Coordination with BCH is required for shutdowns, inspection before re- energization, new metering equipment for the main generator building, re-energization, etc. 3. Stantec asks for new 3/0 RWU90 CU open wiring on existing pole lead to spillway building. Can they confirm poles have been examined for suitability for this increased physical load, and also they will provide sag and tension data? Should poly ACSR be considered instead of CU RWU? A: Contractor to revise the overhead cable to the spillway P2-SPWY from RWU90 type to Poly ACSR, ACSR cable to be concentrically stranded about a steel core, stranded core wire shall be Class A galvanized. Contractor to reduce the size from 3/0 to 2/0 AWG. 4. The cable schedule indicates this run of cable to be 3 wire and ground. Is a ground expected? A: No, ground wire is not required to the spillway. The spillway building is equipped with a grounding system that is to be maintained, the installation shall comply with CSA C22.1 rule 10.208 5. Please provide location for BCH meter in generator building. A: New meter base to be located on the east wall adjacent to the door latch side mounted at minimum 650mm and maximum 1800mm to the top of the meter. 6. What period of outage time (to swap to alternate generator power) can be taken for, and when: A: The Generator building, Intake Tower, Head Tank building and Spillway building can all accommodate a maximum outage time of 6-hours. Clarifications and Additions:

1. As per Conditions of Tendering-1.8 a final written addendum (if required) will be issued on

when:

A: The Generator building, Intake Tower, Head Tank building and Spillway building can all

accommodate a maximum outage time of 6-hours. A minimum notice of 1-week must be

provided prior to the shut down. The shutdown procedure must be coordinated with the CRD

Representative. Refer to Specification Section 01 14 00 Work Restrictions Clause 1.4 for further

information.

7. Spec 26 09 23 2.1.7 asks for new electronic customer meter at head tank building. Is the

intent to have this meter in a standalone enclosure adjacent to the main panel?

A: Yes, stand alone meter in a new enclosure to be mounted adjacent to the panel, run new

1” EMT C/W wiring to the CT’s in the panel.

8. Spec 26 09 23 2.6.3.7 asks for meters to have a synchroscope. What is the purpose of this

requirement? Design of power system does not appear to be set up for paralleling

generators

A: This is a remanence from a previous proposed design that is not valid, synchroscope is not

required. Any reference to the requirement to be deleted.

9. Spec 26 09 23 2.7 refers to instrument selector switches. As the meters specified are to be

electronic with on board displays, what is the purpose of this section?

A: Onboard display with integrated buttons is sufficient, instrument selector switches are not

required.

10. Spec 26 09 23 2.1.3 asks for switchboard draw out meter. Spec’d Eaton Power Xpert 4000 is

not a draw out style instrument. Please clarify.

A: Eaton Power Xpert 4000 or approved equal is the standard of acceptance product, meter

to be flush mounted, draw out is not required.

11. What loads fed from existing panel A in generator building need to be maintained during cut

over to new panel G-DP-2E1. How long can these circuits be off for while they get

transferred?

A: See attached pictures above for the panel and the panel schedule. All circuits related to

the controls (i.e. flow meter, rain gauge, RTU, control cabinet) shown to be as short as

possible. A coordinated shutdown is acceptable, exact time to be determined with CRD

after award. All circuits above are mostly 1/15A circuits and require minimum power.

Generator circuits (block heater, battery charger, etc.) require power when the generator is

in use.

Wall heater, lights, etc. are convenient equipment that can be shutdown until temp power is

provided with no major issues, provided general lighting is provided from other sources.

12. What is in the existing generator building “relays” box. What happens to this box during and

after cutover?

A: This box is to be removed and de-commissioned (shown under the hatched area on E110).

13. A number of the cable related pay items (eg. H.11 to H.15) are noted as per meter and as

required. Is the intent that these items are treated as unit price supply and installation?

A: Items H.11 to H.15 and item H.22 pricing to be provided as a L.S. in lieu of M. for the entire

supply and installation. The intent is to provide the over all cost of the system breakdown for

a complete job as shown and described here in.

14. The new 75kV distribution transformer is spec’d to be build to CSA standard for utility use. If

this unit is provided by BCH Stores, it will not be CSA approved. Would a special approval be

required for this unit to comply with the specifications?

A: The indicated transformer above is to be purchased from BCH as indicated. When

purchased from BCH it will carry all necessary approvals to the utility standards. Alternatively,

the contractor can provide the transformer from other sources, this does not relieve the

contractor from complying with BCH standards for pole mount type and shall be approved

for this installation by all parties including BCH, if for any reason the transformer was rejected

by BCH, engineer or the owner.

15. To be added to contract: Contractor to allow for generator rental units as specified in the

specifications to provide temporary power when the main power source in interrupted.

16. To be added to contract: It is required that the CCTV installed at the site is operational

whenever the contractor does not have personnel at the site. If work is being completed that

may affect the CCTV system, the contractor is to confirm that the CCTV system is operational

at the end of each workday by contacting CRD central monitoring.

17. To be added to contract: There is a Control Narrative document being prepared for the RTU

programming, however it will not be finalized before contract award. The Contractor should

ensure that the timed stages of the existing mechanical cam timer are known prior to

decommissioning the existing screen wash panel.

Attached are the existing CRD drawings for screen wash control schematics, marked up to

illustrate the changes required under this Scope of Works.

The drawings show the extent of the mechanical control schematics for the Screen wash

system, which is to be converted to a control program in the RTU logic.

Using these and the IO count associated with the screen wash control (already shown on the

Contract drawings) will allow for pricing of the RTU programming items.
