memoranda shall be prepared and

tests conducted in accordance with the following:

A. American Bureau of Shipping Rules for Building and Classing High Speed Craft.

B. United States Coast Guard, Code of Federal Regulations, Title 46, Subchapters K, J, and F

as applicable.

C. Requirements of various sections of these specifications.

Tests and Trials shall take guidance from:

A. Society of Naval Architects and Marine Engineers, Technical and Research Bulletin No. 3-

39, "Guide to Shop and Installation Tests."

B. Society of Naval Architects and Marine Engineers, Technical and Research Bulletin No. 3-

47, "Guide to Sea Trials."

Results of completed tests shall be summarized in test reports which shall be submitted to Kitsap

Transit Representative.

The Contractor shall bear all expenses, furnish the crew, fuel, water, lubricating oil, special

instruments, and supplies required for all tests and trials.

1.25.1 Test Equipment and Instruments

The Contractor shall supply all test instruments or special instruments, as well as all temporary

piping, hoses, pumps, valves, wiring, staging, supports, communications and other items or services

as may be required to conduct the tests. Consumables (filters, special lubricants, recording

equipment, etc.) necessary to conduct these tests shall be furnished by the Contractor.

Instruments used for the tests shall have current calibration certification. Where used, the vessel's

instruments shall be calibrated before use in any tests. Copies of all such certification shall be

available for viewing, if requested, before, during, and after testing.

Test equipment and instruments shall be recalibrated and the test repeated if, in the judgment of

Kitsap Transit's Representative, the recorded results of any individual test appear to be incorrect or

erroneous.

1.25.2 Structural Tests

Structural tests of all new and modified structure shall be conducted to demonstrate the

watertightness or weathertightness, as applicable, of the boundaries. All testing shall be prior to

application or installation of deck covering, paint, etc.

Hose-test all exterior surfaces in way of new or modified hull and deckhouse structure by directing

a stream of fresh water at a pressure of not less than 30 psi from a 1 1/2 inch hose against the

exterior surface of the structure. Apply the stream from a distance of 5 to 10 feet away from the

surface being tested. Soap/vacuum box and air lance testing can be substituted as appropriate for

this hose test.

For new interior structural modifications where hose tests are not practical, a soap/vacuum or air

lance test shall be performed.

Air-test all new and modified tanks in accordance with regulatory body requirements. Care shall be

taken to not over-pressurize any structure.

1.25.3 Piping Systems Tests

New and modified piping systems shall be hydrostatically and operationally tested. Each piping

system shall be cleaned and flushed before being tested. Equipment, such as strainers and heat

exchangers, which are normally subject to the pressure of the system, shall be tested with the

system.

Hydrostatic test pressure shall be applied for at least 10 minutes, but no less than a period long

enough to inspect all system piping, joints, and components. Test pressures shall be in accordance

with the requirements contained in 46 CFR Subchapter F (Marine Engineering). Visually inspect

and record the locations of all leaks. The Contractor shall retest after any leaks have been repaired

to prove each system tight.

For equipment such as heat exchangers, pressure shall be applied to one system at a time to allow

the unit to be checked for internal leakage. Hydrostatic test fluid used shall be compatible with the

system being tested.

All relief valves and pressure safety devices shall be demonstrated that they operate at their set

pressure or shall be provided with current test certification. All pressure gauges shall be provided

with lab calibration test and certification stickers along with certifying documents provided to

Kitsap Transit representative.

The Contractor may elect to submit one hydrostatic test memorandum addressing all modified

piping systems instead of an individual test memorandum for each system. Unique requirements

for each piping system shall be clearly stated in test memoranda. Unique data sheets shall be

provided for each individual system to be tested.

All hydraulic, fuel, and oil hose assemblies shall be hydrostatically tested and provided with metal

tags attached showing their test date and pressures.

Operational testing shall demonstrate the proper operation of each new, modified or disturbed

piping system. Duration of operational testing shall be sufficient to allow observation of repeated

system cycles and/or the proper function of pressure, temperature, or flow regulating devices.

1.25.4 Ventilation Systems Operating Tests

After any new or modified ventilation ducting has been installed and/or disturbed ducting

reinstalled, operate the systems for at least 15 minutes. Record system operational parameters on

the data sheets and inspect for tightness.

1.25.5 Electrical System Testing

Electrical system testing shall be conducted to demonstrate proper operation in conjunction with

the testing of machinery and equipment installed.

All new cable and existing cables cut, lengthened or temporarily disconnected during the

refurbishment project shall have an insulation test performed prior to use. Cable testing shall be in

accordance with 46 CFR 111.60-21.

1.25.6 Machinery and Equipment Testing

Conduct operational tests.

1.26 Force Account Payments

The terms of the Contract or of a change order may call for Work or materials to be paid for by

force account. If so, then the objective of this Section is to reimburse the Contractor for all costs

associated with the Work, including costa for labor, materials, services and profit commensurate

with those costs. The amount to be paid shall be determined as described in this Section.

1. For Labor- Labor reimbursement calculations shall be based on a “Project Labor List”

prepared and submitted by the Contractor and by any Subcontractor before that firm

commences force account Work. The list shall be approved by a Kitsap Transit

Representative and the rates presented should reflect a rate that contains all costs for labor,

overhead, taxes, insurance and profit. The rate proposed should be consistent with the rates

charged in other areas of this project.

2. For Materials- Kitsap Transit will reimburse invoice costs for Contractor supplied

materials. This cost shall include freight and handling charges. Before Work is started, the

Contractor shall obtain multiple quotations for the materials to be utilized and select the

vendor with price and terms most advantageous to Kitsap Transit. To support the price, the

Contractor shall provide valid copies of vendor invoices. In addition to compensation for

2.1 General

The intent of this work is to completely renew the interior and exterior passenger spaces on the

vessel, including all doors, windows, ceiling, deck covering, furniture, restroom fixtures, lighting,

speakers and power receptacles. Some portions of the existing bulkhead lining panels will also be

replaced or renewed.

Where noted, this work will involve renewal of Wheelhouse ceiling, lighting, deck covering and

furnishings. Additional Wheelhouse renewal not described below can be found in Section 6.

2.2 Doors

All interior and exterior doors are to be returned to original appearance and function, including

frames and closers serving the passenger spaces. shall be removed and discarded. Any door that is

determined to be unsalvageable shall be replaced via a change order. Any magnetic fire door hold-

backs shall be carefully removed for refurbishment and reinstallation. New All doors shall meet

USCG requirements.

Each new metal joiner door and fire door shall have permanently affixed to the hinged edge, a

metal plate identifying the manufacturer, year of manufacture, and statement of compliance. Final

assembly of all new doors shall be free of oxidation, scale, sharp edges, burrs, warps and buckles

and other defects.

Door thickness, material, fire rating and window size, thickness and location shall match the

existing doors insofar as possible.

All fire doors, frames and closures shall be inspected, repaired and refurbished to meet USCG

regulations for a Subchapter K vessel. constructed of steel with steel frame. Interior metal joiner

doors with a rating of "B" or lower shall be constructed of .063" aluminum (minimum). Aluminum

doors shall have extruded frames.

All new metal joiner and fire doors shall be insulated, suitably stiffened and reinforced in way of

hardware. The inside of the door frame hinge area shall be reinforced with a continuous one-piece

flat bar over the entire length of the frame in lieu of individual stiffening in way of each individual

hinge.

Doors shall be shipped pre-drilled and ready to accept hardware and locksets/ latch sets. Door

frames required to be painted shall be furnished suitably primed for and painted. Reinforcing is

required in way of automatic door closers, power openers and hold-backs.

All exterior (weather tight) joiner doors shall have weather-tight gaskets. Interior joiner doors shall

have rubber snubbers installed to prevent rattling.

Door frames and magnetic hold-backs for recessed doors shall be installed refurbished is a manner

such that when the door is in the "normally open" position, it presents a surface flush with the

adjacent structure or joiner panels.

2.3 Door Hardware

Door hardware shall be heavy-duty marine type, stainless steel with satin finish, unless otherwise

specified. The Contractor shall ensure that hardware not specifically mentioned by the

Specifications shall be of no less quality than that described herein. Door hardware shall be

inspected, refurbished or replaced to return to original function and appearance and meet all

applicable USCG requirements. The Contractor shall ensure that all cutouts on doors and frames

for hardware and locksets are done in accordance with the hardware manufacturer's instructions.

The Contractor shall prepare and submit a hardware list, along with manufacturer's drawings or

catalog sheets, for Kitsap Transit approval prior to issuing a purchase order.

All doors shall be provided with locks and/or latches, including levers, lock cylinders, keys, strikes,

fasteners, and other similar items and devices as are required to provide a complete, functional, and

fully operational door installation. All locksets and door hardware shall have satin chrome or

stainless steel finish unless specified as other in this section.

All joiner doors except those having magnetic hold-backs shall be provided with bumpers and hold-

back hooks. Lever type holders that hinge down to the deck shall not be permitted. All (new and

existing) exterior weather tight doors, fire doors, and toilet space doors shall be fitted with new

Norton 7700 series (or equal) closers, suitable for its intended use. Doors held open by magnetic

hold-backs shall have flush ring type handles on the exposed side and lever on recess side.

Screws for securing door hardware shall be stainless steel countersunk, flush or oval-head.

Door hinges shall be heavy duty, stainless steel. pre-installed by the door manufacture. Weather

doors and fire doors shall have ball bearing hinges.

Each new door lock shall be supplied with three (3) keys. The keys to each lock shall be different

from the keys to every other lock. Door locks shall be master keyed to suit the existing keying

system. Three new master keys shall be provided. All keys shall be provided with a stainless steel

tag listing the name of the compartment for which it shall be used.

Restroom door louvers shall inspected and refurbished to original function and appearance, be 12"

x 12" and not allow the passage of light.

Polished stainless steel kick plates and push plates shall be installed.

Deck covering shall not pass continuously through fire door openings. A stainless steel sill of the

same height as the deck covering and width of the door frame shall be installed.

2.4 Windows Reserved

All windows shall be removed from the vessels and disposed of per Kitsap Transit direction.

After removing all the windows and frames, the structure shall be inspected and cleaned of all

corrosion, pitting, or other contamination. Plating that is damaged beyond reasonable repair shall

be replaced as necessary prior to the installation of any windows or Portlights. Kitsap Transit's

Representative shall approve any and all plate replacement prior to installation. The Contractor

shall be responsible for replacing up to 25 square feet of damaged plating in way of the windows.

New, heavy-duty marine grade aluminum frame windows shall be provided and installed to replace

the existing windows. Exterior and interior window clips shall be provided. General style, glass

thickness and temper, mounting scheme and window tint shall match the existing windows.

The Contractor shall submit a window list and manufacturer's drawings to Kitsap Transit for

approval prior to issuing a purchase order.

2.4.1 Rails and Guards

All handrails, exterior and interior, shall be inspected prior to bid submittal. Any missing sections

or railings with cracks, significant corrosion, loose connections or broken welds, shall be repaired

or replaced with new assemblies in accordance with U.S. Coast Guard requirements.

Rails shall be free of clothes entangling projections. Welds shall be ground smooth. Rails shall be

formed to radius corners and storm rails shall return against the bulkhead.

USCG directed modifications to the existing handrail system layout, will be the subject of a change

order.

2.5 Deck Coverings

2.5.1 Removals

Remove and dispose of all interior deck covering in the passenger lounges, rest rooms, and

Wheelhouse including all carpeting, carpet pads, underlayment, floor tile, poured deck covering,

adhesives, etc.

2.5.2 General

Asbestos Containing Materials (ACM) shall not be used for deck coverings and underlayment.

Underlayment shall be applied in the minimum amount required to ensure a smooth and even

appearance and to eliminate irregularities in the deck surface. Where thickness differences exist,

care shall be exercised to provide a smooth, pleasing transition. In way of drains, deck coverings

shall be smoothly sloped toward the drain with no high or low spots.

Underlayment shall be a latex leveling compound.

Deck coverings and underlayment shall be installed in accordance with the manufacturer's

instructions in every phase of the preparation and installation. Deck coverings and underlayment

shall only be installed by personnel who have been certified by the manufacturer or their authorized

representative. Underlayments, adhesives, and deck coverings shall be U.S. Coast Guard approved

for the location and use intended. Approval certificates shall be provided to Kitsap Transit.

Deck coverings shall be laid under all furniture except where built-in. Cove base shall be installed

around all boundaries, including built-in furniture. All finished deck surface materials shall meet

the USCG requirements set forth in 46 CFR 116.425. For bidding purposes, Contractor shall

provide pricing for deck coverings that meet the minimum requirements of Coral T32 FR or equal.

Colors, textures and patterns of proposed finished deck surface coverings shall be submitted to

Kitsap Transit for approval prior to issuing a purchase order.

Deck coverings shall be thoroughly cleaned after installation. The Contractor shall cover the

finished deck coverings to prevent any wear prior to delivery of the vessel.

2.5.3 Installation

In the main passenger lounges and Wheelhouse commercial marine grade carpet tile shall be

installed throughout; except where noted below 2.5.4 Lower Passenger Lounge Modification, Aft.

The carpeting shall be certified to meet all USCG requirements for combustibility and flame

spread.

The rest room deck covering system shall consist of a commercial marine grade rubber floor tile,

coin grip style, and dark grey color.

2.5.4 Lower Passenger Lounge Modification, Aft

The Contractor shall install commercial marine grade rubber floor tile, coin grip style, dark grey

color identical to deck covering provided for rest rooms in the aft of lower passenger lounge.

Flooring tile shall start at aft bulkhead and be laid forward to a point ninety (90) inches forward of

aft bulkhead maintaining bulkhead width of sixty-seven (67) inch; both Port and Starboard. All

seating, railing and mounting hardware aft of the ninety (90) inch line, shall be removed and

disposed of properly.

The Contractor shall install eight (8) Sportwork Swinglock bicycle racks on the interior aft

bulkheads; four (4) Port and (4) Starboard. The Contractor shall install six (6) wheel chair tie-

downs in this aft area, exact location and arrangement to be determined by Kitsap Transit

Representative.

2.6 Linings & Ceilings

2.6.1 General

The intent of the interior refurbishment is to remove and replace all ceilings and to paint refurbish

or repair some of the interior bulkhead linings. Any thermal and structural fire protection (SFP)

insulation behind these coverings shall not be removed or disturbed.

Access panels shall be provided in linings and ceilings where access to valves, traps, or other

components is required for maintenance.

2.6.2 Removals

Remove and dispose of all life jacket/luggage storage racks in the overhead of the lower deck

passenger lounge above the windows.

Remove and dispose of all suspended ceiling panels and support structure and fasteners in the

interior passenger spaces, including the restrooms and the Wheelhouse.

Carefully remove and dispose of all interior bulkhead panels that have been identified for

replacement. Assume for bidding purposes that up to 2,500 sq ft of paneling will be replaced.

2.6.3 Linings Bulkhead Panels

The Contractor shall paint all interior bulkhead panels with Zolatone with clear top coat or

“equal”. Prior to the application, the surfaces shall be made clean and free from foreign matter.

All surfaces shall be prepped in strict accordance with the manufacturer’s instructions. The

Zolatone shall be applied in a professional manner according to manufacturer’s instructions to

produce uniform coverage and thickness. The finished paint shall free of pinholes, bubbles, drips,

runs and sags. A Kitsap Transit Representative shall spot check all results to ensure standards are

being followed.

During the preparation of the panels for painting, if it is discovered that there are bulkhead panels

that need to be replaced, Contractor shall provide Kitsap Transit Representative an estimate of

cost. All repairs/replacement of bulkhead panels shall be executed through change orders.

New bulkhead panels matching the existing installation shall be provided and installed. New

panels shall be USCG-approved. Installation shall comply with USCG & USPHS rat-proofing

requirements.

Where exposed corners may cause injury to passengers or personnel, a corner profile with a radius

of not less than 1 ½ inches shall be installed. The corner profile finish shall be approved by Kitsap

Transit. Final assembly shall be free of rattling, free of sharp edges, corners and jagged edges. All

intersections shall be neatly fit or trimmed with 16-ga. trim strip.

2.6.4 Ceilings

The Contractor shall design, layout, and install suspended ceilings in the interior overheads of the

passenger spaces on both decks including the restrooms and Wheelhouse. The ceilings and support

structure shall be non-combustible, in accordance with U.S. Coast Guard regulations. New ceiling

height shall match the existing ceiling height. Selected ceiling style, pattern, finish and color shall

be approved by Kitsap Transit prior to issuing a purchase order.

The supporting grid structure shall be made of steel and installed to provide a rigid vibration free

ceiling base. Ceiling panel removal tools shall be provided to Kitsap Transit upon delivery. Four

(4) additional panels shall be provided with the vessel as spares.

2.7 Bar and Service Counter, New Life Jacket Lockers Reserved

The existing bar and service counter shall be entirely removed and disposed of. Contractor-

fabricated life jacket lockers shall be installed in the space available.

The lockers shall be enclosed vertical shelf style with hinged front closures, fabricated from

aluminum and securely bolted to the deck. The lockers shall be sized to accommodate up to 380

adult life jackets. Proposed locker arrangement, configuration, stowage, mounting details and paint

color shall be submitted to Kitsap Transit for approval prior to fabrication.

2.8 Furniture and Furnishings

Every effort shall be made to retain the existing passenger space seating arrangement, including

quantity, spacing and location of seats. Existing aisle widths shall not be reduced.

All existing interior passenger seating and tables shall be removed from the vessel and properly

disposed of. including all mounting rails and other fittings used to secure the furniture in place.

Prior to removal, if the Contractor determines that it is efficient and feasible The Contractor may

shall reuse the existing furniture mounting. with the approval of Kitsap Transit.

New, current model Beurteaux seating (Krue Air or equivalent) and tables, similar in style, fit,

durability, finish and accessory options shall be furnished and installed in the passenger lounges.

Installation shall be in accordance with manufacturer's instructions and to the satisfaction of Kitsap

Transit. Make, model, style, color scheme and mounting details shall be approved by Kitsap

Transit prior to issuing a purchase order.

The existing exterior benches will be retained.

New furniture for the Wheelhouse is described in Section 6 of these Specifications.

2.9 Sanitary Fixtures

All toilets, lavatories, flush valves and faucets will be removed and disposed of.

New toilets shall be Headhunter Royal Flush Hydro-vac, or equal, style, color and piping

configuration to match the existing sanitary drain and flushing systems.

New lavatory fixtures shall be furnished complete with valves, faucets, stops, drain fittings, vents,

and hangers. The style, color and configuration shall closely match the existing installation., and

shall be approved by Kitsap Transit prior to issuing a purchase order.

Fixtures shall be installed in a manner that does not degrade the integrity of nor damage decorative

linings.

There shall be no sharp edges or corners on the lavatories or supporting structure that may cause

injury to passengers.

2.10 Convenience Receptacles

Remove and dispose of all 120 VAC convenience receptacles within the passenger spaces. Inspect

all receptacle supply cabling back to the nearest junction box or panel, and provide a report to the

Kitsap Transit Representative with any recommended repair or replacement needed, and associated

costs. Execution of any repairs will be the subject of a change order.

Provide and install new GFCI receptacles of the duplex, three pole, polarized, grounded type, rated

at 120 VAC and 15 amperes. Provide new cover plates for all receptacles, color and style to be

approved by Kitsap Transit.

2.11 Lighting

2.11.1 Ceiling Lights

Remove and dispose of all ceiling mounted light fixtures within the passenger spaces. Inspect all

fixture supply cabling back to the nearest junction box or panel, and provide a report to the Kitsap

Transit Representative with any recommended repair or replacement needed, and associated costs.

Execution of any repairs will be the subject of a change order.

Provide and install new, commercial marine grade LED light fixtures within the new ceiling

system. The fixtures shall be flush-mounted and fully integrated into the ceiling system. The

general fixture replacement scheme is intended to match the location, size, type (general and/or

emergency) and illumination provided in the existing system. Make, model, style, color scheme

and mounting details shall be approved by Kitsap Transit prior to issuing a purchase order.

2.11.2 Exterior and Emergency Lights

Remove and dispose of all light fixtures and emergency lights on the vessel exterior.

Provide and install new, commercial marine grade LED light fixtures and emergency lights. The

general fixture replacement scheme is intended to match the location, size, type (general and/or

emergency) and illumination provided in the existing system. Make, model, style, color scheme

and mounting details shall be approved by Kitsap Transit prior to issuing a purchase order.

2.12 Speakers

Provide a certified technician to inspect the condition of the existing speaker system. Technician

shall provide a report to the Kitsap Transit Representative. The technician will provide an

inspection report, with a list of any repairs or replacement necessary to ensure that the speaker

system is fully functional, and the cost to affect the repairs. For bidding purposes, Contractor shall

assume cost of preparation of the inspection report and the installation of new speakers on the

exterior of the vessel. The speakers will be of similar size, color and function of the speakers

mounted on the outside of the upper cabin, Starboard Side. Executing any repair work will be the

Provide and install new, commercial marine grade speakers. The general speaker replacement

scheme is intended to match the location, size, type provided in the existing system. Make, model,

style, color scheme and mounting details shall be approved by Kitsap Transit prior to issuing a

purchase order.

2.13 Testing

The Contractor shall conduct a testing program to demonstrate satisfactory workmanship, proper

installation of equipment and materials, compliance with the Specifications and compliance with

USCG regulations.

2.13.1 Doors

Doors which are gasketed shall be chalk tested to prove full gasket contact. Visually inspect other

doors and closures to demonstrate proper workmanship and operation.

2.13.2 Windows

Windows shall be hose tested in accordance with Section 1.27.2. Visually inspect all windows and

record the locations of all leaks. The Contractor shall retest after any leaks have been repaired to

prove each window is tight. The Contractor shall provide an estimate of cost to Kitsap Transit

Representative for all repairs. Kitsap Transit will issue a change order to cover the cost of repairs.

2.13.3 Sanitary Fixtures

Visually inspect all fixtures and record the locations of all leaks. The Contractor shall retest after

any leaks have been repaired to prove each fixture tight.

2.13.4 Electrical and Communications Equipment

Conduct operational tests of all new lighting, speakers and receptacles.

Remove and dispose of all bulkhead, hull and overhead insulation in the engine rooms, including

any protective lining, retaining clips and pins. Prior to removal the Contractor shall prepare a

written inventory of the insulation being removed, identifying location, thickness, type, and

density.

New insulation, perforated aluminum lining, pins, retaining clips and seam tape shall be installed in

place of the removed insulation and lining. The replacement insulation and lining shall match the

existing arrangement and configuration.

Access panels shall be provided in linings where access to valves, traps, or other components is

required for maintenance.

Insulation materials shall be new, U.S. Coast Guard-approved, non-combustible, certified for the

intended use, and shall be 100 percent free of asbestos containing materials (ACM). The

Contractor shall provide documented proof of the certification prior to installation of insulation

materials. All insulation shall be faced. Installation shall comply with USPHS Rat-proofing

requirements.

Insulation shall be installed using 10-gauge weld studs or welded "nail" type insulation pins spaced

on 12-inch centers (maximum) for bulkheads and 9-inch centers (maximum) for overheads. Steel

caps (or clips) shall be used to hold the insulation tight to the structure. Glue type pins shall not be

used. Excess pin length shall be removed after installation of the caps or clips. Final installation

shall be free of exposed sharp points and similar hazards.

All insulation seams and exposed edges and shall be taped.

All structural fire protection (SFP) insulation shall be a mineral wool product approved by the U.S.

Coast Guard under series 164.007 "Structural Insulation." SFP insulation shall be in direct contact

with the surface being insulated (plates, beams, stiffeners, etc.) to eliminate voids between the

insulation and the structure.

In way of bolted access openings, insulation and linings shall be installed in such a manner to allow

the removal of the plate or opening without the necessity of totally removing or significantly

damaging the insulation. The outline of the opening shall be stenciled in a high visibility

contrasting color on the lining to allow positive identification.

4.2 General

The intent of this work is to remove both main engines and reduction gears from the vessel, take

them to a certified facility and have them overhauled, and reinstall them back in the vessel.

The vessel has two MTU 16V398 TE74 L main engines and two ZF reduction gears. The

Contractor will retain the services of a manufacturer's certified facility or facilities to perform the

overhaul/rebuild work on the engines and gears. These services will include transportation to and

from the vessel.

The Contractor will provide warranties covering the work performed on the engines and reduction

gears for a period of two (2) years following redelivery of the vessel. The warranties shall include

a guarantee of an eight (8) hour on-site response by technicians representing the component

subcontractors (MTU and ZF).

In addition to the warranties Kitsap Transit requires that the Contractor arrange for a "power-by-the

hour" maintenance agreement for the main engines. This agreement will cover all normal

maintenance and scheduled overhaul activities for the engines during the two-year warranty period.

4.3 Interference Removal/Reinstallation

Interferences in way of the removal paths of the main engines and reduction gears shall be carefully

removed and stored in a safe location for reinstallation. Contractor shall take care in the relocation

or removal, noting that all such equipment is currently operating and in good repair, and intended to

be re-installed as currently exists. The Contractor shall inspect and identify (with guidance and

approval from Kitsap Transit's Representative), all piping, heat exchangers, hoses, cabling, bolts,

valves, fittings, and other equipment that must be removed in way of the main engines and

reduction gears, and that shall be re-used. Contractor shall remove, inspect, clean, store, and

reinstall all such equipment and components in their original locations, at the appropriate time

during installation of the refurbished machinery.

4.3.1 Piping Systems and Fuel Tanks

Prior to removal, the Contractor shall drain all main engine and reduction gear system piping and

reservoirs. System fluids shall be disposed of in accordance with all federal, state, and local laws.

Contractor shall also drain both 1710 gal fuel tanks. After the subject tanks have been opened,

cleaned, gas freed and inspected the Contractor shall provide a Condition Found Report for each

tank. All fluids shall be disposed of in accordance with all federal, state, and local laws.

Once inspection is complete, Contractor shall provide all materials, labor and equipment to install

site tube indicators on both tanks. The existing digital monitor shall be left fully operational.

4.4 Main Engine and Reduction Gear Removals and Installations

Prior to disassembly and/or removal of any drive line components, and while the vessel is

waterborne, measure the shafting and drive line alignment and provide detailed alignment reports to

Kitsap Transit's Representative.

Engine and gear removals from the vessel will take place through the bolted access openings on the

aft exterior deck. The Contractor shall unbolt all access openings and retain all bolts and plates for

reinstallation. The access opening seals shall be replaced with new seals of the same quality, type

and density when the openings are reinstalled.

The main engines and reduction gears shall be unbolted from their foundations and removed from

the vessel. All engine and gear-mounted accessories and control fittings shall be removed and

retained for reinstallation. All associated intermediate shafting, couplings, shaft guards, body fitted

bolts and nuts associated with the driveline shall be inventoried, cleaned, inspected, and re-used if

possible.

Contractor shall disconnect, index, inspect, preserve as necessary, store and report the condition of

all removed items. Contractor shall install all re-used, re-furbished, or new machinery and

equipment within the tolerances and alignment limits prescribed by the manufacturer.

The main engines and gears shall be loaded on transportation provided by the engine and gear

overhaul facilities. The following work shall be accomplished as a minimum by certified MTU or

ZF mechanics:

MTU Engines:

1. Perform a complete 9,000 hour W6 out-of-vessel major overhaul of each engine.

2. Perform a dynamometer test no less than 4 hours long prior to delivery of the engines back

to the vessel.

ZF Reduction Gears:

1. Disassemble each gear.

2. Install new clutch plates.

3. Install new bearings.

4. Install new gaskets and seals.

5. Inspect all internal gearing and shafting.

6. Inspect all external equipment such as torsional couplings, oil coolers, oil pumps and

control valves.

7. Provide a written inspection report covering Items 5 and 6 above to the Contractor and to

Kitsap Transit. The report shall identify all parts that need servicing, repair or replacement

to bring the gear assemblies up to a fully functional status. Cost proposals for the work

shall be included with the report. Execution of any additional work outlined in the report

will be the subject of a change order.

8. Reassemble each gear and test to ensure the gear is fully functional.

Upon receipt after overhaul, the Contractor shall unload the machinery for reinstallation directly

onto the vessel.

The engines and gears shall be reinstalled on the existing foundations with existing body fitted

bolts and nuts.

4.5 Propulsion Machinery Alignment

The Contractor shall realign each reduction gear to the corresponding water jet, and then each main

engine to the corresponding reduction gear, in that order. If resilient mounts are found to be near

the limits of adjustment, renewing of the chocking will be handled as a separate change order. The

alignment procedure shall be submitted to Kitsap Transit for approval.

A qualified independent marine propulsion engineer or firm shall be retained by the Contractor to

provide the propulsion machinery alignment.

4.6 Tests and Trials

4.6.1 General

The Contractor shall conduct a testing program in accordance with the guidelines established in

References (A), (B), and Section 1 of these Specifications, and the requirements identified below.

4.7 Dock Trials

Upon acceptance by Kitsap Transit's Representative of satisfactory completion of the contract work

scope, the Contractor is to schedule, plan, and accomplish dock trials. The dock trials shall be

conducted at the Contractor's facility, for a sufficient length of time to accomplish and satisfy the

guidelines of Reference (A). The Contactor is to provide water, fuel, min engine and gear lube oil,

hydraulic fluid, and other materials, test personnel, (both craftsmen and supervisors), as required to

successfully accomplish dock trials. Kitsap Transit is to provide personnel to safely operate the

vessel during dock trials. The trial draft shall be as near as possible to the design mean operating

draft of the vessel. Contractor shall prepare test agenda and test memoranda one (1) week in

advance of all dock trials, which will include the following:

A. Preliminary (visual or other) inspections and checks of all piping, electrical, structural,

foundations, and machinery systems.

B. Operation of all main engines, reduction gears, and auxiliary machinery (at the dock) for a

period of not less than two (2) hours, to demonstrate readiness for sea. The main engines

shall be run in opposition at maximum possible RPM. Operating data shall be taken and

recorded for all vessel systems at 10-minute intervals during the entire two (2) hour test.

Tests shall demonstrate that all machinery temperatures, corrected for ambient

temperatures, are stable and within the manufacturer's allowable range. Provide a report to

Kitsap Transit's Representative documenting acceptable thermal performance of all

monitored equipment.

C. The steering, control, and navigating equipment shall be checked to verify their readiness

for sea trials.

D. Perform a no-load tooth contact check for all gears as part of dock trials. Provide a report to

Kitsap Transit's Representative documenting the no-load tooth contacts.

4.8 Sea Trials

Upon satisfactory completion of dock trials, the Contractor is to schedule, plan, and accomplish sea

trials. The sea trials shall be conducted under fair weather conditions and calm sea for a sufficient

length of time to accomplish and satisfy the guidelines of Reference (B). The Contactor is to

provide water, fuel, main engine and gear lube oil, hydraulic fluid, and other materials, test

personnel, (both craftsmen and supervisors), food and drink (for a compliment of 10 people) as

necessary to successfully accomplish sea trials. Kitsap Transit is to provide personnel to safely

operate the vessel during sea trials. The trial draft shall be as near as possible to the design mean

operating draft of the vessel. Contractor shall prepare test agenda and test memoranda one (1)

week in advance of sea trials, which will include the following:

A. Endurance run of six (6) four (4) hours at sustained maximum shaft RPM, using both

propulsion engines and gears. Operating data shall be taken and recorded for all vessel

systems at 15-minute intervals during the entire four-hour run. Tests shall demonstrate that

gear temperatures, corrected for ambient temperatures, are stable and within the

manufacturer's allowable range for indefinite operation at full power. Provide a report to

Kitsap Transit's Representative documenting acceptable thermal performance of the gears.

B. Progressive speed trial over a measured mile. Three runs each way for four different

speeds; 30%, 60%, 90%, and full power.

C. Crash stops, with one engine only and with both engines.

D. Steering and maneuvering, including turning circles each way.

E. Perform a full load tooth contact check for all gears at the time of installation as part of sea

trials. During endurance trial gears shall be checked for temperature stability. This check

can be done in conjunction with the endurance trial to establish temperature stability.

Provide a report to Kitsap Transit's Representative documenting the full load tooth contacts.

5.1 Passenger Spaces and Wheelhouse HVAC System

The Contractor shall remove dispose of the existing HVAC System. Contractor shall replace

existing system that consists of an Aqua-Air Manufacturing Air chilled/heated water, recirculating

type system. The system consists of six (6) air handling units, three (3) chiller units, two (2)

immersion heaters, two (2) engine waste heat exchangers and four (4) circulating pumps. All

equipment shall be equitant to the existing equipment and mounted in the existing locations. retain

the services of a qualified marine HVAC subcontractor to inspect the vessel's HVAC system and

provide a report that indicates the serviceability of the system for year-round Puget Sound service.

The report shall identify any and all parts or equipment in the system that need servicing, repair or

replacement to bring the system up to a fully functional status. Cost proposals for the work shall be

included with the report. Execution of any refurbishment of the HVAC system will be the subject

of a change order.

5.2 Engine Room Ventilation

The Contractor shall retain the services of a qualified marine ventilation subcontractor to inspect

the vessel's engine room supply vans and exhaust terminals and provide a report that indicates the

serviceability of the system for year-round Puget Sound service. The report shall identify any and

all parts or equipment in the system that need servicing, repair or replacement to bring the system

up to a fully functional status. Cost proposals for the work shall be included with the report.

Execution of any refurbishment of the engine room ventilation system will be the subject of a

change order.

6.1 General

It is the intent of this work to replace the navigation equipment and pilot chairs, and refurbish the

main machinery control panels and Wheelhouse console. Other refurbishment work intended for

the Wheelhouse is described in Section 2 of these Specifications.

6.2 Navigation Equipment

Inventory the existing navigation equipment located in the Wheelhouse as to type, brand, location and

mounting (console, bulkhead, deck or ceiling mounted), purpose, requirements (regulatory), and

electrical connection (voltage and panel). Include all exterior mounted antennas.

Prepare one or more lists of new, up-to-date replacement equipment, preferably from a single vendor,

meeting High Speed Craft standards, for review and approval by Kitsap Transit. The equipment shall

be installed and tested by a technician or technicians certified by the equipment manufacturers.

Carefully remove and dispose of all existing navigation equipment located in the Wheelhouse,

including batteries and antennas, with the exception of the VHF radios, loud hailer and CCTV system.

The existing console, console mounted electrical panels, and engine and steering controls shall be

retained.

Provide and install new commercial marine grade navigation equipment to replace the equipment

removed.

The list of equipment shall include but not be limited to:

Installation shall be in accordance with manufacturer's instructions and to the satisfaction of Kitsap

Transit. A complete list of new equipment including vendor, make, model, power requirements,

installation and operational details, and service availability shall be provided to Kitsap Transit for

approval prior to issuing a purchase order.

All electrical cables serving the new equipment shall be new, marine grade cable meeting USCG

requirements.

For bidding purposes, the list of equipment above should be used.

6.3 Machinery Control Panels

The existing console mounted clutch and water jet control panel push buttons and indicators are worn

and difficult to read. These panels shall be refurbished with new buttons, indicators, back lighting and

labels as necessary.

6.4 Pilot Chairs

The vessel's Captain's (starboard) chair is currently fitted with helm control, while the Mate (port)

chair is not. Carefully remove and dispose of the existing pilot chairs in the Wheelhouse, taking

care to retain all helm control cabling and connections for use in the replacements.

Provide and install two (2) new commercial marine grade pilot chairs, each fitted with helm

control, Beurteaux "The Helm" or approved equal. Provide new helm control cabling to the port

side chair equivalent to the existing starboard side installation. Reconnect the existing cabling to

the new starboard side chair.

Installation shall be in accordance with manufacturer's instructions and to the satisfaction of Kitsap

Transit. Make, model, style, color scheme and mounting details shall be approved by Kitsap

Transit prior to issuing a purchase order. Kitsap Transit shall approve color before PO is issued.

6.5 Console

The existing console shall be retained and modified as necessary to accommodate the new equipment.

Openings that are larger than 3 inches in any direction shall be filled and finished to leave a smooth,

unbroken surface. The console surface shall be completely repainted matte black in color using paint

approved by the Kitsap Transit Representative.

7.1 Rub Rails

Split pipe rub rail sections along the hull sides that are damaged shall be removed and disposed of.

New split pipe of the same diameter and wall thickness shall be installed in place of the removed

sections, and in any location where sections are missing. For bidding purposes, Contractor shall

assume; 5” 6082-T6 aluminium 3/16” wall thickness one hundred (100) linear feet. Contractor to

verify actual size before issuing purchase order.

Contractor to replace all Along the vessel's bow any UHMW docking surfaces that are damaged or

missing shall be replaced with sections of the same size, thickness and density. For bidding

purposes, Contractor shall assume; black six (6) inch wide by one (1) inch thick black UHMW

mounted with new stainless steel hardware, two hundred and fifty (250) linear feet. Contractor to

verify actual size before issuing purchase order.

7.2 Paint

All paints and paint materials shall be furnished and applied by the Contractor. The Contractor

shall use only paints and paint materials from International Paint Co. or a Kitsap Transit-approved

equal. A certified International Paint representative shall be on site during surface preparation and

paint application to ensure compliance with their quality standards.

Except as specifically excluded by these specifications, all exterior aluminum surfaces shall be

painted. If a location is not specifically identified by this section of the Specifications, the

Contractor shall utilize the painting description of these Specifications most appropriate to the

location.

The Contractor is responsible for verifying that paint products listed herein are acceptable for use in

the regulatory jurisdictions where the work is undertaken.

Unless otherwise specified or approved by the manufacturer, paint and other coating materials shall

not be thinned or altered in any manner by the Contractor. Surfaces shall be free of moisture before

the application of coating materials.

All weld slag and weld splatter is to be ground off prior to abrasive blasting. Weld undercuts and

weld pinholes are to be filled with weld material and ground smooth. Areas where temporary

structure has been removed, is to be ground smooth and deep gouges are to be filled with weld and

ground smooth.

All structural edges, rat holes, behind angle stiffeners, welds, and difficult areas to coat shall be

stripe-coated prior to each full coat application.

Except for the minimum surface preparation requirements specified herein, all applications shall be

in accordance with the manufacturer's instructions, supervision and approval.

Machinery or other equipment that is received from vendors, which does not meet coating

requirements shall be thoroughly cleaned and finish coated by the Contractor.

Safe staging and adequate lighting shall be provided for inspection of surfaces and coating work.

Standard safety colors shall be used to distinguish fixtures and fittings which present a hazard.

Kitsap Transit shall approve all surface preparation prior to application of any coating, and shall

inspect each coat prior to the application of the next coat. Areas found to contain runs, overspray,

roughness, debris, sand, or other signs of improper application shall be stripped, re-primed and

recoated at no additional cost to Kitsap Transit. Where minimum dry film thicknesses are specified

herein, films will be checked by thickness gauge. In areas where this thickness is not developed,

sufficient additional coats shall be applied until the required thickness is achieved.

No painting or coating shall be done under unfavorable weather conditions unless the work is well

protected from such conditions, and then only with the specific approval of Kitsap Transit and the

paint manufacturer's Authorized Representative.

The Contractor will ensure that any moisture boundaries previously applied in way of intermittent

welds are restored to "as-new" condition after blasting. Moisture barriers shall be marine grade

poly-urethane caulking approved by Kitsap Transit. The caulk bead shall be laid up at 45 degrees

to the seam between the members, and shall be extruded to a depth between 3/8 inch and 5/8 inch

to form a complete seal against moisture.

All fixtures and adjacent surfaces shall be properly protected during surface preparation and

painting. Upon completion of the work all paint shall be removed from glass, plumbing fixtures,

deck coverings, machinery surfaces, etc. All equipment, systems, structure, and spaces not

specifically mentioned, or covered by these Specifications, shall be completed with the proper

finish coatings to match the coatings on adjacent surroundings or in comparable spaces.

The Contractor shall prepare and submit a paint schedule to Kitsap Transit for review, comment,

and approval. No painting shall be permitted before approval of the schedule. All paint colors

shall be selected and approved by Kitsap Transit.

All two-component paint shall be stored at approximately 70°F for 8 hours prior to mixing.

Specific areas of the Vessel shall be prepared and coated as follows. Dry film thicknesses and

number of coasts shall be as specified in this section. All surfaces not specifically mentioned shall

be prepared and coated to the paint manufacturer's recommendations and as approved by Kitsap

Transit.

The exterior hull surface from the keel up to the top deck, including all superstructure and bulwarks

7.5 Piping, Machinery, and Electrical

Machinery and equipment in non-weather spaces shall retain the color and coating supplied by the

factory provided that the coat is a finish coat, and shall not be further coated to match the above

paint schemes in each area. Where machinery coating is damaged during construction, it shall be

carefully feather edged and painted to match factory coating. Where equipment arrives at the

Contractor's facility with only a factory-applied primer coat, then the equipment shall be coated

with two full coats of Intercare 755 epoxy "white" at 3 mil DFT per coat.

Deck machinery and equipment installed in the weather, or in public spaces, shall be painted in

accordance with color schemes approved by Kitsap Transit.

Electrical cable shall not be painted. Care shall be taken to mask all electrical cable to prevent

coating and overspray.

Electrical components such as power distribution panels, motor control enclosures, junction boxes,

etc. shall retain the color and coating as supplied from the factory provided that the coating is a

finish coat. For components arriving at the Contractor's facility with only primer coats of finish,

then they shall be coated with two (2) full coats of Intercare 755 white (3 mil DFT per coat). The

Contractor shall protect and mask off factory lenses, switches, pushbuttons, label plates, etc. from

damage by the coating.

7.6 Vessel Name and Hailing Port

The Vessel's name and current hailing port shall be repainted as directed by the Kitsap Transit

Representative.

7.7 Company Logo

The Kitsap Transit Fast Ferries company logo shall be supplied by Kitsap Transit and painted or

applied to the exterior of the Vessel as directed by the Kitsap Transit Representative. A $500 labor

allowance is reflected on the Bid Form, any charges incurred above this amount must be approved

by Kitsap Transit change order. Art work for the logo will be provided by Kitsap Transit.

7.8 Cathodic Protection

The Contractor shall inspect all existing zinc anodes and make recommendations for replacement

to Kitsap Transit Representative. The Contractor shall also supply all materials, labor and

new anodes must be approved by Kitsap Transit Representative before installation.

7.9 Wheelhouse Railing

The Contractor will mount an anchor railing, of similar size and material as existing hand railing,

on exterior of wheelhouse under windshields. Railing to run entire width of windshields. Railing to

be used to provide a handhold for crew when traversing upper bow area. For bidding purposes,

Contractor to assume thirty (30) linear feet of railing.

7.10 Bow Modification

The Contractor shall make the modification to the bow pictured below, both Starboard and Port.

The Contractor will leave existing railing structure on interior of panels. For bidding purposes, the

Contractor is to assume that Kitsap Transit will have obtained all USCG approvals necessary for

this modification.

8.1.2 Life Rings

Remove and dispose of deliver to Kitsap Transit all life rings on board the vessel.

Provide an identical quantity of new life rings, complete with the vessel name stenciled on each life

ring in accordance with USCG regulations. Any mounting brackets that are damaged or otherwise

unusable shall be replaced or refurbished to as new condition.

8.2 Fire Extinguishing Systems

8.2.1 Fixed CO2 System

Provide a certified technician to inspect the condition of the CO2 system, recharge all bottles, and

certify that the system is working properly. The technician will provide an updated CO2 system

diagram if necessary. Any repairs or replacement parts needed to provide a fully functional system

will be the subject of a change order.

8.2.2 Portable Fire Extinguishers

Remove all existing portable fire extinguishers. During removal, create a written inventory of the

extinguishers, noting locations, quantities, sizes and types.

Repair or replace fire extinguishers as required to match the inventory of those removed. Any

mounting brackets or enclosures that are damaged or otherwise unusable shall be replaced or

refurbished to as new condition.

8.2.3 Fire and Bilge Pumps

Provide a certified technician, someone with a demonstrated history of performing technical

mechanical or diagnostic tests on similar equipment, to inspect the condition of all fire and bilge

pumps, electric motor and PTO driven. The technician shall remove fire pump, bilge pumps and

PTOs and bench test in accordance with manufactures test procedures. The technician will provide

an inspection report, with a list of any repairs or replacement necessary to ensure that the fire main

and bilge systems are fully functional, and the cost to affect the repairs. Executing any repair work

will be the subject of a change order.

8.3 Charging System

The Contractor shall remove and properly dispose of the existing batteries. The Contractor shall

provide all materials, labor and services necessary to complete the following upgrades to the

charging system. The Contractor shall install four (4) new 8D batteries wired in series to make a

24 volt system. Two (2) batteries for will provide power for starting and two (2) batteries for house

power. All four (4) batteries shall meet the minimum power requirements outlined by MTU;

batteries to be identical in make and model. The Contractor shall install a battery charger with

output failure indicator above the DC breaker panel in the electrical room.

interior welding.

3. Moorings – Provide line handlers to tie up and cast off vessel.

4. Gangway – Supply a secure and well-lighted gangway or ladder for vessel access.

9.3 Sea Chest and Strainer

Furnish necessary labor, material, equipment and services to accomplish the following:

1. Remove each sea strainer plate.

2. Remove all marine growth from the interior of the sea chest suction and vent lines and when

dry, prime and paint as described in Section 7.

3. Replace anode with a new anode of the same size and configuration, if necessary.

Re-secure sea strainer plate after final inspection by USCG and Kitsap Transit's Representative.

9.4 Sea Valves

Furnish labor, equipment, material and services to replace all sea water butterfly valves outlined in

drawing 507-01-1. Values shall be like for like in size and material. All new valves shall be opened

and clean for USCG and Kitsap Transit inspection. grind in valve seats and close all sea valves.

Replace bonnet and flange gaskets and valve stem packings as required.

9.5 Water Jet Inspection

The vessel is fitted with two MJP J650R marine water jet propulsors. While the vessel is out of the

water, each water jet shall be inspected by a manufacturer's certified technician, the findings of

which will be provided to Kitsap Transit in a written report. Costs to perform all recommended

service and replacement shall be included in the report. Execution of the service work will be the

subject of a change order.

The Contractor shall remove and replace all existing hoses that service the marine water jet

propulsors, supply and return. All hoses shall be identical like for like is pressure rating, size,

connectors and grade. All fittings and hoses shall meet the requirements of the USCG for a

subchapter K vessel.

9.6 Underwater Hull Preservation and Painting

Prepare and paint the hull and appendages in accordance with Section 7.

10.1 Weight Control

Minimizing weight growth during modification is important. The performance of the vessel is

directly affected by its weight, such that increased weight will result in loss of vessel speed and an

increase in wake wash, two critical components affecting the success of the vessel operations.

The Contractor shall be responsible for monitoring all weights removed from and added to the

vessel over the course of the contract. Separate summaries shall be kept for weights removed and

weights added, including centers of gravity. Weight monitoring results shall be provided monthly

to Kitsap Transit.

Before issuing purchase orders for seats, ceiling systems, light fixtures, speakers and deck

covering, the Contractor shall submit the impact, if any, of the preferred product on the vessel's

weight to Kitsap Transit for approval.

10.2 Stability

A full Stability Test with incline lightweight survey shall be performed by the Contractor, in

accordance with the procedures described in ASTM - F1321-14 Standard Guide for Conducting a

Stability Test.

Before conducting the test, Contractor will provide an estimate of the total aggregate weight

change, as defined in MTN 04-95 CH-2. If the total aggregate weight change does not exceed ten

percent (10%), and the USCG concurs, a lightweight survey will be conducted instead. If the

lightweight survey is sufficient, the change will be executed via change order.

The Contractor shall inform Kitsap Transit of the scheduled survey date at least thirty (30) calendar

days prior to the survey. At that time the Contractor shall prepare a Stability Test Lightweight

Survey Procedure for submittal to the USCG for approval.

Kitsap Transit's Representative and the U.S. Coast Guard shall witness the test survey.

The Contractor shall provide all necessary personnel, equipment and services for the test survey,

including but not limited to the following:

Engineer to oversee the survey and handle all calculations and USCG submittals

Certified weights.

Shipyard crane services.

Line handling services.

Small boat and boat handler for freeboard measurements.

The results of the test survey shall be formalized into a report for submittal to the USCG,

establishing new lightship weight data for the vessel. Using the approved weight data updated

stability calculations shall be prepared and submitted to the USCG in support of issuance of a new

stability letter for the vessel.

One (1) printed copy and one (1) electronic copy in PDF format of all USCG approved stability

documentation shall be provided to Kitsap Transit upon redelivery of the vessel.
